aschier@shawmedia.com WEST CHICAGO – The DuPage County Sheriff’s Office is investigating the explosion of a “MacGyver bomb” Friday at a West Chicago area school, according to a news release from the office. Sheriff’s deputies responded at about 10:30 a.m. to a report that a plastic bottle exploded in the parking lot of Indian Knoll Elementary School, 0N645 Indian Knoll Road in unincorporated DuPage County near West Chicago, the release stated. No one was injured in the incident. The bottle was determined to be a chemical reaction device commonly known as a “MacGyver bomb,” according to the release. Deputies searched the grounds and school as a

As of Friday afternoon, the sheriff’s office was unsure what the chemicals used for the explosion were, Public Information Officer Dawn Domrose said. Indian Knoll has never before been the site of such a device placement, she said. WEST CHICAGO – A West Chicago man has been sentenced to 12 years in state prison for sexually assaulting a 9-year-old female relative in 2011, according to a news release from the DuPage County State’s Attorney’s Office. Jose Antonio Merino, 37, pleaded guilty to one count of predatory Jose Antonio criminal sexual assault, Merino a Class X felony, before Judge George Bakalis, the release stated, who handed down Merino’s sentence April 30. The abuse occurred between June and August, 2011, at Merino’s home, according to the release, where the victim was brought for babysitting while her mother was at work. The assault came to light March 2014, the release stated, when the victim disclosed what had happened during a visit to a health care professional. The health care worker alerted the West Chicago Police Department, which contacted the DuPage County Children’s Center. Merino appeared in bond court March 12, 2014, according to the release, when his bond was set at $500,000. He has remained in custody since. “Mr. Merino sexually assaulted [the victim] in a disgusting attempt to satisfy his own sick desires. He thought nothing of what effect his assault would have on her. He was only concerned about himself,” State’s Attorney Robert Berlin said in the release. “I would first and foremost like to thank this brave young girl for having the courage to disclose the sexual assault Mr. Merino had inflicted upon her.” Merino is required to serve 85 percent of his sentence before being eligible for parole, the release stated. He must register as a sex offender for life.

Artéculture, an initiative by the West Chicago Arts Commission, will provide a showcase for the talents of residents or other community members with ties to West Chicago. The showcase will be part of Blooming Fest – the annual downtown garden festival that celebrates its 15-year anniversary this year – and takes place from 9 a.m. to 3 p.m. May 16 at Fox Community Center, 306 Main St. The Artéculture event, in its second

year at Blooming Fest in West Chicago, is a play on words – combining art with horticulture – which both have been prominent aspects of West Chicago’s Blooming Fest event. Individuals can submit pieces of artwork for $5, and artists can contribute up to two pieces of artwork. The artwork can include paintings, sculptures, photography and 3-D art. Proceeds will go toward a scholarship fund for West Chicago Community Arts Scholarship, which will go to a future college student looking to major in an arts program. West Chicago Marketing and Communication Coordinator Rosemary Mackey sees the event as a motivator for future artists to continue to pro-

mote their artwork and enhance their skill set. “The mission of the cultural arts commission is to enrich the lives of all living in West Chicago through arts,” Mackey said. “Encouragement is a large part of the creative process. Sara Phalen, West Chicago City Museum director and a member of the Cultural Arts Commission, hopes to keep the event going so the full vibrancy of the community is showcased every year. “We would love to see this grow,” Phalen said. “It would be really great to see more and more people come and exhibit their work and to show all the benefits of art and how that can make a community much more vibrant.”

Lt. Gov. Sanguinetti talks about consolidation By NATHAN LURZ nlurz@shawmedia.com WEST CHICAGO – Lt. Gov. Evelyn Sanguinetti said she is confident her efforts heading a consolidation and unfunded mandate task force will be successful in easing the burdens of those affected by large state cutbacks later this year. Sanguinetti came through her old political stomping grounds during a League of Women Voters of Wheaton event for its Discussion Over Drinks on Tuesday night at John & Tony’s Restaurant in West Chicago. The former Wheaton City Council member spoke to those in attendance about her rapid ascent in the ranks of Illinois politics and possible consolidation efforts throughout the state. “Everything is on the table,” she said. The task force, put in place by Gov. Bruce Rauner in February, is charged with delivering a report to the governor by the end of the year with suggestions on cutting the waste of excessive government bodies, burdensome mandates and other items. She said Rauner “inherited a big problem” requiring some deep cuts but was confident the task force would

She said removing or restructuring unfunded mandates would especially play a big role in the future of state finance under the Rauner administration, opening bodies of government up to spend money addressing their unique needs.

