Fifth big win for Tierra Concepts By Paul Weideman n mid-August, the Santa Fe Area Home Builders Assocation announced that Tierra Concepts, Inc., had won the top prize of the organization’s annual home tour — for the fifth time. The company, owned by Keith Gorges and Eric and Kurt Faust, had two entries on the 2013 edition of Haciendas — A Parade of Homes. The one that won the Grand Hacienda is a contemporary-design collaboration with architect Robert Zachry and interior designer Edy Keeler. Located at 7 Sobre Los Cerros in the Las Cordilleras subdivision, the house also won awards for best design, best kitchen, and best outdoor space in Category 3, homes valued at $1 million or more. 22

You get the quality right off the bat with a heavy but perfectly engineered iron entry gate that swivels on a spindle. Inside, the floors are tumbled and etched limestone. The walls are gorgeously sheeny hard-troweled plaster, except for one feature wall off of the living room. Sporting a highrelief wave texture, it was built using 32-inch-square sections in a “very labor-intensive process,” according to Raul Rodriguez, Tierra Concepts’ job superintendent. “He’s the one who takes the drawings and makes them 3-D,” said Kurt Faust. On this day, the last Sunday of the tour, Rey Post of Sotheby’s International Realty was in one room doing his “All Things Real Estate” radio show while Parade of Homes visitors wandered through. Among the admirers was Gregg

Antonsen, qualifying broker at Sotheby’s. He pointed out the elegant floating walls — engineered and built with a recess all along the bottoms — and the slender trim pieces framing the walls at the top that are also useful for hanging art. The living room’s massive pocket doors and screens really open the house to the outdoors. The large, rustic stone fireplace posits an aesthetic contrast with an interior water wall. One hallway has a barrel-vault ceiling and appears to terminate with an arched window, although the vaulted ceiling actually ends a few inches before the window. That was the one of the ideas of the owner, who worked with Zachry, Keeler, and the builders.

“This kind of house takes a daring customer, and Bob and Edy were fantastic to work with,” Kurt Faust said. The other Tierra Concepts entry, a new Las Campanas home, has a more traditional design: “Santa Fe style with a clean, contemporary aesthetic,” according to Parade materials. Joseph and Valerie Montoya, Platinum Sky Construction, built the tour home at 12 Paseo del Fondo for their family. Winner of the Grand Green Award, it has “lots of insulation, including in the slab, and photovoltaic panels,” Joseph Montoya said. Built using the Reward Wall brand of insulated concrete forms (ICFs) that incorporate recycled polystyrene, the house also has a highly efficient Lochinvar boiler, low-E windows, nontoxic stained-concrete floors, and a roofwater-harvesting system. Visitors noticed a pleasing variety of spaces, including, just inside the entrance, a groin vault ceiling. There’s also a full home theater, a darkened room with large screen and very comfortable seats. Platinum Sky mostly does production building. Two of the houses the company did for the nonprofit Homewise, Inc., were also on the Parade of Homes and took a total of five awards in the Haciendas competition element. Woods Design Builders also had two entries on the Parade of Homes. One was a new guest house in Las Campanas, which was given a special award for best guest suite and won the Best Craftsmanship award in Category 1 (projects up to $500,000). The other was a remodel by, and for, Shane Woods and his family. That project, on Seville Street south of Cordova Road, also received a special award for “exceptional preservation of Santa Fe territorial design,” in addition to prizes for best outdoor space and best master suite in Category 2 (projects priced between $500,000 and $1 million). “We wanted to buy a house and we looked all along this road,” Woods said. “We weren’t going to buy this because it was only 1,700 square feet, but it was really the property that sold us.” The home, after renovation and additions, is about 2,800 square feet. “We added a breakfast room and a mud room, put in some larger windows, enclosed the carport to create a garage, and added a new master suite, but we tried to keep the integrity of the house: we didn’t raise any ceilings, and these are the original beams.” The ceilings above the beams, like the walls, are diamond plaster with a beeswax finish; previously they were just painted drywall. The landscaped areas around the house are beautiful and varied, although anything would have been an improvement. “No one had lived here in a while,” Woods said. “It was pretty bleak.” M43, LLC, won for the award for best design in Category 2. Builder Jim Salopek finished the house at 148 Sunflower in Las Campanas just time for the tour. He described its overall feel in the Haciendas tour magazine as “soft modern contemporary pueblo, holding dear the hacienda tradition and adding a modern spin to the design elements.” Asked about his winning design, Salopek said one is the fact that the kitchen is separate from the living room — a refreshing departure from the “open concept’ so favored today. “The house is light and airy. And they’re caulked twice so there’s no air infiltration.” The walls are wood-frame with both solid foam and blown-in insulation, which helped it win a green award for energy efficiency. And Commonweal president Ted Harrison was ferrying visitors in and out the long driveway. “A beautiful house like this is a function of having a great owner, who gives the builder and architect a lot of freedom,” he told a few passengers on the afternoon of Aug. 18. Like the Grand Hacienda winner by Tierra Concepts, this one is a contemporary standout. The house by Michael Hurlocker and architect Jon Dick, Archaeo Architects, took the Category 3 award for best craftsmanship and a special award for “outstanding sustainable technology.” The most obvious talking points on that special award are the big photovoltaic system and the big geothermal system. “We kind of backed into this thing,” Hurlocker said. “After we settled on doing a geothermal system for the heating and cooling for the house, it became clear that the electric bill to drive the two ground-source heat pumps would be through the ceiling, so we upped the size of the PV generation to provide what we needed.” Temperatures in the house are controlled by the heat pumps that distribute water circulating through 4,000 feet of tubing in a series of 20 holes dug 200 feet deep. The earth is constantly about 55 degrees once you get below six feet. “It’s a quick payback and the house works instantly. It’s kind of amazing, and it’s totaly passive except for those two

