D-200 approves plan for dividing students at Carol Stream apartment By NATHAN LURZ nlurz@shawmedia.com CAROL STREAM – Current and future families in a large Carol Stream apartment complex have a final answer on where their children will be going to school. During a meeting Feb. 11, the Community Unit School District 200 Board of Education unanimously voted for a plan splitting the assigned schools of families within the Covered Bridges Apartments complex, 637 Burns St. Several years ago following a sudden growth in enrollment at Hawthorne Elementary School, the district decided all families who moved to the complex from then on would go to Pleasant Hill Elementary. Existing students and families would be able to continue at Hawthorne. The system had been successful in balancing the population with about

100 elementary-age students at Pleasant Hill and about 50 at Hawthorne, district staff said. Neither school has the ability to absorb the full population of the building. While the system was tenable for now, district staff advised the board to find a more stable solution during a Jan. 14 meeting. “We’re not at crisis point right now, where you have a building that is over capacity and needs to shift some students and, candidly, that becomes a very emotional part of a boundary adjustment,” Superintendent Jeff Schuler said during the January meeting. “So we’re really looking at this proactively.” During the Feb. 11 meeting, the board approved a plan that would split the complex into east and west portions, with those in the east attending Pleasant Hill then Monroe Middle, and the

Effected families have been overwhelmingly positive, said the district’s director of public relations, Erica Loiacono, at the Jan. 14 meeting. During the unanimous vote Feb. 11, board member Jim Mathieson said he was happy to see no objectors at the meeting over the usually contentious topic of boundary adjustment. “I think we did a wonderful job in working both administratively and working with the community on this program,” he said. “I think this is a winwin either way and it was done very effectively and proactively.” Board member Joann Coghill was absent for the vote.

GLEN ELLYN – Glenbard Township High School District 87 will host a community forum next month to discuss changes to its athletic code. The forum will be from 6 to 7:30 p.m. March 18 at the administration center, 596 Crescent Blvd. During the first half of the meeting, the policy committee will lay out the work that has been done to the athletic code so far. The second half will be an opportunity for the public to provide feedback on the changes. The public input will be considered by the committee at its April 13 meeting. The committee has been reviewing the proposed changes for the past few months. The revisions came after the Board of Education denied overturning suspensions for student athletes caught at a party in June where alcohol was being served. Some students received year-long suspensions, and parents asked the board to examine a policy they deemed too harsh. In a November note to the community on the district’s website, Superintendent David Larson said the board would look at the athletic code in an effort to “continue to be fair, consistent and adhere to best practices.”

CAROL STREAM – Supporters filled Village Hall on Tuesday to watch Carol Stream’s new police chief get sworn in. Ed Sailer’s mother, Sharron Sailer, even had the honor of pinning the badge on her son. A 28-year veteran of the department, Ed Sailer started as a patrol officer in 1986. He had been serving as the acting chief of police since former chief Kevin Orr retired in July. “I’m very humbled and proud to be a leader for this organization,” Sailer said. “As of right now, we’ll continue the way we are operating,” Sailer said of what the future holds for the Carol Stream Police Department. Sailer will lead an 88-member department that has 53 sworn officers, a command staff of 11 people and 24 support staff members. He said they will continue to build up their crime-free housing program that recently started in town. The new chief’s salary will start at $134,544. In 1996, Sailer became a de-

“As I’ve said, we need to grow our way out of our problems,” he said. “We can’t just cut our way out of our problems. Purely cutting alone without structural, pro-growth reform won’t get us there.” Sanguinetti said the governor would appoint 15 representatives from across the state to the task force in the next month. The group will lead a study to determine which agencies and unfunded mandates to recommend the governor examine. The task force wil be required to submit its findings to the governor and the General Assembly by Dec. 31, at which time it will be dissolved, according to a news release from the governor’s office. Illinois averages nearly 54 units of local government per 100,000 residents, Sanguinetti said. She said too many layers of local government aids corruption and heightens taxes. Consolidation efforts will be a big part of the future of Illinois, according to Sanguinetti. “Every dollar we save is a dollar that goes back into the pocketbooks of our taxpayers,” she said.

