Q&A
By ANNA SCHIER WESTMONT – A new leader is at the helm of the Westmont Chamber of Commerce and Tourism Bureau. President Al Carson, a 25-year chamber member, began his two-year term Jan. 1. Carson, who also is vice president of the area dog training business Dogz N’ Harmony, recently sat down with Suburban Life News Editor Anna Schier to discuss the chamber’s future.
Schier: With the new year, are there going to be any changes that people should be aware of at the chamber or any new undertakings the chamber’s going to be approaching? Carson: Yes. First of all, our speed mail, as people are familiar with traditionally, is changed. On Tuesday we will be talking about chamber activities only and Thursday we’ll be talking about community events. Schier: Any other changes or anything else people should be looking for? Carson: We’re wanting to get our chamber members to utilize Facebook by putting videos, pictures, written

Schier: In terms of the chamber, are there any special projects or undertakings that you’re hoping to tackle as specific projects during your presidency? Carson: Basically, the retention program that I mentioned, to retain existing members. Also, we’re talking about doing an incentive program, which will be to bring larger participation from our membership.

Schier: If you could just start out by telling me a little bit about what the chamber’s goals are for 2015. Carson: Part of our goals are to increase our membership, and within that is to retain the members that we already have. And we will be going into a new program called membership retention. … And so we will be introducing a retention program in the first quarter this year. Secondly, we work closely with the economic development program. We’re in our second year now of partnership with the village and our responsibilities are to assist in bringing in new business, retaining the business that is in Westmont and to assist residents who could be coming from an outside company moving into the area or to just provide knowledge for those residents.

Westmont sees snow day after weekend blizzard By ANNA SCHIER aschier@shawmedia.com WESTMONT – Westmont residents are still digging their way out after a blizzard bombarded the Chicago area Sunday. Snow began falling Saturday evening and continued through late Sunday night. Ricky Castro, a meteorologist with the National Weather Service in Chicago, said the snowfall totals for DuPage County surpassed 1 foot. “Some of the high amounts we’re seeing over the two days is 15 to 19 inches,” he said. The snowy streets took a toll on Westmont drivers, according to Sgt. Stephen Thompson, who said the Westmont Police Department received reports of four traffic accidents and 23 motorist assists between midnight Sunday and 6 a.m. Monday. “That’s pretty excessive from what we see,” he said of the number of vehicles that were inoperable or stuck. “They were all over town.” However, the Westmont Public Works Department did its best to battle the blizzard, taking to the roads at 9 p.m. Saturday and working nonstop

work, Westmont students enjoyed a snow day Monday, as both Community Unit School District 201 and Maercker School District 60 were closed. Some Westmont Park District programs scheduled for Monday were canceled and the Westmont Public Library was closed Sunday. Castro said the snow is a result of an “unseasonably high amount of moisture” being carried from the tropics of the Pacific Ocean. That, combined with the fact the system was slow moving and the weather was cold enough, resulted in the large snowfall. According to the National Weather Service, Chicago O’Hare International Airport had 19.3 inches of snow, which set the record for the snowiest day in February and ranked as the fifth largest snowstorm in Chicago’s history. Castro said the whole system has passed and there are no signs of any more significant snowfall. “It doesn’t look like anything significant in the next seven to 10 days, so far,” he said Monday.

Public, legislators denounce Breuder’s $760K buyout By EVAN SHIELDS
Watch online
eshields@shawmedia.com GLEN ELLYN – The College of DuPage Board of Trustees’ recent decision to grant school President Robert Breuder $762,000 in severance has caused public outcry and legislative action in DuPage County and across Illinois. An estimated 400 members of the public attended a special board meeting Jan. 28 to air their grievances about the buyout. The board voted – for the second time – to approve the severance for Breuder’s retirement. Trustees voted 6-1 in favor of the buyout, with Vice Chairwoman Kathy Hamilton as the lone dissenter. The Jan. 28 meeting was the board’s second in less than a week to discuss the retirement package, and was called to clarify a procedural motion regarding whether the board should have formally closed debate before voting on the severance during the first meeting Jan. 22. In the end, the vote remained the same, with trustees approving an addendum to Breuder’s contract allowing him to retire March 31, 2016 – three years earlier than anticipated.

