editorial@mysuburbanlife.com ELMHURST – The Wilder Crossing condominium project will soon become a reality, after tax increment financing funding was approved to help finance utility relocation and construction. With a 10-3 vote Feb. 2, the Elmhurst City Council approved a recommendation from the city’s finance committee that the developer receive $746,000 from the city. That amount includes $460,000 for utility relocation, plus a $50,000 facade grant and a $236,000 TIF incentive. The 65-foot building, which will be located at 195 and 197 N. Addison Ave., will offer 31 residential units, plus retail space on the ground level. It also will include parking spaces for building residents. Alderman Kevin York laid out his case for approving the $746,000 incentive by saying the amount of revenue Elmhurst will receive through 2021 justifies the initial investment by the city. He said the revenue will benefit the city of Elmhurst and its residents. “We’re not giving away people’s money here,” York said. “We’re using money that will be generated by new development to help create new development, which will then create additional new money to foster new growth to be used for redevelopment or other
community projects.” Alderman Bob Dunn also supported the measure. “I consider this a good project for Elmhurst,” Dunn said. “The return on tax increments is $1.7 million, we’re going to get 31 additional living units in the downtown area, there’s a retail component, an attractive design and we’re adding jobs to the local economy in construction and continuing building operations.” York explained tax increment financing is “a public financing method that’s used as a subsidy for redevelopment for infrastructure and other community development projects, to use future gains in real estate taxes to subsidize current improvements which are projected to create gains and yearly increases.” “We often proclaim ‘shop in Elmhurst and buy local,’” York said. “The Wilder Crossing developers are Elmhurst residents who are committed to making a very tangible investment in Elmhurst. We should support them and give them the best chance of success.” But not all of the aldermen supported the $746,000 proposal. Alderman Marti Deuter submitted a report that reduced the amount the city would give the developer by $111,000. Her report recommended the city give $635,000 for the project. “A slightly lower investment for the
city will not result in a low quality of materials,” she said. “I don’t believe the city should bear the full responsibility of filling the gap of the developer’s desired return.” She added she doesn’t want her report to be taken as “anti-development.” “I think the recommendation of the minority report will facilitate a development in a more fiscally prudent way,” she said. Aldermen Michael Bram and Diane Gutenkauf supported Deuter’s report. Gutenkauf said she “wasn’t clear on why it’s the city’s responsibility to ensure developers make certain profit targets,” and felt Deuter’s report was a “fair compromise.” Bram said the Elmhurst taxpayers also should be considered when making financial decisions like this. “We have to ask, ‘What are the residents getting out of this incentive?’” Bram said. “We have to do what’s right by them.” Elmhurst resident Tamara Brenner said she does not support the proposal and “doesn’t like the incentive that’s being given away.” “The proposal understates the giveaway to the private party and overstates the benefit to the city,” Brenner said. Now the measure has passed, the city attorney will prepare a TIF incentive agreement between Elmhurst and the developers.

ELMHURST – From education to politics, York Community High School students covered a lot of ground when U.S. Rep. Mike Quigley, D-Illinois, visited the Elmhurst school Monday, according to his office. Quigley’s visit came after he brought York teacher Patty Iverson as his guest to President Barack Obama’s State of the Union address in January. He first met with the school’s Student Advisory Committee, which works with York Principal Diana Smith, and answered their questions about working in Congress. He also addressed the pressure high school students face to succeed. Quigley then gave a brief lecture to more than 100 students in the school’s auditorium about the importance of education and public service. Students asked Quigley questions about various topics, from his experience on “The Colbert Report” to the threat of ISIS to his thoughts on Citizens United, Ukraine and the Affordable Care Act. D-205 to talk state funding SUBURBAN LIFE MEDIA ELMHURST – In Elmhurst Community Unit School District 205, property taxpayers fund about 90 percent of the total cost of educating students, according to a district news release. The district will be tackling this topic during a legislative forum titled “The Cost of Free Public Education...Under the New Reality” on Feb. 23. Proposed legislation involving education funding reform,
pension costs, vouchers and charter schools could result in financial fallout for suburban districts, including District 205. The PTA Council’s forum will bring in leaders in education and politics to discuss these issues. Forum participants include Legislative Education Network of DuPage Executive Director Peg Agnos; Illinois League of Women Voters past President Jan Dorner; state Reps. Patti Bellock, R-Hinsdale, and Deb Conroy, D-Elmhurst; and state
Sens. Tom Cullerton, D-Villa Park, and Chris Nybo, R-Elmhurst. The forum will be moderated by PTA Council legislative representative Carol Snyder. Impact data will be presented by District 205 Superintendent Dave Pruneau, Board of Education legislative representative Karen Steufen and Finance and Operations Committee Chairman Chris Blum. The forum will be from 7 to 9 p.m. at Bryan Middle School, 111 W. Butterfield Road. It is free and open to the public.

