November 8, 2010 @ 7:00PM “Bloody Crimes: The Chase for Jefferson Davis and the Death Pageant for Lincoln’s Corpse” by James Swanson (William Morrow, $27.99) Reviewed by Larry Cox Bestselling author James Swanson gets as close to the subjects he writes about as possible. Much of his latest book, which documents the flight of Jefferson Davis following the fall of the Confederacy and the death of President Abraham Lincoln and its aftermath, was written in Ford Theatre and inside the Peterson house, where the president died. Swanson conveys a sense of immediacy, even when writing about events that happened almost 150 years ago, through total immersion. To capture to mood of that distant April in 1865, he sifted through newspapers, letters, journals, court records, photographs and anything else he could find to help define both the period and its people. “Blood Crimes” is actually two stories that unfolded that fateful month. One tracks Jefferson Davis, president of the Confederate States of America, who realized all might be lost when Richmond fell to Union forces. He fled the city with trusted cabinet members and vital documents for Danville, Va., hoping he might be able to rally Confederate troops to continue the fight. That dream was abruptly dashed when Lee surrendered on April 9 to Gen. U.S. Grant at Appomattox.

As Davis scrambled to find a safe haven, the nation mourned the death of Lincoln, and his funeral plans began. He was autopsied and embalmed in the White House guest room, and an elegant funeral train, named the United States, was outfitted for his eventual journey back to Springfield, Ill. Aboard the train, embalmer Dr. Charles Brown and undertaker Frank Sands worked steadily for 13 long days to keep at bay death’s relentless companion: decomposing flesh. This was no easy task during this era of no refrigeration. Swanson is a master storyteller who brings fresh perspectives and a deeper understanding of not just this turbulent period in American history, but also the legacy and legend of both Lincoln and Davis. SECSD Report Cards: Parent Frequently-Asked-Questions South East Cornerstone School Division (SECSD) recently changed student report cards to reÁect an outcomes-based reporting system. With this new system in place and students soon to receive their new report cards, SECSD is responding to questions frequently asked by parents. Why is SECSD changing student report cards? • The Ministry of Education has rewritten almost all subject curricula as outcome-based, which creates the need to report on those outcomes. • Creating a common report card for all schools in the division provides a clear picture on student progress across schools and curricula. Why are we using a scale instead of percents or letter grading to report student achievement? • Teachers and students work together to collect evidence to show whether a student knows or can do the work of each outcome. The evidence comes from many different types of assessments of student work. Some assessments give teachers descriptive, qualitative evidence (such as a rubric or observing a student complete a skill or task), while other assessments provide quantitative evidence (such as a mark out of 20, typically a written evaluation). • Due to this variety in assessment tools, a percentage is difÀcult to calculate and is not indicative of student achievement. A scale is a much better representation. • A mark, whether a scale mark or a percentage, for the subject as a whole, does not communicate what the child speciÀcally knows and can do. Why are we reporting on student outcomes, rather than student achievement per subject? • Teachers, parents and students will see what the intended outcomes are for each subject at a glance. The outcomes show students and parents what the student should know, understand and be able to do by the end of a school year for each subject. • Reporting on outcomes enables students, teachers and parents to note areas within a subject where the student is doing well and areas that require further support. They can then make a plan for assisting the student to attain the outcome. Why are academic achievements, social skills and work habits reported separately on the report card? • The outcomes explain what a student should know and be able to do in relation to a subject area. If we report solely on the curriculum (subject) outcomes, there is no opportunity to share progress related to work habits and social skills. • All three areas are important. Student progress is clearly communicated when each area is reported separately. What is South East Cornerstone’s stand on late work and plagiarism? • SECSD does not condone late assignments or plagiarism. School staffs are working this year to create school policies to deal with these issues. Students are held accountable for these behaviors. • These issues are behavior issues and will be reported on the report card as student behavior. They will not be reported in the academic achievement section, where the intent is to report on student achievement of the academic outcomes. What about students who are excelling? Meeting the outcome does not seem to be sufÀcient. High marks motivate some students. • Parent/teacher meetings are the main method of letting parents know if a student is doing exceptionally well in class, along with documenting student achievement throughout the year (i.e., student portfolios). • The purpose of the report card is to indicate the learning outcomes that students have met and those they have not met. If students have met the grade-level outcome, teachers may work with students to develop a deeper understanding of knowledge or a skill, or they may choose to add outcomes that are more advanced. What other supports are available to communicate the message about report card changes? • Brochure sent to all families • Information in local media • School newsletters • Parent information nights.