Next meeting The College of DuPage Board of Trustees is scheduled to meet again Feb. 19.
Evan Shields - eshields@shawmedia.com
About 400 people attend the College of DuPage Board of Trustees special meeting Jan. 28 to discuss President Robert Breuder’s $762,000 retirement buyout. In addition, Breuder will receive a $762,867.77 lump sum payment, according to the board-approved contract provisions. The college also will name its new Homeland Security Education Center after him. Trustees indicated their hands were tied on the buyout because of how pre-
vious boards had structured Breuder’s contract. “In an ideal world, we wouldn’t have severance packages. But we do have a contract that, if we end the contract, we owe him the balance of the contract,” said Trustee Kim Savage. Chairwoman Erin Birt said the
board quantified 1.5 years of Breuder’s salary and benefits when coming to an agreement on the amount of money for the severance pay. “I think every single person around this table worked very hard at this,” Birt said. That didn’t stop the public from attending the meeting in droves to voice their disapproval. In all, about 400 people came, with 75 speaking during a public comment session that ran more than three hours. BONES OF THE MOUTH
JUDI STRAUSS, E.A.
Q: What are the bones that make up the mouth? A: Five major bones make up the structure of the mouth. They are the mandible, which is the lower jawbone; the maxilla, the two bones of the upper jaw, and two bones called palatal bones that form the roof of the mouth. The mandible, an arch-shaped bone, is the strongest, thickest bone in your skull. The mandible, in fact, is the only bone that moves when you open and close your mouth. It pivots on rounded knobs called “condyles”. The condyles pivot and slide at what are called the “temporomandibular joints”, also called TMJs. (You may have heard of TMJ syndrome, which is a condition that can develop with those joints.) The two bones of the upper jaw extend upward and backward from the teeth to the bases of the cheek and nose bones. Like other bones in the cranium, or the skull, a thin line of connective tissue called a “suture” joins the two palatal bones. As with many other parts of the body, the suture is flexible and easily stretched during infancy and childhood. It becomes more rigid with age. This is a fact that figures prominently in orthodontic treatment. Talk with your dentist about the underlying structure of your mouth and about steps you can take to keep all of them healthy and functioning the way they ought to.

ACA and Your Taxes...
The Affordable Care Act is a big part of your taxes for 2014. You will need to indicate on your 1040 if you (and your dependents) had health insurance all year - or with less than a 3 month gap.Taxpayers with Medicare, Medicaid or employer health insurance all year are considered covered. If your answer is NO, then you may have to pay a penalty computed on a new Form 8965. The penalty is based on your adjusted gross income and gets added to the tax you pay. If your answer is YES and you bought your insurance through a health exchange, you will receive a Form 1095-A. This form wills how when you were covered, who was covered, and whether you got an advance credit to help you pay the premiums. With this form, you will have to reconcile your coverage, payments and advance payments on another new form 8962 to see if you are eligible for a credit or have to pay some of the credit received back to the IRS. If you do not answer this question, your return will be rejected by the IRS. Truly not simple. STRAUSS TAX SERVICE can correctly prepare your 2014 Federal and IL taxes and your ACA new forms. We will answer your many questions for 2014 and ahead for 2015 and save you money. We are located at 624 62nd Street, Downers Grove and are open from 9AM - 9PM daily.

contributes to the bad reputation Illinois has with corruption,” she said. After the board’s meeting Jan. 22, Ives announced she would ask the state Auditor General to audit the state funding the college has received during the last three fiscal years. She said she wouldn’t hesitate pulling $762,000 from the college’s state funding as a result of Breuder’s buyout. “I went out on a limb. I defended the College of DuPage in the spring session,” Ives said. “Now how can I go back and tell those people we need more money from the state?” Rep. Peter Breen, R-Lombard, also criticized the board for the amount of the severance payment. “This is outrageous. There is no precedent for this in a community college setting in Illinois,” Breen said. “I hate to say this, but this board has betrayed the trust of this community.” Breen announced Monday he would introduce legislation called the Breuder Rule, which would ban excessive severance packages for employees of public institutions. “Too many so-called ‘public servants’ are getting rich at the expense of the taxpayers, and the ‘Breuder Rule’ will prevent this going forward,” Breen said in a news release. Breen’s legislation would also forbid community college boards from raising property taxes, tuition or fees after an excessive severance payout, which he defined as anything greater than one year’s salary and benefits. Breuder refused to comment on his retirement and the proceedings surrounding it.

