LEMONT – Anticipating a 50 percent reduction in state shared municipal funding, the village of Lemont has planned a fiscal year 2016 operating budget that cuts more than $800,000 in projects that were part of the village’s original budget. Village Administrator George Schafer said the village has made one-time cuts to the budget that include a reduction in the road program and capital equipment purchases, along with a freeze on any new unfunded staff requests. Schafer said if the state funding reduction proves to be permanent with the state’s July 1 budget year, the village will assess further cuts to services and programs. The $25.76 million budget was discussed during the first of two public hearings during Monday’s Lemont Village Board meeting. A second hearing with any other revisions to the budget will be March 23 before it is approved April 13.

Bruce Rauner’s proposed state budget, which would include reductions in shared municipal funding at Lemont’s State of the Village address March 4 and at recent village board meetings. Reaves said the village is not yet at the point where it will need to cut services, though he is uncertain what budget reductions the village will have to make in the future. “A lot of the things we have in this preliminary budget are one year stopgap measures,” he said. Reaves also said the state still needs to balance its fiscal year 2015 budget, and if the state took municipal funding away for this year, the village would have to dip into its fund balance to make up the money.

During the meeting, the board also approved an engineering services agreement on a project to add four foot-wide paved shoulders and bicycle lanes on McCarthy Road, from Illinois Street to Walker Road. The agreement will cost $149,993 but is subject to reimbursement of as much as 80 percent from the Illinois Department of Transportation. Frank Novotny and Associates will make engineering project development reports and environmental studies. Construction is expected to start in late 2017 or 2018. The board also approved a twophase water supply and demand analysis, not to exceed $39,900. Phase 1 is a water model, which will test for deficiencies in the current water system. Phase 2 is a water needs analysis, which will project water demands for the next 20 years, particularly in the eastern part of Lemont.

LEMONT – The weather was nice and clear Saturday for Lemont’s annual St. Patrick’s Day Parade and Festival. Jennifer Lorenz was the person of honor as the Irish Queen. The parade, which traveled down Stephen and Main
streets to the Lemont VFW, also included the Chicago Stockyard Kilty Band and the Hughes Academy of Irish Dance. After the parade, the festival continued at the Lemont VFW, including refreshments and entertainment by the Celtic Sounds.

LEMONT – It was the morning of Jan. 23, 2013, when Frank Richert’s mother called him to tell him about an unusual scene occurring on Chicago’s South Side. An abandoned warehouse had caught fire at Ashland Avenue and 38th Street and Chicago firefighters were attempting to put it out in freezing temperatures. Always looking for a good photo opportunity, Richert grabbed his camera and headed to the scene. The 32-year-old Lemont resident submitted one of his photos in the Smithsonian magazine’s annual photo contest and has been selected as one of 10 finalists in the Americana category. Richert works as a manager at Ruth Lake Country Club in Hinsdale, but his passion lies in photography. He has a website called FMR Photography and takes photos for the country club. “My camera’s with me at work every single day,” he said. “I travel with the thing every day.” Most of his photography is of nature and landscapes, which he became in-
terested in after a trip in 2004 to Yellowstone National Park. Richert said he likes to look at the Smithsonian magazine’s photo of the day on its website and submits a photo for their annual contest each year. “You never know,” he said. “It could build some publicity for me.” When Richert arrived on the scene of the warehouse fire, he was amazed at how the water from the hoses froze on the building. “It made this old warehouse look like an ice castle,” he said. “And just the smoke, the way it was bellowing, it was a really cool scene.” He submitted his photo to the Smithsonian last spring and was announced as one of the finalists March 4. His photo is one of 60 finalists overall, selected from more than 26,500 entries from 93 countries. ‘Year of the Budget’ needs bipartisan effort The spring legislative session is underway in Springfield. A new governor is at the helm and optimism is abound in the capitol. The legislature’s single greatest responsibility is its ability to pass a balanced budget. But make no mistake about it – this year will be the “Year of the Budget.” COMMUNITY Illinois has a strong leader VOICE in Gov. Bruce Rauner. Two Jim months into his term, Gov. Durkin Rauner has presented a bold plan to turn Illinois around, to put Illinoisans back to work, to bring job creators back to Illinois. Let’s start with fixing our budget. Years of overspending have caused Illinois to build up unsustainable deficits. Illinois’ underfunded pension liability stands at $111 billion, unpaid bills of approximately $8 billion and an unbalanced Fiscal Year 2015 budget of $1.6 billion. Yes folks, I am not mistaken with using the word billion. For the first time in many years, the legislature will be asked to support a budget which is premised on that same basic notion most of us exercise in our own households; we spend only as much as we bring in. Gov. Rauner has committed to spending $32 billion for FY16 which is the estimate of revenues we anticipate to take into the state treasury. The legislature must work in a bi-partisan manner to determine how to best spend these dollars. The criticisms are being heard loudly in all regions of our state. Many claim the state cannot run on $32 billion. All you need to do is look back to 2011 where our budget spending was roughly the same. We will and must live within our means beginning now. Raising taxes again on Illinois families and job creators is not an option. The temporary income tax increase from 2011 was promised to “pay the bills,” “put people back to work,” and “solve the structural deficits.” None of that occurred. Our backlog of bills is staggering, and high unemployment still curses our state. I implore the majority party to work in good faith with the governor on the 2016 budget. But first we need to solve the FY15 budget. On Jan. 12, 2015, when Gov. Rauner took office, he inherited a $1.6 billion unbalanced budget. The governor and I are prepared to solve the problem, but it needs to be a bipartisan fix. The failure to reach an agreement soon will only further harm our fragile credit rating, discourage investment and further stymie job creation. In November of 2014, the people of Illinois made it clear that they are starving for change – dramatic change. That change starts with responsible budgeting and spending.

