By ED MCMENAMIN emcmenamin@shawmedia.com DOWNERS GROVE – Residents looking for more information about the creation of a proposed historic district along Maple Avenue can attend the second of two meetings at the Lincoln Center on Oct. 8. The first meeting was held Tuesday night at Lincoln Center, 935 Maple Ave. Neighbors and preservationists who want to create the district hope to keep the stretch of historic homes on Maple Avenue intact. The effort was spurred when the Edwards House, a Queen Anne Victorian mansion on Maple Avenue, was put up for sale. Developers have identified the lot, 942 Maple Ave., and an old but historically insignificant house next door as the potential site for a 56-unit condo building. It would take 51 percent of the property owners in the proposed district to agree to create the distinction, which would have to be approved by a review board and then the village council. Once created, any building permit, moving permit or demolition permit in the district would require a certificate of

Applicants denied a certificate have 30 days to appeal to the village council. Creating a district would be the likely path to save the Edwards House, because sole, individual buildings cannot be designated as historic landmarks without the owners consent. Downers Grove resident Tom Nybo has largely spearheaded the effort to save the home, and said they have begun passing out information packets and collecting signatures. “I’m hoping that the village council and people in the village see that there is an aggressive amount of support in making Maple Avenue an historic district,” he said. Doug Gilbert, an architect

and former chairman of the Oak Park Historic Preservation Commission, provided information at the first of the two meeting Tuesday, and will be on-hand again at the Oct. 8 meeting. “The key thing is we’re (going) to answer people’s questions about what an historic District is and what it would mean, what would be the implications, and why this group wants to do it,” he said. Gilbert helped establish large historic districts in Oak Park and other communities, and served on the historic property survey team in Downers Grove last year that catalogued historic properties throughout town. The survey identified several houses on Maple Avenue as being historically significant, including the Edwards House.

But like many who haven’t found steady work since the recession, he said experience doesn’t match with the open jobs. It’s a problem employers in the manufacturing industry are seeing from their end, too, Career Connect Lead Coordinator Joe Dutra said. “In DuPage County, there are 9,000 jobs that have to be replaced in the next 10 years in manufacturing,” Dutra said. “So what we’re doing is we’re trying to close skill gaps in manufacturing and get individuals into these jobs.” Holmes of Broadview was one of 10 area residents who attended a Career Connect recruitment event Sept. 25, hosted by Downers Grove charity Hope’s Front Door. most promising aspect is that the only way to graduate the program is to be placed in a job. The program, which is headed by the Jane Adams Resource Corporation and the Alliance for Illinois Manufacturing, expanded to DuPage County this year. In Chicago, where it has operated for 30 years, it has a 95 percent job-placement rate.

Most importantly, the work earns a living wage, starting at $11 to $16 an hour, with pay increasing with experience. Dutra will be back at Hope’s Front Door for another recruitment event at 6:30 p.m. Oct. 20. Career Connect are not the only recruiters who have found Hope’s Front Door’s Pathways to Employment pro-

recruit in-home caregivers. And during the past year, busing company First Student has made five recruitment trips. Pathways to Employment’s momentum has been fast building since it’s creation this January. It grew out of a job-openings list the organization maintained for clients who came in for other aid like transportation, help with utility bills or medical coverage, among myriad other services. Executive Director Janell Robinson said the organization found that alerting people to job openings was helpful, but many of them did not have the skills necessary to apply. “Often the skill set needed to fill out an application is higher than the job they are applying to,” she said. “So it can be discouraging.” With pathways to Employment, clients have an opportunity to meet with a job coach who can help specifically tailor their resume and job search toward their goals and experience. For many clients, it can be the final step to self-sufficiency. “One of the great things that we can do is provide immediate relief because if you’re hungry, if you’re sick and you don’t have access to medication, it’s very hard to start that conversation about searching for a job,” Robinson said. “So if we can address those immediate concerns and then connect them with these long-term solutions, we know that longterm changes can be made.”

