Elmhurst flood meeting tackles storage plans for park, school lots By F. AMANDA TUGADE atugade@shawmedia.com ELMHURST – Following Mayor Steve Morley’s June 22 announcement to host public stormwater meetings, Elmhurst took a step forward to better inform residents on the progress of proposed flood storage plans at a Communications Committee meeting July 9. Several Elmhurst residents attended the city’s meeting with the Elmhurst Park District and Elmhurst Community Unit School District 205, and while some shared how flooding has affected their homes, others encouraged the three entities to work together and find a solution to stop the flooding. Currently, projects at York Commons Park, Golden Meadows Park, Bryan Middle School and Madison Early Childhood Center have yet to break ground until the two districts reach separate agreements with the city. The Elmhurst Park District is ready to finalize an intergovernmental agreement with the city, but the two groups took time to discuss a few aspects of the agreement that needed clarification. Elmhurst has proposed designing above-ground stormwater basins on the west lobes of York Commons Park and Golden Meadows Park to help alleviate flooding issues for residents along Pine Street, Avon Road and Crescent and Cambridge avenues. In exchange for using the parks for stormwater storage, the city has agreed to provide both parks with new amenities, including one basketball court and two sand volleyball courts at York Commons, Morley said. New features for Golden Meadows Park may include a walking path, fitness stations or a six-hole disc golf course, but these have yet to be finalized. A major challenge with these projects is the Illinois Department of Natural Resources does not allow “off-site overland stormwater” to be stored on park property, said Jim Rogers, Elmhurst Park District executive director. However, Rogers said the department is willing to reconsider a park property for flood storage use as it pertains to the needs of the community. Another topic of discussion involved extending the lease for the use of a city garage until 2108. While that item is a separate issue from the city’s stormwater plans, Rogers explained the item is included in the agreement in exchange for the city’s desire to use the park’s property for flood storage.

He added placing a stormwater detention basin on park property would ultimately limit the use of the park’s assets. “We recognize that there might be a softball field there. There might be a soccer field there,” Rogers said. “But that will permanently be encumbered with the detention basin. So, we don’t believe that it would be an unreasonable request to consider extending that lease.” Rogers joined Elmhurst Park District board Vice President Vince Spaeth and Commissioner Kevin Graf in asking the city to include a “whereas” clause in the agreement to cement its commitment to completing the flood projects and new park features. The city and school district are still in the process of drafting an intergovernmental agreement for the use of two school lots at Bryan Middle School and Madison Early Childhood Center. Elmhurst plans to create flood storages on both of the schools’ fields by building

retaining walls and a drainage system to help eliminate flooding for residents. Similar to its proposals for the Park District’s properties, the city also aims to provide the school district with new features such as a soccer field, softball field or mile track, but it will be up to the school district to decide what it wants. A large component of the discussion centered on holding the city accountable through monetary compensation or injunction for any structural defects that may occur on the schools’ fields. School board President Jim Collins and member John McDonough expressed concern that heavy rainfall could affect the playability of the schools’ fields, which then would be unavailable for the schools’ sports teams to use. Collins added the school district needs to approve the city’s plans on both schools’ fields before the projects begin. Sixth Ward Alderman Mike Honquest said the “crux of this conversation” is that the water would be in the fields and not in residents’ homes and suggested the school district work closely with hired consultant Christopher B. Burke Engineering to address their uncertainties. While all three entities will consult with their respective members, the Communications Committee will reconvene July 23 to discuss the progress of the agreements.

ELMHURST – The Elmhurst Historic Preservation Commission invites locals and visitors to join them on architectural tours to discover 20 of the city’s most treasured homes and commercial properties. The July 18 tours, which include one session in the morning and one in the afternoon, each will highlight the exteriors of 10 different sites designed by renowned architects Frank Lloyd Wright and Ludwig Mies van der Rohe and locals such as E.E. Roberts, Harold Zook and H.G. Fiddelke. Commission members and tour guides Chuck Goding and Steve Michals said this event fulfills their organization’s mission by educating the Elmhurst community on its coveted structures, which include landmarks recognized by the city and National Register of Historic Places and special locations known to the Elmhurst community. The buildings have particular architectural styles that give a nod to their architects and their historical periods, Goding said. He noted owners of the properties have made a commitment to “stay true” to their original exteriors, something Michals can relate to. Michals’ prairie-style bungalow at 182 N. Larch Ave. is featured on the morning tour. The house was built by Frank Lloyd Wright’s competitor