In a medium saucepan, combine uncooked

macaroni, green beans and carrots. Cover with water. Bring mixture to a boil. Cook over medium heat for about 10 minutes or until macaroni and vegetables are tender. onion. Mix well to combine. Cover and refrigerate at least 2 hours. Gently stir just before serving. About Movember The Mo, slang for moustache, and November come together each year for Movember. Movember challenges men to change their appearance and the face of men’s health by growing a moustache. The rules are simple, start Movember 1st clean-shaven and then grow a moustache for the entire month. The moustache becomes the ribbon for men’s health, the means by which awareness and funds are raised for prostate cancer. Much like the commitment to run or walk for charity, the men of Movember commit to growing a moustache for 30 days. The idea for Movember was sparked in 2003 over a few beers in Melbourne, Australia. The plan was simple - to bring the moustache back as a bit of a joke and do something for men’s health. No money was raised in 2003, but the guys behind the Mo realized the potential a moustache had in generating conversations about men’s health. Inspired by the women around them and all they had done for breast cancer, the Mo Bros set themselves on a course to create a global men’s health movement. In 2004 the campaign evolved and focused on

raising awareness and funds for the number one cancer affecting men – prostate cancer. 432 Mo Bros joined the movement that year, raising $55,000 for the Prostate Cancer Foundation of Australia - representing the single largest donation they had ever received. The Movember moustache has continued to grow

year after year, expanding to Canada, the US, UK, New Zealand, Ireland, Spain, South Africa, the Netherlands and Finland. In 2009, global participation of Mo Bros and Mo Sistas climbed to 255,755, with over one million donors raising $47 Million for Movember’s global beneficiary partners. We are proud to announce that last year’s Canadian campaign was the second largest in the world behind Australia, with 35,156 Mo Bros and Mo Sistas coming together to raise $7.8 million for Prostate Cancer Canada.

The funds raised through Movember’s Canadian campaign go directly to Prostate Cancer Canada which enables them to fund vital research that will led to better screening tests and treatment options and to run support services for men surviving prostate cancer. The other significant outcome of the Movember campaign is the awareness of prostate cancer and our men’s health messages we are collectively generating. Men of all ages are not only listening, they are acting on this messaging and taking positive action with their own health, diet, exercise and lifestyle. We recently surveyed the Movember community and found that because of their involvement in Movember, 39% of the Mo Bros sought medical advice, whilst a further 36% encouraged someone else to seek medical advice. The success of Movember can be directly attributed to the more than 627,000 Mo Bros and Mo Sistas who have supported our cause since 2003. Movember is sincerely grateful for their efforts and appreciate all they do. For those of you new to Movember- we challenge you to join us in changing the face of men’s health.

