By NATHAN LURZ nlurz@shawmedia.com A new bill introduced to the state House of Representatives could spell the end of the Forest Preserve District of DuPage County Board of Commissioners. On Feb. 26, state Rep. Deb Conroy, D-Villa Park, filed House Bill 3099 that would extend the terms of all current board members until 2018, after which their Deb Conroy responsibilities would be transferred to the DuPage County Board. Conroy said the move was about efficiency and saving money for taxpayers while still caring for county natural resources. “When I was first elected two years ago, I started looking at areas where we could save taxpayer dollars, and the forest preserve was one of the first ones,” she said. “In looking into that, I realized it was the only forest preserve board in the state of Illinois that is paid independently in that way – most have stipends or are covered by the county board.”
“I feel that to be able to serve the taxpayers of DuPage County from a forest preserve perspective, it is better to have our own board and discuss these issues every day, every week, so we can assure we have our preservation.” Tim Whelan Forest preserve commissioner
The DuPage County Board had long had control over the forest preserve, but the county created the separate elected board in 2002 and cut down the number of County Board members from 24 to 18, according to the forest preserve’s website. Conroy said eliminating the board of six commissioners and president could save taxpayers more than $500,000 annually by eliminating the board’s salary and insurance costs – which she claims cost up to $77,209.50 per commissioner each year. “With the situation that we are in now financially, every taxpayer dollar is important,” she said. lar bill that would have let voters decide whether to have the board continue without receiving compensation. Another bill from former Rep. Dennis Reboletti from the same year would have done the same while dissolving the board in 2016. Under the new bill, the County Board chairman would appoint a fulltime liaison to advise the board on forest preserve issues. DuPage County Board Chairman Dan Cronin said while he “very enthusiastically” supported the mission of the forest preserve to protect and care for the land of DuPage, he would be open to a conversation on the best way to go about it. “Rep. Conroy is proposing a different model – different than the old one, different than the current one – so let’s be honest and open minded about it and take a look at it, just as long as it protects and preserves the open space and environmental habitats,” he said. Forest preserve Commissioner Tim Whelan called the legislation unnecessary and “not very well thought through” and said there are plenty of other, more efficient areas to focus cuts. He said he believed what the County Board did was and should be separate from the tasks of the forest preserve. “Our mission is preservation and acquisition of and preservation of green space ... and the County Board is more about the concepts of economic development and development,” he said. “Each government agency is different from the beginning – that was the motivation for dividing the boards up in the first place.” Board members frequently meet with staff, constituents and stakeholders outside of official board meetings, Whelan said, providing more perspectives to issues. “I feel that to be able to serve the taxpayers of DuPage County from a forest preserve perspective, it is better to have our own board and discuss these issues every day, every week, so we can assure we have our preservation,” he said.
Robert Breuder, Former College of DuPage president further bolster the faculty vote. “It would be an even more overwhelming vote of no confidence,” Hansen said. Since the resolution was released, Hansen has received no response from any trustees about its contents. The faculty association had arranged a meeting with a few trustees to discuss the resolution, but that meeting got canceled and was never rescheduled. “The faculty are very disappointed with the way the Board of Trustees has handled this,” Hansen said. Breuder addressed the no confidence vote in a Feb. 23 issue of the college’s internal newsletter, which linked to a 34-page response. He dismissed all the claims made by the Faculty Association, arguing they had an ax to grind with previous boards. “When I was hired, the faculty union was not happy with the presidential search,” Breuder wrote in his response. “An antagonistic relationship existed between [faculty] union leadership and the [former board Chairman Michael] McKinnon Board of Trustees. The national search culminated in my appointment, much to the chagrin of the union who saw the search process as flawed.” Though Breuder’s lengthy response was released in February, it is dated Oct. 14, 2014. Breuder does not indicate when he read the Faculty Association’s resolution. “When I first learned of the outcome of the vote I was interested in the underlying reasons and learned that a long list of items formed the basis for the negative vote,” Breuder wrote. “As I reviewed the list carefully and thought about each item, it became evident I was

reading a solicited listing of anything, everything that disturbed someone at some time since my arrival.” After discrediting the faculty’s resolution, Breuder continued by saying this was a personal attack that would surely continue. “Factual accuracy has never been important to the Senate leadership. It does not support their irresponsible and unfounded accusations,” he wrote. “This additional list is nothing more than piling on. Continue to throw everything possible even if it has no merit. Continue to discredit the administration at all cost. The ‘bury the enemy’ mentality will not have the effect the Senate leadership hopes.” Before the Feb. 19 Board of Trustees meeting, trustee Kim Savage said she wanted Breuder to leave because of “ongoing tensions” between Breuder and the faculty since the last rounds of contract negotiations, which occurred in 2011. The Board of Trustees began talking with Breuder about leaving the college in April 2014, Savage said. The vote of no confidence confirmed her belief that Breuder should leave the college. Savage said the buyout Breuder received was a “mutually agreeable” decision for the board and a “responsible solution.” The $762,000 severance payment covers 1.5 years of Breuder’s salary and benefits, as opposed to the three years the board would be forced to pay if Breuder remained at the school. Hansen said he’s not interested in getting into a “war of words” with Breuder. Both he and Savage said they want to move forward to do what’s best for the college and students.

