Q. Why do you think people are keeping these vehicles? A. That’s a good question because some of them are really bad. I thought some of these were restoration projects; these are vehicles that are simply abandoned and full of junk … broken windows; flat tires; no tires; they are just a mess.

Q. Do you feel confident Estevan will win next year? A. I do, because I am persistent and because we have some really good people in this city who will work hard with me on that.

Q. How were resiLynn Chipley moved to Estevan 25 years ago. It was the city’s stigma of being known as the dusty, dirty work town that boiled her blood so much so she ran for city council. Since then, Chipley has been working diligently to beautify Estevan and clean up its tainted reputation. Although suffering a loss in this year’s Golden garbage Can competition, Chipley remains optimistic and persistent. Q. What played a factor in the loss? A. We have a few people with junk vehicles that just don’t seem to know that’s not appropriate and that’s what killed us, and it’s sad really that a very few could do that, but that’s the way it is and we will know that for next year. Q. How did you feel going into the competition? A. Going into this, I really didn’t know what the competition was about. I wasn’t involved ever when it was done previously. I will say that the Weyburn staff was an enormous amount of help. Q. When does planning for next year’s competition begin? A. It will probably start in the fall just to identify areas that we need to concentrate on for next spring and then the bulk of it in the spring when we are up and running. Q. What are some things residents can do to prepare for next year’s competition? A. Take a look over your fence or make sure that your fence is still standing. That was probably the second biggest issue ,is fences that are

in really poor condition, and weed growth in the back alleys. Q. How close was this year’s competition? A. I believe it came down to nine junk vehicles, that’s how close. Q. How does that make you feel? A . E x t re m e l y s a d , however, knowing what I know about the city over 25 years, I know how far we have come so I am personally very proud of that. It doesn’t matter to me if I have a Golden Can or a Silver Rake, I know we did very, very well.

Q. How can residents dispose of their junk vehicles? A. Haul them to the dump, haul them to a wrecker, but if they call the City someone could tell them how to dispose of those vehicles.

Summer is here Estevan, and I could not be happier! The sun is shining, the birds are singing, the grass is green and the cows are grazing, it’s a wonderful life! I, like many of you, have always loved the summer months. The winter blues are shaken and there isn’t one excuse not to be outdoors on a gorgeous day. Fishing, boating, swimming, tanning and just being a beach bum are but only a few of the many activities ravelled up in the months ahead of us. If you had a chance to read my feature on summer last week, you know there are many options to be explored, not only for children, but for adults as well. So drop your kids off at one of the various play parks this summer and go catch some rays at Boundary or a laugh in the evening at the Souris Valley Theatre. Another option, if you’re an animal lover like me, is to help out at the humane society taking the dogs for a walk on a beautiful day when it’s just too nice out for them to remain indoors. I’ll be honest, at first I was unaware of what there was for me to do in the city this summer season, but soon realized that fun is what you make it and boredom is an excuse for laziness. The only hard part is, getting out there and exploring city grounds for yourself. Last summer when I was in Ontario, I found out that I had been missing so much of what I had thought to be nothing. I discovered beaches I didn’t think existed and scenery that was just too gorgeous to be ignored and it turned out to be the best summer I had encountered.

In appreciation of the annual Estevan fair and the way it brings the community together, the Trader takes readers back to 2001 when attendance hit a record high of 5,700 people; this year’s fair sported ticket lineups at least one city block long. Each week the Southeast Trader Express tells us what has happened recently, but we'll also give you a look in to the distant past. Accidents happen, make sure your child stays protected By Rose Ditaranto of The Mercury A c h i l d ’s s a f e t y is no joke, especially when it comes to car seats and vehicles. The Estevan Public Health centre hosted its annual Car Seat Safety drive-through last Thursday in the Shoppers Mall parking lot after lying dormant for two years due to setbacks like Swine flu. Leanne LeBlanc, a public health nurse, said events like these are necessary in order to help parents utilize their child’s car seats properly. “It’s a lot of teaching and making sure it’s correct and safe. As your child grows, there are things to be changed to keep your child safe, said LeBlanc.

Things to look out for are making sure the seat is used as per the child’s age and weight, making sure the seat is in the proper position, checking if the child still requires a booster seat and checking the tightness and security of the seat. “They have a general idea but we teach them as we go. Most people have a good idea, and are learning,” said LeBlanc. Colleen Macmillan, co-ordinator at the Estevan Family Resource Centre, said families don’t realize what age a child can leave a car seat for a booster seat or how to use a car seat effectively in general. “The car seat safety clinic is imperative for families,” said Macmillan.

Shouldn’t health care workers vote? Agreement on wage rates “SAHO and the employers have offered health care workers represented by CUPE, SEIU-West and SGEU a reasonable and competitive final offer of 9.5% over four years. The unions seem to be in general agreement with these wage rates.

