Westmont board votes to allow chickens in village By EVAN SHIELDS WESTMONT – The Westmont Village Board approved an ordinance April 2 to allow chickens within village limits. Trustees unanimously voted in favor of the measure. Community Development Director Jill Ziegler said the village received complaints last year about chickens roaming free in the streets and roosters crowing. This led to discussions with the Planning and Zoning Commission in January and February. Ziegler said the commission recommended approving the ordinance by a 5-1 vote. Under the ordinance, each hen coop can contain a maximum of six hens, ac-

Coops must be at least 10 feet from a house and located in the rear. The maximum size of a coop is 50 square feet. It also must be 20 feet from the property line. “It would still allow for a hen coop, even on a 50-foot-wide plot,” Ziegler said. Chickens will be free to roam in a yard, but the yard must be fenced in, she said.
There will be a $75 permit fee and drawings will need to be submitted to the village for approval. The village’s code enforcement team will ensure the coops meet village guidelines. Ziegler said two violations in a one-year period or three total violations will result in removal of the coop. The motion was considered in part because of a growing movement of people buying and eating local, according to the ordinance. Trustee Harold Barry III said he hopes residents understand what will go into raising chickens, including fresh water and electricity to provide a heat source in the winter. “I hope there’s some way that we’re making people aware of what they’re getting into,” Barry said.

WESTMONT – The village of Westmont can expect to see an additional $800,000 to $1 million annually after its residents approved a 0.5 percent sales tax increase during the April 7 election. That money will be used to fund stormwater infrastructure improvements. There were 1,365 votes in favor of the referendum – 50.7 percent – and 1,328 against it, according to preliminary numbers from the DuPage County Election Commission. The votes bounced back and forth after the election as the last results trickled in. According to information provided by the village, all money generated from the sales tax will be used solely for stormwater management and infrastructure improvements. Director of Public Works Mike Ramsey said the work is needed and came to the attention of the village five or six years ago after bad weather led to flooding. “Our residents were mad we’re not doing anything to fix our stormwater system,” he said. A consultant told the village it would cost $35 million to fix all the stormwater issues. After talking to residents and several meetings, it was determined a sales tax would be the best way to proceed. “That impact would be spread out not just on our residents but on people coming into town,” he said.

Floodwaters rise to meet bikes in the front yard of a house April 18, 2013, in the 300 block of Hudson Street. Westmont voters recently passed a referendum to increase sales taxes to fund stormwater management. Ramsey estimated the new tax will bring in between $800,000 and $1 million annually. That money will be combined with existing village funds to perform the necessary repairs. The goal, Ramsey said, is to finish the projects in 20 to 25 years. “It’s a long, drawn-out process,” he said. “It’s not going to happen overnight.”
Some stormwater restoration already has begun, according to Ramsey. The village will resurface three miles of road starting this week, and crews will replace the storm sewers during the project. “There’s not one area in our town that doesn’t need stormwater restoration,” Ramsey said. Westmont rejects third District 201 referendum in 13 months By EVAN SHIELDS eshields@shawmedia.com
WESTMONT – The third time was not a charm for Westmont Community Unit School District 201. The district attempted its third facilities referendum in 13 months April 7, and was defeated again. There were 1,398 votes cast against the measure – 65.9 percent – and only 723 cast in favor of it – 34.1 percent, according to preliminary numbers from the DuPage County Election Commission. Board of Education President Marie Charlton said the outcome was disappointing due to the importance of what the referendum requested. “The truth is that the issues that the referendum were based on are not going away. They’re strong needs of the district,” she said.

