D-428 board president McDavid resigns

DeKALB – DeKalb School District 428 Board President Samantha McDavid has resigned to pursue a new professional opportunity.

McDavid has served on the school board since 2019 and won reelection in 2023. Her departure became effective July 26. Board Vice President Deyci Ramirez plans to assume the position of board president in McDavid’s absence.

McDavid said her new job is at the DeKalb County Regional Office of Education.

“Deciding to resign is bittersweet for me because I love the work that I’ve been doing on the board and the service to my community, but I have been offered a professional opportunity that potentially conflicts with my role on the school board,” McDavid said. “I want to pursue this professional opportunity at the DeKalb County Regional Office of Education, and I’m very excited for that, but it is again bittersweet because it does require that I am not serving on the board in the capacity that I was.”

McDavid was reelected in April for a second term and shortly thereafter

tabbed for the leadership position of board president. She said there are many things she will miss about her time spent on the school board.

“We have really created a collaborative spirit on the board, so within the board, but also within the district,” McDavid said. “I will miss working with [superintendent] Dr. [Minerva] Garcia-Sanchez, my fellow board members to make decisions that are impactful to our students. I will miss just in general a sense of belonging to something bigger than I am, being a part of something that is serving my community. I’ll find other

ways to do that, but being on the board really fulfills that in a lot of ways for me.”

McDavid said she believes her time on the school board has proven to be invaluable in helping her land an opportunity at the DeKalb County Regional Office of Education.

“I’ve learned so much in just over the last four years that I’ve been on the board,” she said. “I think I’ve grown immensely as a leader, a collaborator, a caring community member understanding the concerns and the needs of the families and students has really been impactful to me. I think I’ll carry that with me, for sure. That will definitely be an asset in whatever role I’m in but especially in a role at the Regional Office of Education.”

Garcia-Sanchez said McDavid will be greatly missed.

“As a parent with three children who attend schools within the district and as an advocate for early childhood education in her professional role, President McDavid brought valuable insight and perspective to her duties on the board,” Garcia-Sanchez said in a news release. “Her efforts helped foster an environment that promotes academic excellence, inclusivity, and growth for all our students.”

DeKalb poised to build 4th fire station on southwest side

DeKALB – DeKalb Fire Chief Mike Thomas recently said that building a fourth fire station could help first responders shorten 911 call times on the city’s southwest side to 4 minutes, a gold standard for the department.

DeKalb city leaders are looking to improve the fire department’s response to calls for service coming from the city’s southwest side by building a fourth fire station on South Malta Road.

No vote was taken by the DeKalb City Council on Monday, July 24, although further discussion and action on a potential fourth fire station is expected when a fiscal 2024 budget is presented in August. The discussion was part of the city’s five-year plan for the fire department.

City Manager Bill Nicklas said the need for a fourth station is evident.

“A lot of our calls are going there and an increasing number are going in the southwest side not only to serve residents in that area,” Nicklas said. “There’s some commercial businesses, of course. But also the blossoming, burgeoning I guess you would say industrial investment on the southwest side of the community. … In looking at the 4-minute response coverage, we are

deficient dramatically on the southwest side more than any other quadrant in the city.”

Thomas said a crew from fire station No. 3 at 950 W. Dresser Road can get to the southwest quadrant of the city in about 6½ minutes, station No. 2 in 7 minutes and station No. 1 in 8½ minutes.

The city’s fire department generally

recognizes 4 minutes as the gold standard for response time as recognized by both the National Fire Protection Agency and Insurance Service Office, according to city documents.

Fifth Ward Alderman Scott McAdams said he would like to see that quality care by first responders is extended across the rest of the city to all.

“I would think it wouldn’t matter

where you live,” McAdams said. “You should be able to call and immediately get to the hospital.”

Mayor Cohen Barnes questioned what happens if there are dual calls for service incurring at the same time.

Thomas replied, saying it’s a “whole domino effect” at that point.

The DeKalb Fire Department operates three stations across the city. Fire Station No. 1 at 700 Pine St., built in 1972, serves the central downtown and northeast side of DeKalb, according to the city. Fire Station No. 2 at 1154 S. Seventh St. was built in 1957 and serves the south side of the city. Fire Station No. 3, built in 1994 at 950 W. Dresser Road, serves the city’s northwest and west sides.

When a call goes out, one station’s crew might respond to a call while another station’s crew may be called in to provide mutual aid at that same geographical area in the original crew’s absence.

