Ken-Loch development to have access to Lombard water Developer to construct 1-acre detention pond, storm sewer pipeline to alleviate flooding By LEE V. GAINES editorial@mysuburbanlife.com LOMBARD – Lombard officials recently approved an agreement that would give a planned development in an unincorporated area near the village access to Lombard’s water supply while also ensuring that the developer spend hundreds of thousands of dollars to prevent flooding in the area. DonVen Homes received approval from DuPage County in December 2013 to construct 100 townhouses and 288 apartment units in four buildings on roughly 30 acres of land, including the former Ken-Loch golf course, at Finley Road and Oak Creek Drive. Though the Lombard Village Board objected to the proposed development, preferring instead that the area remain open space, Village Manager Scott Niehaus said the utility agreement provides significant benefits to the village and residents living nearby
the development known as Woodmoor on Finley. As part of the agreement, which involved 16 months of negotiations and meetings among village representatives, residents and the developer, DonVen will construct a 1-acre detention pond and storm sewer pipeline on the east side of the property specifically designed to alleviate chronic flooding problems experienced by homeowners in the area of Elizabeth Street between 17th and 19th streets, Niehaus said. “(DonVen Homes) are essentially forever dedicating a portion of their 30 acres for the benefit of properties not (located) within their development area,” he said. In addition to the stormwater improvements, DonVen agreed to reconstruct an 8-foot-wide asphalt path to the east of the planned development that belongs to the village and connects to Four Seasons Park located to the north of Woodmoor on Finley, Niehaus said. According to village documents, DonVen agreed to maintain vegetation along the east side of the property and plant more trees in the area. An existing traffic light at the intersection of Oak Creek Drive and Finley Road also will be modified from a three-way to

a four-way intersection, and a second right-in and right-out entrance to the development off Finley Road will be added, documents stated. DonVen Homes will pay for all improvements, which are expected to cost $600,000, Niehaus said. In exchange, he said, the developer will receive a $600,000 credit toward the village’s about $900,000 fee for access to the village’s water supply. Residents in the development will pay 50 percent more for village water than those living within incorporated Lombard, according to village documents. Niehaus said that to tackle flooding issues in that section of the village without assistance from DonVen, it likely would require the village to purchase several homes and install a large amount of additional infrastructure. “I don’t know if we could do it for $600,000; it might cost us more,” he said. An attorney for DonVen, Michael Roth, said the agreement is “a win-win for both the village, the community and DonVen Homes.” The developer had the option to purchase water from Illinois American Water instead of the village, but because the property may some day be

annexed by Lombard, “getting utility services from the village now, even at a higher price, is something we think is worthwhile,” Roth said. The agreement ensures the property will not be annexed prior to June 2019, and after that date, it’s up to the village to decide if it wants to annex the area, according to village documents. Trustee Reid Foltyniewicz, who represents the residents living to the east of the planned development, said he fought long and hard to prevent the development from moving forward. That battle ultimately was lost, but he said he decided to work with village staff, Village President Keith Giagnorio, residents and DonVen “to make the best deal possible for us going forward.” Foltyniewicz said he’s “cautiously optimistic” about the agreement. His ultimate satisfaction will depend on whether or not the stormwater improvements function as intended and alleviate flooding in the area, he said. Roth said construction of the development is expected to begin this fall and will be completed in several phases. A final timeline has not yet been determined, he said.

LOMBARD – After recently arresting two suspects in connection to a string of car burglaries, the Lombard Police Department is reminding residents to follow safety tips to minimize the risk of automobile break-ins and burglaries. Tips include: • Do not leave valuables such as cellphones, wallets, purses, cash or change, laptops or cameras in cars. • Roll windows all the way up and securely close sunroofs. • Always lock car doors and never leave
keys in a vehicle. • Conceal any garage door openers, as these devices allow entrance into homes and can lead to home break-ins. • Do not leave items out that include personal information such as checks, bank statements or tax information. • Avoid moving important items to a trunk while in public view. Any suspicious activity should be reported to 911. Residents should not approach or confront suspicious individuals. For information, call the Lombard Police Department at 630-873-4400.

