Because of the coronavirus pandemic and in-person school shutdowns, similar scenes aren’t expected to be repeated for the Class of 2020.

In-person graduation ceremony ban pushes schools to create alternatives SHAW MEDIA Virtual and other non-traditional graduation ceremonies are on the horizon for schools following last week’s announcement that in-person graduation ceremonies of any kind are not allowed indefinitely due to the COVID-19 crisis.

LaSalle-Peru Township High School is going to wait until at least May 30 to announce any formal graduation dates or events, said Superintendent Steve Wrobleski on April 30.

On April 29, the Illinois State Board of Education’s state superintendent sent out a statement that in-person graduation ceremonies of any kind are not allowed at this time.

“This directive extends to drivethrough graduation ceremonies or events where students come in small groups to the school or another location for a photo or to walk across a stage. The governor’s extended stayat-home order prohibits group gatherings,” the statement reads.

Any type of in-person graduation ceremony held prior to the stay-athome order being lifted could be

interpreted as a violation of the governor’s order, Wrobleski said.

Wrobleski said the district also consulted with local state representatives about the matter.

Prom has been rescheduled to July 12, and a graduation ceremony will not happen for L-P until at least after May. “Our intent is to still have an in-person ceremony,” he said, but the district is in a holding pattern until they have a better understanding of what will happen after May 30.

Streator High School is still planning on having a graduation ceremony that circumvents the new restrictions put in place by ISBE. Superintendent Matt Seaton said they had already ruled out any large group graduation. Instead, they have hired a company that does portable drive-in systems.

“They bring in a 20-by-45-foot screen and an FM system so people can listen in their vehicles,” Seaton said. “Every student gets one car.

They pull into the parking lot with their families and listen to the ceremony. There’s zero contact.”

Seaton said the high school has run the plan by the LaSalle County Health Department, who took no issue with it and the school plans on moving forward with it unless someone tells them they can’t.

“Whatever ends up happening at 8:30 p.m. on May 29, it’ll be outdoors and centered around people staying in their cars to socially distance,” Seaton said.

At St. Bede Academy, commencement is scheduled for June 20 and prom July 10 with a College Signing Day/Senior Picnic the following day at the St. Bede Shelter.

Some districts are planning both a virtual ceremony and an in-person ceremony, if possible.

Henry-Senachwine unit district has scheduled a virtual graduation ceremony for the eighth-grade students May 22 and the high school seniors Sunday, May 24. If allowed by the state, the district also has a venue booked for prom, tentatively June 27, with high school commencement June 28, said Superintendent Mike Hill. He also has a tentative commencement date July 26, if necessary.

Gov. J.B. Pritzker’s restrictions on boating have created some confusion for those who spend their summers on the water ­— especially one rule in particular.

“Nobody likes the two people per boat rule,” said Craig Collier, owner of Snug Harbor in Marseilles.

Prtizker said during a recent briefing that no more than two people can be on a boat together regardless if they are from the same immediate family or not. Boating associations across the state, including the Fox Waterway Association, are seeking clarification on the rule.

“Most of my people that come in are in yachts, and they go out in groups of two or three couples or with their kids,” Collier said. “If you’re a family, what do you do?

Leave them at home? Aren’t you already at home with them all day?”

Jeremy Fowler, the harbor master at Heritage Harbor in Ottawa, said the two-people order put out by the governor is something that seemed to have come off the cuff.

“There’s been a lot of confusion about the two people in a boat thing,” Fowler said. “It was in a question that was asked and it was off the cuff, but his idea is saying that if you have two guys that are fishing buddies, limit it to two. He was speaking in regards to state parks.”

Collier expects to have more people coming to the Marseilles harbor as the weather warms up and people start to feel more cooped up. He’s still open for package liquor sales and gas sales, but it’s too early in the season to tell how this will affect his business.

“We’re basically going to be dealing with people in yachts until this is all lifted, and with some of those, they’re so big you could put six people on one boat and have them six feet apart,” Collier said. “Somebody needs to address this change pretty soon or explain what they meant pretty soon, because what they did isn’t right.”

Fowler said Heritage Harbor has been keeping patrons in compliance with social distancing measures, and they’re taking the changes in stride.

Alleged funeral scam among trials moved into summer months

BY TOM COLLINS Shaw Media OTTAWA ­— The case of a funeral director accused of fleecing clients won’t go to trial in May — and nothing else will, either.

The judicial circuit that includes LaSalle, Bureau and Grundy counties has halted all trials through May 30, an infection-control measure added to Ottawa, Prince­ ton and Morris courtrooms that already have been limited to mustdo cases only.

Among the spotlight cases that won’t happen in May is that of William “B.J.” Elias, 51, of Stre-

ator. Elias appeared April 30 for a motions hearing ahead of a May 11 trial for 14 counts of theft and violating the Illinois Funeral Funds Act. However, the novel coronavirus pandemic has pushed his case back indefinitely. By agreement, Elias will next appear for a June 18 status hearing.

Chief Judge H. Chris Ryan Jr. expanded pandemic rules to include the halting of trials through the end of May, by which time stayat-home orders will either have been lifted or extended based on the progression of COVID-19.

“The (Illinois) Supreme Court has given the Circuit Courts permission to suspend trials and adjust the speedy-trial deadlines accordingly,” Ryan said in a press release.

“Because jury trials involve the presence of multiple people ... delaying them is a prudent decision to guard against transmission of the virus.”

The suspension of trials is new.

Otherwise, defendants and litigants can expect the same rules in force since the pandemic surged in mid-March. Since that time, the only cases to proceed are matters with individuals in custody, felonies, juvenile custody (shelter care) and detention cases, plus any emergency hearings such as an order of protection. Grand juries still convene, too.