4 Committee to look closer at flood-proofing homes By F. AMANDA TUGADE atugade@shawmedia.com ELMHURST – The Public Works and Buildings Committee met July 13 and discussed a floodproofing program to help residents minimize or eliminate flooding issues in their homes. Assistant Director of Public Works Cori Tiberi kicked off the conversation by citing a study conducted by hired consultant Christopher B. Burke Engineering that listed five floodproofing measures, which involve installing glass block windows or waterproof window well covers, raising window wells, regrading sidewalks and driveways, and constructing retaining walls. The April 2012 study surveyed residents affected by a July 2010 storm and included site visits to 30 homes that reported overland flooding. Tiberi said the average cost for residents to make these changes is $10,000. However, she added one thing to keep in mind when considering to offer help for residents is that every home is structurally different, has different problems and needs different resolutions. Flood Safe USA, a company that

had approached city staff in 2014, reviewed several homes in Elmhurst and reported residents would spend $10,000 to $40,000 to flood proof their homes using their services, Tiberi said. Another option proposed is a partnership with the Center for Neighborhood Technology, a grant-funded organization in Chicago that offers services to reduce flood damages for homeowners. Tiberi explained the organization has one particular service, called the Wetrofit Program, that evaluates individual homes, determines the source of flooding problems and reports the best way to handle the issues in an inexpensive way. Projects from this group may cost between $2,000 and $5,000. However, the city would need to consider setting aside funding to help launch a pilot program with the Center for Neighborhood Technology, Tiberi added. Before the committee can move forward and create another cost-sharing program to assist residents with their flooding problems, the committee needs to decide whether it is the committee’s responsibility to commit city funds that may have a private benefit, Chairman Jim Kennedy said.

“I think it is our responsibility,” he added. However, committee member Michael Bram disagreed. He said the committee should focus on allocating funds to building larger infrastructure improvements instead of targeting individual homes. Committee member Marti Deuter, who voiced a similar sentiment to Kennedy, said overall, funding may be limited, but she believes it’s in the best interest of the city to help residents figure out the most effective and cost-effective measures they can take when faced with stormwater, flooding or sanitary problems, even if they are doing the work on their own. She suggested since the committee is working on developing a new website dedicated to stormwater updates, resources and tips also could be shared. While the committee continues to move forward with stormwater plans, residents will continue to face flooding issues on their own, Kennedy said, adding the committee does need to offer some sort of guidance, so the resident and the city could meet halfway. “It’s going to take time for us to do every one of these projects,” Kennedy said. “Not every one of them is going to be done right now.”

ELMHURST – For Kaili Harding, winning the title of Ms. Illinois Galaxy 2015 means more than having a crown and a sash. It’s about accepting the responsibility of becoming a role model and providing a strong voice for causes that may have fallen silent. The 35-year-old Elmhurst resident is a moth- Kaili Harding er, the president of the Schaumburg Business Association, an avid volunteer and an advocate for health and social issues. When asked about her drive to win this competition, Harding said it was her age. Ten years ago, she competed in her first pageant and was crowned Mrs. Illinois America, she said. Harding added she went on to compete in the Mrs. America Pageant and placed in the top 10, but after that, she stepped away from the stage and encountered a list of life changes. In that time, she had two kids, went

through a divorce and closed a business she ran for about five years. Collectively, those experiences became her motivation to aspire for change within herself, her community and, overall, society, Harding said. “I feel like Rocky coming out of retirement,” she said. Harding and Christine Boll, executive director of the Illinois Galaxy Pageant, said the pageant has similar criteria to most competitions: a photo submission, interview, swimsuit, fashion and evening gown. Harding explained within those five categories the judges essentially are looking for someone who embraces a healthy mind, body and spirit, which are aspects that are hard to train for. “They’re not just looking f or a pretty face,” she said. Boll, who has worked closely with Harding as a pageant coach, said what separates Harding from her competitors is her heart. “She’s very warm and welcoming, and you can’t coach that,” Boll said.

