SUBURBAN LIFE MEDIA WESTMONT – A state senate bill that would overhaul the way Illinois funds education by distributing money to school districts based on financial need would cost Westmont Community Unit School District 201 more than $1 million annually, according to the district.

If Senate Bill 16 is passed by the Illinois House of Representatives later this fall, the district would lose $1.05 million, about 81 percent of its state funding.

The bill was passed by the state Senate on May 27.

Under Senate Bill 16, 95 percent of all state funds would first be funneled through the filter of “local wealth” in determining state funding levels, and that consideration includes

SB16 does not increase the level of education funding but

changes the way in which state funding is distributed among school districts.

SB16 is modeled after an effort in Massachusetts. The Massachusetts general assembly provided $1 billion in new money, according to District 99.

There is no new money in SB16.

House Rep. Ron Sandack, R-Downers Grove, described the bill as redistribution and not reform.

“I am vehemently opposed to this bill,” Sandack said. “It unquestionably hurts all the public school districts in House District 81. Moreover, I think with maybe one exception, it hurts every suburban school throughout DuPage County.

“Working next to Tom at all the markets has been so much fun,” she said. “It’s such a great and rewarding bonding experience. Watching him work is really inspiring, and I think having someone next to you that you trust has helped both of our businesses.”

With Saturn Soap taking shape, she spends multiple nights a week concocting soap at a work station in her basement.

The process begins when Yunger melts one of eight glycerin bases using either a double boil or a microwave.

Unlike commercial soaps, natural glycerin helps hydrate skin, according to Yunger.

“The glycerin is often removed from store-bought soaps and used in lotions,” she said. “High-quality, handmade soaps are very rich in glycerin and the most natural moisturizing soaps that you can find.”

Afterward, natural coloring and scents are added to the soap base, which is then finished off with an additive that gives the soap texture and helps exfoliates the skin.

“The possibilities are pretty much endless in terms of what you can put into soap – flower petals, dried fruit, cinnamon, salts or poppy seeds,” she said.

The soap is then poured into either 1- or 5-ounce molds.

Her soaps range from the more common lavenders or milk and honey scents to extravagant scents like champagne and strawberries, made with all natural strawberry seeds.

While this remains her weekend gig, Yunger said she plans on soon expanding into the candle making business and would love to one day run her own store.

WESTMONT – Nichole Yunger has a soap for every season – from the fragrant lavender-chamomile that signals the dawn of spring, to the wholesome patchouli and sandalwood that ushers in the coming of summer, to the pumpkin spiced latte that is a fan favorite in the fall.

The 28-year-old Westmont resident and founder of Saturn Soap Co. started the grassroots soap making business from her basement in May, debuting a plethora of artisanal, handcrafted soaps at local craft and farmers markets.

What began as a hobby after reading a few books and online articles about soap making soon matured into a weekend job.

“The first week I went to the farmers market, I sold out of all my soaps,” she said. “The next couple weeks, I kept selling more soap than the previous week. I received such positive feedback and realized that I might have something here – something that’s more than just a hobby.”

Yunger said she worked about 10 different farmers markets this summer, both setting up shop at local events like the French markets in Lisle and Glen Ellyn and traveling as far as Lake County or Rockford for respective craft fairs. In September, she sold more than 50 pounds of soap at local markets.

Police find man dead in Westmont apartment SUBURBAN LIFE MEDIA WESTMONT – Westmont police are investigating the death of man who was allegedly stabbed early Friday morning at an apartment in the 6700 block of Lake Shore Drive.

At 2:15 a.m. Friday, the Westmont Police Department

responded to an apartment in the 6700 block of Lake Shore Drive after a 911 call.

Upon arrival, officers found Roy Felston Jr, 25, of Hanover Park inside a third-floor apartment suffering from an apparent stab wound, according to the Westmont Police Department. He was pronounced

dead at the scene, according to police.

Police Chief Thomas R. Mulhearn said the death does not appear to be a random act and is currently being investigated as an isolated incident.

“I want to assure the residents of our community, our

investigation indicates this is an isolated incident and there is no threat to our citizens or residents of the community,” Mulhearn said in a statement.

“This was not a random act and was directed specifically towards the victim.”

This investigation is being conducted by the Westmont

Police Department with the assistance of the DuPage County Coroners Office, DuPage County Sheriff’s Department and DuPage County State’s Attorney’s Office.

Further information on this incident will be released when appropriate, according to police.