“I think we all understand as Illinoisans that we all have to go on a fiscal diet – we get it,” she said. “Right now, we just need to create room so that our local bodies could make the decisions they need to make.” The task force recently conducted a slew of meetings through the state including stops in Springfield, Wheaton, Bloomington-Normal and Carbondale. She said the task force would “avoid a one-size-fits all approach” and consider

each body and case individually to cater to each community’s specific needs. She said Rauner is serious about listening to the suggestions and expected it to be a key part of the financial picture moving forward. “This is not the first study of its kind when it comes to units of government,” she said. “Prior administrations have conducted these studies, and then nothing happens with them.” Missey Wilhelm, president of the League of Women Voters of Wheaton, said the nonpartisan organization wanted to hear Sanguinetti’s thoughts on the matter to help inform its members. Later this year, she said she hoped to draft a motion at the League’s statewide conference to help its members around Illinois navigate supporting specific consolidation projects – such as the possible consolidation of the DuPage Election Commission. “Don’t make up numbers, don’t project it based on future numbers,” she said. “Leagues throughout the state of Illinois, when they’re looking at consolidating units of government whatever they may be or dissolving units of government, the Leagues can then advocate for or against them.”

If you were hoping the new majority on the College of DuPage Board of Trustees would hit the ground running at their first meeting, starting the process of repudiating all the controversial decisions we’ve seen out of the school in the past year, then you were likely thrilled with what you saw at the April 30 meeting. If you felt, though, the winners from the April 7 election should allow the outgoing board members to recede into obscurity with at least a little bit of dignity, well, that didn’t happen. Some strife is inevitable. The three holdovers from the previous board lineup who represent the former majority aren’t likely to support the four members, led by new Chairwoman Kathy Hamilton, in many of their efforts to roll back all of those bad decisions. There are going to be a lot of 4-3 votes, as there were April 30. Putting its stamp on President Robert Breuder’s medical leave by voting to put him on administrative leave – good. Now, he can’t declare his medical leave ended and go back to work at any time he pleases. Moving forward with a state-run audit of the college’s finances – also good. We need clarity on whether the college has been a good steward of tax dollars and students’ tuition. Hiring temporary legal counsel for the board that had previously represented Hamilton – an eyebrow raiser for sure. What was decidedly not good was the political theater around the awarding of “certificates of appreciation” for outgoing board members Kim Savage and Nancy Svoboda. New Vice Chairwoman Deanne Marie

Mazzochi, part of the “Clean Slate” of candidates that bested Savage and Svoboda at the polls, questioned whether passing the resolutions of appreciation was legally binding and could have an impact on ongoing investigations of the school. To an observer, this line of questioning seems like a mean-spirited dig rather than a sincere concern. Apparently it wasn’t sufficient to have defeated Savage and Svoboda at the polls, to have been given a mandate from voters that sweeping change was needed on the board. Instead of being a gracious victor and moving on to clean up the mess made by previous leaders, we have an overt attempt to humiliate those who were defeated. It’s no surprise that Savage and Svoboda chose to leave before the official vote on the certificates. Kim Savage and Nancy Svoboda took part in votes that were openly derided on this very opinion page, and were part of a former board that generally left the entire Chicago region scratching its collective heads trying to understand what was going on in Glen Ellyn. But surely there’s no harm in taking a moment to recognize their service, letting them have a moment of acknowledgment as their time as public servants came to a close. If the ongoing investigations point fingers in their direction, so be it. That’s another matter for another day. Being right on many, or even most, of the issues doesn’t give the new board majority carte blanche to treat the new minority, or anyone else, in a disrespectful fashion. There’s a lot to fix, but showing some decorum in the process would go a long way toward healing the wounds on campus, too.

