nlurz@shawmedia.com The division of the College of DuPage Board of Trustees was clear as accreditation reviewers discussed the subject with trustees earlier this week. The school hosted a trio of peer reviewers from the Higher Learning Commission, a national organization that oversees college accreditation. The commission turned its attention to College of DuPage after state and federal investigations into alleged administrative wrongdoing at the school came to light. Reviewers were on campus July 21 and 22 to interview the board, faculty, staff and other community members to determine whether the college still meets the required accreditation criteria. Although the conversation at a public special meeting between reviewers and the board July 21 touched on several topics, including policy, trustee training, professional development and finances, much of the meeting was spent airing grievances between the board’s two camps – the Clean Slate trustees who swept the April 7 election and the old guard. Many meetings since the election
have been derailed by infighting and personal attacks, with a multitude of 4-3 votes reflecting the divide. Reviewer David Wendler said the commission is concerned about the board’s frequent conflicts. “This is the College of DuPage,” Wendler said. “It’s a college. A college educates students. Students are why we’re all here. It is hard to grasp why there should be a split. ... My question is, as a board, is your first thought, is your major discussion, ‘How will this impact students?’” He also pointed out that student trustee Gloria Roark frequently asked trustees to stop bickering. “It raises the question – is this a dysfunctional board?” he said. Trustee Dianne McGuire, one of the board’s old guard, said her time on the new board has been “disturbing,” “upsetting” and “intensely political and very destructive.” She said she didn’t trust other trustees for reasons including the hiring of two law firms before the existing board officially convened as a body, the hiring of Chairwoman Kathy Hamilton’s public relations manager for work at the school and a lack of monthly financial reports.
Trustee Erin Birt, who was chairwoman before Hamilton was voted into the position by the Clean Slate, said the previous board could put aside its differences more readily than the current iteration. She also complained about lack of communication from the new trustees to the old, particularly before meetings. Reviewer Samuel Kerr said there must be a “higher reason why [the board] is here than some personal agendas.” Vice Chairwoman Deanne Mazzochi, of the Clean Slate, said the gap between the two sides is overblown and the board often finds consensus, such as its shared support for making the college’s Waterleaf Restaurant more student-focused. She said the heated public discussion is part of bringing trustee debates into the open. Trustee Charles Bernstein said the new trustees provide oversight “that just wasn’t there before.” Hamilton called the current board “acrimonious” but offered positive statements as well. “We are very focused on the quality of education here at the college,” she said. “And we’re very focused at meeting the criteria [for accreditation].”
Trustees mull changes to school’s spending policy By NATHAN LURZ nlurz@shawmedia.com The College of DuPage Board of Trustees may take steps to change certain spending policies. All three proposals are related to major controversies in the past year. During the board’s July 16 meeting, Chairwoman Kathy Hamilton presented a series of revisions and additions to board policies addressing vendor billing, the creation of a college audit committee and money transfers. Currently, policy does not require the board to review individual vendor bills less than $15,000, which are known as imprest payments. The school faced scrutiny in 2014 when watchdog group For The Good of Illinois released documents that stated the college spent $95 million since January 2009 on imprest payments without board approval or public knowledge. Under the proposed policy, the board would be provided a list of all payments made by the school, regardless of amount. The list also would be available in a searchable, public format on the college website.
“It is time to end the secrecy about COD spending,” Hamilton said. “We are committed to opening the college to all. It is your money that gets spent here, not ours.” The board also considered the creation of a new audit committee, tasked with assessing risk and addressing financial statement reporting; internal controls; and compliance with applicable laws, rules and policies, according to board documents. Committee members would be appointed by the board chair for two-year terms and consist of at least three trustees and a “financial expert,” who would be either a trustee or outside hire. The committee would have the “unrestricted access” and authority to conduct or allow districtwide investigations through an as-yet-unestablished internal audit department. Hamilton said such a committee could have prevented “the WDCB disaster,” in which an engineer at the college radio station allegedly stole more than $200,000 through false invoices for parts and work, and provided a better sense of the financial woes at the school’s Waterleaf Restaurant.
“Without an audit committee, there is no independent, internal function evaluating performance,” she said. In addition, the board considered changing a policy that allowed President Robert Breuder, who is on administrative leave, to order a series of promotional postcards in the weeks surrounding the April 7 election and transfer funds to pay for them without board approval. Currently, the board approves fund transfers on a quarterly basis, often after the money has been spent, college Treasurer and Senior Vice President of Administration Thomas Glaser said at a May 14 meeting. Glaser also is on administrative leave. The proposed change would reverse the process, requiring all transfers be first approved by the board. Faculty Association President Glenn Hanson said he supports the changes. “I think openness and communication and having stuff online is great,” he said. “There is no benefit to hiding, or trying to hide, information. It is only costly in the long run.” The board plans to host another public reading of the changes before voting on them at a future meeting.