Time to have a debate on the future of Illinois “I’ve never seen anything like this. It’s two different worldviews.” – State Sen. Toi Hutchinson, D-Olympia Fields
… and it’s about time! For decades, there’s been only one worldview in Springfield: that of House Speaker Mike Madigan. Madigan has been COMMUNITY Speaker of the House since I VOICE was 6 years old. (I’m now 38.) Peter The visible results of that Breen worldview are easily seen. One recent study, by George Mason University, ranked the fiscal condition of the 50 states. From not having a balanced budget to not having enough cash to meet either short-term or long-term commitments, Illinois came in dead last, 50 out of 50. One example of this was laid out in a symposium in January on public pensions, where professor Robert Inman of the University of Pennsylvania’s Wharton Business School observed “Chicago’s unfunded [pension] liabilities are 10 times its revenues. Just assume that they’re going to have to pay 5 percent of that [annually]. That means you’re looking at 50 percent of their cash that will have to go to pensions.” As we trudge through these long hot days of summer, these “two worldviews” are why the government of Illinois is in shutdown mode, and the General Assembly deadlocked with Gov. Bruce Rauner. This new “worldview” of the governor isn’t radical by any stretch. He’s proposing measures to reduce the costs of doing business in Illinois, and to streamline and reform all levels of state and local government. He’s also put forward term limits and ending the partisan process of drawing political districts, in hopes of finally and permanently breaking the power of career politicians to control state government. You don’t have to agree with the governor and each of his policy prescriptions in order to appreciate that we finally have competing visions of government in Illinois. It’s time for a robust debate on the critical issues facing us as a state – and may the best ideas and solutions win. The sad reality is that the governor’s reform measures are drafted, filed, and pending in the House Rules Committee, waiting to be released. However, Speaker Madigan and his majority caucus won’t allow these measures to be debated. And so, we’re shut down. And mired in crisis. Let’s have the debate, and out of that debate will come compromise. If not, then let the people vote out those who refuse to work for their best interests. There’s no Greece-style bailout on the horizon. There are no easy solutions. Just hard work – if we’re allowed to do it.

Mourners stand in line July 25 at Lisle’s DuPage African Methodist Episcopal Church to get into the wake and funeral for Sandra Bland, who died in police custody in Texas earlier this month.
OUR VIEW
Bland family shouldn’t have to wait forever for the truth When a tragic death is compounded by a sense that it was a result of rank injustice, combined with a long history of similar injustices committed against the black community, the grieving that follows is understandably tinged with anger. And there’s no doubt that the family, friends and neighbors of Sandra Bland have every right to be angry. Even if it’s proved conclusively that the Naperville resident did commit suicide in a Texas jail cell, the video of her traffic stop and arrest show an interaction with a police officer going terribly wrong, and seemingly through no fault of her own. Remember, too, that this video is the last footage her family will ever see of her. In her last moments of freedom she was being intimidated, treated like a criminal – all, supposedly, over an improper signal for a lane change. But while everyone who knew and loved Sandra Bland is undoubtedly angry now, and will be for some time to come, the focus of her funeral services July 25 at DuPage African Methodist Episcopal Church in Lisle
Suburban Life Media Editorial Board Laura Burke, Dave Lemery, Matt Hendrickson, Anna Schier, Alex Soulier, Mary Beth Versaci
was on who she was, and what a loss that is for that community. It would have been easy to play to the assembled cameras, to make inflammatory remarks, to make the gathering about the speakers instead of the departed and her loved ones. Any such urge was for the most part resisted, and that’s more than admirable. It’s astonishing. Sandra Bland’s family has shown remarkable patience, even as they’ve firmly demanded real answers from the Waller County, Texas, officials about what happened. Their respectful determination gives great weight to their point of view. We should not expect them to be patient or even respectful forever, however. The black community in this country is accustomed to dirty dealing and mistruths from officials, and they’ll be watching out for that, as well they should be. Hoping for justice is probably too much to expect in a case like this. It’s already an injustice, no matter what happens next. But we do hope that the full, complete and unaltered truth will come out of Waller County, whatever that truth may be.

Michael Madigan and John Cullerton are to blame

the issue to justify a tax increase on the middle class, as usual, and try to deflect blame onto Gov. [Bruce] Rauner. The governor did not create the financial problems that exist in Illinois. They are the product of 30 years of Madigan and John Cullerton controlling the state legislative houses. It may behoove Zalewski, who is a member of the finance committee, to read the state’s constitution regarding appropriations of public funds not exceeding estimated available funds. If we keep going in the same direction under Madigan, Illinois will be financially destitute.
The producers vs. the parasites
To the caller complaining about Gov. Rauner’s so-called austerity. I’m sorry, but the producers owe the parasites nothing. The welfare state creates grateful recipients and resentful donors. It’s time to eliminate entitlements and subsidies and promote charity instead.
Politicians are above the law
The feds ease off on the investigation into Hillary Clinton having kept classified emails on her personal server. She said there were no classified materials on her server – that should not have ended it. Ordinary people like us must follow federal law. Special people like politicians don’t need to. Case closed. So what else is new?
Trump and veterans
Donald Trump, you’re totally wrong on your thinking of what makes a hero. Every one of our men and women who serve in U.S. Armed Forces is a hero. Your classification of John McCain is totally wrong. Why don’t you get out of the United States of America?