working to make details of Breuder’s contract public – said the board violated state law by not providing contract specifics to taxpayers before voting Jan. 22. “This board admits that it secretly negotiated Dr. Breuder’s severance agreement for nine months, then didn’t recite the details into the record before last Thursday’s public vote,” he said. “That violated the Open Meetings Act.” Andrzejewski and Edgar County Watchdogs have filed suit against the college for the alleged violation. DuPage County resident Richard Skoda echoed the statements of many that the public had lost respect for the board’s trustees. “We should not be asking Dr. Breuder to resign. We should be asking them to resign,” he said. Mary Kranz, a former trustee at the college who served from 1995 to 2001, urged the board not to vote for the severance pay because of what it would do to the community. “The taxpayers of DuPage County cannot afford this tax burden,” she said. West Chicago resident Louise Handel, who is an alumna of the college, said she didn’t like that the trustees shifted the blame. “I’m kind of offended and insulted when I hear board members blame previous boards,” she said. “You don’t just get to say, ‘Pass, that wasn’t me.’” State legislators even took time to address the trustees. Rep. Jeanne Ives, R-Wheaton, told the board politicians in Springfield are already talking about what’s going on at the college. “What you have done as a board
D-99 adopts 1:1 Learning for 2015-16 school year By KELLI MURRAY kmurray@shawmedia.com DOWNERS GROVE – Students in Community High School District 99 will be issued Chromebooks in the 2015-16 school year, thanks to the Board of Education’s recent approval of a 1:1 Learning technology fee. The 1:1 Learning program provides each student with one digital device, in this case the Chromebook. About 5,000 students at North and South high schools will be issued a Chromebook in the fall of 2015 that will ensure students have access to instruction and digital content inside and outside of school, according to the district. The 1:1 Learning technology fee is not expected to exceed $100, which will help supplement a portion of the cost, Superintendent Mark McDonald said. Although the final figure to purchase nearly 5,000 Chromebooks has not yet been determined, McDonald said the pilot program cost about $500,000. Chromebook laptops sold through retail outlets to the public typically sell for $200 to $400, much cheaper than most traditional computers. They also have a limited feature set compared to traditional computers.

You tremendously expand the amount of resources for a student.” Chromebooks primarily function through the Internet and run the Google Chrome browser, said Rod Russeau, director of technology. Just like with all the computers with the school district, there is an Internet filter that will block certain sites, and there will be no exception with the mobile Chromebooks, he said. “With the Internet filter, no matter where the students are, the first stop is through the school portal,” Russeau said. In 2011, District 99 made a decision to install wireless Internet access throughout both North and South high schools in preparation for 1:1 Learning. The million dollar question always seems to ponder what the future will bring. Prosperity? Jobs? Hard questions with no easy or one-size-fits-all answer. A panel of experts tackled some of those difficult questions Jan. 27 during the Economic Forecast 2015 event hosted by Suburban Life Media. Keynote speaker John Quigley, president and CEO of Elmhurst Chamber of Commerce, offered a mixed bag of news in his opening remarks to the more than 100 business and community members in attendance at the Drury Lane Conference Center in Oak Brook Terrace. “I’ve lived in the western suburbs for almost 60 years,” Quigley said. “It’s always been a vibrant place to live. This is a great idea for a conference and great place to get business leaders together.” He offered snapshots of economic growth in 2014, including that the nation is experiencing the fastest job growth since 1999, interest rates remain at historic lows to help keep inflation rates in check, and the national

