VILLAGE BOARD MEETING | 3 THINGS TO KNOW

Board talks Village Hall development, market study, TIFs By HANNAH PROKOP hprokop@shawmedia.com

1. Old Village Hall site update

Representatives working on the development of the former Village Hall property at the northeast corner of Main Street and Burlington Avenue gave trustees a progress update on the mixed use retail and residential project at the meeting. The undertaking will include about 200 one- and two-bedroom apartments, about 15,000 square feet of retail space and a ratio of about 1.25 parking spaces per unit. “It’s going to put more retail space in downtown Lisle,” said Mayor Joe Broda in an interview after the meeting.

Ask Dr. Webster

DANGERS OF ACIDIC FOOD Q: Are some foods more detrimental to tooth health than others? A: Yes. Dental enamel, the thin, outer layer of hard tissue that protects the tooth and maintains its shape, is subject to erosion and decay. Acidic foods and drinks are among the substances that can adversely affect the enamel. The prolonged exposure to acid that can come from sipping or holding acidic drinks in the mouth before swallowing is not good for the enamel. Most commercial soft drinks contain acids, which can break down the tooth surface. These acids also damage tooth enamel over time by dissolving the mineral structure of teeth, thinning the enamel. Eventually, because of repeated exposure to acid, the tooth’s enamel will lose its shape and color. As the damage progresses, the underlying dentin–the tissue that makes up the core of the tooth–becomes exposed, causing the teeth to look yellow. To prevent tooth erosion, wait at least 20 minutes after consuming an acidic food or beverage before brushing the teeth, so as not to damage the weakened enamel. Dentists say you should eat acidic foods all at the same time, instead of snacking on them throughout the day. Eat these foods only during meal times to minimize the amount of time the acid is on your teeth.

Additionally, attorney for developer Marquette Companies, Russell Whitaker, said the project must yield 20 feet along the east side of the property to meet the needs of the Lisle-Woodridge Fire District. “That’s a significant change to the dimensions,” Whitaker said. With the boundary shift, Marquette hired a new architect, Humphreys and Partners Architects, L.P., to create a different building plan, said Marquette’s director of development, Jeff Prosapio. Whitaker said the team hopes to go before the village’s Planning and Zoning Commission in July or early August. The cost of the project has increased more than 10 percent since its original estimate, stated by Prosapio to be

about $40 million in February. Trustee concerns included the project time frame, the number of tenant parking spaces and whether the height of the building on Burlington Avenue would be out of scale with the neighboring residential area. Developers said based on Marquette’s experience with similar units, they do not foresee a parking problem, but would enforce a vehicle limit if the demand for tenant parking spaces exceeded the amount available. Whitaker added that the development would bring the number of public parking spaces on Main Street and Burlington Avenue to 36, an increase from the current amount. Prosapio anticipates construction to start spring 2015.

2. Market study progresses

Also June 30, representatives from Business Districts Inc., the organization operating the Downtown Lisle/Ogden Avenue Corridor Market Study, presented an overview of stakeholder interviews, existing conditions and site specific information gleaned from evaluating downtown Lisle and Ogden Avenue. The goal of the study is to analyze relevant retail markets and climates and identify development potential for the area.

Within a TIF district, property taxes paid on the base value of property within the area go to taxing bodies as they normally would. When property values grow, taxes paid on those increases are reinvested in the development of the area. Village Manager Gerald Sprecher said village officials may not know for up to six months if there will be a new TIF district in Lisle. “All that happened on Monday night was to authorize moving ahead to evaluate the proposed area for a TIF district,” Sprecher said in an interview after the meeting. The area, bound by Main Street and Ogden Avenue, includes the Family Square shopping center, Sprecher said. “It’s an economic development tool that is widely used throughout the state, and it has a fairly effective track record in terms of attracting development and redevelopment, “ Sprecher said. 3. Business Districts director Diane Williams said interest in additional downtown dining options was nearly universal and interviews revealed retailers are seeing increased sales from the Internet or sources other than foot traffic. “The folks that are succeeding in retail categories aren’t reliant on foot traffic, they’re multi-channel operations, and that’s a national trend,” said Williams in an interview after the meeting. The study also includes a community survey to help the village, the Lisle Area Chamber of Commerce, Lisle business- and property-owners, and potential new businesses better serve Lisle. Williams said the study is anticipated to be completed in September, but it is too early to tell what outcomes it may yield. Next steps include presenting the survey results in an August board workshop, completing research on peer communities and assessing opportunities at the sites, Williams said. “I think it’s going to give us an opportunity to have enough information to start moving forward,” Broda said.

