Village eyes lower property tax levy, increased water and stormwater fees By ED MCMENAMIN editorial@mysuburbanlife.com DOWNERS GROVE – Village plans for next year’s budget show a slightly lower property tax levy and a balanced general fund, along with higher water and stormwater fees for residents, according to staff documents. The proposed budget plan was posted to the village’s website Sept. 30, ahead of several fiscal year 2015 budget discussions. The first budget talk is scheduled for 8 a.m. Saturday at Fire Station No. 2, 5420 Main St. The plan prepared by Village Manager David Fieldman reports that higher than expected investment returns in the police and fire pension funds would allow the village to slightly lower the property tax levy next year. The amount of property taxes going to operational costs would remain constant. As proposed, the village’s property tax levy would decrease by about $180,000, or 1.55 percent, in 2015. The owner of a $300,000 house would save about $8.90 in 2015, compared to the current year, according to the village. Property taxes account for about 23 percent of the general fund budget. In the proposed budget, general fund expenses would increase by 2.6 percent from $43.7 million in 2014 to $44.82 million in 2015. Revenues would match expenses. Within the general fund, nonpersonnel costs would grow by 11.3 percent, and personnel costs would increase by 0.21 percent. Though personnel costs would increase slightly, the village is cutting about 3.6 fulltime equivalent staff positions in 2015. The reduction is mostly due to the elimination of 3.4 FTE bus driver positions as the Grove Commuter Shuttle service will be operated by PACE, using a third-party contractor; and the village eliminated the vacant Community Development Director position and assigned the job responsibilities to the planning and building division managers. “Since 2009, the village has

The proposed budget also shows a continued focus on investing in village infrastructure, with $9.5 million in planned road work, $4.6 million in storm water improvements and $5.6 million water infrastructure. DOWNERS GROVE – The Midwestern University health fair welcomed visitors Saturday with a variety of screenings and free flu shots, as well as expanded offerings and interactive activities all meant to bring health education to the public. The student-led health fair moved this year to the Downers Grove Park District’s Recreational Center to accommodate the longer list of booths and activities. Event coordinator and second-year pharmacy student Jan Kum said one of the new categories this year to the fair is the Children’s Health section. “We are so excited about this section,” Kum said. “We have a approximately 10 booths in the children’s health section and dedicated one-third of the gym for this section. In class you learn about children’s pediatrics and its a great way to showcase what we learned in the classroom.” About 220 student volunteers participated in the multi-disciplinary event, Kum said. Some of the booths for parents and their children to visit included car seat safety check, pediatric dental outreach, poison prevention and a teddy bear clinic, complete with provided teddy bears to children to teach kids what goes on in a doctor’s office, according to Kum. The first-year students offered face painting for

DGN alumna wins entrepreneur contest, launches tonic line By KELLI MURRAY kmurray@shawmedia.com DOWNERS GROVE – For most people, the tried and true method of finding an enjoyable beverage to drink is to taste a variety of refreshments and see what tingles the taste buds. But Downers Grove North Mary High School Pellettieri alumna Mary Pellettieri went a little further than most people in her quest for an enjoyable beverage. She flexed her botany degree to create a tonic concentrate that she enjoyed, but also a beverage line that helped her win the 2014 Milwaukee’s Hottest Kitchen Entrepreneur Challenge. Top Note Tonic is a line of botanically flavored tonic concentrates she started brewing in her kitchen that satisfied her need for a low sugar and botanical soft drink or tonic, she said. “I liked the taste of beer, but

“I liked the taste of beer, but I wanted a nonalcoholic but less sugary soda. So I designed a line of botanical mixers and soft drinks.”

For information, go to www. topnotetonic.com.

Mary Pellettieri 2014 Milwaukee’s Hottest Kitchen Entrepreneur Challenge winner I wanted a nonalcoholic but less sugary soda,” Pellettieri said. “So I designed a line of botanical mixers and soft drinks.” They also mix nicely in spirits, she added. The creation of Top Note Tonic has been a 20 year journey for the 1987 North High graduate. Pellettieri, 45, received a bachelor of science in botany from the University of North Carolina at Chapel Hill and a masters of science in occupational/environmental health from the University of Illinois Chicago. Pursuing her love of food and beverage, she landed in the craft brew industry where she utilized her skill set as a quality manager for Goose Island Beer Company and MillerCoors, she said. After a lengthy career, she left the craft beer industry and

decided to branch out as a beverage entrepreneur. Currently living in Milwaukee, Pellettieri co-founded La Pavia Beverage Company with husband Noah Swanson and Top Note Tonic was born early in 2014. With the win moving her forward, Pellettieri has been connecting with culinary minded bars and restaurants in the Milwaukee and Chicago area to grow the business. “We are looking for places with cocktail customers that are interested in what ingredients are going into menu,” she said. “This is a branded soft drink component that is a little different because it is low sugar and handmade.” Milwaukee-based Hudson Business Lounge and Cafe has been carrying Top Note Tonic products for about five months,

