As Alaska’s only deep-water, icefree port with rail, highway, and air transportation, the city of Seward is well-situated and easily accessible from Alaska’s major hubs and the Lower 48. However, Seward’s history as a meeting point long predates roads and railways.

In the Alutiiq language, Seward is known as Qutekcak, meaning ‘big beach’ and served the Alutiiq, Sugpiaq, and other Alaska Native peoples as

Seward’s history continues to grow and morph to the needs at the time. After the purchase of Alaska by the United States in 1867, American settlers came to Seward and founded the city in 1903 as a supply base and terminal for a railway.

school in the district, and has the added support from being a part of the KPBSD school district, with students receiving a KPBSD high school diploma.

HIGHER EDUCATION

Seward is the primary base for the Alaska Vocational Technical Center (AVTEC) – offering applied technologies, building trades, information technologies, the U.S.C.G..-approved Alaska Maritime Training Center, and the Alaska Culinary Academy. Seward also hosts a Kenai Peninsula College extension site.

RESEARCH & OUTREACH

Seward is home to some of the top minds and resources when it comes to marine research and education with organizations and facilities like the Alaska SeaLife Center, Alutiiq Pride Marine Institute , UAF - Seward Marine Center, Kenai Fjords National Park , Kenai Mountains Turnagain Arm National Heritage Area, Cook Inlet Aquaculture Association, Alaska Department of Fish & Game, and the Bear Creek Weir & Trail Lakes Hatchery.

Happy Youth Programs and Educational Resources (HYPER), a program under the Seward Prevention Coalition (SPC), has been instrumental in addressing the critical childcare deficit in Seward, Alaska. HYPER’s mission is to expand licensed childcare options to meet the growing needs of local families.

In 2019, the findings from a community survey, revealed a childcare gap of over 80 slots in the community. By 2021, Seward was officially identified as a “childcare desert” by Providence Seward Medical Center’s Community Health Needs Assessment, highlighting the urgent need for action.

In response, HYPER was launched, and in 2021, secured funding from Norwegian Cruise Line for economic recovery efforts. This funding was passed through the City of Seward to Seward Prevention Coalition, and supported the creation of HYPER’s Childcare Provider Startup Grant, which assists with licensing, equipment, and critical hands-on support to childcare providers navigating the complex licensing process.

As a result, HYPER has successfully increased licensed childcare capacity by 150% since its inception. From 2022 to 2024, the program added 30 new fulltime childcare slots, with plans to reach 70 by the end of this 2025. This growth has significantly reduced families’ reliance on informal childcare options.

In 2023, HYPER was awarded the Community Innovation Grant, allowing the organization to further expand its impact. However, this funding is set to sunset at the end of the 2025 calendar year. This funding has enabled HYPER to open new programming to support licensed childcare providers and families, including:

RISE (Retainment Incentives & Support for Educators):

An incentive program that encourages childcare providers to pursue further education and training in early childhood education with bi-annual awards.

Family Childcare Stipend:

A program providing monthly financial assistance to all Seward families enrolled in a licensed childcare program to help cover the cost of childcare.

Quarterly Provider Networking Events:

These events help childcare providers share best practices, collaborate, and access ongoing training to meet licensing requirements.

Education Bridge Program:

This program reimburses providers, staff and students enrolled in middle college for their educational expenses, including tuition costs and time commitment, to encourage professional development in Early Childhood Education (ECE) and/or specialized training.

HYPER’s partnership with RuralCap also helps provide infrastructure support for individuals starting licensed in-home childcare, creating sustainable childcare opportunities and income for local families.

In just a few years, HYPER has made a measurable impact in Seward, addressing the childcare deficit, supporting local providers, and ensuring that families have access to quality, licensed childcare options.

Local History & Culture

Seward and the surrounding Kenai Fjords are the ancestral homelands of the Alutiiq/Sugpiaq people who lived in the fjords for centuries, aligning themselves with the natural rhythms of the area. In the Alutiiq language the site of Seward is known as Qutekcak, or “big beach,” and today the Qutekcak Native Tribe serves the multi-ethnic Native community of the Seward area through a variety of social, cultural, and community programs.