have been 19 years, and would have cost $1.4 million per year. That would equate to $266 in property taxes per year for the owner of a $250,000 house. The district requested $19.7 million for this referendum, which had been scaled back from the $26.4 million requested in November. That referendum was rejected by 56 percent of voters. The first referendum, which was on the ballot in March 2014, was worth $24.4 million. That referendum was denied by 78 percent of voters. Charlton said the board will have discussions in the coming weeks about what to do next. “I don’t know how you get those kinds of projects done with the budget we have,” she said. It’s unclear at this point whether the district will at-
tempt another referendum. It’s 1.5 years until the next election, and Charlton said the costs increase every time. She said there was a 4-percent increase in total costs compared to last year. “Every time you wait, the cost goes up,” she said. Superintendent Kevin Carey said the outcome was “disappointing.” He said the board likely will have discussions at one of its next meetings about how to move forward with the project. “You always go into it hoping you’ll get a positive outcome,” he said. Charlton said she was disappointed in the low voter turnout. There were 2,121 votes from the 8,090 eligible registered voters. “I wish we did have more support for our schools,” she said. “It’s a sad day.”

With strong support of parish priests and staff, hundreds of volunteers of all ages, and generous financial donations, parishioner Hilary Denk and her husband John founded the Children’s Garden at St. Mary of Gostyn Parish in Downers Grove. They developed a well-crafted mission statement: “The Children’s Educational Garden is an organic garden that fosters an appreciation of God’s gifts so children and adults naturally become stewards of our Earth.” Located near the intersection of Fairview and Prairie Avenues, the 62’ x 120’ plot is divided into three distinct areas named by the children when the garden was founded in 2003. God’s Little Greenhouse is a circular plot where the school children plant vegetables, flowers, and herbs. Engraved bricks are also regularly installed to

Buildings around the DuPage County Fairgrounds were shut down in January after a county-led assessment found several hundred building code violations. Jim McGuire, manager of the association, insisted the core of the building remained structurally sound and said the association already addressed more than half of the concerns through repairs or through follow-up inspections. “A lot of these things weren’t done right 27 years ago and weren’t noticed until the county came through,” he said. McGuire said the association prioritized work on facilities that were used for events during the winter and was on schedule to complete work on the remaining code issues, aside from the

Park District should keep hope alive for rec center On the one hand, there’s no doubt Illinois government needs to make tough choices to get its budget in order. Years of terrible spending decisions and postponing tough choices have led to a reality where the state is on the verge of being unable to pay its bills. On the other hand, that’s putting the Westmont Park District, among many other local entities, in a really tough position. The $3.2 million in state grants that are now on hold were essential to the plans to build an 11,000-square-foot recreation center at Ty Warner Park, among other planned projects. The rec center was to include an early childhood classroom, a dance studio, a performance stage, an outdoor terrace, a full-service kitchen and three multipurpose rooms. Westmont Mayor and Park District Direc-
tor Ron Gunter says without the state grant, the center probably won’t be built. Maybe the Legislature will sort out its woes and find out it still has the money for worthwhile projects like this one, but it’s hard to be optimistic about that as a likely outcome. If the state has to choose between providing essential services, balancing the books, and great park district projects, and it can only choose two of those three things … sadly, the choice starts to become rather obvious. If, in fact, this grant is never going to come to fruition, we hope the Park District isn’t about to give up. There will be future grants to apply for, and the fact that this project was already deemed worthy once should give it a leg up on the competition. It’s a shame to have to wait for that, but in the long run maybe we’ll all be better off because of it.

