Kids arrived at Village Hall on Saturday morning to meet and get paired with a police officer who took them shopping at Wal-Mart in Hodgkins before returning to Village Hall to get their gifts wrapped.

A public memorial service to honor Judy Baar Topinka will be in Countryside today.

The memorial service will be at 9:30 a.m. at Operating Engineers’ Local 150, 6200 Joliet Road.

At the memorial, fellow state leaders, colleagues and family will celebrate her life through stories.

“I think they think I’m straight talking – one of them – I haven’t forgotten where I came from,” Topinka said after the election. “They feel a familial relationship. And I like that. I’ve come up the hard way.”

A lifelong resident of Riverside, Topinka would attend Northwestern University’s Medill School of Journalism and graduate with a degree in 1966. She worked as a respected journalist for 11 years for area community newspapers, including the Berwyn Life.

Illinois Comptroller Judy Baar Topinka died in the early morning hours Dec. 10 of complications from a stroke less than 24 hours before, according to Brad Hahn, spokesman for the comptroller.

She was 70 years old.

Topinka of Riverside served as state comptroller for four years and was re-elected in November for a second fouryear term.

Topinka went to MacNeal Hospital in Berwyn the morning of Dec. 9 after feeling discomfort, according to Hahn. She underwent testing for a possible stroke and was under observation when she lost consciousness. She was pronounced dead shortly after 2 a.m.

“We are deeply saddened to learn of the passing of our dear friend and trusted elected official Judy Baar Topinka,” said Mike Dropka, spokesman for the Riverside Township Republican Organization. “She has affected countless lives and provided immeasurable leadership over the course of her almost 20-year tenure to Riverside Township as the Riverside Township Republican Committeeman. Her legacy of common sense and fiscal accountability are standards that our organization will strive to carry on.”

Topinka held a long and storied career as an Illinois politician. She served as state treasurer from 1995 to 2007 and became the first Illinois treasurer to serve three terms. She ran for governor in 2006 and became the state’s first female Republican nominee for the seat.

Riverside’s police chief says ‘police lost a great friend’

By JOE SINOPOLI jsinopoli@shawmedia.com RIVERSIDE – Riverside Police Chief Tom Weitzel was a three-year veteran patrol officer in Riverside when he was blown off his feet by a shotgun blast to the chest at 3:15 a.m.

Aug. 13, 1987, while conducting a traffic stop. He survived because he was wearing a bulletproof vest.

Later that day, then Sen. Judy Baar Topinka called him at the hospital and asked him if she could visit. It was the start of a professional and personal friendship that lasted until her death Dec. 10.

“She came to my bedside and the first thing she said was, “How are you doing?”

Then she asked, “What can I do?” Weitzel said.

Weitzel said he was stunned with her next question.

“She said, ‘Tom, can I write you a check to replace your vest?’ She offered to purchase a new one for me right then and there when I was lying in

“I feel it really suits my skills and they have it all set up for me to get started. The timing was right, too, because I just finished my associate degree. I wanted to test my calling before I commit to getting a missionary degree and doing this full time.”

“My specialty is recycled art; taking garbage items and turning them into something useful,” Musiel said. “Like taking plastic bags, cutting them into strips and weaving them into sleeping mats or bean bag chairs, lots of different things.”

But first, she needs to get there, and that’s why she’s reaching out to the community to help with the cost.

“What this is going to fund is my expenses while I’m there – housing, food, transportation to get around,” Musiel said. “If have anything left, that will be donated to the ministries down there. Bill and Dorothy Smith have been missionaries in Haiti 28 years.”

Musiel, who has an associate degree from the College of DuPage, plans to attend a missionary school and get her bachelor’s degree in missionary work when she returns. She said she has wanted to be a missionary for a long time, ever since a group from an African missionary orphanage visited her church, the La Grange Christian Assembly in La Grange Highlands.

“That really inspired me,” she said.

Sweet-tempered Jena is a young Beagle/Boston Terrier who will make an excellent canine companion for the right person or family. This little lady weighs 22 pounds, and although she is only two years old, has already been a mom.

She is a quiet, friendly dog and much more interested in interacting with people and being petted than playing with toys. A previous leg injury does not interfere with her mobility or walking; however running is not in her best interest.