Significant additional demands The unions’ demands, in addition to the pay increases, would add over $80 million to the cost of SAHO’s proposed offer – an offer that’s already competitive with similar western Canadian health care markets.

Delays at the expense of employees SAHO has proposed health care workers receive retro pay for hours worked between April 1, 2008 and March 31, 2010. Right now, they’re working for 7.5% less than would have been the case if the agreement had been ratified by March 31, 2010. Currently, they are no longer accumulating retroactive pay. For a full time employee, this is an average of $750 as of June 30. The unions have been aware since January that retroactive pay would cease to accumulate on April 1. Further delays from the unions in settling a contract are at the expense of our employees.

Domestic disturbance call ends infant’s life and leaves man wounded PROVINCIAL Market gardeners say the rains north of Regina on Monday were not welcomed. The provincial government said Bluepoint Investment Corporation are erupting into broadcasting. Dustin Duncan, minister of tourism, parks, culture, and sport, said Bluepoint will pay $350,000 for physical assests and film and video assest of the educational broadcaster, and said it has plans to spend $1.75 million a year on Saskatchewan productions. Duncan said Bluepoint’s proposal was the only one that didn’t require any public investment to progress. ••• Health officials say they will be paying close attention while monitoring Maple Creek and area for an onslaught of mosquitoes. Bryce Martin, executive director of communications for the Cypress Health Region, said with all of the standing water there are thoughts that the mosquito population will grow. The information about the mosquito count will be posted on the Cypress Health Region’s website, www.cypresshealth.ca NATIONAL Two camels and a tiger were found in Quebec and will be returned to their home zoo in Bowmanville, Ontario after going missing last Friday. Todd and Shawn, the two camels, and Jonas, the three-year-old tiger, were

found in their trailer between 10 and 11 p.m. Monday on Route Doyon in St. Edmond de Grantham, 95 kilometres northeast of Montreal. Provincial police were tipped off by a member of the public as to the whereabouts of the trailer. The animals seemed to have been fed and the tiger was in its cage inside the trailer at the time. ••• Ivan Henry’s lawyer says the B.C. Court of Appeal should overturn convictions made 26 years ago. Henry spent 26 years of his life behind bars for a series of sex attacks in Vancouver, a conviction that methods of investigation both the Crown and defence agree were questionable. Henry’s lawyer, David Layton said the evidence is too weak for his client to face a new trial. Henry was declared a dangerous sex offender and was released on parole last summer. ••• It was Canadian Sgt. James MacNeil’s. was two months into his fourth tour in Afghanistan, but it would be his last. Less than 24 hours after the young man from Glace Bay, N.S., got engaged to his girlfriend and making future plans of a home and dream wedding, his life ended Monday morning . Sgt. MacNeil was killed by the detonation of an improvised explosive device after he dismounted from his armoured vehicle. ••• Toronto police are on the hunt for a black luxury car, from which shots were fired early Tuesday morning in the downtown area near the G20 security fence . Off-duty RCMP officers heard the shots that were fired near King and John Street .Police had tried to track the car until it disappeared into the west Toronto area. No one was hit in the shooting, but shell casings were found at the scene. •••

INTERNATIONAL A man has been shot and wounded by New York State Police after shooting a three-month-old baby to death during a standoff. Police said the man was armed outside of a home in the upstate town of Blossvale, N.Y., when troopers arrived after they received an emergency call regarding a domestic dispute Tuesday morning. Troopers shot the man after he used a long gun to shoot the baby to death. The gunman survived and was taken by helicopter to a local hospital. The baby was pronounced dead at a hospital. ••• A train accident in the southern part of the Republic of Congo has left at least 60 people dead, said a train official. Jean Miche Ibinda said four train cars, passenger loaded, fell into a ravine in the Central African nation last Monday. State radio reported that more than 300 others were injured. The train was leaving the coastal town of PointeNoire and was headed to Brazzaville, the capital, when it derailed. Train crash victims were immediately helped by army and Red Cross officials.

‘Educating the public is first step in accepting multi-culturalism’ By Rose Ditaranto of The Mercury

Trew said she encourages residents to come out to events such as these, which are easy to find out about. “Definitely don’t be a stranger, in Estevan we are not faced with this opportunity all the time. It’s a wonderful culture to learn about and it’s such a vital part of Saskatchewan history. “The Estevan library has its own website, www.estevanlibrary.weebly.com It always has our events on it and public service announcements and we do have a monthly e-mail as well that

people can find out about all kind of events,� she said. Education helps residents in the city in their transition into becoming a more multi-cultural orientated community, said Trew. “We have an increasing immigrant population and an increasing Aboriginal population as well in Estevan. I definitely think events like this that help educate the public definitely makes it easy for these people to come into our community.�

In celebration of Aboriginal Day on June 21, the Estevan Public Library honoured First Nations people on June 22 to raise awareness for a very huge part in Canadian history. Taren Trew, adult program co-ordinator, said the event was meant to educate the public about the First Nations’ culture and what they have done for Saskatchewan. “I think for us in Estevan right now, it has a lot to do with education and it’s a lot of fun for everybody to see these kinds of things for the same reason that the Collage was such a success. Things like this are really unique and it’s great for the public to do something like that,� said Trew. Arnold Akachuk an Ocean Man First Nations resident and honoured guest, said he wants to clear up misconceptions of the native culture. “A lot of First Nations people are misunderstood and the harmony, and peace of coming together and being together, that’s one of the reasons we do what we do. “The harmony of working together and working towards ending racism, this is something we’ve always taken part in,� said Akachuk. Arnold Akachuk explains how the natives learned to play music only by first learning how to play nature’s notes.