Willow Road, was charged at 7:22 p.m. Jan. 2 with aggravated assault, possession of drug paraphernalia and operating a motor vehicle without insurance in the 100 block of South Route 83. ELMHURST – Special Bikes 4 Special Kids will celebrate Fat Tuesday with a fundraiser to help provide bicycles to children with special needs. The bicycles are custom built, designed around each child’s particular needs. Special Bikes 4 Special Kids was founded after a group of friends came together to host a fundraiser for a child in need of a specialized bicycle in 2012. The group decided to host another event in 2013 to help more children.
In the fundraiser’s third year, attendance tripled. With the growing support, the group has since taken on the name Special Bikes 4 Special Kids and pursued nonprofit status. The event will be from 7 to 11 p.m. Tuesday at Diplomat West Banquets, 681 W. North Ave., Elmhurst. The $35 entry fee includes food and a door prize ticket. A cash bar also will be available. Two-time cancer survivor Julia Stepenske is sharing the inspiration she discovered through her battles with non-Hodgkins lymphoma. The 40-year-old Elmhurst mother, who gave birth to her second daughter while battling the disease, reminds us of the strength we have inside us. Stepenske shared her experience on stage Sunday in Chicago in a performance to help other survivors navigate the physical and social challenges they face after treatment. She also founded SurvivorVision to support children with cancer. Consider us inspired. The drumbeat for some kind of intervention in the Robert Breuder retirement package continues unabated. Name for COD building Should there be any other namesake to the COD Homeland Security Education Center? Considering the less-than-honorable shenanigans of the COD trustees and the controversy surrounding the lucrative buyout of Robert Breuder, I ask the COD trustees to please do something honorable and name the COD Homeland Security Education Center after Sgt. trustees have conducted themselves. It makes me wonder … what “benefits” they were granted (by President Breuder) to award the outrageous payout to him. I’ve spoken to some friends about the mess and they seem to feel that they are helpless to “do anything to change it,” so why get upset? In a way I can understand that; however, if we all sit back and do nothing, issues such as this will continue to go “unchecked” and our taxes will continue to increase because nobody is objecting. ... There must be something that can be done to stop the outrageous payout to Breuder and also stop his name from being plastered across a building. That is a slap in the face to this community!

Pensioners beware
Illinois public pensioners beware. With the increasingly massive amount of state of Illinois dollars devoted to public pensions, soon nothing will be left to cover other essential services: social needs, public safety needs, highway needs, school needs, etc. In order for politicians to get re-elected, they have consistently granted funds they did not have to pensions. They shouldn’t have done it, but they did. The choice seems to be for those on public pensions to halt their obsession with “you promised us” and make some minor modifications or face drastic measures (like Detroit) and end up with far less in the long run. I’d like to know why Elmhurst is not enforcing the ordinance for people shoveling their sidewalks. I know other communities in the area, including Chicago, are enforcing this, and I know that Elmhurst enforces the maintaining your parkway in the summer; when you don’t mow it, they issue tickets. If nothing else, this would be a revenue enhancement opportunity, so I would just like to see that enforced, and if people don’t want to be good citizens, then maybe they should have to pay up.

JAMES E. CLARK Retired Chief James E. Clark, 86, died peacefully on February 8, 2015, with Ruth and Jeffrey holding his hands after a valiant 6-week battle for life. He was a former Elmhurst resident for 40 years where in 1965 he joined the Yorkfield Fire Department as a volunteer. He was promoted to Lieutenant in charge of Personnel Training in 1970. Jim had three careers and loved each one: 21 years with the CTA as a Switchman and then Yard Foreman, 21 years with the Village of Oak Brook Fire Department as Fireman, Lieutenant, Head of Inspections Bureau and from 1977 to 1988 as Fire Chief and Building Commissioner, and 21+ years as President of Metro Paramedic Services, a division of Superior Ambulance. He worked diligently to have the Smoke Alarm Bill passed for the State of Illinois and was with Governor James Thompson in Springfield when the Bill was passed into law. Jim was so proud of that accomplishment. The Village of Oak Brook won the Fire Prevention Award for consecutive years due to the efforts of all the firemen, inspectors and officers of the Oak Brook Fire Department. Jim was President of the Metropolitan Fire Chiefs Association, a devoted member of the DuPage Fire Chiefs Association, President of the Illinois Fire Chiefs Educational and Research Foundation, President and 35-year member of the Illinois Fire Chiefs Association, and Member of the International Association of Fire Chiefs. (Note: All Fire Chiefs wives loved being part of the annual conferences all across the U.S.A.) Beloved husband of Ruth A. nee Buerger for 61+ years; special dad to Jeffrey C., the late Richard J. "Rickey" and the late James V. The health department is urging anyone who potentially has been exposed and is showing symptoms of fever, cough, runny nose and red eyes, with or without rash, to call a healthcare provider. What is measles? A highly contagious respiratory disease, measles can cause severe health complications, including pneumonia, encephalitis and death, according to health officials. Measles can spread through coughing or sneezing and can remain in the air and on surfaces for up to two hours. Symptoms include a fever that can get very high, cough, runny nose, red eyes and a rash of tiny, red spots that start at the head and spread to the rest of the body. Infected people are contagious from four days before their rash starts through four days after the rash develops. Vaccination, according to the health department, is safe and is the best protection against measles. The measles-mumps-rubella shot is required for all Illinois school children. A drug used to counteract the effects of opiate overdose could find itself in the halls of schools across the state if a bill put forward by a local legislator gets passed. State Sen. Michael Connelly, R-Wheaton, recently introduced Senate Bill 73, which would specifically allow school nursing personnel to administer the nasal spray Narcan. “When I first ran for state office I never thought heroin would be at the forefront,” he said. Connelly said he worked closely with local officials to craft the county and state’s next step in combating the problems of heroin. “[DuPage Coroner Rich] Jorgensen and [DuPage State’s Attorney] Bob Berlin’s office are saying school
health personnel should be trained so that, should there be a circumstance, you can save a life,” he said. For the past year, police officers and other first responders in DuPage County also have been trained in the administration of the drug, totaling more than 30 saves since January 2014. Jorgensen said he supported the legislation, saying the more presence the drug has in the community the better. He said there had been instances of overdoses in area high schools. “To be able to save somebody who is 17 years old is so important that why wouldn’t you want that nurse to have the ability to save that life?” he said. “It has tremendous potential and could save many years of someone’s life.” The drug has no effect on those not experiencing an overdose, Jorgensen said.

