WESTMONT – DuPage County public defenders representing a Westmont man found guilty of first-degree murder earlier this year for the 2011 stabbing death of his father filed a motion Friday seeking a new trial.

The verdict against William V. Clifford, 35, formerly of 855 N. William V. Pasquinelli Drive, was Clifford reached Jan. 30 after a four-day trial and about two hours of jury deliberation.

In the motion, Clifford’s attorneys state that his guilt was not proven beyond a reasonable doubt. They also take issue with prejudicial evidence and testimony, a court ruling that prevented the defense from referring to Clifford as having a mental illness and a testifying forensic scientist’s failure to provide a “valid evidentiary foundation” for her opinion, the document states.

Kenneth Heffernan, 54, 425 Sherman St., Downers Grove, was charged at 1:50 a.m. Feb. 27 with domestic battery in the zero block of West Burlington Avenue.

Clifford’s residence in the Homestead Village hotel. They arrived to find Clifford’s father also named William Clifford, of Aurora, lying in a hall on the third floor, bleeding from his upper body. He was taken to a hospital and pronounced dead from his injuries.

An investigation revealed the elder Clifford was at the hotel to visit his son when a fight broke out, resulting in the younger Clifford repeatedly stabbing his father, fleeing the scene and returning several hours later, at which time he was apprehended by police and charged with five counts of first-degree murder.

If the guilty verdict is upheld, he faces 20 to 60 years in prison.

DuPage County Judge Robert Kleeman will rule on the motion for a new trial at 1:30 p.m. March 23, according to DuPage County State’s Attorney’s Office spokesman Paul Darrah.

Hair-cutting event raises money for childhood cancer research

WESTMONT – This March many residents will leave one Westmont restaurant with hairless heads in an effort to raise money to fight pediatric cancer.

For the third consecutive year, an event will be hosted in Westmont to benefit the St. Baldrick’s Foundation, a nonprofit that funds childhood cancer research. It will be from noon to 5 p.m. March 15 at a new location, Papa Passero’s Family Restaurant, 6326 S. Cass Ave. Westmont resident Stacey Ledwon, who has organized the previous Westmont events, will again host and organize this year with the help of two co-organizers, she said.

“It’s an event you just have to experience,” Ledwon said.

“It’s somber, yet people are having fun since they know it’s a great cause. All of our friends, family and the town come out to raise money and it’s incredible.”

Ledwon said during the event, participants ask for donations and have their heads shaved in solidarity with children who have lost their hair to cancer treatment.

“It’s all or nothing,” she said. “There are no crew cuts or haircuts; it’s the lowest number on the razor.”

Stormwater sales tax referendum presentations underway

By ANNA SCHIER aschier@shawmedia.com WESTMONT – The coming April showers will have an added significance next month when Westmont residents head to the polls to vote on the village’s upcoming 0.5 percent sales tax increase referendum to fund stormwater management and infrastructure improvements.

Community presentations are well underway on the subject, including one such information session led Thursday

by Westmont Communications Director Larry McIntyre.

“Stormwater management and flooding is not a new issue,” McIntyre said.

However, in the past 10 years, the village has seen more heavy rain incidents than any previously recorded decade, according to McIntyre.

Using photos of the historic flooding of April 2013 to illustrate Westmont’s stormwater problems, McIntyre said urban sprawl, a growing amount of pavement and aging infrastructure have led to the need for additional revenue.

“If it’s voted down, then there is no plan right now for figuring out another revenue source to address these issues.

Right now, we’re very much in a reactive mode.”

He said the relevant improvements will increase safety and property values, but the estimated cost to execute them is $30 million, according to AMEC Consulting Firm.

The village board chose in January to pursue paying for the projects through a proposed sales tax hike, but the referendum requires a majority vote in the April 7 election to pass.

McIntyre said Westmont opted to go with a sales tax increase rather than a stormwater utility fee, which also was considered. He said the tax is easier to implement, it includes nonresident contributions and businesses don’t have to give directly to stormwater management funding.

If approved, the tax is expected to generate $800,000 to $1 million annually, according to McIntyre. Because of the language of the referendum, those monies are guaranteed to be dedicated

for stormwater infrastructure purposes only.

Almost 70 percent of DuPage County municipalities already have a local general sales tax, according to McIntyre, while Westmont does not. Most of those communities have a local tax rate of 1 percent or higher, whereas Westmont is proposing 0.5 percent.