“We were missing our VHS copy of “Cinderella” and put a note in our newsletter that if anyone had a copy, maybe they would like to donate it,” Foley said. “The next, day, Judy brought in a copy.”

Riverside Foods owner Jerry Garbis remembered the many-faceted state official coming into the store and engaging in conversations with his late father, Pete.

“I always remember her and my dad having debates in the back,” Garbis said. “When she came in, you were never bored. She was a great lady and she will be missed.”

She proposed a law that said windows could not be tinted more than 35 percent.”

Weitzel said there was lot of legislation that Topinka championed for law enforcement over the years, and a lot that he worked on with her.

“She was a steadfast supporter of law enforcement, not only local, but statewide,” Weitzel said. “She was a wonderful person who always took my phone calls and would call me directly on my cell phone.

Law enforcement in Illinois has lost a great supporter and friend.”

Riverside Foods checkout clerk Carolyn Lang of Lyons said her memories of Topinka go back to the 1970’s when Lang lived near the Baar Real Estate Offices on Cermak Road. Lang said she would see the future legislator, treasurer and comptroller on a regular basis.

“Back then, everyone was very neighborly,” Lang said.

“Even if you didn’t want anything, you would stop in and say hello. She was always very friendly, outgoing.”

Those that worked closely with Topinka on Republican party issues said they will continue on her legacy.

Remembering Topinka “Michelle and I were saddened to learn of the passing of Illinois State Comptroller Judy Baar Topinka. Judy was an institution in Illinois politics. Her public service spanned more than 30 years, including her tenure in the state legislature and as chair of the Illinois Republican Party.

Judy was a fierce advocate for her constituents, which I got to see firsthand when she was state treasurer – the first woman to hold that office. She was blunt, pragmatic, unfailingly cheerful and energetic, and always willing to put politics aside to find commonsense solutions that made a difference for the people of Illinois. She will be greatly missed. Michelle and I extend our deepest sympathies to Judy’s family, friends and constituents today.”

POLICE REPORTS • A Carrier air conditioning unit and pool heater were reported stolen Dec. 9 from outside of a residence in the 4000 block of Vernon Avenue.

Restroom vandalized

A men’s restroom was reported vandalized Dec. 2 at the Riverside Public Library, 1 Burling Road.

An employee heard the sound of running water in the men’s restroom about 8:50 p.m. the night before and found both sinks were running with one overflowing. Soap dispensers had been removed from the wall and a sign was found torn to pieces.

Video security footage showed a male juvenile going into the restroom about 8:41 p.m. that night and exiting the restroom about three minutes later.

DUI

Miguel Mendez, 44, of the 4900 block of South Hoyne Avenue, Chicago, was charged at 1 a.m. Dec. 7 with two counts of driving under the influence of

alcohol after he was stopped by police following a hit-and-run in Chicago and was reported by the victim who followed Mendez to Riverside. Mendez was taken into custody for leaving the scene of an accident and failed field sobriety and blood alcohol tests. Mendez had a strong odor of alcohol on his breath and an unopened can of beer was found in his vehicle. Mendez also was charged with driving without a valid driver’s license.

LYONS Fraud

Someone used a resident’s identity to open several accounts that were in collection, as reported at 8:09 p.m. Dec. 4.

Property damage

• The manager of a business reported at 7:57 a.m. Dec. 5 someone threw a brick through the businesses’ window overnight, in the 8700 block of West Ogden Avenue.

• A resident reported at 3:16 a.m. Dec. 6 they heard a loud

popping sound and when they went outside they found the rear window and the rear driver’s side window broken with a brick while parked in the 7900 block of West Ogden Avenue.

• A caller reported to police at 2:16 a.m. Dec. 7 her boyfriend broke her apartment window in the 7200 block of West 38th Place.

Police found the window with a hole in it and shattered glass.

Residential burglary

Police were dispatched at 7:20 p.m. Dec. 8 to the 4500 block of South Prescott Avenue for a report of a residential burglary. It was believed someone entered the home through an unlocked window. Missing items included an iPad, an HP computer, charm bracelet and about $1,000 in cash.

