1. Summary In 2013 Gallery Services developed a unique, innovative, broad and considered Visual Arts Strategy which has greatly enhanced Gallery Services’ capacity to deliver quality product and engagement opportunities to the Townsville region. The Visual Arts Strategy through its six core themes Exhibitions, Creative Classrooms, Creative Communities, Creative Spaces, Collections Management and Art in Public Spaces has embedded Townsville’s venues as the leading regional arts institutions in Australia that are respectful of, and central to, the community and its varied cultures and subcultures. Significantly, resultant improvements to engagement opportunities have ensured Gallery Services is not only a leader in strengthening the Townsville region’s visual arts sector but is now recognised nationally as a vanguard of socio-cultural development. A key pillar within the Visual Arts Strategy is the activation, preservation, documentation and presentation of public art. The aim of the Art in Public Spaces theme is to promote socio-cultural development through the provision of a vibrant Townsville arts industry; enable considered and relevant initiatives that realise successful activation and integration of public art; and ensuring future development projects are intrinsically linked to a broader vision of the Townsville region through the establishment of internal and external partnerships and collaborations. The Art in Public Spaces Framework provides a holistic platform through which Gallery Services can foster, develop and realise Townsville City Council’s commitment to public art and endorsement of permanent and temporary art projects and initiatives within the community environment of the Townsville region. Summary
Section 1 2
A significant component of the Art in Public Spaces Framework is the identification, provision and implementation of a comprehensive scheduled and remedial maintenance program for existing public artworks in the Townsville region. The development of a managed maintenance program will ensure that Townsville City Council has a clear and concise overview of the entire Art in Public Spaces collection and the resources required ensuring that these cultural assets are managed in accordance with national standards for the benefit of the community in perpetuity.

2. Objectives Art in Public Spaces will position Townsville as one of Australia's leading public art cities. It will foster Council's interest in the design of a contemporary city embracing a vibrant cultural life, respecting our heritage and welcoming tourism - a city that links people, place and creativity. The activation of traditional spaces will be coupled with a proactive and innovative interaction with available council and civic spaces whilst policy development and implementation of holistic frameworks for public art will establish sustainable cultural currency and embed the visual arts in the city’s future direction and development. The following objectives combine to provide a holistic platform to develop, implement, support, monitor and deliver industry leading governance and activation of public art delivery through the Townsville region. Through collaborative efforts with key internal stakeholders the Art in Public Spaces Framework will realise: A.

4. Areas of Action Townsville City Council is committed to the development and provision of dynamic social and public spaces throughout the region in which the inclusion of public art is a key factor in establishing public spaces of distinction. Townsville is recognised as a national leader in the provision of public art in regional Australia with 218 artworks that are currently located in various public spaces throughout the region. The management and care of these artworks is undertaken in accordance with the National Standards for Australian Museums and Galleries. These standards are widely recognised and endorsed by Museums Australia and the International Council of Museums (ICOM) as the benchmark in cultural heritage management and as such inform many regional, state and federal institutions in the care, presentation, conservation and development of cultural material, be it historical, heritage or contemporary visual arts. The following Areas of Action form a holistic Framework that is delivered by the Gallery Services section to ensure that a considered, proactive, and comprehensive program is developed and implemented to identify, support, promote, and maintain Art in Public Spaces.

Policy development coupled with the establishment and implementation of holistic frameworks and support mechanisms for the delivery of public art, including integrated promotional platforms, will embed the visual arts in the city’s future direction and promote the cultural identity of the region to local, regional, national, and world-wide audiences. Advocacy / Support / Urban Art Interventions
The provision of public art throughout the Townsville region is not the sole responsibility of Townsville City Council. As in many other metropolitan and regional areas throughout Australia, significant public art is commissioned and implemented into major developments and infrastructure projects. Townsville City Council through its Gallery Services section's ongoing support of public art, plays an important role in ensuring a cohesive vision for the provision of public art throughout the Townsville region by providing holisitic advocacy and support mechanisms to internal and external stakeholders wishing to undertake public art projects as part of planned developments.