OUR VIEW
Breuder’s windfall part of a pattern of poor leadership In a state with budgets in disarray, with the biggest pension crisis in the nation, with one governor in prison for corruption and another just recently released, it’s pretty tough to stomach Robert Breuder’s $760,000 payoff to retire early as College of DuPage president. At $142 per credit hour, a full-time student at College of DuPage taking 15 credit hours of classes can expect to pay $6,390 in tuition and fees alone. So Breuder’s windfall could pay for 118 students to go to school for a year, tuition free. Beyond the money itself, there’s the problem of what it represents. With this deal, which the College of DuPage trustees have approved twice now, Breuder gets to walk away from this job proud of all his achievements, convinced his tenure was a magnificent success, marred only by some meaningless unpleasantness at the very end. Oh, and he gets a building named after him. But what we don’t know is how many of those achievements and grand successes are empty. Breuder’s surprise retirement has come on the heels of the release of an email that showed the kind of dirty politics he’s capable of. He’s been exposed as just another Illinois charlatan, the kind of leader who has no qualms about pointing one way and then running the other. Breuder’s email to the board, which leaked in July, shows him proposing to deceive the state by making a planned project more politically attractive in order to wrangle $20 million in funding that the college was owed. In the email, Breuder expressed frustration over dealing with the governor’s office to free up the $20 million and said he wanted the board to convey the need for a teaching and learning facility as a means to obtain the money. “I have no problem with [board members David Good, managing editor dgood@shawmedia.com 630-427-6270
commenting on the need for a facility]; however, not being able to say how we would use the state’s money (perhaps no real need) could lessen our chances to break the money loose at this time (the political moon is rising),” Breuder said in the email. “A building that focuses on teaching and learning is politically attractive; more so than let’s say a student center, PE facility, etc.” Breuder also suggested getting the funding from the state and coming up with a plan of how to spend it at a later date. “There is also the option of telling the Governor we want the money, will bank it until we figure out how to use it and then building something,” Breuder said in the email. “Bottom line: I need some room to breathe on this matter so I can enhance the likelihood we get the $20 million soon.” The Chicago suburbs have seen something like this play out before. It was only in 2009 that McHenry County College up in Crystal Lake told their president, Walt Packard, that his services were no longer needed. They decided they couldn’t fire him, though, and gave him another $200,000, plus benefits, for his trouble. Looking further downstate, when University of Illinois President Michael Hogan was fired in 2012 after just 20 months on the job – after succeeding another fired president – he was awarded a one-year, $285,100 “sabbatical” before he then returned as a history professor. Then these “leaders” go on to collect exorbitant pensions on top of the one-time piles of cash. As Illinois residents, as taxpayers in DuPage County, we can have no tolerance for these kinds of shenanigans anymore. We don’t want to hear that this is how things get done. Somehow, other states manage to get things accomplished without constantly resorting to dirty dealing. These payouts for failure have to stop.

SOUND OFF
Lately, I have become aware of Downers Grove and DuPage County Sheriff cars in black. This color is intimidating. As a taxpayer, I would appreciate it if this black color was replaced by a more optimistic color: like green, orange, white. Anything but black with dark tinted windows and excessive lighting. The lights are definitely way over the line. I am referring to the lights they turn on when they are pulling someone over. There are dangerous criminals out there, but come on police, most of us are law-abiding. Isn’t a gun intimidating enough?

Continued from page 8 “We made sure we had multiple departments included and multiple grade levels of students included,” Ziccardi said. “We had a few parent nights in December, and most parents were very positive about the program.” A parent survey was sent out, which also returned with positive feedback, she said. Students will be issued the Chromebooks in the same manner as textbooks, and students will be expected to bring them to school fully charged daily. The teaching staff uses laptops but can interact with students using the Chromebooks in a variety of ways. “One teacher has started a paperless classroom,” Ziccardi said. The teacher creates documents that are
published online through Google Docs where students can access and share information, she said. In another example, a North High English teacher was traveling to a conference where he was presenting, and even though a substitute teacher was in the classroom, the teacher was able to host an online discussion with the students while he was in the airport, she said. “If they did not have the Chromebooks, that could not have happened,” Ziccardi said. Ziccardi said the enhanced learning possibilities will only help the students as they move beyond the high school classroom. “My focus is about learning, it isn’t about the devices,” Ziccardi said. “I look at what opportunities this provides students to learn at a deeper level in a different way and how this best prepares them for what comes next.”

