D-99 could lose $3 million in state funding By ED MCMENAMIN emcmenamin@shawmedia.com DOWNERS GROVE – A state senate bill that would overhaul the way the state funds education by distributing money to school districts based on financial need would cost Downers Grove School District 99 more than $3 million annually, according to the district. If Senate Bill 16 is passed by the Illinois House of Representatives later this fall, the district would lose about 77 percent of its state funding, according to District 99, representing about $596 per student. The bill was passed by the Illinois Senate on May 27. “If SB16 passes as it is written, it would have a significant impact on our ability to continue providing quality programs and services to students,” District 99 Superintendent Mark McDonald said in a statement. “I am deeply concerned about this issue, and hope that everyone in our community will take the time to learn more about what’s at stake and contact their legislators.” Similarly, Elementary School District 58 would lose 73 percent of its state funding

or more than $2 million per year, according to the district. In July 2013, a committee of state legislators was entrusted with recommending ways to improve public education funding in Illinois. The result of the task force was the creation of Senate Bill 16. Proponents of the bill, including its sponsor state Sen. Andy Manar, D-Bunker Hill, say it will reform Illinois’ current funding system, named by Manar as the second-lest equitable the nation. The current funding formula distributes 44 cents for every $1 invested in education on the basis of district need, according to Manar’s website. The other 56 cents is distributed to schools through grants, not based on need. Under the new funding system, 92 cents of every $1 invested by the state in the Kindergarten

through 12th grade education system – with the exception of funds for early childhood education, construction projects and high-cost special education – would be distributed by financial need. If approved, school districts with higher assessed property values like District 99, its elementary districts and others in DuPage County will generally receive less state funding. Other districts will receive much more in state funding. Under SB16, all but one school district in DuPage County will lose state funding, a total of $140 million, according to a news release from District 99. Of the 42 school districts in DuPage County, District 99 is sixth on the list in terms of those that will experience the largest percentage reduction in state funding.

SB16 does not increase the level of education funding, but changes the way in which state funding is distributed among school districts. SB16 is modeled after an effort in Massachusetts. The Massachusetts general assembly provided $1 billion in new money, according to District 99. There is no new money in SB16. “We believe the solution is not to take from some to give to others, but rather for the state of Illinois to fully fund education, rather than ranking 50th in the nation in education funding,” McDonald said in his statement. “We hope people will take the time to contact their State Representative and ask them to vote ‘no’ to SB16.” House Rep. Ron Sandack, R-Downers Grove, described the bill as redistribution and not reform. “I am vehemently opposed to this bill,” Sandack said. “It unquestionably hurts all the public school districts in House District 81. Moreover, I think with maybe one exception, it hurts every suburban school throughout DuPage County. “We are being seen as a source of funding for other parts of the state.”

DOWNERS GROVE – Chicago Cubs pitcher Neil Ramirez surprised cancer patients at Advocate Good Samaritan Hospital on Sept. 17 with autographs, hats, shirts and well-wishes. The 25-year-old reliever first visited outpatients and medical staff in the hospital’s Cancer Care Center, followed by a visit to the inpatient oncology unit. “ T h e y w e r e v e r y s u rprised,” hospital spokeswoman Lisa Parro said. “It really made a difference for a lot of our patients. He just had a lot of really nice things to say to them. He was telling them he would pray for them and wish them well for their recovery – a real class act.” Advocate Health Care is the official health care sponsor of the Chicago Cubs, and Parro said players make occasional visits to hospitals throughout the Advocate system. She said this was the first time a player had visited Good Samaritan as part of that sponsor relationship. Ramirez has had an outstanding 2014 campaign for the Cubs, pitching 40 innings in relief and compiling a 1.35 ERA despite missing time earlier this season with a sore right triceps muscle.