pumps pushing the water through the ground,” the builder said. The 57,000-watt PV array provides all the electricity for the house; heats all house water, including for an inside swimming pool and a hot tub; and runs the heat pumps. “When we applied for the tax credit for the system at the Department of Energy, Minerals, and Natural Resources, the man said this was the largest system he has seen for a residential application.” The photovoltaics also run the high-efficiency electric Miele kitchen appliances. Two of the home’s fireplaces are wood-burning. Three more, and the barbecue, run on propane. The house also won the “Best Craftsmanship” award in Category 3. Its many highlights include beautiful wall plasters and colorful stuccos, a two-sided rock fireplace, a weight room enclosed in a cube of translucent glass, and a killer mechanical room. Just before the second weekend of Haciendas — A Parade of Homes, Kim Shanahan, executive director of the sponsoring Santa Fe Area Home Builders Association, said it was going well. “We’re seeing about the same in ticket sales as last year. The builders are very happy. They also feel, similar to what we saw at our home show in the spring, that we have some interested people wanting to do things, not just look. “Clearly everyone was sitting on the fence the past few years and we’re really feeling like the gates have kind of opened up as far as the demand.” Cheri Johansen, former head of marketing for SFAHBA, was on hand, doing some volunteer work for the association. “I’ve visited most of the houses and everybody I’ve talked with has said the traffic has been excellent. I was at the Woods remodel (by Shane) and about half of the people said that they come every year. They plan their vacations around it.” Six of the Haciendas homes had listing prices: three at the lower end of the price spectrum and three at the higher end. “The fact that we have three spec homes for sale in that higher range is really encouraging,” Shanahan said. “If they sell, it will send a strong message to our local lending community. “If we don’t do specs, it will create a high-end bubble. The foreclosures and the short-sale junk that was out there has pretty much been absorbed and there is not that much available.” Many people in the building community see the need for “fresh inventory” — not just new houses, but houses with significant green and technology features. “It’s still a dead market,” Hurlocker said in a telephone interview. “When housing inventories run low enough and people see that there’s nothing available except the same old stuff churning back on the market, it will pick up. It will take the banks facilitating being able to buy, number one. It takes inventory being reduced enough for the market to have real forces back in play, like demand. And it takes housing inventory being absorbed and get prices back to where it’s even close to what it costs to build. “As long as existing inventory is so much cheaper than the cost to put up new, it’s not going to change.” Shanahan believes the recovery is at hand. “We’re actually very bullish on 2014,” he said.

Among the joys of home ownership is constant vigilance with a trained eye to catch the insidious invader, water, before it has done damage. Coupled with the eagle eye are some simple measures you can take proactively to minimize your exposure. First, be sure the ground around your house slopes away from the walls, not toward them. Next, keep any plantings (except the ones you want to kill) at least three feet from the wall. The corollary is to only use xeric plants in that zone. Be sure that your canales or downspouts discharge well away from walls and that the water they produce is conducted post-haste away from your house. Watch, particularly, for signs of moisture invasion and retention on north walls. They are usually the most vulnerable because they dry more slowly. Look for white deposits on the exterior plaster, or cracking and spalling that seems abnormal. And don't think that an elastomeric stucco is going to keep you safe. Those finishes are every bit as prone to cracking and leaking as the old dependable cement. In the care and maintenance of a home, as with anything else, Murphy rules. Despite your loving stewardship a plumbing line will break, the acequia will overflow, or the Department of Transportation will cut a bar-ditch through your front door. When that happens, call us.

This interview series focuses on the people in Santa Fe’s real-estate industry. MaryJoy Ford is a broker with Sotheby’s International Realty.

