Lawsuit: D-58 failed to provide adequate security for student By KELLI MURRAY kmurray@shawmedia.com DOWNERS GROVE – Downers Grove Grade School District 58 failed to provide adequate security for a bullied student, according to a lawsuit filed Jan. 5 in DuPage County. District 58 and two students at Fairmount Elementary School who allegedly bullied the student were named in the lawsuit. The lawsuit was filed by the mother on behalf of her daughter. The student enrolled as a transfer student from a Homer Glen school district into

Fairmount Elementary as a first-grader in 2012, according to the complaint. In the 2012-13 and 201314 academic school years, the two students bullied the student on a weekly basis by “making fun of her eating habits, calling her stupid and ugly and repeatedly punching” the student, the complaint states. One reported incident states the student’s head hit a washroom sink after being pushed by the two students, according to the complaint. Another incident reports in November 2013 during recess

guish,” and as a result of the district’s “willful and wanton misconduct” the two students “continued their violent tendencies and acts committed against [the student],” according to the complaint. There is a harassment, bullying and intimidation policy posted on the District 58 website that states “the district will not tolerate bullying behavior.” District 58 Community Relations Coordinator Megan Hewitt said that due to legal and privacy concerns, the district is unable to comment on the lawsuit. Handler said his client will be seeking damages of more than $50,000.

They have ease of mind

knowing their gym is always open.” Utilizing a key fob that allows members access to the building 24 hours a day, seven days a week, Musleh said staff is available from 10 a.m. to 7 p.m. Monday through Thursday, 10 a.m. to 5 p.m. Friday and 11 a.m. to 3 p.m. Saturday. The key fob also allows members access to 2,600 Anytime Fitness clubs worldwide. Developed to create a long, lean body but also to help people rehabilitate and rebalance, Pilates aims to bring people back to the basics of body mechanics for peak functionality, said Heather Rex of Pilates Sense, 4949 Forest Ave., Downers Grove. Started in 2004 by Analese Teng in Villa Park, Rex began working with Teng in 2009. The studio opened in Downers Grove this past June. In addition to the classic sessions that utilize Pilates apparatus, there are mat classes, private lessons, duet, semiprivate, teen and SurfSET, a fitness program in the spirit of surfing. “It’s like a surfboard on a ball,” Rex said. “It’s a ton of fun.” Most of the classes are kept small for more individualized attention, Rex said. Classes range from two to three people to a maximum of six to eight. “No one should feel intimidated,” Rex said. “Everyone

The husband and wife team Tyler Reynolds and Sarah Fischer-Reynolds hosted a grand opening Dec. 9, 2014, for Functional Effect Fitness and Rehabilitation, 2474 Wisconsin Ave., offering nutrition counseling, chiropractic care and fitness. “Having a personalized program allows our clients to get what they need out of their membership,” said Fischer-Reynolds, who is a fitness coach and nutrition counselor. Before any program begins, however, an individual fitness assessment is conducted that includes a health history, past injury details, goals, range of motion and flexibility screening. “If you are not assessing, you are guessing,” Fischer-Reynolds said of the seven-point screening process. Fischer-Reynolds said the assessment is critical to clients to find the training program that will help the client reach their personal goals safely and effectively. Whether a client desires weight loss or functional fitness to improve running, bicycling, or other sports, the assessment will guide the program. “I always want clients to know that their best interest is my first interest,” Fischer-Reynolds said. “Fitness is a scary thing and clients are often at wits end. The last think I want to do is provide them with a scary place. Weight loss is truly a journey, not a destination, so it need to be approached like a lifelong task.” For information about Functional Effect, visit www. functionaleffect.com.

At the meeting, commissioners heard the first reading of the redevelopment agreement between the village of Downers Grove and Vequity concerning the property at 1201 Ogden Ave. The developer proposes to develop a 5,900-squarefoot commercial building. Since the site is a former gas

station, the developer will need to remediate the environmental conditions. As part of the proposal agreement, the village will reimburse the developer $225,000 through the use of TIF money for costs associated with the cleanup. “Vequity is actively marketing the site,” said Michael Cassa, president of Downers Grove Economic Development Corp. “Several national and regional tenants have expressed strong interest in the lease space. The redevelopment of the property, especially since it is located at a signalized intersection, is very important to the economic vitality of the Ogden Avenue corridor. The redevelopment of a closed gas station site will not only have a positive impact on that portion of Ogden Avenue, it will also make it easier for us to pursue other redevelopment projects in that corridor.” The village Fiscal 2015 budget includes $1.5 million in the Ogden Avenue TIF Fund for