according to cafe manager and cook Jenny Hochschild. “I loved the products immediately, and I thought I could sell them,” Hochschild said. “There are no chemicals and no nastiness in the tonics, just good flavor.” Hochschild said she uses the bitter orange, bitter lemon and gentian flavors at the restaurant. “A lot of people like added flavor to their drinks,” Hochschild said. “They like the novelty of it.” Whether or not a person drinks alcohol, the tonics offer individuals a chance to enjoy a beverage that tastes great, and an opportunity to appreciate real fruit flavor in a drink and not artificial flavorings, Hochschild said. “I think her attitude in life comes out in her products,”

Hochschild said of Pellettieri. “She is delightful and her products are the same way.” By selling the tonics “on-premise”, an industry term meaning the beverages are sold to restaurant and bars for consumption, Pellettieri is hoping the tonics will follow the same pattern of the craft beer industry. “Craft beer started on-premise to get customers to try it and to prove that customers would come back to them,” Pellettieri said. “Our goal is to expand to a ready-to-drink line on soft drinks and be on the shelf with other tonic waters and not just be a mixer. “We want to be looked at as a soft drink and expand what people think about tonics. They use to be a drink that is low sugar that is slightly good for you and we want to bring that back.”

New standards serve the common good As the curriculum leader for District 99, I spend a lot of time in meetings. I plan teacher trainings, I brainstorm with department chairs about new courses we might want to offer students in the future and I help to ensure that learning remains the primary focus of our technology initiatives. Although there are a variety of projects on our plates, COMMUNITY there is a common thread VOICE that connects them all. GuidGina ing every decision that we Ziccardi make and conversation we hold, we are always asking ourselves: What is good for students? Our long track record of excellence is based on doing what is good and best for students. We know student success starts with superb teachers who are masters of their subject matter. Our teachers average more than 13 years of experience, and more than 83 percent have a master’s degree (or higher). Additionally, we offer our faculty dynamic and ongoing professional support. More than 80 percent of our teachers are trained in specialized techniques to help students learn and achieve. Teachers also meet frequently in small groups to discuss best teaching practices, sharing data, stories and insights so our students receive better instruction. We are well practiced in coming together as a team in order to do what is best for students. That’s why when the new state standards (aka common core) for learning were announced, we drew from our collaborative structures and spirit to adopt them. Our faculty mobilized, dissecting the standards one by one and transforming them into student friendly language that makes expectations clear. We adopted the standards for math, and now are integrating the English and language arts standards into all subjects. Last year, speaking and listening standards were infused into classrooms and we’re currently working on the writing standards, which will be implemented next year. Whether our students are learning about psychology, sports marketing or Spanish, we’re ensuring the standards are high and consistent across every class. We’re teaching students how to make sense of problems, how to be persistent and resourceful if they get stuck and how to effectively defend their points of view – all tenets of the new standards. Our students are being equipped with the skills they need to prepare for life after high school. The new standards are changing the way we teach for the better. And that’s good for students.

County election commission not bipartisan

Some people at the County Board claim the DuPage County Election Commission is bipartisan. Gibberish! The one and only Democrat sitting on that commission never, ever attends any political events of the party he allegedly represents. But then on Sept. 18, he came out of the woodwork to attend the $100-per-ticket fundraiser for a DuPage Republican candidate? That candidate has been calling

to keep the commission just the way it is – two Republican cronies and one Democrat in name only. Are those lawyers on the County Board or used car salesmen? Kick the tires before you vote ’em back in!

Keep the dogs out

Would someone please tell me why dog owners think it’s permissible to bring their animals to public events? First, not everyone likes dogs… I don’t want to be sniffed, nudged, nipped or barked at; I don’t care how cute your dog is. I find it very distracting, especially when I’m attending a children’s game, and we are supposed to be there to watch the kids play, not admire your dog. Granted, most dogs are well-behaved, but there is always the barker or one that wants to play, so charges every dog in sight. I believe there is an ordinance against taking your dogs into parks and park district fields. Parents, aren’t we setting a poor example by ignoring these rules in front of our children? Most important is safety. Yes, I know your dog would never bite anyone, but how many times have we heard that before? They are animals and as such, can be set off by heat, noise, fear, another dog or whatever, and you never know when it could happen.

Glad Holder is out

Eric Holder should have never held the DOJ (Department of Justice) office as he is a very racist person. The DOJ office should be a nonpartisan person. He has proven throughout his reign that he was not the right person to hold the office for the people of the U.S.A. If Al Sharpton, Obama and Erick Holder have their way, expect someone just as racist to be elected to continue their corruption.