If a fourth fire station were built and more firefighters/paramedics were hired, more staff would mean 911 calls could be responded to more quickly and not take away first responder staff from other surrounding fire stations, city staff have argued.

In 2022, the fire department had

DeKalb nonprofit RAMP celebrates 33rd anniversary of Americans with Disabilities Act

DeKALB – It’s been 33 years since the federal government passed the Americans with Disabilities Act – legislation meant to empower, advocate for and make a more accessible and inclusive life for people with disabilities.

To mark the occasion, a nonprofit organization that helps individuals with disabilities live full lives held an event at the Egyptian Theatre in DeKalb recently in celebration of the legislation’s anniversary and the agency’s own advocacy work.

A nonresidential independent living organization that serves Boone, DeKalb, Stephenson and Winnebago counties in Illinois – known as RAMP – invited more than a dozen area organizations that work with and help disabled individuals to attend last week’s celebration of the ADA.

Jessica Wexell, the DeKalb and Boone counties RAMP manager, said it was the first time RAMP has held an event commemorating the anniversary of the federal legislation that has transformed the rights of disabled Americans.

“The signing of the Americans with Disabilities Act has increased accessibility to public spaces, transportation and employment,” Wexell said. “It also promotes social inclusion, raising awareness about the rights and needs of people with disabilities.

“Tonight is just to celebrate how far the disability community has come, but yet, how far we still have to go to make our community fully accessible,” she said.

The ADA celebration began with a resource fair in the lobby of the Egyptian Theatre. A variety of organizations hosted information tables during the fair – including the Voluntary Action Center, Northern Illinois University graduate students studying speech pathology, Kishwaukee United Way and others – making it a convenient place to learn what local resources are available for people with disabilities.

Shayna Smith, with Safe Passage, said the RAMP event, and others like it, are important for bringing awareness

to disability rights.

“I think having a lot of local organizations come out and show support in solidarity – it not only expresses support for the ADA but I think if we have enough people we could maybe even show support for people with disabilities in future legislation, since it’s very much lacking,” Smith said.

The second part of the event featured a screening of “Crip Camp,” a documentary that chronicles the civil rights struggle for disability rights through the lens of a groundbreaking summer camp designed for disabled children.

The film, executive produced by former President Barrack Obama and first lady Michelle Obama, has a 100% rating on Rottentomatoes.com.

Before the documentary began, J.J.

Wett, who recently was elected secretary of RAMP’s Board of Directors, spoke to those who attended the event. Wett, 38, of DeKalb, was 5 when the Americans with Disabilities Act passed. The act of Congress changed the way he

was educated, and afforded him opportunities that American society had previously failed to provide. For Wett, last week’s event was about educating the public, and acknowledging the forefathers of a civil rights movement he is now a part of.

These days, Wett is an integral part of RAMP but 20 years ago he was just discovering the resources the organization could offer.

“RAMP and I go way back, all the way to 2002. So I was a senior in high school, looking to transition to college life at NIU. And so there was a hiccup with caregiving – the state of Illinois paying for caregiving – and because I require 24/7 care giving, I needed help.

So I contacted RAMP and they had an advocate,” Wett said.

He went on to graduate from NIU, later obtained a master’s degree, and now works as a therapist and counseling adviser for foster children.

Wett said he often hears talk about

equality but he prefers to concentrate on equity – which means giving more resources to those who need it.

“We all want the same level playing field, and equality only gives on certain services, whereas equity gives services to get us at the same playing field for everyone,” Wett said. “I think going forward that is going to be a big focus for all disability advocate groups.”

LOOKING BACK

1923 – 100 YEARS AGO

Friends of Henry W. Prentice, former city attorney of DeKalb, are glad to greet him once more, after his enforced stay in the Glidden hospital for several days, which also included an operation. Mr. Prentice does not yet possess the usual gait when walking about town, but says he will soon get back to the old pep.

Power, generated at the state teachers college power house, was expected to be turned on today after a shutdown of a week and four days due to the fact that the college coal bins have been empty. The power at the institution was discontinued one week ago last Saturday.

Balanced against a record made last year at this time when the DeKalb Ice Company Inc., shipped out an average of four carloads of ice a week to nearby towns is the report that this year, the company sends out at an average of one carload a week. Last year ice companies in nearby cities and as far west as Clinton, Iowa, were unable to make ice because of the coal shortage, while this year all of the companies are able to manufacture ice.