4.3
Street Art
Street Art is a genre within the public art realm that refers specifically to visual art, developed in public spaces - that is, “in the streets” - though the term can refer to unsanctioned art, as well as sponsored initiatives. Street Art can include graffiti-style artwork, sculpture, stencils, sticker art, wheat pasting and poster art, video projection, art intervention, guerrilla art, and street installations. Typically, the term Street Art (or the more specific post-graffiti) is used to distinguish contemporary public-space artwork from territorial graffiti, vandalism, and corporate art. As part of the Art in Public Spaces Framework - and following on from the Street Art Feasibility Study conducted in 2013 - Gallery Services in collaboration with various internal and external stakeholders is developing a holistic approach to allow the activiation of a dynamic Street Art program Activity currently being undertaken in this area include:

Procurement
With 218 artworks held within the public art collection, Townsville City Council has positioned itself as a regional leader in the shaping of dynamic social and public spaces where public art plays an important role. Townsville City Council will continue to identify opportunities to procure public art in-line with the strategies identified in the Art in Public Spaces Framework and Public Art Policy.

Preservation
Townsville is recognised as a national leader in the provision of public art in regional Australia with 218 artworks that are currently located in various public spaces throughout the region. Presently, the management and care of these artworks is undertaken in accordance with the National Standards for Australian Museums and Galleries. These standards are widely recognised and endorsed by Museums Australia and the International Council of Museums (ICOM) as the benchmark in cultural heritage management and as such inform many regional, state and federal institutions in the care, presentation, conservation and development of cultural material be it historical, heritage or contemporary visual arts. However, for some time, an adhoc approach towards the maintenance and preservation of the public art collection has resulted in less than satisfactory outcomes in this specialised field and as a result a number of artworks held in the collection are at risk of being required to be permanently removed. In response to this and in-line with community expectations, Gallery Services have commenced the ongoing assessment and maintenance of existing public art assets and is currently developing a comprehensive Maintenance Manual/Schedule which will align with Financial and Asset Management frameworks and legislative requirements. As part of this assessment and monitoring process Gallery Services have identified three Key Areas of Activity which will inform service delivery and the finalised Maintenance Manual/Schedule. These areas are defined as: A.
Scheduled Maintenance: the day-to-day care, cleaning and ongoing visual inspection of the public art collection.
B.
Remedial Maintenance: identified remedial works required to ensure that artworks are safe, secure and maintained from the elements. This includes work that can be undertaken by local contractors such as welding, cementing, varnishing and minor re-construction.
C.
Remedial Conservation: requires the services of specialist art conservators to restore an artwork to its substantive state. These are works that can ONLY be carried out by a qualified conservator.
D.
Asset Management/Record Keeping: in accordance with TCC Asset Management Plans, City of Townsville Art Collection Database and scheduled whole of Collection valutations.

Cultural Gifts / Donations / Bequests
For many years Townsville City Council - through Perc Tucker Regional Gallery's Federal Government recognised and endorsed Deductible Gift Recipient status - has received and benefited from numerous financially and culturally significant gifts of artworks into the City of Townsville Art Collection. However these gifts have focussed solely on the internal art collection and little consideration or allowance has been given towards the procurement of major public artworks through the Australian Government's Taxation Incentives for the Arts Scheme and Cultural Gifts Program.

6. Art in Public Spaces - Definitions The term, ‘Art in Public Spaces’, attracts a multitude of interpretations – from public art, to commemorative monuments and stand-alone objects to community art projects, functional elements, fountains, murals, artefacts and art using new technologies. Art in Public Spaces is visible and accessible to the general public, customarily situated within the public areas of private development, as well as in publicly owned spaces - often located in parks, transit environments, urban and civic spaces, public areas of interior fit-outs, on building facades, pavements and in water environments. Additionally Art in Public Spaces may be permanently incorporated within the fabric, design, or fixtures of a building or place, or be a temporary project including art installations and events such as Strand Ephemera.
Art in Public Spaces - Definitions
Art in Public Spaces that is integrated permanently within a place is often referred to as ‘site specific’, meaning that it was conceived and built specifically for the space in which it is situated. Art in Public Spaces can also be ‘context specific’, meaning it has been created to communicate messages, which are of value to a contemporary society, such as environmental, social or political issues. The following glossary of defintions provides a guide to a number of the more commonly used terms associated with Art in Public Spaces.
6.1. Art Built-In Internal and/or external artwork that has been planned, commissioned, designed, fabricated and built-in to the fabrication of an existing or newly constructed building.
6.2. Community Art

Artwork created by a community group that is located on Townsville City Council Property (e.g. in a park, garden bed, or pathway, etc.). Community Art will only have a life expectancy of five years and a two year maintenance schedule under the custodianship of Gallery Services.