How are things going? The market is active. There are more people looking this year than in recent years. We are hearing reports that the high end is going to start moving next year, but about 75 percent of recent sales have been below $500,000. Are those mostly in the south end? No, it’s all over. There are condos near downtown, and also the St. Anne’s area, houses that have been improved. And it’s my experience that so many people coming to Santa Fe are Boomers and they don’t want to deal with steps. So single-story homes with no steps: that’s huge. Do you specialize in a particular segment? Not really. Especially in this market you have to cover everything. It is much more difficult working in the lower price ranges. You have to work harder. It’s much more difficult at the $200,000-$300,000 level, because people’s lives are depending on it. It’s more emotional and more important financially to the buyers and sellers. I don’t really specialize, but most of my transactions are in town. I love historic properties, the Eastside and in Agua Fria. You must have to do more transactions to make money at the low end, but at least that part of the market is moving well. That’s the only part that is really moving well. At least you’ve been able to keep working. Just like the high-end builders had to get into more remodel work during the downturn. That’s exactly right. Where were you born and raised? Memphis, Tennessee. After high school I went to Memphis State, which is now the University of Memphis, and got my degree in psychology. I was a psychiatric social worker for many years, back when you did everything. Including working with indigent people and working on the streets? Yes, I did that, and a lot of group therapy. I was in charge of a 5-county program for people who had been discharged from psychiatric hospitals. After that I moved to Florida and worked with developmentally disabled people in an institute. Then I came to New Mexico and got my master’s degree in energy and environmental management at UNM. That was a switch. Well, I’ve always been interested in conservation and 48

efficiency. I ended up managing the energy conservation bureau of the New Mexico Energy and Minerals Department here in Santa Fe. The state was doing a lot of interesting things and getting quite a bit of money from the federal government. I managed projects with the pueblos and the Apache and Navajo tribes. We instituted a great solar-energy program for the Navajos. Putting photovoltaics on their homes was lifechanging, because a lot of people didn’t even have lights. Some could be discharged from the hospital because they could have their oxygen equipment at home. The difficulty was theft. The panels would disappear from some homes and show up on others in different chapters. Energy efficiency is so important now. Yes. I like to think it has to do with raising awareness back then. Was that reservation work in the 1980s? It was. Then in the 1990s, we did a lot of energy-efficiency projects in conjunction with PNM, including alternative fuels for buses. I wrote proposals, which were funded by the U.S. Department of Energy, that took me to Canada, Malaysia, Japan, Kuala Lumpur, and Sri Lanka, to work with counterparts in those countries. I have a friend, a Japanese woman I met in Kuala Lumpur, and we developed the program for a huge natural gas convention in Yokohama in 2000. I got one of the vice

presidents from General Motors and she brought in Toyota and it expanded from there. When did you get into real estate? In 2001. I started with Town & Ranch, which morphed into Prudential Real Estate, and then I came over to Sotheby’s in 2005. Was it as challenging as what you had been doing? It is challenging. It’s working productively with other people. There are so many people involved in transactions — surveyors, appraisers, title companies, other brokers. I have a great appreciation for real-estate brokers. They’re usually very tactful and careful. You have to be in order to make everything pleasant and smooth. The great majority of Realtors in Santa Fe are very professional and hardworking, just dedicated to going the extra mile for their clients. There are many elements of social work. You’re helping people transition to a different phase in their lives. You’re just facilitating that as best as you can. You were on the board of directors for the Historic Santa Fe Foundation for a while. Have you had other involvements in Santa Fe? SWAIA, Indian Market, back when Sam Balen was on the board, and also the American Association of University Women. One thing I want to say is that David Rasch [the city’s historic preservation officer] and the Historic Design Review Board do such a great job keeping Santa Fe distinctive. What would the city be now if it wasn’t for the H-Board? Are you married? Do you have kids? I have three rescue dogs and a cat. My husband is Bob Sivinski. He was the State Botanist for 22 years and he’s now a consulting biologist. I give a copy of this catalog [The Native Plant Society of New Mexico’s Native Gardening in Northern New Mexico] to my clients because it helps to make them sensitive about water use and what plants do well here. What do you enjoy doing when you’re not working? We walk our dogs two miles every morning and then we walk them in the evenings. I like trekking around with Bob on plant-collection trips in New Mexico. And reading, hiking, all the usual sorts of things. The Parade of Homes just finished yesterday. Did you see any of the houses? No. It’s been an intense two weeks, a lot of work. And it’s not necessarily selling houses. It’s just all the work associated with it. If you’re thorough, you work all the time. I work every day. And I love it.

No-doc loans again Can we expect the return of “ no doc” loans or even “stated income” loans? Remember the years 2000 to 2007 before the subprime crash? How smoothly the process was to get a loan for a home purchase or a refinance. Will we experience these low-documentation loans again? I think yes. What were the primary reasons causing this current over-documentation in the mortgage process? Beginning with defaults on subprime loans, many residential properties were foreclosed. Subprime loans, where the borrower only submitted a business card and a loan application and received a 95 percent loan, are gone for good. The real-estate market is in recovery nationwide and many borrowers are well-qualified. This financial time period is similar to the mid 1980s when real estate values fell because of the savings-and-loan crisis.