At the request of Emergency Services, City Council passed the referred bylaw for the safety and protection of the Citizens of Estevan. When Emergency Services are called to a speciÀc address, it is very important that they can quickly identify the property when arriving on scene. Most buildings in the City are already easily identiÀed from the street as the civic addresses are prominently displayed on the front of the buildings. There are cases, however when buildings need to be accessed from back lanes, therefore the Building Numbering Bylaw requires the civic address clearly visible from the back lane. Such numbers may be attached to a fence, garage or freestanding permanent sign in order that emergency services can also identify properties from the back lane. Note: Properties without back lanes are exempt. In cases of new construction or renovation, properties are to display a street address number afÀxed to or legibly painted on a temporary sign visible from the road. CITY OF ESTEVAN SNOW REMOVAL FREQUENTLY ASKED QUESTIONS What is the goal of the snow removal policy? The goal of the snow removal policy is to provide a timely, adequate and cost effective level of service so that streets are passable and vehicles can move in the City. Once the initial clean-up is completed standard procedure of Public Works is to continue to widen and grade streets. A copy of the full policy is available at www. estevan.ca When does the City start to clean up after a snow storm? Public Works monitors the streets and the major response to a snow storm does not generally start until it has stopped snowing. It is dangerous due to reduced visibility and ineffective to clear Priority 1 areas more than once if the streets are passable. Streets are monitored and intersections will be sanded or trouble areas cleared if necessary. Who do we call to report icy streets, blocked intersection or other snow related issues? Please call 634-1800 during regular hours of 8:00 am to 4:30 pm, Monday to Friday. After hours, please call the after-hours emergency number at 634- 3770. The after hour calls are directed to an answering service who will forward calls to the appropriate persons. As well, Estevan Police Services monitor the streets after hours and will request that the intersections be sanded or trouble areas be cleared. How does the City determine what streets get cleaned first? The City classifies the streets into 3 priorities: Priority 1 – Arterial Streets Streets with high volumes of traffic and main routes through and around the City such as 4th Street – average daily traffic volume of more than 8,000. Priority 2 – Collector Roads Streets with somewhat lesser volumes of traffic and designed to route traffic from local streets to the Arterial Streets such as Nicholson Road – average daily traffic of between 1,000 and 8,000. Priority 3 – Local Streets

Streets that generally only serve the people that live in that area with low volumes of traffic and mostly residential – less than 1,000 average daily traffic volume. Within Priority Three there are some streets that are extremely narrow and have to be windrowed and transported away in the same day such as Grundeen Crescent. Will the City complete some areas more than once in a major snowfall before all streets are completed? Yes, if the Priority 1 and 2 become impassable those streets would be cleared of snow again to ensure that traffic can move. Can home owners blow snow from their sidewalks, driveways and parking lots into streets? No, property owners cannot as it makes it more difficult for the city to complete a proper cleanup; it causes the streets to be rougher than necessary, causes a hazard to motorists and is prohibited by the Traffic Bylaw. The only place this is permitted is the downtown business district as they have nowhere else to shovel the snow to. Should we keep our sidewalks clear of snow? Yes, the Traffic Bylaw requires it as it makes it safer for pedestrians and those people that have to walk on the streets for work purposes such as letter carriers and meter readers. Also please make sure that extension cords crossing sidewalks to vehicles do not create trip hazards. Can we pile snow from the sidewalks on the streets? No, the only place this is allowed is the downtown business district as these buildings do not have any other area to move the snow to. Can home and business owners pile snow on their own private properties adjacent to alleys and streets? Yes, however make sure that the piles are not so high as to create a blind corner limiting visibility for pedestrians and motorist Can home and business owners pile snow on existing windrows?

Can snow be piled in city alleys and streets? No this eliminates access for garbage collection, fire protection and other emergency services and is prohibited by the Traffic Bylaw. However it is permitted in cul-de-sacs as long as the snow is piled in the centre of the cul-de-sac only as other piles of snow impact neighbors and makes snow removal more difficult. Can I park my spare vehicle or Motor Home on the Street? Yes, however vehicles are not permitted to be parked on any streets in excess of 24 hours and cause a lot of problems for snow removal and traffic. Can I park on the streets for less than 24 hours? Yes, however in the event of a major snowstorm we ask that all vehicles be parked in driveways or other areas where possible. In the event of a Major snowstorm the City plans to have all areas windrowed where required as soon as possible, providing equipment is operational. Please do not park your vehicles on the streets if possible as the