6.3. Ephemeral Public Art Artwork that is in the public realm lasting for a very short time; impermanent or designed/intended to degrade naturally over time.
6.4. Outdoor Cultural Material Cultural material that would not be defined as an artwork such as monument, war memorial or artefact.
6.5. Public Art An external artwork that has been planned and executed with the intention of being visible and accessible to the general public. These are NOT built-in to the fabric of the space but rather are stand-alone works.
Typically, the term Street Art (or the more specific post-graffiti) is used to distinguish contemporary public-space artwork from territorial graffiti, vandalism, and corporate art.
6.7. Artefact Created by humans, which gives information about the culture of its creator and users. It is often linked to an historic event accompanied by a plaque or other memorial features. Such items include war relics, historical objects and items saved from larger pieces, which have since been destroyed.
6.8. Fountain Includes figures, animals and other decorative items combined with hydraulics to form jets, sprays and waterfalls (Only fountains executed by an artist or craftsman of significance, not a fountain executed by town planning or an architect will be included in the Art in Public Spaces Collection).

Is art, specifically visual art, developed in public spaces - that is, ‘in the streets’. The term can include traditional Graffiti-style artwork, sculpture, stencils, sticker art, wheat pasting and poster art, video projection, art intervention, guerrilla art, and street installations.

6.9. Monument A type of structure created to commemorate persons or important events, which has become significant to a social group as a part of their remembrance of historical times or cultural heritage.
6.10. Mosaic A design made by cementing small pieces of hard, coloured materials (e.g. marble, glass, ceramic or semi-precious stones) to a base.
6.11. Mural An artwork painted or applied directly on a wall, ceiling, floor or other large permanent surface (Only works executed by significant artists, rather than minor decorative embellishments will be included).
6.12. Sculpture Art in Public Spaces - Definitions
Sculpture is the branch of the visual arts that operates in three dimensions. Durable sculptural processes originally used carving (the removal of material) and modelling (the addition of material, as clay), in stone, metal, ceramics, wood and other materials but, since modernism, shifts in sculptural process led to an almost complete freedom of materials and process.
6.13. Terrazzo A composite material, poured into place or precast with cement mixture over marble, quartz, granite or glass chips used for flooring or walls. It is laid in situ, ground smooth and then polished.

A monument, statue or other structure to commemorate those who died or were injured in a specific war, often accompanied by plaques.

6.15. Urban Art Intervention An interaction with a previously existing artwork, audience, venue/space or situation. It has the auspice of conceptual art and is commonly a form of performance art. Art Intervention can also refer to art which enters a situation outside the art world in an attempt to change the existing conditions there. For example, intervention art may attempt to change economic or political situations, or may attempt to make people aware of a condition that they previously had no knowledge of.
6.16. Graffiti Writing or drawings that have been scribbled, scratched, or sprayed illicitly on a wall or other surface in a public place. Graffiti ranges from simple written words to elaborate wall paintings, and has existed since ancient times. In modern times, paint - particularly spray paint - and marker pens have become the most commonly used graffiti materials. In most countries, marking or painting property without the property owner’s consent is considered defacement and vandalism, which is a punishable crime.
6.18. Place Making Encompasses activities and interventions designed to transform, rejuvenate, as well as connect people with space whilst developing a place. Intervention activities incorporate cultural stimulus within obvious, as well as underutilised and often unseen/unnoticed spaces. They encourage community involvement, whilst stimulating positive visual, audible and physical connections empowering civic pride as well as ownership of space.
6.19. Art Installation An Art Installation, or Installation Art, describes an artistic genre of three-dimensional works that are often site-specific and designed to transform the perception of a space.

An order or authorisation for the production of something. Artworks, including Street Art works, may be commissioned by individuals, private or commercial entitites, and government bodies. This process involves a clear definition of the scope of the project, agreement on design, location and timing, and a fee payable to the commissioned artist for the materials, time, and skill required to produce the work. Commissions involve legal contracts between the commissioning agent, and the contracted artist.
