Cheers&Jeers Cheers to Jessie Toombs for his rare act of kindness, and cheers to his parents Kim and Kevin for raising such a fine young boy. Cheers to Souris Valley Theatre’s board for a fun Saturday night with music by Jim Galloway. Cheer to the young man in the truck at Matt’s Car Wash who paid for my car wash simply for waiting my turn in line. You put a smile on my face for the whole day. Cheers to the father who disciplined his child in such a caring way when it came to returning a stolen item. (From this week’s police report.) Jeers to the person that made the comments about bus drivers. Many of these drivers come into town from rural areas or towns to deliver students, is it so wrong that they stop at a grocery store or make a medical appointment on the same day that they are in town? Or is it a bad thing that a city driver stops for a coffee on his or her way home? These people deserve a lot of praise. Ride with a driver in a city or better yet, a rural route. You will learn something. Jeers to the stores that quickly run out of sale items and then leave the sale tag on the shelf and put a high priced item in its place. Jeers to the vehicles parking in front of a STOP sign, especially the one entering Highway 39 across from the KFC. A big thank you to Jocelyn and the staff at the Orpheum Theatre for providing the residents of Long Term Care of St. Joseph’s, Estevan Regional Nursing Home and Creighton Lodge with a private matinee showing of McFarland USA. It was a great time. Cheers to everyone, especially Keith Hamilton, who helped find our missing dog. Our family is forever grateful

Outram & Torquay News Sympathy is extended to the family of the late Irene Halvorson who passed away at the Estevan Regional Nursing Home at the age of 93. Irene lived in the Torquay area for many years. A Memorial Service was held at Trinity Lutheran Church in Estevan. Interment followed at the Estevan City Cemetery. Sympathy is extended to the family of the late Pearl Marcotte who passed away at age 95. Funeral service was held at St. John the Baptist Church in Estevan with Rev. Brian Meredith officiating. Interment took place at Torquay Cemetery. Congratulations to Albert Ribling who participated in the Special O speed swim meet held in Swift current on Feb 1st. He had a very successful meet and an enjoyable day. His mother Betty and his sister, Heather Pyra, accompanied him. Robert and Vivian Adams, Wanda Friess, John and Tressa Friess and Caitlyn went to Hawaii. There they met up with Allan and Doris Yergens. They had a very enjoyable two-week holiday. An ugly time of the year We’ve complained our chilly little buns off about winter, and now that it’s nearing an end, it’s time to complain about the garbage that emerges as a result. Whether it’s sidewalks or parks, no outdoor space is immune to the repugnant garbage people defile it with. Do some people during the winter simply believe that their litter will be filtered through some sort of hocus pokus ritual, that somehow makes the garbage they’ve casually tossed on someone’s property dissappear? Um, you know folks, that’s not how it works. And alongside the wrappers, cans, cigarette butts, grocery bags, food, more cigarette butts, there are other items that dot the ground beneath our feet that, I’m assuming, were simply lost. Cell phones, iPods, hats and gloves all succumb to our carelessness and contribute to the overall mess that’s left behind during this time of year. Garbage is something our city, and municipalities across the globe, have to deal with everyday year-round. But it baffles me how some powdery snow suddenly triggers something in our brain that tricks us into thinking that bag of Cheetos we just

Writing Prevents That Sinking Feeling consumed will look good on the ground, and even better when it’s covered in snow. Dog walkers have to deal with garbage no matter what time of the year it is, but generally, it’s not a significant problem in the midst of 20-plus degree weather. I’m not a dog owner myself, but I’ve walked dogs and accompanied friends and their canine partners during the slushy, garbage-infested month of March, and it can be a chore trying to stop a dog from scooping up cigarette butts like a vacuum cleaner. Let’s try to keep in mind that our furry friends, who may not always be the smartest of the bunch, don’t need hazardous obstacles that have the potential to do damage if swallowed. It’s also just an ugly sight in general. With the mud and slush, which we can’t do much about besides, I don’t know, take a flamethrower to, the added garbage is the cherry on the ugly grey cake. A cherry we should try and leave out. This is my first March in the Energy City since I arrived in June of last year. That was long after the unpleasantness on our streets had been dealt with. It can often be argued in almost all municipalities whether civic employees, who are ultimately responsible for cleaning up our green spaces and parks, could be doing more to prevent our eyes and noses from becoming victims to the litter. Whether they start the spring cleanup sooner or do it more frequently, there might be some room for improvement, I’m not entirely certain, yet. One thing that is crystal clear, however, is residents can do so much with minimal effort to minimize the problem. First and foremost, obviously, don’t throw your trash away when the ground is covered in snow. That might take a while to sink