Rudolph Liska, 89, of Westmont, Illinois, passed away peacefully on Monday, March 6, 2015, at Elmhurst Memorial Hospital. Born in Durcina, Czechoslovakia to John and Caroline Liska, Rudy was an independent, energetic man who passionately filmed and documented life for 65 years. He was the foundation of his family, teaching strength, perseverance, and financial responsibility. In WWII, he proudly served in the US Army, was a prisoner of war, and survived to tell about it. He remained stimulated by seeking out new life experiences and was extremely dedicated to his three daughters, Christine (Jerry) White, of Palm Harbor; FL, Linda (Michael) Lamy, of Grandview, MO; and Julie Strasshofer, of Dickson, TN. He is also survived by twelve grandchildren and seventeen greatgrandchildren, a niece, and a nephew. Services were held Friday, April 10th at West Suburban Funeral Home, Westmont. The trio of candidates that campaigned under the name the Clean Slate and received significant support from Vice Charles C h a i r w o m a n Bernstein Kathy Hamilton swept the April 7 election. D e a n n e Mazzochi came in the lead with 42,903 votes, according to Deanne p r e l i m i n a r y Mazzochi reports from the DuPage County Election Commission and the Will and Cook county clerks. Frank Napoli- Frank tano followed Napolitano with 34,011 votes. Charles Bernstein was third with 28,352 votes. All candidates will commit to sixyear terms on the board. The slate won all three seats in DuPage and Will counties and two out of three in Cook County, with incumbents Nancy Svoboda and Kim Savage pushing Bernstein into fifth place. Following the trio was former state representative Sandra Pihos with 26,966 votes. Other candidates included Dan Bailey, Claire Ball, David
Carlin, Matt Gambs, Roger Kempa and Joseph Wozniak. After a long and tumultuous campaign that saw candidates field questions on topics including lack of transparency with the current board, public discontentment with college President Robert Breuder and accusations of financial wrongdoing at the school, the incoming trustees believe the taxpayers are more than ready for change. “Tonight, they gave us a clear mandate to clean up the College of DuPage,� said Mazzochi, Napolitano and Bernstein in a statement distributed election night. “To put an end to the attitude that has persisted there that taxpayers don’t count, and insiders rule. To finally stop the waste, fraud and abuse. To end business as usual and to truly put taxpayers, students and faculty ahead of the insider interests that have dominated this board and this school for too long.� Napolitano said the race was all about the need for reform and emphasized the election of the Clean Slate shows taxpayers are ready for something new. “The voters have spoken,� he said. “They had a choice. Although they had 12 candidates to choose from, they really only had two choices: They had a choice for reform or they had a choice for the

The Village of Downers Grove, in partnership with Accurate Document Destruction, will host a Paper-Shredding Event on Saturday, April 18, 2015, from 8:00 a.m. until noon at Village Hall, 801 Burlington Avenue. (Fenced-in lot off Curtiss Street)
The Village has free woodchips available at a fenced pickup site located on the north side of Curtiss Street at the intersection of Katrine Street. The site is open from 7:30 a.m. to 3:00 p.m., seven days a week. Residents are welcome to take the amounts they need using their own transport. Delivery is not available.
This free service is offered to Downers Grove residents in an effort to prevent identity theft. Participants may be asked to show proof of Downers Grove residency. Each vehicle is allowed to bring one brown paper bag OR one banker's box filled with personal paperwork. A bonded and insured representative of Accurate Document Destruction will use a crosscut shredder to render documents beyond reconstruction. Shredded materials are taken to a recycling facility. Identity theft is a serious crime. Thieves often look through unsuspecting victims' trash in search of discarded documents containing your name, address or phone number, as well other personal information such as Social Security, bank account or credit card numbers. People whose identities have been stolen can spend months or years trying to clear their names and restore their credit record. One of the most important things you can do is to shred any personal documents you wish to discard.

