Three ramps connecting Interstate 290 to the new Route 390, formerly known as the Elgin O’Hare Expressway, opened in time for the July 27 morning commute. Part of the $3.4 billion Elgin O’Hare Western Access project, crews worked over the weekend to put the finishing touches on the first three ramps of the I-290 Interchange Project. On July 24, officials from DuPage County, Illinois Tollway, Illinois Department of Transportation and several local towns including Itasca, Bensenville, Franklin Park and Addison were on hand to celebrate the opening of the ramps, which are being lauded as a game changer for both daily commuters and local residents traveling to O’Hare. “Opening these new ramps represents the realization of a decades-long vision for the western suburbs,” Illinois Tollway Board Chairman Bob Schillerstrom said. “Motorists will begin to realize the benefits of a worldclass, modern roadway relieving con-

gestion today and opening the way for improved access to O’Hare International Airport.” The new I-290 Interchange features new third-level, multispan flyover ramp bridge structures that pass over both I-290 and Route 390. Additionally, a new flyover ramp provides free-flow travel between I-290 and Route 390. As a result commuters now have access to a ramp from westbound I-290 to westbound Route 390 and a ramp from eastbound I-290 to westbound Route 390, eliminating the signalized intersection at Thorndale Avenue. A new ramp from westbound I-290 to eastbound Route 390 also is now open, according to the Illinois Tollway. IDOT began construction this month on the second flyover ramp that will carry I-290 eastbound traffic to eastbound Route 390, with completion scheduled by the end of 2017.

The I-290 project is part of the $3.4 billion Elgin O’Hare Western Access Project, which is included in the Tollway’s “Move Illinois: The Illinois Tollway Moving the Future,” according to the release. The Illinois Tollway has pledged $3.1 billion toward the Elgin O’Hare Western Access project, leaving local municipalities to cover the remaining $300 million. During the July 24 ceremonies, DuPage County Board Chairman Dan Cronin said the county has secured about $112 million in funding.

GLEN ELLYN – The College of DuPage Board of Trustees violated the Open Meetings Act when it approved a 2011 contract extension for President Robert Breuder, according to the Illinois Attorney General’s Office. A nonbinding opinion written by Assistant Attorney General Matt Hartman and dated July 24, 2015, stated the board did not adequately inform the public before extending Breuder’s contract during its meeting July 12, 2011. The meeting’s agenda listed only “personnel actions,” according to the opinion and college archives. It did not address Breuder’s contract or any other details about actions being taken. “Because the board did not state that it was extending the contract of the president or discuss any specifics of the contract extension before taking final action, the board did not adequately inform the public of the business being conducted,” Hartman said in the opinion. He advised that in the future the board adhere to the act’s requirement that officials publicly state items on which action is taken. He also concluded the board followed the act regarding a related question as to whether it provided proper public notice about the meeting. Attorney General’s Office spokeswoman Annie Thompson said in a statement the opinion should have been issued sooner but was inadvertently delayed. She said the office is working to improve its tracking system. “Overall, the letter concludes that the board complied with the posting requirements of OMA but at the meeting did not provide enough detail before it took action,” she said. “The board should consider this as guidance on

He said the office is aware of the opinion and is considering whether to pursue legal action. “The Attorney General’s admonition to observe the Open Meetings Act is welcome and followed,” Hamilton said in the statement. “We are here for the faculty and the students, because education is COD’s purpose, not insider enrichment.”

Wheaton College to put pause on student health plans Decision comes in light of recent birth control mandate By NATHAN LURZ nlurz@shawmedia.com WHEATON – Wheaton College will suspend student health plans after a federal court said the college no longer had an injunction against providing birth control to those under its policy. The decision was announced July 10 and goes into effect July 31. The evangelical college was one of many religiously affiliated organizations that filed suit in 2012 in response to the Affordable Care Act’s mandate that employers insure a variety of birth control for their employees. On July 1, the U.S. District Court of Appeals for the Seventh Circuit denied a preliminary injunction for the provision. Churches can opt out of the mandate outright. Other religious institutions, including colleges and nonprofits, may do so, but only if they fill out a form for their insurance provider or a third party, allowing the mandate to be fulfilled with

a federal reimbursement. In the college’s suit, it argued that filling out the form to enable the use of objectionable emergency contraceptives such as Plan B and ella by employees, their families and the college’s students infringes upon its rights. “In light of these religious beliefs, Wheaton [College] cannot participate in the government’s regulatory scheme to promote, encourage, and subsidize the use of drugs and devices that cause abortions,” the college stated in a 2013 complaint. The U.S. District Court for the Northern District previously had denied Wheaton’s motion for a preliminary injunction June 23, 2014, but the U.S. Supreme Court granted the injunction days before Wheaton would have been on the hook for upward of $35 million in annual fines for refusing to comply with the law. In the decision, the court of appeals denied the college’s argument, saying the Affordable Care Act didn’t infringe on its rights because the government was not trying to use the college’s health plan, as Wheaton argued. Instead, the act requires providers of health insurance to cover the