DOWNERS GROVE – Downers Grove Village Commissioner Geoff Neustadt will look to challenge incumbent Mayor Martin Tully in the April 7 municipal election. Neustadt made the announcement Sept. 23 with a news release that he is circulating nominating petitions to run for the office. His commissioners seat also is up for election in April. Tully said last month he plans to run for re-election. “Moving into 2015, the village embarks on big projects, including new facilities and financial planning,” Neustadt said in a statement. “We deserve a mayor who is able to organize and positively lead council to realize our goals and explore new ones in a

timely way.” Neustadt is in his second term as a village commissioner and was appointed mayor pro tem in May 2013. Previously, he contributed to the Village’s Transportation Advisory and Human Services Commission as a volunteer. A lifelong Downers Grove resident, Neustadt lives with his wife, Leslie, and two sons, David and Declan. Neustadt works as a maintenance mechanic for District 58 and has served its schools in various capacities for more than 20 years, according to the news release. Hairstylists charging a lot of money for a haircut or color don’t necessarily get paid a lot. Remember that they are using superior products on your hair. We must tip them – a lot of the money they make comes from our tips. I always tip my stylist at least 20 percent on a $160 job. Otherwise, what motivation do they have to provide you with a superior service? I am loyal to my stylist, and she is loyal to me. She bends over backward to keep me happy. Patriots Park begins new playground installation By ED MCMENAMIN emcmenamin@shawmedia.com DOWNERS GROVE – While Downers Grove families will soon enjoy a new playground at Patriots Park, the old structure will be similarly put to good use. Downers Grove Park District employees pulled up the old structure earlier this month, and it was collected by Kids Around the World, a charity that donates used and new playgrounds to less affluent communities. Park District Superintendent of Planning Paul Fyle said the Park District replaces playgrounds in a 12- to 15year cycle, and the play structure at Patriot’s Park was at least 15 years old. The new playground is being installed by the district the week of Sept. 21. He said the tots section of the structure will have nautical theme and will have a poured rubber surface with a colored island and ocean design. It’s the first Downers Grove Park District playground to have the poured rubber surface. “We’re excited about that,” Fyle said. “They’ve begun using it at other park districts. We’ve heard from a lot of parents that they really like that.” He added the portion of the playground for older children will have the same mulch surface as other playgrounds. The new structure fits in the same footprint as the old one, he said, and will be completed for less than the $250,000 budget, which also includes new sidewalks

leading to and from the play structure. The Park District also is refurbishing – but not replacing – the playground at Memorial Park this fall, according to Fyle, with a budget of $135,000. “We’re leaving the posts that are there and taking off all the slides and pieces and replacing those and building on new decks, slides and components,” he said. Tim Clausen, international playground director for Kids Around the World, said the charity is refurbishing the old playground and will then select a community to give it to. The Rockford-based organization is in its 20th year, he said, and began collecting and refurbishing old playgrounds about five years ago after 15 years of working solely with new sets. One of the first structures it refurbished came from Downers Grove’s Washington Park. “That went to Kyrgyzstan,” he said. “It was in an area with a high alcoholic rate and the family structure just wasn’t in the culture. It was neat to give families something to do together.” For that project, Kids Around the World also added an education center to teach children English, and oftentimes it brings food donations along with the playground, he said. Other big projects included work in New Orleans after Hurricane Katrina and in Haiti following the devastating 2010 earthquake.

To the Electors of the State of Illinois: The purpose of a state constitution is to establish a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must approve any changes to the Constitution before they become effective.

PROPOSED AMENDMENT TO SECTION 8.1 OF ARTICLE I OF THE ILLINOIS CONSTITUTION ARTICLE I – BILL OF RIGHTS SECTION 8.1. CRIME VICTIMS’ VICTIM’S RIGHTS.

