DOWNERS GROVE – The Village Council identified key issues it hopes to address through long-range planning at a June 2 meeting. One of the most frequently mentioned discussion items was facilities upgrades. In May, village officials announced they would be re-examining cost-effective ways to provide upgrades for the Village Hall and police and fire stations. Mayor Martin Tully said the facilities need to be addressed in the near future. With inflation, he said, the cost of the project is only going to continue to rise. “It’s not something that’s going to get better,” he said. Officials previously have said the Village Hall and police station buildings have outlived their useful life, and they require new roofs, HVAC systems and other upgrades and do not meet the needs of village staff. Officials described the police station as too small with inadequate storage space and a lack of private meeting areas, while they said the Village Hall is too large and creates operational inefficiencies.
Future meetings The June 2 meeting was the first of several to discuss the long-term future of the village. Dates and topics include: n JULY 7 – Budget general fund discussion n JULY 21 – Infrastructure discussion n AUG. 4 – The impact of redevelopment on neighborhoods discussion n AUG. 18 – Meeting to review and prioritize council direction The facilities upgrades were previously proposed to be executed via a multiphase, multi-year plan that would have included constructing new police and fire stations as well as a new fleet maintenance garage on village-owned property at Ogden Avenue and Lacey Road. That project was estimated to cost about $50 million. An advisory referendum regarding the project was overwhelmingly voted down, with 87.6 percent of votes cast against it. Commissioner William Waldack said upgrading the police station and other facilities is important, but he doesn’t want to move the facilities to village-owned land on Ogden Avenue.
Commissioner Greg Hose said the facilities should move to Ogden Avenue. If an oil tanker were to derail in Downers Grove, he said, the police station would potentially be destroyed in the process, which he called “unacceptable.” He said the police station should be moved to Ogden Avenue first and the Village Hall could be moved later. Commissioner Bill White said he agrees with addressing the facilities plans but also wants to look at additional tools to improve historic preservation. He said he wants to avoid having an issue such as the demolition of the Edwards House happen again. White said he also hopes to find a way to increase sales tax revenue in the village. “If we fall behind other communities in sales tax, that money doesn’t stay in our taxpayers’ pockets,” he said. Tully said other issues he felt were important are enhancing historic preservation, improving street maintenance and reconstruction, and looking at consolidation efforts. The village’s main goals with the long-range plan are to be a steward of

DOWNERS GROVE – After months of discussion and debate, the historic Edwards House has been demolished. Demolition began June 6 on the 1890s Queen Anne Victorian and marked the end of the line for community efforts to save the home. Tom Nybo, founder of the Save the Edwards House group, said watching the house come down was “depressing.” Nybo and several other supporters of the effort to save the home came out to watch the teardown, which lasted about six hours. Local teens affiliated with the group brought signs to promote historic preservation. “It’s a pretty big blow, spending a year on a project and watching it all go down in front of you,” Nybo said. The Village Council voted 5-2 in December to approve construction of the 55-unit Marquis on Maple condominium development on the site of the historic home and the property next to it at 942 Maple Ave. and 936 Maple Ave., respectively. But work was ongoing behind the scenes for months beforehand to find a way to save the house. The closest the home came to being saved was in March. A plan had surfaced to lift the structure off its foundation and move it to another property on Maple Avenue owned by resident John Tillotson. However, Tillotson wanted the village to cover the cost of moving the house, which was expected to total $133,000. Instead, the council unanimously approved offering Tillotson a 10-year, interest-free loan of $123,560. Tillotson rejected the offer, calling it “financially unattractive.” He later reluctantly accept-

Council OKs Downers Grove Dunkin’ Donuts drive-thru By EVAN SHIELDS eshields@shawmedia.com DOWNERS GROVE – The Village Council has unanimously approved allowing a Dunkin’ Donuts to build a drive-thru despite concern from village staff. The council greenlighted the construction of the drive-thru, in addition to variances allowing it to be closer to the store’s property line than village requirements permit, at a meeting June 2. The combination BP and Dunkin’ Donuts at 1200 75th St. will construct the drive-thru on the northwest portion of the property, where it will loop clockwise to connect to the building and bisect the sidewalk and parking lot to lead traffic back to the gas station. Village Planning Manager Stan Popovich said at the council’s May 19 meeting there were “multiple safety concerns” with the plan, including pedestrians needing to cross the drive-thru lane and cars potentially blocking traffic. Dunkin’ Donuts owner Patrick Romer provided examples of success-
ful area drive-thrus May 19 and said June 2 he recently visited a Starbucks that Commissioner Bill White previously cited as having a similar drive-thru. Romer told the council he felt that plan was more complex than the one he presented but that the Starbucks drive-thru was approved without any pushback. “It feels like we’re being held to a little bit stricter standard than Starbucks,” he said. Commissioner William Waldack said he voted in favor of the measure because previous councils have approved complex drive-thrus at other locations but said the village should develop a new standard moving forward to reduce the complexity of designs. “It’s because of our standards that good businesses want to locate in Downers Grove,” Waldack said. Commissioner Greg Hose said customers will vote with their feet: If a drive-thru is difficult to navigate or traffic backs up, they will go somewhere else. “I think this does present some conflicts, but at the same time they’re not insurmountable,” he said.