There’s a man in Estevan who I’ve seen picking garbage up along the side of the streets, something I’ve actually seen him do yearround. I’m sure there are many other awesome people in the southeast who do the same. Let’s try our best to prevent the hideousness on our streets and parks from perpetuating. Let’s all just pitch in a little bit whenever possible and clean up during spring cleaning. It may not be your trash, but that trash is in our city, which is, ultimately, our home. And spring cleaning is a perfect time for everyone to help out inside the house - and out.

Facebook and agriculture make a good pair As a journalist, access to the Internet has become essential in doing my job. I doubt there is a day goes by that I do not turn the computer screen to the web browser and undertake a search while doing background research or checking something in my notes. It is likely the same for farm producers. That was certainly the contention of Peter Gredig with AgNition Inc when he spoke to a group of farmers in Canora, SK., in late January. It was his position that farmers needed to use sites such as Twitter, as a way to connect with other producers in their area, or in their specific crops, as a way to glean information which might be helpful. While there are many sources of good information on issues that can arise on the farm, one of the best sources will be another producer who has dealt with the situation before. Farmers are, after all, a resourceful lot, and they have an ability to find innovative solutions to problems which pop up. What I am surprised by though, is how social media is becoming not just an avenue to solve farm problems, but as a meeting place for like-minded producers, and even as part of farm marketing strategies.

Calvin Daniels Trader Agriculture Columnist It was interesting to talk with Mike and Joanne Neilson of Neilson Cattle Company at Willowbrook and Carey and LeeAnn Weinbender with Sliding Hills Charolias at Canora recently. Both are purebred Charolais operations working to market bulls into a rather crowded marketplace of breed sales and productions sales each spring. For the Neilsons and Weinbenders, social media sites online are a relatively new tool they are using to help market their bulls. It was in doing a feature on the Charolais producer’s efforts that I became aware of just what Facebook offers producers, and can also be of use to a journalist such as myself.

Most of the breed specific cattle associations have a Facebook presence. Some such as the Canadian Angus Association are avid posters of photographs and information. Like most things on Facebook, you need to glean through the posts a bit to find the most useful information, but you can help that process by creating an ‘Interest’ file and add only your ‘farm’ contacts to it. In my case, the list is growing steadily, as I include various cattle breeds because of my broader generalist interest in agriculture. My list includes Draft Horse Fans and Friends, Belted Galloway, and Chantecler chickens, which would be a more diverse list than a producer might have, but it goes to show the diversity of groups being supported with pages on Facebook. There is even a page called the CMC Poultry and Hatching Egg Auction in Canada. It has more than 1,000 members dedicated to poultry enthusiasts. It is a case of Facebook allowing a Canada-wide connection among diverse people, which was not possible even a few years ago. One can only imagine what could transpire from such connectivity in the years ahead.


Provincial 2015-16 budget released This year ’s budget was released by the provincial government on Wednesday, and includes $14.3 billion in revenue and a spending total of $14.2 billion, the latter being the highest spending total in Saskatchewan’s history. Finance Minister Ken Krawetz announced the budget at the Legislative Assembly in Regina, and emphasized the fact that this year’s budget does not require tax increases from its residents and provides municipalities with $265.3 million in revenue sharing, the largest grant ever given. “It contains no reduction in revenue sharing with municipalities, which could have contributed to higher taxes at the municipal level,” Krawetz said. He added the revenue sharing total is an increase of $8.3 million from last year, and a $138 million increase since the 2007-08 budget. In his reply to the budget speech, Trent Wotherspoon, NDP MLA for Regina Rosemont, said the budget is not the budget the province needs right now. “As they have for years, this government is planning on spending it as fast as it comes in,” Wotherspoon said, noting the seniors’ care crisis in the province, hospital needs and child care spaces are being ignored by the budget. The opposition stressed how Saskatchewan-based companies are still losing out to companies from out of the province when it comes to localized development, and used the P3-developed long-term care project in Swift Current as an

example. “It’s being built with Alberta rebar, Ontario mechanical, and Quebec steel,” he said. “We’re not maximizing the economic benefit we could get here in this province.” The 2015-16 budget will also rely on oil averaging US$53 a barrel in 2015 and $67 barrel in 2016.