(a) Crime victims, as defined by law, shall have the following rights as provided by law: (1) The right to be treated with fairness and respect for their dignity and privacy and to be free from harassment, intimidation, and abuse throughout the criminal justice process. (2) The right to notice and to a hearing before a court ruling on a request for access to any of the victim’s records, information, or communications which are privileged or confidential by law. (3) (2) The right to timely notification of all court proceedings. (4) (3) The right to communicate with the prosecution. (5) (4) The right to be heard at any post-arraignment court proceeding in which a right of the victim is at issue and any court proceeding involving a post-arraignment release decision, plea, or sentencing. make a statement to the court at sentencing. (6) (5) The right to be notified of information about the conviction, the sentence, the imprisonment, and the release of the accused. (7) (6) The right to timely disposition of the case following the arrest of the accused. (8) (7) The right to be reasonably protected from the accused throughout the criminal justice process. (9) The right to have the safety of the victim and the victim’s family considered in denying or fixing the amount of bail, determining whether to release the defendant, and setting conditions of release after arrest and conviction. (10) (8) The right to be present at the trial and all other court proceedings on the same basis as the accused, unless the victim is to testify and the court determines that the victim’s testimony would be materially affected if the victim hears other testimony at the trial. (11) (9) The right to have present at all court proceedings, subject to the rules of evidence, an advocate and or other support person of the victim’s choice. (12) (10) The right to restitution. (b) The victim has standing to assert the rights enumerated in subsection (a) in any court exercising jurisdiction over the case. The court shall promptly rule on a victim’s request. The victim does not have party status. The accused does not have standing to assert the rights of a victim. The court shall not appoint an attorney for the victim under this Section. Nothing in this Section shall be construed to alter the powers, duties, and responsibilities of the prosecuting attorney The General Assembly may provide by law for the enforcement of this Section. (c) The General Assembly may provide for an assessment against convicted defendants to pay for crime victims’ rights. (d) Nothing in this Section or any law enacted under this Section creates a cause of action in equity or at law for compensation, attorney’s fees, or damages against the State, a political subdivision of the State, an officer, employee, or agent of the State or of any political subdivision of the State, or an officer or employee of the court. or in any law enacted under (e) Nothing in this Section or any law enacted under this Section shall be construed as creating (1) a basis for vacating a conviction or (2) a ground for any relief requested by the defendant appellate relief in any criminal case.

EXPLANATION The Constitution sets forth substantial rights for crime victims. The proposed amendment expands certain current rights: 1) Victims are currently entitled to fairness and respect throughout the criminal justice process. The amendment would also provide that they shall be protected from harassment, intimidation and abuse. 2) Victims currently can make a statement to the court when a criminal defendant is sentenced to punishment. The amendment would allow a victim to be heard at any proceeding that involves the victim’s rights, and any proceeding involving a plea agreement, release of the defendant or convicted individual, or sentencing. 3) Victims may obtain information about conviction, sentencing, imprisonment or release. The amendment would require prosecutors and the court to notify victims of those events before they happen. The amendment would also grant additional rights to crime victims: 1) A victim would have a right to formal notice and a hearing before the court rules on any request for access to the victim’s information which is privileged or confidential information. 2) A victim would have the right to have the judge consider the victim’s safety and the safety of his or her family before deciding whether to release a criminal defendant, setting the amount of bail to be paid before release, or setting conditions of release after arrest or conviction. 3) The victim would have the right to assert his or her rights in any court with jurisdiction over the criminal case, but would not have the same rights as the prosecutor or the criminal defendant and the court could not appoint an attorney for the victim at taxpayer expense. The proposed amendment would not alter the powers, duties or responsibilities of the prosecutor. Further, a criminal defendant would not be able to challenge his or her conviction on the basis of a failure to follow these provisions.