Kinsmen Donate to Hospital

The Estevan Kinsmen recently made a generous donation to the St. Joseph’s Hospital Foundation. Incoming president Jason Bayda (left) and outgoing president Dave Elliott (right) presented a cheque for $5,000 to Foundation director Roxy Blackmore. The money will be used to purchase a non- invasive, bilirubin measurement system that uses light instead of a needle to measure bilirubin levels in newborns. This new piece of equipment will eliminate the costs and time associated with blood draws and laboratory services. There is also less risk of infection, less trauma and no pain to the new born.

I remember walking down Sunset Boulevard and someone saying to me, ‘Hey, you’re that prince guy!’And whenever I had meetings for film roles, I would walk into the room and people would go, ‘Ah ... the prince!’ “It was nice to get recognition for a role I did, and the fans of the film have been very complimentary, which I am forever grateful for and sincerely humbled by. ‘Replacement of city water mains is city’s most important infrastructure project’ Priority is key when it comes to deciding on ways to improve the City’s currently disintegrating infrastructure says Estevan’s city engineer. Zeshan Haider said repairs and additions to beautify and improve Estevan are dependent on the level of severity. “It’s dependent on several factors, priority and funding and availability of manpower and of course the basic priority of the city or the municipality to be cost efficient and make the best use of the tax dollars,” said Haider. The major concern this year, so far, is the replacement of they City’s water mains, said Estevan mayor, Gary St. Onge. “It’s probably the best thing we have started to work on in terms of infrastructure. We are in our seventh year of a 20 year plan, although if it doesn’t quit raining we won’t get anything done this year,” said St. Onge. Another project the mayor is quite proud of is the design of a new truck route. It is to go around the city so semis that have no plans of entering Estevan can bypass it, saving the road conditions from getting progressively worse. It doesn’t stop there. Plans to resurface some of the most worn and torn streets of the city are underway, said St. Onge. It began years ago when the provincial government put in policies that stated they were responsible for taking care of certain parts of the highways that came through town so long as

the City maintained them. St Onge said Estevan will enter into a contract with the province again this year. “One of the things we are working with the provincial government is called the Urban Connectors program where we make an agreement with them. They will put those streets in good condition and you will sign an agreement that you will do most of the maintenance. “Our highway system, which is Highway 47, Souris Avenue, they will be putting that into commission in the next two to three years. They will be resurfacing it and so on, and we will be taking over maintenance of it. A lot of our streets need resurfacing, but that’s a main one,” said St. Onge. Haider said the road conditions are the worst of the City’s infrastructure probems; a problem that needs to become addressed. “In general roadway conditions, I think are a major concern of residents and people of Estevan. I imagine that the city council and city administration are working towards that, however, there are always not favourable conditions we find to improve everything in one year or at one time,” said Haider. Haider added that the City will begin with the reconstruction of Duncan Road this summer, if the weather permits. “Duncan Road residents have seen for a long time, some major water accumulation happening on the north end of Duncan Road. “We give more priority to those areas that are more commonly used by people, to give

them better infrastructure,” said Haider. One setback the City has already encountered due to unexpected rainfall, is the construction of the new rink, said St. Onge. I hate to say with all this rain it looks like we will be a month behind, so instead of looking at the first of January we are looking at the first of February, which is very disappointing. But what can you do when it’s raining like cats and dogs here?” he said. When it comes to infrastructure, beauty should not be in the eye of its beholder. St. Onge said the City has made plans to beautify. “All the way down Fourth Street, you got this chunk between the sidewalk and the road and in some cases people have taken care of it themselves and some don’t, so you’ve got a mismatch. “This is for this summer, they are taking the ground out and putting in crushed rock and in some cases where it has been done already there will be some compensation back to the people,” he said. Another way the City will make over Estevan will be adding some greenery, trees, to the leisure centre parking lot and revamping the sidewalks. “We are looking at our whole sidewalk system, now you can’t replace all your sidewalks but you can start fixing some of them up better than they are,” said St. Onge. Last but not least is the Trojan neighbourhood park revitalization, which is a multi-year project about three to four years long.

Wenham said the support of the community was overwhelming and she could not be happier with the turnout of the event. Now former coach, Joel Moriarty, said the donation makes him proud but would like to give credit to the parents who are the real heroes.