That period recovered and so will this financial period. History does repeat and is cyclical. Actually, no-doc loans do exist today in two particular forms. Several securities dealer like Merrill Lynch will lend without much verification of income and assets when you pledge an equal amount of stocks or bonds. The main problem with this method is that the borrower cannot liquidate the securities that are pledged. If you look on the internet you will see no-doc loans advertised. Some of these are not even valid loan opportunities, but some are real. Their interest rates, for the valid opportunities, are very high in comparison to the current market with Fannie Mae loans. This will change. Since probably 95 percent of the borrowers currently applying for loans today are qualified, I can envision a time in the near future when stated-income loans

will be available at competitive interest rates. Banks and insurance companies are always looking for investment opportunities and will accept loans that are riskless without the extreme verification process currently in the mortgage business. A need is developing for mortgages having high credit scores and low LTV (loan to value) without the extreme paperwork requirements. This need will be satisfied. Realtors report that many very qualified buyers now pay cash for their homes instead of putting themselves through the mortgage process. Remember the old adage, “If you don’t need the money, they will lend it to you.” This very true. I expect this mortgage need to be satisfied. I envision a loan requiring a 30 to 40 percent down payment and a credit score of 780 to 800. The paperwork for loan approval would be very small and the interest rate at the market rate. These

loans would certainly speed the loan process and stimulate the housing-market recovery. This is my prediction. When it will happen, I cannot be sure. Valuing green Do you have a “green” home? Or want to buy or build a green home? You’re not alone. According to the 2012 Yahoo Real Estate Home Horizons Study, Americans say a green or energy-efficient home would be a hallmark of their dream home, taking precedence — for the first time ever — over common favorites like water views or living in a gated community. If you are looking to refinance, buy or build a home which outperforms typical code-built homes in energy efficiency, you probably have contemplated the question, what is the value of green? A common belief is that lenders and appraisers cannot put a monetary value on green building features in the loan approval process. Not true. There is growing willingness, on the part of lenders, appraisers and Realtors to reflect the advantage of green in your home value, due in part to increased support from the federal government and the Appraisal Institute, and a willingness amongst homebuyers to pay more for high-performing third50

party- certified green homes. An extensive study conducted by the University of California analyzed 1.6 million single-family home sales from 2007 to 2012, and found that third-party greencertified homes sold for 9 percent more on average than comparable non-greencertified homes. Residential appraisers often turn to the multiple-listing service (MLS ) for comparable sales data to assist in valuing properties. Santa Fe’s MLS is one of 185 MLS databases nationwide that have green data fields; there are approximately 665 others that do not. Increasing use of these fields by Realtors will assist appraisal values for green homes. Appraisers can also use the Appraisal Institute’s Residential Green and Energy Efficient Addendum, a nationally recognized document that categorically highlights the energy, water, solar and other green features of a home so as to be monetized in the valuation of the appraisal. There are other valuation techniques

available to appraisers; however, a green appraisal requires more training, skill and time than a standard appraisal. Any owner requesting a green appraisal has the right to require that your lender use an appraiser experienced in green property valuation. Santa Fe has several appraisers with green valuation experience. If you hope to maximize the value of the green features in your appraisal, you should also present your qualified appraiser with easy-to-understand, itemized cost data for the energy, water, solar and other green improvements you made versus a code minimum home. With the help of a HERS rater, you can also itemize the cost savings of your energy upgrades versus code-minimum construction. It is the responsibility of the builder or homeowner to inform the appraiser of these added value features. As we emerge from the housing lull and move into a new era of slow but steady growth, we have a golden (and green) opportunity to increase the value of the

The City Different is also redundant Redundancy is often a good practice to avoid. When writing a newspaper column, rarely is it appropriate to repeat words, phrases, concepts, and ideas over and over and over and over again. Here, redundancy is a waste of time. Redundancy is also essential for survival. Two eyes, two ears, two nostrils, two kidneys, two lungs, this is a pattern worth recognizing. Many of our essential functions are supported by more than one component so that if we lose an ear, we can still hear, and we can continue to survive and sustain our species. The essential function of water delivery to a home is an often-used illustration of the good kind of redundancy. Instead of being fully dependent on one well, it’s great to have a cistern collecting precipitation from the roof, or a full-blown swale system at the end of a long driveway. Add thickly mulched garden beds that prevent evaporation and store water in the soil, and your essential function of water

procurement is even better protected. Let’s also not forget greywater reuse in the landscape and on-site blackwater treatment. These commodities are almost always seen as waste products, but they are actually great resources. Of course, a connection to a community-wide utility is always a major plus, especially if that system has built–in redundancies. If that’s not enough to make you feel comfortable about your water supply, in New Mexico you can even purchase land with associated rights to a centuriesold acequia system. Just make sure you’re not down arroyo from an ancient pueblo’s golf course. A web-based news service, www.247Wallst.com, just listed Santa Fe as one of many that are running out of water, but the City Different actually has many levels of water redundancy. It has two reservoirs, several large wells, and the Buckman diversion project (which draws from two far-away watersheds). In addi-

