WEST CHICAGO – City officials hosted a forum Jan. 29 to continue the push toward promoting healthy lifestyles in West Chicago. More than 30 people attended the Erica Benson - ebenson@shawmedia.com Healthy West Chicago presentation and information-gathering session at the ARC Center. The city has partnered with Oak Park-based Seven Generations Ahead on developing a strategic plan to promote healthy living. Mayor Ruben Pineda said the group will develop a 10-year strategic plan based on the input they’ve received from surveys distributed to the community. “It’s been very exciting. We’ve had support and we’ve gotten great information from all of them,” he said. Jen Nelson, the project manager with Seven Generations Ahead, presented the survey results. In all, they received 580 responses from the community. WEST CHICAGO – DuPage Habitat for Humanity has broken ground on its newest home in West Chicago. The building will be the 12th home built in the Pioneer Prairie development on Pomeroy Court. The subdivision already contains 11 homes that have been built on previous Habitat builds. DuPage Habitat for Humanity hosted a ceremony Friday to break ground at 303 Pomeroy Court to celebrate the groundbreaking. Dave Neary, executive director of DuPage Habitat for Humanity, said the group is getting permits together for the home. Work will officially begin sometime in the spring. “It’s a weather thing,” Neary said. “As soon as it gets warm enough.” Richard Dickson, president of the DuPage Habitat for Humanity board of directors, said a homeowner has not been selected for the home yet. Habitat has a waiting list the owner will be selected from. The home will be energy-efficient, as are all of the homes in the subdivision. Habitat is partnering with Thrivent Financial for the build. This is Thrivent’s first build with Habitat, but they have a partnership to do several houses in the future, according to DuPage Habitat. “We’re incredibly thrilled to be here this week,” said Robert Umlauf, manager of community engagement for

eshields@shawmedia.com GLEN ELLYN – The College of DuPage Board of Trustees’ recent decision to grant school President Robert Breuder $762,000 in severance has caused public outcry and legislative action in DuPage County and across Illinois. An estimated 400 members of the public attended a special board meeting Jan. 28 to air their grievances about the buyout. The board voted – for the second time – to approve the severance for Breuder’s retirement. Trustees voted 6-1 in favor of the buyout, with Vice Chairwoman Kathy Hamilton as the lone dissenter. The Jan. 28 meeting was the board’s second in less than a week to discuss the retirement package and was called to clarify a procedural motion regarding whether the board should have formally closed debate before voting on the severance during the first meeting Jan. 22. In the end, the vote remained the same, with trustees approving an addendum to Breuder’s contract allowing him to retire March 31, 2016 – three years earlier than anticipated.

vious boards had structured Breuder’s contract. “In an ideal world, we wouldn’t have severance packages,” Trustee Kim Savage said. “But we do have a contract that, if we end the contract, we owe him the balance of the contract.”

Breen announced Monday he would introduce legislation called the Breuder Rule, which would ban excessive severance packages for employees of public institutions. “Too many so-called ‘public servants’ are getting rich at the expense of the taxpayers, and the Breuder Rule will prevent this going forward,” Breen said in a news release. Breen’s legislation also would forbid community college boards from raising property taxes, tuition or fees after an excessive severance payout, which he defined as anything greater than one year’s salary and benefits. Breuder refused to comment on his retirement and the proceedings surrounding it. Several members of the public were upset Breuder would be the Homeland Security Education Center’s namesake, a decision the board voted in favor of in May 2013. Area residents urged the board to reconsider and name it after Staff Sgt. Robert Miller, a Wheaton resident who served in Afghanistan and died while protecting his fellow soldiers. He received the Medal of Honor in 2008. Kirk Allen of Edgar County Watchdogs said Miller would be a much more appropriate choice because he “paid the ultimate sacrifice for our freedom.”