According to City Treasurer Elaine Libovicz’s recently-published report for Fiscal Year 2014—the first budget aligned with the calendar year—sales taxes from retail ($16.7 million) and food and beverage ($1.8M) accounted for more than 36% ($18.78M) of Elmhurst’s total revenues ($51.8M), while oft-bemoaned property taxes ($11.75M) totaled less the 23%. It seems the buzz surrounding the West Nile virus in Illinois quiets more every summer. That’s not a reason, however, to not take precautions to reduce your risk to exposure. The DuPage County Health Department, according to its website, has made four positive tests of mosquitoes infected with the West Nile virus so far this year, and Cook County has discovered 15 positive pools this year. The Will County Health Department last week in Bolingbrook collected its first batch of mosquitoes that tested positive for the virus. In 2014, there were 44 human cases of West Nile in Illinois, according to the Illinois Department of Health. There were three deaths, including one in DuPage County. Those figures are down from the 117 human cases and 11 deaths in 2013 and 290 human cases and 12 deaths in 2012. Human cases started to spike after only five were reported in 2009. In 2010, there were 61 human cases of West Nile virus, including four deaths. There were 34 human cases and three deaths in 2011. West Nile virus is most commonly spread by infected mosquitoes. It can cause fever, encephalitis (inflammation of the brain) or meningitis (inflammation of the lining of the brain and spinal cord). There are steps you can take to protect yourself from being bitten by a West Nile-infected mosquito. Follow these tips from the health department: • Wear shoes, socks, long-sleeved shirts and pants when outdoors for long periods of time or when mosquitoes are most active – usually dawn and dusk. • When possible, avoid the outdoors during peak biting times – dawn and dusk. • Spray clothing with insect repellent. • Apply insect repellent sparingly to exposed skin by following label directions. Check with your doctor before applying insect repellent on infants, and wash your hands after using insect repellent. • Look for EPA-labeled products containing DEET, Picaridin, oil of lemon eucalyptus or IR3535. It also is important to eliminate mosquito breeding sites from around your residence. Mosquito eggs can develop in any standing water that lasts more than five to seven days. Follow these health department tips: • Turn over children’s wading pools and toys when not in use. • Drill holes in the bottom of recycling and trash containers that are left outdoors. • Change water in birdbaths twice a week. • Fix leaky faucets. They provide water where mosquitoes can breed. • Drill holes in window boxes and flower planters to prevent water from pooling. • Aerate ornamental ponds or stock with mosquito-eating fish. • Keep pools clean and chlorinated. • Eliminate standing water in your property. Take proper precautions this summer to reduce your exposure to the West Nile virus.

Harding is a volunteer for the American Diabetes Association in Chicago, Casa of DuPage and Bridge Communities. She aims to educate families on diabetes and provide a support system for those who have faced domestic violence and homelessness. Harding said what she enjoys most about working with these organizations is she has the opportunity to start the conversation and promote awareness. She added others have approached her before and asked why she volunteers and why these issues are so important to her, knowing that creating change is hard to come by. Harding said her answer remains the same: “Even if you touch one person’s life, that makes all the difference.” In a few weeks, Harding is set to compete in the Galaxy International Pageant in Orlando, Fla. Harding said even though she will be in the midst of competition, the one thing that she is looking forward to is “just being there” and meeting her competitors. She explained that in competition there is a level of respect, passion and kindness one has to have for others, and while being in a room full of dynamic, intelligent women can be intimidating, competitors come to the understanding they are all fighting for something that motivates them to win. That alone is what makes the Galaxy pageant more meaningful, Harding said. “You’re only as good as the people who surround you,” she said.

County Board Member Jim Healy, who is involved in determining what’s next for the space, was unavailable to comment. “Sixty-one years ago, this ground was dedicated to be the fairgrounds, and DuPage leadership at that time decided the fair and the fairgrounds were important to the community,” McGuire said. “And I think there is still a lot of the community who believe what happens on the fairgrounds is important.” This year’s fair will feature many fan favorites, including a carnival, craft beer tent, rodeo and demolition derby, according to the fair website. Headlining the fair the night of July 23 is The Willis Clan, of TLC. The Neverly Brothers will perform July 24. On the same day, the Spirits of DuPage beer and wine-tasting event will take place, with proceeds benefiting the Friends of the DuPage County Fair and the renovation and preservation of the fairgrounds.