As a Westmont resident and as an employee of a downtown business, I am continually frustrated with the parking policy downtown. Years ago, I was told I needed to start paying the town $100 to park within two blocks of my job. I begrudgingly obliged after a year of constantly moving my car. Now this past week, our designated spots were being resurfaced without any notification – no problem. We parked in the lot that was – and most of the time, is – never full. An officer who seems to patrol only that lot chalked our cars. She rectified the problem for the day; we were told to park two blocks from our business. I find this absurd that members of the business community are being asked to pay for spots that are blocks away from their place of business. I hear continuous complaints from elderly customers about the lack of parking on Burlington Avenue. Some of these people have a hard time walking far distances or even walking at all! Yet, I have witnessed several cars out there all day long. How come these spots are not being ticketed? Something needs to be done. I want everyone to be able to enjoy beautiful downtown Westmont, not just those who can walk a short distance. Perhaps more time should be spent providing spots closer to our business available to all, instead of chalking cars and monitoring paid business member parking.

SUBURBAN LIFE MEDIA The first patient diagnosed with the Ebola virus in the United States is in isolation in Dallas, but there is little worry for the infection to become an epidemic, doctors say. “The public health systems we have in place make it very unlikely that it will spread like it did in West Africa,” said Dr. Brian Harting, infectious

disease specialist at Advocate Good Samaritan Hospital in Downers Grove. The disease is not airborne and is spread by direct contact with bodily fluids, which limits its mobility. In addition, infected persons are not contagious until showing symptoms, unlike some other viruses. “That’s why we have a little bit better success [at locating] people who have potential risk,” he said. “There was

a case in Nigeria, in a pretty large city and there was a lot of alarm that it could spread throughout the tens of millions of people. But because they have more sophisticated public health responses [than in other West African countries] they were able to isolate the patient and identify who that patients’ contacts were and contain that outbreak so far.” On Wednesday, Texas Gov. Rick Perry announced the man

in Dallas had come into contact with four school-age children whom were now being monitored and have not shown symptoms, according to media reports. In total, between 12 and 18 people have been identified as having come in contact with the patient, according to media reports. The Center of Disease Control and Prevention confirmed Tuesday that the patient had

been diagnosed with Ebola after returning from a trip to West Africa. “The patient did not have symptoms when leaving West Africa, but developed symptoms approximately four days after arriving in the U.S. on Sept. 20,” the CDC wrote. “The person fell ill on Sept. 24 and sought medical care at Texas Health Presbyterian Hospital of Dallas on Sept. 26. Continued from page 9 something for my granddaughter but there was nothing suitable for newborns to protect their eyes,” Majewski said. Majewski researched the topic further and discovered disconcerting news. Newborn’s eyes are susceptible to eye damage from the sun, he said. According to the American Academy of Pediatrics website, children younger than age 10 may be at increased risk for retinal injury because the transmissibility of the lens to damaging visible blue and UV light is greatest during this period. “I have a biology degree and I wanted to follow up on it,” he said. What started as a hobby for Majewski, 61, ended with a “Eureka!” moment when he one day noticed a roll of film wound up and situated inside a film canister of a camera that was being serviced. The seed was planted and quickly began growing, he said. “It takes a lot of time to develop a product and see what people think,” Majewski said. As he was thinking about the photography film, he went to the eye doctor who dilated his eyes and brought out oversized sunglasses for him to wear home. It was all the trigger he needed to develop the inaugural pair of Sunzeez. “I come from a large family, so the Sunzeez were being tried out on all my family members,” he said. Feedback was positive, but explained that his test subjects’ input helped him size the sunglasses correctly, he added. “So we shrunk them down and put this edge banding on

Downers Grove resident Lawrence Majewski developed Sunzeez baby sunglasses after concern over harsh sunlight potentially damaging the eyes of his infant granddaughter.

The lenses are made from polyester that offers 100 percent UVA/UVB protection, he said. There are no ear hooks or pressure bands to keep the lenses in place. The lenses roll up just like photography film and have a similar consistency. Sold in sets of three with a canister to store them when not in use, Sunzeez retail for $24.95 and come in a variety of colors. Sunzeez are sold online but also may be found in some local retail shops such as Beautiful Beginnings, 4472 Lawn Ave.,

Western Springs. “We’ve been selling them for about a year,” said Beautiful Beginnings co-owner Debbie Feiler. “We bought about 36 pairs and sold every pair that we had.” While Feiler said she hasn’t heard any feedback on the glasses, she said she would probably purchase more once sunglass season came around again next spring. For Majewski, the invention of Sunzeez was born from love, but the business growth has been much more calculated. “We went online with the website just the last year or so and have sold the product all over the world,” he said. “So we are picking up momentum, but we are also moving deliberately because I don’t want to be overwhelmed. We get up to three orders a day now and are very service oriented so we ask questions. We get a lot of positive feedback.”

