Elected Officials MAYOR: Cohen Barnes

Permits Permits are needed to construct a new home, commercial building, or to make any alterations to a property, including driveway or sidewalk. They’re also required for fence installation or to build a deck, pergola or gazebo in the yard. Any HVAC, electrical or plumbing work needs a permit, as well. Permits are required for signs, but there is no fee for political signs on residential property. The cost of a new construction permit is determined by the square footage of the building.

The median list price for homes in DeKalb is $224,00 and the median sale price is $225,000 according to Realtor.com. Average monthly rent for a home is $1,250.

For a new home construction based on square footage of 850 -10,000, permit prices begin at $4,240 -$5,978. The fees include building inspection, HVAC, sewer, water service, plumbing, electrical, driveway and unfinished basement. The building and engineering home plan fee is $300.

Permit fees for multi-family units or commercial buildings are also determined by square footage of 1 – 100,000 range from $953 to $19,033. Fees for miscellaneous work permits such as decks, patios or fences as well as HVAC, electrical, demolition, or other property alterations vary greatly, and can be found at cityofdekalb.com. City

Yard waste is collected by LRS on regularly scheduled collection days seasonally from April 1st through the end of November. Landscape waste must be placed in approved biodegradable landscape waste bags or open garbage cans not larger than 32 gallon capacity marked with “YW” or “X”. Brush must be cut to 4 foot lengths and bundled with biodegradable twine or string, not to exceed 50 pounds.

CURFEW: Individuals under age 17 must not be in a public place after midnight on Friday and Saturday and after 11 p.m. Sunday through Thursday.

PETS: Dogs must be leashed while not on the owner’s property, and any dog that bites another animal or human must be reported to police. Residents may keep up to three pets in a single dwelling, and owners must clean up animal waste on public property and on private property that is not the owner’s. Pets do not need to be licensed with the city, but must have a current rabies vaccination on file with a veterinarian.

City guidelines

One (1) large or bulky item that does not fit into the refuse cart or approved waste container may be placed out for collection each week. This may be an item such as a couch, chair, table or mattress. Very heavy items that cannot be managed easily such as a piano, sofa sleeper, etc. are considered a special pick-up and residents will need to contact LRS for an estimate.

INOPERABLE MOTOR VEHICLE: An inoperable motor vehicle, defined as a vehicle that is inoperable for a week and is not in process of being repaired on residential property is considered a public nuisance and can be cited by a building code enforcement officer.

NUISANCES: Offensive odors, offensive businesses, encroaching or obstructing public highways or alleys, offensive premises, such as keeping a foul pool, stable, cellar, etc., boarded up buildings are considered nuisances and are prohibited. LITTERING: The fine for littering on streets, sidewalks or other public places is $75 - $500 per offense.

Resident owned containers may only be used for refuse exceeding the cart capacity. Resident owned containers may not exceed 32 gallons, 50 pounds in weight and must have two handles.

FIREWORKS: It is illegal for individuals to discharge fireworks on private property except when approved for public display.

BURNING LEAVES: Residents are permitted to burn leaves but it must take place 30 feet away from structures and lot lines, residents must have a water source nearby to extinguish the fire and it must be attended to at all times.

Home Prices

Permits are required for all new construction, both residential and commercial, as well as to complete additions, alterations, or renovations to such properties. The permit cost for residential properties is $0.15 per square foot of total living area, and the permit cost for alterations to a residential property is $5 for each $1,000 of the estimated cost of improvement.

According to Realtor.com, the median list price in April 2022 for a home in Sycamore is $239,900, while the median sale price is $237,500. Home values have increasted 5.9% year-over-year. The average monthly rent for a home is $1,337.

The permit cost to build a deck is $35; to install a fence, the permit is $25. Swimming pool installation permits are $60.

The permit fee for commercial/industrial buildings is $0.05 per square foot of total floor area, based on exterior dimensions.

Alterations or remodeling permits cost $5 per $1,000 of the estimated cost of improvement.

In addition to the building permit fees, both residential and construction properties must pay additional fees for: plan review; electrical and plumbing inspections; water and sewer connections; and impact fees for the school district, park district, and library.

The cost of permits for accessory buildings and additions is $25, while garage permits are $40 for a single-stall garage and $15 per additional stall.

PRIVATE USE OF PUBLIC WAY: It is considered unlawful to use public streets or sidewalks to display goods or merchandise or to place advertisements without City approval. It is unlawful to obstruct any public street or sidewalk, and neighborhoods must obtain a permit to hold a block party for which the street is barricaded.

Accessory structure building permit fees vary: a playhouse or shed to a property is $35, while the detached garage fee is $125. The fee for gazebos and decks is $100, fence permits are $75, while swimming pool fees begin at $50. Residential driveway permits are $75 while commercial parking lots are 5 cents per square foot.

The line leaves Elburn multiple times a day and serves the Western Suburbs and ends at Chicago’s Ogilvie Station. The home is located on Route 64 as it passes through the DeKalb County seat of Sycamore on State Street. The Italianate structure, constructed of stone and asphalt, was erected in 1876 by Sycamore merchant Adolphus W. Brower. It is also known as the George F. Beasley House.