WHEATON – Cantigny Park will celebrate the birth of its benefactor and of itself July 30 with an event titled 60 Beautiful Years. The park was established about 60 years ago after the death of Col. Robert R. McCormick, a World War I veteran and the owner of the Chicago Tribune, who previously had lived on the property. McCormick wanted his 500-acre estate to be turned into a park, and the land is now home to the First Division and Robert R. McCormick museums, a visitor’s center and extensive gardens. Director of Visitor Services Magan Ascher said Cantigny Park and the McCormick Foundation wanted to do something special on McCormick’s birthday to honor his

Medinah man gets 16 months in prison for fraud SUBURBAN LIFE MEDIA MEDINAH – A Medinah man has been sentenced to 16 months in prison for a mortgage scam involving two Chicago buildings that corresponded to a loss of $458,000 for Standard Bank, according to a Northern District of Illinois U.S. Attorney’s Office news release. George Dravilas, 37, of Medinah plead guilty in February to one count of bank fraud.
U.S District Judge Gary Feinerman sentenced him to 16 months in prison and ordered he pay $463,110 in restitution. The sentence must begin no later than Sept. 21, according to the news release. Dravilas was arrested in May 2014 after a long-term federal undercover investigation. In the scheme to defraud Standard Bank, the real estate agent from the western suburbs provided false documents as part of mortgage loan ap-
plications to finance two residential properties in the name of straw buyers who would in turn receive a share of the seller’s loan proceeds, the release stated. The properties involved were two apartment buildings in Chicago, one in the 6300 block of S. Parnell Avenue, valued at $45,000, and one in the 6600 block of S. Sangamon Street, valued at $47,000, which Dravilas was going to sell at the inflated price of $275,000
each. The straw buyers were going to receive a kickback of $100,000 on each transaction, and Dravilas was going to keep a fee of the proceeds in the process. The straw buyers, however, were undercover agents, according to the release. As part of his plea agreement, Dravilas admitted he was involved in additional mortgage fraud schemes involving two other real estate properties in Chicago, the news release said.
Co-defendant Bridget Hutcherson, 40, of Chicago plead guilty in April 2015 to one count of bank fraud for providing a confidential informant with fraudulent W-2’s, check stubs and earning statements in the name of straw buyers in exchange for $600 in December 2013, according to the release. Hutcherson is scheduled to be sentenced at 10:30 a.m. Aug, 10 by Judge Feinerman, according to the news release.
District 200 school board approves proposed budget By NATHAN LURZ nlurz@shawmedia.com WHEATON – Community Unit School District 200 has posted a proposed balanced budget, despite financial indecision in Springfield. The Board of Education unanimously agreed to post the tentative 2015-16 budget
with a scant $55,000 operating fund surplus during its July 8 meeting. The budget includes about $160 million in operating funds, a 1.6 percent increase over 201415, and relies mainly on $134 million in local revenue, according to district documents. Its major expenditure is $123.8 million in salaries and benefits,
which includes a 1.15 percent increase for the local teachers’ union, whose contract was ratified earlier this year. Assistant Superintendent of Business Operations Bill Farley said there were no major program reductions in the budget, though special education tuition, technology, health care benefits and a fiscally shaky
state continue to be costly. In the final budget numbers for 2014-15, Farley said both expenditures and revenue came in several million under projections, but that the state owes the district $2.5 million in payments, which he believes will be delivered.