vehicles access for snow removal equipment and have greater potential of being damaged by other vehicles and equipment. When are City snow dump areas used? The City Snow dump sites are operational from 6am – 10pm, city equipment does not operate at these locations outside of these hours. The City also asks that: • Children are kept away from snow dump sites and piles. These are dangerous areas when equipment is working, as well as voids in the piles may collapse trapping children. • Please keep clear of snow clearing equipment and crews. If possible choose an alternate route to avoid delays. • Please keep back 20m of Sanding equipment, as they will be discharging sand at intersections of streets, lanes, and high traffic zones. • Please keep all emergency exits buildings clear of snow and ice. Triglycerides Can Clog Arteries DEAR DR. DONOHUE: What are triglycerides? What do they do to you? I am a 55-year-old male in good health, or so I thought. My lab tests have shown I have elevated triglycerides. My doctor believes I need to make funeral arrangements. He told me to cut down on fats. I have never eaten much fat. I don’t use butter. How do I get my level down? -- R.F. ANSWER: Triglycerides are fats. The marbling in meat and the stuff that surrounds a cut of meat are triglycerides. In the blood, they are not solids. They’re a source of energy for body cells. Excess amounts are stored as fat. Cholesterol gets all the blame for clogging heart arteries and causing heart attacks. But triglycerides bear part of the blame. A very high blood triglyceride level inflames the pancreas -- pancreatitis. That happens, but is a somewhat rare event compared with other causes of pancreatitis. The normal triglyceride reading should be less than 150 mg/dL (1.7 mmol/L). Values between 150 and 199 (1.7 to 2.2) are considered borderline high. Anything

bonate and chloride. They do have something to do with electricity -- they carry a charge. War Amps CHAMP Alex Neumann of Bienfait recently attended the War Amps 2010 Western Child Amputee seminar in Winnipeg, which marked the 35th anniversary of CHAMP. Alex, a double leg amputee, attended the three-day seminar, which dealt with all aspects of growing up as an amputee. Warm tortillas as label directs; keep warm. 2. In nonstick 12-inch skillet, heat oil over mediumhigh heat. Add zucchini, salt and cinnamon, and cook until zucchini is tender-crisp, about 5 minutes. 3. Meanwhile, in 2-quart saucepan, heat kidney beans with their sauce and black beans just to simmering over

medium heat; keep warm. 4. To serve, allow each person to assemble burrito as desired, using a warm flour tortilla, zucchini, bean mixture, cheese and cilantro leaves. Days Inn, Estevan is looking for By Samantha Mazzotta Sterling Compost in a Tiny Backyard Q: I have a very small backyard, not big enough to plant a garden, but I’d like to try container gardening. I’m also interested in making my own compost, but again, there’s a space issue. Do you have any suggestions? -- Carla in Burlington, Vt. A: It’s possible to have a compost pile in smaller backyards, although the composting action may not be as fast or thorough as a larger pile. There are a number of options available. The biggest problem with a backyard compost pile is locating it far enough from the house to prevent rodents and insects that may frequent the pile from getting into your house. The pile must be at least 10 feet away, and farther if possible. Really small backyards or patio areas just don’t create enough distance to safely locate a typical compost pile. But you can purchase a large plastic composter from the home-improvement store. This unit, either barrel- or sphere-shaped, is raised several inches off the ground and can be rotated using a hand crank to turn the compost. This is a fairly expensive option, costing well over $100 for most units. And friends of mine who’ve tried compost bar-

rels felt that while composting was adequate, it wasn’t as fast and didn’t create as rich a soil. A cheaper option is simply composting in a large bucket (or buckets). You can’t generate as much compost, and you must turn the compost about once a week with a shovel or garden spade. Keep the bucket covered but not sealed to allow air to exchange freely but keep rainwater out. Follow the basics of composting, in any case. A layer of kitchen scraps, fallen leaves and other organic material, sans meat scraps (which will draw maggots and rodents), should be covered with a layer of dirt. Turn the pile as more compost is added and add a thin layer of dirt if needed.