tion, in the event of a water emergency, smaller wells scattered throughout town (tapping a wide variety of mini aquifers) could be what gets us through during times of need. But that’s not all. We also have a strong and growing cistern-system industry and a statewide greywater recycling law that has proved to be problem-free since its inception a decade ago. Our newfound excitement for curb cuts that direct stormwater to trees, shrubs, perennials, grasses, and wildflowers is also a positive contribution when it comes to our most essential resource. On top of all of this, the city has a deeply committed water-conservation committee and professional staff working on many ways to save water. Finally, and perhaps most important, is that our population is generally very conscious about the need to respect water on many levels. One of our sources: the Colorado River Santa Fe Mayor David Coss was recently quoted as stating that water demand exceeds supply. He was referring to the highly oversubscribed Colorado River, which supplies water to Santa Fe via the San Juan-Chama Project. Eleven percent of New Mexico’s water supply comes from the Upper Colorado River Basin. The imbalance of supply and demand and the competition for Colorado River water are detailed in the recent Bureau of Reclamation report, Colorado River Basin Water Supply and Demand Study. Though not an uplifting read, you can find it at www. usbr.gov/lc/region/programs/crbstudy/ finalreport/studyrpt.html. The San Juan-Chama Project captures water from three tributaries of the San Juan River, itself a tributary of the Colorado River. This water flows through a tunnel under the Continental Divide into Heron Reservoir, where contract water is released to the Chama River, conveyed to El Vado Reservoir, then Abiquiú Reservoir, and then the Rio Grande. portion is diverted, along with native Rio Grande water, at the City of Santa Fe/ Santa Fe County Buckman Direct Diversion (BDD) facility. Planning for the San Juan-Chama Project started in the 1930s. The U.S. Bureau of Reclamation, owner/operator of the project, began exporting San Juan River water in 1971. The original, single 40year contract among the city, county and Public Service Company of New Mexico (which then owned the city water system) was signed in 1976 and replaced by two permanent contracts in 2006. The city and county San Juan-Chama Project contracts are for 5,230 and 375 acre-feet per year, respectively. San Juan-Chama Project water is administered differently than native Rio Grande water by the New Mexico Office of the State Engineer (OSE). San Juan-Chama Project water constitutes about half the water supply for Santa Fe (current Santa Fe usage is about 10,000 acre-feet per year, or afy) and about two thirds of the BDD supply, which is limited

by permits to 8,730 afy. The breakdown of the BDD annual capacity is as follows: up to 5,230 afy to the city (consisting of its entire San Juan-Chama Project contract allotment), up to 1,700 afy to the county (including its 375 afy San Juan-Chama allotment) and up to 1,800 afy to Las Campanas. The additional legal rights held by Santa Fe County and Las Campanas include native water rights or other San Juan-Chama Project water. Our Upper Colorado River Basin source is not without significant risk. Diversions of water into Heron Reservoir are dependent on the snowpack south of Wolf Creek Pass. San Juan-Chama Project shortages have not occurred to date, but any future shortages will be shared pro rata by reduced allotments for all contractees. Contracted water is released only under specific orders and significant transfer losses occur as the water moves down the Chama. Diversions along the Rio Grande may be reduced or curtailed on the basis of low flow rates measured at

the USGS real-time stream gage at Otowi Bridge, three miles upstream from BDD. And diversion at the BDD may be halted when water clarity is low (high turbidity conditions), or when the ash content (from runoff across burned areas) is high. A plaque for historic hydro plant By Paul Weideman

T

he little building that once housed one of Santa Fe’s earliest power plants is going to get a plaque. The Historic Santa Fe Foundation has added the 1895 Santa Fe hydroelectric plant structure to its registry of properties worthy of preservation. The foundation and the Canyon Neighborhood Association plan a plaque-unveiling ceremony at noon on Sunday, Sept. 22, at the building located at 1209 Canyon Road. Formerly standing derelict in a brushy field, the building has been restored and the 4.25-acre site developed as a city park. Work completed to date on the new Water History Park and Museum (officially named by city resolution last November) includes reconstruction of the building’s pitched roof, renovation of the building walls, windows, and chimneys; installation of electrical service; and installation of a parking area and park furniture. Placement on the HSFF registry “will help forward the work of creating the park and museum and raise awareness of its historic importance to our community,” according to the organization’s registry nomination. Preservationist Alan “Mac” Watson, Watson Conserves LLC, said funds to begin Phase 2 of the project should be available in the near future. That involves sprucing up the building interior, adding wall displays about the old hydro project, and making the building available to the public as a community center. “We have money to finish out the interior. We got $150,000 from the Legislature and $175,000 from a bond issue,” he said. In 2006, the small, flat-roofed building standing in the field across from Cristo Rey Church didn’t look like much. Watson served on a committee charged with selecting an architect to restore the powerhouse “to what it looked like in about 1905,” he said. Victor Johnson is architect on the job. Watson recently presented a history, “Water Flows Uphill Toward Money: Santa Fe’s New Water History Museum,” at the School for Advanced Research and at an international conference in Las Cruces. “In 1880,” he begins, “the County Commission gave all of the water in the Santa Fe River to the newly organized Santa Fe Water and Improvement Company. “The water was to be dammed, directed into cast-iron pipes, used to generate electricity at our first hydroelectric plant and then sold down the river to those in Santa Fe who could pay the water bill. From this point on, the town’s traditional Hispanic agrarian economy began to fade… “The desire for a water company to provide a dependable supply of water to the city was promoted as a means of fire suppression, but is more likely to have been related to ambitions to pursue land development and to give Santa Fe the image of a modern and up-to-date city.” Citizens of Santa Fe who were dependent on acequia irrigation for their livelihoods organized in protest of the privatization of water. “For the city’s first 250 years,” Watson said in a recent interview, “everybody who lived here except a few politicians and a couple soldiers made their living off of subsistence farming and it was all fed by a complicated system of acequias.” In a statement presented during a June 1881 public hearing, the protesters (describing themselves as “We the majority of people of Santa Fe”) resolved that the water company “is hereby cautioned to stop all work in the canyon of the Santa Fe river

