Making progress

Progress has certainly been made in recent weeks on the new Casey’s General Store being built at 119 Ray Richardson Road in Tonica. The shell of the building has been erected, and signs of work on various infrastructure to support the business are evident. The store is being built on the site where the former Village Inn restaurant and truck stop once stood.

Next Marcano case hearing scheduled for late September

Man involved in McNabb standoff staying with family

BY DAVE COOK news@tonicanews.com HENNEPIN — Judge James A. Mack has set the date for Billie J. Marcano’s next status hearing in Putnam County Circuit Court for 10:30 a.m. on Thursday, Sept. 26.

Marcano, 31, didn’t appear at the Aug. 1 status hearing for his charge of burglary.

Putnam County State’s Attorney Christina Mennie said Marcano was allowed to not appear at the hearing out of concern for his well-being.

Staying with his family in Downers Grove, he is continuing to do well as

he receives counseling. Mennie added his family is also working to arrange restitution.

After initially being found unfit to stand trial, and subsequentBilly J. ly receiving mental Marcano health care, Marcano’s behavior in custody greatly improved. He was then ruled fit enough to face the court’s charge during a previous hearing.

In May, his bond was reduced from $500,000 to $15,000 and he was released to his family. Marcano agreed he won’t violate the law while free on bond, as well as to a waiver of extradition in the event he left the state before his pending trial.

A condition of his release is that he continues to take prescribed medications and also regularly see

a counselor. After Marcano’s first court appearance, where his behavior was aggressive and erratic, Mennie said the county’s No. 1 concern was that he receive the care he needs.

In February, Marcano triggered a seven-hour standoff in McNabb with the Putnam County Sheriff ’s Office.

Deputies had received a call that a male, later identified as Marcano, had used a machete to break through a locked interior door in Moreno’s Restaurant in McNabb and entered while making threats.

He had been renting an apartment adjacent to the restaurant for about a year.

He is also alleged to have gone to an upstairs apartment and broken in before returning to his residence.

He remained there until the standoff ended at about 9 p.m. when he surrendered to law enforcement.

“This law will help streamline government operations while providing better services for Illinois’ veterans.”

House Bill 3216, which was sponsored

by Yednock, streamlines the Secretary of State Office’s process to issue driver’s licenses or identification cards with the word “veteran” printed on them.

Yednock’s law eases the process on qualified veterans by allowing the office to first issue IDs to them and then the nearest Department of Veterans Affairs (DVA) branch will certify veterans’ infor-

mation from their DD-214 forms. The newly-issued IDs can be canceled if a DVA facility determines wrongdoing or misrepresentation from an applicant.

“Veterans have put up with too much government red tape and bureaucracy, but this law helps mitigate that by cutting some obstacles,” said Yednock.

“As a new member of the Illinois Veterans Advisory Council, I will continue to work passing new laws that will streamline services that benefit our brave men and women.”

Master Gardener program accepting online applicants Registration runs from Aug. 12 through Sept. 9; class will start Sept. 23 OTTAWA — For the University of Illinois Extension Master Gardener program, the last four decades can be measured by the millions of volunteer hours given to help bring horticultural information to communities across the state.

This year marks the 44th anniversary of the program. With more than 3,000 members today, Illinois Master Gardeners have given more than 2,309,348 volunteer hours to the state, a value of more than $46 million.

Today, Master Gardener volunteers, who come from farms, small towns, suburbs and cities, offer numerous educational opportunities related to gardening in nearly every county in the state.

The mission of the Illinois Master Gardener program is “Helping Others Learn to Grow.” After 60 hours of training in topics such as vegetable and flower gardening, insect problems and plant diseases, the

volunteers participate in programs throughout their communities. Some opportunities may include speaking at garden clubs, civic groups or schools; answering calls or emails at help desks; establishing demonstration gardens to serve as educational tools; and educating citizens on establishing community gardens.

You don’t have to be a gardening expert to become a Master Gardener. All that’s needed is an interest in gardening, some time to volunteer in the community, and a desire to share your knowledge.