Most other case classes are postponed. These include all non-emergency civil court appearances (civil jury trials, probate, small claims, family court), traffic cases, misdemeanor cases and civil weddings.

Anyone who is ill but remains scheduled for court is urged to contact his or her attorney (or the opposing side) to determine if a continuance can be agreed upon and submitted for court approval.

Rezin calls on Pritzker to help jobless ‘gig’ workers State Sen. Sue Rezin (R-Morris) has asked Gov. J.B. Pritzker to act quickly to get unemployment benefits to self-employed “gig” workers.

Self-employed “gig” workers, according to ADP Research Institute, make up 18 percent of Illinois’ workforce, according to a news release issued by Rezin. Under the recently signed federal stimulus law, these gig workers are now eligible for unemployment benefits, and states must modify their websites in order to review these claims.

Unfortunately, according to Rezin, no modification has been made to the Illinois Department of Employment Security’s (IDES) website. Therefore, no claims can be submitted.

Rezin said that weeks ago, Illinois constituents were told the IDES website would be improved, and access would be enhanced. However, based on what lawmakers are hearing from their constituents, delays with the site continue, and frustrations continue to mount.

“It is imperative that the state provides timely access to all existing benefits during these challenging times,” Rezin said. “It is unacceptable that we are not provided relief to eligible recipients, especially when other states already have their system in place to handle similar claims.”

A number of other states, such as New York and Iowa, have already provided guidance for gig workers on their websites, and Michigan began accepting claims online April 13.

Congressman Adam Kinzinger joined several other lawmakers from across the aisle in asking President Donald Trump to support a program that would help local media outlets.

In a letter to the president with more than 100 signatures, they asked for federal spending on advertising be prioritized for local media outlets, such as newspaper, radio stations and smaller TV stations. They are encouraging federal agencies to put already funded advertising spending to achieve public objectives as well as potential promotions of the economic stimulus programs provided for by the CARES Act. Specifically, Congress members are asking for the president to: • Direct his Cabinet secretaries to review any resources intended to be used for advertising campaigns and have them

expedite such activities with local media outlets; • Direct federal agency advertising dollars for existing and new federal programs where community outreach is needed for spending with local media, including those serving minority and rural communities; and • Incentivize a portion of stimulus funds provided to businesses for their recovery efforts for advertising on local media.

“Local news and information on radio, television and newsprint is more in demand than ever, yet local media outlets are experiencing catastrophic losses in the advertising revenue that allows them to continue investing in providing that news to the public,” the letter reads.

In a press statement, Kinzinger, R-Channahon, said: “Local media is critical to sharing vital information to our communities and that valuable resource is needed now more than ever as we face this coronavirus pandemic together.”

IVCC will hold virtual commencement on May 16 OGLESBY — An estimated 110 students are expected to participate in Illinois Valley Community College’s 1:30 p.m. Saturday, May 16, virtual commencement.

The 54th annual commencement, the first to be held entirely online, will feature photos of graduates and a keynote address by former IVCC trustee Melissa Olivero.

Also at commencement, IVCC President Jerry Corcoran will welcome graduates and guests, former student trustee Matthew Klein will deliver the invocation and board chairwoman Jane Goetz will introduce trustees.

Nasrina Bellel will read her winning Paul Simon Essay, and Vice President for Academic Affairs Deborah Anderson will present the Class of 2020. Corcoran will confer degrees and certificates, and new student trustee Manuel (Tony) Galindo will deliver the benediction.

Dr. Matthew Johll wins teacher excellence award OGLESBY — Longtime Illinois Valley Community College chemistry instructor and textbook author Dr. Matthew Johll of Granville recently won Illinois Valley Community College’s 2020 Stephen Charry Memorial Award for Teaching Excellence.

Known affectionately to students as “Doc Johll,” he has been the college’s Chem Club adviser all 16 of his years at the college. Under his leadership, the club has consistently earned “Outstanding” designations from the American Chemical Society.

By introducing case studies, Johll’s textbooks have changed the way introductory chemistry courses are taught. He also successfully blends the science from crime scenes into his curriculum.

A frequent presenter at national conferences, Johll is renowned for his ability to help students understand the relevancy of chemistry in their lives. His presentations have included: • Turning to Crime: Using case studies to teach chemistry; • Real Crimes, Real Chemistry: True cases that feature the analysis

of physical evidence by forensic chemists; and • The good, the bad and the ugly: Using the chemistry found in movies, television programs, newspaper stories and the internet for class discussions.

Outside IVCC, Johll is a forensic chemistry consultant currently working with the LaSalle County coroner to identify a victim in a 1991 cold case. He is also working with a criminal case review commission in Birmingham, England, on an appeal for what Johll believes is a woman unjustly convicted by poor scientific analysis of evidence.

He was part of a BBC documentary on a similar case in Glasgow, Scotland, where a nurse was wrongly convicted of murdering five patients.

Johll earned the Ph.D. in analytical chemistry from Iowa State University and the bachelor’s in chemistry (magna cum laude) from the University of Wisconsin at Platte­ville.

In 2011, UW Platteville named him Outstanding Educator/Researcher for the Engineering, Mathematics and Science Alumni Chapter.

Dr. Matthew Johll In 2017, he won the National Outstanding Eagle Scout Award, Boy Scouts of America, for excellence in professional achievements.

As the Charry award winner, Johll is IVCC’s nominee for the Illinois Community College Trustees Association’s 2020 Outstanding Full-Time Faculty Member Award.

The winner will be announced June 5 in Chicago. Johll was nominated for the Charry by student Brenden Gibson of Ottawa.