Road Patrolman Arthur Self has been busy for several days removing the ties imbedded in the gravel on East Lincoln Highway, east of the Spring Valley tracks, formerly the property of the Chicago, Aurora and DeKalb electric line. The line has been bought and sold on paper several times since Israel Joseph, junk dealer of Aurora, made the purchase at a receiver’s sale. Junking process was begun some time ago and about four miles of rails and trolley have been removed.

Several yards of the new concrete hard road have been laid in the Elmwood cemetery and the big cement mixer is now headed toward Elmwood Street. This street will be paved down to DeKalb Avenue on the north end and through the cemetery on the south end, while it will be joined by Charles Street on the east and west as far as Somonauk Street. The road before was about 12 feet wide, while the new one is said to be much wider so that two vehicles may pass without trouble.

Over 150 big threshers were manufactured during the spring and summer months by the Illinois Thresher people in

Sycamore. The machines were all sent to the northwest where they found a ready sale in the big wheat and grain fields of Canada and the Dakotas.

1948 – 75 YEARS AGO

V. Leppanen, Locust Street, DeKalb, became a citizen of the United States today in simple ceremonies held by Judge Harry W. McEwen in Circuit Court, Sycamore. Leppanen, a native of Kankaanpas, Finland, said that he was 59 year old and had been a resident of the United States since 1908. He operates a shoe repair shop on North Fourth Street.

A sleeping truck driver was surprised at 4 o’clock Sunday morning when he awoke to discover the vehicle had moved and had struck a water hydrant. Mr. Palmer of Springville, IA, driver of the semi-truck owned by Hawkeye Motor Express Inc., had parked at the Parkside station for a snooze. While sleeping the brakes released on the vehicle and it crossed to the north side of the highway crashing into a hydrant. It broke sufficiently to cause a gusher of water to spray into the air.

The intersection in Sycamore of South Main and Elm streets has been renamed due to the frequent auto accidents by one citizen. He calls it “Crash and Collide.” Either motorists are negligent, at this corner or else visibility is poor.

If a person hears some banging going on at the southwest corner of South Maple and West State streets in Sycamore, don’t be alarmed. The owner of the red popcorn stand opened up for business the other afternoon and discovered that the temperature was 112 degrees. If it gets much hotter the corn will probably pop by itself.

Members of Co. A., 129th Infantry in World War I, a DeKalb outfit, will hold a reunion Sunday in Annie’s Woods. The old soldiers will be around the park all day Sunday. Company A served overseas with the 33rd Division in 1918 and fought in several engagements during the last few months of the conflict.

1973 – 50 YEARS AGO

While the Rochelle plant of Swift and Company is closing its beef operation

Monday because of lack of beef cattle, employees at the Erickson Packing Company in Lee or the Kirkland Meats Inc., can’t work fast enough. Yesterday a Rochelle plant spokesman announced plans to close the beef operation until the cattle supply improves. About 170 employees at the 800-man Rochelle Swift plant will be affected by the closings. The Rochelle Swift plant will maintain its pork operation.

The County Highway Committee yesterday recommended that an airport feasibility study be prepared to help the County Board decide what to do about DeKalb Municipal Airport. The airport lies in the path of a proposed county access road designed to alleviate traffic in DeKalb and Sycamore which planners believe would be worsened upon completion of the East-West Tollway.

With the blessing of most of DeKalb’s tavern owners, the police chief and the city attorney, the City Council’s Legislative Committee voted Tuesday night to recommend lowering the age of all liquor sales from 21 to 19 in DeKalb.

Members of the Kishwaukee Country Club swim team are engaged in a swim marathon to raise money for muscular dystrophy research. The marathon started Monday noon and will continue until Thursday noon. The youths are staying in a trailer by the country club pool.

1998 – 25 YEARS AGO

New Director Alexander Todd is enthusiastic about the future of Sycamore’s Public Library. In a nearly new facility, library staff are implementing a series of improvements designed to take advantage of additional space and modernization of the municipal building. Completed in 1996, a major addition expanded the original 1905 Carnegie library to include an elevator, expanded children’s library, a community meeting room and opportunities for technological improvements.

For a goldfish, a flush down the toilet can be a ticket to a new life. If it can survive a trip through a 3-inch pipe and into the city’s sanitary sewers, the sewage treatment plant awaits. A waste water lagoon might not seem like a nice place to live, but for a goldfish, it’s not that bad.

DeKalb SRO named Law Officer of the Year

DeKALB – The DeKalb Police Department is celebrating one of its own after police officer Allison Remnes was named Law Officer of the Year by the veteran organization Forty and Eight.

Remnes is expected to be honored with an award during the 40&8 Illinois State Convention in Bloomington in August.