Theft

Nancy’s Minuteman Gas Station reported someone stole an energy drink at 4:51 p.m. Dec. 9 in the 8000 block of West Ogden Avenue. Police were unable to locate the suspect.

Working to make the county even better On Dec. 1, Cook County Board President Toni Preckwinkle, my fellow Cook County commissioners and I were sworn in for the 2014-18 term. We welcomed two new members to the board, Commissioner Luis Arroyo Jr., representing the north side of Chicago, and Commissioner Richard Boykin, representing Chicago’s west side and near western suburbs.

As I look forward to my COMMUNITY second term on the Cook VOICE County Board, I have a treJeffrey mendous sense of gratitude Tobolski to the residents of the 16th District who sent me to the board in 2010 and re-elected me last month. Without the efforts of so many of my family, friends and volunteers giving tirelessly to our campaign, I would not have been elected. During my first term in office, I focused on increasing county services to our district; holding the line on taxes and fees and improving efficiency at the county. Every year we have approved balanced budgets, reduced the county subsidy to the health and hospital system, reduced the jail population, cut staff and recruited some of the best government professionals across county government. None of these reforms would have been possible without the leadership of President Preckwinkle and my colleagues on the board.

In the past four years, we were able to secure tax incentives for several businesses that are redeveloping industrial sites around the district and adding hundreds of jobs. We successfully lobbied for funding for affordable housing, flood remediation and road improvements. We supported legislation to reduce greenhouse gases, to make our County Lobbying Ordinance more transparent and to streamline our revenue collection procedures to help more people to pay their fines and fees. We are expanding the offerings at the Cook County Forest Preserve and are now connecting several bike paths near the Brookfield Zoo. My second term focus will be to continue moving forward on our agenda of investing in the 16th District and making county government more efficient. With our looming pension challenges and turmoil in Springfield, there will be difficult decisions to make and undoubtedly a lot of pain. My efforts will be to reduce the impact on the hard-working families of Cook County, but to work with President Preckwinkle to make those tough decisions to keep Cook County moving in the right direction toward progress and prosperity. It won’t be easy, but with your support we will continue to look for new ways to make the 16th District an even better place to live, work and invest.

Topinka was devoted to public service in Illinois Before she was a politician, Judy Baar Topinka was an award-winning journalist.

Topinka, 70, died early Dec. 10, less than a day after she suffered a stroke. She was the first woman in Illinois to serve in two state constitutional offices. She had just won re-election in November as state comptroller.

Topinka served the public as a journalist before devoting her life to public service as an elected official.

She attended Northwestern University’s Medill School of Journalism and graduated with a degree in 1966. After graduation she worked part time for the Berwyn, Cicero and Stickney-Forest View Life Newspapers before being hired full time in 1971. In her journalism career, Topinka was a reporter, education editor, feature writer, feature editor and photographer. She won awards from the Illinois Women’s Press Association, the Illinois Press Association and the Illinois State Medical Society.

Topinka, a Republican, morphed into one of the most outspoken politicians in Illinois and was a trailblazer for women in politics.

“She was a great public servant with unlimited fight in her, not only for issues, but for people she believed in,” said U.S. Rep. Dan Lipinski, D-Western Springs. “Judy

Topinka, a lifelong Riverside resident, won election to the Illinois House in 1980.

She moved to the state Senate in 1984. Ten years later, she was elected to the first of her three terms as state treasurer. In 2006, she unsuccessfully ran against Rod Blagojevich for Illinois governor. She returned to public office in 2010, when she was elected state comptroller.

During her gubernatorial bid in 2006, Topinka described Illinois as “a mirac-

ulously wonderful place to live.” But she also believed it was being hurt and abused by those in office, which is why she decided to run for governor.

“If I don’t stop it, I’d be complicit in watching it go down the tubes, and I don’t want to do that,” Topinka said.

In every stop along the way, Topinka had one thing in mind: Making Illinois a great place to live. Her style might have been considered unorthodox. Her personality might have been off-putting to some. But her dedication to Illinois and public service can’t be questioned.

Commuter tax in Chicago?

By Linda Sokol Francis, E.A. DID YOU MAKE THESE IRA MISTAKES? Did you put in enough? The more you put in, the more you can deduct – up to $5,500 this year and as much as $6,500 if you were born before 1961.