POLICE WARN OF LATEST PHONE SCAM In a recent incident, a resident reported to police that she received several phone calls with a 954 area code from a person identifying themselves as representing Microsoft technical support. The caller told the victim that her e-mail account and computer were compromised and required immediate attention to prevent further damage or security breaches. The caller’s goal was to obtain credit card information and passwords from the victim. The Downers Grove Police Department wants our citizens to know that this type of scam is occurring frequently in and around our community. If someone calls or e-mails you claiming to be technical support for Microsoft or any other company: • Do not purchase any services from the caller. • Never provide control of your computer to any third party unless they are a reputable computer support team that you have contacted for assistance. • Report the incident to police. DOWNERS GROVE – Downers Grove native Tim Havidic won about $20,000 on the Food Network show “Cutthroat Kitchen,” but if you ask him about it, he’s the definition of nonchalant. He didn’t even watch the episode when it aired in August. “It was in LA – it was like homecoming – I used to work out there,” Havidic, 25, said. “So it was sort of fun. I hadn’t seen the people I used to work with in LA for four years. I told them I was coming out there, and I was really excited about it, and I wasn’t able to focus at all about the show.” “Cutthroat Kitchen” is more of a game show than cooking show, he said, as contestants compete in culinary challenges while fighting through “sabotages” the other competitors can buy to trip each other up. Each contestant starts with $25,000, and the cost of sabotages deducts from their potential winnings. One sabotage left Havidic to make a lobster roll after the ingredients, bread included, were dunked in the lobster tank. Another sabotage replaced his cutting utensils with wire. One of his competitors got stuck wearing lobster claws for hands, and another had to carry around an anchor. “The constant trash talking (show producers) encouraged us to do was pretty hilarious,” he said. “I had some good zingers, but I keep to myself, mostly. It was all friendly.” Perhaps Havidic’s laidback attitude helped him win the show, or it could be that at 25, he’s already worked as the executive chef at Moto’s former sister restaurant, iNG, and is currently the sous-chef at SoHo House Chicago. It also might be that he’s been approaching cooking like a sport since he joined the competitive cooking team at Technology Center of DuPage’s culinary program as a

high schooler. “You don’t just have to slave away and cook and just be crazy working 20 hours a day,” he said. “You can actually have fun with it. I treated it like sport. You always want to be done first with your stuff, and you get the prize at the end. In real life, the prize is a better paycheck or salary.” Havidic said the TCD Culinary program played a large role in encouraging his love for cooking and his current success. After high school, Havidic went on to study at the Culinary Institute of America in New York, followed by a butchering apprenticeship in Kingston, N.Y. That led to his stint in LA helping to launch a butchery, before moving back to Chicago. Eventually, he said he’d like to open his own restaurant, maybe a Spanish tapas place or a small, 60-seat tasting menu restaurant like Schwa.

Weber Grill elevates backyard barbecue LOMBARD – As the season turns and separation anxieties mount at the thought of backyard grills decommissioned until spring, one restaurant always provides a comforting phalanx of professional Weber grills and charcoal at the ready. This year marks the silver anniversary of the Weber Grill restaurant, which originated in Wheeling and today has locations in Lombard, Schaumburg, Chicago and Indianapolis. The restaurants are owned by the Illinois-based grill manufacturer. We visited the Lombard location, a handsome space with a playful motif that pays homage to the early days of the dome-lidded Weber barbecue grill invented in 1952. There are vintage photos in the dining room, a chronological display of actual grills above the bar in the Smokey Joe’s lounge where myriad TV screens are tuned to sports, and a life-size sculpture in the foyer of the grill’s creator, George Stephen, cooking on his Weber in front of the open kitchen. Outside the restaurant is a towering giant of a kettle grill, its sheer size lending an amusing exclamation point. The dining room has an inviting clubby feel, with an exposed-beam ceiling, wagon wheel-style chandeliers above the tables, expansive leather banquettes and ultra-comfortable, upholstered booths. A stone fireplace and rich wood accent the space. We opted for a booth, and our helpful server soon delivered warm pretzel rolls with a tangy cheddar butter. Steaks, barbecue, burgers, grill-fired pizza and seafood dominate the menu, but I didn’t need to ponder all the choices. I had to try the signature pork ribs with hickory barbecue sauce, and they did not disappoint. The tender, fall-off-the-bone meat was flavorful, and the sauce hit just the right notes of zesty, smoky