WHS student dies after battle with cancer

WESTMONT – Westmont High School student Emily Wheeler died Thursday after a battle with cancer, according to Principal Jack Baldermann.

She was 15.

Westmont High School notified families of Wheeler’s death via a letter. A support team of social workers, school counselors and other faculty members from CUSD 201 is working with high school staff to provide counseling and support to students in need, according to Baldermann.

“Our school truly celebrated Emily while she was here,” Baldermann said. “There were many positive events, and she was such a courageous young woman with such a positive spirit.”

Last year, the community surprised Wheeler with a parade, and students raised more than $2,000 for her during the annual Coaches Vs. Cancer program. In June, group of Wheeler’s friends formed a Relay for Life team to raise money and show their support.

“Emily inspired us with her courage and positive spirit,” Baldermann said. “Emily was a wonderful young woman.

The way she lived her life inspired so many of us. We are proud of the love, concern and joy that our high school shared with Emily.”

A funeral for Wheeler was Monday. On Tuesday, which would have been Wheeler’s 16th birthday, several Westmont High School students wore her favorite color, teal, and apparel of one of her favorite teams, the Chicago Blackhawks.

Hairstylists charging a lot of money for a haircut or color don’t necessarily get paid a lot. Remember that they are using superior products on your hair. We must tip them – a lot of the money they make comes from our tips. I always tip my stylist at least 20 percent on a $160 job. Otherwise, what motivation do they have to provide you with a superior service? I am loyal to my stylist, and she is loyal to me. She bends over backward to keep me happy. To the Electors of the State of Illinois: The purpose of a state constitution is to establish a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must approve any changes to the Constitution before they become effective.

PROPOSED AMENDMENT TO SECTION 8.1 OF ARTICLE I OF THE ILLINOIS CONSTITUTION ARTICLE I – BILL OF RIGHTS SECTION 8.1. CRIME VICTIMS’ VICTIM’S RIGHTS.

(a) Crime victims, as defined by law, shall have the following rights as provided by law: (1) The right to be treated with fairness and respect for their dignity and privacy and to be free from harassment, intimidation, and abuse throughout the criminal justice process.

(2) The right to notice and to a hearing before a court ruling on a request for access to any of the victim’s records, information, or communications which are privileged or confidential by law.

(3) (2) The right to timely notification of all court proceedings.

(4) (3) The right to communicate with the prosecution.

(5) (4) The right to be heard at any post-arraignment court proceeding in which a right of the victim is at issue and any court proceeding involving a post-arraignment release decision, plea, or sentencing. make a statement to the court at sentencing.

(6) (5) The right to be notified of information about the conviction, the sentence, the imprisonment, and the release of the accused.

(7) (6) The right to timely disposition of the case following the arrest of the accused.

(8) (7) The right to be reasonably protected from the accused throughout the criminal justice process.

(9) The right to have the safety of the victim and the victim’s family considered in denying or fixing the amount of bail, determining whether to release the defendant, and setting conditions of release after arrest and conviction.

(10) (8) The right to be present at the trial and all other court proceedings on the same basis as the accused, unless the victim is to testify and the court determines that the victim’s testimony would be materially affected if the victim hears other testimony at the trial.

(11) (9) The right to have present at all court proceedings, subject to the rules of evidence, an advocate and or other support person of the victim’s choice.

(12) (10) The right to restitution. (b) The victim has standing to assert the rights enumerated in subsection (a) in any court exercising jurisdiction over the case. The court shall promptly rule on a victim’s request.

The victim does not have party status. The accused does not have standing to assert the rights of a victim. The court shall not appoint an attorney for the victim under this Section. Nothing in this Section shall be construed to alter the powers, duties, and responsibilities of the prosecuting attorney The General Assembly may provide by law for the enforcement of this Section. (c) The General Assembly may provide for an assessment against convicted defendants to pay for crime victims’ rights. (d) Nothing in this Section or any law enacted under this Section creates a cause of action in equity or at law for compensation, attorney’s fees, or damages against the State, a political subdivision of the State, an officer, employee, or agent of the State or of any political subdivision of the State, or an officer or employee of the court. or in any law enacted under (e) Nothing in this Section or any law enacted under this Section shall be construed as creating (1) a basis for vacating a conviction or (2) a ground for any relief requested by the defendant appellate relief in any criminal case.