Fall is a season of change; the leaves on the trees, the weather, and even our clothing choices change. Although it is a time for nature to slow down and prepare for winter, it can be an opportunity for growth, too. School has resumed, vacation is over, and it’s a good time to reassess where you are, in relation to where you’d like to be.

At The Birches, our assisted living and memory care lifestyles offer innovative and creative programs designed to empower our residents to interact with others, learn, grow and enjoy themselves – every day. Above all else, we provide the support needed to live as independent a lifestyle as possible.

Self-improvement is a way to make a positive change in your life. Some might opt for an updated hairstyle or start an exercise program to upgrade their look. Another way is to assess the appearance and health of your teeth. Cosmetic Dentistry is an ever-growing field, with many procedures available. Most of these can be done in a short amount of time. Tooth whitening can be performed in an hour or less, and can whiten your teeth up to 10

shades lighter. Dental bonding is an alternative that can both whiten and reshape teeth, improving the overall appearance of the smile. Other options to improve the look and health of your teeth include crowns, porcelain veneers, restoration of dental implants, and dentures. Webster Cosmetic Dentistry, led by Barbara Webster, DDS, has undergone a big change. The office has a new location, just two short blocks from the previous spot. The new facility is bigger and brighter, and offers better access and more parking spots. The new space is beautifully decorated. What hasn’t changed is the warm atmosphere and the experienced, caring staff. Because they believe that health and beauty go together, the Downers Grove office offers a full range of both cosmetic dentistry procedures and full-service dental treatment care for the entire family.

GUMBOILS Q: What is a gumboil?

The decay that can lead to a gumboil often begins with just a small spot of demineralization on the tooth’s enamel. Demineralization is caused by exposure to the acid created from the interplay of bacteria and food. This is why thorough brushing and flossing every day is so important. Brushing and flossing remove the plaque that hosts the bacteria. Regular visits to your dentist are also essential if you want to maintain good oral health and avoid unpleasant developments like the eruption of a gumboil.

DGR

A: A gumboil is a pus-filled, painful swelling on the gum that is usually a result of an abscess – an infection – brought on by tooth decay. An abscess is an infection that develops around the root of a tooth in the gum or the jawbone. Pus develops and accumulates. The pressure this causes in a confined area can be tremendously painful. When the pus reaches the surface of the gum it pushes against the tissue and creates a boil. This is a sign of a serious infection and you should call your dentist immediately. Until the dentist can see you, you can rinse your mouth with warm salt water to ease the irritation and to bring the boil to a head. Once it comes to a head, the boil may burst on its own.

To the Electors of the State of Illinois: The purpose of a state constitution is to establish a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must approve any changes to the Constitution before they become effective.

PROPOSED AMENDMENT TO SECTION 8.1 OF ARTICLE I OF THE ILLINOIS CONSTITUTION ARTICLE I – BILL OF RIGHTS SECTION 8.1. CRIME VICTIMS’ VICTIM’S RIGHTS.

(a) Crime victims, as defined by law, shall have the following rights as provided by law: (1) The right to be treated with fairness and respect for their dignity and privacy and to be free from harassment, intimidation, and abuse throughout the criminal justice process. (2) The right to notice and to a hearing before a court ruling on a request for access to any of the victim’s records, information, or communications which are privileged or confidential by law. (3) (2) The right to timely notification of all court proceedings. (4) (3) The right to communicate with the prosecution. (5) (4) The right to be heard at any post-arraignment court proceeding in which a right of the victim is at issue and any court proceeding involving a post-arraignment release decision, plea, or sentencing. make a statement to the court at sentencing. (6) (5) The right to be notified of information about the conviction, the sentence, the imprisonment, and the release of the accused. (7) (6) The right to timely disposition of the case following the arrest of the accused. (8) (7) The right to be reasonably protected from the accused throughout the criminal justice process. (9) The right to have the safety of the victim and the victim’s family considered in denying or fixing the amount of bail, determining whether to release the defendant, and setting conditions of release after arrest and conviction. (10) (8) The right to be present at the trial and all other court proceedings on the same basis as the accused, unless the victim is to testify and the court determines that the victim’s testimony would be materially affected if the victim hears other testimony at the trial. (11) (9) The right to have present at all court proceedings, subject to the rules of evidence, an advocate and or other support person of the victim’s choice. (12) (10) The right to restitution. (b) The victim has standing to assert the rights enumerated in subsection (a) in any court exercising jurisdiction over the case. The court shall promptly rule on a victim’s request. The victim does not have party status. The accused does not have standing to assert the rights of a victim. The court shall not appoint an attorney for the victim under this Section. Nothing in this Section shall be construed to alter the powers, duties, and responsibilities of the prosecuting attorney The General Assembly may provide by law for the enforcement of this Section. (c) The General Assembly may provide for an assessment against convicted defendants to pay for crime victims’ rights. (d) Nothing in this Section or any law enacted under this Section creates a cause of action in equity or at law for compensation, attorney’s fees, or damages against the State, a political subdivision of the State, an officer, employee, or agent of the State or of any political subdivision of the State, or an officer or employee of the court. or in any law enacted under (e) Nothing in this Section or any law enacted under this Section shall be construed as creating (1) a basis for vacating a conviction or (2) a ground for any relief requested by the defendant appellate relief in any criminal case.