DOWNERS GROVE – South High will induct six inaugural members into its Distinguished Alumni program at 5 p.m. Thursday in the front foyer of the school, 1436 Norfolk St. The public is invited to come to the ceremony, which features plaque installations on the newly created Alumni Wall of Honor. The school received more than 50 responses to a call for nominations. Those nominated included prominent leaders in business, medicine, military and education and other fields, according to a news release. “We were overwhelmed by the number of nominations we received, and we were humbled by the incredible accomplishments our alumni have achieved,” committee chair and Student Activities Director John Aldworth said. “Each of the six gradu-

ates the committee selected has made an impressive and positive impact on society.” The selection committee included school officials, retired teachers and community members. Fourteen competitors will face off Saturday at the second annual Chilympics Chili Cook Off in Downers Grove. One winner will walk off with $500 and an entry to the World Chili Championships in Las Vegas. The event, hosted by the Downers Grove Park District, is a homestyle chili event – which means competitors could be cooking a wide range of chili styles, such as traditional southern chili, chicken and white bean chili or even a vegetarian chili. A panel of judges will select the overall winner in this year’s contest, which is sanctioned by the International Chili Society, but everyone will get a chance to vote for their favorite chili as part of the People’s Choice contest. Starting at 2 p.m., visitors to the festival will be able to purchase sampling cups for $1 each and will have until 3 p.m. to cast a ballot for their favorite recipe. Chilympics takes places from 12 to 4 p.m. Saturday at Fishel Park in downtown Downers Grove. The event is free to enter, and beer, wine and food will be available for sale, as well as chili samples.

emcmenamin@shawmedia.com DOWNERS GROVE – Good financial surprises from the state of Illinois don’t happen very often, but that was exactly the case this summer in Downers Grove. The village received $200,000 more in motor fuel tax revenue from the state than expected, which will pay for the majority of one of the village’s two salt contracts for this winter. Village staff presented the information Sept. 16 during the first reading portion of the Village Council meeting. The extra $200,000 adds to the $1.3 million in motor fuel taxes already paid to the village from the state this year, according to village staff. The extra funds will help pay for the village’s contract with Cargill, facilitated through the state, for up to 6,048 tons of road salt at $58.12 per ton, a total of $351,509.

That, along with a contract through the county with Morton Salt for 2,000 tons at $70.44, will provide enough salt to fill the entire new salt dome. The new, larger salt dome, filled to capacity, will help Downers Grove avoid the problems it and other communities faced during last year’s harsh winter, when salt shortages made it difficult or impossible to reload mid-season. “The village has positioned ourselves to be more independent and ready for the winter season,” Village Manager David Fieldman said. “We now have two salt suppliers at very competitive prices, in fact much less than the $100-plus prices that we’ve seen (other municipalities pay). “We have one large salt dome that should house all the salt we’ll need to get us through a typical, and even an extreme winter – [though we] can’t promise every winter.”

Chamber630 was thrilled to host its inaugural Awards Ceremony on Sept. 10 at the Tivoli Theatre. The marquee showcasing the celebration added to the excitement of the well deserved recognition of chamber members. With 40 nominations submitted, the qualifying categories were Business Excellence (one each for hospitality, serCOMMUNITY vice and professional), ComVOICE munity Contribution (nonLaura profit and philanthropic) and Individual Awards (a young Crawford professional and another for lifetime achievement). The winners were chosen by a judging panel of past winners. Brandi Beckley took the award for Young Professional, and Executive Chef Patrick accepted the award for Parkers’ Restaurant & Bar, which snagged Business Excellence in Hospitality. John Quinn, AT&T’s new director of external and government affairs, accepted the Community Contribution in Philanthropy award, citing the more than $28 million of charitable contributions from AT&T and their employees in the past five years. When the song, “DJ Has Us Falling In Love Again” played, it was a sure sign Mark and Pat Samel of Sound Check Entertainment were winners in the Business Excellence in the Service category. The Gingham Tree Resale Shop had many volunteers present and three employees who accepted the award for Community Contribution in the Not-for-Profit category. The village of Downers Grove is adamant that all businesses must comply with a new sign ordinance by May 2015 or else face possible fines. The mandatory compliance – which calls for smaller, lower signs that are further from the curb, among other requirements – kicked in this spring. As of Sept. 1, more than 90 percent of local businesses have obliged, many without protest. But what happens when said change siphons money from a business owner’s pocket, when the cost of losing a sign goes far beyond allocating funds to remove and replace a marquee? For Leibundguth Moving and Storage owner Bob Patterson, the loss could amount to as much as $60,000 annually. In the past, Patterson’s storefront at 1301 Warren Ave. has benefited from its proximity to the Metra line, which is both parallel to the back of his business and close enough to the store that Metra passengers can read the more than 80-year-old sign painted on the back of his building. The Leibundguth sign is a large source of customers for his business because of the thousands of Metra passengers who read it every day during their commute. But the new sign ordinance only allows business signs to face drivable right-of-ways, such as roads, and not train tracks, such as the Metra/BNSF line that runs behind his business. Clearly, not including train tracks into