“It’s a really big honor,” Remnes said. “It feels good to know that what I did this year was seen by somebody. I also think it’s important that a school resource officer won, not necessarily me but any SRO. In general, winning that award, I think, is awesome because I think it shines a light on a side of policing that people don’t really see a whole lot of. We’re not the ones out running around town all day long doing the cool stuff that you see on TV. They don’t think about us when they’re thinking about who the police are.”

Remnes has worked for the DeKalb Police Department the past 10 years and is now serving as a school resource officer for elementary school buildings in DeKalb School District 428 schools.

heaped praise on Remnes for her work with students and families.

“Officer Allison Remnes represents the elite of our caring law enforcement officers,” Byrd said in a news release. “Not just doing their job but giving back to families and DeKalb citizens is a special credo of all our officers.”

Dr. Jay R. Ebbesen Is Retiring

Six days a week, for 42 years, I went into the office because I wanted to. I loved my “job”. I loved being a part of your lives.

THANK YOU to this community for the decades of loyalty and trust, for allowing me to care for your eyes, and for sharing stories with me about your family, your joys, and your hardships. I looked forward to seeing each one of you. In addition, I was blessed with helpful and caring staff that kept me going throughout the years.

One year ago, I had a health scare which required our full attention. It became clear that an early retirement was best for my family and me. As we come up for air, we are now healthy and doing well, enjoying our kids and their spouses, and 7 grandchildren.

Thank you from the bottom of my heart. It has been a great run, and I shall miss you all. See you around town!

Remnes said she had long wanted to become an SRO after joining the DeKalb Police Department.

“I worked the road for six years,” Remnes said.

As an SRO, Remnes said, there are some parts of policing she cannot help but miss.

“I miss the camaraderie of hanging out with the entire police department and seeing everybody who’s on the different shifts,” she said. “When you’re on the SRO unit, there’s five of us, and we just only see each other.

“But with that being said, our SRO unit is a very tight-knit team. We call each other family. We have an SRO Thanksgiving. We get together even when we’re not working. I miss the camaraderie on patrol, but I do still get that in the SRO unit.”

Remnes said she is glad she took the

path she did to become an SRO.

She said she studied and earned degrees in criminal justice and elementary education.

“The elementary SRO job is the perfect combination of those two things,” Remnes said. “My grandfather was a police officer, and my mom was a teacher. So I guess I had trouble deciding between the two. Then, I ultimately decided on becoming a police officer but sort of always had it in my mind that I wanted to become an SRO. Then, when they created the elementary SRO spot, that was the perfect timing for me in my career. … I’ve been at it ever since.”

Remnes said the key to connecting with the youth as an SRO is easy to pinpoint.

“I think just listening and showing them that you care about them,” she said. “I tell them that I care about them,

but then I try to do all these extra things to show them that I care about them. For me, it’s made a difference so far.”

Remnes added that she considers herself a good listener and is always willing to consider new ideas, tips and suggestions that can be applied on the job.

“Part of it is also just listening to staff members in the buildings that I am in and trying to figure out what it is that they need or what they think would help and then trying to implement them based on what building I’m talking about,” Remnes said. “Like at [Gwendolyn] Brooks [Elementary School], one of the big things that I did new this past year was I had a free general store where the kids can come in and get snacks.

“That really increases the traffic in and out of my office and helps me become more familiar with all of the kids and have a better relationship with them so that they feel like they can talk to me.”

DeKalb’s Camp Power balances fun, games, learning for University Village youth

DeKALB – It’s not all fun and games at one local summer camp for youth in DeKalb.

At Camp Power, a program spearheaded by the Kishwaukee Family YMCA, kids are empowered to grow their abilities.

With almost a decade of camp programming under their belts, staff say the 10-week community summer program continues to encourage area youth in DeKalb’s University Village to have fun, work hard and keep learning.

“We’re trying to give them opportunities that they wouldn’t normally have,” Kishwaukee Family YMCA CEO Brian Bickner said. “We’re looking at trying to get some positive impacts out of that area. We want to build some positive relationships between them and the police department. We want to make sure that they’ve got some STEM programming, education and literacy during the summer. Kids during the summer they definitely have a summer learning loss, so we definitely want to give these kids an opportunity to continue learning and hopefully not fall behind.”

Some of the interactive activities offered at Camp Power include field trips, football, sack races and STEM programming.

Each day, participants in the summer program can expect to eat lunch on site, which Bickner said is vital for growing young children.

