Finally dry enough for fieldwork!

The farmers of the Illinois Valley finally caught a break with the weather last week and they were quick to take advantage of a rare few days of uninterrupted sunshine. Throughout the region, farmers could be seen working long hours to get their crops in. However, some fields were unfortunately left unplanted, and many that were planted included areas where work wasn’t possible because of the lasting effects of this spring’s heavy and frequent rains.

Library welcomes Ashley Malavolti New librarian is working to make it an inviting and useful hub of the community

BY DAVE COOK news@tonicanews.com LOSTANT — Ashley Malavolti assumed responsibility for the operations of the Lostant Community Library in mid-April and quickly resumed work to organize and update the collection and services it provides to the community.

“I’ve been keeping busy by cleaning and organizing the library to make it a brighter and cheerier place for people, and to make room for new additions to the collection,” she said.

Malavolti has been speaking with library patrons to learn about what they enjoy and what they would like to see changed or added.

“I’m reviewing the collection to possibly include more current games and movies, as well as looking at the popularity of our largeprint titles and whether we’d want to expand that,” she said.

She also enjoys the idea of adding movie days and gaming events to the list of children’s programs.

This includes the return of library’s popular summer reading program.

To earn a free ticket, as well as discounted $12 tickets for the rest of their family, children enrolled in the “Read to Succeed” program must finish at least 10 books over the course of the summer.

When school resumes in the fall, Malavolti will also resume the scheduled visits with the students at nearby Lostant Grade School.

She said she is also excited by the prospect of new offerings for adult patrons and welcomes input from the community. She hopes to attract more residents into the library through possible programs and amenities, which could include craft groups, informational programs, book clubs, games, discussion groups, yoga and more.

“Even if they just need a comfortable place to meet and talk over a cup of coffee, I’d like to be able to offer that to people. There are people who don’t even know the library is here, so it’s important to get the word out about everything we offer and can offer to our community,” she said.

Those interested in genealogy and local history will find a wealth of information stored within the library, and Malavolti said donations of materials continue to arrive. She hopes to be able to have a display case featuring some of the library’s many items relating to Lostant’s past.

Despite its small size, the Lostant Community Library is a member of the Reaching Across Illinois Library System (RAILS). Through the system, residents with a library card can access materials from approximately 1,300 public, academic and special library collections across northern and west-central Illinois.

Patrons can also access RAILS online to place a hold on desired materials. The service includes regular inter-library deliveries, shared catalog support, continued education, consulting, shared e-book collections, cooperative purchasing and more.

Executive search underway for regional marketing program

Ivan Baker, who has been president of the regional marketing organization since its inception three years ago, is leaving NCI in July to accept a new private-sector consulting position with Crowe LLP in Chicago.

“Our executive search has begun,” Aubry said, “and the board is committed to maintaining a full-time successful marketing organization that our region deserves. This is not a part-time or short-term activity.”

Among other news at the annual meeting, it was reported that during the past year, 106 new, good-paying manufacturing jobs were created in the region, and the unemployment rate was reduced to 5.5 percent.

New investments have been made by manufacturing companies such as ADM, Viakable, Vactor and Pilkington. Household incomes and home market values have also increased.

During the meeting, Baker pointed out continuing concerns tied to population loss, reduced labor force numbers, and the loss of jobs in the retail and service sectors.

Almost six years ago, regional leaders got together realizing that the status quo was not working. Debb Ladgenski, NCI board member and board member of the

Illinois Valley Area Chamber of Commerce, pointed out that IVAC was one of the first groups to realize the critical need for a new, fulltime regional marketing organization.

“IVAC themselves knew they could not do it. No other area organization can do what NCI is doing,” Ladgenski said.

Baker referred to a comment from Jerry Szatan, one of the top site selection consultants in the nation.

Szatan said, “The first goal of a regional marketing effort (like NCI) is to fill the pipeline with interest.

NCI is achieving success in generating inquiries.”

Aubry said: “There will always be naysayers and people that have unrealistic expectations. We are in a very competitive world, and we will not go back to the ways of the past that did not work. NCI marketing is needed now more than ever.”

