ELMHURST – As the new year nears, it’s time to revisit what made 2014 memorable. From a record-breaking winter to the final decisions on development projects years in the works, this year’s top stories will live on long after the ball drops next week.

1. Family tragedy What happened: Elmhurst mourned the tragic loss of a family described as caring and loving after Frank Stack, 82, shot his wife, Joan Stack, also 82, and their disabled adult children, Frank Stack Jr., 48, and Mary Stack, 57, in the head before turning the gun on himself. Frank and Joan Stack experienced health issues as they grew older. Quote of note: “It had to come out of love for his family. His family came first,” Stack family neighbor Peggy Babyar said.

2. Stormwater struggles What happened: Some Elmhurst residents became impatient with the slow progress on proposed stormwater detention projects, using open land owned by the Elmhurst Park District and District 205, submitting a petition with more than 600 signatures to ask the bodies and the city of Elmhurst to work together and move faster toward implementing the detention projects proposed by Christopher B. Burke engineering. In response, the city prioritized four pilot projects and requested the Park District and school board either approve or deny the projects, but neither gave a straight answer by the proposed deadline. The Park District board instead approved two alternative plans for Golden Meadows Park and York Commons – a move that split residents. The District 205 board decided against putting the projects to referendum and agreed to continue working with the city to come up with an agreement for the proposed projects at Madison Early Childhood Education Center

3. Parking controversy What happened: More than five years after Elmhurst began considering the Addison Parking Deck project, the City Council voted this year to approve a six-story building. The project, which officially broke ground Dec.19, will have five stories of public parking above first floor retail space on Addison Avenue in downtown Elmhurst.

Despite controversy surrounding the height of the parking, the City Council denied a request to put the project to referendum, since the project was already so far along and the referendum would only be advisory. The project is expected to be completed in the fall. Quote of note: “In the end, one group is going to be right and one group is going to be wrong. ... We’re not going to get that answer for probably 10 or 20 years,” Sixth Ward alderman Jim Kennedy said.

9. Polar vortex What happened: Elmhurst, like the rest of the area, started 2014 with the polar vortex. A total of 20.7 inches of snow blanketed Elmhurst within the first two weeks of January. During the second snowstorm of the year, which was in early January, Elmhurst used 300 tons of salt. District 205 canceled school a total of four days due to extreme weather. In February, officials worried the melting snow could cause flooding. Quote of note: “Help us clear those inlets of snow so that the water will have a place to go to instead of ponding in the street and possibly on property,” Elmhurst City Manager Jim Grabowski said.

By C.R. Walker Many in Addison have helped ensure that those less fortunate enjoy happy holidays. Walmart, located at 1050 N. Rohlwing Rd., provided a $3,000 grant for the “Shop with a Hero” program. It was divided evenly to the Addison police department and Addison fire protection district to shop for 55 children. Each of the children were awarded a $50 Walmart gift card. They were then assisted while shopping by volunteers from the community emergency response team, police explorers, village employees and social services staff. Santa even made a special visit afterward. ELMHURST – The Elmhurst Citizen Police Academy Alumni Association recently awarded two grants to the Elmhurst Police Department. Officer John Ryan accepted a grant for a ceremonial rifle for the department’s Honor Guard, and Sgt. Steve Wright’s proposal for accessories on the police bicycles used in patrol was granted, according to a city news release. “We are fortunate to have such a large and active alumni group. Their contributions to the Police Department and our community are significant and appreciated,” Elmhurst Police Chief Michael Ruth said in the release. The association consists of 90 members, all graduates of the Citizen’s Police Academy, who assist the Elmhurst Police Department at functions throughout the year. Since 2000, the alumni group has awarded various grants sourced from personal donations to the department for

The program strives to be both informative and educational, allowing students an opportunity to meet members of the Police Department while learning about the function and mission of their police force, according to the release. Trustees vote not to hike tax levy