Nybo has decided it’s time to look toward the future of Downers Grove history. The Save the Edwards House group will continue but will be renamed Friends of the Edwards House. Nybo said the group of more than 20 people will work to prevent such a demolition from happening again. “We’re going to focus on changing zoning for downtown districts,” he said. “That needs to change after all this.” Other goals for the group include re-evaluating the village’s historic preservation ordinance, which Nybo said restricts homeowners’ abilities to make changes to their houses. He said owners of historic homes must pay multiple fees if they try to change the exterior of their houses in any way. “There needs to be tax incentives,” Nybo said. “If somebody’s doing something to keep Downers Grove alive, there should be incentives, not restrictions.” Tully hopes the demolition serves as a wake-up call for everyone to work together to make changes to the historic preservation ordinance, zoning code and anything else that will prevent historic homes from being torn down. He also credited the community for doing everything they could to save the house. “The fact that we had private citizens step up ... I think was just nothing short of miraculous,” he said.

offered up the location to serve as the village’s first library and as a post office, according to Nybo. The home was the first in DuPage County to get indoor plumbing and one of the last to get electricity, he said. Three families have lived in the house, Nybo said: The Edwardses, the Boyds and the Tuttles, who resided there until the mid-1980s. The house was purchased at that time by Charles Hannon, who spent 1 ½ years restoring it. Nybo said Hannon is funding the condo development that will be built on the site. In 2013, the Lakota Group conducted an architectural and historic survey of Downers Grove, according to the Save the Edwards House website, and found the Edwards House was significant. This means it possessed a high distinction of architectural style or building type or was valuable for understanding a historic period or context, construction method, use of indigenous materials, exceptional craftsmanship or the work of a master architect or builder. The property also was found to contain a high majority of historical materials. Sixty-five properties in the village were listed as significant to historic preservation.

LETTERS Officials should be ashamed of Edwards House demolition
and other Downers Grove residents. The claim that the property is “dangerous” by David Sosin (the attorney for the developer FFM-DG) is nothing more than a smokescreen to justify their demolition of the Edwards House. However, the root cause of the whole issue can be placed squarely on the near-sighted individuals of the village, which voted to make the property a tax increment financing district to encourage commercial development. The eventual loss of the Edwards House was a predictable result without a historic preservation ordinance. In summary, I believe demolition of the Edwards House is an affront to all Downers Grove residents who appreciate its architectural significance.
To the editor: Shame on all of the Downers Grove officials willing to trade the historical gem of the Edwards House for a faceless condominium – all in the name of the almighty dollar! While village management wasted precious time debating over a relatively minor moving cost, they consequently made no significant effort to preserve a century-old treasure. I find this hypocritical, as they freely tout Downers Grove’s historical heritage and its significant structures. Edwards House’s end is sad, but not tragic During the course of the past year, even at times when there was tentative good news about the possible fate of the Edwards House, there was always a sense that it would take a Herculean effort to actually pull it off. We’ve heard from people incensed that its demolition was even being considered, and from people just as offended at the idea of a single tax dollar ever being spent on a possible move. It’s been a remarkably polarizing issue. It is a shame the house is gone now, and it would’ve been fantastic if it could’ve been saved, but it’s not like Downers Grove has suddenly become less of a great place to live and work because of its absence. The members of the City Council are tasked with being

responsible stewards of our tax dollars, and the fact that they resisted the urge to jump in and play white knight is a good thing. If they spent our money freely on every theoretically worthwhile effort that came their way, the village would soon be bankrupt. There are many amazing things that were once here and are now gone. Of the fabled “Seven Wonders of the Ancient World,” only the Great Pyramid of Giza still stands. What’s important is they were here, and we remember them. And while the effort to get the Edwards House moved didn’t achieve its stated goals, it did cause many people in the community who might never have noticed the building to know it existed. So the attempt wasn’t entirely in vain.