Medical group offers wig boutique to cancer patients By LEE V. GAINES msleditorial@shawmedia.com LISLE – Naperville resident Janice Groenewold didn’t start losing her hair until her third chemotherapy treatment, but by that time it was coming out in handfuls. She quickly decided to shave the rest of it off and made an appointment at an American Cancer Society wig boutique, which provided her with both a fitting and a wig free of charge. Groenewold, 77, was diagnosed with stage two breast cancer in December 2013. Like all the other oncology patients at the DuPage Medical Group, located on Warrenville Road in Lisle, she was eligible to receive a free wig and personalized fitting at the American Cancer Society boutique. The society partners with medical providers across the country to offer the service. Though a patient at the DuPage Medical Group, Groenewold chose to have her fitting at the society’s wig

boutique at Central DuPage Hospital, where her friend was volunteering. A wig boutique supported by the society has existed in the group’s Lisle location since the building opened in early 2013. The society provides the wigs and volunteers, “and we provide the space,” said Corie Rectenwald, supervisor of practice operations for the group’s Cancer Resource Center. Located in the center, the boutique is set apart from the rest of the building and has less of a clinical feeling, Rectenwald said. From January 2013 to April 2014, 112 patients used the free service, which also provides scarves and hats, she said. Hair loss is a common side effect of chemotherapy and the reason most patients use the service. “It’s an important service because cancer, the disease itself and the treatment, can

“I think all of us on this board should be very proud of the fact that we got behind our countywide elected officials who raised the alarm to us because we’re not the people in the morgue, we’re not the people in the courtroom, we’re not the people on the streets dealing with this,” Eckhoff said. “But we’re the people that hold the purse strings, and when a problem is presented to us, we can react quickly and do something for the public.”

The DuPage County Board approved $67,000 in seed money Tuesday to support a new heroin education initiative with the potential to reach middle and high schools countywide. The county is partnering with the Robert Crown Center for Health Education to expand the center’s pilot program to 12 middle and high schools – one of each in the county’s six electoral districts. County Board member and Judicial and Public Safety Committee Chairman Grant Eckhoff said it was time to take the next step in educating students about the dangers of heroin addiction. Eckhoff said the combined efforts of the various elected officials involved with the DuPage Coalition Against Heroin have made the county a leader in addressing the issue, and said Robert Crown was the best-equipped agency to continue the mission. “We’re feeling like we’re really ready for that next step and to start working with the schools in DuPage County, so we’re excited about that opportunity,” said center Project Manager Kris Adzia. Robert Crown led a 12-school pilot during the past year. Adzia said the program focuses on the science behind the affect of drugs on the brain, the social-emotional and consequential sides of addiction and how to find addiction resources. The center will present participating districts with course materials before educators decide how to integrate it into their curricula. Robert Crown CEO R.J.