Bill would allow school nurses to use anti-overdose drug Narcan By NATHAN LURZ nlurz@shawmedia.com A drug used to counteract the effects of an opiate overdose could find itself in the halls of schools across Illinois if a bill put forward by a local legislator gets passed. State Sen. Michael Connelly, R-Wheaton, recently introduced Senate Bill 73, which would specifically allow school nursing personnel to administer the nasal spray Narcan. “When I first ran for state office I never thought heroin would be at the forefront,” he said. Connelly said he worked closely with local officials to craft the county and state’s next step in combating the problems of heroin. “[DuPage Coroner Rich] Jorgensen and [DuPage State’s Attorney] Bob Berlin’s office are saying school health personnel should be trained so that, should there be a circumstance, you can save a life,” he said. He compared it to a bill several
years ago that protected and encouraged trained civilians to administer the drug. For the past year, police officers and other first responders in DuPage County also have been trained in the administration of the drug, saving more than 30 lives since January 2014. Jorgensen said he supported the legislation, saying the more presence the drug has in the community the better. He said there had been instances of overdoses in area high schools. “To be able to save somebody who is 17 years old is so important that why wouldn’t you want that nurse to have the ability to save that life?” he said. “It has tremendous potential and could save many years of someone’s life.” The drug has no effect on those not experiencing an overdose, according to Jorgensen. Connelly said he hoped the bill would have a hearing sometime in the next two weeks and hoped to bring someone from the coroner’s and state’s attorney’s offices to Springfield to testify.

Continued from page 9 to e-commerce and how that affects brick-and-mortar locations. “For folks shopping for products $500 or more, say a lawnmower in my world, 80 percent shop online prior to engaging with a brick-and-mortar store,” Ashenfelter said. “More important is that on average, those consumers spend 80 days shopping online before making a purchase.” Ashenfelter stressed it is crucial to businesses to identify their brand by having a viable website that also is mobile for customers that are researching competitors’ websites while inside their store. The second approach is to consider the different shopping patterns of Generation X that tend to want experts to fix things, and Generation Y, that are interested in projects they will do themselves, he said.
“These folks’ expectations are different and you have to market differently,” he added. In speaking to the skill set required for future employees who are still in college, Timothy Ricordati, dean of the School for Professional Studies at Elmhurst College, cited a study from the Association of American College and Universities that asked employers what skill they would seek in an employee. “Ninety percent said the most important characteristics are soft skills: critical thinking, problem solving, communication skills, and the ability to work in teams,” Ricordati said. “The undergraduate major of that person is secondary to having those skills. That is eye opening.” Ultimately, for businesses in 2015, the future does look bright. “Falling unemployment, low fuel costs and low interest rates,” said Scott Magnesen, MPW Group, who helped sponsor the event. “We are not in a bad spot.”

Legislators in Springfield have a long to-do list over the next several months, including working on a new budget and the ever-increasing pension costs. On Jan. 27, the DuPage County Board approved its 2015 state legislative agenda in hopes of having a voice in those conversations. The list of 10 items features some of the biggest issues the county has faced in the last year – and a few that many residents probably haven’t heard much about. “I don’t think it’s the most aggressive set of agenda items,” said county board member John Curran, chairman of the legislative committee. “The reality is that there is a new governor and there are going to be a lot of issues in Springfield that are going to take a lot of time.” Though the board sometimes weighs in on the bigger issues, Curran said the committee decided it would sport a “realistic agenda” that wouldn’t waste the time of the lobbyists the county hires and taxpayer dollars on issues that may not get addressed or didn’t represent top priorities. Topping the list is a desire for more county powers in its effort for consolidation. The county formally began its efforts to streamline government with the 2012 Accountability, Consolidation and Transparency Initiative. In August 2013, then-Gov. Pat Quinn signed
a law allowing DuPage County to dissolve outdated or defunct county-appointed agencies. Since then, the county board has approved the dissolution of the Fairview Fire District and worked to identify other bodies that could be taken out. Another hot topic revolves around providing noise relief for the communities around O’Hare International Airport. There was also a plea for continued support of programs that battle prescription pain pills and heroin abuse and for additional resources to assist families affected by heroin addiction. The board also asks the legislature to remove the sunset of a wireless surcharge funding 911 response operations, expand opportunities for electronics recycling, increase capital funding and address the rising costs of court operations. Curran said he believed several items on the list– including heroin legislation, the 911 surcharge and electronics recycling – will likely get addressed in short order. “The sense is that the General Assembly is going to be looking to build some momentum as parties feel themselves out,” he said. “These are all things people can agree on.” For others, there may be a period of waiting and building support, Curran said. While the assembly is in session, the county’s team of three lobbying firms will provide each member of the county board with legislative updates on these and other issues, Curran said.