EXPLANATION The Constitution sets forth substantial rights for crime victims. The proposed amendment expands certain current rights: 1) Victims are currently entitled to fairness and respect throughout the criminal justice process. The amendment would also provide that they shall be protected from harassment, intimidation and abuse. 2) Victims currently can make a statement to the court when a criminal defendant is sentenced to punishment. The amendment would allow a victim to be heard at any proceeding that involves the victim’s rights, and any proceeding involving a plea agreement, release of the defendant or convicted individual, or sentencing. 3) Victims may obtain information about conviction, sentencing, imprisonment or release. The amendment would require prosecutors and the court to notify victims of those events before they happen. The amendment would also grant additional rights to crime victims: 1) A victim would have a right to formal notice and a hearing before the court rules on any request for access to the victim’s information which is privileged or confidential information. 2) A victim would have the right to have the judge consider the victim’s safety and the safety of his or her family before deciding whether to release a criminal defendant, setting the amount of bail to be paid before release, or setting conditions of release after arrest or conviction. 3) The victim would have the right to assert his or her rights in any court with jurisdiction over the criminal case, but would not have the same rights as the prosecutor or the criminal defendant and the court could not appoint an attorney for the victim at taxpayer expense. The proposed amendment would not alter the powers, duties or responsibilities of the prosecutor. Further, a criminal defendant would not be able to challenge his or her conviction on the basis of a failure to follow these provisions.

FORM OF BALLOT Proposed Amendment to the 1970 Illinois Constitution

Explanation of Amendment The proposed amendment makes changes to Section 8.1 of Article I of the Illinois Constitution, the Crime Victims’ Bill of Rights. The proposed amendment would expand certain rights already granted to crime victims in Illinois, and give crime victims the ability to enforce their rights in a court of law. You are asked to decide whether the proposed amendment should become part of the Illinois Constitution.

Bella Bacino’s fires up passion for Italian LA GRANGE – As we approached Bella Bacino’s in downtown La Grange, diners sat outside enjoying their Italian fare on a mild fall evening. Indoors, the inviting space has warm colors and a wall covered with sections of wine crates. The old world Italian inspiration can’t be missed, but the decor remains unique, bathed in deep reds with pale accents. Strings of miniature light bulbs wrap the exposed ceiling overhead for a romantic touch. After delivering our drinks, our server brought over a warm plate of tomato basil bread, along with olive oil and Parmesan cheese. Not only did the orange-hued bread look more adventurous than a traditional basket of baguette slices, the basil added an extra kick. Despite the tempting list of appetizers, including classics such as bruschetta and calamari, the Caprese salad was calling my name. I decided to skip the opening act and talked my dining companion into splitting the Caprese’s fresh cow’s milk mozzarella, slices of locally grown, vine-ripened tomatoes and basil, topped with extra virgin olive oil and a balsamic reduction. The juicy tomatoes and creamy mozzarella popped with contrasting flavor and texture. After studying the menu, my companion decided on one of the day’s specials. He picked the potato gnocchi with prosciutto and spring peas in a light cream sauce. I had to sneak a bite from his plate after listening to him rave about his dinner choice. The delicate sauce was just the right amount to dress the hearty potato dumplings and tangy prosciutto tidbits. I went with the flavorful Rigatoni con Mozzarella. My plate was filled with house-made tomato sauce, fresh mozzarella and basil, and Parmigiano-Reggiano. I added prosciutto, but another option is salsiccia, an Italian sausage.

Downers Grove South’s Jacob Baker (right) runs the ball while Downers Grove North’s Brandon Bancoro gives chase in Friday’s crosstown game at North. Baker scored three touchdowns to fuel a 35-13 win.