SUBURBAN LIFE MEDIA WHEATON – A DuPage County judge found a Hanover Park semitrailer driver guilty of several felonies in a crash that killed Illinois tollway worker in January 2014, according to a DuPage County State’s Attorney news release. Renato Velasquez, 47, of 6910 Pinetree St., Hanover Park, was found guilty Feb. 26 of Renato one count of operating Velasquez a commercial motor vehicle in a fatigued state, two counts of failure to comply with hours of service requirements, one count of driving too fast for conditions and one count of failure to yield to emergency vehicles, the release said. Illinois State Toll Highway Authority worker Vincent Petrella and Illinois State Trooper Douglas Balder had pulled over to help a disabled vehicle Jan. 27, 2014, on eastbound Interstate 88, east of Eola Road. At 9:20 p.m., Velasquez crashed his truck into the vehicles, killing Petrella and injuring Balder. An investigation into the crash found Velasquez had been working for the past 27 hours before the crash, according to prosecutors. Velasquez will next appear in court March 23 and faces up to three years in the Illinois Department of Corrections, according to the release.

GLEN ELLYN – The College of DuPage Faculty Association has released details about its September vote on no confidence in college President Robert Breuder. The 14-page resolution, which was released the week of the Feb. 19 Board of Trustees meeting, details why the faculty voted 189-53 in favor of the first vote of no confidence in the history of the College of DuPage. The resolution includes claims of wasteful spending, lack of internal trust and intimidation, among various other claims. At the end of the resolution, the faculty requested Breuder resign. Glenn Hansen, president of the college’s Faculty Association, said the resolution is the result of a “bad relationship that we have with Dr. Breuder due to many reasons.” Hansen said Breuder has an adversarial management style that has resulted in a poor mental state for the faculty, resulting in a stressful working environment. “We don’t feel inspired by him as a leader,” Hansen said. The resolution was crafted by the Faculty Association in August, and the entire faculty voted on the measure in September. Hansen said the resolution has not changed since the faculty voted on it, with the exception of grammar and punctuation fixes. The resolution contains no mention of the controversy that has been unearthed over the past few months, including the fraud uncovered at WDCB, the college radio station, and accusations of questionable spending by Breuder at the Waterleaf Restaurant and a lack of transparency over public information. Hansen said the faculty likely won’t have another vote based on everything that has happened since September, but said the recent events would only

PARCC makes 2015 Year of Over Testing It’s always fun in January to identify the name of the Chinese lunar calendar for the New Year. While we are aware that 2015 is the Year of the Goat, in education circles we are calling this year the Year of Over Testing. For high schools in Illinois, along with the annual college admissions ACT, spring Advanced Placement exams and the usual end of course exams, we are now implementing the new Partnership for Assessment of Readiness for College and Careers assessments in English 1 and algebra 1 for all students in these courses (mostly freshmen). The PARCC assessment also will be given to all students in grades third to eighth, also in math and English. This new rigorous assessment, based on the Common Core Standards, will measure not only students’ knowledge of content, but also their ability to analyze, reason and problem solve. This lengthy computer-based exam will allow for tracking each student’s growth toward key career and college readiness standards, thus ramping up the accountability. As we watch the national debate and discussion regarding testing and accountability, we know 2015 is
COMMUNITY VOICE David Larson a pivotal year. So as was we embark further into this Year of Over Testing let’s make a few key predictions of what will happen as students, teachers, parents, school districts and the general public contend with over testing. These predictions include the following:
Unaware universities and colleges: Ask any university admissions official about the PARCC assessments and you will get a confused and bewildered look. Because of this lack of engagement and ownership by post-secondary schools, the credibility, purpose and role of the PARCC assessment as a college admissions measure will continue to be undermined.
Disengaged high school students: Because the ACT has been a key criteria that colleges and universities have used in the application/selection process, parents and students will question the value and purpose of the

