DeKalb man charged with DUI, reckless homicide in crash that killed sheriff’s deputy

DeKALB – A DeKalb man has been arrested and charged with DUI and reckless homicide in the crash that killed DeKalb County Sheriff’s Deputy Christina Musil, the Illinois State Police announced April 3.
Nathan P. Sweeney, 44, was arrested April 3 by the ISP, according to a news release.
During an investigation conducted by the ISP and the DeKalb County Coroner’s Office at the request of the DeKalb County Sheriff’s Office, police learned that Sweeney allegedly was under the influence of drugs at the time of the crash, according to the ISP.
“The results of the Illinois State Police crash investigation confirm that this terrible tragedy could have and should have been avoided,” DeKalb County Sheriff Andy Sullivan said in a statement April 3. “I want to offer my sincere condolences again to the family of our friend and partner, Deputy Christina Musil. I also want to thank the Illinois State Police and the DeKalb County State’s Attorney’s Office for the expeditious nature in which they have handled this investigation.”
Sweeney is charged with three counts of aggravated DUI causing death and one count of reckless homicide, according to the ISP. He was taken into custody at the Ogle County Jail in Oregon.
Musil, a U.S. Army National Guard veteran, served in Afghanistan from 2008 to 2009.
Sullivan said Sweeney is being held at the Ogle County Jail because the investigation is being conducted separately from the sheriff’s office since Musil was a deputy there. DeKalb County sheriff’s corrections deputies operate the DeKalb County Jail.

Musil, 35, a mother of three, was conducting what Sullivan called a stationary patrol when her Ford Explorer squad vehicle was rear-ended by a Kenworth commercial truck about 10:39 p.m. The crash occurred about three-quarters of a mile south of the intersection of Perry Road and Route 23 in Waterman, Sullivan has said.
April 4 to allow the community to pay respects at Musil’s funeral in DeKalb. Because of the closure, Sweeney’s initial pretrial release court hearing won’t happen until Friday.
Although he is being held in Ogle County, Sweeney will face his charges in DeKalb County.
ISP officers initially issued Sweeney citations for failure to reduce speed to avoid an accident, improper lane usage and operating an uninsured motor vehicle.
If convicted, Sweeney could face between three to 14 years in prison.

DeKalb library to host goat yoga sessions April 13
DeKALB – The DeKalb Public Library will partner with Blue Sky Farm Goat Yoga to host two goat yoga sessions.
The sessions will be held at 1 and 2:15 p.m. April 13 in the library’s lower-level Yusunas Meeting Room, 309 Oak St.
The sessions are free and intended for people ages 12 and older.
The sessions will be led by a certified yoga instructor. Participants must bring a towel or yoga mat which could get dirty. The goats will snuggle, run and jump on patrons.

DeCarbon DeKalb plans inaugural DeKalb County Earth Fest

DeKALB – DeCarbon DeKalb and other environmental friendly groups will be putting on the inaugural DeKalb County Earth Fest in April.
The free event kicks off at 4:30 p.m. April 18 at the Egyptian Theatre in downtown DeKalb and will set out to celebrate local sustainability and foster community engagement.
“It should be a really fun, festive way to lead into Earth Day and keep conversations about sustainability, saving energy, saving money, eating better locally sourced foods,” said Andrew Wanek, co-founder of DeCarbon DeKalb. “There’s so many elements to this that people are considering more and more these days that the timing just seemed right to pull something together in our community to get together and have a collective conversation, learn more and keep the conversation rolling.”
The festival will coincide with the national commemoration of Earth Week, which is observed annually in mid-April. Earth Day is April 22.
Festival-goers will be greeted by an array of things to do, from watching a documentary screening of “Common Ground” and trying their hand at giveaways to checking out an electric vehi-
cle rally, visiting food trucks and scoping out reconditioned bikes.
Wanek said the event promises to have something to appeal to a wide audience.
He said participants will find opportunities not only to learn but also to have fun and network.
“We wanted to create a festive fun zone, so we’re calling the first couple of hours leading up to the documentary an ‘Eco Social,’” Wanek said. “It’s an opportunity for people to connect and network, but also to get more information
about everything from solar to heat pumps to what local agencies are doing for the environment. There’s nonprofits there to share about what they’re doing and what the community could take advantage of.”
Organizers behind the festival have already been taking to social media to promote the event.
Wanek said the community’s response to event organizers’ efforts to spread the word have been met favorably.