Baker breaks out as DGS tops DGN By JASON ROSSI jrossi@shawmedia.com DOWNERS GROVE – Last year, Jacob Baker was playing on the defensive side of the ball when Downers Grove North defeated Downers Grove South 42-21. On Friday, the South senior helped the visiting Mustangs earn some payback by rushing for 207 yards and two touchdowns in a 35-13 victory against North. “That loss last year was burned in my memory,” said Baker, who also caught a 31-yard touchdown pass. “I remember getting beat on a couple of plays, so I wanted to come out and show if you’re

going to beat us on our field, we’re going to beat you, too.” Jordan Skach’s 10-yard pass to Max Soderlund got the Mustangs on the board late in the first quarter, and Ryan Taylor’s one-handed interception and 51-yard return put the Mustangs ahead 14-0 early in the second. David Edwards plowed in from 1-yard out to draw the Trojans within 14-6 just before halftime. Baker scored all three of his touchdowns in the second half to help the Mustangs pull away. First was his fingertip catch, then 34- and 45-yard touchdown runs, the latter making it 35-6 with 4:16 to play. After a 1-2 start to the season, the Mustangs have won

three straight games, twice scoring more than 30 points. The win against North was another sign South is headed in the right direction. “Nothing gets you going like a big rivalry, so DGN was a big game that was going to turn it around for us,” Baker said. “I really think we took a step in the right direction and things are looking good for us.” Head coach Mark Molinari concurred with Baker that Friday’s win signaled South is headed in the right direction. “We hadn’t been consistent and we were waiting to play our best game, and we finally did it,” Molinari said. “We needed to play good football tonight against a good team, and

I thought we did.” Jared Whitacre added a late 10-yard touchdown run for the Trojans, but it wasn’t enough for the home team. After backto-back appearances in the Class 7A quarterfinals, Friday’s loss dropped them to 1-5 overall and eliminated them from playoff consideration. “Once again, we didn’t play that bad a first half,” Wander said. “Second half, we dropped a ball wide open once again. It was the exact same thing that happened against Oak Park when we fumbled on the 10yard line [with a chance to tie it] and when we were tied 7-7 against LT [at halftime]. We just don’t finish in the second half and it all compounds.”

ATHLETE OF THE WEEK

By JASON ROSSI jrossi@shawmedia.com DOWNERS GROVE – A game that ended in a tie felt like a win on one side and a loss on the other. The scoreboard read 2-2 at the end of Thursday’s boys soccer showdown between host Downers Grove North and Downers Grove South, but it felt like a win for the Trojans, who battled back from a 2-0 deficit, and a loss for the Mustangs. “We were down 2-0 and it was a little frustrating because we were playing really well, and unfortunately two mistakes led to two goals,” North head coach Mike Schmitt said. “We had a chance to regroup and take advantage of our options because we had 17 minutes left and we had to get it done, and within 10 minutes we got the job done. “Playing like this against Downers Grove South, I think we played fantastic and really showed people what we can do.” The Trojans (7-7-1) scored their goals less than two minutes apart after a lightning delay stopped play for 30 minutes midway through the second half. First was Sam Crowley’s own lightning strike on a well-struck and well-placed ball from 35 yards out with 13:24 to play. Then Crowley’s corner kick found Carter Tome, who stuffed it home on the doorstep with 11:31 left. “I think the break kind of helped,” Crowley said. “We got to re-evaluate what we were doing on the field and re-establish what we wanted to do. It

We encourage that,” Schmitt said. “If you’ve got space and you’ve got time, line it up and have a go. It was really a brilliant strike. Perfect placement. It was one of the better shots I’ve seen all season.” South led 1-0 at the half on Nick Rohl’s goal then extended the lead to 2-0 when Alex Escamilla corralled the rebound on Eric Diaz’s initial shot and slipped it home. Then came the weather delay, which seemed to sap the Mustangs’ momentum. “We had just scored that second goal and were playing well, but credit to North. [The break] gave them a chance to regroup

Game breakdown Downers Grove South 2, Downers Grove North 2 GOAL SCORERS n DGS: Nick Rohl, 30th minute n DGS: Alex Escamilla, 60th minute n DGN: Sam Crowley, 67th minute n DGN: Carter Tome, 69th minute and gave our guys a chance to think that the game was over,” said South head coach Jon Stapleton, whose team slipped to 9-1-4 on the season. “It made us feel pretty good with where we were at, and it showed. It’s disappointing. “We didn’t play a complete game. We failed a 17-minute test.”

Crowley had a spectacular goal with a pinpoint score from distance to help the Trojans salvage a 2-2 tie against Downers Grove South. Downers Grove North’s soccer team was in need of a momentum boost Thursday against Downers Grove South. Crowley provided it with an absolute rocket of a goal. The defender was 35 yards out and sent a well-struck ball into the upper left corner of the net for the Trojans’ first strike. Just a few minutes later, he played the corner kick that led to the Trojans’ tying goal. Crowley, the Sears Appliance & Hardware Athlete of the Week, spoke with Suburban Life sports editor Jason Rossi about his goal and North’s solid season so far.

Rossi: What was the thought process on your goal? Crowley: I pretty much saw

that no one was in front of me, we were down 2-0 and I thought it’s better to take it than not take it. Just kick it as

hard as I could and it went in.