According to Illinois School Report Card, more than 1 in 4 children in Community Unit School District 200 are from lower-income families, a 221 percent increase from 8.5 percent in 2000. In addition, 8.5 percent have limited English proficiency, up from 3.6 percent in 2000. To help close the gap, the COMMUNITY Wheaton/Warrenville Early VOICE Childhood Collaborative was Ann formed in spring 2013. The Pinkney Collaborative includes nearly 30 community agencies, early childhood providers and early childhood supporters in DuPage County who are working together to improve kindergarten/ school readiness for children in D-200. The collaborative focuses on increasing access to early childhood resources and services for those in the community’s under-resourced areas. Lead partners include District 200; the DuPage Foundation, which is financing the Collaborative; and Metropolitan Family Services DuPage, the group’s fiscal agent. Collaborative members knew they needed to better coordinate and unify how they delivered early childhood services and ways to best equip and educate parents to prepare their children for school success. “A key goal has been to change how services are provided so families can access services more easily,” said Kathy Robson, project director. Stephanie Farrelly, principal of D-200, said, “The collaborative is crossing boundaries and developing strong linkages to create coordinated community systems to accomplish our common vision. Examples include using a coordinated birth through age five developmental screening process that has resulted in easier access for families, use of a common language between providers, and more children being screened and provided supports as needed before kindergarten.” The collaborative is generating results. The district has seen an 8 percent increase in students ready for kindergarten as measured by district literacy assessments from fall 2012 to fall 2014. These efforts also led to the Wheaton/Warrenville community being invited to participate in the Preschool Development Federal Grant Expansion application with the State of Illinois. This grant will expand access to high-quality early education and care for the State’s highest-need 4-year-olds. Wheaton/ Warrenville was one of three DuPage communities to be awarded funding through the grant to open three new classrooms with spaces to serve 60 children. The controversial leader has been in the limelight for months, first for a leaked email in July 2014 that advised trustees to find “politically attractive” ways to spend $20 million in state funding promised to the school. His tenure was later punctuated by the board’s approval of a nearly $763,000 buyout for his early retirement in March 2016 and several DuPage County and federal subpoenas looking into his on-campus spending and that of trustees and administrators under his watch. Breuder beat the board to his proposed ouster, announcing April 28 he would be taking medical leave, but trustees still put him on administrative leave with pay during the meeting. New college attorney Tim Elliott, who also serves as a Glen Ellyn village trustee and has been involved in cases against the college twice in the past year, said the move gave the board control over the timing of Breuder’s return. College trustee Joseph Wozniak said he was voting down the measure not just in protest of lack of transparency, but also because he was “not go-

The board includes three new faces after the April election – Deanne Marie Mazzochi, Frank Napolitano and Charles Bernstein – united under a shared platform of reform and behind newly selected Chairwoman Kathy Hamilton. With the majority of the seven-member board on lock, the four pushed through an aggressive special meeting agenda the three remaining trustees consistently voted against, citing a lack of transparency and inclusion in its drafting.

Earlier this year, several members of the General Assembly asked for the audit, including state Rep. Jeanne Ives, R-Wheaton. Ives originally gave the college a March 12 deadline to accept terms for an audit dating to 2011 and agree to pay for the estimated $144,000 to $234,000 project. The board also authorized an internal investigation into the college’s accounts April 30, directed staff to provide the board and college’s client files from several law firms, and formalized a litigation hold in light of the federal investigations against the school. Additionally, it hired new temporary legal counsel – Elliott’s Rathje & Woodward and Schuyler, Roche & Crisham – for the board. Both were retained to guide the board during the

When several trustees voiced concern, particularly student trustee Gloria Roark, Hamilton said the board would evaluate each case individually and that it represented a stop until the board looked over its policies. The board also hired a transition team led by Donald Haider, professor of strategy at the Kellogg School of Management. The team will guide new board members and possibly interim administrative leadership through the legal action against the college and recommend ways to improve operations and governance. Hamilton said she was already looking at filling it with volunteer local stakeholders from across the district.