we started to put this out to the community,” Wanek said. “It was easy to get people to jump on board for sponsorship and also to host informational tables. We got such a strong reaction right off the bat. We knew that it would be something that we could plan in a short amount of time.”
Wanek said he hopes people walk away from the festival with a more open mind about the Earth, if they don’t already.
“There’s a lot that busy people can do,” he said. “Busy people include parents of young children who are especially concerned about the future of our planet. But we’re all busy with work and other activities. There’s ways to plug. There’s ways to engage, to learn about what other people are doing without committing to sitting on a commission or a monthly meeting with a group. Homeowners, families, individuals, people at home, people in apartments – we can all learn to adapt to a different mindset about how we all live on the planet.”

IVT extends Mimi Bryan Scholarship application deadline

Hundreds of mourners say goodbye to DeKalb County Sheriff’s deputy

DeKALB – She was Deputy Christina Musil to some, “Beana” to others and, to her three children, she was Mom.
Hundreds gathered April 4 to mourn the loss of the Christina Musil they knew and say their final goodbyes.
Musil, 35, a five-year deputy with the DeKalb County Sheriff’s Office, a veteran and a mother to children ages 5, 11 and 12, was killed March 28 in a car crash while on duty in Waterman. In the days since, local law enforcement communities have held that pain collectively, to offer support to the sheriff’s office as it grieves one of its own.
DeKalb County Sheriff Andy Sullivan, who opened with an emotional eulogy, led a first responder procession into Northern Illinois University’s Convocation Center in DeKalb.
“As a sheriff’s office, we must lean and depend on each other in this time of intense grief. We will come together as brothers and sisters and continue to serve DeKalb County,” Sullivan said. “We must come together as a family to honor Christina and ensure her legacy is not forgotten.”
More than 1,000 people, including hundreds of law enforcement officers and members of the public, joined Musil’s loved ones. Police, firefighters and state troopers from across DeKalb County and throughout Illinois, Wisconsin and Iowa filed in.
Wreaths of sunflowers and carnations adorned a memorial display, with a heart-shaped flower arrangement.
The eulogies were raw, fraught with laments that Musil was taken too soon, but punctuated also by declarations of her selfless nature and devotion to her kids. Musil’s sister Bridgette Caporaso fondly recalled her “Beana, Beana,” and said she was overwhelmed by the show of support from the law enforcement community. Caporaso attributed the solidarity display to the meaningful impact her sister made on those around her.
“Today we gather not just as family and friends, colleagues and community members, but as a collective heart meeting in unison with grief, love and profound respect for an extraordinary soul,” Caporaso said.
Nathan P. Sweeney, 44, of DeKalb was arrested by Illinois State Police on April 3 and charged with DUI and reckless homicide in the fatal March 28 crash that killed Musil, who died from her injuries in the early morning hours March 29.
A U.S. Army National Guard veteran, Musil served in Afghanistan from 2008 to 2009.
She was remembered for her humor, selflessness and having “a fervent love for sports,” according to her obituary, including New York Yankees baseball and New Jersey Devils hockey and, most of all, her children’s teams.
Dozens of photos of Musil were displayed during the morning’s visitation. Two DeKalb County Sheriff’s Office squad cars, wrapped in dark purple cloth, were parked on either side of the memorial, flanked by two law enforcement officers who stood vigil during the service.
Standing alone, Sullivan saluted Musil’s casket to start the processional. Immediately following their boss, DeKalb County Sheriff’s deputies said goodbye to their fallen colleague, some placing sunflowers on the ground below Musil’s casket, and others handing flowers to her family members seated in the first row.
Musil, with badge No. 42, began her
time with the DeKalb County Sheriff’s Office in 2019, as a corrections deputy at the DeKalb County Jail. Three years later, she was transferred to the sheriff’s patrol division, Sullivan said.
“Her death reminds us we must never take our safety for granted, and our freedoms have not come without a price,” Sullivan said.
After the almost half-hour long processional, a band of 14 bagpipe players and nine drummers from the Chicago Police Emerald Society played and marched around the arena.
Some area community leaders also attended, including multiple DeKalb County Board members.
“Today is a tough day,” Board Vice Chairman John Frieders said.
As the service concluded, Illinois State Police folded an American flag draped over Musil’s casket, and handed it to Sullivan, who delivered it gravely to Musil’s family.
As law enforcement personnel crowded outside the Convocation Center after the service, a gun salute was
performed. Air Force veteran Michael Embrey of DeKalb played taps.
After the service, Musil and her family were escorted by a procession hundreds of cars deep back to Butala Funeral Home in Sycamore, passing by a large American flag hung from a crane by Lovett’s Towing in downtown DeKalb.
Recounting a day earlier last week, Caporaso said she visited the fatal crash site in Waterman and ran into someone unexpected: a former DeKalb County Jail inmate. Caporaso said the man told her that he wanted to visit to pay his respects to Musil, who had shown him kindness as a corrections deputy.
It’s that kindness that will continue to serve as a beacon, even in her sister’s loss, Caporaso said.
“Your departure has left a void that will never be filled, but the luminosity of your spirit will forever light up my path,” Caporaso said. “And we will strive to live with a fraction of your grace, your courage and unyielding commitment to others.”