PARCC assessments. Because high school students will have little “skin in the game,” they may not have the intrinsic motivation and necessary effort for success. We know it’s hard to fool a teenager.
Less joy and wonder for learning: For grades 3 to 8, the PARCC assessment will replace the Illinois Standard Achievement Test.) The PARCC exam is longer and significantly more rigorous. This increased level of critical thinking and analysis required in answering questions will require a new kind of persistence and focus on the part of students. States that have already implemented the PARCC exams, including Kentucky and New York, have noted high levels of student frustration and anxiety. Frustrated teachers: Rolling out the high stakes PARCC assessments without a trial implementation year has caused undue stress and anxiety on the part of instructors. No rehearsals, exhibition and preseason to ensure a smooth transition. This will result in stifled creativity and “teaching to the test.” Logistical quandaries: The much
longer PARCC exams come in two waves, with the performance-based assessment in early spring and the end-of-year portion during the last weeks of school. Along with the Advanced Placement, ACT and end of course assessments, you will hardly find a day this spring that is not disrupted by testing. Additionally, many school districts lack the technological infrastructure to provide the online testing. Each local school district embraces a comprehensive K through 12 assessment system that supports accountability, informs instruction, is used as a metric for college admissions and is aligned to college and career readiness skills, including the Common Core. Unfortunately, implementation of the PARCC assessments is bound to miss the mark on this standard. In this “Year of Over Testing,” we’re holding our students and teachers to higher standards. If only we held the PARCC policymakers and planners to a similarly high bar.

I was just reading the article on “College of DuPage officials respond to radio station fraud.” It seems to me that they’re putting quite a spin on this. One thing they seem to feel is because the percentage, when you figure it that way, is so low when it comes to the cost that it’s insignificant. Maybe I’m not reading this article correctly, but it surely seems to me that the COD officials don’t regard the taxpayers at all. I’m really upset right now.

12 Glenbard District 87 approves $2 million in facility upgrades annual preventative maintenance as identified through the master facility plan and annual building needs, according to board documents. The board set a limit of $2.3 million on the project, estimating its total at $2.2 million. The work at Glenbard South High School is anticipated to cost $81,587. Crews will replace four interior and exterior steel doors and hardware, replace vinyl composite tiles in four corridors and install vinyl composite tile flooring in two classrooms. At Glenbard West High School, a
changing room with a sink will be constructed in a special education classroom. This is estimated to cost $25,000. Total work at Glenbard North High School will be a little more than $1 million. This is where the most work will be done. Crews will replace asphalt paving and curbs in the west parking lot, replace window and door frames on a stair tower, replace fire-rated metal doors on stair towers, renovate a pair of student restrooms, replace existing campus signs with an LED message sign and install new vinyl floors in the dance studio. Glenbard East High School will
have an acoustical baffle replaced on the Biester Auditorium stage. That is expected to cost $88,000. The project also includes $455,072 of work to be performed at all schools. That work includes improving security lighting; refinishing wooden sports floors; inspecting and replacing fire alarms, fire doors, sprinkler systems and fire extinguishers; inspecting and repairing basketball backstops and divider curtains; inspecting and repairing wooden and aluminum grandstands and improving kitchen equipment.

Panthers take third at state SUBURBAN LIFE MEDIA BLOOMINGTON – Only two teams in each wrestling class finish the season with a dual meet victory. Amazingly, Glenbard North has been one of those two in nine of the past 15 years after the Panthers secured another third-place trophy at the IHSA dual team state tournament last Saturday. It was the program’s eighth third-place showing since 2000. They also won a state title in 2011 and were the runner-up in 2001 and 2005. Glenbard North ended the one-day Class 3A event with a 42-24 victory over Lockport. Kirk Johansen and Austin Gomez both tallied pins at 106 and 113-pounds, respectively, while Michael Milan (126), Colton Wegner (182) and Kyle Neal (285) also registered falls. Patrick Augustyn was a 3-2 winner at 120, Phil Partipilo picked up a 9-3 decision at 132, Jimique Davis notched a 5-2 victory at 170 and Dillon

DOWNERS GROVE – A fourth quarter rally was too little, too late for the West Chicago boys basketball team. Facing No. 12-seed Downers Grove North on Monday in the Downers Grove South regional quarterfinal, the upset minded Wildcats cut a 24-point fourth-quarter deficit to single digits but could not claw all the way back, falling 69-58 and bowing out of the Class 4A playoffs. “I knew we would battle back, and it was good to see some resiliency in the fourth quarter,” West Chicago head coach Bill Recchia said. “Unfortunately we didn’t come out physical enough in the first half. “When somebody stands up to you and is physical with you, you need to stand up to them. We didn’t do that in the first half.” An anemic offensive performance caused the Wildcats to fall behind early, as West Chicago trailed 15-8 after the first quarter and 29-11 at halftime. When Downers Grove North built a 50-26 lead in the first minute of the fourth quarter, it looked as if the favorites would run away with the win. However, junior all-conference guard Mikey Bibbs caught fire in the final frame, scoring a game-high 25 points and pulling the Wildcats within seven with less than two minutes remaining. Bibbs’ fourth-quarter effort, while in vain, was emblematic of what the head coach saw out of him all season. “Mikey [Bibbs] was our all-conference player this year, and he showed why tonight by helping us get back in the game and making [Downers Grove North] uncomfortable and forcing them do some things they did not want to do,” Recchia said. Bibbs’ 12.9 points per game in the regular season led West Chicago and helped fill the scoring void created

A day earlier, the Wildcats defeated Kaneland 60-56 behind 17 points from Tai Bibbs. Ricci had 11 points and Devonte Pascal added 10.