Q: What is an oral surgeon? A: An oral surgeon is a dentist who specializes in performing surgery in the mouth and on the face, especially in the area of the upper jaw. This is why oral surgeons are also called maxillofacial surgeons. Oral surgery is one of the numerous specialties that exist within the general practice of dentistry. Specialists complete the training that all dentists get, but then go on for several more years of education and training to learn a specialty. There are, for instance, dentists who specialize in treating the pulp of the tooth – endodontists; those who specialize in the use of appliances – orthodontists; and so on. The most likely circumstance under which your dentist might refer you to an oral surgeon would be for removal of an impacted wisdom tooth. Your wisdom teeth are the last ones in the back of each group of molars. It is not uncommon for these teeth to be crowded or fail to come in properly. An impacted wisdom tooth can cause a painful infection which may require surgical removal. An oral surgeon may also be called in to treat a facial injury from an automobile accident or some other trauma. He is also the specialist who might be turned to to correct a congenital facial malformation. Talk with your dentist about the various areas of dental specialty.

The Benefits of Fluoride SPONSORED BY

By Denise Freese One important component of personal health is oral hygiene. Brushing and flossing your teeth twice a day goes a long way in preventing tooth decay and other oral complications. Fluoride, a mineral that occurs naturally in water and in many foods, can help prevent tooth decay by making teeth more resistant to acid from bacteria and sugar in the mouth. According to www.webmd.com, each day minerals are added to and lost from a tooth’s enamel layer through two processes. One process (demineralization) occurs when minerals are lost from a tooth’s enamel layer when acids attack the enamel. The second process (remineralization) occurs when minerals such as fluoride, calcium, and phosphate are redeposited to the enamel layer through the foods and water consumed. Too much mineral loss without enough mineral reapplication to repair the enamel layer leads to tooth decay.

In addition to helping make teeth resistant to acid attacks that lead to tooth decay, fluoride provides other benefits. It can reverse early tooth decay in children, and can speed the remineralization process and disrupt acid production in both children and adults. People with a history of dry mouth conditions, usage of certain medications (for allergies, anxiety, and high blood pressure), and head and neck radiation treatment can be prone to tooth decay, and would therefore benefit from additional fluoride treatments. Those with gum disease, a history of frequent cavities, and patients with crowns, bridges, and/or braces would also benefit from additional fluoride. Fluoride, in addition to being found in foods and water, can be directly applied to the teeth with fluoridated toothpastes and mouth rinses. Dentists can apply fluoride to the teeth as a gel, a foam, or a varnish. Consult with your dentist to see if you could benefit from additional fluoride treatments - it could help slow down or prevent tooth decay!

New year brings some exciting developments For many, welcoming the New Year includes resolutions. This has never worked for me; I usually forget about those resolutions before the start of February. Instead, I use the holiday for reflection and goal setting; a look back to determine what can be done better, then I map out my near future. This rationale keeps my goals (not resolutions) reaCOMMUNITY sonable and hopefully achievVOICE able. I put this to practice Laura both personally and professionally. Reflections on the Crawford chamber we now call Chamber630 are crowded with both tremendous accomplishments and areas for improvement. The merge of the Downers Grove and Woodridge chambers of commerce is at the top of both lists, providing many goals for 2015. With one of the best Board of Directors for which I’ve ever worked and a top notch, dedicated staff, we are ready for 2015 and we’re ready to celebrate! I hope you will join us Feb. 21 at the Hilton Chicago/Oak Brook Hills Resort & Conference Center for The Red Carpet Masquerade Ball. We will officially install the new board, dust off former Chairman of the Board Marc Hausmann and recognize an Enterprise Award winner. We are prepped for fun and hope you’ll join us. Visit chamber630.com for information. Equipped with all new bylaws, strategic plan and committee structure, the rest of the year will be a combination of improved traditional programming and some all new opportunities. February is the month we kick off the fourth Attainable Futures program with more students than ever. These kids will have their heads spinning after the four great half-day sessions. The Scholarship Program already has a good start. This group will provide scholarship dollars to a student of a Chamber Member to further their education. The spring will take us to Springfield to visit the haunches of the new governor; we’ll get a work out at the Up and Down and all Around (stair climb and/or 5K) and taste treats at the Taste of 630. The referral groups and Owners’ Group will continue to grow and build business. The workforce development we’re offering is also better than ever: the New630 Professionals are geared up for social, community and workforce programming and the Chamber630 webinars offer a variety of 6,000 different educational components. I hope in some way you will be a part of our journey, whether it’s joining us in Springfield, contributing to the scholarship, getting a workout at the Up and Down and All Around or taking a webinar in the comfort of your home or office – I know there’s a way Chamber630 can engage you.