McMahon said although the 12 participants haven’t been confirmed, the center has a list of schools who have previously sought such opportunities. After a year-long trial, Robert Crown and the coalition hope to expand the program to schools across the county. Eckhoff said the board would fund the first year of the program for the 12 schools. Should it approve the extension next year, it would pay for half the costs for the initial 12 and the entirety of the first year costs of up to 61 schools who join the program. The third year, the first 12 schools would absorb the full cost, and the county would fund half the cost of the next 61 schools. Eckhoff said the cost would likely translate to $200,000 across the next two years. The first year’s money is coming from $100,000 the board tapped for heroin education in November. From there, officials hope the programs become largely self-sustaining with no further county funding and a limited effect on school district budgets. McMahon said Robert Crown plans to continue to update and invest in the program, using feedback from teachers and students. Currently, it is focused on reaching out to districts and preparing for next year’s expansion. “The ramp up will be significant, so we are creating the infrastructure on our end to support multiple schools, multiple users,” he said. Eckhoff said the partnership is an example of how seriously the board takes the threat of heroin.

What’s all the Hoopla at the Lisle Public Library recently? When we think about the design of modern technology and devices, we think in terms of adaptability, usability, evolution and responsiveness. I would be so bold as to assert that perhaps technology borrowed these terms from public libraries. We “rabble-rouser bookworms” have always been the driving forces beCOMMUNITY hind the continued search for VOICE enhancing services. Shannon We ask: “What is the user experience like?” “What do Halikias our patrons need?” Since the advent of public libraries, we have continually evolved based upon the needs of patrons that cross our doorstep or utilize our resources. By now we are all (mostly) familiar with iTunes and Netflix, the services by which content is shared with users. Libraries were not far behind these models, and took it to the next level in developing the necessary architecture and information infrastructure to share resources in a collaborative environment. It was no small feat for us, or our vendors, to revolutionize the ability to share through the power of the library card. A recent example is Hoopla – a new service available on our web page to download movies, audiobooks and music right to your own device. Each patron may borrow up to 10 items per month, and items are automatically returned so there are no worries about fines. Pretty incredible! In keeping with the demand for digital materials, we also strengthened our collection this year by using valuable per capita resources to add more titles to eMediaLibrary – our online audiobook and ebook platform. This technology allows patrons to access library materials 24/7 online. But never fear, the traditional book in all its glory will never go away. We even have a “New Materials” display shelf coming that will allow patrons easier access to our newest titles. Sometimes it is the little things that make the biggest impact when it comes to how we serve our community. You can find out more about what is happening at the Lisle Library District from our web page at www.lislelibrary.org. We hope you enjoy all the new “hoopla” happening at the library!

Insulting president?

I am a Lisle resident and I wanted to make a comment on “A lesson in respect.” Once again I see Sound Off has been used by tea-baggers to heap insults on President Obama. I refer to the joke about our elected president being called a lying golfer. When I was young the right wing nuts told us we should respect the criminal President Nixon. take a lot away from people,” Rectenwald said. “They probably won’t feel well throughout their treatment and this is a way we can give back to them some of their identity, make them feel a little bit more like themselves – just give them a boost they might be needing as a result of going through a health crisis.” In early January 2014, Groenewold had surgery to remove the cancerous tissue. The operation was followed by four sessions of chemotherapy. “Now I’m doing radiation,” Groenewold said. She said she is feeling “really good” and her doctors are positive the cancer has been fully removed. Her hair has begun to grow back. During her appointment at the boutique, Groenewold said she “must have tried on about 10 or 15 wigs, and I really liked two and finally narrowed it down to one.” “It’s kind of nice, because

at first you’re kind of self-conscious about a bald head,” Groenewold said. “I was. But it was nice to have it be a private room so everyone walking by didn’t look in.” The fitting was an uplifting experience, she said. “The workshop they have, too, is called ‘feel better’ and that’s exactly what that does for you,” she said. “If you look good, you do feel better.” Rectenwald said the service is a way for health providers such as DuPage Medical Group to treat the whole patient, not just their disease. “With all of our support services, that is what we are trying to accomplish,” she said. “To let patients know we care for them as individuals with needs beyond just coming here for chemotherapy or radiation or followup services with their doctors.” Even to people who say they have had cancer before and tried a wig and couldn’t stand it, Groenewald said perhaps they weren’t fitted properly. “I suggest you go see what they’ve got,” she said.