The college also has $17 million set aside in reserves for the outcome of state pension reform, which board estimates suggest could cost the school up to $42 million. “While we strongly believe that it is in the longterm best interest of the college to continue to levy modest annual increases in the property tax levy with much reservation, the administration recommends no increase in the college’s operating levy for 2014,” board documents stated. Trustee Kathy Hamilton originally thought the board intended to approve an increase in the levy. During a

statement to the board, she said the college should spend some of its reserves before asking for an increase. “$150 million in reserves is an obscene amount,” she said. Hamilton received some flak from fellow trustees for not knowing the levy wouldn’t increase, but she said the language in the board documents regarding the levy was unclear. Before the vote, founder of Elmhurst-based watchdog group For The Good of Illinois Adam Andrzejewski held up a 36-page list of all the delinquent property taxes in the county and said during public comment that document alone was reason not to increase the levy. “They don’t have enough money to pay their property tax bills,” he said. “People in DuPage County are hurting.” College alumnus and area resident Roger Kempa said a flat tax levy was a good thing, but didn’t understand why the college had reservations about standing still, given how much it has in reserves.

College accepts audit after potential fraud By EVAN SHIELDS eshields@shawmedia.com GLEN ELLYN – After the College of DuPage disclosed potential fraud at its radio station earlier in the year, the school’s Board of Trustees on Dec. 18 accepted an audit of the station. Performed by Crowe Horwath, the yearly audit looked at July 1, 2013, to June 30, 2014. The audit resulted in a clean report, which stated financial documents “present fairly, in all material respects, the financial position of the WDCB-FM radio station.” In the report, Crowe Horwath stated it looked for deficiencies in internal controls that could be prevented or detected and did not identify any, but acknowledged deficiencies may exist that could not be identified. Crowe Horwath also stated it would not

provide commentary on the effectiveness of internal controls. In October, the college revealed it was aware of potential fraud at the station. “The college immediately reported the matter to law enforcement officials, and the college has been cooperating fully during the investigation,” said Vice President for Marketing and Communications Joe Moore in an October statement. “The college also immediately informed its external auditors of the potential fraud.” Campus police could not provide additional specifics regarding the issue when contacted Monday. Trustee Kathy Hamilton said the audit contains no mention of the potential fraud or of corrective steps that could be taken to avoid a repetition of the situation.

“Based on this audit, as far as we know, the issues at WDCB remain. I cannot vote for this,” she said. For the fiscal year ending June 30, WDCB had operating revenues of $99,617 and operating expenses of $1.6 million, equating to an operating loss of $1.5 million. The revenues are generated by rent payments from cellphone providers for use of the college’s radio antenna tower. Nonoperating revenues totaling $1.7 million offset the operating loss. Those revenues include $570,648 in appropriations from the college, $747,493 in external donations, $256,446 in in-kind contributions, $29,475 in state grants and contracts,and $162,921 in Corporation for Public Broadcasting awards. The board approved the audit 7-1, with Hamilton casting the lone dissenting vote.

Linda always enjoyed being around the water and swimming. In her younger years she was a lifeguard and loved to water ski. GLEN ELLYN – The College of DuPage Board of Trustees voted unanimously Dec. 18 not to institute a tax increase for 2015. The college typically requests a 4.9-percent annual increase, according to board documents. This year, the board could have requested a $1.3 million increase for construction alone. The school’s tax levy will be $83.6 million – the same as the previous year. That number includes $71.9 million for educational purposes and $11.7 million for operations and maintenance. College Treasurer Tom Glaser said there are several pending issues that could affect the school’s financial standing. According to board documents, state funding for the college could be cut by 20 percent, an estimated loss of $2.6 million. The school reduced tuition $4 per credit hour in September, costing it $2.26 million