Firefighters rescue a boy who fell into a pond Jan. 6 at Dunham Place Park in Downers Grove.

Downers Grove’s first responders put on an amazing performance last week when they rescued a boy whom had fallen into the frigid waters of a pond at Dunham Place Park. Downers Grove firefighters were called to the area around 3:35 p.m. – on a day when temperatures were barely in the single digits – and within five minutes were able to bring the boy safely to shore. Their training paid off in a big way. Way to go Seventh- and eighth-grade students can participate in a speech contest through the American Legion Alexander Bradley Burns Post 80. Each contestant will present a three- to five-minute speech on a topic relating to the U.S. Constitution and Amendments. SOUND OFF

Request: Install traffic signal on Ogden Avenue

I agree with the individual that a traffic signal would cost a lot less than a new fire and police station on Ogden Avenue. He must understand I have presented the problem of entering and exiting Ogden Avenue from the Burlington area to several different councils during the past 15 years. On one occasion, I presented Mayor [Betty] Cheever with more than 700 petitioners to have a signal installed. These petitions included several police officers that said it would help cut down the speeding, but nothing was done. I will gladly sign the gentleman’s petition to get the new stations on an addendum if he will put forth the same effort to get a signal installed for us. I have not been able to get this done for 15 years and since then traffic has increased a hundred fold, including all the trucks and semitrucks that have avoided the tollways since the huge increase in tolls and are now using Ogden Avenue as a bypass. Maybe, just maybe, this individual will get a signal installed for us.

Thank you to Mayor Ron Gunter and village officials for making downtown Westmont so beautiful. It was sad to see the crews taking down holiday decorations last week. It was just as sad at the end of the summer to see the absolutely spectacular hanging baskets and planters come to their end. As a 25-year resident, I am as proud as ever to live in Westmont. Please continue to support beautification efforts such as these.

Commissioners also heard the first reading for a special use permit for a research and development business to expand to include personal vehicle and maintenance services at 2300 Wisconsin Ave. “The petitioner is a research and development business for nonstreet legal vehicles, developing suspension parts primarily for race vehicles,” village Planning Manager Stan Popovich said. “The petitioner is currently more into research and development at the site which is permitted in the M1 district,

what he is proposing to do is offer installation, fabrication and maintenance of suspension parts and installation on cars.” The installation of suspension parts on race cars is classified as personal and vehicle maintenance and requires a special use permit. There are no plans to modify the structure of the building, but the additional use of 10 off-street parking spaces would be required.

3. Clyde Country Estates

Proposed improvements for the Clyde Country Estates subdivision includes reconstructing streets, improve drainage, construct sidewalks on one side of all streets. The estimated cost is $2.6 million. Street reconstruction would take the bulk of the funding at $1.8 million to fix the alligator cracking and edge line deterioration. “These reconstructions are being done because the streets are past the point of being milled and overlayed,” said Nan Newlon, public works director. “They need to be reconstructed.”

Drainage improvement plans include new storm sewers, reshaping ditches and stormwater management to help water drain away from problem areas. In order to slow down traffic in the subdivision, there is a proposed realignment of the Clyde Avenue and Washington and 60th streets intersection, as well as a proposed traffic circle at Webster, Washington and 60th streets intersection.

Continued from page 12 The alligator cracking indicates the structural component of the road is no longer functioning to support the street, and there is edge line deterioration, she added. The poor drainage in the neighborhood also contributes to some of that edge line deterioration, Newlon said.

Village of Downers Grove 1.630.434.5500 • www.downers.us Mayor Martin T. Tully Commissioners: Sean Patrick Durkin, Geoff Neustadt, Robert T. Barnett, Becky Rheintgen, David S. Olsen, Greg Hosé Village Manager David Fieldman The “Village Corner” is edited and published by the Village of Downers Grove. Any questions concerning the content of this page should be directed to the phone number referenced in the article. If a number is not listed in the article, please call the Community Response Center at 1.630.434.CALL (2255). Meeting dates, times, locations and agendas are subject to change. Check the Village website at www.downers.us and DGTV Channel 6 for the most current meeting information.

Mayor Tully will deliver the Annual Report at the Council meeting on January 20, 2015. The report will highlight significant activities and accomplishments of 2014.