2 Dem candidates off November ballot By NATHAN LURZ nlurz@shawmedia.com The Democratic side of the ballot will be a bit shorter this November after a ruling last week by the DuPage County Election Commission – and there may be more to come. Despite not holding primary elections in the DuPage County districts 1, 2 and 5; forest preserve district president; and county board chairman seats, the Democratic Party of DuPage County nominated several political hopefuls in late April and early May to collect signatures to appear on the ballot. All had to collect a minimum number of signatures to enter the election. On Friday, the commission decided two of the party entrants – Brian Wolter and Max J. Havlick – were ineligible because they did not collect enough valid signatures, said Bob Peickert, party chairman and county board chairman hopeful. “I give them both a lot of credit,” Peickert said. “They came in late, they didn’t decide to put their name in for nomination until late in the process. … It’s unfortunate, and we made it a good effort, but we knew it would be difficult.” No candidates presented themselves during the party’s recruitment process for the primary elections in March, Peickert said in a previous interview. The decisions mean both Joe Cantore, who will run for forest preserve district president, and Pete DiCianni, who is vying for District 2, will now be unopposed. And the commission may not be done. The DuPage County Republicans also have challenged the nominations of Peickert, Roland “Rolly” Waller of Bensenville and Regina Drucilla Brent of Aurora. The challenges hinge on the notion that there was not proper notification from the Democratic Party to precinct committeemen before the nominations. Should those candidates be thrown out as well, two-

term Chairman Dan Cronin and board members Paul Fichtner of District 1 and Tonia Khouri of District 5 would also run unopposed come November. The board is scheduled to hear more on the remaining objections Thursday, according to the Election Commission website. Darlene Ruscitti, chairman of the DuPage County Republicans, was unavailable for comment and Election Commission Executive Director Bob Saar did not respond to multiple requests for comment. Peickert said he remained hopeful not only for the outcome of the committee’s decisions, but also the party’s electoral hopes. “I think once the electoral board rules, which we’re hopeful will be in our favor, we will stack up fairly well in the November election,” Peickert said.

TRAINING EXERCISE WILL TEST READINESS

LONG RANGE PLANNING SESSION

On Friday, July 11, 2014, the Downers Grove Police and Fire Departments, Midwestern University and Advocate Good Samaritan Hospital will be conducting a training exercise involving an active shooter in a school scenario. The purpose of the exercise is to test the emergency preparedness of the participating agencies, determine effectiveness and see where improvements or adjustments are needed.

Please note the next long range planning session of the Village Council, originally scheduled for Tuesday, July 15, 2014, has been rescheduled and will be held on Tuesday, August 5, 2014.

• Threat neutralization • Victim rescue • Triage

• Site security • Crowd control • Crisis communication

The event will be a combined effort with the Downers Grove Police and Fire Departments, Oak Brook Police Department, Lombard Police Department, Woodridge Police Department, Darien Police Department, Midwestern University, Downers Grove Grade School District 58, Community High School District 99, and Good Samaritan Hospital. "Our goal is to prepare first responders, school personnel, and emergency medical providers using as much realism as possible," stated Downers Grove Police Chief Robert Porter. "The safety and security of our faculty, staff and students is of utmost importance to Midwestern University. Midwestern is proud to participate in this educational training," said Kathleen H. Goeppinger, Ph.D., President and Chief Executive Officer. Those passing by Midwestern University in the early morning hours on July 11 may notice public safety vehicles arriving; however, all event activity will take place on campus which will be closed to the public.

