While discussing the property the district owns at Derby Road and 131st Street, a majority of the board expressed a desire to sell the unused land. The district purchased the 11 acres of farmland in 1989 with the plan of building a new school, but the plan never came to fruition because of declining enrollment. The board was discussing whether to continue a contract for upkeep of the land, but some board members said the district has no use for the land. “The district should not be in the landowning business,” board member Mike Aurelio said. As part of the approved 2015-16 school calendar, the district will not be applying for a waiver to have the option to hold class on Martin Luther King Jr. Day. The calendar committee that sent the proposed calendar to the board suggested applying for the waiver to give the district flexibility in scheduling makeup days when school days are canceled. The district canceled five days of class this winter because of weather and has five emergency days it can use at the end of the school year. The calendar committee said a majority of parents in a survey were in favor of using the holiday as a possible makeup day if needed. However, Superintendent Courtney Orzel said the district has enough flexibility in its calendar to make up school days and the five

3. Old Quarry renovations passed The board approved $7,990 to repair leaks in the roof of Old Quarry Middle School and $19,528.67 to replace the school’s gymnasium floor. The roof repairs will begin as soon as weather permits, while the gym floor will be replaced during the summer. The district also informed the board it would be seeking price quotes on replacing the carpet in Old Quarry’s learning resource center and academic hallways. The district would have the carpet replaced during the summer as part of a three-stage process to replace all the carpeting in the building. The board voted to rescind a $13,646 contract it had approved in February to have glass windows tinted at the front of its buildings. The district said the company it had contracted misrepresented the price and it will bid out the project again.

Lemont library showcases local authors By DAN FARNHAM LEMONT – Lemont residents can meet some of the published authors that live in their community during the Lemont Public Library’s Lemont Authors Fair from 10 a.m. to noon Saturday. Reference librarian Pam Zukoski said it is the first time the library has hosted an author fair, in response to requests by local authors for such an event. She said the event is restricted to Lemont authors this year, but the library was able to get six authors to attend. “I’m just surprised we have so many talented people right here in Lemont,” she said. The books range in theme from informational essays to crime thrillers. Refreshments will be served, as attendees can meet the authors and purchase the books. Attendees also will be entered in a drawing for a $25 Amazon gift card. The lineup of authors includes:

Lemont doctor allegedly taking kickbacks SUBURBAN LIFE MEDIA A Lemont doctor has been charged with taking a $2,500 kickback in return for his referring Medicaid and Medicare patients to a company for medical treatment. The U.S. Department of Justice charged Dr. Neil Sharma, 34, of Lemont with illegal remunerations, which carries a maximum penalty of five years in prison, a fine up to $25,000 and full restitution, according to a U.S. Attorney Northern District of Illinois news release. According to the website for the Westmont-based IlliniCare Health,

Sharma joined the company as its chief medical director involved in all major clinical patient care programs in September 2013. IlliniCare receives money from state Medicaid funds based on its enrolled Medicaid patients and pays medical care service companies to serve those patients, according to the release. Sharma on Feb. 13 allegedly met with the owner of an undisclosed company that was under contract with IlliniCare and offered to provide 500 patients at an increased rate of $200 per patient in exchange for monthly payments from the owner, according to a Department of Justice complaint.

Sharma also planned to move patients from other companies under contract with IlliniCare to the owner’s company and create new programs for that company, according to the complaint. The owner of the company went to federal authorities after the meeting and agreed to record future conversations. Sharma planned to conceal the payments by being named the medical director for other health care companies owned by the individual he was dealing with, according to the complaint. Sharma received a $2,500 payment Feb. 27 and started sending patients to the other company March 9 as part of a new anti-depressant medication

compliance program, according to the complaint. According to his profile on the IlliniCare website, Sharma was previously in a group practice in geriatric medicine in the Joliet area. The profile also explains that he received the Fellow Geriatric Clinician of the Year award at the University of Illinois in Chicago where he completed his fellowship. IlliniCare is owned by the Centene Corporation. “We were made aware of the situation in the past 24 hours,” a Centene spokeswoman said Friday. “IlliniCare is not party to any action.”

She said the reductions were based on staffing needs for classes students requested for next year, not budgetary reasons. “After we did the schedule and looked at the student request, we didn’t have enough sections to necessitate keeping these part-time teachers on staff,” she said.