EXPLANATION The Constitution sets forth substantial rights for crime victims. The proposed amendment expands certain current rights: 1) Victims are currently entitled to fairness and respect throughout the criminal justice process. The amendment would also provide that they shall be protected from harassment, intimidation and abuse.

2) Victims currently can make a statement to the court when a criminal defendant is sentenced to punishment. The amendment would allow a victim to be heard at any proceeding that involves the victim’s rights, and any proceeding involving a plea agreement, release of the defendant or convicted individual, or sentencing.

3) Victims may obtain information about conviction, sentencing, imprisonment or release. The amendment would require prosecutors and the court to notify victims of those events before they happen.

The amendment would also grant additional rights to crime victims: 1) A victim would have a right to formal notice and a hearing before the court rules on any request for access to the victim’s information which is privileged or confidential information.

2) A victim would have the right to have the judge consider the victim’s safety and the safety of his or her family before deciding whether to release a criminal defendant, setting the amount of bail to be paid before release, or setting conditions of release after arrest or conviction.

3) The victim would have the right to assert his or her rights in any court with jurisdiction over the criminal case, but would not have the same rights as the prosecutor or the criminal defendant and the court could not appoint an attorney for the victim at taxpayer expense.

The proposed amendment would not alter the powers, duties or responsibilities of the prosecutor. Further, a criminal defendant would not be able to challenge his or her conviction on the basis of a failure to follow these provisions.

POLICE WARN OF LATEST PHONE SCAM In a recent incident, a resident reported to police that she received several phone calls with a 954 area code from a person identifying themselves as representing Microsoft technical support. The caller told the victim that her e-mail account and computer were compromised and required immediate attention to prevent further damage or security breaches. The caller’s goal was to obtain credit card information and passwords from the victim. The Downers Grove Police Department wants our citizens to know that this type of scam is occurring frequently in and around our community.

If someone calls or e-mails you claiming to be technical support for Microsoft or any other company: • Do not purchase any services from the caller.

• Never provide control of your computer to any third party unless they are a reputable computer support team that you have contacted for assistance.

But like many who haven’t found steady work since the recession, he said experience doesn’t match with the open jobs.

It’s a problem employers in the manufacturing industry are seeing from their end, too, Career Connect Lead Coordinator Joe Dutra said.

“In DuPage County, there are 9,000 jobs that have to be replaced in the next 10 years in manufacturing,” Dutra said. “So what we’re doing is we’re trying to close skill gaps in manufacturing and get individuals into these jobs.”

Dutra’s visit was one of many recruitment event’s hosted by Hope’s Front Door’s Pathways to Employment program, which also offers job-search coaching, resume advice and other services to clients looking for work.

Recruits accepted into Career Connect would enter into a 14- to 20-week training program in either welding or machine operation, earning national certification. For job searchers like Holmes, the most promising aspect is that the only way to graduate the program is to be placed in a job.

The program, which is headed by the Jane Adams Resource Corporation and the Alliance for Illinois Manufacturing, expanded to DuPage County this year. In Chicago, where it has operated for 30 years, it has a 95 percent job-placement rate. Most importantly, the work earns a living wage, starting at $11 to $16 an hour, with pay increasing with experience.

Dutra will be back at Hope’s Front Door for another recruitment event at 6:30 p.m. Oct. 20.

Career Connect are not

the only recruiters who have found Hope’s Front Door’s Pathways to Employment program useful. On Thursday, Visiting Angels will visit the office from 10 to 11:45 a.m. to recruit in-home caregivers.

And during the past year, busing company First Student has made five recruitment trips.

Pathways to Employment’s momentum has been fast building since it’s creation this January. It grew out of a job-openings list the organization maintained for clients who came in for other aid like transportation, help with utility bills or medical coverage, among myriad other services.

Executive Director Janell Robinson said the organization found that alerting people to job openings was helpful, but many of them did not have the skills necessary to apply.

“Often the skill set need-

ed to fill out an application is higher than the job they are applying to,” she said. “So it can be discouraging.”

With pathways to Employment, clients have an opportunity to meet with a job coach who can help specifically tailor their resume and job search toward their goals and experience.

For many clients, it can be the final step to self-sufficiency.

“One of the great things that we can do is provide immediate relief because if you’re hungry, if you’re sick and you don’t have access to medication, it’s very hard to start that conversation about searching for a job,” Robinson said. “So if we can address those immediate concerns and then connect them with these long-term solutions, we know that long-term changes can be made.”

