CRAVER kcraver@shawmedia.com WOODSTOCK – The McHenry County Board ousted Mental Health Board President Lee Ellis after weeks of controversy and despite a behind-the-scenes campaign
waged to keep him. The County Board on Tuesday approved filling four Mental Health Board vacancies with three newcomers and another incumbent. Ellis was not recommended for reappointment by the Public Health and Human Services
Committee, which interviewed 12 candidates for the seats. Committee Chairwoman Donna Kurtz, a critic of Mental Health Board practices and spending, lauded the vote. She had been concerned over the past several weeks that
efforts would be made to override the committee’s recommendations. An attempt by County Board member Ken Koehler, R-Crystal Lake, to oppose one of the appointees was soundly defeated, 21-2. “I’m really happy that the
board, by their support for today’s appointments, also is showing their support that new leadership and a new direction needs to be taken by this Mental Health Board,” said Kurtz, R-Crystal Lake.

Quinn: Deal to save Ill. $900M
County again blanketed with snow
Union contract took 15 months The ASSOCIATED PRESS SPRINGFIELD – A recent contract agreement with the state’s largest union will save Illinois nearly $900 million in health care costs, an administration official said Tuesday, forecasting one piece of good news in what was expected to be a largely dire budget address from Gov. Pat Quinn. Quinn’s administration and the American Federation of State, County and Municipal Employees Council 31 reached a tentative agreement last week for a three-year contract after negotiating for 15 months. The proposal requires state workers to pay more toward healthcare and requires retirees to pay health insurance premiums for the first time. That will add up to a projected $900 million savings over the three years of the agreement, according to an administration official familiar with Quinn’s speech. The official, who spoke on condition of anonymity, wasn’t authorized to discuss the proposal before today’s address. The tentative agreement still requires a union vote. Neither Quinn’s administration nor the union has released many details publicly, but a memo to