20 types of FDA-approved contraceptives – including those the college objects to – without cost to the insured, effectively bypassing the Wheaton plan. “So when Wheaton College tells us that it is being ‘forced’ to allow ‘use’ of its health plans to cover emergency contraceptives, it is wrong,” the opinion states. “Call this ‘using’ the health plans? We call it refusing to use the health plans.” The court also took issue with the idea that all Wheaton students and employees share the college’s beliefs about emergency contraception. All community members are required to sign a “Community Covenant,” described by President Philip Ryken as a “statement of holy obligations,” according to the college’s website. The covenant, among other things, requires signees to “uphold the God-given worth of human beings, from conception to death.” The court argued such a statement was up for interpretation and doesn’t explicitly prohibit the use of emergency contraceptives. In addition, it does not require the dependents of those who sign to abide by the covenant. The college, in a post on its website

dated July 10 that has since been removed, said it would not be offering a student health insurance plan during the 2015-16 school year. The college did not respond to a request for the original announcement. “Although the college will continue to seek relief in the courts, the college has been forced to quickly make difficult choices,” the school said in the announcement. “Schools are not required to provide a [student health insurance plan] benefit to students, but many colleges and universities do so.” The case is still pending in the U.S. District Court for the Northern District of Illinois, Eastern Division, according to the decision. Wheaton College hosted a health insurance information session July 23, according to the college website, and has published several resources at www.wheaton.edu/student-life/ student-care/student-health-insurance. LaTonya Taylor, director of media relations for the college, referred comments to the Becket Fund, which represents the college in the case. Representatives of the Becket Fund were not available for comment.

After years of absent or temporary leadership, the Forest Preserve District of DuPage County has announced its new executive director after a unanimous board vote July 28. Michael Hullihan, 60, will take the reins of the district after seven years as public works director and village engineer in Michael Oak Brook. Hullihan Hullihan said it was the “best job in the world.” “I frequent the forest preserves with my dog. We go to puppy parks and enjoy being out in the district,” he said. “I’ve been a lot of places, and this is one of the best-run forest preserve districts with some of the best facilities I’ve seen anywhere.” The board approved a one-year, $165,000 contract 6-0, making him the district’s first executive director since the Board of Commissioners forced Arnie Biondo into retirement and out of the position in August 2014 after only eight

months on the job. Hullihan was picked by a committee including the Board of Commissioners and senior staff, with a final selection by President Joe Cantore. Hullihan will begin Aug. 24. Hullihan said he believed his career trajectory had positioned him as a good fit for what the district wanted and needed. He believed his first job, building public works in the U.S. Army Corps of Engineers – where he retired as a lieutenant colonel – would be particularly helpful. “It’s about introducing the public to safe interaction with nature and while doing that instructing them and teaching them,” he said. “The skill set is the same. There are a lot of smart people in the forest preserve district with some very specialized technical abilities. ... You have to lead in one direction and get the mission accomplished.” In a statement, Cantore was upbeat about the addition to district staff. “Mike brings exceptional leadership skills to the district and will help ensure it remains a leading agency in conservation and preservation,” he said. “His

Madigan is trying to press the issue to justify a tax increase on the middle class, as usual, and try to deflect blame onto Gov. [Bruce] Rauner. The governor did not create the financial problems that exist in Illinois. They are the product of 30 years of Madigan and John Cullerton controlling the state legislative houses. It may behoove Zalewski, who is a member of the finance committee, to read the state’s constitution regarding appropriations of public funds not exceeding estimated available funds. If we keep going in the same direction under Madigan, Illinois will be financially destitute.

Another Press Stunner Earns Chicago 1-1 Tie at Washington Dunn scores late to prevent Spirit’s first home defeat of 2015 Germantown, Md. – The NWSL-leading Chicago Red Stars nearly handed third-place Washington Spirit its first home defeat of the season on Saturday night, with forward Christen Press giving Chicago the lead in the first half with a stunning long-range shot. League leading goal scorer Crystal Dunn tied the match in the final ten minutes of an entertaining game that saw Chicago deliver another strong showing to remain undefeated in four straight matches. The Red Stars, had the first promising look of the matchup in just the sixth minute of play: goalkeeper Ashlyn Harris did well to palm away a powerful shot from Canucks striker Adriana Leon. Washington created a chance of its own four minutes later, but Laura del Rio’s driven shot from inside the box was kept out by Canada international, Karina LeBlanc, who cleared the ball from her area. Press would give the Red Stars the lead in the 30th minute courtesy of her second goal in as many matches since winning the World Cup with the U.S. The 26-year-old found herself with time and space inside the Spirit’s half, she took a few touches from well outside the box before unleashing a rocket past an outstretched Harris and inside the left upright. Taryn Hemmings’ excellent work on the right could have given Press another goal in stoppage time of the first half, but the forward’s near post flick was deflected wide. Forward Jen Hoy had one last look for Chicago before the break: World Cup Golden Ball nominee Julie Johnston dribbled into the box on the right and delivered the ball to the former Princeton standout, whose attempt from close range was blocked by a Washington defender. In the second half, Red Stars center back Johnston had a pair of excellent clearances on both sides of a dangerous 56th-minute shot by the Spirit’s Dunn, who unleashed a left footed shot from just outside the area, only to see the ball whistle over