WATER METER READING DEVICE PROJECT The Village has begun a 12-month process of replacing the transmission units that send water meter readings from residential and business customer meters to the Village for water billing. The original transmission units, known as MTUs, were installed in 2002 and are beginning to fail. Nearly all of the 16,700 MTUs are located on the outside of customer homes or buildings. The Village's vendor, Aclara, and their contractor Scope Services, will remove the existing MTUs and install the new ones at each building over the course of 2015. There will not be service or billing disruptions when the units are replaced. Water customers (residents and businesses) will be notified when work is planned to occur in their area. Scope will call customers twice: two weeks prior to the scheduled replacement and two days prior to the installation. Most MTU replacements will take less than 30 minutes and will occur entirely on the exterior of the building, with the same exterior placement as the existing MTU. For locations where the MTU is inside a home or building, Scope will make an appointment with the customer to access the unit. Scope will maintain a customer service line, 1-888-209-5075, to respond to inquiries from residents and businesses. Customers may also contact the Village with questions.

UTILITY BILL DIRECT DEBIT You can have your Village utility bill (water bill) paid automatically. Register for Direct Debit from your checking or savings account. Download the form found on the Village website, fill it out and return it OR sign up online after you register as an eUser. Payment will be deducted from the account on the billing due date once your bill shows "AUTOPAY - DO NOT PAY." Customers may also opt to receive their utility bill via email. It’s easy, secure, and takes just a few minutes to fill out the Email Authorization Form. Customers registered for E-Water Bill will no longer receive a paper copy of their bill in the mail. Visit www.downers.us/res/water for more information.

GENERAL WINTER REMINDERS Residents are reminded of the following: • Parking on streets is prohibited between 9:00 p.m. and 6:00 a.m. when three or more inches of snow have fallen. • A parking ban will be enacted on Village streets and public parking lots between the hours of 9:00 p.m. and 6:00 a.m. when three or more inches of snow have fallen in a 24-hour period or less. • It is against Village ordinance to shovel, place, or blow snow or ice onto the street, sidewalk or any right-of-way. • Please remember to be a good neighbor and shovel your sidewalk, if you are able. • If you have a fire hydrant nearby, please take care that is is cleared out and visible for firefighters.

CHRISTMAS TREE COLLECTION Free collection of fresh Christmas trees only, will be offered by Republic Services from January 5-16, 2015, on your regular garbage day. The Park District has extended its Christmas tree recycling to January 19. Trees can be dropped off in the south parking lot in Hummer Park and the north parking lot at McCollum Park. Trees must be free of tinsel, ornaments, and hooks and should not be placed in bags.

HOLIDAY LIGHT RECYCLING Don't throw away your tangled, frayed or burned-out holiday lights this year! The Village offers recycling of holiday tree lights and extension cords. A receptacle is available at the Public Works Facility, 5101 Walnut Avenue, through January 30, 2015. Items may be dropped off during business hours, Monday through Friday, 8:00 a.m. to 5:00 p.m. Village Council meetings are held the first, second, and third Tuesday of the month at 7:00 p.m. in the Village Hall Council Chambers at 801 Burlington Avenue. Village Council meetings are broadcast live on DGTV-Ch. 6. The rebroadcast of these meetings can be seen Wednesday mornings at 9:00 a.m. and Thursday evenings at 7:00 p.m. Live radio broadcasts of Council meetings can only be heard at 7:00 p.m. the first and third Tuesday of the month on WDGC-FM, 88.3. Podcast and live streaming coverage of Council meetings are also available at www.downers.us. LOST MONEY? Despite China’s refusal to approve Syngenta’s GMO seed, Syngenta continued to sell its seed to U.S. corn farmers. When China banned U.S. corn imports, the price of corn fell dramatically, and corn farmers across the country lost BILLIONS of dollars.