Westmont’s current sales tax is 7.25 percent for most retail stores and 8.75 percent for most places of eating. The sales tax in neighboring communities varies and includes 7.25 percent in Clarendon Hills, 8.25 percent in Downers Grove and 9.25 percent in Hinsdale.

“We found out about how much money was being put toward other cancers compared to pediatric cancer,” Ledwon said. “Our eyes were then opened up to the organization St. Baldrick’s and how all the money they collect goes toward pediatric cancer research.”

Although Lindsey died in 2008, the Ledwon family poured their energy into helping others through the organization, which Ledwon said has helped provide a higher chance of survival to children now diagnosed with the same cancer as her daughter.

“Even after we lost her, we stayed more passionate about [helping others] because it is our way of continuing to honor her,” Ledwon said.

This year’s St. Baldrick’s event was moved from its previous location at J. Fleming’s Absolutely Delicious in Westmont to accommodate the growing number of attendees, Ledwon said. Although she was disappointed to have to move the event, as she praised the accommodating nature of restaurant owner John Fleming, she said she looks forward to working with Papa Passero’s owner Laura Trilla.

WESTMONT – Community Unit School District 201 is gearing up for its third referendum in about a year by presenting information to the community through a series of meetings and building tours, which kicked off earlier this week.

The Board of Education voted unanimously in January to ask voters in the April 7 election to allow the district to issue $19.7 million in bonds to improve safety and access in its facilities.

“I really want our community to know what our challenges are to our safety and learning environments,” said board President Marie Charlton, who emphasized the district’s structural needs.

A previous referendum rejected in November requested $26.4 million and was shot down 56 percent to 44 percent.

However, that proposal gained 34 more percentage points than a similar request put forth in March 2014, which received support from only 22 percent of those who cast ballots.

Time to get informed about stormwater referendum question As spring approaches, I want to share with you some of our current projects and activities.

Stormwater-infrastructure referendum: This past month, we experienced the coldest February ever including the fifth largest snowstorm on record. Two years ago, we experienced the worst flood in the history of northeastern Illinois. It COMMUNITY has been documented that VOICE we have seen a dramatic Ron increase in heavy precipitation events in the past 10 Gunter years, and the fact is that our infrastructure simply does not properly manage these emerging weather patterns.

For two years, the entire community has worked together to find a solution. Unfortunately, the village can not make significant stormwater management improvements without first identifying a revenue source. Following the lead of our citizens, the Village Board has put forth a referendum question that will ask residents to consider creating a revenue source that will be dedicated exclusively to stormwater-infrastructure improvements in the form of a local retail sales tax. If approved, there would be a half-penny sales tax for every dollar spent on most retail purchases in Westmont. It should be noted most DuPage communities already have a local general sales tax. Currently, Westmont does not.

Transparency fight is renewed in Springfield Here we go again.

Some lawmakers in Springfield again are taking aim at making government less transparent.

Republican state Rep. Joe Sosnowski of Rockford has filed House Bill 261. If passed, it would end the publication of all public notices in newspapers in favor of government websites. The legislation states when a governmental unit is required to provide notice by publication in a newspaper by law, order of court or contract, the governmental unit may publish the notice on an official government website instead of in a newspaper.

You might recall a similar assault of transparency occurred in 2011, when a similar bill was filed. It was unsuccessful.

Proponents of the bill say it would save governments money. The trade off might seem sensible, but a closer look exposes the legislation for what it is: a stealthy assault on open government under the guise of saving money. Newspapers, of course, have a vested interest in this matter: The bill would take revenue from most newspapers.

For decades, however, public notices have been printed in newspapers for a good reason: to provide the greatest verifiable public exposure for the money spent. (Public notices are billed at a discounted ad rate, by the way).

The audience provided by a local newspaper dwarfs the number of readers on a local governmental website. The legislation’s flaws become more apparent with the realization many people still don’t use or have

access to the Internet, especially the poor, the elderly, minorities and the disabled.

Ample proof exists that local governments blatantly disregard the law when it comes to posting information online. A recent audit conducted by the Citizens Advocacy Center studied more than 750 public body websites in Illinois.

In cases where local governments already are required by law to post information on their websites, the compliance rates were abysmal.

Only 73 percent complied with posting notice of upcoming meetings, a mere 57 percent complied with posting proposed meeting agendas and less than half – 48 percent – complied with posting approved meeting minutes.