THE ALASKA RAILROAD: COMMITTED TO SEWARD, COMMITTED TO ALASKA

For over a century, rail has extended north from Seward connecting its deep-water Gulf of Alaska port to development, which, to this day supports growth for all of Alaska. The Alaska Railroad continues its long history and connection with the people of Resurrection Bay, and is finding ways to create meaningful investment for the area. Major investment in the railroad’s south end is underway furthering our long-standing relationship with Seward by improving our community-based facilities, and developing infrastructure and real estate services that support abroad customer base.

LONG-TERM & LARGE SCALE

Long-term, large-scale investment in Seward is underway with the replacement of the Alaska Railroad’s Passenger Dock and Terminal. With a total investment of $137 million, the extensive project will construct a 100-

foot wide by 748 feet long double-berth pier, a floating dock, and an enhanced Passenger Terminal. For the residents of Seward, the upgraded terminal means a newer, state-of-the-art facility to host community events. For travelers, the 41,500 square foot facility will provide quick entry to ground transportation, vendors and access to Seward and beyond. The new dock will provide much needed berth space for seasonal cruise ships and other vessels for offseason activity. This generational dock is being built to withstand 50 years of service in Alaska’s waters.

LOCAL & SUSTAINABLE

A collaborative initiative between the City of Seward, The Seward Company, Royal Caribbean Group, and the Alaska Railroad is positioning the Port of Seward to be a leader in sustainable operations. The new shore power project will enable cruise ships to connect to local electrical power instead of relying on diesel generators while docked.

In October, the City of Seward secured a $45.7 million grant from the Environmental Protection Agency’s Clean Ports Program to fund the initiative. This investment will extend an electric transmission line to the port and install a battery storage system to optimize energy management, marking a significant step toward zero emissions.

The project not only represents environmental progress but also strengthens the local workforce. The grant includes funding for the Alaska Vocational Technical Center (AVTEC) to develop training programs for operating and maintaining the shore power system. These programs aim to equip young Alaskans with the technical and mechanical skills needed to support the state’s transition to advanced energy technology. This public-private partnership underscores a common belief in sustainability, innovation, and fostering local talent, positioning the port as a model for green maritime operations in Alaska and beyond.

FUTURE FREIGHT

Seward’s cargo business has seen significant growth in recent years, reinforcing its role as a vital hub for Alaska’s development. The freight dock serves not only railbelt customers but destinations as far as the north slope and communities in Western Alaska. The dock connects our outer most regions with essential goods and resources transported via ocean-going freight.

The Alaska Railroad is undertaking a major project to extend the existing freight dock from 620 feet to 1,000 feet. The project includes constructing a new mooring dolphin and a catwalk extending 100 feet beyond the deck. Future plans aim to widen the dock from 200 feet to 320 feet along its entire length. Funded by a $19.8 million Maritime Administration (MARAD) Grant and $5.5 million in Alaska Railroad Corporation (ARRC) internal funds, this initiative will enhance intermodal operations. The improvements will allow the railroad to accommodate a variety of customers, including foreign and domestic freight, cruise, research, military, and fishing vessels.

To support this, plans are underway to improve Port Avenue, extending it through railroad property to connect via Airport Avenue to the Seward Highway. These upgrades are expected to improve the safety and efficiency of industrial traffic flow and enhance access to Alaska’s highway system, further solidifying Seward’s port as a cornerstone of the state’s infrastructure.

SEWARD CHAMBER OF COMMERCE & VISITOR INFORMATION CENTER

Get recommendations on activities, attractions, dining, lodging, and services.

The Seward Chamber of Commerce is a voluntary partnership of business leaders working together to make Seward a better place to live, work, and play. Our mission is to promote and support our members in maintaining a diversified economy and positive business and living environment in the greater Seward area.

The Seward Chamber of Commerce & CVB is the sales force and cheerleader for the Seward Community and businesses. Thanks to the constant support of our 380+ members, we are able to work towards this goal, and offer year-round educational opportunities, marketing assistance, and more. The united voice of the Chamber has often proven effective and beneficial to business where a single voice can go unheard.

The Seward Chamber of Commerce is a 501(c)6 not-for-profit organization. Our budget consists of membership dues and support, as well as an economic development partnership with the City of Seward. With these two funding sources, we are uniquely placed to promote and enhance the quality of life in Seward. We love calling Seward our home! 2001 Seward Hwy.
