WELCOME FROM THE COORDINATOR MYLEAH RYDBERG Welcome to Seomun XVI! As a newcomer to the world of Model United Nations, organizing the 16th annual Seomun Conference was more than overwhelming at times, but is has also showed me what an amazing opportunity we have to participate in such events. With delegates willing to set aside valuable time to consider the global dilemmas of today and actively engage in obtaining solutions, with officers willing to facilitate those discussions and hold their peers accountable to lofty standards of excellence, with administrative staff willing to serve quietly in the background, with the press willing to invest the time and energy required to document the experience—it has been an honor to serve each of you. The two young women who have made this all possible cannot be thanked enough. Eunice Lee and Katie Lew have spent countless hours—many times into the deep hours of the morning—working through the complexities of creating an enriching experience for all participants. The incredible amount of detail that goes into organizing an event of this size was something we did not anticipate seven months ago when we began. But with every obstacle (and there were many), these young women rose to the occasion and continue to demonstrate a maturity of leadership and vision that is beyond their years. We all owe them our gratitude.

WELCOME FROM TH LEADERSHIP TEAM SECRETARY GENERAL Esteemed Delegates, Advisors, Student Officers, and guests,It gives me no greater joy than to warmly invite you to the 16th Seoul Model United Nations Conference¬ of 2013. My name is Eunice Lee and I am honored to dutifully serve as your Secretary General for this year’s conference. I entered the world of MUN wide eyed and curious four years ago, and to this day my love for MUN still burns as passionately as when I first entered it. It seems like yesterday when I was a delegate in the Special Conference for SEOMUN. Like many others, I was the quintessential, nervous delegate with scattered notes and papers who avoided any direct eye contact with the chairs. But by the end of the conference, I left SEOMUN completely changed from how I entered it. The new opportunities that SEOMUN gave me encouraged me to break free from my boundaries and to take risks into becoming the kind of person I was meant to be. SEOMUN was the turning point that provided me with a real-life understanding on the complexity of the global issues we fight today and the multiple perspectives that must be considered as we try to alleviate them.

It goes without saying that SEOMUN’s legacy as a prestigious conference in Asia has been a cornerstone to the MUN experience of countless delegates. Its ability to provide unique cross-cultural experiences along with its competitive climate is why it holds a special place in my heart and the hearts of many others. To this day, it never ceases to amaze me the sheer immensity and complexity of intellect that SEOMUN brings to offer. I hope that through my job as Secretary General, I will be able to preserve this intellectual curiosity SEOMUN offers and its ability to change people’s perspectives and lives. It is in my highest of hopes that the legacy of SEOMUN will continue for years to come, until this conference receives the worldwide recognition that it deserves. Today I stand here as your Secretary General – absolutely thrilled and honored to initiate and lead the plans for this year’s conference and strive to create another memorable SEOMUN for everyone. Throughout this three day conference, I hope that you all remember that every country has its own story – a story that, for some, has been exposed and repeatedly told, while for others, has been hidden and locked away. It is your job as delegates to represent your country in its special and unique way so that you can bring a kind of innate diversity to the debates that you will be involved in. While we may be young, we are part of a generation that is fearless. Delegates, I challenge you to exist as a wanderer of the road less traveled. Be the agent of change, the 12-year-old romantic idealist who dares to dream, or the citizen of the world willing to persevere and climb mountains to rise above all odds. HE DEPUTY SECRETARY GENERAL Esteemed Delegates, Advisers, Student Officers, and guests, My name is Bryan Kim, and I am currently a senior at Seoul Foreign School. It is truly an honor and a privilege to serve you as your Deputy Secretary General for SEOMUN XVI. This year marks my fourth and final time participating in this conference, and, looking back, I can say that it truly was a pleasure learning and growing through SEOMUN. I can still remember my first conference as a nervous, young delegate, too timid and intimidated to utter more than a few words over the course of the entire conference. Eventually, though, it was thanks to SEOMUN that I was able to find my voice and come to treasure my conference experiences. It is my hope that SEOMUN XVI will offer the same fond memories and learning opportunities to each and every one of the participants.