Library is about much more than just books When you think of a library, what comes to mind? Books? Newspapers? Magazines? Perhaps a quiet environment where you may receive a disapproving glance if you make any noise at all. It makes me think twice when I hear people say, “Why do we need libraries anymore?” As with any stereotype, it is difficult to change the perception of those looking in COMMUNITY from the outside. VOICE In some ways the tradiBenjamin tional library model has been Weseloh reversed, but many don’t realize the ways in which libraries have changed. For example, libraries now often have an acceptable volume level of conversation friendly or louder in the general areas and patrons who would like a quieter atmosphere find a remote corner of the library, a study room or a dedicated quiet area. Similarly the traditional view of libraries having rows and rows of printed materials is widespread – and it’s true, but many libraries used to have more. The print collections are diminishing in libraries either for the much needed space their absence can provide, the continued desire for and advantages that digital materials provide, or due to rising costs of competing interests. Like many other industries, libraries also have been expected to do more with less. The West Chicago Public Library has evolved to become a place where community engagement and activity occurs in a variety of ways to challenge the traditional library stereotype. Besides printed materials, the library provides support and relevance in many ways to the community. Students meet at the library to collaborate on research and project completion. Business professionals use the library as a conducive location to work that is free from the distractions of both home and the workplace. Tutors find libraries to be a convenient location filled with resources that can augment their instruction. Children are brought to the library to attend programming that supports STEAM initiatives and the school curriculum. Young adults enjoy the camaraderie and challenge of gaming and the safe and supportive programming environment created by a talented staff that allows their creativity to emerge. Patrons have access to the Internet. The library has become much more than books. It is a community partner and one of the best options for getting connected: to the digital world, friends and family, educational resources and opportunities, and entertainment – making it the place you want to be.

Breuder’s windfall part of a pattern of poor leadership In a state with budgets in disarray, with the biggest pension crisis in the nation, with one governor in prison for corruption and another just recently released, it’s pretty tough to stomach Robert Breuder’s $760,000 payoff to retire early as College of DuPage president. At $142 per credit hour, a full-time student at College of DuPage taking 15 credit hours of classes can expect to pay $6,390 in tuition and fees alone. So Breuder’s windfall could pay for 118 students to go to school for a year, tuition free. Beyond the money itself, there’s the problem of what it represents. With this deal, which the College of DuPage trustees have approved twice now, Breuder gets to walk away from this job proud of all his achievements, convinced his tenure was a magnificent success, marred only by some meaningless unpleasantness at the very end. Oh, and he gets a building named after him. But what we don’t know is how many of those achievements and grand successes are empty. Breuder’s surprise retirement has come on the heels of the release of an email that showed the kind of dirty politics he’s capable of. He’s been exposed as just another Illinois charlatan, the kind of leader who has no qualms about pointing one way and then running the other. Breuder’s email to the board, which leaked in July, shows him proposing to deceive the state by making a planned project more politically attractive in order to wrangle $20 million in funding that the college was owed. In the email, Breuder expressed frustration over dealing with the governor’s office to free up the $20 million and said he wanted the board to convey the need for a teaching and learning facility as a means to obtain the money. “I have no problem with [board members

commenting on the need for a facility]; however, not being able to say how we would use the state’s money (perhaps no real need) could lessen our chances to break the money loose at this time (the political moon is rising),” Breuder said in the email. “A building that focuses on teaching and learning is politically attractive; more so than let’s say a student center, PE facility, etc.” Breuder also suggested getting the funding from the state and coming up with a plan of how to spend it at a later date. “There is also the option of telling the Governor we want the money, will bank it until we figure out how to use it and then building something,” Breuder said in the email. “Bottom line: I need some room to breathe on this matter so I can enhance the likelihood we get the $20 million soon.” The Chicago suburbs have seen something like this play out before. It was only in 2009 that McHenry County College up in Crystal Lake told their president, Walt Packard, his services were no longer needed. They decided they couldn’t fire him, though, and gave him another $200,000, plus benefits, for his trouble. Looking further downstate, when University of Illinois President Michael Hogan was fired in 2012 after just 20 months on the job – after succeeding another fired president – he was awarded a one-year, $285,100 “sabbatical” before he then returned as a history professor. Then these “leaders” go on to collect exorbitant pensions on top of the one-time piles of cash. As Illinois residents, as taxpayers in DuPage County, we can have no tolerance for these kinds of shenanigans anymore. We don’t want to hear that this is how things get done. Somehow, other states manage to get things accomplished without constantly resorting to dirty dealing. These payouts for failure have to stop.

In regards to the College of DuPage’s buyout of the president, I worked at a community college for more than 20 years and I’ve lived in the College of DuPage district for more than 38 years. I think where the big problem is, is the lawyers for the College of DuPage should have been more astute and could have prevented a problem with the Open Meetings Act. What needs to be done is that the college needs to get a new lawyer.