DOWNERS GROVE – Downers Grove South High School senior Jasmine Monet, 18, was contemplating the focus of a documentary and was torn between molecular gastronomy and student bands as the subject matter. After a round of brainstorming with other students and instructors in the View from the Director’s Chair class at the Downers Grove Public Library, a decision was made. “Molecular gastronomy is an insane amount of science and food,” Monet said. “So we decided on bands.” Monet and film partner Sydney Wagner’s documentary, “Bands After Class,” along with three other original documentaries directed and produced by North and South high school students, and one prequel film, will be showcased at the Downers Grove Public Library Film Festival on Saturday at Tivoli Theatre. Monet was in a film studies class at South High when a presentation was made to the class last fall about a documentary film making course coming to the library. The presentation intrigued the Woodridge resident enough that she decided to sign up. “So many people want to pursue arts and film but don’t know where to go,” Monet said. “They are ready for hands-on help. [In this class] you are looking at documentary films and using editing software and learning things you can use after the class is long gone and over.” The inaugural library film class

stems from a desire to connect high school students with the new media lab that was part of the library’s recent renovation, according to Lynette Pitrak, teen services coordinator at the Downers Grove Public Library, who wrote a grant for the program. “We received $5,000 from the Best Buy Foundation for community grants that are specifically geared towards working with teens and children to bring 21st century technology into the classroom or community endeavors,” Pitrak said. The grant was enough to provide film equipment, including cameras, light set, a variety of lenses and microphones. A portion of the grant also went to independent Chicago film director Laura Zinger, who owns 20K Films, to guide the students during the two-hour, one day a week documentary film course that ran for eight weeks.

It may look like ballet, but it’s not. Barre fitness classes are ballet-inspired, and incorporate a ballet barre, plies, releves, and a pirouette or two once in awhile, but barre classes also mix elements of Pilates, dance, yoga and functional training, in order to provide a great workout. The moves are choreographed to motivating music, making the class fun. Every energizing class uses the ballet barre and exercise equipment to sculpt, slim and stretch your entire body. Benefits to making barre class part of your fitness routine are abundant. Small, highly controlled movements supervised by an expert teacher reduce pressure on your joints, tendons, ligaments and spine while working your whole body from head to toe. These isometric repetitive movements fatigue small and large muscles to the point of
exhaustion, while improving your flexibility and strength. No experience is required and all can attend. Whether you are pregnant, have an injury or you are just worried about not having any dance training, rest assured that professional, highly trained instructors will guide you through the movements and offer helpful feedback, including alignment corrections, so you get the most out of the class, regardless of your level of experience. Renowned barre fitness teacher, Tammi Sengpiel has taught many types of fitness programs, from years of personal training and Pilates, to earning her black belt in Tae Kwon Do,. She believes barre fitness is the fastest and most effective way to change your body with least amount of risk for injury. “With barre fitness, I see and feel the sculpting to my body with every class, my flexibility, body tone and balance have never been better.”

n “LIVE FROM DGPL’S MEDIA LAB”:
“I think documentary films are easier to put one together than a fiction film,” Zinger said. “Anyone’s documentary will be interesting because it’s about people’s lives.” The students were introduced to how to interview subjects for their films and the importance of a good storyline or topic, in addition to working with editing software such as Final Cut and iLife, according to Monet. Following Zinger’s guidance, Monet and Wagner ended up not interviewing their subjects in the library. “The library is a fine place to shoot, but it’s not truthful to the band’s natural environment,” Monet said. “So we went to their house where the band was set up in the basement and where they get their juices flowing and where they write music. They were very comfortable in their environment, so it worked out really good.” Zinger made her first documentary, “Proceed and Be Bold!,” in 2008. She said she wanted the students to understand visual storytelling and visual language, which are different from a written story.
A prequel to the student documentaries that showcase the Media Lab and its equipment. n “BANDS AFTER CLASS”: Explores what level of involvement is needed to create a performing, working band while still being a high school student. n “CO-OP”: Spotlights how friendships can develop in the competitive, online gaming industry. n “LESS STRESS”: Teachers and students at North and South high talk about stress they feel and stress management techniques. n “CAN’T TOUCH THIS”: Art teachers and an artist are interviewed about the tactile nature of art, how society dissuades people from touching things and what draws people into art. “I am blown away that they have access to cameras and video camera equipment,” Zinger said. “It is such a great resource and the community should totally support it. I hope other libraries pick this up and replicate it across America. That would be amazing.”