Arraignment set, furlough denied for man charged in bar shooting

SYCAMORE – A DeKalb County judge on April 3 set an arraignment date for a DeKalb man charged in a February shooting outside Lord Stanley’s bar in downtown DeKalb and denied the man’s request to leave jail on furlough.

Rios was arrested March 12 and faces 10 felony criminal charges after police alleged that he was the one who fired a gun outside the bar Feb. 5, injuring another man, according to court records.
Rios is represented by Sycamore-based defense attorney Robert Nolan. Nolan asked Montgomery on April 3 if Rios could be allowed fur -
lough from his custody at DeKalb County Jail to attend a personal appointment that Nolan said had been scheduled before his arrest.
“Due to the nature and scope of these offenses, I appreciate you bringing this to my attention, Mr. Nolan, but your motion for furlough is denied,” Montgomery said in reply.
Nolan also filed a motion to substitute judges on March 22. The case has been reassigned from Circuit Court Judge Joseph Pedersen to Montgomery, according to court records.
Rios is charged with aggravated battery with a firearm, a Class X felony; two counts of aggravated discharge of a firearm; possession of a firearm by a street gang member; aggravated battery; two counts of unlawful use of a weapon by a felon; mob action; possession of a firearm without a firearm owner’s identification card; and possession of ammunition without a FOID card, according to court records.
If convicted, he could face up to 30 years in prison.
Rios previously served three years in the Illinois Department of Correc-
tions after he pleaded guilty June 13, 2018, to possession of a firearm without a FOID card and unlawful possession of a handgun with the intent to deliver, according to court records.
Rios previously had been accepted in DeKalb County’s mental health treatment court on the case but did not complete the program, Montgomery –who sentenced Rios on the 2018 charges on June 7, 2022 – said April 3.
In the early morning hours of Feb. 5, a man wearing a black ski mask got into a fight with another man outside Lord Stanley’s bar downtown and then shot the man, according to court records.
The victim suffered multiple wounds to his hand, upper leg, and body from one bullet fired from a 9-mm gun, records show.
Prosecutors have alleged Rios was the one wearing the ski mask and who fired the single bullet.
DeKalb police responded about 12:10 a.m. Feb. 5 to reports of gunfire in the public parking lot behind Lord Stanley’s and the Annex, 142 E. Lincoln Highway.
Through interviews with the vic -
tim, video surveillance footage, and multiple witnesses, police said they learned about an alleged confrontation that preempted the shooting, court records show.
About midnight, the victim allegedly walked out the back door of the bar with another person, and outside was a group of four men, including Rios, Christian Contreras and Anthony Lara, who also face charges in the incident. Surveillance video footage allegedly puts the three men at the scene along with witness interviews that also identified them to police, according to DeKalb County court records.
The DeKalb County State’s Attorney’s Office on March 13 filed a motion asking a judge to deny pretrial release to Rios. Circuit Court Judge Joseph Pedersen ruled in favor of that request March 13, records show.
Lara and Contreras also have been arrested in connection with the shooting.
Lara, 23, and Contreras, 27, both of DeKalb, are charged with one count each of aggravated battery and mob action.