Rossi: Did you have your target picked out? Crowley: No, not really. I

was just trying to kick it as hard as I could and put it in the net.

Rossi: Do you think your goal gave you the momentum to tie the game? Crowley: Yeah, I really

think it helped us push forward and get some momentum forward instead of just sitting back and trying to play defense.

Rossi: What’s different about this year’s team that has led to more success? Crowley: I think the team is

a little bit closer this year, and we have a new coach and he’s got a new idea of where he wants the team to go.

Chicago’s NFL Draft a made-for-TV moment CHICAGO FOOTBALL.COM Hub Arkush ticket manager, traveling secretary or the brother-inlaw of the owner or general manager, who they don’t really want anywhere near the War Room. What exactly are those 50 to 75 people going to do for the tourist industry in the city of Chicago? Yes, that is clearly a rhetorical question. True, the commissioner, who I assume still will be Roger Goodell, will be there. But 10 minutes ago most of you wanted him fired. Now you want to run out and watch him in person as he steps to a podium every 10 minutes, calls some kid’s name and then exchanges a truly embarrassing man-hug with a young man half his age and twice his size who he’s never met before and probably will never see or talk to again? That’s entertainment? And while your witnessing this scintillating exchange of emotions in

It’ll be nice publicity for the city as it’s mentioned repeatedly over a several week stretch on all the sports stations, assuming we don’t have kids being shot and young women being assaulted every night while the spotlight is on our hometown. But as long as I’m trying to tell you the truth here, I’ve got some bad news for our mayor. “Next year, NFL fans from across the country will travel here or tune in as the future of their team is decid-

IT’S ALL ABOUT DRIVE

ed in Chicago,” Mayor Rahm Emanuel said in a statement about the draft announcement. Nobody’s coming boss. The NFL draft won’t even be a pimple on the behind of Chicago’s tourist industry. Each team will send a couple people, so that’s 65 to 100, and the NFL will probably send 50 to 100 more. And they’ll try and bring in the top 20 to 25 prospects and their families and posses. So maybe the event will bring 300 or 400 people to town for a couple days. You’d get a lot more than that for a quilting convention. I hate to rain on Chicago’s newest parade, folks, but attending an NFL College Draft in person is much ado about nothing. Unless, of course, you’re one of those guys who loves to paint his face, throw on a Halloween costume and then go out in public, sit in a peanut gallery and howl at the moon. Even if you are “that guy,” would you spend a couple grand to travel to another city, book a hotel room and run around a strange city, all decked out like a

doofus and feed someone else’s local economy? Or are you more likely to participate if all you have to do is take a ride locally and still get home in time for all your meals? The couple thousand fans who show up in New York every year are all locals who rarely have the opportunity to get to an actual game, so they show up at the draft to proclaim their loyalties. Maybe we’ll get a few folks who’ll come down for the weekend from Milwaukee or Detroit or head northwest from Indianapolis. The folks in the seats will be locals who might otherwise be feeding the economy in their neighborhood watering holes. Again, it will generate a nice amount of free TV time for the city, although nowhere near as much as if the Bears actually made a deep run in the playoffs. Don’t get me wrong; Bringing the draft to Chicago isn’t a bad thing. It just isn’t much of a thing at all since all we’re really doing is giving folks a chance to miss the best made-for-TV event in all of sports to go watch it in person.

42 CLASSIFIED • SDP • Wednesday, October 8, 2014 • Suburban Life / mysuburbanlife.com NOTICE TO TAXPAYERS – ASSESSED VALUE REVISIONS Lisle Township, 2014 Assessed Values

You must file your appeal within 30 days of the assessment publication date. Dependent on the actual publication date(s), the estimated appeal deadline is November 7, 2014.

Median Level of Assessment: 33 1/3% Valuation Date: 01/01/2014 Relevant Real Estate Sales Information Used to Develop the Equalized Assessed Value: Sales Occurring Between 01/01/2011 – 12/31/2013 Your property is to be assessed at the above listed median level of assessment for the assessment district. You may check the accuracy of your assessment by dividing your assessment by the median level of assessment. The resulting value should equal the estimated fair cash value of your property. If the resulting value is greater than the estimated fair cash value of your property, you may be over-assessed. If the resulting value is less than the fair cash value of your property, you may be under-assessed. You may appeal your assessment to the Board of Review Illinois law requires assessed values of property, other than farmland and coal, are to be assessed of 33 1/3% of fair market value. Restrictions within Illinois law delay the change in property assessments caused by changes of actual property fair cash value. State law requires the assessed values are to be adjusted based upon data from the three prior calendar years before the assessment date. In appreciating markets, this forces current property assessments to lag behind recent sales prices, and in declining markets, the decline of assessed values is delayed. Contact your local assessor’s office to review your assessment if you believe the fair cash value is incorrect or you are not assessed uniformly with comparable properties in your neighborhood. A physical description of the property, which includes information used by the Township Assessor to create the assessed value, is displayed on their website. Please review this information for accuracy. Township Assessor Contact Information:

Assessed values are one of the three variables which determine individual property tax amounts. The other two variables are homestead exemption amounts, if any, and property tax rates. Tax rates are determined from the budgets of all units of local government supplying services to your property. Your tax bill is calculated by multiplying the equalized assessment for your property (minus exemptions) by the tax rate. Homestead Exemptions available to Illinois property taxpayers include the General (Residential), Senior Citizens, Senior Citizens Assessment Freeze, Disabled Veterans’ Standard, Disabled Veterans (Adaptive Housing), Disabled Persons’, and the Returning Veterans’ homestead exemptions. You may review information describing these programs by visiting the Supervisor of Assessment’s website located at http://www.dupageco.org/SOA/ In accordance with the Illinois Compiled Statutes, Chapter 35, 200/9-210, the following equalization factors have been applied by the Supervisor of Assessments to bring the assessment level to the current median level of assessment as stated above. All parcels including those listed below have been increased or decreased by applying these equalization factors. The assessed values herein shown are subject to revision and equalization by the DuPage County Board of Review and by the Department of Revenue. Illinois Compiled Statutes, Chapter 35, 200/17-5 provides that the Department shall lower or raise the total assessed value of the property in any county so that such property will be assessed at its Fair Cash Value as defined in the Illinois Compiled Statutes, Chapter 35, 200/9-145.

If after reviewing the assessment with your assessor’s office, you are still not satisfied, then contact the Board of Review at 630-4075888 for an appeal form and a copy of their rules OR visit their web site at www.dupageco.org/SOA/. There is an appeal deadline.

BUDGET MEETING The Village Council of the Village of Downers Grove will conduct a public meeting to review the FY 2015 Proposed Annual Budget on Saturday, October 11, 2014 at 8:00 a.m. at Fire Station 2, 5420 Main Street. The public is invited to attend.

OPEN BURNING Recreational campfires are allowed in Downers Grove. However, there are safety rules that must be adhered to: • • • • •

Cannot emit offensive smoke or odors Must be attended to by a person 18 years of age or older Must be at least 15 feet from any structure or dense brush Must be conducted in an approved container Cannot burn cardboard, leaves, construction materials, or refuse

YARD WASTE/LEAF COLLECTION Yard waste includes leaves, grass clippings, twigs, small branches and other garden refuse. Collection begins April 1 and continues through the second week of December. Yard waste must be placed in one of the following: • 33-gallon biodegradable paper bag • 33-gallon unlined can • Republic yard waste cart. (Call Republic at 630-964-3232 for pricing. A garbage sticker is not required.) Carts or cans must be clearly identified as yard waste. Please mark any yard waste containers on the outside as YARD WASTE, or contact the Village for a decal.

Contact the Downers Grove Police Department at (630) 434-5600 if you notice possible open burning violations.

Brush and tree branches may not exceed 4 feet in length and 5 inches in diameter and must be bundled together with jute twine or uncoated string. Bundles may not exceed 2 feet in diameter, 4 feet in length, and 50 pounds in weight.

Should you have questions about open burning, contact the Fire Prevention Division at (630) 434-5983.

A garbage sticker must be attached to each bag, can or bundle. Bags or cans may not weigh more than 50 pounds.

The open burning ordinance can be found on the Village website www.downers.us. Search for “Municipal Code,” then click on Chapter 13-35.

TIPS TO REDUCE YARD WASTE VOLUME Mow over leaves before bagging them. This reduces the ratio of bags to leaves by seven to one, thereby saving money on sticker costs. Consider composting. Composting is the biological decomposition of organic material into a humus-like substance called compost. Leaves and other types of yard waste can be a source of materials used in a compost pile.

STORM GRATES The Village asks for your help, if you are able, in keeping storm grates on your street free and clear of leaves and other debris. This allows water to flow freely into storm drains during rain events. Village Council meetings are held the first, second, and third Tuesday of the month at 7:00 p.m. in the Village Hall Council Chambers at 801 Burlington Avenue. Village Council meetings are broadcast live on DGTV-Ch. 6. The rebroadcast of these meetings can be seen Wednesday mornings at 9:00 a.m. and Thursday evenings at 7:00 p.m. Live radio broadcasts of Council meetings can only be heard at 7:00 p.m. the first and third Tuesday of the month on WDGC-FM, 88.3. Podcast and live streaming coverage of Council meetings are also available at www.downers.us. Individuals with a disability requiring a reasonable accommodation in order to participate in any meeting should contact the ADA Coordinator at 630.434.5525, prior to the meeting. Wheelchair access is available through the south entrance of Village Hall. 10/8/14