Government consolidation, DuPage style, may be coming to counties across the state. Gov. Bruce Rauner signed Executive Order 15-15 to form the new Local Government Consolidation and Unfunded Mandate Task Force headed by Wheaton resident and Lt. Gov. Evelyn Sanguinetti during a news conference Friday at the DuPage Water Commission in Elmhurst. Rauner called it an “exciting step towards turning our state around.” “We need to encourage the streamlining of local governments and of school districts to reduce costs and be good stewards of taxpayer dollars,” he said. “The [task force] will get the conversation started on how to streamline [and] end duplicative services and improve efficiency.” Rauner previously has praised consolidation efforts in DuPage, most notably in his State of the State address Feb. 4. DuPage County Board Chairman Dan Cronin, who said he will play a leadership role in the task force, spoke

The county formally began its efforts to streamline government with the 2012 Accountability, Consolidation, and Transparency Initiative. In August 2013, then-Gov. Pat Quinn signed a law allowing DuPage County to dissolve outdated or defunct county-appointed agencies. Since then, the County Board has approved the dissolution of the Fairview Fire District and worked to identify other bodies that could be taken out. Another hot topic revolves around providing noise relief for the communities around O’Hare International Airport. There also was a plea for contin-

ued support of programs that battle prescription pain pill and heroin abuse and for additional resources to assist families affected by heroin addiction. The board also asked the legislature to remove the sunset of a wireless surcharge funding 911 response operations, expand opportunities for electronics recycling, increase capital funding and address the rising costs of court operations. Curran said he believed several items on the list, including heroin legislation, the 911 surcharge and electronics recycling, will likely get addressed in short order. “The sense is that the General Assembly is going to be looking to build some momentum as parties feel themselves out,” he said. “These are all things people can agree on.”

Legislators in Springfield have a long to-do list during the next several months, including working on a new budget and the ever-increasing pension costs. On Jan. 27, the DuPage County Board approved its 2015 state legislative agenda in hopes of having a voice in those conversations. The list of 10 items features some of the biggest issues the county has faced in the past year – and a few that many residents probably haven’t heard much about. “I don’t think it’s the most aggressive set of agenda items,” said John Curran, County Board member and chairman of the legislative committee. “The reality is that there is a new governor and there are going to be a lot of issues in Springfield that are going to take a lot of time.” Although the board sometimes weighs in on the bigger issues, Curran said the committee decided it would sport a “realistic agenda” that wouldn’t waste the time of the lobbyists the county hires and taxpayer dollars on issues that may not get addressed or

Robert Miller, who was a Medal of Honor recipient, instead of the outgoing president. I wish that person would initiate a petition and get publicity on that. He or she should call back in and tell people where to go to sign this petition. It’s a worthy reason to change the name.

Bag initiative is not a new idea This is not a new issue. Developing countries, such as Mongolia, have attached small fees to plastic bag usage for quite a while. Very progressive. Of course, European nations have encouraged reusable bag use for a long time. It has even inspired a whole new fashion in tote bags. Our village should find creative ways to discourage disposable plastic bag usage [and] find solutions to many other environmental issues that can contribute to our community’s well-being.

SUBURBAN LIFE MEDIA ROSELLE – A Roselle man has been charged with pimping teenage girls while awaiting trial on other sexual abuse charges, according to media reports. Allen C. Iroegbulem, 24, is accused of drugging at least three teenage girls and taking money from men who performed sex acts on them while he was free on bail before standing trial for sexually abusing another teenage girl

in McHenry County, reports stated. Iroegbulem now is serving a threeyear prison sentence after being convicted of the sex abuse charges, according to reports. He faces a life sentence if convicted of the federal sex trafficking charges. The alleged sex trafficking occurred in Arlington Heights, Schaumburg and other suburbs, as well as Rockford and Wisconsin, reports stated. Two of the girls were 15 and one was 16, according to reports.

The Panthers also put forth a strong performance. Including a pair of individual champions, the squad is sending nine wrestlers to the IHSA state meet in Champaign this weekend. One of those first-place finishers was Luke Greenberg, who emerged victorious at 195-pounds after defeating Benjamin Bergen of Oak Park 7-2 in the final. “It feels really good,” Greenberg said. “I’m glad I beat him; I’m glad I had him in the final.
