Federal food, shelter funds received by LaSalle County Board seeking agencies to help distribute rent assistance; requests for funding are due July 10 SHAW MEDIA LaSalle County has been selected to receive $68,820 to supplement local emergency food and shelter programs.

The funds are made available through the Emergency Food and Shelter Program, a federal program administered by the Department of Homeland Security’s Federal Emergency Management Agency, according to a press release issued by the United Way of Eastern LaSalle County.

The program supplements and expands the ongoing work of local service providers to offer additional shelter, food and support services to individuals and families who are hungry, homeless or at risk of becoming homeless, and in economic crisis.

Jurisdictions that qualified for funding were selected based on

unemployment rates and number of individuals living below the poverty level compared to other Illinois geographic areas.

A local board will determine how the funds awarded are to be distributed among emergency food and shelter programs throughout the county.

The funding is administered by Shelli Ocepek, executive director at United Way of Eastern LaSalle County. The local board is made up of representatives from Illinois Department of Human Services, DHS-Rehabilitation Services Department, Illinois Valley Community College, United Way, The Center for Youth and Family Solutions, Salvation Army and Housing Authority of LaSalle County. The local board’s assistance priority has been shelter; specifically rent assistance.

Under the terms of the grant, local agencies chosen to receive funds must: • Be private voluntary non-profits or units of government.

• Be eligible to receive federal funds.

• Have an acceptable accounting system in place.

• Conduct an independent audit or annual review.

• Practice nondiscrimination.

• Have demonstrated the capability to deliver emergency food and/or shelter programs.

• If a private voluntary organization, it must have an unpaid, volunteer board of directors.

Agencies applying for funding are required to have a federal employer identification number, a DUNS number and a valid email address. They must certify they are not debarred or suspended from receiving federal funds.

LaSalle County 2018 Emergency Food and Shelter funds were awarded to A Servant’s Heart, Salvation Army Streator and LaSalle County Health Department WIC program.

These agencies were responsible for providing rent assistance and diapers for infants and toddlers.

Public or private voluntary organizations interested in applying for Emergency Food and Shelter Program funds are to contact Shelli Ocepek, United Way of Eastern LaSalle County, at 815-434-4003. United Way must receive all requests for funding no later than Wednesday, July 10.

Despite legalization, public marijuana use will remain prohibited in Illinois Drug-free workplaces can still be enforced

BY JERRY NOWICKI Capitol News Illinois Jnowicki@capitolnewsillinois.com SPRINGFIELD — While marijuana consumption and possession will become legal for Illinois residents over 21 years of age starting Jan. 1, 2020, consumption in public places will still be prohibited, and local governments will maintain control as to whether the industry can conduct business within their jurisdictions.

Democratic Gov. J.B. Pritzker signed House Bill 1438 into law

June 25, making Illinois the first state in the U.S. to legalize adult-use marijuana consumption and sales through the legislature rather than by ballot initiative. The legislative process allowed lawmakers to craft a comprehensive 610-page regulatory bill with bipartisan support.

Consumption is allowed at a private residence but prohibited in any public place and in the proximity of a person under 21 years of age who is not a licensed medical patient.

Landlords can prohibit marijuana use on their premises as well.

Anyone operating a car, boat or plane is prohibited from consuming marijuana, although possession is permissible in a motor vehicle if

the marijuana product is placed in a “secured, sealed container and reasonably inaccessible while the vehicle is moving.”

Consumption and possession are prohibited at corrections facilities and on school grounds unless for licensed medical use. Consumption by a school bus driver, police officer, firefighter or corrections officer is also prohibited while they are on duty, and is not allowed at any residence that serves as a child care facility.

Local gover nments maintain authority under the new law as well, but they cannot ban individual possession of marijuana or marijuana products.

Finance committee gets first look at spending plan SHAW MEDIA

OGLESBY — Illinois Valley Community College trustee Melissa Olivero of Peru will resign from the board effective July 11.

Olivero was elected to two six-year terms in April 2009 and April 2015, and served as board chairwoman from May 2013 through April 2017. IVCC President Jerry Corcoran said the board has 60 days from the July 11 meeting to appoint a successor to fill the remaining two years of Olivero’s term. After that meeting, IVCC will announce procedures for applying for the opening. upgrades include a storage and routine maintenance building for the ag program.

OGLESBY — Illinois Valley Community College’s administration will present a balanced operating budget at its Thursday, July 11, board meeting, the board’s audit-finance committee learned at its June 24 meeting.