Province continues to grow rapidly Saskatchewan is increasingly becoming the land of opportunity, according to new figures released by Stats Can on Wednesday. The province’s population grew by another 17,396 people in 2014 to an all-time high of 1,132,640. Premier Brad Wall noted in a press release that the continued growth shows the strength of the province and its economy. “2014 was the eighth straight year that our population has grown by more than one and a half per cent – the strongest period of population growth since the early days of our province,” Wall said. “It’s a big change from a decade ago when so many young people were leaving and our population was declining.” Saskatchewan’s 2014 growth rate of 1.56 per cent was the second-highest in Canada, behind only Alberta. Saskatchewan, Alberta and BC were the only provinces with positive net inter-provincial migration in 2014, as every other province lost more people to other provinces than they gained. Saskatchewan’s 2014 population growth consisted of net international migration of 11,106, natural in-

crease (births minus deaths) of 5,793 and net interprovincial migration of 497. Among the other provinces, Saskatchewan gained the most people from Ontario (1,651), Manitoba (639) and Quebec (282). Wall said later today, the government will table a budget designed to sustain growth by keeping Saskatchewan’s economy strong. “A growing Saskatchewan is a strong Saskatchewan and we want to keep that going,” Wall said. “We never want to go back to the way it was when our population was declining.”

On Friday night, those who rocked were saluted. The Energy City was host to Lynyrd Skynyrd’s first stop of their western Canada tour and the 85-minute, 13-song performance nearly blew the lid off Affinity Place, which was packed with more than 1,800 fans.

“It’s good to see that our Skynyrd Nation is alive and well up here in Canada,” said lead singer Johnny Van Zant, as he and the rest of the band took the stage, following the Texas-based Whiskey Myers’ opening act. “You guys are awesome,” said Whiskey Myers’ lead singer, Cody Cannon, after a couple songs in, to the delight of the crowd.

Whiskey Myers was playing in Canada for the first time and the crowd met their upbeat southern country/rock sound with open arms. The audience was mixed with young and old, but it was the older crowd who enjoyed some of Skynyrd’s most popular songs in the 1970s who, no doubt, populated the majority. The Rock and Roll Hall of Fame inductees kicked things off with Workin’ for MCA, followed by I Ain’t the One and their cover of J.J. Cale’s Call me the Breeze. Simple Man received a monstrous applause, a song, which Van Zant dedicated to members of the Canadian, and American Forces and their families. The pace and excitement didn’t falter once, and climaxed during the final song of the main set, Sweet Home Alabama. An encore performance was met with wild applause as Lynyrd Skynyrd took to the stage once more and played Free Bird. Lynyrd Skynyrd and Whiskey Myers played in Enoch, Alberta, which is just outside of Edmonton, on Saturday night. They will play eight shows in nine days in Saskatchewan, Alberta and B.C.

Perseverance and pride carried Lievaarts By Norm Park For Agri News It’s been an incredible journey that has embraced three generations for the Lievaart family, the winners of the Farm Family of the Year Award on March 12th, which was also the 50th anniversary for the event that pays tribute to local area producers. Newly wedded Hank and Johanna Lievaart arrived in Canada from Holland 61 years ago with a sum total of $25 and a spirit of optimism and adventure. They were looking for an opportunity to make their mark, since their homeland had just recently been devastated by floods, they needed to cast their vision beyond their European borders, and they found Canada. The adventure may have taken a slight swing downward, but it was only temporary. The couple found themselves on a train from Halifax to Saskatchewan where they landed a job on a hog farm near Yellow Grass which, in turn, led to another farming opportunity near Outram where they worked on a seed farm. By 1959, they had earned enough and established their credentials which allowed them to purchase a half-section of land where they built a granary to store their first crop. A drought in 1960 slowed their progress, but did not stop them and by 1963, they had renovated that 16 x 24’ granary and turned it into their home. It was in this small, repurposed building where they raised two daughters and a son while selling cream, raising chickens, pigs and growing crops. The Lievaart family was ready to move to a new location by 1972, though they remained in the Outram area. They added another 750 acres to their holdings. The girls were trained as teachers and married, one to a local farmer and another to a railway dispatcher while the son worked in construction before getting married in 1978 and moving into the house his father had built from that refinished granary. Adriaan and Rose raised their family of two girls and one boy, a mirror image of what their parents had done. In 1988, Adriaan saw an opportunity to purchase land which led him to selling off his business in 1992 and immersing himself into the job of farming, full time. He set about building a dream home for his wife who devoted herself to bookkeeping for the business and operating the combine at harvest. They moved out of the tiny home/granary in 1997, with that tiny structure having served the family so faithfully for over 27 years. A decade of depressed commodity prices proved to be a formidable challenge, but the family persevered in the grain operation with all the children taking active roles. Their son Justin,

