COMMUNITY UNIT SCHOOL DISTRICT 201 BOARD | 4 THINGS TO KNOW

Board discusses device buys, wireless upgrades and 6 percent raise for district superintendent By EVAN SHIELDS eshields@shawmedia.com WESTMONT – The Community Unit School District 201 Board of Education took on four big items at its May 27 meeting.

1. 1-to-1 learning a go

The board unanimously approved spending $94,590 to buy 360 Dell Chromebooks for students. The new Chromebooks will be used in Westmont Junior High School. Existing devices at the junior high will be moved to J.T. Manning and C.E. Miller elementary schools and to Westmont High School. “This will provide a device for each of our junior high students,” said board President Marie Charlton. The devices are scheduled to be in place for the start of the 2015-16 school year.

approved upgrading the wireless network at several schools. Nadine Norris, the district’s director of technology, teaching and learning, said this will allow the district to provide more wireless access points at the junior high to accommodate the new Chromebooks. Additional new equipment will be added at Miller. The older equipment from the junior high will be moved to Manning and the high school to increase device usability. The total project cost will be $78,005.80. Norris said $46,803 of the expense will be reimbursed from the Universal Service Administrative Company’s E-rate program, which provides federal funds for schools and libraries.

3. Raises for all administrators

Charlton announced during the meeting the board had finished its evaluation of Superintendent Kevin Carey. Charlton said the superinten-

dent has met a majority of the goals the board laid out for him and completion of the remaining goals is in progress. The board voted to increase Carey’s salary 6 percent, according to Judy McMahon, the superintendent’s secretary, and voted to raise the salary of all administrators an average of 4 percent.

4. Volunteering may be required

Junior high Principal John Jonak made a board presentation about requiring junior high students to perform service projects. Under the proposal, sixth-graders would have to complete nine hours of community service, seventh-graders would have to complete 12 hours, and eighth-graders would have to complete 15 hours. Jonak said he brought the proposal to the student council and the response has been good so far.

Westmont hires company to Westmont board considers more help prepare strategic plan restrictions to video gaming By EVAN SHIELDS eshields@shawmedia.com WESTMONT – The Village Board has hired Lynn Montei Associates to design and prepare a new strategic plan for Westmont. The hiring was unanimously approved at the board’s May 28 meeting. The proposed cost of the strategic plan is $23,950, according to board documents. Village Manager Stephen May said the expense was budgeted for last year, but the village decided to hold off on discussions until the new board was sworn in after the April election. The village has budgeted $25,000 for the strategic plan. It has been 10 years since the last strategic plan, May said, which was limited in scope. The new plan will be more in depth. “This will be engaging not only the village board and staff in the process, but there’s going to be a large amount of community engagement and stakeholders from around the community,” May said. cer Parker said the village will form a guidance team to work on the plan’s structure, identifying stakeholder groups to work together during the course of several meetings to develop an initial plan, which will culminate with a communitywide meeting for discussion. The process of developing the plan is expected to go through November. “One of the great things about a strategic plan is you’re able to look at everything as a whole,” Parker said. “To be able to say who are we as Westmont, what do we want to become, what do we want to do, what are some major areas we want to focus, and then within those areas … what are specific goals to progress the way the community wants to progress?” Trustee Marie Johanik-Guzzo advised partnering the strategic plan with the village’s comprehensive plan, which was approved in February 2013 and highlights community strengths and weaknesses. May said the strategic plan also will include consideration of the village’s brand, which was discussed at a community meeting last month.

eshields@shawmedia.com WESTMONT – The village board is considering restrictions to its video gaming regulations. Village officials said concern arose when they realized someone could buy a strip mall, open individual businesses along the strip and put gaming machines at each location. “We don’t have control of that if that were attempted,” Village Manager Stephen May said. Gaming licenses are issued by the state. The way Illinois law is set up, any establishment with a liquor license can apply to the state for a gaming license, May said. There’s a limit on the number of gaming terminals that can be installed in each business – five – but not on the number that can be installed in each town. “As it is right now, there’s no control on the quantity,” May said. The board discussed the measure at its May 28 meeting. Mayor Ron Gunter said he requested the village look at ways to potentially limit video gaming.

“This isn’t being done because there’s problems, this is being done to limit it,” he said. Village Attorney John Zemanek said there are two options the board could consider to remedy the situation. He said the village could implement zoning restrictions to limit the number of gaming machines in a particular area, or could charge a yearly fee of $25 per terminal. Zemanek said existing businesses with terminals would be grandfathered into any potential zoning changes. Trustee Steve Nero said it’s a good idea to limit the number of gaming machines, but he wasn’t sure it was necessary. He said the market won’t sustain them all and business owners

You’ve got to have some investment to get them.” Trustee Marie Johanik-Guzzo said the annual licensing fee would keep gaming under control. “It’s a good way to kind of keep a little bit of a pulse on it,” she said. Trustee Linda Liddle said she was concerned about an influx of gambling establishments if the village didn’t create some parameters. “If we’re the only village in the area that’s allowing this, we’re going to have everyone on our doorstep,” she said. Trustees said several other municipalities in the area also allow video gaming. Gunter said the gambling issue will go to a board committee for additional discussion.