WHEATON – The DuPage County Fair’s organizers have long said the fairgrounds would be ready by summer, despite more than 600 building code violations – a prediction that came true this week. DuPage County Fair Association Manager Jim McGuire confirmed the fair will move forward as scheduled for its 61st year July 22 to 26. It received the final needed permits July 15 from the city of Wheaton, according to Joe Kreidl, the city’s director of building and code enforcement. “We’re having a fair and we accomplished the list that was put in front of us,” McGuire said. “And to be honest with you, we never lost a day of operations here on the fairgrounds.” McGuire said the association successfully completed most of the work city inspectors mandated after an inspection in January. He said the bottom half of the fair’s grandstand will be open, with bleachers to make up for the loss of the top section because of ongoing code violations – a setup he said may improve the view. Kreidl said the association’s effort “had been progressing well” and confirmed the completion of all critical projects identified in the report. The association plans to address 39 remaining minor violations after the fair. Despite the improvements, the association remains unsure how long the fairgrounds and the year-round pro-

Cooper’s Hawk Winery evokes Napa BURR RIDGE – Lunch at Cooper’s Hawk? As a wine lover, it wasn’t hard to convince me. Cooper’s Hawk Winery and Restaurant has become known for its wide selection of wines and its carefully paired menu of modern American comfort food. On a particularly lovely afternoon, I set out with a friend to the location in the Burr Ridge Village Center, and opted for a table on the patio. I ordered a glass of the housemade sangria, a delicious wine punch loaded with fresh fruit and served chilled, perfect for the sunny summer day. My companion chose an equally summery peach wine, which she described as fresh and light – sweet, but not syrupy. It is one of a variety of fruit wines produced by Cooper’s Hawk. We whet our appetites with a starter of Mexican Drunken Shrimp, which were wrapped in bacon and served with fresh guacamole and a butter sauce laced with lime and tequila. The guacamole took center stage, fresh and delicious, pairing well with the saltiness of the crisp bacon. We shared two entrees, opting for beef and chicken. The Chicken Giardiniera was lightly breaded with panko crumbs and Parmesan, and its crispiness held up well to the vinegars and oils of the fresh giardiniera that topped it. The flavors were lovely, not too spicy, and the thought occurred that this combination would make a delightful sandwich. The Short Rib Risotto was a satisfying combination of creamy carnaroli rice, tender boneless short ribs and a rich and flavorful wine sauce melding mushrooms, sweet onions, shaved Parmesan and white truffle oil. I’m a sucker for any roast meat with the perfect sauce, and this certainly fit the bill. A sublime comfort food, it almost made me hope for fall weather. It’s a great guide and choosing a glass this way only enhances the culinary experience. The extensive menu tempts with seafood, chops, pasta, sandwiches, salads, a calorie-conscious collection and gluten-free dishes. At Cooper’s Hawk, the desserts are as homespun and classic as the dishes themselves. The chocolate cake, filled with layers of chocolate mousse and ganache, was outstanding – a decadent treat without the heaviness some full-size desserts impart. The crumbled apple pie was not a slice, but rather a whole personal pie, capped with a flourish of crust and drizzled caramel sauce. Both dishes were served with vanilla ice cream, and definitely sized to share. All in all, this was a wonderful lunch filled with deliciously satisfying food and great wine. I noticed an extensive children’s menu that offered classic kid fare, but also some alternatives to the typical chicken fingers and pizza that were clever, but no less approachable for the young ones – chicken pot stickers, pasta with homemade meatballs,

ELMHURST – When asked who stood out during the summer season for York baseball, coach Dave Kalal didn’t have an answer. But that wasn’t a knock on his players. Kalal was happy to boast the team’s depth and work ethic helped make numerous players key contributors this summer. “To be honest, there’s been a lot of different kids who contributed in many different ways this summer, juniors and seniors alike,” Kalal said. “We’re going to have a ton of arms next spring. We just got to try to generate some runs. If we can score four, five, six runs a game, I think we can win. Defensively we were averaging under two errors a game this summer. Defensively we have been very good.” The Dukes’ summer ended with a 5-1 loss against Glenbard East on July 14 at York. It was a second-round game in the summer postseason tournament, the Phil Lawler Classic. York defeated Elk Grove 3-2 in the first round the day before. Summer is more about player development than wins and losses. Kalal saw plenty to make him optimistic about next spring’s squad.