The committee got the first look at the tentative 2020 budget.

“We’ve kept costs in line with enrollments while looking for new programs and investing in facility upgrades,” said Vice President for Business Services and Finance Cheryl Roelfsema in a news release.

The college is hopeful the recent hiring of five new faculty will rejuvenate existing programs and bolster enrollments, according to the release.

At its June 13 meeting, the board approved appointments in welding, industrial maintenance, agriculture and nursing. An automotive instructor was approved in May. Facility

Arrested for cocaine delivery On June 25 at about 4:32 p.m., the Streator Police assisted the Tri-County Drug Enforcement Narcotics Team (Tri-DENT) with an arrest of Davon A. Edwards, 23, of 1140 N. Lavergne Ave. in Chicago on a LaSalle County arrest warrant for three counts of unlawful delivery of a controlled substance (cocaine), a Class 2 felony.

The arrest warrant was obtained with the assistance of the LaSalle County State’s Attorney’s Office after a Tri-DENT investigation of cocaine sales in Streator. During the investigation, Edwards delivered, on three occasions, crack cocaine to Tri-DENT in multiple areas in Streator.

Edwards was transported to the LaSalle County Jail where he will be held on a bond of $500,000 (10 percent).

Tri-DENT consists of LaSalle, Streator, Princeton, Oglesby and Mendota Police departments along with LaSalle, Bureau and Putnam County Sheriff’s offices.

Putnam County public defender’s solicitation case continued

Arrested for heroin delivery On June 27 at about 9:15 a.m., the Tri-County Drug Enforcement Narcotics Team (Tri-DENT), assisted by the Oglesby Police Department, arrested Jenna M. Savage, 28, of 202 E. Walnut St. in Oglesby on a LaSalle County arrest warrant for two counts of unlawful delivery of a controlled substance (heroin), a Class 2 felony.

The arrest warrant was obtained with the assistance of the LaSalle County State’s Attorney’s Office, after an investigation by Tri-DENT of heroin sales in Oglesby. During the investigation Savage delivered, on two occasions, heroin to a person cooperating with Tri-DENT while inside of Savage’s Oglesby apartment.

Savage was transported to the LaSalle County Jail where she will be held on a bond of $500,000 (10 percent).

Tri-DENT consists of LaSalle, Streator, Princeton, Oglesby and Mendota Police departments along with LaSalle, Bureau and Putnam County Sheriff’s offices.

OTTAWA — The Putnam County public defender charged in a LaSalle County prostitution sting had his case continued to 9 a.m.

Wednesday, Aug. 7.

Roger Bolin, 65, of Hennepin was charged with solicitation of sex along with eight others during the March sting. Bolin also is charged with battery.

Roger Bolin Police say in court records Bolin grabbed a police informant’s Putnam shoulder and tried to pull her toward him. Bolin also is said to County public have made phone calls with the informant to discuss rates for defender various sexual acts, records show.

IVCC Ag Club plant donations OGLESBY — An initiative begun last year by Illinois Valley Community College’s student Ag Club will result in fresh produce going to district food pantries this summer and fall.

The club grew more than a thousand plants this year in the college greenhouse, including 800 tomato and 500 cabbage plants, along with bell peppers, squash, pumpkin, watermelon, basil, cilantro and more.

Following a recent campus sale, remaining plants were donated to the University of Illinois Extension for replanting in community gar-

dens and elsewhere. Specific destinations include the 4-H Latino AfterSchool Club at DePue Elementary School, the Ottawa Community Garden and a Marseilles Elementary School garden.

At harvest, produce will be distributed to district food pantries.

The club and IVCC Ag Program coordinator and instructor Willard Mott worked with the Extension’s Meg Overocker, coordinator for the Master Gardeners and Master Naturalist programs, and Paul Marincic, a Master Gardener and Master Naturalist volunteer.

PERU — Emma Barrie of Oglesby is the recipient of the Illinois Valley Community Hospital Foundation’s 2019 Brian L. Lamps Memorial Physical Therapy Scholarship.

A 2019 graduate of LaSalle-Peru Township High School, Barrie plans to pursue a physical therapy degree at Carroll University in

Waukesha, Wis. The Lamps Scholarship was established by the family of the late Brian Lamps, initially a patient at the IVCH Center for Physical Rehabilitation and Aquatics and later a client in the CPRA’s wellness program. A bench in Lamps’ memory sits near the CPRA entrance.

With the certificate, massage therapists expand their practice into a deeper clinical focus within health care.