However, those selections were far from unanimous. Outspoken trustee and former Vice Chairwoman Kathy Hamilton was elevated to chairwoman. Deanne Marie Mazzochi was voted vice chairwoman and Frank Napolitano was named secretary. All three votes were passed 4-3, split each time between the new majority reformers and the old guard of previous Chairwoman Erin Birt, Joseph Wozniak and Dianne McGuire. “The College of DuPage has been through tough times, times marked by extended and continuous denial,” Hamilton said. “Those troubles are not yet over, but the causes of those troubles are. This institution faces criminal investigations, legislative disdain and alienation from constituents.” Members of the public in attendance largely cheered the new officers’ election, many even giving a standing ovation. However, the meeting also devolved several times into personal attacks among the trustees and public. Hamilton said the board must be more responsive to the community to earn back its trust and that constituents were “rightly outraged.” She promised change would begin immediately, with the board considering voting on a transition team to address some of the college’s policy problems later April 30. Mazzochi and Napolitano, along with Charles Bernstein, were elected trustees April 7 amid a storm of controversy over spending, board policies and more that ultimately led to a trio of federal subpoenas being served to the school in mid-April. Former trustees Kim Savage and Nancy Svoboda were defeated in their bids for re-election, and outgoing trustee Allison O’Donnell did not seek another term.

The west suburbs’ best and brightest were recognized recently by Suburban Life Media. Two area high school students received college merit-based scholarships at an awards reception April 30 at Seven Bridges Golf Club in Woodridge. Suburban Life partnered with DuPage Credit Union to award $2,000 scholarships to Downers Grove North High School senior Rachel Krusenoski and Downers Grove South High School senior Thomas Matysik. The winners were chosen based on academic performance, character and commitment to volunteer work and extracurricular activities, and beat out 48 other students who were given certificates of recognition as Suburban Life Scholars. Event organizer Kelly Buchanan saw the reception as an opportunity to celebrate the community. “Events like this bring our community together. We are able to recognize the good and share that with the community,” Buchanan said. “Basically, it’s kind of pay-it-forward.” The selection process for the awards started in September and continued through March. Suburban Life newspapers routinely publish profiles of five to eight students nominated by teachers, counselors and other leaders. A selection committee including representatives from Suburban Life Media and DuPage Credit Union then graded each student based on academic achievement, community involvement and extracurricular participation to determine who would win the coveted scholarships. The two winners, both nominated by their counselors, were shocked after seeing the amount of qualified nominees. Krusenoski – who has a 4.5 GPA and is involved in the school newspaper, as well as varsity cross country and track – believes it was her ability to focus only on activities she could put her heart into that helped elevate her to attain the scholarship. “Everything I try to pursue in these last four years is something I pursued with passion,” Krusenoski said. “In doing so I was able to put in a lot of effort and a lot of heart into what I was doing.” Matysik – who has an ACT score of 35, is on the baseball team and is involved with Peer Leaders and National Honor Society – was initially unsure what made him stand out but attributes his success to participating

Red Stars Down Sky Blue FC 1-0 in World Cup Send-Off Colaprico scores first professional goal as Chicago stays unbeaten in 2015 Chicago, Illinois – – The National Women’s Soccer League’s (NWSL) Chicago Red Stars dominated and stayed unbeaten in their third match of the 2015 campaign on Saturday, defeating Sky Blue FC 1-0 behind rookie midfielder Danielle Colaprico’s first tally of her professional career. While the visitors from New Jersey were without all of their World-Cupbound players, the home match served as the Send-Off event for five of the eight Chicago stars who will be competing in this summer’s tournament in Canada. The Red Stars put pressure on their opponents early and created the first close look in the 5th minute, as defender Taryn Hemmings sprinted up the right wing and sent a dangerous ball to the far post. Teammate Vanessa DiBernardo was unfortunate to see her header from a tight angle sail just over the frame. A mere four minutes later, the hosts’ aggressive approach nearly paid off, DiBernardo coming close to stripping goalkeeper Brittany Cameron of the ball for what would have been a certain tally. Chicago had its next quality chance moments later. Former Virginia standout Colaprico sent Lori Chalupny down the left and the 31-year-old’s centering pass seemed destined to be tapped home at the doorstep. Instead, it evaded both defenders and attackers, trickling just wide of the far post. Red Stars striker Christen Press, who came into the game as the newly crowned NWSL Player of the Month for April, had two opportunities to open the scoring in the 18th minute. After her left-footed attempt from 20 yards out forced a diving save, Press got back on the ball and fired just high from inside the penalty area. She caused havoc once again halfway through

