Introduction
The two cities Nazareth and Natseret Illit confine in between them a range of open spaces which are not part of the town planning agenda of any of the two cities. Therefore, these spaces remain deserted and neglected, leading to the segregation and disintegration of the urban texture around them. This creates an unlikely situation between two adjacent cities, a neutral physical space between the two cities, a so-called “No Man’s Land”. This range of spaces is defined by two lines: The municipal borderline between the two cities, and the physical borderline, marked by the Nazareth bypass road. The project “Open City” suggests giving this range of neutral spaces the identity it lacks by transforming it into a mini-metropolitan space, nurtured by mass public transportation. This innovative space creates a new, open and inviting urban texture, a “Hosting Space”. The project places an emphasis on the creation of a complete directional flow with a continuous design language. Thus, a number of guidelines are suggested for planning the project from within the urban continuum, which may develop in the space: Planning along the range of the “No Man’s Land” is a trigger of cooperation and much desired development for the two cities, for the immediate environment in a direct way and also indirectly for the metropolitan area. This space is receptive for all of its users from the entire surrounding, and it identifies with the spatial cooperation on three levels: The metropolitan, the urban, and the neighborhood. This inviting open space is portrayed in the project as a convention center. The location chosen for development is found on the Northern end of the Nazareth bypass road. This road distributes the space and forms one of the triggering points for creating the “Hosting Space”. The planning of the space stresses the construction of a hierarchy of encounters on different scales, between people and between the two cities, while using new design language yet preserving the essential values for the surrounding.