Downers Grove Grade School District 58 closed yet another successful school year June 5. We wished our students and staff a happy summer vacation and we also took time to celebrate a very special group in the District 58 community: our 2015 retirees. This year’s retirees comprise a smaller group than COMMUNITY usual – 10 in total – yet their VOICE contributions to District 58 Megan are bountiful. The group carries a combined 257 years Hewitt of service to District 58. And while their jobs and work locations vary widely, they all hold one common denominator: each and every one of them has left a deep impression on the District 58 community and they will be dearly missed. During a recent retiree celebration, each retiree’s supervisor – whether principal or administrator – shared insights regarding the retiree’s years of service, telling short stories illustrating each retiree’s impact on District 58. They lauded the retirees on their dedication, expertise and ability to adapt to change. For example, Indian Trail Principal Robin Bruebach remarked that her school’s two retirees, teachers Tianna Kurko and Kathleen Tice, both enthusiastically incorporated new technologies, such as iPads, into their classrooms and have embraced the new opportunities the technology has created. Herrick Principal Matt Neustadt complimented Instructional Assistant Lynn Putz on her willingness to always help out where needed. O’Neill Principal Matt Durbala thanked Speech Therapist Gloria Tatar for her organization, positive demeanor and flexibility. Superintendent Dr. Kari Cremascoli thanked Principal Paula Thomas for her incredible passion, creativity, inspiration and love for her students and community. The recently finished project in Downers Grove from 63rd Street to 67th and from Main streets to Saratoga is a very poor job done by the company the village hired. The sidewalks and partially finished concrete driveways have cracks right from the beginning. The drain ditches are too deep, hard to cut the grass, but they don’t drain properly.

DOWNERS GROVE – Construction is ongoing for a new 111,000-squarefoot addition to Advocate Good Samaritan Hospital. The addition will include 96 private patient rooms, and upon completion, all the hospital’s remaining semiprivate rooms will be converted into private rooms, according to the hospital website. The new three-floor bed tower is being built above the existing critical care pavilion on the north end of the hospital campus on Highland Avenue. The project is expected to cost $78 million. Construction of the steel structure began earlier this year. Hospital Public Affairs Manager Lisa Parro said there will be a ceremony at 2 p.m. July 30 to celebrate the last steel beam being lifted into place. The public will be invited to the event. Parro said more details will be available in the near future. The interior work on the addition

Just as it seemed the home side might be able to earn a clean sheet on top of three points, the Red Stars were awarded a penalty kick following a chaotic sequence that saw substitute forward Mary Luba go down in the area and a Flash player subsequently handle the ball. Determined to tie Crystal Dunn atop the NWSL goal-scoring charts, Chicago striker Huerta stepped up to the spot, only to see Jones dive to her right and parry the waist-high attempt wide of the post. Huerta did find the net on the ensuing corner kick. Gilliland met DiBernardo’s in-swinger with her head to rattle the crossbar, Cara Walls managing to redirect the rebound against the right post while wrestling a pair of Flash players on the doorstep, followed by a simple tap into the open net by the visitors’ most inform attacker. It would be the game’s final noteworthy action, as the NWSL-leading Chicago Red Stars look to get back on track when they return to Benedictine University in Lisle for a June 20 blockbuster meeting with second-place Washington Spirit. Rochester, N.Y. – The NWSL-leading Chicago Red Stars capped off their four-game road swing with a 3-1 defeat to Western New York Flash on Saturday night. The result, which came courtesy of second-half tallies by the home side’s Sam Mewis, Elizabeth Eddy and Jamia Fields, snapped a seven-game unbeaten run for the visitors to open the season and a ten-game unbeaten run dating back to 2014. Red-hot Chicago striker Sofia Huerta bagged the late consolation goal, moments after having a penalty kick attempt saved. The game’s first promising look went to hosts Western New York in the second minute, as a corner kick from the left saw Red Stars goalkeeper Michele Dalton struggle to control the ball in traffic but then recover well to deny Mewis at the far post. The next quality chance was created by Chicago, as Vanessa DiBernardo released Huerta down the left and the striker cut to her right before releasing a powerful drive that was deflected by a defender and whistled wide of the frame. After potential goal-saving tackles by Red Stars center backs Samantha Johnson in the 22nd minute and Michelle Lomnicki in the 25th minute, teammate Alyssa Mautz nearly opened the scoring at the other end around the half-hour mark. DiBernardo picked out Arin Gilliland on the left and the rookie engaged her marker with some nice footwork, followed by a right-footed cross that found an open Mautz at the far post. The attacker was unlucky to arrive slightly late, her volleyed attempt missing just wide. The visitors had another dangerous opportunity in first-half stoppage time, as some nice interplay between Mautz and Taryn Hemmings sent the 25-year-old Mautz into the box on the right, DiBernardo nearly capitalizing on the layoff by releasing a low first-time effort that was saved by a diving Chantel Jones. While the Red Stars defense had looked solid throughout the opening period, the Flash took control after the break and put on an impressive attacking display. The first tally came courtesy of strong buildup play and a great individual effort by Mewis, rookie Fields opening up the field with an intelligent 51st-minute centering ball from the right