Restaurant reviews

Kama Indian Bistro forges fusion fare in La Grange LA GRANGE – While my years in the Chicago area have opened me up to a wide range of ethnic cuisines, the joy of a quality Indian restaurant lights my fire in a very special way – and not just because of the occasional burning-hot spiciness. The combination of exotic flavors, the spicy sauces, and the fact that everything is eaten with a bed of delicious carbs – all make it hard to beat. Sometimes, the spices can be a little heavy-handed, overwhelming the main components of the dish – the veggies or meat – and everything else. While that’s not always a bad thing, it can make for a one-note taste. Not so with La Grange’s Kama Indian Bistro. A romantically lit, upscale offering by Vikram and Agnes Singh, it balances depth and accessibility of flavor with all the traditional notes even the most casual of Indian food fans will appreciate. As with any good Indian meal, my date and I started out with an order of samosas, a type of turnover. The first thing we assessed was the fried dough on the outside – perfectly done and crispy without a hint of grease. We noticed that it didn’t smack us in the face with a ton of spiciness, allowing us to better enjoy the vegetables inside, including the small peas that provided a change of texture, instead of simply a tinge of color. Then came the main dishes, all of which hit a similar balance, and offered a distinct example of the restaurant’s deftness at letting multiple tastes shine. The chicken tikka masala was very good, probably the favorite dish of the night. Often, sauces can get weighed down with too much yogurt or cream, flattening a lot of the flavor. Kama’s dish featured protein that was fairly moist with just a hint of char to add a smokey touch, and a surprisingly light sauce that had

Hoops at home By JASON ROSSI jrossi@shawmedia.com LISLE – For basketball players hoping to improve their skills over the summer, trips to far-flung college campuses are the norm. The Players Camp is flipping the script. Players from the University of Illinois and the University of Wisconsin, including Lisle native and UW standout Frank Kaminsky, will bring the college talent to the kids at a pair of camps Saturday and Sunday at Walker Athletics in Lisle. “I’ve always been around basketball and I attended a lot of camps as a kid,” said Sean Harrington, the former Elgin High School and U of I standout who started The Players

Camp. “Being from the suburbs, the schools were hours away and you’d have to pack for three or four days. “ I t h o u g h t , Sean how cool would Harrington it be if the kids in college would come to our area? How cool would it be to bring elite players to the suburbs and have kids go out and compete and learn from those guys?” Kaminsky played high school ball at Benet Academy and had a standout 2013-14 season for Wisconsin as the Badgers made the Final Four in the NCAA tournament. Kaminsky set a Wisconsin single-game record with 43 points

Frank Kaminsky part of camps that bring elite college players to the kids

against North Dakota in November, led the Badgers by averaging 13.9 points and 6.3 rebounds per game, was twice named Big Ten Player of the Week, was Big Ten all-conference first team and was the Most Outstanding Player in the west region of the NCAA tournament. Walker Athletics rents out courts for basketball, volleyball and badminton and also has indoor batting cages for baseball and softball. “We’re very excited about this,” said Teresa Walker, secretary at Walker Sports. “Sean is very excited about it, and I think he picked the right place for it. I’d like to keep it an annual thing because I think it’s a nice thing for the community.”

Having players and teams of that pedigree is exactly what Harrington had in mind when he envisioned the camps. “Guys are available only a few weekends of the summer, so it was really the only time to do it,” Harrington said. “Wisconsin was interested in it, so I think it worked out well, and we have a Final Four team with lots of returning players doing it.” Kaminsky will be joined by eight of his Wisconsin teammates at the camp Sunday. Eight University of Illinois players, including Rayvonte Rice and Tracy Abrams, the Illini’s top two scorers last season, will be the instructors at a camp on Saturday. The camps are for boys entering grades 3 through 12 and

offer players the perfect opportunity to get a taste of what college basketball is like. “The camps are going to have drills and activities those guys do at school,” Harrington said. “Campers are going to get a chance to see how the players work out, and the players are going to break down drills and teach the campers.” The camp will be beneficial not only for the participants, but for the teachers, too. Harrington worked with the NCAA and is able to pay the players for their time at the camp. “I had to go through a lot of things with NCAA compliance to make sure it’s legal,” Harrington said, “but I can pay them to do what they love, which is play basketball and teach basketball.”