Missed a deadline? You actually have until tax-filing deadline – usually April 15 – to make a contribution. Don’t put it off.

What kind of rollover? If you’ve changed jobs and want to roll over your employer’s retirement plan to your IRA, be sure it’s a direct rollover. If you touch the money, there’s a 60-day rollover deadline and a 20-percent mandatory withholding tax. If you have a 401K or pension sitting someplace that you no longer work at, don’t leave your money there. Roll it over tax deferred.

Take the money out too soon? Keep the account intact until you are 59 1/2, or you’ll pay a 10-percent penalty on top of the usual taxes on the withdrawal.

(At age 70 1/2, of course, you will HAVE to start taking a required minimum distribution.)

In response to whomever said the police officer should have been charged was completely wrong. The grand jury saw all the evidence and made sure all bases were covered. They took their time. It’s shameful that it was turned into a riot situation.

Too many people nowadays are just looking to start trouble.

The people that really suffered were the people who lived in the community. The lost property, stores in their own backyards.

The police officer’s life is ruined because of the incident and will live with this tragedy the rest of his life. Now more than ever police have to be very careful on what they do, especially when race is involved. If the shoe was on the other foot, you think there would have been riots? We all know the answer to that. This country is really going downhill.

Here we go again, yet another politician in Chicago calling for a tax on commuters whom work in Chicago? Why don’t the mayors in the surrounding suburbs offer the same tax to Chicagoans who commute to our towns? That way we could generate tax revenue to hold down our own town’s taxes or increase spending where it’s needed. Suburban mayors shouldn’t be intimidated by

Chicago and should stand up for the citizens in their communities. The number of people living in Chicago and working in the ssuburbs could be a great new source of income, too. Sad that this country is coming to such methods to raise money.

On Ferguson, Mo., protests

After watching protest marches throughout the U.S., I’ve not yet seen the one sign that would stop the behavior leading to the marches. The sign would read, “Avoid confrontations with police; don’t engage in crime.”

What is torture?

The cry baby liberals are at it again. Imagine those poor babies – those terrorists – who killed thousands of Americans.

Some got water boarded, were deprived of sleep or confined to small spaces. That’s not torture.

If you want to see torture, go to a torture museum or get captured

by ISIS. The CIA got information to stop future attacks. The liberals crippled the CIA a few decades ago and we got 9/11. Why do the liberals hate America?

We lost more people in the war to free the blacks than all other wars combined. Why can we not act like a United States of America? Local teens receive 2014 Youth Service honors SUBURBAN LIFE MEDIA A number of local high school students were honored Dec. 9 at an awards ceremony hosted by the Cook County Sheriff’s Office.

A total of 359 high school students in Cook County were recognized with a 2014 Youth Service Medal or Honor for their efforts as volunteers in their communities at a ceremony at Moraine Valley Community College in Palos Heights.

Students recognized volunteered more than 100 hours of their time in their community and others in 2014. In addition to volunteering a minimum of 100 hours, the students also were required to submit an essay detailing their experiences.

Overall, the group volunteered more than 40,000 hours of volunteer work, according to a news release from the sheriff’s office.

Nikole Crane, a Riverside resident and senior at Trinity High School in River Forest, was named 2014’s Distinguished Youth Speaker at the ceremony. During the course of the 2013-14 school year, Crane made, packaged and sold lip balm and donated the profits to Smile Train, an organization that fixes cleft lips and palates in developing countries, according to the release.

And while it’s easy to load your cart with beautiful decor from your favorite store, Christmas is more personal when decorations are homemade.

No time you say? Between planning dinners for the family and throwing cocktail parties for friends, it can be overwhelming. But it is possible to survive it (and enjoy it) by keeping everything simple. This season, let your creative instincts shine through as you watch your mantels, stairwells, and tables come to holiday life, with ideas like these:

Create a magical mantle

Trim a tree like a pro

The Christmas tree is another major focal point in your living room during the holidays. If you’re tired of the same old display year after year, give the tree a fresh look by changing up the ornaments and adding a theme.

Start by choosing a specific color scheme, such as red and gold.

Don’t have enough decorations to match your new theme? It’s easy and affordable to create your own by using items already around the house.