MAIN STREET TRAIN STATION PLATFORM WORK • The Main Street platform reconstruction project is resuming and is scheduled to be completed by July 3. • Demolition is planned to begin on the south (inbound) platform, and then move to the north (outbound) platform as soon as possible. • The sidewalk along the west side of Washington Street, where it crosses the tracks (between Burlington and Warren), will be closed for the duration of the project. Pedestrians are to cross the tracks on the east side of Washington, or at Main Street. • Accessible parking is available at the station. • The western half of both platforms will remain open throughout construction. • Warren Avenue will be one-way westbound from Elm Street to Washington Street. WESTMONT – After the state track meet last May, Annie Carlson said she had no intention of taking it easy during the summer. The Westmont junior definitely avoided downtime in the offseason. She trained at Get Fast Inc. in Willowbrook and with Track My Time, a club that includes athletes from across the state. The offseason training has paid off with four indoor track school records and a strong start to the outdoor season. “We started in August and I’m still doing it now, sometimes three times a week, and it’s all hurdling and endurance training,” Carlson said. “That really helped me.” Carlson set new school indoor records in the 55-meter hurdles (8.78 seconds), 200 dash (27.19) and 400 dash (1:00.86) as well as the triple jump (33 feet, 3 inches) this season. She’s hoping the strong indoor results translate to an even better outdoor season. So far the early returns have been good. “She is much further along than she was last year,” Westmont head coach Michael Farthing said. “Last year, it’s kind of remarkable how slow she started out time wise and how much time she dropped by the time she got to state. This year … her hurdle times have been much faster than last year.” Farthing said Carlson’s times in the Sentinels’ first outdoor meet of the season April 7 already were close to her best times last year. She ran a time around 16 seconds in the 100 hurdles; her best last year was 15.5. She clocked a 44.57 as she placed third in the 300 hurdles at the Class 1A state meet last spring, and she was timed at about 46 seconds in the first outdoor meet this season. “There’s definitely certain times I want to have by certain meets,” Carlson said. “I want to be in the 45-second area [in the 300 hurdles] towards the end of the season so at state I have a good chance of getting a 43 or a 42. I’m really conscientious about what my times are and what work I have to do to in practice to get my best times.” While the school records are nice to

CICERO – Downers Grove North knows it can always rely on Ellena Metros in crunch time. Metros came through again for the Trojans on Friday. The senior midfielder broke a scoreless tie with 29:34 remaining in the second half to propel her team to a 3-0 victory against a tenacious Riverside Brookfield squad Friday at Carbajal Field. The Trojans won for the third straight game, with Metros scoring in each match. “That first goal was so important,” Downers North coach Bob Calder said. “It took Allie really composing herself and putting it in the back of the net because we had several chances and we just left them all on the field, so breaking that ice allowed us to go from there.” Ironically, all three Downers North goals came into the teeth of a strong wind. The Trojans outshot the Bulldogs by an 11-0 margin with the wind at their backs in the first half but had nothing to show for it as RB goalie Karli Riviera made five of her eight saves. But Metros solved Riviera in the 51st minute when she blasted a left-footed shot under pressure for her fourth goal. “It was a little frustrating but we tried to keep our compo-
sure, and once we settled down we went and attacked,” Metros said. “When we rush as a team we tend to get antsy, so it’s just better to settle down and get composed and stay calm then look up and find the open net.” Metros, a four-year starter, is in charge of keeping the Trojans composed and her example helped the offensive heat up on an otherwise chilly night. Jessica Ridderhoff scored just 40 seconds after Metros off a long feed from Emily Redpath, and Lexi Cittadine added an insurance goal on a breakaway with 7:09 remaining. “Ellie is incredibly important,” Calder said. “She leads by example every single day. She does everything we ask her to do. You saw it [against RB] – she played 80 minutes full speed and really just calmed our team down.” Metros will not play in college, instead focusing on academics at the University of Colorado Boulder, so this season has more meaning to her. “I’m definitely playing my hardest just because this is it,” she said. The win against RB upped North’s record to 4-2 before a 2-1 overtime loss against Loyola in the first round of the PepsiCo Showdown tournament Saturday. The Trojans were set to continue tourney play Tuesday against Oswego East.