showed a passion for farming which led to a degree in agriculture in 2005 and he too was soon married with his wife taking on an active role in the business. He soon became a shareholder in the farm that was now back on track, as commodity prices improved. Their daughter and husband soon found themselves purchasing a farm near Tribune, keeping them close to the home front. Another daughter pursued a BSc degree in radiology. Growing steadily over six decades ⇠ p. 14 farm committees, rural school boards, church boards and also got involved in the revival of a short line rail spur, renamed the Long Creek Railroad, a 40-mile track and grain hauling operation that has opened up new market opportunities for the owners. The Lievaart operation now consists of 9,500 acres, which is big business on many fronts, but to them, it is so much more. It’s their way of life. Hank Lievaart, the patriarch of the family, told Agri News, “I seeded my last crop in 2009, but I still know what’s going on.” He and his wife Johanna recently sold their huge sail boat they used to haul to Lake Diefenbaker to enjoy some summer days and evenings in full sail. “Dad is a super craftsman,” said Adriaan. “He can fix anything. He has made models to scale without even needing a blueprint.” He also paid tribute to his mother, who he said, was taken from everything she knew in Holland — especially the artistic and music scene in Rotterdam, and plunked down in the middle of nowhere on the Saskatchewan plains and managed to maintain a sense of opportunity, accomplishment and humour, despite the odds, without complaint. “I wonder what she thought about ending up on will continue to own and operate the farms, rather than sell it off to corporations and foreign-based investment firms. “There is always new hope, new beginnings and we all hope to hit a home run, but remember, you’re here because you are a survivor,” he told his fellow farmers at the event that had attracted over 550 people. The evening was coordinated by the Estevan Chamber of Commerce and Estevan Exhibition Association and the Lievaarts were introduced by Nathan Wilhelm, the incoming president of the C of C. Alf Tide served as emcee for the evening, a job he has carried out for the past 10 years. Tide also paid tribute to the strong support the event has received from business sponsors, especially this year’s event which will show a good profit that will be turned into a scholarship fund to support local high school graduates who plan

Be the DIFFERENCE You have heard this message before, but did you pay attention? By Norm Park for Agri New We hear the message so often we have a tendency to ignore it. Ya, Ya, we know, be safe around farm equipment, take the second look, get some rest … we’ve heard it all before. Too often, in the name of expediency and supposed efficiency, a corner is cut, and, too often, a life is lost or a body damaged beyond full repair. An average of 14 Saskatchewan citizens die each year in agriculture-related incidents. That’s far too many for a population of just 1.1 million and a farming community of just a few hundred thousand. Hundreds also suffer from injuries that put them in hospitals and then into rehabilitation programs for months, if not years. The stories are often similar in scope — fatigue, attempting to do something in a hurry; not taking a break, forgetfulness, perhaps a motor not turned off, a misstep on poor foundations. These are just a few examples of what can result in a tragedy. It is Agricultural Safety Week in Saskatchewan, and we can only hope those who are paying a little attention to this fact, won’t be dismissive of its importance. If retaining your health and strength isn’t reason enough, we urge those who work around agricultural equipment to at least think about others who will be affected if a serious accident strikes them down. And if that still isn’t enough, let’s make it a pocketbook issue then. Think about the time and money lost while you’re on the shelf. Think of the cost involved in your recovery, costs to others as well as yourself. Saskatchewan is a global leader in food production and food security. Unfortunately it is also a North American leader in preventable incidents that have led to costly recovery or worse. Be the Difference, is the theme for this year’s Agricultural Safety Week. That is a call to arms for the individual producer to take ownership of his or her own safety plan. There is enough information out there to help you formulate a safety checklist, both mentally and literally. There should really be no need for others to have to continually show you how to practice safe farming. You know how, you just have to start doing it without worrying about the additional 40 seconds it might take to do the jobs properly and safely. Agriculture is a huge industry and accidents will happen, they just don’t need to happen to you.