The DuPage Mayors and Managers Conference is hoping 2015 is the year when Illinois finally reforms its public safety pension system and protects local government funding, according to a news release from the organization. The 33-member council of government announced its legislative priorities late last month. The conference warned lawmakers that the cost of police and firefighter pensions is becoming an increasingly unsustainable burden on governments around the state and county. At the same time, many members worry the state’s financial crisis will cost municipalities money from the Local Government Distributive Fund, which consists of locally generated revenue legally owed to local communities for local services. “This is a critical time for cities and villages throughout the state,” conference Executive Director Mark Baloga stated in the release. “The decisions made by the State Legislature and Governor Rauner this session will have a profound impact not only on the future of local government but the local

Mayor Martin T. Tully Commissioners: Sean Patrick Durkin, Geoff Neustadt, Robert T. Barnett, Becky Rheintgen, David S. Olsen, Greg Hosé Village Manager David Fieldman The “Village Corner” is edited and published by the Village of Downers Grove. Any questions concerning the content of this page should be directed to the phone number referenced in the article. If a number is not listed in the article, please call the Community Response Center at 1.630.434.CALL (2255). Meeting dates, times, locations and agendas are subject to change. Check the Village website at www.downers.us and DGTV Channel 6 for the most current meeting information.
WATER METER READING DEVICE PROJECT
VILLAGE ANNUAL REPORT Mayor Tully will deliver the Annual Report at the Council meeting on February 10, 2015. The report will highlight significant activities and accomplishments of 2014.
The Village has begun a 12-month process of replacing the transmission units that send water meter readings from residential and business customer meters to the Village for water billing. The original transmission units, known as MTUs, were installed in 2002 and are beginning to fail. Nearly all of the 16,700 MTUs are located on the outside of customer homes or buildings.
GARBAGE COLLECTION Garbage collection will be delayed by one day this week due to the winter storm. This will allow the waste hauler to ensure driver safety and also minimize disruption to the Village's continuing snow removal efforts.
RX DRUG DISPOSAL PROGRAM The Downers Grove Police Department Prescription Drug Disposal Program provides residents with a way to safely dispose of old prescription medications. This program is by appointment only. To take advantage of this free service, contact the program coordinator for an appointment: Mary Wennerstrom Drug Disposal Coordinator (630)-434-5681 mwennerstrom@downers.us Residents who are unable to drop off their medications may request a Crime Prevention Officer to come to their home for collection. Improper disposal of medications can pollute drinking water with toxic chemicals. Storing unused medications can pose other safety issues. It is estimated that each day 2500 teenagers get high for the first time on unused drugs they find in medicine cabinets at home or at their grandparents’ homes. There are also incidents of accidental ingestion of these medications by children, the elderly, and pets. The medications will subsequently be disposed of using the protocols followed for disposing of drugs held in evidence.
The Village's vendor, Aclara, and their contractor Scope Services, will remove the existing MTUs and install the new ones at each building over the course of 2015. There will not be service or billing disruptions when the units are replaced. Water customers (residents and businesses) will be notified when work is planned to occur in their area. Scope will call customers twice: two weeks prior to the scheduled replacement and two days prior to the installation. Most MTU replacements will take less than 30 minutes and will occur entirely on the exterior of the building, with the same exterior placement as the existing MTU. For locations where the MTU is inside a home or building, Scope will make an appointment with the customer to access the unit. Scope will maintain a customer service line, 1-888-209-5075, to respond to inquiries from residents and businesses. Customers may also contact the Village with questions.
Village Council meetings are held the first, second, and third Tuesday of the month at 7:00 p.m. in the Village Hall Council Chambers at 801 Burlington Avenue. Village Council meetings are broadcast live on DGTV-Ch. 6. The rebroadcast of these meetings can be seen Wednesday mornings at 9:00 a.m. and Thursday evenings at 7:00 p.m. Live radio broadcasts of Council meetings can only be heard at 7:00 p.m. the first and third Tuesday of the month on WDGC-FM, 88.3.
There is no charge for this service.