The CemeteryElmwoodGates 901 S. Cross St., Sycamore These gates mark the east and north entrances to the Elmwood Cemetery in Sycamore. The cast iron gates were likely built in 1865, the year the cemetery opened and the date emblazoned on the gates, although records of their construction have been lost. While cast iron was commonly used for building facades at the time, the gates are a rare example of its use in landscape architecture. The gates have a Serlian design with a wide central road entry and narrower pedestrian gates on either side; square columns separate the gates. An arch bearing the cemetery’s name rises above the center entrance, while lintels span the side entrances. The Illinois Historic Structures Survey described the gates as the best extant example of iron cemetery gate design in the state. While Sycamore was bypassed by the Chicago and Northwestern Railway (C&NW) in the early 1850s, community leaders developed and built the Sycamore, Cortland, and Chicago Railway to link Sycamore to the C&NW at Cortland. The original line, which opened in 1855, lacked an engine and pulled railcars by mule; as the railway became more successful, it was able to purchase an engine and build the station in Sycamore. The station has an Italianate design which resembles contemporary DeKalb architecture but is different from the depots built elsewhere in the C&NW system. This is now home to the DeKalb County Community Foundation.

Hugging Shabbona Lake State Park is Chief Shabbona Forest Preserve, once home to the Potawatomi tribe. Three enclosed shelters with wood stoves can host gatherings. The preserve transforms from an oak savanna to a sugar maple-dominated forest. It is a site where the rare oval ladies’ tresses orchid has been observed in northern Illinois. It also contains uncommon ferns and milkweeds, plus some of DeKalb County’s last original butternut trees.

The great Adee’s Woods

Start at the Citizens Park off of Madison Street. Genoa’s nature trails wind through 80-plus acres of scenic woods, native prairies and inland ponds. Each place is home to many different animals and native landscapes. The native trails runs along the Kishwaukee River for about 1.5 miles and provides beautiful scenery and wildlife.

Haines ConservationCreek Corridor Prairie Oaks, Swanson Grove, Nelson Prairie and Haines Prairie (to be added in 2026) are the 4 preserves in the 1.5-mile, 160-acre conservation corridor known as the Haines Creek Conservation Corridor. Nearly every native community – savanna, upland forest, wet woods, streams, marshes, seeps, upland prairie, mesic prairie, wet prairie, dry prairie and sedge meadow – occurs here. Redheaded woodpeckers and otters are seen frequently. There are mowed trails, picnic areas, benches and a handicapped access trail from the Prairie Oaks parking lot.

Hoppe Heritage Farmstead/ South Branch Prairie This 60-acre site was home to the Hoppe family for over 140 years. It is now the location of the relocated and reconstructed 1845 MillerElwood log cabin. The adjacent South Branch Prairie contains five native plant communities.

Somonauk Trail This 1.5-mile limestone trail connects the Village of Somonauk (trailhead at the Somonauk Library) to Sannauk Forest Preserve. The trail is open sunrise to sunset and is handicap accessible.

This 48-acre former Boy Scout camp includes the lodge, three enclosed shelters, hiking trails and tent campsites. Orchids, glade mallow, cancer root, ferns, and an array of other uncommon plants occur in the diverse upland and floodplain forests. A 100-foot bluff drops to the South Branch Kishwaukee River, a run where the river flows across limestone bedrock and the drops over the Great Kishwaukee Falls. 3640 Scout Rd., Kirkland (815) 522-6254

This preserve between Sandwich and Somonauk was acquired as the first forest preserve in 1939. Sannauk was the Somonauk Golf Course until the early 1930s – some of the old greens, sand traps and tee areas can still be seen. The woodlands, especially along Somonauk Creek, are diverse in structure and have a strong display of spring flora. Skunk cabbage, turtlehead, Turk’s cap lilies and a host of other uncommon lowland plants abound.

Potawatomi Woods Walking Trail

This preserve features two picnic shelters, asphalt roads parking areas, trails, picnic areas, hiking/cross-country ski trails, and a fishing pond. The original Great Western Trail was extended a half mile west into this preserve and is now the Great Western Trail trailhead access. The East Branch Kishwaukee River flows along the preserve’s western boundary.

Riverwood Forest Preserve

A forest preserve since 1942, the 126-acre Russell Woods offers recreational and environmental opportunities. The Natural Resources Education Center (staffed by educators from the University of Illinois Extension Outdoor Education Programs) offers on-site and classroom visits plus field trips to other forest preserves. Diverse flora occurs in both the upland forest and the low wet woodland 60 feet down the bluff and across the river.

This 4.5-mile asphalt trail winds through DeKalb, passing by a river, the Northern Illinois University Campus, woodlands, residential areas and open spaces. The multi-use trail is open to bikers and walkers.

The 103-acre Riverwood Forest Preserve sits along the South Branch of the Kishwaukee River. The former Oak Club golf course is being transformed to a public conservation and recreation area. Former golf cart paths are now hiking, biking, and cross-country ski trails as well as Kishwaukee River fishing access. Some trails are handicap accessible. Signs along trails describe the landscapes, habitat and wildlife. Open green space and picnic areas are near the parking lot.

P.A. Nehring Preserve

At 300 acres, this is the second largest DeKalb County forest preserve and features a playground, miles of trails, two picnic shelters and an easy-access canoe launch. Prairie plantings and row-crop fields skirt the half-mile paved handicapped access trail, which ends at the sedge meadow overlook deck.

The 17-mile trail follows an abandoned railway, with a 3.5-mile stretch in DeKalb County. Surrounded by thousands of acres of scenery, including wetlands, streams and native prairie, the trail allows walkers and bikers to experience native flora and fauna. Two railroad lines crossed here; only the foundation remains of the station. Knute Olson Jr. Forest Preserve Donated by Knute Olson Jr., this former gravel quarry site features a floodplain forest and an upland forest. Some former quarry spoils mounds are still visible and are vegetated with mostly native plants. Two former gravel pits are now fish ponds where turtles sun themselves. The South Branch of the Kishwaukee River is a good spot for smallmouth bass and northern pike fishing.

The original 28 acres of this preserve are about half floodplain forest with oak, maple, basswood, cottonwood and elm. Plenty of ground flora blooms in the spring. The preserve has picnic areas, a picnic shelter, hiking trails and open greenspace.