Served with our dishes was a thick slab of cornbread bursting with the just-picked flavor of high-summer sweetcorn with a hint of added sugar. My dinner date had chosen the two-item combo, picking the signature ribs along with the hardwood-slow-smoked pulled pork, which he praised

We were getting full, but couldn’t resist the seasonal creme brulee, whose flavor of the day was peach. We happily crunched through the crackling caramelized sugar atop the creamy custard. Splitting dessert does wonders to assuage the guilt of picking a rich confection. We paired dessert with a tasty cup of cappuccino prepared with Lavazza espresso coffee from Italy.

DOWNERS GROVE – Downers Grove South’s football team used fourth quarter drama to overcome earlier trauma in a 14-10 homecoming win against Leyden. Heading into Friday’s crosstown showdown at Downers Grove North, the Mustangs (3-2, 2-1 in the West Suburban Gold) trailed Leyden 10-0 after three quarters before Jacob Baker’s touchdown runs of 28 and 10 yards (the second with 3:18 to play) gave South an unexpectedly tough 14-10 win. “We really had to get our minds straight,” Baker said of the offensive struggles. “Our defense had been helping us out the whole game, so we really had to go out there with some fire. When we got the ball, the only thing on our minds was going forward and putting the ball in the end zone. And that’s what we did. “We didn’t have panic. We trust our teammates and knew the defense would get the job done. They got it done when they needed to, then we did our job and we came out of here with the win. That’s what matters.” The happy ending erased early misery – two Mustang turnovers plus two possessions that ended inside the Leyden 20-yard line, including time running out on the drive to the Eagles’ 3 at the end of the first half, helped Leyden (0-5) build a 10-0 lead. “We’ve been a very inconsistent team,” Mustangs’ head coach Mark Molinari said. “We can never hit on all cylinders for four quarters. “But this team has been resilient – this is our second fourth-quarter comeback (also beating Proviso West in Week 2). ‘Hit or miss’ Trojans fall to LT By DAN SANTAROMITA dsantaromita@shawmedia.com WESTERN SPRINGS – Downers Grove North finished a 19-play drive spanning more than eight minutes against Lyons Township, but that was the only drive they finished against the Lions. The Trojans lost 21-7, and finishing was the theme for coach John Wander after the loss, which was North’s fourth in a row. “We’re not finishing,” Wander said. “This team, for us to be good, has to finish everything that we have an opportunity to finish. Right now, it’s hit or miss.” The Lions took the lead on a pick-six on the Trojans’ first drive of the game. Brendan Swinehart grabbed a David Edwards pass and took it back the other way, but that was LT’s only score of the half. When Edwards capped off the long scoring drive for the Trojans with a 1-yard run up the middle in the second quarter, the score was tied 7-7. That score held into halftime. DGN’s defense again came up big with a fumble recovery by Shaun Williams following a bad snap from the Lions on the first drive of the third quarter. However, Lions’ running back Leonard Ross ran for 147 yards and two touchdowns in the second half, finishing with 220 yards on 36 carries. “I thought in the first half we played good,” Wander said. “In the second half, I don’t think our tackling was very good. It’s not every day a high school soccer player scores a highlight reel-worthy goal, but that’s exactly what Eric Diaz did for Downers Grove South. On a corner kick against Hinsdale South on Sept. 23, Diaz ran from the near post to the far post, and after his header was deflected back to him, he needed just one touch to loft the ball from one side of the net to the other and over the goalkeeper’s head from a sharp angle for the game’s lone goal. Rossi: What exactly happened on that play? Diaz: I was sitting at the top

of the box, then I curled my run all the way to the back post. I headed it, they blocked and it came back to me. I just volleyed it and it went in.