Teachers work far more hours than their contracted 180 days: Meetings before and after school, planning time, required professional development, grading, administrative paper work and before/after school activities, which sometimes include tutoring. Yes, we do “technically” have about two months off during the summer. But are we really off? During the summer many teachers are seeking additional resources, working in their classrooms to prep for the upcoming school year, taking courses to further perfect their craft and enrich their students’ learning experience or working a summer job to supplement their teachers’ salary. Mind you, teachers are 10-month salary employees. Let’s put a teacher’s average salary into perspective: The average teacher’s salary nationwide is $50,000. I would say that’s a super deal!

Every time some nut case shoots people, whether for weird religious reasons or for other reasons, politicians scream for more gun control. When they do this, they are covering up the fact that federal laws are already in place to address such crimes. We have the laws we need; what we don’t seem to have is federal prosecutors to apply the laws and keep the monsters off the street. If those laws had been applied earlier, many of those people would not have been out of prison to murder people.

College of DuPage President Robert Breuder listens during the Jan. 22 meeting when the Board of Trustees approved his $763,000 buyout. The Illinois Attorney General’s Office issued an opinion July 24, 2015, on a 2011 vote regarding Breuder’s contract.
“Because the board did not state that it was extending the contract of the president or discuss any specifics of the contract extension before taking final action, the board did not adequately inform the public of the business being conducted.” Matt Hartman Assistant attorney general
OMA going forward.” Breuder is on administrative leave after state and federal investigators called his financial and administrative oversight into question. He is set to receive a $763,000 severance package – nearly three times his base salary – in 2016 for retiring early. Legislation limiting severance pay at Illinois community colleges to no more than one year’s salary awaits the signature of Gov. Bruce Rauner. Board Chairwoman Kathy Hamilton, who was elected to the board in 2013 and has been known as a staunch critic of the school’s prior trustees and administration, said in a statement the opinion came as a surprise but “validates our worst concerns about COD in the Breuder era.” That era should be seen as a “period of unrelenting abuse of the taxpayers while disdaining our faculty and ad-
juncts,” she said, stating that the time period was at its end. Hamilton stated she instructed college counsel to review all legal options related to Hartman’s opinion – including whether it has any legal bearing on the school’s current contract with Breuder – and to present them at the board’s July 30 meeting. Paul Darrah, spokesman for the DuPage County State’s Attorney’s Office, confirmed the office has the authority to prosecute alleged Open Meetings Act violations. He said the office is aware of the opinion and is considering whether to pursue legal action. “The Attorney General’s admonition to observe the Open Meetings Act is welcome and followed,” Hamilton said in the statement. “We are here for the faculty and the students, because education is COD’s purpose, not insider enrichment.”

GLEN ELLYN – The College of DuPage Board of Trustees violated the Open Meetings Act when it approved a 2011 contract extension for President Robert Breuder, according to the Illinois Attorney General’s Office. A nonbinding opinion written by Assistant Attorney General Matt Hartman and dated July 24, 2015, stated the board did not adequately inform the public before extending Breuder’s contract during its meeting July 12, 2011. The meeting’s agenda listed only “personnel actions,” according to the opinion and college archives. It did not address Breuder’s contract or any other details about actions being taken. “Because the board did not state that it was extending the contract of the president or discuss any specifics of the contract extension before taking final action, the board did not adequately inform the public of the business being conducted,” Hartman said in the opinion. He advised that in the future the board adhere to the act’s requirement that officials publicly state items on which action is taken. He also concluded the board followed the act regarding a related question as to whether it provided proper public notice about the meeting. Attorney General’s Office spokeswoman Annie Thompson said in a statement the opinion should have been issued sooner but was inadvertently delayed. She said the office is working to improve its tracking system. “Overall, the letter concludes that the board complied with the posting requirements of OMA but at the meeting did not provide enough detail before it took action,” she said. “The board should consider this as guidance on how to comply with