“We want to make sure they get nutritious lunches during the summer,” Bickner said. “Lot of times, these kids are getting lunches at school, but

they don’t have them during the summer. So, we want to make sure they’re getting a nutritious lunch during the summer.”

Camp Power first got its start in 2014. The summer program has evolved a little bit since then, Bickner said. The free summer camp is available to residents of DeKalb’s University Village. Other DeKalb-area partners also provide features for camp-goers, Bickner said: Northern Illinois Food Bank provides

Electric paratransit vehicles coming via IDOT grant

Federal funding will prompt IDOT to equip DeKalb with 2 electric paratransit buses

DeKALB – Two new electric paratransit vehicles are coming to DeKalb, after the city was awarded a portion of a $24.9 million Illinois Department of Transportation grant.

It is all part of an initiative aimed at expanding and improving services, providing additional transportation options, reducing greenhouse gas emissions and enhancing quality of life throughout the state, according to a news release.

The city’s award is about $200,000, split between two grants made possible by the Federal Transportation Administration for new battery-electric paratransit vehicles and replacements.

DeKalb Transit Manager Mike Neuenkirchen said that getting additional vehicles would be helpful.

“Overall, over the last few years it’s been very difficult to order transit vehicles,” Neuenkirchen said. “If you look at the general auto market the way it’s been the last two years, there were some major challenges with getting vehicles produced for a number of reasons. Lack of microchips was a huge part of it, but just plants were not having enough workers to manufacture vehicles and all that. A lot of those supply chain issues that were being dealt with are beginning to ease, and it’s allowing us to start [orders for] specialty vehicles, get them produced again. So, that’s good.”

It remains unclear when the city will receive the two paratransit vehicles.

“It’s one of those things that IDOT is handling the ordering,” Neuenkirchen said. “There is a lead time. I’m not expecting to see those vehicles become available for probably at minimally 18 to 24 months time frame. It could be faster, but I mean you got to order them, and they got to be built and delivered, and that kind of thing. That takes time.”

Neuenkirchen said the city has a goal to convert its transit fleet to more clean energy vehicles. He said he would like the city to ease into considering electric or hybrid-electric powered transit vehicles.

The city’s transit buses are owned by bus operator Transdev, which has a contract with the city and with Northern Illinois University’s Huskie bus line.

“One of the big challenges … right now Transdev actually owns the fleet,” he said. “That is, all the large fixed-route buses that are driven around are owned by Transdev. So, the city doesn’t actually own any of those vehicles. That’s a very uncommon scenario. Typically, the unit of government owns it and if they hire a contractor to operate the vehicles, then they provide those vehicles to the contractor and do an operating lease with those. One of the things we’re trying to do is acquire that fleet, so we actually can have a fleet to begin with. But then our strategy as we look at grant procurements long term is to really look at purchasing again electric, hybrid-electric.”

Neuenkirchen gave kudos to IDOT for taking the lead on the initiative.

“IDOT felt that this type of project would be more likely to be funded through a federal award if there was multiple agencies that were going in together and that’s ultimately why it was awarded,” he said. “It was great to be part of that.”

In a statement, Gov. JB Pritzker praised the initiative and what it aims to achieve.

“Here in Illinois, we are taking bold action to reach our ambitious clean energy goals and tackle the climate crisis head on, from passing landmark climate legislation and strengthening our electric vehicle ecosystem to expanding workforce development opportunities and investing in historically underserved communities,” Pritzker said in a news release. “This $24.9 million in funding from the Federal Transit Administration advances that critical work, all while making sure Illinoisans up and down the state have access to the clean transit services they

food, the DeKalb Police Department gets officers involved as mentors, Northern Illinois University’s School of Health Studies offers literacy clinics. Area municipal groups also provide support, including the city of DeKalb, DeKalb Township and the DeKalb Park District, which lets campers reserve Welsh Park.

“It was in response to pressing issues facing children and their families in the neighborhood that was significantly impacted by poverty and the lack of opportunity, public safety concerns and quality of life issues,” Bickner said. “It’s a free camp. It’s a collaborative with a bunch of programs that we do.”

This year’s summer program got underway at the end of May with a kickoff party, followed by daily programming which began June 12.

Camp Power Director Alvato Cartman Jr. said the summer program’s staff is very intentional in everything they do about empowering the youth who live in University Village.

“We’ve had them for a little over a month,” Cartman said. “I would say I’ve seen growth and maturity definitely with how our babies govern their

emotions. We come to camp and you know, we’re human. So, something may bother us. We may be frustrated. But how they regulate their emotions and still interact with their peers and staff. I’ve definitely seen growth because that’s something we try to build relationships and make sure everyone feels comfortable here.”