the definition of a drivable right-of-way is an oversight on the part of the village. Looking beyond the physical tracks that occupies a railroad right of way, the Metra/BNSF line runs through several local downtowns, transports passengers from one stop to another and should receive a similar designation to a main road. Downers Grove Mayor Martin Tully said as much during Patterson’s Sept. 2 appeal to the village council. “I continue to think that it makes sense that a drivable right-of-way and a railroad right-of-way receive the same treatment,” Tully said. Yet there was not enough support among commissioners to hold vote for or against a text amendment to the ordinance. It’s a shame the council is too headstrong to even hold a vote, and the message then relayed to residents and the business community is “we are not willing to work with you on this issue.” Several commissioners pointed out that no business should receive preferential treatment over another, and Patterson should not be exempt from the ordinance just because he asked. But the harsh reality is not all businesses are equal. Some have been around for nearly a century, steadily providing sales tax revenue to the village, bringing consumers to town and helping improve the Downers Grove business climate. Leibundguth Moving and Storage definitely fits the bill.

He married Deanna Koberstein on July 6, 1957, in Downers Grove. Don worked as a Sales Rep. for several companies in Downers Grove for many years. He also served as a volunteer Fire Fighter for 25 years as well as Director of the Civil Defense. Don and Deanna moved to Cornucopia in 2001, where Don sold Packets Seeds. Don was a lifetime member of the NRA, Moose Lodge, Mason, American Legion and was a proud Eagle Scout. He enjoyed hunting, fishing and loved being with his family. That’s especially true for gastroenterologists and hepatologists such as Hinsdale resident Dr. Lesley Dawravoo. Physicians in her field diagnose and treat a variety of notoriously difficult to identify conditions, such as hepatitis C in the liver or Crohn’s disease in the gastrointestinal track. “You really need to make a close relationship with your physician to figure out what is going on,” she said. “And

sometimes, yes, that can be challenging.” Many people with hepatitis C can live with the condition for years without symptoms and without knowledge of the affliction. That can cause serious repercussions such as liver failure down the road.

“If people have hepatitis C that is not diagnosed, it can go on to end-stage liver disease that would eventually require a liver transplant,” she said. “If patients are [diagnosed in time], they can actually be completely cured and lead a normal life.” Dawravoo lives in Hinsdale with her husband Kevin Dawravoo, who also is a physician, and their children. She sees and treats patients at Good Samaritan Hospital in Downers Grove and Hinsdale Ambulatory Care Clinic in Hinsdale. The 34-year-old compiled an impressive resume even before settling into her clinical practice. While in medical school at Loyola, she was chosen as chief resident. Three years later, she became the chief of gastrointestinal fellowship. During training, she published medical chapters, research papers and made scientific presentations at several national and regional medical conferences. Her practice, along with Northwestern and University of Chicago, are the only practices in Chicago to perform clinical studies, advancing the treatment of hepatitis C, helping to create a new standard of care for patients across the country. She also is one of the few gastrointestinal physicians who works with Access DuPage, a nonprofit medical organization that treats uninsured patients in DuPage County. In addition, Dawravoo is the youngest teaching volunteer for Hinsdale Family Practice Residency program. She said following her positive experience as a resident, she knew she would want to incorporate teaching into her career. “I think what I like most about teaching is just being a role model and being somebody they can come to for both medical advice and personal advice,” she said. “There was a lot people I looked up to and went to for medical advice. I want to be that person.”