And remember, Illinois has an excessive number of taxing bodies. Citizens would have to check each one to monitor legal ads, which provide notice of such things as public meetings, budget hearings and government expenditures. That’s much less efficient for the public than having a one-stop source for public notices – the local newspaper.

For people who use the Internet, Illinois newspapers (including this one) already offer a free, online public notice service. Visit www. publicnoticeillinois.com/ to search for public notices from this community and many others.

HB 261 is sitting in the House Counties & Township Committee. That’s where it should die. The bill is a risky step backward for the interests of open, honest, above board government.

In Illinois, it’s absolutely the wrong step to take.

While reading the letter from 15-yearold Abby in her quest to protect the Earth from plastic bags, her statement, “Recycling puts all the responsibility on me,” struck me with another sad reality that many of our young people are not being taught that yes, the responsibility does get put on you as a responsible person. By what authority can the Chicago Park District give away 20 acres of parkland so that the presidential library can be built next to the University of Chicago campus? Though Breuder’s lengthy response was released in February, it is dated Oct. 14, 2014. Breuder does not indicate when he read the Faculty Association’s resolution.

“When I first learned of the outcome of the vote, I was interested in the underlying reasons and learned that a long list of items formed the basis for the negative vote,” Breuder wrote. “As I reviewed the list carefully and thought about each item, it became evident I was reading a solicited listing of anything, everything that disturbed someone at some time since my arrival.”

After discrediting the faculty’s resolution, Breuder continued by saying this was a personal attack that would surely continue.

“Factual accuracy has never been important to the Senate leadership. It does not support their irresponsible and unfounded accusations,” he wrote.

“This additional list is nothing more than piling on. Continue to throw everything possible even if it has no merit. Continue to discredit the administration at all cost. The ‘bury the enemy’ mentality will not have the effect the Senate leadership hopes.”

“It would be an even more overwhelming vote of no confidence,” Hansen said.

Since the resolution was released, Hansen has received no response from any trustees about its contents.

The Faculty Association had arranged a meeting with a few trustees to discuss the resolution, but that meeting got canceled and was never rescheduled.

“The faculty are very disappointed with the way the Board of Trustees has handled this,” Hansen said.

Breuder addressed the no confidence vote in a Feb. 23 issue of the college’s internal newsletter, which linked to a 34-page response. He dismissed all the claims made by the Faculty Association, arguing they had an ax to grind with previous boards.

“When I was hired, the faculty union was not happy with the presidential search,” Breuder wrote in his response. “An antagonistic relationship existed between [faculty] union leadership and the [former board Chairman Michael] McKinnon Board of Trustees. The national search culminated in my appointment, much to the chagrin of the union who saw the search process as flawed.”

On Thursday, state Rep. Deb Conroy, D-Villa Park, filed House Bill 3099 that would extend the terms of all current board members until Rep. Deb 2018, after which their Conroy responsibilities would be transferred to the DuPage County Board.

Conroy said the move was about efficiency and saving money for taxpayers while still caring for county natural resources.

“When I was first elected two years ago, I started looking at areas where we could save taxpayer dollars, and the forest preserve was one of the first ones,” she said. “In looking into that, I realized it was the only forest preserve board in the state of Illinois that is paid independently in that way – most have stipends or are covered by the county board.”

had control over the forest preserve, but the county created the separate elected board in 2002 and cut down the number of county board members from 24 to 18, according to the forest preserve’s website.

Conroy said eliminating the board of six commissioners and president could save taxpayers more than $500,000 annually by eliminating the board’s salary and insurance costs – which she claims cost up to $77,209.50 per commissioner each year.

“With the situation that we are in now financially, every taxpayer dollar is important,” she said.

In 2013, Conroy introduced a similar bill that would have let voters decide whether to have the board continue without receiving compensation.

Another bill from former Rep. Dennis Reboletti from the same year would have done the same while dissolving the board in 2016.

Under the new bill, the County Board chairman would appoint a fulltime liaison to advise the board on forest preserve issues.

DuPage County Board Chairman Dan Cronin said while he “very enthusiastically” supported the mission of the forest preserve to protect and care for the land of DuPage, he would be open to a conversation on the best way to go about it.

“Rep. Conroy is proposing a different model – different than the old one, different than the current one, so let’s be honest and open minded about it and take a look at it, just as long as it protects and preserves the

open space and environmental habitats,” he said.

Forest preserve commissioner Tim Whelan called the legislation unnecessary and “not very well thought through” and said there are plenty of other, more efficient areas to focus cuts.