interrupting the current of the stream and injuring the community, which action is hereby declared an outrage on the people…” Construction on the Old Stone Dam, which was facilitated by dozens of mules and scores of goats, took place almost immediately. Also that year, the Santa Fe Water and Improvement Company’s P.J. Kennedy had 30 carloads of pipe shipped to the Atchison, Topeka & Santa Fe Railway depot in town and the first pipe was laid at the southeast corner of the Plaza that May. The next water project, Two-Mile Dam, was constructed in 1893. At 85 feet high and 1,000 feet wide, it held 15 times as much water as the Old Stone Dam. Growth continued in Santa Fe, and so did the many improvements designed to modernize the city. On Sept. 21, 1910, the Santa Fe New Mexican wrote, “When the delegates come to Santa Fe to attend the constitutional convention, they will rub their eyes in surprise, if they arrive at night, for the Ancient and Venerable City will be lighted up in new fashion. So the council decided last night when it accepted the contract between the city and the Santa Fe Water and Light Company for a new lighting system for Santa Fe.” The little hydroelectric plant produced electricity by means of a turbine run by a Pelton wheel. This invention replaced wheel paddles with little cups to increase output. The water, under pressure from gravity flow from the watershed, was constricted in narrowed spouts to accelerate the flow into the Pelton wheel that turned the shaft to generate electricity.

In 1926 the city added Granite Point Dam about four miles upstream of Two Mile Dam. It was expanded in 1935 and the name changed to honor the state engineer, Thomas McClure. In 1940 the little hydro plant, whose second story had already been removed, was shut down. About a decade later, Watson was noticing the building every time he went past. “When I was a kid, there was a big disc, a sign, on the south wall with Reddy Kilowatt on it.” That lightbulb-nose figure was the trademark mascot, from 1926, of American investor-owned electric utilities. A third large reservoir, Nichols, was built in the 1940s between Two-Mile and McClure. In the early 1990s, TwoMile Reservoir was was drained and breached. In 1995 PNM donated the 188-acre Two-Mile Reservoir site to the Nature Conservancy. The little hydro plant building, derelict for many decades, again has a pitched roof. In his research, Watson heard from one old-timer who had an uncle who worked for the power company and lived in the building’s attic. The two smokestacks that have been restored are based on stacks that are thought to have vented wood stoves that once heated the two levels of the hydro-plant building. What happened to the beautiful curved spillway the water exited after going through the hydro plant and on the way to a settling pond? “We don’t know. We don’t know what happened to it. We did put one of the sidewalks in the park on that curved alignment.” A new hydroelectric plant was installed near the site of the old one two years ago. At the time, water-resources

coordinator Dale Lyons said the 100-kilowatt plant would result in at least $20,000 in electricity savings annually for the city. The $1 milllion hydroelectric system is connected in to PNM’s electrical grid as a net-metered generating system. “It would have been wonderful to have that where people could see it work,” Watson said, “but because one neighbor said it would be noisy, it’s now hidden away in a concrete bunker.” There had been talk of establishing a little museum inside the building, but the plans have been scaled down. “We want something sustainable,” Watson said. “Also, we don’t have a collection of artifacts, and we can’t pay guards, so the idea is for a virtual museum that will live on the city’s website. I’m looking for a curator right now.”