Vistro serves Paul Virant take on family dining HINSDALE – I first attempted to stroll into Vistro on a Wednesday evening without a reservation. That was foolish, I quickly realized, when the hostess politely told me that it would be at least an hour wait. This is Paul Virant’s eagerly anticipated new family restaurant, after all, and the large space was packed – all the seats around the bar, all the tables in the back, all the waiting room in front. I’m impatient, so I made a reservation for the next evening, and returned to Hinsdale with my friend who has more patience with me than I would. The next night it was similarly busy, because, as a busser commented after our meal, “Everyone comes out for Chef Paul.” The mood was lively, with conversing couples, business professionals and families filling the tasteful but casual space. No sign identifies the building facade, but an interior, exposed brick wall is painted with a large Vistro logo bearing the motto: It’s all good. Not many children are likely to be found eating at Virant’s other two acclaimed restaurants, Vie in Western Springs and Perennial Virant in Chicago, so he has said he wants Vistro to be a place where every member of the family can find something appealing. And he has pulled it off. The menu has quesadillas and pizzas and other accessible options, joined by upscale touches such as the West Loop salumi selection. I noticed the dry-aged burger appeared to be the most popular item coming out of the kitchen, along with fried chicken. The drink menu is kid-friendly, as well, with every cocktail also available as a mocktail; and a selection of special sodas joins a short list of craft beers. A careful drink menu that

Johnson had two interceptions, including one on the first play of the game, and a fumble recovery as the defense forced four turnovers in total as Downers Grove South beat Morton 30-7 Friday to improve

to 2-2 on the season. The visiting Mustangs turned those turnovers into the first 12 points of the game. Jacob Baker ran in for a 4-yard score after Johnson’s first interception in the first quarter. Baker passed to Maxwell Soderlund for a 30-yard touchdown following an Eric Denby interception late in the second quarter. “It means everything to us,” Johnson said of the win. “We got to get the offense moving. We had struggles in the

first few games with that. Our defense is the core of our team and we all know that. As long as our offense keeps it up we can go far.” A Riley Heavey field goal just before halftime made it 150. Ryan Taylor had a 38-yard touchdown run in the third quarter and Heavey passed to Baker for an 8-yard touchdown in the fourth. That gave Baker the distinction of having a passing, rushing and receiving touchdown in the game.

Baker started at quarterback in place of injured starter Jordan Skach. The senior completed his first nine pass attempts and didn’t have any turnovers. Soderlund caught all 10 of Baker’s completions. “He was my quarterback my sophomore year so we always throw together,” Soderlund said. “He always takes the second team’s reps so I’m throwing with him a lot. It didn’t really throw us off much.”

Soderlund had 124 yards receiving and eight receptions for more than 10 yards as Baker’s favorite target. Skach didn’t dress for the game after getting injured in Week 3 against Addison Trail. DGS plays an 0-4 Leyden team next week and is hoping to strong some wins together to make the playoffs. “I think it was a good first step,” Soderlund said. “We need to start getting on a roll and I think this was a good team to play.”

Defense lifts Benet past St. Patrick SUBURBAN LIFE MEDIA LISLE – The defense has been the biggest strength for Benet’s football team this season, and that was the case again Friday night. Mac Cooney’s interception return for a touchdown was the go-ahead score and the defense pitched a second-half shutout in the Redwings’ 28-7 win against St. Patrick at Benedictine University. Benet, which improved to 4-0 overall and 2-0 in the East Suburban Catholic Conference with the win, found itself tied 7-7 with the Shamrocks late in the third quarter before Cooney recorded his fourth interception of the season and returned it 43 yards for a touchdown that made it a 14-7 game after Matt Tromp added the point after kick. Cooney’s interception seemed to spark the Redwings and shake the Shamrocks. St. Pat’s went three and out on its ensuing drive, and a shanked punt set up Benet at the Shamrocks’ 33-yard line. Jack Sznajder connected with Colin Brahler for 23 yards on fourth and 6 to keep the drive alive and set up Sznajder’s 7-yard touchdown strike to Charlie Sandor to make it a 21-7 game early in the fourth quarter.