CHICAGO RED STARS VS WASHINGTON SPIRIT SAT. JULY 25
RED STARS: 1 WASHINGTON SPIRIT: 1
Copyright Daniel Bartel
Another Press Stunner Earns Chicago 1-1 Tie at Washington Germantown, Md. – The NWSL-leading Chicago Red Stars nearly handed third-place Washington Spirit its first home defeat of the season on Saturday night, with forward Christen Press giving Chicago the lead in the first half with a stunning long-range shot. League leading goal scorer Crystal Dunn tied the match in the final ten minutes of an entertaining game that saw Chicago deliver another strong showing to remain undefeated in four straight matches. The Red Stars, had the first promising look of the matchup in just the sixth minute of play: goalkeeper Ashlyn Harris did well to palm away a powerful shot from Canucks striker Adriana Leon. Washington created a chance of its own four minutes later, but Laura del Rio’s driven shot from inside the box was kept out by Canada international, Karina LeBlanc, who cleared the ball from her area. Press would give the Red Stars the lead in the 30th minute courtesy of her second goal in as many matches since winning the World Cup with the U.S. The 26-year-old found herself with time and space inside the Spirit’s half, she took a few touches from well outside the box before unleashing a rocket past an outstretched Harris and inside the left upright. Taryn Hemmings’ excellent work on the right could have given Press another goal in stoppage time of the first half, but the forward’s near post flick was deflected wide. Forward Jen Hoy had one last look for Chicago before the break: World Cup Golden Ball nominee Julie Johnston dribbled into the box on the right and delivered the ball to the former Princeton standout, whose attempt from close range was blocked by a Washington defender. In the second half, Red Stars center back Johnston had a pair of excellent clearances on both sides of a dangerous 56th-minute shot by the Spirit’s Dunn, who unleashed a left footed shot from just outside the area, only to see the ball whistle over

the frame. On the other end of the field Vanessa DiBernardo navigated around a defender on the right and picked out Hoy, whose close range attempt forced a point-black reflex save from Harris. Moments after Chicago defender Samantha Johnson’s 80th-minute challenge against Washington’s Dunn in the box was ruled to have been fair, the Spirit striker tied the match from the run of play, pouncing on the rebound from a blocked Christine Nairn effort. After controlling the ball, the 23-yearold Dunn drove a low, left-footed shot inside the left post that gave goalkeeper LeBlanc no chance to save it. Chicago immediately responded, but rookie sensation Sofia Huerta saw her right-footed curler from the left side of the box saved in spectacular fashion by Harris, who left her feet and tipped the ball out from behind her before it could find its way inside the far post. The Spirit subsequently created a pair of chances to win the game. First, substitute Hayley Raso released a cracker of shot that took a deflection and went wide of the left upright. Then, Ali Krieger found Dunn on the right, who then drove into the penalty area before firing toward the near post to force a diving save from LeBlanc. It took one last goal-line clearance from the Red Stars’ Johnston for the visitors to bag a valuable away point from the draw, which puts Head Coach Rory Dames’ squad two points ahead of second-place Seattle Reign FC in the standings. The Chicago Red Stars look to defend their top spot in the NWSL standings when they return home for an August 1 clash with defending NWSL champions FC Kansas City that is likely to feature several World Cup winners on both teams. Single-game and season tickets for the 2015 campaign may be purchased by visiting www.chicagoredstars.com or by calling 773-698-6001.

HINSDALE – It didn’t take long for the newly opened Fuller House to distinguish itself from other restaurants in downtown Hinsdale. A large and lively outdoor patio set the scene before my date and I entered an equally vibrant pub atmosphere. Greeted just inside the front door by the hostess, we first noticed the expansive bar centered on the ground floor of the two-story establishment. With the restaurant just a stone’s throw from the train station, it simply screams to be a gathering spot for the after-work crowd. Fuller House offers a variety of specialty cocktails, plus a solid craft beer selection we enjoyed sampling. Hungrily taking up our menus, we scanned the wide array of salads, pizzas, burgers and other hand-held items, opting for an appetizer to start. We considered the woodfired pretzel sticks with honey mustard and pimento cheese sauces, as well as a cheese and charcuterie plate, before settling on Wisconsin cheese curds with a zesty Southwest ranch dipping sauce. Lightly breaded and fried to a perfect crispiness outside, the curds had a wonderful texture. Several main courses tickled our fancies. My date contemplated the fried buffalo chicken sandwich with blue cheese crumbles, along with several of the wood-fired pizzas prepared in the blazing oven in plain sight on the edge of the dining area. She ultimately decided on the 10inch arugula and prosciutto pizza with lemon, garlic and an olive oil drizzle. None of the flavors were hidden – the earthy taste of the arugula, the saltiness of the prosciutto and the creaminess of fresh mozzarella – all intertwined in a delightful combination. Nearly every entree sounded appetizing to me, including the fish and chips, brisket tacos and pulled pork sandwich, but the burgers were