He said he believed in what the County Board did and it should be separate from the tasks of the forest preserve.

“Our mission is preservation and acquisition of and preservation of green space ... and the County Board is more about the concepts of economic development and development,” he said. “Each government agency is different from the beginning – that was the motivation for dividing the boards up in the first place.”

Board members frequently meet with staff, constituents and stakeholders outside of official board meetings, Whelan said, providing more perspectives to issues.

DOWNERS GROVE – A man died Saturday evening when he was struck by a freight train in downtown Downers Grove, police said.

The man, identified by police as James Hill, 32, of Aurora was reported to have walked around crossing gates at Main

Street as a Metra train waited for passengers at the station. Hill was hit by a westbound Burlington Northern Santa Fe freight train and was pronounced dead at the scene.

Witnesses told police the crossing gates were down and functioning normally at the time of the incident.

Cursive club for kids a great idea Kudos are in order for third-grade teacher Mary Jo Borse at Pleasantdale Elementary School for coming up with that cursive writing club. What a great idea. St. Patrick School building should be preserved in Lemont

I believe the Archdiocese of Chicago wants to demolish (rather than sell) the historic 140 year old St. Patrick School building because they want to use the property for a parking lot. This building has great significance in the history of Lemont and tearing it down would negatively alter the beautiful skyline of the village. It could be sold to a developer and remodeled and used for various profitable purposes such as was done years ago with the Old Central School.

Elmer Wettour 100th Birthday Army veteran, Elmer Wettour, turns 100 years old on March 9, 2015. He grew up in Brookfield, IL, the oldest of 4 children of George and Amanda Wettour, and has one sister left, Deloris, who turned 90 last August.

Prior to World War II beginning, he married Jeannette Vliestra, and this union produced two children, Evalyn Jeanne and Kenneth George.

Elmer served his country with valor and distinction, and was stationed in the Pacific during the war, and was honorably discharged six months after the war ended and returned home to his wife, and little girl, whom he had not seen.

When Elmer settled into civilian life, he began his life career as a printer at Rand McNally, and retired at 65. During his retirement years, he began a new phase of his life at a local bank in Hinsdale, IL. During that time, his wife, Jeannette, passed away and he was a widower for 4 years. After that, he married Evelyn Blouw, who was a widow. Evelyn and her husband, John, were friends with Elmer and Jeannette.

After many years of independent living, Elmer and Evelyn settled into a retirement center in Downers Grove, Saratoga Grove where they now reside.

A birthday celebration is planned at Saratoga Grove, March 8, 2015, where his immediate family will join for a festive time for the many years the Lord has blessed him.

VOTER REGISTRATION Tuesday, March 10, 2015, is the last day to register or transfer a registration to be eligible to vote in the April 7, 2015, Consolidated Election. Voter registration will re-open on Thursday, April 9, 2015.

The DuPage County Election Commission will offer “Grace Period Voting” beginning March 11, 2015 and ending April 4, 2015, at the Election Commission Office at 421 N. County Farm Road. During this period an individual may register to vote or transfer their registration and vote at the same time.

NEIGHBORHOOD FUN MEANS A BLOCK PARTY! Block Party permits are issued for events between April 15 and October 15 each year. To apply for a Block Party Permit, please fill out a request form. Request forms are available online, at the Public Works Department, and at the Village Hall.

Village Council meetings are held the first, second, and third Tuesday of the month at 7:00 p.m. in the Village Hall Council Chambers at 801 Burlington Avenue.

She graduated from Hinsdale High School in 1954, and attended nursing school in Hinsdale. She worked at Hinsdale Hospital for almost 40 years.

She was a member of Trinity Evangelical Lutheran Church in Manlius, and a former member of Bethel Lutheran Church in Westmont.

Born August 18, 1936, in Oak Park, to Erlan and Dorothy (Dow) Johnson, she married Edward George Sass July 23, 1955, in Westmont. He died February 6, 2014.

Surviving are two daughters,

Thirteen DGN players scored as the Trojans, the No. 12 seed in the Aurora East sectional, ran away with a 69-58 victory against 21st-seeded West Chicago.

“It was a really good team win for us,” said Jordon Kedrowski, who led Downers Grove North with a teamhigh 18 points. “We are at our best when we are able to rotate in players and get that kind of contribution from our bench.”

Mustangs rally comes up short in postseason opener

By ALEX SOULIER asoulier@shawmedia.com DOWNERS GROVE – The Downers Grove South boys basketball team could not pull off an upset in the first round of the Class 4A postseason.