When the Downers Grove resident and Herrick Middle School eighthgrade student participated in the USA Diving Junior National Championships in August at the University of Tennessee, Sullivan earned several high marks. He placed fourth on the 1-meter dive with a score of 293.15. He also was 24th on the platform (211.75) and 28th on 3-meter board (243.45). The showings at the national meet were just the most recent of several solid results for Sullivan. He was the 1-meter champion and fourth on both 3-meter and platform at the USA Diving Summer Junior Zone C Championships and was the titleist on the 1-meter board at both the Illinois Diving Association Championships and USA Diving Junior Region 5 Championships as well.

DGN relay sets new school record Daria Wick, Ellie Benge, Gaby Serniute and Lindsay Mathys penciled their names in the record books for Downers Grove North’s girls swim team. The quartet set a new record in the 400-yard relay with a time of 3:35.63 in a dual meet against Oak Park-River Forest on Thursday. The time was more than two seconds faster than the previous best and set a new OPRF pool record. The 400 relay was one of nine event wins for the Trojans, but they lost the dual against the Huskies 94-92. Serniute, Wick, Mathys and lead swimmer Cassandra Candel won the 200 medley relay (1:51.24). Mathys won on her own in the 200 freestyle (1:56.31) and 100 freestyle (53.88). Serniute finished first in both 200 individual medley (2:10.82) and 100 breaststroke (1:08.03), Wick won the 50 freestyle (25.19), Benge was tops in the 500 freestyle (5:30.89). Additionally, Emily Aument scored a 248.45 in winning the diving portion of the dual.

The Texans appear capable of playing defense with almost anyone, and they will benefit from a lighter schedule than most in what may prove to be the league’s softest division this year. More puzzling to most is what’s wrong with the big boys right now? San Francisco, Green Bay, New Orleans and Indianapolis were all popular preseason Super Bowl picks. All four have played well in short stretches and extremely poorly in others. All sit at 1-2 right now. New England is 2-1, but

The Saints were better in their home opener Sunday versus the A.P.-less Vikings, but let’s see what happens when they travel to Dallas in Week 4. The Packers were awful on defense the first two weeks. While they seemed to find some answers in Detroit, they can’t protect Aaron Rodgers and appear to be heading nowhere fast. Indianapolis bares watching as its two losses are to 2-1 Denver on the road and 3-0 Philadelphia. They were very impressive claiming its first win in Jacksonville. But with Robert Mathis now gone for the season with an Achilles tear, it’s hard to imagine the Colts going deep in the playoffs if they get there. Who’s the biggest surprise on the upside? That has to be the Arizona Cardinals. Arizona lost its three

best players on defense during the offseason – Karlos Dansby to free agency, Daryl Washington to suspension and Darnell Dockett to injury, and then lost the fourth in John Abraham one week into the season. It also claimed victories two and three with quarterback Carson Palmer on the sidelines and in spite of the distraction of Jonathan Dwyer’s domestic abuse charges. The temptation is to assume the Cards will struggle to stay with Seattle and San Francisco, who are each more talented. But at this point, who’s to say they can’t? There is still plenty of time to sort all this out, but at this point of the season, Green Bay and San Francisco appear to be in trouble, and if the Saints fall in Dallas Sunday, they will be in big trouble. The surprise clubs to watch very closely the next few weeks will be the Cardinals, Texans, Bills, Chargers and Steelers. Any of those five that get to the midway point with five or six wins could be a real threat all year long.

One thing we’ve learned about the NFL in recent seasons is if you think you know who the real contenders are, just wait a couple of weeks and it will certainly change. Over the past two decades, no more than eight of 12 playoff teams have repeated. And in most of those seasons, back-toback playoff appearances have been more like a 50-50 proposition. Then, of course, there’s the worst-to-first transitions that have seen at least one and often two or three teams go from last in their divisions to first in just one season since the turn of the century. Still, with 2014 now already 19 percent complete, this is crazy! I don’t know about you, but I have no idea who the chalk is. It seems a safe bet that 2013 cellar dwellers Oakland, Jacksonville and Tampa will continue to struggle, while St. Louis and Minnesota appeared ready to compete until injuries and offthe-field issues felled key contributors Sam Bradford, Chris Long and Adrian Peterson.
