MINUTES SAN FRANCISCO HOUSING AUTHORITY PUBLIC HOUSING RESIDENT ADVISORY BOARD MEETING
May 1, 2012 SCHEDULED: 10:00 a.m. at 100 Larkin St, San Francisco, CA 94102 Resident Advisory Board Present: Joyce Armstrong, President (PHTA) Reggie Darty, Board Member (CCSD) Neola Gans (PHTA) Uzuri Green, Secretary (PHTA) Beverly Saba, President (CCSD) Dedria Smith (PHTA) Solomon Watkins, Board Member (CCSD) Randall Glock (CCSD) Neola Gans, RAB, asked how many waitlists the Housing Authority has for applicants. Linda Martin-Mason, Ombudsman, took note of the question. Ms. Gans asked what the benefits to the Housing Authority are to having a single preference scheme? Mrs. Martin-Mason took note of the question. Public, commenter, asked for an example of how the preference would benefit an individual over an individual without a preference. Mrs. Martin-Mason provided an example. Mrs. Martin-Mason further clarified that all preferences must be verified at the time of intake. Public commenter encouraged the Housing Authority to get more competitive funding. Unknown Commenter asked whether the participant would be removed from the HCV waitlist if they accept a Conventional Public Housing Property?

Elizabeth Jones, RAB, asked why the Housing Authority will not provide housing for adults under their parents lease but will provide housing for families in shelters. Mrs. Martin-Mason took note of the question. Unknown commenter asked how many preferences the Housing Authority currently has for Public Housing? Ms. Martin-Mason took note of the question. Public suggested the preference for an applicant of someone who works for San Francisco Government or a Commisioner. Ms. Martin-Mason took note of the suggestion. Ms. Gans, RAB, asked how the Housing Authority decides to close the waitlist? Ms. Martin-Mason took note of the question. Chapter 9: Ms. Martin-Mason stated that in 9.1C, there’s been a change. Criminal background checks will not be part of the annual re-examination process. Ms. Gans, RAB, asked why the Housing Authority is removing that part of the proposal? Ms. Martin-Mason took note of the question. Soloman Watkins, RAB, asked if the Housing Authority checks criminal background during eligibility? Ms. Martin-Mason replied yes. Ms. Martin-Mason also noted that the proposed policy includes language that a family will be notified of a rent increase by the Property Manager and the effective date. Further, timeframes were added in 9.2D for re-examination notices. Families now must reply to annual notices within 10 days. Unknown commenter asked whether there’s a new lease agreement. Ms. Martin-Mason replied that the most recent lease is the 2010 version. Lady asked if increase notification will apply to seniors. Ms. Martin-Mason replied that yes, all individuals and families will be notified of the change. Ms. Martin-Mason pointed out that timeframes were added on 9.2D for re-examinations notices. 10 days is now the new timeframe for families to reply to the annual notices to the PHA. 10 days to reply also for the second notice. 2
Ms. Martin-Mason also noted that for the departure of a family member, the household must inform the Housing Authority within 10 business days of the change, not for temporary absence pursuant to the proposed policy. Ms. Martin-Mason also noted clearer language stating what must be provided as proof of new address, including other types of bills. Most importantly is to check that the name for the person who moved out has been removed from the lease to recalculate subsidies. Ms. Jones, RAB, commented that the person who moved out should just be removed from the lease, since some people can’t provide a change of address. Chapter 10 Mrs. Martin-Mason noted that the Housing Authority has a no pet policy and that the following chapter discusses where the exceptions exist to this policy. Ms. Martin-Mason provided an overview of changes in the policy. Public Commenter suggested that a hamster be included as a common household pet and that a mix of any dog restricted should not be allowed. Public Commenter stated that residents should be more considerate of others when they bring their pets onto Housing Property. Public Commenter encouraged the Housing Authority to follow all local ordinances regarding pets. Unknown commenter stated that people are letting stray dogs roam the properties. Mrs. Martin-Mason pointed out that the policy states that you can’t have stray dogs in the units. Meeting Adjourned