Nature Conservancy lends support to new community pasture plan The Nature Conservancy of Canada (NCC) in Saskatchewan and Lone Tree Community Pasture shareholders signed a pilot partnership agreement to work together to develop a guide for future management and long-term conservation of community pastures. After more than 75 years of conservation management by Canada’s federal community pasture system, Agriculture and Agri-Food Canada transitioned these pastures to Saskatchewan’s government. The provincial government, in turn, is transitioning the lands to former patrons and patron groups. Under the agreement, NCC staff in Saskatchewan will work with Lone Tree’s community pasture manager and shareholders to develop best practices for pasture management and long term land conservation, in efforts to balance livestock production with long term conservation. It is hoped this partnership on the land located in the southwest sector of the province, will help foster rapport with other community functional well into the future. I want my kids, and their children, to enjoy this land just like it is now. Our partnership with NCC is a strong first step in reaching this goal.” The NCC has conserved over 140,000 acres of ecologically significant lands through land donation, purchase and conservation agreement in partnership with governments, corporations and other organizations. Lone Tree community pasture involves 15 shareholders who collectively graze 1,130 head of cattle. NCC said 83 per cent of contributions to them go directly to on-the-ground conservation projects in Canada’s natural spaces and wildlife, including species at risk. NCC owns and manages properties in many areas of Saskatchewan including regions near Eastend, Weyburn, Carlyle, Mankota, and The Battlefords. The NCC came into being in 1962 and they and their partners have helped protect more than 2.7 million acres coast to coast.

Government makes interim changes to potash taxes Saskatchewan is changing the way in which potash companies can claim capital expenditures as tax deductions. According to the government of Saskatchewan, all capital expenditures will continue to accrue at the rate of 120 per cent but the rates at which capital expenditures are deductible from annual gross sales revenues will be reduced. a press release. “A recent report showed Saskatchewan is the most attractive jurisdiction for mining in Canada and second most attractive worldwide. Major oil producers have signaled confidence in our economy through planned capital investments and exploration in the north continues to grow.” According to the press release from March 18, it is expected that deferring these deductions will increase provincial potash revenues by $150 million this year and will act as a stepping-stone towards a broader review of the entire potash taxation regime. The review process will gather input from sector stakeholders. Coupled with growth and strength in the potash industry, total potash revenues are expected to be up nearly $400 million over last year’s budget. “The potash taxation framework has been very effective for both Saskatchewan and the producing industry for over a decade,” Economy Minister Bill Boyd noted. “Both the industry and mine capacity has evolved over the past several years, resulting in a need to review this regime with a goal of simplification and modernization. Careful consideration will be given in order to maintain Saskatchewan’s excellent investment and operational environment.” In 2014-15, the province collected $16.7 million from the oil and gas industry. In 2015-16, the well levy will increase to $20 million, according to the government, and the ministry will launch enhanced regulatory, environmental and safety compliance systems for the oil and gas sector later this year, including: $2.2 million to expand regulatory oversight and enforcement to ensure Saskatchewan’s regulatory services and systems in the oil and gas sector keep pace with sector growth; and $3.4 million to complete the Process Renewal Infrastructure Management Enhancement (PRIME) group of projects designed to modernize Saskatchewan’s oil and gas information systems including funding for ongoing operations of the Integrated Resource Information System (IRIS) system. Additionally, $150,000 will be allocated to address public safety issues posed by abandoned underground coal workings in southern Saskatchewan.