the frame. On the other end of the field Vanessa DiBernardo navigated around a defender on the right and picked out Hoy, whose close range attempt forced a point-black reflex save from Harris. Moments after Chicago defender Samantha Johnson’s 80th-minute challenge against Washington’s Dunn in the box was ruled to have been fair, the Spirit striker tied the match from the run of play, pouncing on the rebound from a blocked Christine Nairn effort. After controlling the ball, the 23-yearold Dunn drove a low, left-footed shot inside the left post that gave goalkeeper LeBlanc no chance to save it. Chicago immediately responded, but rookie sensation Sofia Huerta saw her right-footed curler from the left side of the box saved in spectacular fashion by Harris, who left her feet and tipped the ball out from behind her before it could find its way inside the far post. The Spirit subsequently created a pair of chances to win the game. First, substitute Hayley Raso released a cracker of shot that took a deflection and went wide of the left upright. Then, Ali Krieger found Dunn on the right, who then drove into the penalty area before firing toward the near post to force a diving save from LeBlanc. It took one last goal-line clearance from the Red Stars’ Johnston for the visitors to bag a valuable away point from the draw, which puts Head Coach Rory Dames’ squad two points ahead of second-place Seattle Reign FC in the standings. The Chicago Red Stars look to defend their top spot in the NWSL standings when they return home for an August 1 clash with defending NWSL champions FC Kansas City that is likely to feature several World Cup winners on both teams. Hoops, volleyball part of many offseason options for area athletes and watch hundreds of the best players from across the country compete. “I encourage them to do it but am I mad if they don’t do it? No,” said Glenbard South softball coach Julie Fonda, who added that the increased number of travel teams has impacted in-house leagues. “But if you want to be a college softball player, you have to do it. You don’t have a choice. That’s where the recruiting happens. It doesn’t happen during the high school season.” Some travel and club teams focus on competing in games, while others incorporate practices into the routine. Andy Schultz, who just completed his second season as the head baseball coach at Glenbard West, also is employed with the DuPage Training Academy, where he teaches lessons and coaches a 15U squad. “I teach the same stuff, just a little bit more scaled down because it is freshmen versus varsity guys,” Schultz said. “I get into more basic fundamentals with the 15U guys but I teach a lot of the same things – how to play the game at a fast pace and at a higher level.”

By SCOTT SCHMID sschmid@shawmedia.com It used to be that elite high school athletes had three jerseys in their closets – one for a fall sport, one for a winter sport, and one for a spring sport. Many high school athletes today still have three jerseys in the closet, but increasingly those jerseys are home and away high school jerseys for one sport and a uniform for a club team. More and more high school athletes are choosing to specialize in one sport with year-round competition aided by a plethora of AAU and club programs. The downside is fewer well-rounded athletes representing their high schools and a possibility of burnout and injury, but there are plenty of benefits for high school athletes willing to specialize in one sport and play for clubs and on AAU teams in the offseason.

Options abound

Sports Performance is one of the elite volleyball clubs in the country. Its 18U red and 18U elite teams won AAU national titles in June. Molly Haggerty, a Nebraska recruit who will be entering her senior year at St. Francis, has been playing club volleyball with Sports Performance since the age of 12 and is quick to credit that environment and the coaching of Rick Butler and Troy Gilb for a lot of her individual development. “I’ve learned a lot about volleyball and my IQ is stronger,” Haggerty said. “I used to be a setter and then moved to outside hitter, so [club] helped me develop all of my skills to be an allaround player.” It’s not just volleyball players who have a plethora of competition options in the offseason and are benefiting from extra coaching. AAU basketball is busy in the summer with players competing in tournaments across the country, including for teams such as Chicago Lockdown, Illinois Wolves and Mercury Elite for boys and Illinois Lady Lightning for girls. Mercury Elite has several boys teams at multiple age levels plus three girls teams at the 14U level, a far cry from when the program first started nine years ago. “In the last three years, it’s gone

Similarly, Longshots baseball is based in Downers Grove and DuPage Training Academy is in Carol Stream, but both draw from wide areas. The Beverly Bandits, Downers Grove Rebels, Illinois Chill and Lemont Rockers are just a few of the many travel softball programs that feature players from throughout the suburbs.

There are plenty of options available for high school athletes looking to stay competitive in their sports in between high school seasons, each one offering a little something different. Some programs focus on playing in highly-competitive tournaments with the thought being the competition will make players better, while other programs balance skill development and live competition. There is something to be gained from staying sharp in the offseason and playing outside of high school, and there are some tangible benefits in the form of college opportunities, but that’s for each athlete to decide. “I want them to [play travel ball] but I do think you need a little bit of a balance,” Schultz said. “I understand the importance of travel baseball for kids who want to play college baseball. But I also want them committed to building our program [at Glenbard West]. I want what is best for them individually but I don’t want them sacrificing the good of our program.”