The way forward - Part Two I previously discussed how Santa Fe has achieved an outstandingly low water-consumption number compared to other cities. However, over the last few years this downward trend has begun to reverse. With continued drought and growth, we need to refocus and get our gallons per capita per day (GPCD) moving down again. Santa Fe’s past efforts have proven that it is quite possible to reduce our water use without impacting our quality of life. As we look ahead, however, it’s important to realize that all the actions we’ve taken have been easier to implement. Reducing our water use further is going to be a little tougher. But technologies have progressed and it is possible to continue to drive down our water use without hurting our economy or impacting our lifestyle. The City of Santa Fe is currently updating its Long Range Water Plan and will release it next year. Past versions of this report have highlighted water conserva-

tion as the single most cost-effective way to ensure a secure water supply. Other cities have also found this to be the case and water conservation initiatives are now widespread across the country. Like our previous water-saving efforts, our approach must to be multi-faceted and include education and outreach, rebates, pricing and regulations. Each of these plays an important role. These types of programs take time and repetition to be successful and yet are essential to creating lasting change. Conversely, incentives can create short-term spikes in behavior and are effective in getting folks to act quickly, for example to swap out an inefficient washing machine for a water-saving one. When used effectively, rebate programs can have a long-term impact on a community’s water use. On the other hand, they can be costly, plus they only target individuals who can afford to make a change. For this reason, the impact of rebate programs isn’t as far-reaching as are

regulations. Regulations and ordinances shape the behavior of the entire community. Lastly, pricing shares the positive aspects of the other tool, but its power diminishes over time unless pushed ever upward. A few water-conserving alternatives not yet tried include a credit on the water bill for attending a water-conservation workshop; changing our rebate program to be seasonal in nature, with inside rebates in the cold months and outside rebates in the summer months; updating our pricing to reward very low water users; adding a new, higher tier to penalize the very, very high water users; and lastly putting greywater stubouts in every new home. While the above is not an exhaustive list, it illustrates some of the simple, low-cost approaches to water conservation that could be implemented without adversely impacting our community. Let’s move forward and keep Santa Fe at the forefront of water conservation. It is a

Poll brings out priorities for city Over the summer, the Santa Fe Association of Realtors had the opportunity to access new campaign services from the National Association of Realtors designed to help identify key issues facing the City of Santa Fe as we enter a busy election season. A public opinion poll of 400 registered Santa Fe voters was conducted between July 29 and Aug. 1 with the help of consultants affiliated with American Strategies Incorporated. Below are some of the major findings. Santa Fe voters are conflicted in their assessment of the city. Voters enjoy the quality of life and are troubled by continued growth and development that threatens the qualities and natural resources that make Santa Fe unique. At the same time, they prioritize job growth and want to create conditions that will strengthen the local economy. These sometimes conflicting agendas will come to a head in the 2014 municipal elections, and voters will be paying close attention as politicians present their ideas and debate agendas for 56

Santa Fe. The voters were generally satisfied with life in Santa Fe, most describing the quality of life as excellent or good. A majority said the city is headed in the right direction. They give the City Council a so-so job performance review with most voters saying the City Council does a good or just fair job overall. Only one third of voters said they are willing to re-elect their current council members; 43 percent said they would like to see someone else win. Jobs and the economy, crime and public safety, and the water supply and conservation are top-tier local concerns. Majorities of voters say the council has done a just fair or poor job in these areas. They are most critical of the council’s efforts to attract new businesses and create jobs, followed by managing growth and new development, and dealing with the homeless and with low-income families who need housing. Attracting new businesses and creating jobs is a top priority for voters, with

one third saying the pace of business and commercial development has been too slow. Given this priority, voters would support a pro-business candidate for mayor. A 55 percent majority would be much more likely to vote for a mayoral candidate who supports small business and job creation. Forty-one percent would also be much more likely to vote for a candidate who will cut red tape and make it easier to do business in Santa Fe. A strong majority is attracted to a candidate with business and accounting experience. Voters also place a high priority on water use and conservation and protecting the local environment and natural resources. Forced to choose, more voters describe themselves as no-growth rather than pro-growth, with 62 percent agreeing that Santa Fe needs land-use regulations to protect the environment. Voters want a mayoral candidate who will work to make Santa Fe safe from crime and who will work to improve local government. They want to increase

transparency and make government more customer-friendly. Voters are not open to a tax hike, with two-thirds wanting a candidate that will hold the line on city taxes and fees. We’ve been lucky here at Crocker Ltd in that during the peak of the recession (a non-sequitur that the media unwittingly uses regularly) we have been busy. In 2010–2011 we spent 16 months restoring the mission church at Isleta Pueblo, and through 2011- 2012 we followed it up with a similar project at the church at Santa Ana de Tamayá. Those are, as they say, hard acts to follow. I keep hearing from the same unwitting media that now, in 2013, we as a nation are back on track as an economic powerhouse. Well, not so much for this small business. That’s not to say that we aren’t busy; we are, but it’s mostly annoying little stuff, the sort of jobs that you do to keep active and gainful but which lead to daydreaming and ever-longer weekends. One does what one must in the situation and that includes chasing unlikely leads that put me in mind of Samuel Beckett at his most sardonic as he waits for Godot. This little narrative, you will be

pleased to know, has a better ending. We have clients, a retiring couple we all like very much, who bought a derelict property in Mora County that they want to make into an exquisite retreat. We sort of bonded over the Golden Mean while discussing the size of doorways. These folks are not afraid of rustic — obviously: they bought in Mora County — but are sensitive to the visual sensation of space. Thank heavens they never mentioned feng shui because my adobes and I would have vaporized at the thought. On the chance of closing a very nice deal, my son Jess and I spent a Saturday on the Eastern Slope. It was a lovely day, cool and overcast, with a storm brewing remotely to the north. We met with our client (the male half only) and, after some discussion about just how decrepit the structure is and how extremely distant from our base of operations, sat down in an enclosed porch to discuss money. Please excuse my odd reference here, but professor Umran Inan, accurately I’m sure, has stated, “One of the things that lightning does is to remove electrons from the radiation belts.” I wasn’t thinking of