What’s at stake with pension reform case SPRINGFIELD – “No wonder the state of Illinois is broke.” That’s what my dining companion said over lunch recently when I mentioned that one of every 10 state workers takes in more than $100,000 per year. I happened to remark on that figure after reading an Associated Press story in my morning newspaper. VIEWS Of course that only tells Scott part of the story. State workReeder ers receive health insurance and pension benefits that are far more generous than most of their counterparts in the private sector. On Wednesday the Illinois Supreme Court heard arguments over whether those pension benefits can be trimmed. The state has $111 billion in unfunded pension liabilities and it won’t be able to get its fiscal house in order until something is done to resolve the situation. Pension payments are competing with basic state services for limited tax dollars. The case being considered by the high court hinges on whether this crisis is sufficient cause for the state to alter promised pension benefits. The pension protection clause in the state Constitution protects benefits from being “impaired or diminished.” But no constitutional right is absolute. If the Illinois Supreme Court rules in favor of the unions who are challenging a pension reform law passed last year, paying pension benefits will take priority over the most basic of state services: incarcerating criminals, educating children and providing basic services to the most vulnerable. In his recent budget address, Gov. Rauner ruffled some union feathers when he called for cutting Medicaid reimbursements to hospitals, trimming funding for state universities and decreasing health insurance benefits for state workers. But state workers should take comfort that the budget slightly increases the number of workers employed by the state and doesn’t close any major state facilities. If the state Supreme Court rules against pension reform, don’t expect that to continue to be the case. Basic state services will be cut, workers will be laid off and state facilities shuttered. No one likes the idea of cutting pension benefits. But the alternative for state workers and the people of Illinois is far more bleak.

Drumbeat of bad news vindicates COD faculty When a union can’t see eye to eye with the leadership of the organization that employs its members, there could be any number of factors at play. Sometimes unions have unrealistic expectations. Sometimes there’s just a clash of personalities. Sometimes a leader making needed changes ruffles some feathers along the way. The College of DuPage Faculty Association’s beef with school President Robert Breuder and the Board of Trustees may include some of those elements. But on balance, the faculty members have largely been vindicated. The faculty registered a vote of no confidence in Breuder in September; in the months since then, pretty much everyone else has joined them in that opinion. The recitation of the failures in leadership at the College of DuPage has become routine yet still shocking. A leaked email suggesting playing games with state money. Fraud at WDCB, the college radio station. Battles over whether imprest payments require auditing. Breuder’s free meals at the money-losing Waterleaf restaurant on campus. And to top it all off, the generous $762,000 in severance that Breuder will get when he vacates his post in disgrace in 2016. David Good, managing editor dgood@shawmedia.com 630-427-6270

Compared to all that, the faculty’s concerns lodged in September can sound almost petty at first: “We don’t feel inspired by [Breuder] as a leader,” said Glenn Hansen, president of the faculty association. There are a lot of people in a lot of jobs feeling less than inspired by their bosses. It’s a common refrain. But in this case, we know now there was actual bad management behind the complaint. Given what we’ve learned, who could blame Hansen and the faculty members for not feeling inspired? Breuder’s response to the faculty’s vote only cements that they knew what they were talking about. “Factual accuracy has never been important to the Senate leadership,” he wrote in a response made public recently. “It does not support their irresponsible and unfounded accusations.” Strong words, given Breuder’s email that exposed him as someone who finds no issue with bending the truth when it suits him. Next month, voters will get to pick three members for the College of DuPage Board of Trustees. There are a lot of candidates running. Residents would be wise to keep in mind the recent leadership dysfunction when making their selections.

I am wondering who is accountable for underage drinking parties within our community? Discarded beer cans littering the parkways on Saturday mornings. Teens urinating and vomiting on our driveways in the middle of the night. Inebriated adolescents driving home under the influence at 2 a.m. ’Tis the season. End of the year school dances and graduation parties are on the horizon. Again, I am wondering who is accountable for this extremely poor and dangerous behavior? Parents? Teens? Police? School administrators? Local police officers have advised me to call them early and often. I intend to do just that. This is [a] response to Lemont’s State of the Village article. Residents voted no to a home rule municipality years ago to keep the village from instituting additional taxes without our consent. County and local retail taxes are already too high. Maybe that’s why some people don’t shop locally. Mr. Mayor, let’s face it, Lemont will never become a retail destination. SUBURBAN LIFE MEDIA The Illinois Tollway is moving closer to increasing the speed limit on several area tollways from 55 to 60 mph, according to an Illinois Tollway news release. The Tollway’s Customer Service and Planning Committee recommended the changes based on years of traffic and engineering studies to determine areas where the speed limit could safely be increased to make traffic more efficient, according to the release. The Tollway’s Board of Directors will consider the recommendation at its March 26 meeting. The board, the Tollway’s Joint Committee on Administrative Rules and the Illinois Department of Transportation must approve the speed limit changes before they can be enacted. In addition, the forward tallied 3.8 rebounds per outing.