Don’t balance budget by taking from towns If Gov. Bruce Rauner wants to get local government officials on board with his state budget proposal, he’s got a long way to go. The state’s finances are in bad shape from years of mismanagement, and Rauner has his work cut out for him if he’s going to fix that. Any solution he proposes is guaranteed to make someone angry. One of his ideas was to take money from municipal income tax reserves. That part has local officials furious. “The state’s budget and government crisis shouldn’t be put on the backs of municipalities like the governor’s present budget is put forth,” Lemont Mayor Brian Reaves said. “I voted for [Rauner]. I understand we need change. But I’m not particularly fond of how he’s going about it at the present time.” There’s no doubt that the path to a healthy Illinois budget will require some tough to swallow cuts to services somewhere. Comparing a household budget to a government’s fiscal balance sheet isn’t always a good idea, but in one respect it holds true – if you want to get to the point where you’re not spending more than you make, and there’s no immediate prospects David Good, managing editor dgood@shawmedia.com 630-427-6270
for increasing income, then the only option is to cut costs. That’s true for the average homeowner or business in Lemont, and it’s true for the state, too. The question then becomes, where can we tolerate those cuts? Local governments have been making tough choices about their budgets for years, certainly since the depths of the 2008 recession at least. The state, on the other hand, largely refused to make tough choices during the Blagojevich years, and arguably made the wrong tough choices during the Quinn years. We’re going to have to give up things we’d rather not lose. It’s going to hurt, and it’s going to impact people’s lives, and that’s a terrible thing. But to not make those tough choices now is to just delay the inevitable and make things worse for everyone. Gov. Rauner will continue to have difficult decisions to make, and we don’t envy him the task. But there must be better places to start than by casting an eye at the ledgers of governmental bodies that have already tightened their belts as much as they dare.

For the sake of our children, we need to make changes to the District 41 School Board. I, for one, am so disheartened by the lack of respect and sometimes adversary nature the current board has for parents. I am disheartened by the cavalier attitude taken by the current board toward the values of this community. I don’t wish to have a board that rubber-stamps everything I want. I want a board that fosters a true partnership between the school and the parents. We