2015 WATER QUALITY REPORT The annual Water Quality Report (WQR) contains important information about the source and quality of your drinking water during 2014. The WQR is required by the Environmental Protection Agency (EPA), in accordance with the 1996 amendments to the Safe Drinking Water Act. High quality, safe drinking water is an essential resource and, as indicated in the WQR, the quality of the water provided by the Village meets or exceeds all state and federal standards. If you would like a paper copy mailed to your home, please call (630) 434-5500. Copies are also available at Village Hall and Public Works by request.
WORK CONTINUES ON IMET FUND RECOVERY A Chicago Tribune article published on Friday, April 10, 2015, described and identified the municipal and school district assets invested with the Illinois Metropolitan Investment Fund (IMET) that have been restricted as a result of alleged fraud. IMET advised its municipal clients that they expect to recover 60 to 70% of the total funds lost. To date, $29,000 of the $586,000 in Village investment funds affected by the fraudulent activity has been returned. Work by IMET to recover funds continues including the sale of assets and filing of insurance claims. The Village will continue its efforts to monitor the situation and recover the remainder of all lost investments. The Village invests funds using sound financial practices in keeping with its Cash Management and Investment Policy which is available at www.downers.us.
FREE WOODCHIPS The Village has free woodchips available at a fenced pickup site located on the north side of Curtiss Street at the intersection of Katrine Street. The site is open from 7:30 a.m. to 3:00 p.m., seven days a week. Residents are welcome to take the amounts they need using their own transport. Delivery is not available. Mulch, such as woodchips, can be applied any time of year. The size of the area to be mulched should be as large as practical with the mulch not more than 4 inches deep and not up against the tree trunk when mulching around trees.
STORM GRATES The Village asks for your help, if you are able, in keeping storm grates on your street free and clear of leaves and other debris. This allows water to flow freely into storm drains during rain events.
BELMONT LOT H PARKING LOT IMPROVEMENTS This project involves the reconstruction of commuter Parking Lot H, which is located at the southwest corner of the Belmont railroad crossing. Work includes full pavement replacement, storm sewer replacement, installation of a new and improved lighting system, installation of a bio swale median, expanded bike racks, and improved accessability. Parking will be limited during the duration of the project. Temporary off-site parking will be provided at select locations for both permit and daily-fee users. TREEGATOR® A TreeGator® is a 20-gallon plastic reservoir that attaches around the trunk of the tree. The TreeGator® is quickly and easily filled twice a week with a garden hose, and the small holes in the bottom allow water to trickle out slowly. This encourages deep root growth. Offense comes through as South wins sectional By DAVE OWEN editorial@mysuburbanlife.com DOWNERS GROVE – Another great day for Kristin Lea, Caroline Hedgcock and the Downers Grove South softball team also produced payback. After having last season ended by a sectional final loss against Naperville Central, the Mustangs (36-1) turned the tables with a 9-3 rout of the Redhawks (26-9) in the Downers South sectional title game June 6. “After the upset last year, we definitely wanted to take it to them and wanted this game,” Lea said. With a school-record 77 hits and a .575 average entering the day, Lea has been the leader of a slugging offense all year. She and the Mustangs (.440 team average and 11.2 runs per game) added to their amazing 2015 feats Saturday against Bradley bound Redhawks pitcher Julie Kestas. The only thing that slowed South’s postseason momentum were thunderstorms that rolled through the area June 8 and forced a postponement of their supersectional game against Marist to June 9. Lea’s RBI double highlighted a tworun first inning against Naperville Central, and her leadoff double began a four-hit deluge in the third to stretch the lead to 5-0. An RBI triple by Lea (3 for 4, three RBIs, three runs scored) then keyed a three-run fourth inning that made it 8-0. “It’s a balance of waiting for a good pitch, then being aggressive when you get it and hitting it hard,” Lea said. Nicole Bowman had RBI singles in the third and fourth, and .532 hitter Megan LoBianco (2 for 2 with three RBIs against Central) was another star for the Mustangs. Zahrya McFarland (two hits) was on base three times and Kristen Bialek scored twice. Beyond her day at the plate, Lea denied the Redhawks with diving catches of three line drives at first base. “She hits it hard, and she’s a Gold Glove at first base,” Mustangs’ coach Ron Havelka said. “She stayed after practice yesterday and wanted balls hit at her – that’s the kind of player she is. She’s as good as they get.” That description also fits Hedgcock’s pitching. She improved to 15-0 with a 12-strikeout two-hitter, retiring the first 16 Redhawk hitters. Hedgcock