“You get to see a lot of kids play and you get to see what they can do in a lot of different situations,” Kalal said. “I’m proud of the kids the way they committed this summer and the way they worked at it, listened and made adjustments. It’s a good group of kids. I’m going to look forward to sitting down with them in the fall, having individual meetings with them and heading into next spring.” In addition to high school ball during the week, many of the players are on travel teams during the weekends. Senior Joe Polowski, who pitched a complete game in the loss against the Rams and was burned by three unearned runs, is one of the Dukes who still has travel ball on tap for the summer. Polowski said the summer is all about finding things to work on to prepare for the spring. “I’ve just been working on getting that third pitch down for my pitching, which is my change up,” Polowski said. “During the year I’ll probably be playing third so I was working on that, too.” Similar to Kalal, Polowski was encouraged by what the Dukes showed in the summer. “If we can get a few of the juniors really working at it – us seniors are going to really try to get them working with us – I think we can be great next year,” Polowski said. “There’s no doubt we could be. All we need to work on is defense. If we can do that I think the hitting will come through, too, and we have the pitching.”

Blazers baseball gets glimpse of next wave Summer provides preview of Addison Trail program By DAN SANTAROMITA dsantaromita@shawmedia.com ADDISON – Many high school coaches encourage kids to be multisport athletes, but summer is the time when that becomes a tough task. Athletes are forced to go from program to program, sometimes in the same day, to keep up with the teams they are playing for. In baseball the problem is exacerbated by having players play on travel teams on the weekends and in some cases the pitchers are not able to pitch for their high school team at all. Addison Trail baseball coach Mi-

chael Kennedy saw this as a strain on getting players to come out this summer, but also as an opportunity to see other players in action. While the Blazers have a good amount of returning talent expected back for the spring, it wasn’t always available. “A lot of our top pitchers weren’t pitching for us because they were pitching for their summer teams,” Kennedy said. “It was an opportunity for us to see some other guys step up. They had some growing pains, but by the end of the summer we started to see some signs.” When the players absent this summer come back and combine with the kids Kennedy saw play, the coach thinks the team has the pieces in place to improve upon last year’s 9-9 showing in West Suburban Gold play. “It was tough because a lot of our

guys are multi-sport guys so we shared a lot with basketball, with football, so to get the whole team together was a challenge,” the coach said. “When we get together and we’re healthy we’re going to be poised to grow and improve on last year.” Returners Angelo Feola and Nick Fugarino led the charge for the Blazers in addition to some younger players. Sophomores Simon Marinelli, Trevor Fulmer and Dom Vitello played well and appear primed to push for varsity playing time in the spring. Marinelli was an injury replacement at catcher and impressed with his time behind the plate. “We had to have some young guys and there was a learning curve there,” Kennedy said. “Hopefully they caught up this summer so springtime they’re ready to go.”

Elmhurst Explosion baseball caps season with tourney title SUBURBAN LIFE MEDIA ELMHURST – A successful regular season got even better in the playoffs for the Elmhurst Explosion 10U baseball team. The Explosion topped the Wheaton Briarcliffe Blazers 5-2 to win the title in the National League playoffs of the West Suburban Baseball League. The team went 4-0 in the single-elimination playoffs to earn the title. Elmhurst finished second in the Green Division of the WSBL National League, but won 14 of its final 15 games, including the last 10, to enter the playoffs on a hot streak. Explosion players this season were Jack Braun, Jack Burns, Jack Carroll, Kevin Cushing, Sean Fitzgerald, Adam Hardek, Jack Harrison, Aidan Hill, Trey Manchester, Jason Meyers Joey Pagni and PJ Wisniewski.