BROOKFIELD – Directly across from the Metra rail crossing, on the corner of Grand Boulevard and Brookfield Avenue, sits 1-year-old Fuego, a quaint respite from the everyday. In a cleverly designed building, the traditionally decorated Fuego is a cantina in the truest sense, a handy place to stop for a margarita or a cold beer and some tasty Mexican classics. My friend and I grabbed a small table by one of the expansive windows in the relaxed space accented by stone. We began our meal with a basket of light and salty chips and salsa, and an order of the Ceviche de Fuego, a chilled blend of chopped shrimp, tomatoes, onions, peppers, cilantro and lime – lots of lime. Elegantly served in a tall martini glass, the seafood dish was a refreshing and tasty start to our experience. I opted for the carnita dinner, featuring slow-roasted pork sauteed with onions to create some oh-so-yummy caramelized edges. It’s like the Mexican answer to a classic pulled pork, with complex seasonings and just enough bite. My friend ordered the chili relleno dinner, a fresh poblano pepper filled with Mexican cheeses. It was enclosed in a flaky crust, similar to a puff pastry, baked to a golden brown. But the real star was the homemade ranchero sauce. Smoky and rich, this blend of tomatoes, peppers and herbs is cooked a long time – until it turns thick, deep red and delicious. (The chef really should bottle the sauce and sell it at the bar.) And although we were stuffed, the dessert menu was calling, so we ordered the churro bites. They were decadent and sweet, fried crisp and covered in a syrupy cinnamon sugar, with warm chocolate sauce for dipping. A variety of classic Mexican favorites, from tacos to flautas, rounds out the menu at Fuego. Quench your thirst

Sister duo stars for York basketball By DAN SANTAROMITA dsantaromita@shawmedia.com VILLA PARK – Sisters Alyssa and Jamie Kovatchis spend of a lot of time together. The twins play not only one, but two varsity sports together at York. In the winter both are starters on the girls basketball team. When the weather warms up and spring comes around, the Kovatchis sisters are star soccer players. Alyssa is a four-year varsity player in both sports. Jamie is a two-year varsity player in basketball and a four-year varsity player in soccer. That’s a lot of seasons together, and one more still to come. “Some of the girls are on

They prefer to take the positive approach to playing together. “We like to make each other look good,” Alyssa Kovatchis said. In soccer, Alyssa is one of the Dukes’ top offensive threats and a key playmak-
er while Jamie is a rock in the center of the defense. That plays out somewhat similarly in basketball as well. Jamie Jamie is one of Kovatchis the team’s top defenders while Alyssa is a key ballhandler for the Dukes and scores more than Jamie. “We put her on the [other team’s] best player for basketball and she’s our center defender [in soccer],” Alyssa said of her sister. “I’m more offensive for soccer and a little more offensive for basketball, too.” As of now, neither plans on a collegiate athletic career. Alyssa was committed to Colora-
do State to play soccer, but decommitted saying she wants to focus on academics in college. “I decided school is more Alyssa i m p o r t a n t , ” Kovatchis Alyssa said. “I might walk-on somewhere, though.” Girls basketball coach John Constable complimented both for their defensive play. This season the sisters have helped York win 20 games for the first time in 12 seasons. “I think both of them are leading the team in charges,” Constable said. “You just know you’re going to get consistency defensively out of both of them, and offensively
they have the ability to attack the rim and they have the ability to step out and knock down the three. They’re very hard to guard in that sense.” York beat Willowbrook 4219 in the regular season finale Wednesday to improve to 20-7 on the season. As the No. 3 seed in the Geneva sectional, postseason hopes are high for York. The Kovatchis sisters are hoping to extend the season as long as possible. They’re in no rush to join the soccer team’s morning indoor practices. “We want to go as far as possible, but we really want to win regionals,” Alyssa said. “We don’t want it to end.” “If we’re playing like we can, we can get pretty far,” Jamie said.