The program is more about connecting people with other gardeners, with their community, and with reliable resources. Once connections are forged, it’s time to get sowing and growing in the many meaningful community projects.

The U of I Extension in Bureau, LaSalle, Marshall and Putnam counties is now accepting applications to the online Master Gardener training program. This allows volunteers who may have never been able to participate in the past to complete the training.

This online, self-guided course for

Illinois residents can be completed any time of the day or night. If participants set aside about four hours per week to watch videos, read the manual and complete quizzes, the training will be completed in 14 weeks.

The 2019 summer Master Gardener online training includes 13 modules — an introduction and 12 subjects.

Module topics include botany; soils and fertilizers; plant diseases; entomology; integrated pest management; annuals and perennials; trees, shrubs and woody vines; lawns; small and tree fruits; vegetables; composting/organic gardening; and living with wildlife.

Each module consists of several videos and an online quiz; therefore, a strong internet connection is highly recommended. Participants should note this training is not offered in local Extension offices, but must be completed through use of a personal computer or other computer access. The registration cost for the program is $300, which includes the Master Gardener manual.

Registration for the fall 2019 class will be open from Aug. 12 through Sept. 9. Class will start on Sept. 23.

The school district and the PTC split the cost for materials, which previously was estimated at about $14,000, according to Chuck Schneider, principalsuperintendent.

Volunteer labor is also helping to reduce the final cost to the district.

Kinzinger asks Facebook to crack down on scams Congressman asks Zuckerberg what’s being done to combat fake Facebook accounts SHAW MEDIA Concerned by the prevalence of so-called “romance scams” initiated or perpetrated via Facebook, U.S. Rep. Adam Kinzinger is asking for more action to protect users.

Kinzinger, R-Channahon, was prompted to send a letter to Facebook’s chief executive, Mark Zuckerberg, requesting an update about his company’s efforts to improve the safety and security of its platform, and that of its users.

According to a New York Times article, Kinzinger was moved to take action after reading an article about swindlers impersonating service members online, luring victims into false relationships and stealing their savings.

“As a combat veteran currently serving as a lieutenant colonel in the Air National Guard, I am particularly concerned with the pernicious efforts to impersonate current or former military personnel to gain the trust of unsuspecting users and ultimately convince them to transfer money,” Kinzinger wrote in the letter dated July 31 and published Aug. 1 by the New York Times.

“These crimes result in a variety of consequences, including financial and emotional harm to victims as well as stolen identities and stolen valor for the impersonated service members and veterans.”

Kinzinger is no stranger to social media imposters.

In the article, he referenced a 2015 incident in which a woman from India flew to Rockford to meet Kinzinger, waiting at his constituent office inside a bus station. She said she developed a relationship with him on Facebook.

“She waited around in that bus station for two weeks for me to show up, and I didn’t,” he told the newspaper.

“She’s a poor lady, too. It took all her money to fly from India to me.”

And that’s not the only incident.

He noted dozens of women contacted him or others on his staff claiming they were in a relationship with him, with a second woman from India saying she sent one of the imposters roughly $10,000.

“My staff and I find various accounts posing as me on Facebook, Twitter, Instagram, Google Hangouts or other platforms,” Kinzinger wrote. ... “We are able to report these fraudulent accounts quickly, all things considered, but that may not be the case for others — many unsuspecting victims would not even think to search for their image on Google or other social media platforms as my staff does routinely.”

In a Tweet Aug. 1, Kinzinger wrote: “For nearly a decade, I’ve dealt w/ countless fake accounts using my photos to scam others. It wasn’t until recently that I learned how widespread this issue has become. There needs to be accountability here and I’ve asked Facebook for answers.”

The congressman stressed he’s not seeking special accommodations or sympathy by sharing some of his personal experiences, he’s merely pointing out how widespread the problem is and that many who are scammed don’t have the time or resources to keep themselves safe.

“There needs to be accountability for this issue that can, quite frankly, destroy lives,” Kinzinger wrote in the letter. “Facebook has an immensely significant role to play in getting this situation under control.”