Q&A

By JASON ROSSI jrossi@shawmedia.com

The U.S. Men’s National Soccer Team enjoyed one of its best runs in the World Cup as the underdog squad survived a tough draw in group play to advance to the knockout stage. Hank Steinbrecher played a big part in building U.S. Soccer to the level it’s at currently. The Glen Ellyn resident and former Secretary General of the United States Soccer Federation – commonly known as U.S. Soccer – started in the game as a player, then as college coach and eventually was a key figure for U.S. Soccer when it hosted the 1994 World Cup and when the Women’s National Team hosted and won the 1999 World Cup. Steinbrecher took time to talk with sports editor Jason Rossi about his time with U.S. Soccer, the current state of soccer in the country and his plans Sunday for the World Cup final.

FRICKER BUILDER AWARD: 2006

Rossi: Do you ever want to go back? Steinbrecher: There are certainly things I miss. We hosted two World Cups and the Olympics, and I don’t miss the pressure of it. I don’t miss the politics of sports, and there are a lot of politics in sports. When I left U.S. Soccer, I left on top after we won the 1999 World Cup. There’s no better way to leave.

Rossi: How did you arrive at U.S. Soccer? Steinbrecher: It was kind of serpentine. I played in college (at Davis & Elkins College), then I coached for 11 years and ended up at Boston University (from 1981-84), and I was asked to direct the Olympic venue at Harvard in 1984. Then I went to work for Gatorade as the director of sports marketing, and when the U.S. was awarded the World Cup (in 1988), I was asked to come to U.S. Soccer. I was deeply involved in the World Cups in 1990, 1994 and 1999.

Rossi: What are you most proud of from your time at U.S. Soccer? Steinbrecher: I really think of three things. First, professionalizing the office. Before my time it was kind of a mom-and-pop operation. Second, our win over Columbia in 1994 (the first World Cup victory for the U.S. since 1950). It was tragic, of course, as a player from Columbia was killed afterward, but it was very exciting. Finally, our win in the Women’s World Cup in 1999. Overall, I’m very happy to see where the sport is today in this country.

About Hank Steinbrecher n GLEN ELLYN RESIDENT:

1985 to present

n SECRETARY GENERAL OF

U.S. SOCCER: 1990 to 2000

n NATIONAL SOCCER HALL

OF FAME: 2005

n U.S. SOCCER WERNER

Rossi: What are your thoughts on this year’s World Cup? Steinbrecher: This is the first one I’ve missed since 1986. I wrote to Dan Flynn (the current Secretary General of U.S. Soccer) and told him, ‘I know the excitement, I know the pressure and I know the thrill of being there, and I send my regards to you.’ But if I was there, then I wouldn’t be here to see how everyone got excited for the games here. There were 20,000 fans at Grant Park. I was in Atlanta for a U.S. game and went to a bar to watch it and it was jam packed. It was like that everywhere. The sport is taking a major step this year. Rossi: Any plans for the World Cup final this weekend? Steinbrecher: There’s a little Italian restaurant in [Glen Ellyn], Marinella Italian Restaurant, Joe Marinella’s place. They’re having a World Cup viewing party, and that’s where I’ll be. Funny story, I was in Germany [for the World Cup in 2006], and I had tickets for

the final. I called up Joe, and I said, ‘Joe, I’ve got tickets for the final, I’ll take care of you.’ He told me he was having a viewing party at the restaurant and couldn’t come. I sold my tickets and came home and went to the viewing party. Rossi: What was your role in bringing the Women’s World Cup to the U.S.? Steinbrecher: I would say I was a small ball bearing in a very big wheel. To bring the World Cup here, from organizing and the bid process, it required a lot of work from a lot of people. I think we had a head start with the women’s team because of Title IX and the gender equality we had in this country. Rossi: What’s been keeping you busy these days? Steinbrecher: I established my own business, Touchline Consulting, and I do sports consulting. It started out being only soccer [consulting], but I’ve really become more of a consultant to CEOs. Skycam, I’ve been consulting with them for eight years.