Consider this: Dr. Taub, director of the Columbia University Mesothelioma Center, has been passionate in raising money for research and patient care of those inflicted by this awful form of cancer. This month, N.Y. Assembly Speaker Sheldon Silver was found guilty of various charges including engaging in a sweetheart deal with Taub. Dr. Taub referred patients to Silver’s private law firm and in turn, Silver allotted public money in form of grants to the Mesothelioma Center. I suppose, though, this is where Illinois and New York diverge. The university immediately fired Dr. Taub and Silver resigned. In Illinois, you get a building named after you and you walk away with $762,000. Where is Lisa Madigan?

Rents are too high I read about Mindy’s, that antique store that used to be on Vallette Street, and wanted to mention the exorbitant rents. Remember the TCBY that was off Vallette on York Road. But that could take a quick turn, according to district staff. “There’s going to be a lot that’s going to happen in the next five months in the state of Illinois,” said Assistant Superintendent for Business Operations Bill Farley during the Jan. 28 Board of Education meeting. Farley said the murky future of state finances and the district’s capital needs could strain its barely-even budget. Currently, he and district staff project a scant $239,190 surplus for the about $155.5 million 2016 fiscal year budget.

Barring referendum, Illinois law states the district only may raise tax rates 5 percent or the amount of the previous year’s Consumer Price Index – whichever is lower. This year marks the third in a row under 2 percent, the first time that has happened since the 1960s, Farley said. With such a low total, the district will only get a slight bump in revenue,

from staff cuts. “Clearly, [the budget is] only barely positive for those first couple of years,” said board member Rosemary Swanson. “Mr. Farley named a few things that, if any one of them goes sideways, you’re kind of looking at something different than what we see up here right now.” There is some good news for the district, Farley said. More than 80 teachers are expected to retire and be replaced in the next two years, keeping costs lower, and the district has received estimates saying for the first time in several years new economic growth in the district is trending upwards. “While the 0.8 CPI was not necessarily good news, the new growth is probably not only good news for us at the school district but good that the economy is starting to move a little bit,” he said.

WHEATON – A drug used to counteract the effects of an opiate overdose could find itself in the halls of schools across Illinois if a bill put forward by a local legislator gets passed. State Sen. Michael Connelly, R-Wheaton, recently introduced Senate Bill 73, which would specifically allow school nursing personnel to administer the nasal spray Narcan. “When I first ran for state office, I never thought heroin would be at the forefront,” he said.

Connelly said he worked closely with local officials to craft the county and state’s next step in combating the problems of heroin. “[DuPage Coroner Rich] Jorgensen and [DuPage State’s Attorney] Bob Berlin’s office are saying school health personnel should be trained so that, should there be a circumstance, you can save a life,” he said. He compared it to a bill several years ago that protected and encouraged trained civilians to administer the drug. For the past year, police officers and other first responders

Consolidation, heroin top county’s legislative priorities By NATHAN LURZ nlurz@shawmedia.com Legislators in Springfield have a long to-do list during the next several months, including working on a new budget and the ever-increasing pension costs. On Jan. 27, the DuPage County Board approved its 2015 state legislative agenda in hopes of having a voice in those conversations. The list of 10 items features some of the biggest issues the county has faced in the last year – and a few that many residents probably haven’t heard much about. “I don’t think it’s the most aggressive set of agenda items,” said county board member John Curran, chairman of the legislative committee. “The reality is that there is a new governor and there are going to be a lot of issues in Springfield that are going to take a lot of time.” Although the board sometimes weighs in on the bigger issues, Curran said the committee decided it would sport a “realistic agenda” that wouldn’t waste the time of the lobbyists the county hires and taxpayer dollars on issues that may not get addressed or

Since then, the county board has approved the dissolution of the Fairview Fire District and worked to identify other bodies that could be taken out. The board also asked the legislature to remove the sunset of a wireless surcharge funding 911 response operations, expand opportunities for electronics recycling, increase capital funding and address the rising costs of court operations. Curran said he believed several items on the list, including heroin legislation, the 911 surcharge and electronics recycling, will likely get addressed in short order. “The sense is that the General Assembly is going to be looking to build some momentum as parties feel themselves out,” he said. “These are all things people can agree on.”