Aside from asking Zuckerberg to respond to several questions — some new, some lingering from from the CEO’s testimony to Congress in April 2018 — Kinzinger called on him to further expand the company’s protection efforts.

“Unfortunately, it seems Facebook is having significant difficulty stemming the tide of malign activity that has rapidly and persistently permeated the platform,” Kinzinger wrote, further requesting a response by Wednesday, Aug. 14.

Kinzinger also is in the early stages of drafting legislation that would force social media companies to do more to protect against fraud. However, Kinzinger told the New York Times it was too early to publicly discuss details about the legislation, however, he mentioned several measures Facebook could take to stop fraudsters, including using facial recognition software to automatically spot impostors and requiring identification to create an account.

“There has to be a place for government to step in and have penalties,” he said in the article. “I don’t know exactly what that looks like yet, but it has to be something.”

This is one of many functions the department completes through the financial support of the community. There are six portions of the test: a five-minute vacuum test; a timed primer test determining how long it takes to lift water to the pump; a 100 percent test when it has run for 20 minutes at full capacity, with a net output pressure of 150 psi; a five-minute overload test where the pump is run at 165 psi; a 70 percent test where it is run for 10 minutes at 70 percent capacity and with a 200 psi output; and a 50 percent test for 10 minutes at 50 percent capacity with a 250 psi output. Gauge accuracy and operation, relief valve operation and warning lights are also verified. The TVFD trucks had no issues, and costs were shared with the Oglesby and Lostant departments, which also had their pumpers tested.

IN BRIEF Driver in 2018 Streator murder sentenced to 35 years in prison OTTAWA — A Chicago woman did not pull the trigger in a 2018 Streator murder, but she was sentenced July 26 to 35 years in prison for her role in the crime.

Ashanti Roberts, 22, faced a minimum of 35 years in prison and a maximum of 75 years after she was found guilty May 24 in the murder of Streator woman Maria de la Torre. She has served 429 days of her sentence in the LaSalle County Jail.

Tamil Adams was sentenced to 35 years for firing the gun that killed de la Torre.

Hashim Waite, 25, Chicago, also charged in the murder, entered a negotiated plea of guilty earlier July 26 for home invasion, in which he will serve a 30-year sentence, which

may be reduced to 15 years with good behavior.

Roberts faced a minimum of 20 years in prison by state law for the murder with a 15-year add-on because it was committed with a gun, meaning Judge H. Chris Ryan could not sentence Roberts any lower than the 35 years.

During the May verdict, Ryan said there was enough evidence to confirm Roberts had prior knowledge of a robbery the three planned at the Streator home. He also said she continued to flee police after Adams fired the gun.

Prior to the sentencing hearing, Roberts had asked for a new trial. The motion was denied. Following the sentencing, she said she wished to file an appeal, and a state appellate defender was appointed to her.

The TVFD responded with a pumper, a rescue truck and an ambulance. Personnel were on the scene for only about 10 minutes, and there were no reported injuries.

Anhydrous ammonia is commonly used as a fertilizer. In its gaseous form, it is compressed into a liquid and mixed with other plant growth enhancers. It can also be applied in gaseous form, where it combines with the moisture in the dirt, resulting in ammonia enriched fertilizer soil. It is also used in the manufacture of a number of other products.

At room temperature, ammonia is a colorless, highly irritating gas with a pungent, suffocating odor.

Contact with the product will cause burns similar to, but more severe than, those caused by dry ice.

STREATOR — The LaSalle County Health Department will have a free MMR (Measles Mumps and Rubella) vaccination mobile clinic Wednesday, Aug. 14.

This clinic is made possible by using the OSF King Care-A-Van. The mobile health center, donated by Don and Val King of rural Manlius, promotes wellness in rural communities.

The clinic will be available from 11 a.m. to 2 p.m. at Streator City Park’s south lot, located at 301 N. Vermillion St. With measles continuing to rise across the United States, the health department is taking action to prevent cases of measles and increase vaccination rates.

The Centers for Disease Control (CDC) recommends people get the MMR vaccine to protect against measles, mumps and rubella. The health department is administering this vaccine at no charge.