Seniors set tone for Trojans baseball in loss to Downers Grove South By JASON ROSSI jrossi@shawmedia.com ROMEOVILLE – The ledger will show a 12-2 loss to end the season for Downers Grove North baseball this season, but Brendan Shanahan will have other memories. “We did pretty well as team this season,” the junior catcher said. “We won 20-something games all together. We were on a roll for a while then our bats started to cool down, but then our bats picked back up. We’ve done a lot of team bonding over the course of the season, so we’re pretty close.” The Trojans won a regional title for the second time in three seasons and finished the season with a 24-13 record after the 12-2 loss against Downers Grove South in a sectional semifinal game June 3. The teams playing in sectionals, they play good baseball against good teams. We did that and they have a lot to be proud of,” head coach Chad Isaacson said. “We haven’t had many games where our oars came completely out of the water. We lost some tight ball games and we battled back. I’m proud of their efforts.” A senior-led lineup set the tone for the Trojans. “I grew up with them,” Shanahan said of the senior group. “Freshman year I got pulled up and it’s just a type of family connection. They all help each other out no matter
what. It’s family through thick and thin.” Third baseman Dallton Baran was the only other everyday junior position player in addition to Shanahan. Pitcher Ryan Cantlin also was a junior. Paul Cappetta, Ben Carlson, Myles Farley, Pat Geraghty, Brett Pyburn, Jake Stevenson and Jack Warwick were everyday seniors for North. Pitchers Ryan Andrews and Nic Laio as well as Alex Bielawa, Ben Magro and Costa Sampras also were part of the senior class. “Great senior leadership, there’s no doubt about it,” Isaacson said. “These guys led the way. The countless hours these guys did the little things without me pressing them in order to get better and better, they’ve done it. That’s the leadership and guidance those guys have given. They’ve competed every single day, and that’s what we ask.”

ROMEOVILLE - With only three full-time returning starters from its 2014 sectional championship team, Downers Grove South’s baseball team had lots of work ahead when the season started. “Last year we tried to play with a lot of energy and play for each other, not for ourselves, and we carried that over,” senior shortstop Joe Engel said. With their practically new lineup, the Mustangs reached the sectional for an unprecedented third straight season but lost 3-1 against Plainfield North in the Class 4A Romeoville sectional final June 6. The Mustangs (30-6) were thwarted by pitcher Matt Vanek, who scattered five singles with one strikeout, three walks and two hit batters. “[Vanek] did a great job,” Downers South coach Darren Orel said. “The better team won today and that’s what it’s about [in the playoffs].” The Mustangs had base runners every inning and stranded three in scoring position. They took a 1-0 lead after senior Ryan Taylor was hit by a pitch and
pitcher Pete Hamot also were varsity returners who set the tone for the Mustangs. “Tradition never graduates. Same motto and same motivations as last year,” Oriente said. “There’s no individuals on this team.” Last summer, the Mustangs reached the summer state tournament finals. This spring, they won 16 straight games and repeated as undefeated West Suburban Conference Gold champs with an 18-0 record. “When you win 30 games and you get to a sectional championship, you’ve got to be proud,” Orel said. “This group got a lot out of themselves. We had kids step up, some seniors that didn’t play last year that had big years, and we had some great pitching.” Hamot turned in a strong starting performance in a sectional semifinal, allowing just three hits and two earned runs in a 12-2, six-inning win June 3 against Downers Grove North.