the first period, this time courtesy of Chalupny, who flew down the left and saw her low firsttime cross rifled just wide by Press. After an uneventful finish to the opening period, Chicago came out of the break with renewed urgency, and the persistence finally paid off in the 54th minute. Having hit teammate Julie Johnston in the face on her initial blast from just inside the box, Colaprico did everything right on the rebound, smashing a left-footed rocket past the outstretched arms of Cameron to make it 1-0. The crowd at Benedictine University subsequently had to wait until 15 minutes from full time for another quality opportunity, Chicago’s Chalupny exploding into the box on the left and rifling a laser beam on target that was guided over the bar by the fingertips of Cameron. Red Stars goalkeeper Karina LeBlanc made her best stop of the match in the 86th minute, leaving her feet and diving to her right to deny Hayley Haagsma’s dangerous header off an in-swinging free-kick from the wing. Cara Walls nearly sealed the deal for the hosts in stoppage time, as she found herself one-on-one with netminder Cameron, who pounced on a lapse in concentration to defuse the threat. It would be the day’s final close look, as the home side earned its second win of 2015. I am not normally a fan of fish (or asparagus, for that matter), but even I was impressed with the dish and the way it was presented. I set aside my desire for the bacon-and-blue-cheese-infused hamburger with truffled mayo and sampled the Cuban sandwich. The fresh ground mustard worked well with sweet pickles and the smokiness of the pork, all encased in a perfectly toasted Cuban roll, akin to French bread. For dessert, we tried the salted caramel cheesecake. It looked so much like ice cream we thought it would be cold, but it was light, fluffy and sweet with the right amount of salted caramel flavor on top of a toasty graham cracker crust. As chef Irvine noted on “Restaurant Impossible,” the food at Zest has always been

Thanks to the bistro renovation and the fantastic food, its winning ways are now in clear focus.

DOWNERS GROVE – A star turn on the Food Network show “Restaurant Impossible” spotlighted Lemon Tree Grocer in Downers Grove and the Zest Bistro located within, where the food has always been center stage. Celebrity chef Robert Irvine, host of the television program, said it was one of just a few times in years of filming the show that he actually enjoyed the food served at the outset. That’s high praise from a well-regarded chef who never hesitates to call it like he sees it. That there was nothing wrong with the menu in the first place was confirmed when my date and I recently paid a visit to Zest. Though we were both hungry, we asked our waiter to give us more time to peruse the choices, because every item sounded delectable. Before picking entrees, we decided to appease our appetites by ordering the short rib nachos appetizer. Thick and crunchy tortilla chips were the foundation for a great blend of flavors that ranged from the sweetness of the beef to the tang of Cotija cheese sauce and lime horseradish crema, with a hint of spiciness from fresh green chilies. We paired our appetizer with beverages. My date picked a beer from an impressive list of offerings by independent breweries, while I chose the Dark and Stormy Mule served in a copper mug. The rum-based drink did a dance on my taste buds with simple syrup and ginger beer leading the tango. Irvine’s signature pot roast, introduced to the menu after his recent visit to Downers Grove, must be a fan favorite, as Zest had just served the last of a roast made a bit earlier in the day and was in the process of cooking a second. My companion was slightly disappointed not to be able to try the dish, but that changed when her salmon entree arrived. The perfectly cooked fillet was coated in a honey mustard glaze and served with a sweet and savory orange mustard