The program usually draws in about 60 kids on a daily basis, which Cartman said makes for a lot of fun and a great experience.

“I’ve got a great team,” Cartman said. “We haven’t had any issues with our campers or anything like that. We’ve built very good relationships. Everybody has had a very good time. So, I would say it’s a success.”

Bickner said he already considers this year’s summer program a success.

“We’re really happy with the way it’s going,” Bickner said. “We’ve got the rest of the summer to go, but so far, it’s been a great camp. I think that the kids are having a great time and learning a lot. That’s the goal that we’ve got. We want them to have activities to do in the summer, keep them active. If they’re not there, they’re at best they’re probably sitting back in the room doing something on a screen time. I’d rather get them out socializing, being active and being out with other kids.”

Birth to Five Illinois to host early childhood literacy town hall Aug. 8

DeKALB – Birth to Five Illinois, a local council part of a statewide regional infrastructure for early childhood education and care, is preparing to host a town hall in DeKalb.

The town hall, which will take place from 5:30 to 7:30 p.m. Aug. 8 at the DeKalb Public Library, 309 Oak St. in DeKalb, is meant to help with identifying service needs for early childhood education and care in DeKalb County.

The event will provide a chance for people to learn more about the results of Birth to Five Illinois’ early childhood regional needs assessment for DeKalb County, hear from providers and families, and take part in a Q&A session, organizers said.

Gretchen Sprinkle, family and community engagement specialist for Birth to Five Illinois – Region 16, said she’s found that DeKalb County is affected by the child care crisis, but it’s no different than anywhere else in the nation.

“DeKalb County is feeling the child care crisis like every other part of the state and the nation,” Sprinkle said. “We do not have enough space to serve our young children here to allow parents and caregivers to go work if they choose that. We don’t have enough qualified staff to make more spots available.”

Sprinkle said there are many benefits to having a Birth to Five Illinois council operating locally.

“The benefit of Birth to Five Illinois is that we have infrastructure and staff to spend time to collect community voice so it can be heard in unison at the state level by state decision-makers,”

LOCAL NEWS BRIEFS

YEP committee accepting membership applications

SYCAMORE – Youth Engaged in Philanthropy is accepting membership applications for its 15th year.

DeKalb County is feeling the child care crisis like every other part of the state and the nation.”

Gretchen Sprinkle, family and community engagement specialist for Birth to Five Illinois – Region 16

Sprinkle said. “These are big problems that parents, caregivers and early childhood educators know very well. So they also know what the best solutions will be.

“Having Birth to Five Illinois be able to take the time to coherently and cohesively collect that and amplify that is really beneficial because it sends a clear message of what people in our community need.”

Birth to Five Illinois was born in 2022 out of a larger nonprofit called the Illinois Network of Child Care Resource and Referral Agencies to create access to more local community-level councils and information promoting equitable access for parents, families and caregivers.

One thing that Sprinkle said sets apart DeKalb County and its local Birth to Five Illinois council from other regions is its partnership with the DeKalb County Collaborative for Young Children.

“DeKalb County is very lucky in the fact that DCCYC was already beginning a lot of the work that Birth to Five Illinois is now doing prior to our inception as a department,” Sprinkle said. “Most

places in the state did not have that. DCCYC has a broader vision and mission for early learning. Birth to Five worked in partnership with them to dig down deeper in the arena of early childhood education and care specifically.

“We’re able to provide more resources in the way of finances and staff time to support the mission of DCCYC. So we have a [memorandum of understanding] with them, and we have from the start. We’re very grateful for the foundation they laid for this work.”

Sprinkle said Birth to Five Illinois is excited for more intentional collaboration with community partners such as DCCYC.

“More intentional collaboration could help draw down state and federal funding to this area,” she said. “We may be able to improve problems with access to early childhood services when we work together. By laying out the needs and the strengths that we already have as a community, we can be very targeted in how we use our resources.”

Sprinkle acknowledged that some collaboration has already been going on in the community, but she said Birth to Five Illinois is hoping to bring new energy to the conversation around early childhood education and care.

“DCCYC was already in existence when Birth to Five began as a department, and they started a lot of those conversations,” she said. “Birth to Five Illinois has the added benefit of being able to just dedicate more direct time.

“We’re really hoping after this town hall it reenergizes some older conversations, and we start connecting the agencies and the people that can make changes.”