Weber Grill elevates backyard barbecue LOMBARD – As the season turns and separation anxieties mount at the thought of backyard grills decommissioned until spring, one restaurant always provides a comforting phalanx of professional Weber grills and charcoal at the ready.

This year marks the silver anniversary of the Weber Grill restaurant, which originated in Wheeling and today has locations in Lombard, Schaumburg, Chicago and Indianapolis. The restaurants are owned by the Illinois-based grill manufacturer.

We visited the Lombard location, a handsome space with a playful motif that pays homage to the early days of the dome-lidded Weber barbecue grill invented in 1952. There are vintage photos in the dining room, a chronological display of actual grills above the bar in the Smokey Joe’s lounge where myriad TV screens are tuned to sports, and a life-size sculpture in the foyer of the grill’s creator, George Stephen, cooking on his Weber in front of the open kitchen. Outside the restaurant is a towering giant of a kettle grill, its sheer size lending an amusing exclamation point.

The dining room has an inviting clubby feel, with an exposed-beam ceiling, wagon wheel-style chandeliers above the tables, expansive leather banquettes and ultra-comfortable, upholstered booths. A stone fireplace and rich wood accent the space.

We opted for a booth, and our helpful server soon delivered warm pretzel rolls with a tangy cheddar butter.

Steaks, barbecue, burgers, grill-fired pizza and seafood dominate the menu, but I didn’t need to ponder all the choices. I had to try the signature pork ribs with hickory barbecue sauce, and they did not disappoint. The tender, fall-off-the-bone meat was flavorful, and the sauce hit just the right notes of zesty, smoky

I’m normally not a sweet potato fan, but the fluffy,

sweetened side dish was a standout – more dessert than dutiful vegetable. Served with our dishes was a thick slab of cornbread bursting with the just-picked flavor of high-summer sweetcorn with a hint of added sugar.

Sentinels regroup after misstep vs. Wilmington

By JASON ROSSI jrossi@shawmedia.com WESTMONT – Kyle Domin and Marcus Mott-Larson gave Westmont’s football team the early momentum against visiting Wilmington on Friday.

Unfortunately, that touchdown pass early in the first quarter wasn’t enough for the Sentinels, who lost 54-20 against the Wildcats, the powerhouse team in the Interstate

Eight Small.

After Westmont (2-3 overall, 1-2 I-8 Small) opened the scoring with the Domin-to-MottLarson touchdown, Wilmington scored the next 28 points to build a 28-7 lead midway through the second quarter.

“We had great opportunities on our second and third drives, but we ended up turning the ball over both times,” Westmont head coach Otto Zeman said. “That was critical.”

Domin had a 2-yard touchdown scamper to make it a 2813 game, but the Wildcats (5-0, 3-0) scored a touchdown just before halftime and eventually led 54-13 before Westmont scored a late touchdown.

“We moved the ball, we just weren’t able to finish,” Zeman said. “We just didn’t make enough plays.”

The Sentinels must now move on from the lopsided loss and turn their attention

to a Seneca team that would become eligible for the postseason with a win Friday. The Irish reached the quarterfinals in Class 3A last season after missing the playoffs the 11 previous seasons.

“We just have to move on and get ready for Seneca,” Zeman said. “They’re a good team and they’re playing good football, but I think we have a good chance to beat them.”

The Sentinels will have to

finish drives against Seneca since they might not have the ball all that often. The Irish rely heavily on a wishbone rushing attack to control the clock, but they have had scoring troubles as they have scored more than 14 points just once this season.

“They’re going to jam it down our throats,” Zeman said. “They’ve got some big kids on the line. We’ve got to play better defensively than we’ve been playing.”

Mustangs muster comeback effort

By DAVE OWEN msleditorial@shawmedia.com DOWNERS GROVE – Downers Grove South’s football team used fourth-quarter drama to overcome earlier trauma in a 14-10 homecoming win against Leyden.

Heading into Friday’s crosstown showdown at Downers Grove North, the Mustangs (3-2, 2-1 in the West Suburban Gold) trailed Leyden 10-0 after three quarters before Jacob Baker’s touchdown runs of 28 and 10 yards – the second with 3:18 to play – gave South an unexpectedly tough 14-10 win.

“We really had to get our minds straight,” Baker said of the offensive struggles.

“Our defense had been helping us out the whole game, so we really had to go out there with some fire. When we got the ball, the only thing on our minds was going forward and putting the ball in the end zone. And that’s what we did.