The CDC recommends all children get two doses of MMR. Adults who do not have evidence of immunity should get at least one dose of MMR vaccine. People 6 months of age and older who will be traveling internationally should be protected against measles.

Health care personnel without evidence of immunity should get two doses of MMR vaccine, separated by at least 28 days. Women of childbearing age should check with their doctor to make sure they are vaccinated before they get pregnant. Participants should bring their shot record (if available) on the day of the clinic.

Health department sets measles, mumps and rubella vaccination clinic for Aug. 14

Vehicle fire At 9:31 p.m. July 31, the Tonica Volunteer Fire Department responded to a vehicle fire at 316 Illini Drive in Tonica. Firefighters found a vehicle fully involved in fire, but it was quickly knocked down and an overhaul was performed before there was any damage to the residence.. The TVFD cleared the scene in less than one hour. There were no civilian or firefighter injuries. The cause of the fire is not considered to be of suspicious origin, but is still under investigation.

Ammonia leak At 6:04 a.m. Aug 1, the Tonica Volunteer Fire Department was called for a reported anhydrous ammonia leak at 516 N. 19th Road in Tonica (Northern Partners).

NCI ARTworks Mad Hatter Ball scheduled for Sept. 20 PERU — North Central Illinois (NCI) ARTworks announces seven area high school students will be recognized during the third annual Mad Hatter Ball on Friday, Sept. 20, at Celebrations 150, 740 East U.S. Route 6 in Utica. The event will be held from 6 to 10 p.m.

“This is a celebration of outstanding performing and visual artistic talents of high school students throughout the Illinois Valley,” said Sue Gillio, chair of the Mad Hatter Ball and owner of Music Suite 408, the Fine Arts Factory and The Paintbox. “We’ll also celebrate the many arts opportunities NCI ARTworks has launched and expanded this year, with fun and whimsical ways for our guests to celebrate the arts, too.”

The winner will be the candidate with the greatest number of votes. Voting begins Aug. 19 and closes Sept. 19.

Guests are invited to wear their favorite “mad” or fancy hats to the event and prizes will be awarded.

Fancy dress is not required.

The Mad Hatter Ball will feature a light buffet, “unbirthday cake” for dessert and a cash bar. Al and Jeanne Brown will perform live.

The Illinois State Board of Education (ISBE) released the first-ever statewide snapshot of kindergarten readiness in Illinois on Aug. 13, 2018. The Kindergarten Individual Development Survey (KIDS) put critical information about early development into the hands of policymakers, schools and communities.

The findings reinforced the

importance of high-quality early learning experiences for all children to get a strong start. Those with formal preschool, head start, and kindergarten prep exposure performed stronger than their peers who attended in-home care, or care by family members.

Kindergarten is a critical milestone in a child’s long-term educational trajectory. Research shows children with higher levels of readiness at age five are generally more successful in grade school, are less likely to drop out of high school, and even earn more as adults.

Research has explored and described the conditions children need to thrive, such as opportunities for imaginative play, being read to, and describing the world around them.

SRRC strives to ensure preschoolers hit their pre-K markers and beyond. Many students go to kindergarten knowing how to count to 100, knowing simple sight words, and being able to solve simple math problems.

OTTAWA — The Starved Rock Regional Center (SRRC) for Therapy and Child Development is offering a preschool program two, three or five days a week.

The public is invited to an open house from 6 to 7 p.m. Tuesday, Aug. 13, at 1013 Adams St. in Ottawa to meet Jennifer Hohenbery, preschool coordinator at SRRC. After earning a degree in early childhood education from Illinois State University in 2008, Hohenbery taught pre-K with at-risk students for 10 years in two different districts, one with a high English as a second language (ESL) population. She’s continued her education and in 2017 received certification in ESL. “My past teaching experience has taught me how to work with children of varying abilities and behaviors. It has also taught me a lot about best practices, age-appropriate expectations, and how to help students grow socially and academically,” Hohenbery said in a press release. “I love my students to be hands on and get messy. I also am a huge fan of literature and creating entire classroom students based on