The DuPage Mayors and Managers Conference is hoping 2015 is the year when Illinois finally reforms its public safety pension system and protects local government funding, according to a news release from the organization. The 33-member council of government announced its legislative priorities late last month. The conference warned lawmakers the cost of police and firefighter pensions is becoming an increasingly unsustainable burden on governments around the state and county. At the same time, many members worry the state’s financial crisis will cost municipalities money from the Local Government Distributive Fund, which consists of locally generated revenue legally owed to local communities for local services. “This is a critical time for cities and villages throughout the state,” said conference Executive Director Mark Baloga in the release. “The decisions made by the State Legislature and Governor Rauner this session will have a profound impact not only on the future of local government but the local property taxes that residents pay, the essential services that municipalities provide for their citizens and the future retirement benefits of municipal employees.” He added he hoped all sides could work together to find common ground and long-term solutions. The conference also supports the amendment of the state’s Public Safety Employee Benefits Act, Illinois Labor Relations Act and Workers’ Compensation Act; a true western entrance to the Chicago O’Hare International Airport and a better way to measure sound in the surrounding area; and the removal of the distinction between home rule and non-home rule communities. Georgene and Phil travelled extensively, and Georgene, in particular, thoroughly thrived exploring new surroundings. To the delight of their children and grandchildren, they often included family members on their journeys. She could always be counted on to come through for her family and friends with compassion, thoughts, and support. Come the second half, Netzley made it clear what caliber of player she truly is. Netzley sizzled throughout the second half, almost single-handedly carrying the Warriors to a 41-39 Metro Suburban West victory. The left-handed junior guard scored 22 of her 29 points after the break and added a few steals defensively that swung the game’s momentum. “I kind of just came to the second half with a new mind, a new memory, just wipe off the first half and shoot with confidence,” Netzley said. “The team just talked about at halftime just being confident in everything we do, and that’ll win the game for us. So I just took some shots and they went in.”

Netzley had 12 of Wheaton Academy’s 14 points during the third quarter, all but an Emily Renn jumper in the closing seconds that put the Warriors ahead 27-26 entering the final quarter. She continued her scoring bonanza to open the fourth quarter, scoring her team’s first three baskets – two driving layups and a step-back jumper – to put the Warriors up 33-29.

ACC coach Mark Fitzgerald called Netzley “a money player.” “No disrespect to the rest of the team, but she beat us by herself tonight,” Fitzgerald said. “We gave up 29 points [to her]. We purposely put in a defense and it worked for a while, but the kid’s got outside, inside. When you don’t get your hands up and close out on her, she’s going to make those.” Wheaton Academy (13-7, 3-5 Metro Suburban West) built its lead to 41-34 before a late Chargers flurry made it interesting. Fitzgerald said Netzley’s momentum-shifting steals leading to transition opportunities late in the third quarter were most influential. “That’s the tale of the tape right there,” Fitzgerald said. Warriors coach Beth Mitchell was impressed by Netzley’s surge despite her rocky start to the game, which included missing a pair of point-blank layups. “That’s just very uncommon for her, but she’s a competitor, she’s a

great athlete and she just continues to battle,” Mitchell said. “And obviously she was that go-to player for us in the second half, and we kind of spread the floor a little bit and gave her some space and she does what she does, which is put the ball in the hole.” Netzley said a poster featuring former New York Yankees star Derek Jeter in the locker room provided the visitors some halftime motivation. “We went into halftime, we were all disappointed in ourselves, and our coach read us a quote from Derek Jeter that was in the locker room that said not to walk off the court feeling like you didn’t give your full effort,” Netzley said. “And so we just gave our full effort in the second half.” The win allowed Wheaton Academy to sweep the regular-season series after a 10-point win in West Chicago earlier in the season. “It’s a big win for us, especially to beat a team twice in conference that’s the caliber of team that ACC is,” Mitchell said.

But that didn’t seem to faze the St. Francis girls basketball team, which went on the road to beat Rosary 46-32 on Tuesday. The Spartans also knocked off the Royals 56-26 on Jan. 31 in Wheaton. “It’s always tough to come and play here because they are always a well-prepared team,” Spartans coach Mike Phillips said. “Overall, I was pleased with our effort. I thought we played a good team game.” The game started out slowly as the teams made more free throws (five) than baskets (three) in the first eight minutes.

The Spartans (16-8, 3-2 SCC) sank their first basket of the game, a 3-pointer by Sloane Baumgartner (11 points), in the closing seconds of the first quarter. The 3 gave St. Francis an 8-6 lead. Rosary also held the Spartans to one basket in the fourth quarter, but St. Francis more than made up for that drought in the second and third quarters, having a 24-15 lead at halftime and extending it to a 44-24 advantage after three quarters.