WARRENVILLE – Two Brothers Tap House in Warrenville isn’t as showy a dining venue as its landmark Roundhouse digs in Aurora, but gives patrons a ringside seat at the actual brewery. The tasty fare complements not only Two Brothers’ extensive creations and sampling opportunities, but more than 50 additional bottled artisan brews from the U.S. and around the world. Savvy fans of the craft beer enterprise, which has been growing by hops and bounds since brothers Jim and Jason Ebel took the leap in 1996, know they can time a weekend meal with a free tour of the brewery. They’re offered at 1, 2 and 3 p.m. Saturdays, and 1:30 p.m. Sundays, with no reservations needed. But added circus aside, the Tap House is an attraction in its own right. Tables, booths and high-tops dot the industrial space, whose walls sport giant, framed versions of a variety of Two Brothers’ artistic beer labels. The restaurant notes that all the meats are organic, and dishes are made from scratch. An added perk is that the kitchen serves late, which my companion and I took advantage of after a busy Saturday. Scanning the menu, I read the Brewer’s Reuben beef brisket is brined in-house for seven days and was sad to hear it had sold out earlier in the evening. But then I noticed the pulled pork, which is prepared with dry rubbed pork butt smoked over apple wood for five hours. The meat was tender and perfectly spiced in a Lexington-style vinegar sauce. It was such a generous portion that I would have liked a bit more of the coleslaw that topped it in a zesty interplay of texture and flavor. In a nice touch for the wheat intolerant, gluten-free rolls can be substituted at no extra charge. To accompany my sandwich, I almost picked the sweet potato fries, but am glad I opted for the roasted

Trojans get first conference win Downers Grove North extends winning streak to five games By ALEX SOULIER asoulier@shawmedia.com ELMHURST – A pair of injured starters and two days off school because of extreme cold temperatures could not derail Downers Grove North’s winning streak. The Trojans capitalized off a parade to the free-throw line and a 22-point performance from senior Jordon Kedrowski to beat York 56-48 on Friday. It was DGN’s fifth straight win

and first victory this season in the West Suburban Silver conference. “We fought through some adversity tonight,” head coach Jim Thomas said. “Devin [Blake] went down in practice with an ankle injury and Bowen [Marks] tweaked his knee. They will be back [this season] but weren’t ready to go tonight.” Adding to the adversity were subzero wind chills Wednesday and Thursday that

forced District 99 to cancel school and the Downers Grove North coaching staff to relocate practice. Despite the tumultuous week, the Trojans were able to create and execute an effective game plan for Friday night’s game. “We thought that we would be able to pound them inside, grab rebounds and get to the free-throw line,” Thomas said. “We also thought that would give us some open looks from the 3-point line.” DGN made the most of their trips to the free-throw line, knocking down 21 of 25 attempts. Kedrowski also had the hot hand from beyond the

arc, as 12 of his team-high 22 points were 3-pointers. “I missed a couple good looks early,” Kedrowski said. “But the coaches and my teammates just kept encouraging me and telling me to be aggressive with my shot selection. But they kept feeding me the ball, grabbing rebounds, creating second chances and that helped jump-start our offense in the second half.” With the game tied at 22 at halftime, York began the third quarter with a 5-0 run punctuated by a three-point play from guard Jayvon Thomas, who ended the night with a gamehigh 23 points. But DGN battled back, taking a 31-30 lead into the fourth

quarter. A Kedrowski 3 to open the final frame gave the Trojans a four-point advantage, and from there the visitors never looked back, outscoring York 25-17 in the last eight minutes. Myles Farley added 11 points for the Trojans, while center Dave Edwards had nine points and nine rebounds. Downers Grove North (9-5, 5-1) will host the three game, six-team Winter Classic invite from 1 to 6 p.m. Saturday. Oswego East and Wheaton North kick off the event with a 1 p.m. tip, followed by Hinsdale Central and Glenbard North at 2:30 p.m. and DGN vs. Andrew at 4:15 p.m.

DGS lost to Morton 76-41 on Friday in a West Suburban Gold game. DGS fell to 3-12 overall and 1-4 in the West Suburban Gold. Morton used a 12-0 run to build a 20-6 lead in the second quarter and led by double digits the rest of the game. Morton’s 30-14 halftime lead expanded to 58-26 at the end of the third quarter. DGS coach Kris Olson struggled to find a positive from his team’s performance. “I don’t know what we take away from that game,” Olson said. “That’s what we want to be in two years. We’re not there yet. There’s not much you can take away from a game like that other than we need to grow and get better.” Jon Strieter led the Mustangs with 12 points, all coming in the second half. Sophomore Denis Alibegovic made three 3-pointers and finished with 11 points. Alibegovic and fellow sophomore starter T.J. Clif-

The Morton game was the Mustangs’ first of 2015. “Tonight’s a tough one, but there’s a lot of positives with our team,” Olson said. “I think we’re slowly but surely getting better. Tonight you couldn’t see it. I look forward to a week of practice next week and then going at it again Saturday.” Downers Grove South next plays Saturday in Wheaton

He also hit a trio of 3-pointers in overtime after the Redwings had climbed out of a 29-14 third-quarter hole. Fenwick’s Jacob Keller split a pair of free throws after Bonnett’s 3 made it 59-57 with 24 seconds left.