Downers Grove North’s Devin Blake goes up for a shot Saturday during a conference game against Lyons Township. The Trojans lost to the Lions 63-41.
Proviso West snaps Trojans’ winning streak By DAN SANTAROMITA dsantaromita@shawmedia.com LA GRANGE – Riding an eightgame winning streak, spirits were high within the Downers Grove North boys basketball team entering the weekend. But back-to-back double-digit losses to conference opponents Friday and Saturday may have stopped the team’s momentum. On Friday, Proviso West beat the Trojans 56-45. A day later, Lyons Township knocked off DGN 63-41. Both Proviso West and LT completed season sweeps of the Trojans in West Suburban Silver action. “We haven’t beaten anybody on the road of this caliber, so we haven’t really accomplished the things that we could accomplish at the beginning of

both teams in the sectional.” As DGN heads into the final month of the regular season, the Trojans are hoping to play their best in the postseason. In the Aurora East sectional, DGN is grouped with five West Suburban Silver opponents, district rival Downers Grove South, who the Trojans host Saturday, and other quality teams like West Aurora and Benet. The biggest disappointment from the weekend’s results was that the Trojans played both Proviso West and Lyons Township closer in earlier meetings this season. Both of those losses in December were by seven points or less. “We played poor defense,” Thomas said. “We couldn’t guard their best players again after they had 50 at our place, so we haven’t gotten much better since the last time we played them.”

However, the Mustangs could not match the final Proviso East run, and the visitors left with a 52-47 victory. Porlier led Downers Grove South with 15 points while Easley added 12. “We played our butts off in the second half, unfortunately we just came up a little short,” Long said. “We thought this would be a really good game and it was. But it’s over now and we need to focus on securing second place in our conference.” DGS did not have much time to lament the loss, resuming conference play Saturday with a convincing 5442 win against Addison Trail. The Mustangs can wrap up a second-place finish in the West Suburban Gold with victories against Morton and Hinsdale South before the crosstown game against Downers Grove North on Friday.
Downers Grove North leading scorer Jaida Green verbally committed to play basketball at Penn State University. After a weekend visit to Happy Valley, Trojans swing forward Jaida Green announced she will join the Penn State women’s basketball team for the 2016-17 school year. Through 20 games this season, Green has averaged 17.4 points, 6.6 rebounds and 3.5 assists per game. Green, the Sears Hardware & Appliance Athlete of the Week, spoke with Suburban Life Sports Editor Alex Soulier about her decision to attend Penn State.
Soulier: When did you know that Penn State was the school for you? Green: I visited Penn State last
weekend [Jan. 24]. Going into the trip, I already really liked the school. But after meeting the coaching staff, watching a game and staying with some of the girls, I fell in love with the school. So I made my decision when I came back the following Monday.
Soulier: You were being recruited by a number of schools. What set Penn State apart from the rest?
Green: Head coach Coquese Washington and her staff are phenomenal, the facilities are amazing, and there is a great support system and community there. I can tell it’s the right place for me. Soulier: What specifically about the coaches, program or team excites you? Green: I think I am going to fit nicely
into their offense; they are a quick team that likes to get up and down the court, and that’s my favorite way to play. They need an outside shooter, so I think I can make an immediate impact. But the coaches want to challenge me to improve in all aspects of my game.
Soulier: Are you a little relieved to get the recruiting process out of the way and just focus on basketball? Green: The whole a process has
been a fun experience. Being recruited heavily is a good problem to have, but it is a little stressful. So it feels really good to come to a decision and now be able to completely focus my attention to basketball and my team.

DOWNERS GROVE – For 30 minutes, the Downers Grove South girls basketball team was stride for stride with conference leading Proviso East. But costly turnovers and a inefficient rebounding turned the tide toward the Pirates in the final minutes of Friday’s West Suburban Gold showdown as Downers Grove South fell 52-47. It was Proviso East’s third victory of the season against the Mustangs, who fell two games behind the undefeated conference leaders. “We played really well, I thought we played a great team game, unfortunately we couldn’t come up with the win,” Downers Grove South head coach Lyndsie Long said. “In the first half, we gave them too many second chance opportunities,” Long said. “We stressed that they are a good rebounding team and they can rebound the ball.” The Mustangs hit their first three shots of the game en route to a 16-13 lead at the end of the first quarter. But Proviso East took advantage of several offensive rebounds and high-percentage shots, taking a 29-23 lead into the locker room. DGS opened the second half with a 6-2 run, and a pair of Ava Porlier free throws knotted the game at 34 with three minutes left in the third quarter.