To learn more please visit www.valuetire.ca or call John @ 306 783 1555 Carl Snyder 1921 - 2015 Carl Walter Snyder, formerly of Macoun, SK passed away at the Estevan Regional Nursing Home, Estevan, SK on Saturday, March 7, 2015 at the age of 93 years. Carl was born on July 2, 1921 at Gravelbourg, SK, the third of fifteen children to Fred and Mary Snider. The family moved to Macoun in the fall of 1928. He attended school in Macoun until needed on the farm. He enjoyed driving his siblings to school by horse and buggy but farming was his passion. In 1941, he was called into the army. He trained in British Columbia and served overseas in World War II in England, Belgium, Holland and Germany as a lance corporal with the South Saskatchewan Regiment and was discharged in 1945. After the war, he continued farming with his brother William on the family farm. In 1950, he married Marion Perkins and they raised their four children on the farm south of Macoun. In 1978, he built a house in Macoun and Carl and Marion moved there, leaving the farm to their eldest son, Doug. Carl enjoyed gardening and everything to do with horses. Even though farming methods changed over the years, he always loved reminiscing about working with his horses. He loved growing vegetables and made sure the family was well supplied with his produce. Carl and Marion enjoyed many camping and fishing trips with friends during these years, as well as travelling on a few special trips to various places. In 2006, they decided to try city living and moved into the Sussex Arms apartments in Estevan, where they made many new friends. Due to declining health,

SaskPower is launching a week-long Spring Safety Tour to help spread the message of safety, especially when it comes to power line contact. “It’s during the spring when we start to see more

of those power line contacts being made,” said Tyler Hopson, a spokesperson for SaskPower. “People in the agriculture industry get back to work outdoors, as well as people in the construction industries, so we tend to see more incidents.” With the permission of area equipment dealers, SaskPower will be installing safety decals on the equipment the dealership sells, so information about power lines and what to do if someone makes contact with one, is readily available.

According to SaskPower, of the approximately 1,000 overhead power line incidents in 2014, almost half were caused by contact with equipment. The Bienfait Coalers and the Wawota Pats are in the midst of the Big Six Hockey League championship final, and the best-of-seven series has been a back-and-forth battle. The Coalers prevailed in Game 1 at the Bienfait Memorial Arena on March 14 with a score of 4-1. In Game 2 on March 17, the Pats tied the series in Wawota, defeating Bienfait 4-3. During the game on March 17, the Pats scored the first goal in the opening period when Riley Riddell lit the lamp. Ryan Taylor earned the assist. Wawota went up 2-0 after Jon Gaudet netted one. Taylor and Riddell had the helpers. The Coalers cut the Wawota lead in half when Brennan Wrigley, from Preston Erickson and Lorne Tytlandsvik, scored. Shortly after the Erickson goal, Wawota regained their two goal lead when Rob West beat Bienfait goaltender Jackson Walliser. Tyler Matthewson and Kevin Lincoln had the assists. Wawota had a 3-1 lead after 20 minutes. In the second period, both goalies stood strong as the

teams were unable to score. Forty-three seconds into the final frame, Keegan Malaryk scored, but the Coalers still trailed by one. Dustin Stepp and Kyle Garagan had the assists. Toward the end of the period, Riddell extended the Wawota lead to 4-2, and Taylor and Gaudet assisted the play. The Coalers added their third goal of the game when Tytlandsvik scored in the final seconds. In Game 1, the Pats scored early in the first period to take a 1-0 lead. Warren Hunter had the goal and West contributed with the assist. With 41 seconds remaining in the period, Wrigley tied the game at 1-1. Greg Lasko and Payden Benning had the assists. In the second, Tytlandsvik scored on the power play to put the Coalers up 2-1. Benning had the assist. Despite playing with a short bench, Wawota only trailed by one entering the third period. In the opening minutes of the frame, Ercikson extended the Coalers lead to 3-1, as Cole Zahn and Benning had the assists. Wrigley added another goal for the Coalers in the period as they went on to win the game.

Game 3 of the series was played on Thursday night in Bienfait. Scores were not available at press time. Game 4 is on March 22 in Wawota; with the game starting at 6 p.m. Game 5 is on March 24 in Bienfait and starts at 8 p.m.

Open to children 6 & 7 years of age ONLY as of Dec 31, 2015 Registration fee: $25.00 before April 15th,2015; $35.00 after April 15th, 2015 Games are moved to Sunday evenings, season to begin May 10, concludes June 20th weekend. All games are at Dr. Dean Chow Field beginning at 6:00 with a short practice followed by a game. Runners, gym shorts or sweats and water are all that is required, t-shirt to be provided.