For example, use bulbs from an old string of lights to create a whimsical decoration. Remove bulbs from the strand and spritz the inside of the bulb with Krylon ColorMaster Paint + Primer spray paint in cherry red, emerald green and global blue. Try replacing the traditional red and green with gold and silver accessories - candles, napkin rings, small figures in the plates and other decorative accents. Include candles so the flickering flames can create a warm atmosphere. Even casually scattered pine cones, fir branches, red roses or poinsettias will add a special touch on the table.

Our final plate was the chicken-fried chicken. It was, by far, the largest item we ordered, and could be considered a full-sized meal. A chicken breast – flattened, breaded and fried – lay atop mashed potatoes and was topped with a fried egg and white country gravy. My companion devoured nearly the entire

plate without speaking, only smiling between bites.

While we were a little fry heavy in our order, there were plenty of selections to satisfy any appetite, including the pan-seared scallops, Gulf shrimp brochette, grilled romaine salad, shrimp and grits, and a grilled portobello, zucchini and squash salad.

The website notes the kitchen uses grass-fed beef and wildcaught seafood.

My companion was a little worried that small plates would mean certain hunger after the meal was finished, but that was not the case.

WINFIELD – It was a sunny and chilly December day when my companion and I decided to head to Union House American Kitchen in Winfield for lunch.

The space was inviting as soon as we stepped inside, where the high, white-painted wood ceilings and decor felt reminiscent of historic Americana. The lighting fixtures over the tables were styled after old-fashioned bulbs, and behind a long, wooden bar that could easily seat 15, was a chalkboard with a plethora of craft beers and drink specials.

The restaurant is a smallplate gastropub that our waiter explained focuses on locally harvested and seasonal ingredients.

Since we were first-timers at the restaurant and newbies to the small-plate scene, our waiter suggested we order several selections to share.

Menu items range from salads to seafood and steak, so after much discussion, my companion and I selected four plates to split between us.

I couldn’t resist ordering the fried pickles as an appetizer. Silver-dollar-sized slices of dill pickle were coated in American Patriot beer batter and then fried. A creamy avocado and buttermilk sauce accompanied the half-dozen slices for dipping. Not greasy, they were absolutely delicious, with the sauce offering a cool complement.

Crab hush puppies called out to my seafood-aficionado companion. They were made with dried corn and crabmeat shaped into ping-pong-ballsized portions and fried. The four hush puppies resting on a sweet and spicy honey pepper sauce were very tasty, and the crabmeat was fully present, not hidden behind the corn.

A bourbon pork skewer was next. The tender pork was glazed in garlic and brown sugar and had a side of sriracha cream for dipping.

Again, the pairing of the sauce with the entree proved to be perfect.

By DAN SANTAROMITA dsantaromita@shawmedia.com ELMHURST – Riverside Brookfield has owned the Metro Suburban Conference in boys basketball, but the league’s new two-division split offers up new opponents and challenges for the Bulldogs to win a 14th straight conference title.

RB made sure early in the conference schedule to reassert its dominance against a pair of new league rivals over the weekend.

The Bulldogs beat IC Catholic 69-42 on the road Friday and followed up with a 94-60 win against Aurora Central Catholic the next night.

Both the Knights and Chargers figure to be in the top half of the league this season.

Sam Johnson had a double-double in both games with 23 points and 13 rebounds against the Knights and 28 points and 19 rebounds against ACC, but It wasn’t just Johnson contributing over the weekend.

With senior guard Kevin Fitzgerald out and starting point guard Daniko Jackson going down with an ankle injury against IC, a number of players on the team stepped up to help the Bulldogs keep rolling.

“Everyone can play,” Johnson said. “I think coming in [before the season] we knew we were going to be strong and I think we showed it so far.”

Senior Ryan Hanley came off the bench to score 14 points at IC and had 10 more against ACC. Sophomore Henry Trelenberg scored in double figures in both games during the weekend. Jalen Clanton scored 18 points against the Chargers in Jackson’s absence.

“We’ve got a strong team,” coach Tom McCloskey said.

“Guys on the bench, Paul [Sitkiewicz] and Ryan have really contributed heavily.”