electrons or radiation belts when I turned to our client and began, “You know, the weekly dollar burn rate for this project is going to be…” You got it. The no-longer-remote storm had extracted its electrons from wherever and forced them in dramatic visual and audible fashion into the enclosed porch and, ad-hominem, into me. It tossed me, oddly, in a lateral fashion along the wall where I made a one-point landing on my right shoulder, muscles momentarily atrophied and head about eight feet from where it had been, a nanosecond before, discussing the burn rate of money. Jess says that while I was airborne, the chair in which I had been sitting tipped slowly over. It’s soothing in a didactic sort of way to think that inanimate objects react so subtly to acts of God. Now, I am not going to read anything extraordinary into this. Many people have survived such events. What I can report is that it hurt, a lot, and Rolfing really helps resolve the physical aftermath. There doesn’t seem to be any extraordinary brain alteration — I can’t, as John Travolta

Good head shot is a must Whether in the real-estate industry or in other business, the professional head shot is a window into who you are and how you want to be perceived, and how open and inviting you are to do business with. There are various philosophical and psychological thoughts on how best to accomplish this, but the commonality in general is friendliness and approachability. If a potential client perceives you in a way otherwise than that, your chances of an introduction, and moving further forward together are greatly diminished. The feeling at our studio is that we wish to assist our clients in showing themselves as professional, approachable, friendly, clean, well-dressed and groomed (whether dressy or casual), and natural. This can be accomplished in a studio setting,

as well on location in a natural or related environment, with versatility of wardrobe and backgrounds. Variety is essential. You may use a good, clean formal professional head shot for your professional website, or your real-estate agency site or print matter, and another more casual shot for another purpose that calls for that particular “look.” Good lighting is essential, and sometimes a stylist and/or hair and makeup person is needed, and last but not least, great editing/Photoshop work. A little “clean-up” work on the editing end, in a subtle way, goes a long way in adding to a great final image: smoothing out some lines in the face, wrinkles, bags under the eyes and chin, discoloration or shine of the skin, and clothing flaws are examples.

There’s a clear expertise to both how the images are shot and how they’re finished in editing, and the photographer who does both equally well is who you’re looking for. As with other imagery we’ve discussed prior in this column, how you brand yourself with your head shot can often be the difference between obtaining clients or losing them to the competition. This is more important now with social media. A great head shot is a must for LinkedIn, Facebook, Twitter, Google, and any other branding purpose and it should be taken as seriously as other professional aspects of a successful business. Marketing your vacation rental The vacation rental industry is a relatively new and rapidly evolving sector of the hospitality industry. Many business and leisure travelers are now turning to vacation rentals as a choice of lodging, due primarily to the additional value brought to the consumer. The average vacation rental will come equipped with a fully stocked kitchen, a washer and dryer, internet access, and cable or satellite television, at rates competitive to the traditional hotel room. These amenities not traditionally found in hotels and other lodging options allow travelers to cook and do their own laundry, and offer privacy to be productive and work if needed, saving the traveler additional funds on their leisure or working vacation. When marketing your vacation rental, it is important to include all the major and minor amenities available to prospective guests. The key when adding or choosing amenities is to consider the value that is added to the consumer or

traveler. Now that you have an amenity-rich home, the next question is where and how to market your unique property. The vacation rental industry is full of online travel agencies (OTAs), so deciding on where to place your listing can be a daunting task. When preparing to make your choice, it is good to do some Google searches to see which of the many OTAs comes up high in the search rankings for your geographic areas. Try using search terms like “Santa Fe vacation rentals” and “Santa Fe homes for rent.” In many markets there are three top online agencies: VRBO.com, homeaway. com, and flipkey.com. VRBO is Vacation Rentals By Owner, but don’t let the name fool you as this site has many propertymanagement companies posting listings as well. VRBO has been around longer than almost all other sites and for this reason is one of the top locations to shop for a vacation home in any market. Many consumers on this site will be

working directly with home owners and will have the ability to negotiate on rental rates. This is a double-edged sword as some owners do not have the ability to communicate with and service guests with maintenance items in a timely manner. Homeaway.com is a large, one-stop shop for vacation rentals and actually owns VRBO.com. Flipkey.com relies on user-submitted reviews to help the traveler make decisions on the home they are interested in renting. Flipkey is a subsidiary of Trip Advisor. Keeping your home full will require timely follow-up on inquiries from prospects; repeat marketing to past guests, timely response to all maintenance and guest concerns or issues while in the home; and the ability to clean and prepare the home for the next guest arrival within a 6-hour period.