The Chronicle understands that Highway Commissioner Frank Puller is beginning to start work on the roads. We know of a good place for him to operate as quickly as possible. This is the First Street Road from the Ellwood farm to the Coltonville corners and then in both directions, toward Five Points and Electric Park. This road used to be a splendid one but has been allowed to run down until right now it is rough and boggy. Some crushed stone has been spilled on it over near Electric Park but not to good advantage. A little careful and sensible work by a force of graders and teams would do wonders. Much money is not needed on this road but some work is. It is a shame that the beautiful drive has been allowed to run down the way it has.
Three bandits early today held up and robbed a train on the Chicago & Southern Traction company of a sack of assorted mail which contained nothing valuable. The bandits held up the train crew and threw the sack into a Ford sedan found abandoned three hours later some distance from the robbery.
J. D. Morris, veteran Kirkland hotel man, has again taken over the Kirkland hotel, according to word from that place. Under the Morris management the hostelry was famed for its cuisine and accommodations and the public that has occasion to use it will be pleased to learn of the change there.
The Chronicle is in an odd pickle, in which it would like the help of its patrons. In some way a receipt book was taken or lost from the desk in the business office. This book contained the names of patrons, who had paid subscriptions from March 17 to April 9, exclusive of the contest payments. As the posting of the accounts is done from these stubs there is no record of the payments and this office would like all persons who have subscriptions between thee dates at the office to notify Miss Inez Taylor so that their accounts can be credited.
DeKalb’s new fire pumper, which can be used to great advantage in removing water from basements was pressed into service Tuesday. For some accountable reason this afternoon at the McLean home the basement at the home became flooded and the fire chief
was appealed to. With the big pump, it took but a few minutes to remove nearly all the water from the basement.
1949– 75 YEARS AGO
Excitement was caused at 10 o’clock this morning when the eastbound City of Los Angeles streamliner struck the rear end of an auto at the Third Street crossing. Fortunately, no one was injured. William T. of south Second Street was driving north across the tracks and had nearly cleared the tracks when the streamliner struck the rear part of the back fender and bumper. The car was turned sideways and stopped with the front wheels against the west curb by Penney’s store. William T. stated that the wig wags were not operating when he started over the crossing.
Yesterday afternoon 300 chicks were lost when a brooder house on the farm operated by Archie Tuntland near McGirr was damaged by flames. The DeKalb fire department was called at 4:15 o’clock. The brooder house fire is believed to have been caused by an oil heater. The floor was burned badly and the 300 chicks were lost in the fire. Last evening the department was called to the Shell Service Station at Seventh and the Highway where a motorcycle had flared. The cycle was badly damaged by the flames.

The Genoa Township Park District is looking to the Illinois Department of Natural Resources to help fund a park project first proposed in 1994. A grant application is being prepared for up to half of the estimated $30,000 to make improvements to 1.5 acres of ground donated to be part of Genoa Woods subdivision. Genoa Woods is now being developed with some 26 residential lots just beginning construction.
Northern Illinois University is cutting tuition for out-of-state students in a move officials hope will increase their numbers on campus.

Kishwaukee College announces cuts in fees

MALTA – Kishwaukee College recently announced it removed about $375,000 in student fees, part of a plan officials have said is meant to boost enrollment and improve transparency surrounding costs for higher education.
The decision was made by the college’s Board of Trustees at a March 12 meeting, according to a news release.
“The elimination of student fees improves the transparency in the cost of attending Kishwaukee College,” Kishwaukee College President Laurie Borowicz said in a news release. “Budgeting for college is easier for students and their families when the cost of attendance is the price of tuition. Student fees are the unanticipated expenses that often are unknown until students see them on their bill.”
The board also approved a $5 increase to its base tuition for the
2024-25 academic year, bringing the total from $147 to $152 per credit hour for in-district and online courses, according to the release. The last tuition increase was in 2020.
Changes also were approved for students in Radiologic Technology and Registered Nursing courses, decreasing credit hour costs for those programs from $294 to $228, according to the release.
Officials said the changes are because of increased enrollment, expanded state support for community colleges and growing property value for the district among other goals meant to make Kishwaukee College more affordable for students.
“Thanks to responsible decision-making, the financial health of our college has allowed us to make these beneficial cost savings for our students while still reducing our tax levy,” Board of Trustees chairman Bob Johnson said in a news release.
Hopkins Pool in DeKalb closed for 2024 summer