Sports and specialization Offerings keep area athletes busy during offseason By DAN SANTAROMITA dsantaromita@shawmedia.com It used to be that elite high school athletes had three jerseys in their closets – one for a fall sport, one for a winter sport, and one for a spring sport. Many high school athletes today still have three jerseys in the closet, though things are slightly different. Increasingly, those jerseys are home and away high school jerseys for one sport and a uniform for a club team in that same sport. More and more high school athletes are choosing to specialize in one sport with yearround competition aided by a plethora of AAU and club programs. The downside is fewer well-rounded athletes representing their high schools, but there are plenty of benefits for high school athletes willing to specialize in one sport by playing for clubs and on AAU teams in the offseason.
Options abound
Sports Performance is one of the elite volleyball clubs in the country. Its 18U red and 18U elite teams won AAU national titles in June. Allison Farrell, Meghan Wozniak and Samantha Silbernagel from Glenbard East all play at Sports Performance. York’s Liz Pronove, Sarah Rose and Hannah Fleckenstein, Montini’s Monica Loftus, and Timothy Christian’s Hanna Markewicz and Kacie Stoll are products of the highly-regarded 1st Alliance Volleyball Club. AAU basketball is busy in the summer with players competing in tournaments across the country with area teams such as Chicago Lockdown, Illinois Wolves and Mercury Elite for boys and Illinois Lady Lightning for girls. “In the last three years, it’s gone from probably three to four teams to where it is now with 19 teams,” said founder Dave Ruggles, whose program has players from across the suburbs. “We started with one team and we grew it from there.” Traveling teams also are huge for baseball, softball and soccer players, and the competition just as fierce. Some
soccer players choose to forgo their high school teams and focus solely on club ball, getting high-level instruction and college exposure with clubs such as Eclipse Select and Chicago Fire Juniors. Baseball and softball players also have a number of options in the offseason. Top Tier Baseball draws heavily from Chicago and the suburbs but also includes some players from downstate Illinois and northwest Indiana. Similarly, Longshots baseball is based in Downers Grove but draws from a wide area. The Beverly Bandits, Downers Grove Rebels, Illinois Chill and Lemont Rockers, summer home for several Montini players, are just a few of the many

Baseball
Longshots Baseball, based in Downers Grove, has sent hundreds of players to college programs in 22 years of operation. Based out of Acceleration Sports Performance in Naperville, 29ers Baseball has a local flair. ing for their club or their high school, and a number of top players have gone the club route. On July 18 the Chicago Fire’s U-18 team won the national championship in the league with a few local products on the roster. The team played the bulk of its schedule in the Midwest-based Mid-America Division along with other Chicago area teams Sockers FC and Chicago Magic. The playoffs took place all over the country. As for girls soccer, the Elite Clubs National League is similar to the boys version. The year-round, travel-oriented league formed for the 2009-10 season. Local club Eclipse Select won the U-16 ECNL title last year. Unlike on the boys side, the girls can play for both club and high school, although not all do both. Tennis
High school tennis teams typically boast some solid talent, but the level of competition at United States Tennis Association events gives athletes another outlet to test themselves. Kolie Allen from Glenbard East found success on the USTA circuit this summer after starring for the Rams during the most recent school year.
Volleyball
Illinois is a hotbed for volleyball (Loyola University won the last two NCAA men’s titles, besting Lewis University this year), and club programs such as Sports Performance in Aurora and 1st Alliance, which practices at The Max in McCook, stoke the fire with nationally competitive teams stocked with talent from the area. Both programs have double-digit Division I players in each graduating class and attract talent from all over the Chicago area.

Athletes who decide to specialize in one sport have plenty of options to choose from. Club and AAU teams not only offer top-notch competition, but also the chance to get noticed by coaches at the college level. Here are just some of the organizations in the area that provide playing opportunities outside of high school and junior high.
On the girls side, Lady Lightning is one of the premier programs; it starts with programs beginning in third grade and goes all the way through high school. The team typically has a number of Montini players, but draws players from all around the Chicago area. Lady Lightning had 11 players make college commitments in the Class of 2015. As for the boys, Chicago Lockdown, Illinois Wolves and Mercury Elite all have local players. Lockdown was founded in 2011 by Joe Niego, a former NBA player. The Illinois Wolves also have a local tie with Mike Mullins founding the organization in 1999. Mullins had two sons, Bryan and Brendan, play at Downers Grove South before going on to play, and now coach, college basketball.