Rossi: Were you surprised it went in? Diaz: Not too much after I saw it go up and over the goalie.

Rossi: Have you had a goal like that in your career? Diaz: I don’t think I’ve

scored one like that during high school, so I can say that’s one of my best high school goals for sure.

Rossi: Is that a play that you can practice or is it just instinct? Diaz: I thought they were

just going to clear it out, but it came back to me and I just hit it. I guess you could say it was a little bit of instinct.

It seems like for the past decade, or even two, we’ve been debating the quality of NFL teams. Has pro football become truly mediocre, with no more than two, three or four teams really worth getting excited about? Or is everybody just that good? Many of us spent the better part of May, June and July bemoaning the difficulty of the Bears early schedule this year, with six of the first nine games on the road and five of those against 2013 playoff teams. Nobody wanted to listen when I warned everyone to relax, and tried to remind Bears fans that the way things change overnight in today’s NFL, that schedule might look a lot different by the time the Bears actually get to play it. Here we are just four weeks into the 2014 season, and not one of those teams the Bears face over their first nine games is over .500. The San Francisco and

CHICAGO FOOTBALL.COM Hub Arkush Carolina teams that were the second and fifth seeds in the NFC playoffs last year, and ranked third and second respectively in scoring defense, are both 2-2 and now rank 13th and 17th in points allowed. We feared the Jets and Falcons could be extremely difficult road trips and yet, through four weeks, New York is 1-3 and resides in the Bears win column, as do the 49ers, and the Falcons are 2-2, but currently ranked 31st in the NFL in total defense and 29th in points allowed. Miami was a popular AFC preseason wild card pick. The Dolphins started out on fire this year, upsetting the Patriots. But then they were embarrassingly bad, getting stoned in Buffalo and spanked at home by a Chiefs team that was 0-2 at the time. The Dolphins whacked the Raiders in London to get back

Buffalo was viewed as a rare winnable game for the Bears in their opener at Soldier Field, yet they found a way to lose. Buffalo went on to beat the Dolphins in Week 2, but then fell apart against San Diego and Houston to drop them to 2-2. The Patriots still lurk at home for the Bears in Week 8. We suspect they’ll be pretty good by then, but all we know at the moment is they struggled to get by the Raiders in Week 3, and Oakland is almost certainly the worst team in the league. Finally, there are the Pack-

ers, who’d been atrocious on defense and struggled to run the ball before coming to Soldier Field and letting the Bears run up 496 yards of total offense on them. Yet, they still found a way to beat the Bears, and by three touchdowns. Is there a lesson in any of this? Only that the Bears are about six or seven plays over four games away from being 4-0, or 0-4. As of this writing, they were seemingly like everyone else – of course, 2-2. And one more thing. Through four games, we still really have no idea who the Bears are, or who their main competition is going to be as they fight for a spot in the playoffs. It appeared after four weeks that the Bears offense was capable of playing with the best in the NFL. Or are they? For all the plays the Bears seem to have made and all their trips up and down the field, they were just 19th in the league in total offense and 16th in points per game through four weeks. Can that get a team to the playoffs, particularly when it’s

22nd in defense and 22nd in points allowed per game? In today’s NFL it can, as long as the team makes a few big plays along the way, and as long as the bulk of its competition is as mediocre as the Bears are. The Bears should continue to get better on offense. Defense is the big question. As the Bears learned from the Packers in Week 4, shootouts are awfully hard to win and even harder to control. But if you can score points, it only takes a few plays a game on defense in this league to steal wins. The good news for the Bears through the first quarter of the season is that other than perhaps Seattle, there’s no one in the NFC who’s going to run away and hide from them. The final question is, can they be just a little bit better than the rest, because there’s still plenty of time left, and it doesn’t take much in the NFL today.