DeKALB – DeKalb residents won’t have a public pool to swim in this summer, but DeKalb Park District officials announced Friday that they believe the wait will be worth it.
The park district confirmed that Hopkins Pool, 1403 Sycamore Road, will be closed for the 2024 season while undergoing an estimated $8.5 million in facility renovations. A tentative grand reopening of Hopkins Pool is expected in summer 2025, according to district documents.
The closure and renovations are the result of yearslong deliberation by the DeKalb Park District and park board of commissioners to determine the future of the aging pool.
Officials previously said that a 2024 season closure was likely. The closure was confirmed at the park board meeting March 28, according to the district.
Renovations include landscaping, reshaping the baby pool to accommo-
date capacity needs, redesigning the fast-pass entrance at the north parking lot and reconfiguring the main entrance accessible through the south parking lot, plans show.
Project leaders hope to present an updated project cost report at the April 25 park board meeting, according to the district.
At the March 28 board meeting, officials determined that it would cost an additional $30,000 in order to keep the pool open for the 2024 season, according to district documents.
The board in turn unanimously agreed to stay the course with the district’s renovation plans, prompting the temporary closure of the facility.
The park district also has collected public feedback throughout the process, officials said, and more opportunities for residents to learn about the plans are coming.
A series of public open houses is expected to provide more information on the renovations, according to the district.

DeKALB – CASA DeKalb County will host spring advocate training sessions for volunteer advocates.

Sexual assault survivors Take Back the Night in downtown DeKalb

DeKALB – Northern Illinois University student Emma said she believes that growing up, she lived in what some might think was your typical middle-class family downstate in Champaign.
Emma, who the Daily Chronicle has granted partial anonymity to because she is a survivor of sexual assault, said she loves to crochet and babysit. What people might not know, however, is that she suffered sexual abuse as a child, she said.
April 2 marked 11 years since she was forced to move out of her home, she said.
“I had to get a job, push away all of my [post-traumatic stress disorder]. I’m autistic. So socializing [and] learning how to communicate with people is not a strong suit of mine. But I did it 11 years ago tonight. I worked in a nursing home at night, and I went to high school during the day and graduated this last year,” she said.
Emma was among several survivors of sexual assault who spoke out in testimony April 2 during Take Back the Night.
The annual event, put on by DeKalb County’s only domestic violence shelter, Safe Passage, aimed to shine a spotlight on survivors of sexual assault and spread awareness to combat further violence.
Emma said she is thankful to be in a better place in her life.
The event was held to kick off the domestic violence shelter’s annual commemoration of Sexual Assault Awareness Month.
Safe Passage also will partner with NIU’s prevention education and outreach department to hold a Walk a Mile in Their Shoes event from 11 a.m. to 1 p.m. April 20 at the NIU Convocation Center, 1525 W. Lincoln Highway, DeKalb. The event’s registration begins at 10:30 a.m.

In her remarks, Robles said she is committed to providing trauma-informed care to anyone in need.
Robles is one of three sexual assault nurse examiner coordinators for the DuPage West Region.
“We’re on call,” Robles said. “We go to whatever hospitals our patients or survivors need us at. We need continued education. We just keep learning the forensic science, the data analysis, the evidence collection. … It’s this ever-evolving field that I think is very exciting.”
Robles said was she first inspired to become a sexual assault nurse examiner while working in an emergency department.
“One of my first patients when I got offered orientation was a sexual assault patient,” she said.

Emma said she is grateful to have come to realize there are resources such as Safe Passage in the community.
“I’ve done every kind of therapy imaginable,” she said. “I’ve been in and out of rehab. I hadn’t tried a support group. This is my first support group. I have recently joined, and it has changed my life forever.
“I really cannot explain how a community helps a survivor. I felt so alone here even though I worked so hard to get here. I go to college here. I truly do not feel like I belonged until I joined Safe Passage. A community is how you grow strong, is how you spread awareness, is how things change.”