I’ve found over the course of my high school years that Model U.N. truly is an experience unlike any other. Nowhere else can one find such a talented group of student speakers, thinkers, and leaders, who are eager to confront serious policy issues and global crises. It never ceases to amaze me that every year at SEOMUN I meet so many bright young students full of creative ideas and practical solutions to issues as complex and controversial as the European sovereign debt crisis, protecting biodiversity in the Amazon, and responding to North Korean military provocations. It is the sort of unique experience which only MUN can offer, and SEOMUN sets an extraordinarily high bar in every relevant area. As your deputy secretary general, I will strive to preserve and build on SEOMUN’s past accomplishments and bring the very best of the MUN experience to each of the participants. As a final note, I would like to say that we mustn’t forget, in our eagerness to debate and spar with our ideas, that the questions we discuss are real, with real consequences. Many of us, who participate in this conference, will go on to become leaders and global citizens. Although many of us may choose not to pursue international relations or diplomacy as a career, I strongly hope and believe that each of us can take something valuable away from this conference. However clichéd it may sound, it is true: we live in a world beset by challenges and problems. Each and every one of us, as educated global citizens, have a duty to understand, be aware, and take responsibility for the world that we live in, whatever our path in life may be. I sincerely hope that everyone who participates in this unique event will come away with a greater commitment to our world and to a brighter future. ADMINISTRATIVE DIRECTORS Esteemed Delegates, Advisers, Student Officers, and guests, I am truly honored to serve you at this year’s SEOMUN XVI Conference as your Administrative Director. As our Secretary General Eunice Lee and Deputy Secretary General Bryan Kim have recounted, I was also a delegate in my freshman year in the Economic and Social Council. It was a truly memorable experience as we debated and shared our different ideas in order to strive toward a common goal. Through SEOMUN, I was able to learn more about global issues, gain debating experience, and meet some of the most gifted and intelligent people. Although not the most outspoken delegate, I still gained so much from that single conference and have learned much in each SEOMUN conference after. The Administrative Director is not a significant of a role as the Secretary General or the Deputy Secretary General and it is not as interactive with delegates as a chairing position in the committees. However, it is still a very important role because it deals with management issues and the supervision of the conference as a whole. Everything from the kinds of pens delegates use to the direction of the conference is a part of this role. I took on this challenge because I truly want to help delegates gain an enriching experience from SEOMUN as I did four years ago. I hope that through this SEOMUN conference, all delegates will gain something from it that they will be able to use in the future. Thank you and good luck,

Administrative Director Seoul Foreign School ‘14 Esteemed Delegates, Advisers, Student Officers, and Guests, My name is Jung Hyun (Monica) Lee, and I am currently a junior attending Korea International School. It is truly an honor to serve as your Administrative Director for this year’s Seoul Model United Nations. As this is my third year participating in SEOMUN, SEOMUN is a conference that is quite close to my heart. In fact, I began my Model UN career as a delegate in SEOMUN. This conference essentially opened my eyes to the world of MUN, kindled my interest in debating on global issues, and provided me with the opportunity to work with some of the most talented individuals. Needless to say, each SEOMUN conference that I have participated in was an unforgettable experience. I am thus especially looking forward to serving as this year’s Administrative Director. Throughout the conference, I will be responsible not only for all of the admin staff, but also for the management and administration of the entire conference. DIRECTOR OF INFORMATION & TECHNOLOGY Dear Delegates and all SEOMUN Participants, My name is Dhira Khewsubtrakool, widely known in the Seoul Foreign School community as Web. It gives me great interest to serve you this year as the Seoul Model United Nations’ Director of Information & Technology. Under my job description I am tasked with providing the best experience both in terms of a consistent web experience and design of all printed materials and publications. This can range from the likes of the seoumkorea. com website, to the posters and fliers that you will see. However I am participating in this conference to represent myself but the organization for which I am part of leading concurrently as I serve this position—The Tech Crewsaders Education Technology Support Team. Before accepting the job offer to also work serve as the Director of Technologies, I worked and continued to do so as a leader of the Tech Crewsader Team and the Editor-in-Chief of the Tech Crewsader Magazine. The Tech Crewsader team is a student led “Education Technology Integration and Support” team aimed to help aid the community in technology. However what really makes us different than others that had come before us with the similar role to “support in technology” we believe heavily in the importance of constantly innovating, designing, and publishing. With this belief at our core we apply these principles to everything that we do from our website to Tech Crewsaders Magazine.

With the principles I uphold from the Tech Crewsaders, I aim highly to apply them to help make the SEOMUN of this year the best experience yet. When I first accepted the job my main goal was to radically change the aging design of the website that had remained the in some ways the same for many years. Now the new website is the definition of the modern web—clean, responsive, snappy, and beautifully designed. From there I also applied the same philosophy to all of our promotional graphics, posters, and many more material that uploads the SEOMUN’s image. I hope that this year’s Seoul Model United Nations will be the most memorable yet!