“We didn’t have panic. We trust our teammates and knew the defense would get the job done. They got it done when they needed to, then we did our job and we came out of here with the win. That’s what matters.”

The happy ending erased early misery – two Mustang turnovers plus two possessions that ended inside the Leyden 20-yard line, including time running out on the drive to the Eagles’ 3 at the end of the first half, helped Leyden (0-5) build a 10-0 lead.

“We’ve been a very inconsistent team,” Mustangs’ head coach Mark Molinari said. “We can never hit on all cylinders for four quarters.

It’s not every day a high school soccer player scores a highlight reel-worthy goal, but that’s exactly what Eric Diaz did for Downers Grove South.

On a corner kick against Hinsdale South on Sept. 23, Diaz ran from the near post to the far post, and after his header was deflected back to him, he needed just one touch to loft the ball from one side of the net to the other and over the goalkeeper’s head from a sharp angle for the game’s lone goal. It seems like for the past decade, or even two, we’ve been debating the quality of NFL teams. Has pro football become truly mediocre, with no more than two, three or four teams really worth getting excited about? Or is everybody just that good?

Many of us spent the better part of May, June and July bemoaning the difficulty of the Bears early schedule this year, with six of the first nine games on the road and five of those against 2013 playoff teams.

Nobody wanted to listen when I warned everyone to relax, and tried to remind Bears fans that the way things change overnight in today’s NFL, that schedule might look a lot different by the time the Bears actually get to play it.

Here we are just four weeks into the 2014 season, and not one of those teams the Bears face over their first nine games is over .500. The San Francisco and

CHICAGO FOOTBALL.COM Hub Arkush Carolina teams that were the second and fifth seeds in the NFC playoffs last year, and ranked third and second respectively in scoring defense, are both 2-2 and now rank 13th and 17th in points allowed.

We feared the Jets and Falcons could be extremely difficult road trips and yet, through four weeks, New York is 1-3 and resides in the Bears win column, as do the 49ers, and the Falcons are 2-2, but currently ranked 31st in the NFL in total defense and 29th in points allowed.

Miami was a popular AFC preseason wild card pick.

The Dolphins started out on fire this year, upsetting the Patriots. But then they were embarrassingly bad, getting stoned in Buffalo and spanked at home by a Chiefs team that was 0-2 at the time.

Saturday on WCIU The U or at 2:30 p.m. Saturday on The U Too. to 2-2, but that’s the equivalent of beating up on the little sisters of the poor.

Buffalo was viewed as a rare winnable game for the Bears in their opener at Soldier Field, yet they found a way to lose. Buffalo went on to beat the Dolphins in Week 2, but then fell apart against San Diego and Houston to drop them to 2-2.

The Patriots still lurk at home for the Bears in Week 8. We suspect they’ll be pretty good by then, but all we know at the moment is they struggled to get by the Raiders in Week 3, and Oakland is almost certainly the worst team in the league.

Finally, there are the Pack-

ers, who’d been atrocious on defense and struggled to run the ball before coming to Soldier Field and letting the Bears run up 496 yards of total offense on them. Yet, they still found a way to beat the Bears, and by three touchdowns.

Is there a lesson in any of this? Only that the Bears are about six or seven plays over four games away from being 4-0, or 0-4. As of this writing, they were seemingly like everyone else – of course, 2-2.

And one more thing.

Through four games, we still really have no idea who the Bears are, or who their main competition is going to be as they fight for a spot in the playoffs.

It appeared after four weeks that the Bears offense was capable of playing with the best in the NFL. Or are they?

For all the plays the Bears seem to have made and all their trips up and down the field, they were just 19th in the league in total offense and 16th in points per game through four weeks. Can that get a team to the playoffs, particularly when it’s

22nd in defense and 22nd in points allowed per game? In today’s NFL it can, as long as the team makes a few big plays along the way, and as long as the bulk of its competition is as mediocre as the Bears are.

The Bears should continue to get better on offense.

Defense is the big question.

As the Bears learned from the Packers in Week 4, shootouts are awfully hard to win and even harder to control. But if you can score points, it only takes a few plays a game on defense in this league to steal wins.

The good news for the Bears through the first quarter of the season is that other than perhaps Seattle, there’s no one in the NFC who’s going to run away and hide from them. The final question is, can they be just a little bit better than the rest, because there’s still plenty of time left, and it doesn’t take much in the NFL today.