Matched against Hinsdale South, the 13 seed in the Aurora East sectional, the No. 20 seed and regional host Mustangs orchestrated a second-half rally Monday night but ultimately came up short, falling 64-43.

Monday’s defeat marked the fourth time this season DGS lost to Hinsdale South, as the Mustangs dropped both West Suburban Gold conference matchups and also were Downers Grove South’s Denis Al- edged by the Hornets at the ibegovic attempts a shot Monday Wheaton Warrenville South in a regional quarterfinal game MLK tournament.

“For whatever reason in the first half, we came out flat and couldn’t do much out of our offensive sets,” Olson said.

“But I was proud of the way we played in the second half. At halftime I told them, ‘We have 16 minutes, let’s lay it all on the line.’”

DGS cut the deficit to 16 by the end of the third quarter. With 5:30 remaining the fourth, two Denis Alibegovic free throws followed by a Mantas Augustinavicius layup cut the Hinsdale South lead to 4636.

But Hinsdale South responded with a 14-0 run to put the game out of reach and end the season for Downers Grove South, which finished its 2014-

15 campaign with a 5-24 record.

“It was a growing year for us, we learned a lot and we have a lot of talent coming back next season, especially with Denis Alibegovic, T.J. Clifford and Khamari Greene,” Olson said.

While Green, a physical guard and good facilitator, is one of six juniors who will presumably return next year, the Mustangs’ top two scorers, Alibegovic and Clifford, only are sophomores and will be back for the 2015-16 season.

But the program will say goodbye to four seniors, including two-year starter Augustinavicius.

“These seniors are all battlers and extremely hard workers,” Olson said. “They have been great to coach and have had a really positive affect on the team.”

Trojan senior swimmer Bob Bonanno competed in

both the 50-yard freestyle and 100 free at Friday’s state final preliminaries at New Trier High School.

Bonanno finished in 25th place in the 50 free prelim with a time of 21.84 and came in 26th place in the 100 free prelim, touching the wall in 47.69. He did not advance to the final in either event.

Junior Sam Dumford competed in the 50-yard freestyle and 100 free at Friday’s state final prelims at New Trier High School.

Dumford came in 23rd place in the 50 free with a time of 21.70 and placed 29th in the 100 free with a time of 47.82.

Soulier: What does it mean to you to get a win in your first playoff game with Downers Grove North?

Kedrowski: It feels great. Not

only because this is the first playoff win in a while for the Downers Grove North boys basketball program, but it’s also my first playoff win ever. So it felt good to get the first one and hopefully it will give us some

momentum going forward.

Soulier: Thirteen players scored points for the team tonight. How important is it to get that kind of contribution from up and down the lineup?

Kedrowski: That’s the good

thing about this team. I firmly believe that you are only as good as your bench, and we often get contributions from a lot of guys on different nights.

We have some guys that are very consistent and we have some guys that can go off at any moment.

Soulier: The defense played a huge role in helping you jump out to an early lead. Did you make it a point to set the tone defensively in the first half?

Kedrowski: Definitely.

We know we have a capable offense, but defense is going to be what propels us through the playoffs.

BLOOMINGTON – The Benet girls basketball team defeated previously unbeaten Edwardsville 61-50 Monday night to advance to the state semifinals for first time in program history.

Monday’s victory in the Class 4A Bloomington supersectional at Illinois Wesleyan University not only assures the Redwing girls of their first state trophy, but also seals a date with Homewood-Flossmoor at 6:30 p.m. Friday in the state semifinal at Redbird Arena in Normal.

The Redwings darted out to an 18-2 lead Monday before Edwardsville orchestrated a 10-0 run and pulled within 2722 at halftime. Edwardsville then cut Redwings’ advantage to 37-36 in the final minute of the third quarter, but Benet’s Morgan Thomalla sunk a late 3-pointer to push the advantage back to four points.

Benet clamped down defensively in the final quarter and received timely shots from Kathleen Doyle (17 points) and Emily Eshoo (16 points) to seal the victory.

The Redwings advanced to the Bloomington supersectional with wins against Bolingbrook and Oswego to claim the Oswego East sectional championship.

Benet, the top seed in the sectional, blew past Oswego on Feb. 26 to claim its first sectional title since 2004. The Redwings held a 22-11 advantage after one quarter and a 44-28 lead at the break.