Lisle, Il. – The NWSL-leading Chicago Red Stars drew 1-1 with visiting Boston Breakers in the club’s official “Welcome Home, World Cup Stars” match on Saturday night. U.S. defender-midfielder and Red Stars captain Lori Chalupny scored the go-ahead goal in her first NWSL match since winning soccer’s most prestigious trophy, followed by an equalizer from Breakers forward Stephanie McCaffrey, both tallies coming after the break. Chicago honored all eight of their World Cup stars in front of a capacity crowd and saw four of them take the field for the first time since rejoining the team, Chalupny and Canada veteran Karina LeBlanc both registering starts while American legend Shannon Boxx and Canucks forward Adriana Leon entered in the second half. New Zealand captain Abby Erceg put in another strong performance anchoring the backline for the Red Stars. In a relatively uneventful opening half, Chicago forward Jen Hoy had the first dangerous look in the 9th minute of play, her low drive from the left side of the box whistling wide of the right post. Several board members lamented the lack of major investment in capital projects for 2015-16. The district is in the midst of $1.3 million in summer work at five schools. It is in the process of formulating plans to address more than $50 million in high-priority facility improvements over the next three years, which requires about $10 million in 2016, $10.1 million in 2017 and $31.1 million in 2018. Board member Joann Coghill said the district has been talking about the work for years without action. “That issue has been identified, that need is not going to go away – it’s just going to get more expensive,” Vice President Brad Paulsen said.
Paulsen and board member Jim Mathieson said the district has some excess money in its reserves and could use a few million to jump-start the process, though board member Barbara Intihar and district staff warned against taking too much. The board hired an architecture firm in June to create a master facilities plan and assess the future of existing facilities and programming at the Jefferson Early Childhood Center. Superintendent Jeff Schuler said the board and district acknowledge facilities as a priority, and estimate having a complete and comprehensive plan in the next year. The district is required to publicly post the budget for at least 30 days before having a public hearing Aug. 12, Farley said. The board would vote on it Sept. 16.

Red Stars look to maintain momentum of World Cup win

editorial@mysuburbanlife.com LISLE – The United States returned to the pinnacle of women’s soccer by winning the 2015 Women’s World Cup in Vancouver earlier in July. It was a record third world title for the U.S. and first since 1999, and the response from the general public is an indication of how much the sport has grown in popularity and talent over the past 16 years. Four members of the Chicago Red Stars – forward Christen Press, midfielders Lori Chalupny and Shannon Boxx, and defender Julie Johnston – were on the U.S. team and all were amazed at the support. “Being my first World Cup it was absolutely unbelievable, and to win it, definitely I don’t think you can top that,” Johnston said. “I didn’t know what to expect in the sense of the fans. “In every single game it was absolutely remarkable to see how many U.S. fans were there, and when we came back to the States it was even greater.” The team was feted with a ticker-tape parade down the “Canyon of Heroes” in New York and won Team of the Year honors at ESPN’S ESPY awards. The fanfare stunned even the veteran Boxx, 38, who will retire at the end of the year. “I think the ticker-tape parade was pretty amazing,” Boxx said. “Not everybody is given the honor to do that. I’ve been around a long time and I think that’s one of the coolest events that I’ve ever been part of.” Boxx was a member of four World Cup teams and has seen the popularity rise over the years. “It has gotten so much better,” Boxx said. “You go back to 1991 [the first World Cup which the U.S. won in China]. Nobody was waiting for them at the airport. Then in 2011 we didn’t win but we got an amazing reception when we came back to the U.S. I think that’s when it started.” But will it continue? Boxx, Chalupny, Johnston and Press returned to Chicago on July 18 and a crowd of 3,560 – the first sellout in franchise history – saw the Red Stars tie Boston 1-1 at Benedictine University to remain in sole possession of

People can watch us play and that will continue the momentum.” Such bumps have happened before.
The U.S. victory in the 1999 World Cup led to the establishment of the first domestic professional league. But three such leagues all folded after three seasons and the NWSL is now in its third season. Will this time be different? “We’ve got to keep winning,” Red Stars owner Arnim Whisler said. “In a town like this with nine or 10 other pro sports teams, if we don’t win, we’re off the radar. “We’ve got the brand, we’ve got the talent and we’ve got people coming

in the stadium who have never seen us before. We just have to thrill them when they come and they’ll usually come back. “That’s on us. We can convert that.” The Red Stars have plenty of marketable young stars in the 26-year-old Press and 2014 NWSL Rookie of the Year Johnston, 23, plus Under-23 National Team members Vanessa DiBernardo and Danielle Colaprico and 22-year-old leading scorer Sofia Huerta. “I think that it is an incredibly important moment for women’s soccer,” Press said. “The important thing is for the fans who have been so great for us and for the national team to continue to support us and come out to the NWSL games and see that there’s hundreds of women in this country that play great soccer. “It is something worth watching and I think if the fans continue to support us in our leagues, that is going to push women’s soccer in America forward at every level.” There is no doubt the Red Stars have high expectations. Chicago head coach Rory Dames called the atmosphere of the July 18 game “fantastic” but said the team didn’t play up to its caliber. “Regardless of why people are here, I would like us to play the way we’re capable of playing,” Dames said. “I think we have a lot of exciting players on the team outside of the national team players. Hopefully we can get some more fans in because they want to see some players and buy into the team and really start to enjoy what they see.”