Such a sign is visually unpleasant and conflicts with the hometown feel Elmhurst strives to maintain. Further, an electronic billboard on the underpass presents a safety hazard, as it distracts drivers who are looking overhead instead of at the road in front of them. 50 E. Wend St., will host historian Leslie Goddard for a portrayal of Jacqueline Kennedy from 7 to 8:30 p.m. Thursday. Goddard will portray Kennedy after the assassination of her husband, President John F. Kennedy. She will recount what her life was like in the White House, as well as her decision to move forward with her life following her husband’s assassination Nov. 22, 1963, in Dallas. Lemont high schoolers to compete for Mr. LHS crown LEMONT – Lemont High School’s Junior Class and Athletic Council will host the Mr. LHS contest at 7 p.m. Friday in the school’s Performing Arts Center, 800 Porter St. Male contestants from several grade levels will compete in four rounds, including talent, fashion, trivia and the final round, a lip sync battle. Proceeds from the contest will benefit the Leukemia and Lymphoma Society. A Mr. Lifesaver award will be given to the contestant who raised the most money in conjunction with this year’s event. Barbecued pulled pork provides a decadent touch to an order of BHB mac and cheese. Bacon and avocado add big flavor to the salmon BLT sandwich, accom- crispiness. Meanwhile, the pork was very tender. We both panied by sweet potato fries. To start, my friend ordered the house BHB Honey Girl beer, which is an American Hefeweizen that was tasty and, importantly for a wheat beer, not too sweet. There are several BHB beers, and a fairly wide selection of other craft and domestic brews available
on tap. For the appetizer, we chose the BHB smothered fries, which feature crispy fries, pulled pork, giardiniera and Monterey Jack cheese. I’m typically quite picky with fries, but these had a coating that captured the desired

and cheese, but the bacon and pulled pork were surprisingly good additions. First off, the mac and cheese had the proper creaminess, gooeyness and mix of colors to show that there are multiple cheeses at work. Throw in the crispy, crunchy bacon and that would have made for a great meal on its own. The pork was good, again, but the sweet barbecue sauce didn’t quite sync with the savory cheese for my personal taste. So, I ended up basically eating bacon mac and cheese with a side of pulled pork, and enjoyed both that way. My friend ordered a salmon BLT sandwich with sweet potato fries and also had positive things to report. The bacon and avocado flavorfully complemented the mild fish to make for another winner. The menu has a wide variety from barbecue to pasta dishes, seafood, salads, sandwiches and pizza flatbreads, more than deserving of another run around the pub’s culinary bases.

BERWYN – Heading to a restaurant named after one of my childhood heroes was an exciting prospect, and the food at Big Hurt Brewhouse did not disappoint. Athletes breaking into the restaurant business is nothing new. In many cases, their involvement varies, determining how large a role they play in the success of the enterprise. A big name on the front of the building is nice, but that alone won’t keep a restaurant afloat. I am pleased to report Frank Thomas was in the building – and left this White Sox fan a bit stunned at the sight of the Hall of Famer. He runs an attractive restaurant/ sports bar that provided my companion and me with good food and drink. A scattering of Frank Thomas memorabilia brings back some cherished memories, capped by an impressive replica of the statue of the slugger displayed at the ballpark. The pub is on the southwest corner of Cermak Road and Oak Park Avenue in Berwyn, which means tons of eyeballs get to see the bright white lights that say Big Hurt Brewhouse on a daily basis. Upon entering, my immediate reaction was: “Ooo, this is kind of fancy.” My casual tastes can just as easily be satisfied in a dive bar or a diner, but it does feel good to walk into a place that puts some effort into the ambience. The pub is housed in a historic bank building, and still sports a vault, as well as the elaborately embellished dome that draws the eye upward like a baseball headed to the stratosphere. It’s definitely fancy enough for a date night but remains a casual sports bar perfect to watch a game with some friends over drinks. There are enough TVs that you will never have a bad view if you want to catch a game. And the staff the night I visited was on the ball enough to pipe in the audio right at the Blackhawks game’s first faceoff.

LEMONT – The Lemont Bears Wrestling Club is sending four wrestlers to the IKWF state finals this weekend in Rockford. That group qualified out of a sectional Sunday at Mount Carmel High School. A pair of returning state qualifiers in Drew Nash and Frankie Montalto advanced to the state tournament as did Paul McGrath and Apollo Gothard. In the 115-pound novice division [11-12 year olds], Nash finished with a record of 2-1, while Gothard came in as the runner-up in the 138-pound novice division. In the senior division [13-14 year olds], McGrath finished second at 79 pounds. Montalto was also the runner-up in the 147-pound weight class. On the season, Nash is 3213 with 23 pins. Gothard is 14-7 with six pins, McGrath is 11-9 with four pins and Montalto is 18-10 with eight pins. Just missing out on qualifying were Kyle Zator and Tyler Wilms, both of whom finished in fourth place. Each wrestler will be alternates in Rockford. Zator ends his season at 22-9 with six pins and Wilms was