Baker said: “We know that the leaders want to serve the 150,000 citizens of our region. NCI has the proven success and momentum meeting the demands of prospects with integrity, professionalism and optimism. I am confident that NCI will continue to be the honest, go-to source for information to serve industrial prospects.”

Freshman rep says open mind key to his first year Yednock said he kept his 76th District in mind during votes

BY DEREK BARICHELLO Shaw Media Completing his first go-round in Springfield, state Rep. Lance Yednock said he voted many times to reflect the majority of his district, sometimes going against his initial belief or the party line.

One example was his vote in favor of the legalization of recreational marijuana.

“It was a difficult (vote) for me to make, I was back and forth on it,” the Ottawa Democrat said in an interview June 8. “Knocking on doors, I came across many people who were using marijuana anyways.”

buying it from the black market. He said money generated from marijuana revenue will go into community revitalization.

“There’s still a personal responsibilState Rep. ity to it,” said YedLance nock, whose district Yednock i n c l u d e s L a S a l l e, Bureau, Putnam and Livingston counties. “You can still be tested at work for it, and if you fail that, that’s your problem. Not ours.”

When it came to the Reproductive Health Act, which replaces the state’s current law with one backers and detractors agree will be the most liberal reproductive health statute in the nation, he sided with his district over party.

“In the last five months of taking phone calls and polling, it was 20 to 1 against the Reproductive Health Act,” Yednock said of the district.

The representative said he met many people who identified as prochoice who were not in favor of the bill.

He said he also sided with the district when it came to the proposed FOID overhaul. He believed the bill was too restrictive on law-abiding citizens, such as hunters, but he understood why some lawmakers supported it.

Yednock identifies himself as open-minded. He said he was visited frequently by fellow lawmakers and lobbyists from both sides of the aisle on a number of bills, trying to persuade him one way or the other.

“I’d tell them I’m 50/50 and take the opposite view they had, and make them get me to a ‘yes’ on their view,” Yednock said of his approach.

He said that strategy helped him understand the full perspective of what he was voting on.

Yednock said it was easy enough for people to get upset about the dou-

bling of the state’s gas tax to 38 cents per gallon and an increase to driver’s license fees, but he said many of those people also told him the roads and bridges are in bad shape.

The revenue from the gas tax will go to the “horizontal” capital plan for transportation projects. He said many of these projects will benefit the district at the township, city and county levels.

“It’s better than the alternative of raising property taxes to borrow for emergency road repairs,” Yednock said.

Passing a balanced budget was the biggest accomplishment of both the House and Senate, according to Yednock.

“Everyone wanted something to be done, and it will benefit business and labor to have consistency,” Yednock said. “The chaos of the last four years left a sour taste.”

OGLESBY — Success and change are happening with the North Central Illinois Economic Development Corp. (NCI), according to a report at the organization’s annual meeting held June 12 at Illinois Valley Community College.

“Everything we do is focused on the future,“ Chairman Steve Aubry said.

“Only NCI is making the changes necessary to insure that our graduates and families can stay here and have a future here with good-paying jobs,” he said.

Aubry said NCI is the only organization in the region aggressively marketing Bureau, LaSalle and Putnam counties for new jobs, new investment and new tax revenue.

Thanks to effective NCI marketing, Aubry said industrial inquiries have increased from about eight a year to six or eight a month, a 400 percent increase.

More than 80 percent of 226 NCI inquiries are a result of new direct interaction with brokers and con-

sultants, and not sitting back and waiting for DCEO to send a few leads a year.

Currently, NCI is working 26 active industrial projects in the pipeline that are reviewing sites in the region, Aubry said.

Tonica cracks down on grass clippings on streets Ordinance bans the practice, which is seen as a danger to motorcycles, hindrance to drainage

BY ZACHARY J. PRATT news@tonicanews.com TONICA — The village of Tonica now has an ordinance that allows it to clamp down on the ejection of grass clippings onto roadways.

The ordinance states that “no person shall discharge or permit the discharge” of clippings, as said by village attorney Bob Steele, who indicated that the language means whichever party is at fault can be fined for grass in the road, which shall not be left for longer than a day.

The grass clippings are considered a hazard to motorcyclists and the efficiency of water drainage in town.

“Even uptown here, when they mow, they put it out into the street, and where does that go? Right into the storm drain,” said Village President Kevin Sluder.