New club at DeKalb High produces hype video shown at IHSA state wrestling finals

DeKALB – There’s nothing like getting a crowd hyped. So says Owen Foster.
Foster is among a group of students behind the Barb Broadcasting Network, a new video production and graphics club at DeKalb High School.
“It was great. I mean, the ego boost was just amazing,” Foster said of the crowd at the IHSA wrestling state championships. “You know, the confidence. It was nice seeing everybody seeing what you do.”
BarbCast members had a special opportunity to produce a hype video that was displayed across the Jumbotron during the IHSA wrestling state championships in March in Peoria.
Expenses for the trip, including a four-night stay in two rooms, transportation costs and meal allowances, were approved in the amount of $1,360 by the DeKalb School District 428 board in a 5-0 vote last month.
JD Oliva, faculty adviser for BarbCast, said the program is meant to help students navigate the digital age.
“The idea is to expose kids to how to create multimedia projects in a digital world,” Oliva said. “We do the streams with BarbCast. They’re always doing stuff with [Adobe] Photoshop and [Adobe] Illustrator. They’re working on printing posters today. The whole idea is to create stuff digitally.”
BarbCast has become the brainchild of Oliva since Peter Goff, the district’s athletic director, approached him about teaching at the high school.
Oliva said the BarbCast program had not been active for several years before coming on board to teach.
He said he took the lead on the program after the previous faculty adviser, Brian Allen, died.
“In 2022, [Goff] talked to me about coming in because I had been coaching wrestling here since 2016,” Oliva said. “My background is in film and video production. I spent 20 years working in film and video. I’ve been coaching here. And they said, ‘How would you like to make a change and teach?’ So I jumped on board. It’s been a great change for me. It’s my second year here as a teacher, and it’s the first year here we’ve really got the BarbCast program up and running.”

“I really like the experience of going out and taking pictures of other people and meeting other people … getting the experience of seeing new places,” Schumacher said.
Howard said that since joining BarbCast, he’s eyed ways to get additional
exposure with photography and video production.
“I’ve been starting to look outside of school for opportunities, as well,” Howard said.
Schumacher said he’s going to miss being part of BarbCast once he graduates.
“I am applying for a photography job,” he said.
Foster said he can see himself taking part in BarbCast again should the high school offer similar opportunities next year.
“The whole reason we do this is for experience, and I’ve taken what I’ve learned here and I’ve started my own freelance business and offered my own personal time to be hired for jobs like this,” Foster said.

Stage Coach Players performances of ‘Cuckoo’s Nest’ begin April 18
DeKALB – The Stage Coach Players is set to open its next production, the drama play “One Flew Over the Cuckoo’s Nest,” April 18.
The play is scheduled to run for two weeks.
“One Flew Over the Cuckoo’s Nest” tells the story of Randle McMurphy, a rebel who fakes insanity to serve his prison sentence at a psychiatric ward. The ward is ruled with absolute authority by Nurse Ratched. McMurphy antagonizes Ratched and encourages the patients to stand up for themselves. The antagonism culminates in an unsanctioned party at the ward with prostitutes. Ratched arrives to find the ward a disaster, patients passed out, and a patient, Billy Bibbit, in one of the women’s arms. Murphy ends up helping the fellow patients find their own voices.
The cast includes Steve Becker as McMurphy and Lacey Toigo as Nurse
Ratched. The rest of the cast features Mike Anderson, John Davis, Mike Groark, Michael Hynek, John McNally, Taylor Miller, Skylar Montavon, Bill O’Hagan, Stewie Simons, Steve Sturm, Chris Swedberg and Tasha Yunker.
“One Flew Over the Cuckoo’s Nest” is based on the 1963 play by Dale Wasserman and the 1962 novel by Ken Kesey of the same name. The Stage Coach production will be directed by Scott Montavon, who previously directed the Stage Coach production of “The Red Velvet Cake Wars” in 2021.
Performances of “One Flew Over the Cuckoo’s Nest” will be held at 7:30 p.m. April 18 through April 20 and April 26 and 27 at the Stage Coach Theatre, 126 S. Fifth St., DeKalb. There also will be matinee performances at 2 p.m. April 21 and 28.