Better Housing Fundamentals Helping More Markets Stabilize MCLEAN, VA--(Marketwired - Dec 23, 2014) - Freddie Mac (OTCQB: FMCC) today released its newly updated Multi-Indicator Market Index® (MiMi®) showing the U.S. housing market continuing to stabilize as 70 of the markets tracked are now showing positive momentum, including two additional metro areas reaching their benchmark stable ranges, San Jose and Pittsburgh. News Facts: The national MiMi value stands at 74.5, indicating a weak housing market overall but showing a slight improvement (+0.12%) from September to October and a positive 3-month trend of (+0.42%). On a yearover-year basis, the U.S. housing market has improved (+4.48%). The nation’s all-time MiMi high of 122.5 was June 2006; its low was 60.3 in September 2011, when the housing market was at its weakest. Since that time, the housing market has made a 23.5 percent rebound. Thirteen of the 50 states plus the District of Columbia have MiMi values in a stable range, with North Dakota (95.9) the District of Columbia (94.1), Montana (91.2), Wyoming (91.0), and Hawaii (89.2) ranking in the top five. Eight of the 50 metro areas have MiMi values in a stable range, with San Antonio (89.9), Austin (87.0), Houston (85.3), Los Angeles (84.4) and Salt Lake City (83.1), ranking in the top five. Timothy brings a 5-4 record into the tournament this year, but hasn’t played a Class 4A school yet. Six of the eight teams in the Trojans’ quarter of the bracket are 4A schools.

The western suburbs have sent its fair share of football players to big-time programs, and another group of college coaches are tapping the area to bolster their programs. The Pioneer League competes in the NCAA Football Championship Subdivision and features several players from the area. Here’s a look at local players who had an impact in the Pioneer League this season.

Danny Leach College: Dayton High School: Downers Grove South

Position: Safety Impact: After playing in 11 games as a freshman and seven as a sophomore, Leach ascended to be the starter at free safety this fall. Appearing in all 11 contests, the junior was third with 67 total tackles, including 42 solo stops, with 2.5 tackles for loss, two interceptions and a sack.

Jack Adams College: Dayton High School: Hinsdale Central Position: Running back Impact: After redshirting a year ago, this freshman became an immediate contributor this season. Adams was second on Dayton with 234 rushing yards, averaging 4 yards per carry. His best game came against Morehead State on Oct. 18, when he gained 63 yards while scoring on a 9-yard run.

force on the defensive line for Dayton all season. FRANKLIN PARK – After a disastrous start to the third quarter that put Addison Trail behind by 16 points against Leyden, coach Brendan Lyons pulled his entire starting lineup off the court, and the bench rewarded his move. The Blazers trailed by as many as 17 points in the third, but rallied for a 63-53 win aided by 30 points from bench players. AT is now 9-1 overall, the best start in Lyons’ eight-year tenure, and 2-1 in the West Suburban Gold heading into the Centralia Holiday Tournament starting Dec. 29. “I don’t think anybody expected us to be 9-1 to be honest, but we had it in us,” junior forward Eric Grygo said. “We’re just showing it now and we’re turning heads.” Leyden led 25-20 at halftime and opened the third quarter on an 11-0 run. The first seven points came within the first 35 seconds of the quarter after two turnovers in the Blazers’ end of the court. Soon after, Lyons brought in five new players off the bench. This Blazers team has

enough depth to put a second squad on the floor and get something out of them. Later in the quarter, AT went on a 13-0 run to get within 39-35. “That first minute of the third quarter, it was almost comical in terms of the bad decisions that we made,” Lyons said. “Something had to change. If that meant seniors who have done a ton of stuff for a couple years had to sit down for a while, then that’s what that meant. I couldn’t watch. “I applaud our guys for responding.” Jaavion Bradley (12 points) and Ryan Zigowicz (13 points) were part of the bench squad that led the comeback. A Zigowicz 3 with 1:58 left in the game gave AT a 55-52 lead and started a game-closing 13-1 run for the Blazers. “I don’t think I’ve ever been down that much and came back in a game like that,” said Grygo, who had nine points and six rebounds. “Our stamina was down and our enthusiasm was down, but the important thing was to keep going and keep trying hard and keep coming back.” Seniors Matt Gontarek and Taylor White scored 12 points each.