“We don’t need the grass clippings

going in the storm drains. We’re trying to keep water from sitting, and that isn’t going to help,” Sluder said.

On another topic, parking along Shawandasse Street in Tonica can be expected to be curtailed soon, so as to avoid restricting the flow of traffic to the new Dollar General store at 432 N. Shawandasse St. Residents might be used to the current parking situation wherein individuals park along the street, especially during ball games, but the village has determined this situation unworkable going forward and is implementing a no-parking policy.

The no-parking zone is described as being the whole east side of the street, and down to the Dollar General entrance on the west.

“We don’t need the grass clippings going in the storm drains. We’re trying to keep water from sitting, and that isn’t going to help.”

Again, he said most of his district was in favor of sports gambling, fielding calls from residents who said they wanted to see it pass, and even expand more into tip boards and other sports gambling.

He was happy to see his anti rightto-work zone bill pass, one he said

was a big part of his campaign.

He said residents will get the opportunity to vote on the proposed graduated income tax in November 2020. The House approved a rate structure that would lower the tax rate on any individual or joint-filing couple making less than $250,000, while raising the rates on those above that threshold.

He said middle- to lower-class residents pay a higher percentage of income tax than the richest people in the state. He believes the tax will balance that in an effort to fix the state’s structural deficit.

“If it doesn’t pass, we’ll have to look at cuts of 10 to 15 percent across the board,” Yednock said.

Yednock was most surprised by the bipartisanship spirit in Springfield. He said he expected it to be a little more polarized, and he didn’t find that to be the case.

Reflecting on the progressive agenda that was passed under the guidance of new Gov. J.B. Pritzker and a Democratic supermajority, Yednock said Democrats outside of Chicago and the larger cities are sensitive to it.

“We have a middle-of-the-road district, the last three elections have gone different ways,” Yednock said.

“Will there be a backlash on Democrats downstate? It could, but if things get better, it may just change people’s minds.”

Good idea to get schooled on wedding terminology METRO NEWS SERVICE Couples about to embark on their wedding journeys will likely learn a thing or two about party planning once their engagements are over and they are newly married.

Wedding planning can seem overwhelming and a tad confusing at times, but a crash course in wedding terminology can help couples make more informed choices along the way.

• Blusher: A short, single-layer veil that covers the bride’s face before the ceremony.

• Boutonnière: A single flower bud worn by the men in the bridal party.

• Canapés: Bite-sized appetizers served during the cocktail hour of a reception.

• Civil ceremony: A marriage ceremony conducted by a council official or justice of the peace at a municipal location rather than in a house of worship.

• Cocktail hour: Typically an hourlong interlude between the wedding ceremony and the main dinner of the reception. Guests have time to arrive and mingle before being seated.

• Corkage fee: A fee some establishments charge to allow guests to bring their own wine.

• Dais: A podium or platform raised from the floor where the bride and groom are seated.

Each year, millions of couples around the world tie the knot. But before couples walk down the aisle, the proposal to get married must take place.

SRRC presents fifth annual Celebration at Skydive Chicago OTTAWA — On June 2, Starved Rock Regional Center for Therapy & Child Development (formerly Easter Seals of LaSalle and Bureau Counties) presented the fifth annual Celebration at Skydive Chicago. This event replaced the former Easter Seals Telethon.

Musical entertainment included a performance by Darrell Data and DJ Joe Fascetta, who both donated their time. And finally, a basket raffle with great prizes and a 50/50 raffle were offered for months leading up to the event and winners were drawn that afternoon. The winner of the 50/50 was Joanne Ander-

OGLESBY — Susan Glassman, a nutrition and wellness educator with the University of Illinois Extension, will soon be offering school nutrition professionals a chance to earn six credit hours of professional development for the 2019-20 school year.

School nutrition professionals are eligible to attend and receive continuing education hours at the Extension’s “ABC’s of School Nutrition Summer Learning Institute.”

Topics will include food handler training (receive a certificate, good for three years), portioning, merchandising, and food presentation. It will also include special programs on bento boxes, and how to reduce food waste in school cafeterias.

Summer Learning Institute is scheduled for 9 a.m. to 3:30 p.m. Friday, Aug. 2, at Illinois Valley Community College, Room CTC-124.