ASST. DIRECTOR OF INFORMATION & TECHNOLOGY Dear Delegates and all SEOMUN Participants, My name is James Yuh and I am honored to part of SEOMUN XVI. As Director of Information & Technology, my job description ranges from creating the website to desinging the programme you will hold on your first day of SEOMUN XVI. I am proud not only to represent my school during this prestigious conference but for representing the tech organization at my school – The Tech Crewsaders. As a member of the Tech Crewsader Team, I try to help both my school faculty and my classmates to become more technologically aware in this ever-modernizing world through both design and technology (key tenets of our tech team philosophy). I fully believe that such innovation is required for people to adapt to this ever-changing world. NOTES FROM THE PRESIDENTS GENERAL ASSEMBLY I Most honored delegates, student officers, advisers, and guests, Greetings! My name is Christine Kim, a senior at Seoul International School, and I have the honor of serving you as the President ofGeneral Assembly 1 for SEOMUN XVI. I entered the world of Model United Nations in middle school, and was so taken by MUN that I continued throughout high school. When I attended SEOMUN in my freshman year, I was stunned by the quality of debate, leadership, and passion in the General Assembly. I have started my MUN career as a General Assembly delegate at SEOMUN, and will end my high school MUN career as the President of General Assembly 1. Other than SEOMUN, I have main submitted and main co-submitted at numerous conferences including THIMUN-The Hague. SEOMUN XVI will mark my ninth conference. Esteemed delegates, Thomas Jefferson once declared, “We hold these truths to be self-evident: that all men are created equal; that they are endowed by their Creator with certain unalienable rights; that among these are life, liberty, and the pursuit of happiness.” Whether you, a determined delegate wishing to provide answers to global questions, internally agree or disagree with Mr. Jefferson’s quote, it is nonetheless the crucial responsibility of the United Nations Human Rights Council II to bring the matter of universal human rights unto a global platform. My name is Daniel K Kim, and I, as the forum president for this year’s Human Rights Council, cordially welcome you to a committee that asks essential questions pertinent to the same rights we often overlook. Why do some countries silence their citizens’ rights to freely express? Do alien workers deserve the same rights as those who are born and raised in the same country? Can it be justified that disabled persons get fewer social benefits than others? These are the questions you, a delegate, will be confronting not only as a participant of this conference, but more importantly, as an active citizen of a community, fostering both individual and communal responsibilities. With that said, I welcome you once again to the Human Rights Committee.

ECONOMIC & SOCIAL COUNCIL (ECOSOC) Greetings, This is Solina Shim, ECOSOC Forum President of SEOMUN XVI, from Hankuk Academy of Foreign Studies. The world ahead of us is all about finding an appropriate balance between individuality and collectivity; most countries are struggling from various problems that need both independent actions and international cooperation. Indeed, it seems as though there are hardly any problems that can be solved by either single nation’s individual effort or international help. They need both. In the midst of this greatly intermingled world, we have the responsibility to foster a balance between individual liberty and collective responsibility in order to make proper solutions for the future, beyond just our reality.

My name is Bo Wen Chin and I am honored to be serving as the president for the Disarmament Commission. This will be my second SEOMUN conference and my ninth overall. Throughout my MUN career, I have always been passionate about disarmament and international security, as it is constantly changing and evolving. This is due to the fact that politics is based on sovereignty and the act of maintaining sovereignty relies on security and armament. But as nations around the world build up their armaments and resources to defend their people, it is inevitable that individual liberty would be affected to some degrees. Therefore, it is imperative that you, as delegates, explore all realms on the issues and develop ingenious solutions to strike a perfect balance between collective responsibility and individual liberty. And at the same time, the issues for this commission are specifically designed to cover a wide spectrum so that you may ultimately grow as global citizens.

ENVIRONMENTAL COMMISSION Welcome to SEOMUN XVI! I am Grace Han, and I am from Yongsan International School of Seoul. After serving as a delegate and assistant president for eight major conferences, it is an honor for me to serve you as a president for my ninth. But personal introductions aside—The issues today are pressing. With the recent expiration of the Kyoto Protocol, the environmental future is incredibly unstable. No limitations on greenhouse gases. No major policy enforcement. No agreement whatsoever. The global ecosystem is deteriorating day by day, and not a single head bows to mourn. (In short, the issues today are pretty depressing, too.)

However, that is where you come in. Everyone—including you—is vital to rebuilding the world. Do not be afraid to take the podium; do not hesitate to raise your placard. Play with ideas. INTERNATIONAL COURT JUSTICE Greetings Advocates and Judges of ICJ, Welcome to SEOMUN XVI. It’s an honor for me to serve you as this year’s president of International Court of Justice. The spirit of MUN is to contemplate the future and bring changes. Delegates in general and special forums seek to resolve existing problems, and plan out actions necessary to bring about the advised changes. However, the task of International Court of Justice is unique. We take time to review and confirm that justice is protected. To talk justice is one thing, but to achieve it, another.

Newcomers to ICJ may be astonished by its fierce debate. Unlike delegates who would prioritize betterment of society over their self-interest, advocates in ICJ do not hesitate to criticize their opponent nor do they package their obvious self-interest. I find this to be the beauty of ICJ. Fight for your nation and your nation only; then, justice will naturally prevail. Being an ICJ advocate is an arduous task, non like that of a normal delegate. You will learn complex court procedures and intricate objections. But when it’s over, you’ll be proud to be holding the prestigious position, to be a member of ICJ. My last advice: “Uphold your own justice”.