LaCivita’s late-inning blast propels Mustangs By ALEX SOULIER asoulier@shawmedia.com DOWNERS GROVE – The Downers Grove South baseball team knows consistent production from the middle of their lineup will greatly increase their chances of another long playoff run. If the Mustangs get more performances from No. 6 hitter Joe LaCivita like his breakout game Monday against York, the team will be in great shape come postseason. The senior outfielder went 2 for 2, including the game-winning home run in the bottom of the sixth as DGS prevailed 5-4 against the visiting Dukes. “That was an amazing feeling; it felt like I was in the cage and just taking practice swings,” LaCivita said of the home run. “I thought I might get a curve, but then my eyes lit up when he hung a fastball.” The 6-foot-4 senior turned on the 1-1 pitch and belted a home run that traveled over the center field fence, between the 400- and 365-foot markers. “Wow, what can you say about that,” DGS head coach Darren Orel said. “We are not typically a home run-hitting team and Joe’s not necessarily a home run hitter, but it’s great to see him rewarded when he makes a good pass at the ball. He’s a big, strong kid and I keep stressing to
him that the home runs and big hits will come if he keeps taking good swings like that.” Starting pitcher Zach Jones did his part, going the distance against York and notching a 1-2-3 inning in the top of the seventh to seal the victory, the Mustangs’ sixth in a row. For the game, Jones struck out two and allowed five hits and four earned runs, all of which came in the top of the third inning. ThekeymomentinMonday’s game came after Jones’ four-run third when DGS stepped up to the plate trailing 4-1. DGS shortstop Joe Engel led off the bottom of the third with a single before he was caught trying to steal second. The resilient Mustangs then loaded the bases after Corey Vondra reached on an error, Danny Oriente was hit by a pitch and Ryan Taylor drew a walk. Another middle-of-the-order player, No. 5 hitter Zack Radde, smacked a single to center field, plating both Vondra and Oriente. Franklin Gordey, who came in to pinch run for Ryan Taylor, later scored on a wild pitch to tie the game at 4-4. “That was a huge half inning for us,” Orel said. “How do you respond after you give up that big inning? It’s part of our system, we talk about that, it’s an answer-back philosophy that we stress and we were able to answer back to-
day. So that’s huge.” Jones did his part after the shaky third, mowing down the next nine York batters to clinch the victory. Before Monday’s West Suburban crossover game, the Mustangs recorded a threegame sweep against Addison Trail and defeated Naperville North 12-3 on Friday. After Tuesday’s game against Oak Park-River Forest, the Mustangs begin a three-game set Friday against West Suburban Gold foe Willowbrook.

With the game on the line Monday and the score tied at 4-4, Joe LaCivita came up with the biggest hit of the young season. The Mustangs’ senior outfielder belted a 1-1 pitch over the center field fence, giving DGS a one-run lead that proved the be the difference. LaCivita, the Sears Hardware & Appliance Athlete of the Week, spoke with Suburban Life Sports Editor Alex Soulier about the game-winning homer and team’s winning streak.
Soulier: Take me through your at bat in the bottom of the sixth inning. LaCivita: I was anticipating
curveball; he had great command of his curve all night, so I thought he might go back to it. Then I just saw a high fastball up in the zone. I swung and for a split second I didn’t
realize I hit it, then I could feel I made good contact so I took off towards first. I looked up and saw the center fielder and I could tell it was gone.
Soulier: How comfortable are you right now in the batter’s box? LaCivita: Every game I’m feeling a little more comfortable from the plate. I got off to a little slow start when we were on our spring trip in Memphis, Tenn., but I think I’ve found my swing and doing a good job of waiting for the right pitches.
Soulier: You guys haven’t lost since returning from Memphis. What do you need to do to extend your six-game winning streak? LaCivita: We just need to keep playing fundamental baseball and make the plays we need to make and we’ll be fine.

Shaliyah Dixon-Tucker won the 200-meter dash in 26.80 seconds and the 100-meter hurdles in 15.26, Rachel Petro was victorious in the 400 with a time of 59.50, Lauren Wong recorded the top time in the 300-meter hurdles by finishing in 48.53, Maggie Sietz came in first the 1600 race walk with a time of 5:39.65, and Kiera James won the high jump. Additionally, the Mustangs’ 4x100 team of Dixon-Tucker, James, Nicole Muccianti and Ariana Finley finished first with a time of 50.07, and the 4x400 team of Wong, Seitz, Petro and Mary Beine came in first with a time of 4:09.50. Maddie Manganiello (long jump), Mucciante (100-meter dash), Dixon-Tucker (200) and James (triple jump) all secured respective third-place finishes while Soren Umali (100 hurdles) and the Mustangs’ 4x200 and 4x800 relay teams all finished third.