Bair also led the Raiders in rebounding – hauling down 5.3 boards per outing – blocked shots and was second in steals.

North n YEAR: Junior n IMPACT: On a Panthers team that lost all of their rotational players from last winter, this junior seized the opportunity and ran with it. Lavere topped Glenbard North in scoring, averaging 12.5 points per game, while adding a team-high 3.7 rebounds per contest. The long-range shooter led with 44 3-pointers and also shot 72 percent at the free-throw line.

In addition, Pierce contributed 23 steals and 12 blocks in 28 games.

Warrenville South n YEAR: Senior n IMPACT: In his lone season in a Tigers uniform, Ruggles put up strong numbers while shooting unbelievable percentages from the field. The senior averaged 17.9 points on 59 percent shooting from 2-point territory, 47 percent shooting from the 3-point arc and a free-throw percentage of 88.7. He added 2.8 rebounds and 1.6 assists per game and 22 steals.

North n YEAR: Senior n IMPACT: This forward became a strong all-around offensive player and topped the Falcons in scoring, averaging 14.5 points per game. He shot 49 percent from the field, which included a mark of 45.5 percent from the 3-point arc. Mayor’s Message

(not)INVINCIBLE

With every new Governor, there is also change that comes with their administration. This Governor is no exception. When Governor Rauner took oice this past January, he had a horriic budget funding gap of 1.6 billion dollars which he needs to fund and ill by the end of May. He is looking at all aspects of funding throughout the state, and with that is part of the local government distributive fund that the Village of Lemont relies on for 20% of our yearly General Fund budget. We do not have the capability of absorbing that entire funding cut, so the Village Board and Finance Committee are determining what cuts will have to take place if 100%, or even 50%, of that fund is cut. These cuts will not be easy, as we are already running a very thin and iscally responsible budget, but will have to be made so that we continue to have balanced budgets in the Village of Lemont. This means cuts will have to be made to services of the daily operations within the Village of Lemont. As we work through the speciics on this, we will communicate these items as changes occur. This situation is in a state of lux, as we will not know until the legislature passes their budget, as to what amount and to what degree of funding cuts we are going to be charged with making. Citizens can be assured that we are doing everything humanly possible to make any cuts that must occur as minimal as possible to the service level that we are all accustom to in the Village of Lemont.

Community organizations and groups are needed on Thursday, April 16, to participate in the irst of its kind, (not)INVINCIBLE event, at Lemont High School Performing Arts Center (6:00 PM set up, 6:30-9:30 PM event hours). This multi-organization event will include engaging and informational presentations to entice conversation, bring awareness to and encourage proactive and wise life choices. Parents, youths, teens and young adults, will be encouraged to attend this impactive evening. This event will also include a “Hall of Info” in which participants will oicially debunk the thought, “There is nothing to do nor are there any support systems for youths in Lemont.” Don’t miss this no-cost opportunity to spread the word about what you have to ofer. We are currently seeking organizations to expose your support systems, youth activities/groups, liberal arts, athletics, educational, spiritual, musical, nutritional, and enriching opportunities that are present in our community. Bring your lyers, pamphlets and any information about your group/organization/events to share (300+ pieces - bags will be provided). There will be fantastic rale prizes and refreshments providing time for conversation and interaction. Pre-registration is required to participate in the (not)INVINCIBLE Hall of Info. All attendees will be amazed at all of the unknown treasures ready to be explored in the Lemont community.

The Proposed FY16 Annual Operating Budget document is accessible on the Village website, www.lemont.il.us, Village Budget. On March 23, we will hold our second public hearing for the FY16 Proposed Annual Operating Budget and our Capital Resolution will be up for adoption at the Village Board Meeting. The Budget Ordinance is scheduled to be adopted on April 13, 2015.

The Mayor’s Drive for Charity will be held on Monday, April 27, with a 7:30 AM or 1:00 PM shot gun start. Registration forms for goling and sponsorship opportunities and Charity Applications are located on the Village website at www.lemont.il.us, Mayor’s Drive for Charity. Last year, proits from the outing were distributed to over 40 area charity and service organizations that rely annually on this contribution to aid in meeting their goals to help others in our community. Whether you come out to golf, sponsor a hole, or donate a rale item, every donation is needed and greatly appreciated.