LETTERS Bobcat trophy hunting bill must be vetoed by Gov. Rauner

To the editor: I am saddened that the Illinois legislature passed legislation that would allow for trophy hunting of bobcats. As a Christian, I believe God entrusted us to responsibly care for animals under our power. Bobcats are shy and elusive animals that pose no threat to humans, and actually spotting a bobcat is a rare and treasured event. These animals are also an important part of our ecosystem. They prey on rabbits, mice and other small rodents and are considered beneficial to farmers.

Thumbs up to the Destination Imagination team from Westmont Junior High School that finished 10th out of 87 teams at the global competition in Knoxville, Tenn. The youngsters built a structure out of balsa wood that had to withstand weight that was applied while pieces of their structure were removed. Sounds like a fascinating challenge. Thumbs up to the participants of the Relay for Life event at Ty Warner Park. The 14 teams and 84 participants raised more than $10,000 for the American Cancer Society.

The annual summer reading program is in full swing at Westmont Public Library and this year it is packed with more fun than ever before! As librarians, we get pretty excited about endless summer days spent reading the latest novels in our favorite lawn chair. But, we know kids don’t always feel the same way. This year, we created an interactive activity COMMUNITY guide that will keep children VOICE engaged in learning, readKate ing and writing all summer long. Anyone can participate Buckson by picking up a guide for children who are pre-readers through age 11 at the library during open hours. While the focus of our program is to help children retain reading and comprehension skills, many of the activities in the booklet encourage physical activity, experimentation and appreciation of the world around us. Our theme this year is Invent Your Summer, and the activity guide booklet encourages children to set their own reading goals, suggests places to visit in our community and provides learning opportunities – such as making a recipe and writing a review afterwards. Best of all, as kids finish each activity they will earn a sticker and can come to the library for a chance to spin the prize wheel and receive valuable coupons, books and gifts from some of our generous community partners. Since older siblings, parents and grandparents can be great examples to the young people in their lives, we also have a similar program for teens and adults. The teen and adult program mirrors the youth one, so parents and kids can do learning activities together and have it count for both. Police charge man with child abduction, abuse

After his arrest, detectives obtained warrants and searched Ressa’s Chevy Equinox and his room in his parents’ house. There they found what prosecutors identified as “hundreds” of pieces of paper. Included were drawings by children; the personal information of customers he obtained while employed at a bank from 2006 to 2010, often with lewd and specific handwritten notes about their children; prayers that included the names of children across the country who had been abducted; prayers for children to be his wives in Heaven; a book about grooming children for pedophilia; and several notes depicting erotic scenarios with children. Ressa also had a calendar with several notes on it, according to prosecutors, including a Dec. 9 note – Ressa’s birthday – labeling the day as “real Christmas” and a note Dec. 25 stating history would “apologize for

Ressa then allegedly rubbed the upper leg of the 7-year-old, prosecutors said, and detectives intervened and placed him into custody. When asked in court about his most recent job by Judge Karen Wilson, Ressa said he worked with children and was employed at the Woodridge Park District working at an after-school program as recently as May 29. Ressa also has previously worked with children at the B.R. Ryall YMCA in Glen Ellyn and the Westmont Park District, according to Berlin, in addition to other area churches and organizations, prosecutors said.

He will next appear in court to accept or decline the offer June 15.

Ressa allegedly made aggressive physical contact with the older sibling and offered the younger sibling toys if he agreed to go into Ressa’s vehicle. A third sibling then called the two home and the children’s parents contacted the Lisle Police Department. Upon further investigation, the department found the incident was hardly a first for Ressa. He had a history of parent complaints – at least 10, State’s Attorney Robert Berlin said, dating back to 2001, and some as recent as this year – in Wheaton, Carol Stream, West Chicago, Warrenville and Glen Ellyn, among other communities, according to prosecutors. That history included allegedly telling a girl he interacted with he had “special powers from God” that allowed him to hear things and promising to teach her if she didn’t tell anyone, prosecutors said. He also pleaded guilty to a charge of disorderly conduct in 2004 for inappropriate contact and statements made to a 10-year-old Glen Ellyn girl and was placed under court supervision. Ressa was arrested June 1 after Lisle detectives conducting surveillance on him as a suspect in the May 27 incident observed him allegedly interacting with and giving candy to three children, ages 4, 6 and 7, at their

Rochester, N.Y. – The NWSL-leading Chicago Red Stars capped off their four-game road swing with a 3-1 defeat to Western New York Flash on Saturday night. The result, which came courtesy of second-half tallies by the home side’s Sam Mewis, Elizabeth Eddy and Jamia Fields, snapped a seven-game unbeaten run for the visitors to open the season and a ten-game unbeaten run dating back to 2014. Red-hot Chicago striker Sofia Huerta bagged the late consolation goal, moments after having a penalty kick attempt saved. The game’s first promising look went to hosts Western New York in the second minute, as a corner kick from the left saw Red Stars goalkeeper Michele Dalton struggle to control the ball in traffic but then recover well to deny Mewis at the far post. The next quality chance was created by Chicago, as Vanessa DiBernardo released Huerta down the left and the striker cut to her right before releasing a powerful drive that was deflected by a defender and whistled wide of the frame. After potential goal-saving tackles by Red Stars center backs Samantha Johnson in the 22nd minute and Michelle Lomnicki in the 25th minute, teammate Alyssa Mautz nearly opened the scoring at the other end around the half-hour mark. DiBernardo picked out Arin Gilliland on the left and the rookie engaged her marker with some nice footwork, followed by a right-footed cross that found an open Mautz at the far post. The attacker was unlucky to arrive slightly late, her volleyed attempt missing just wide. The visitors had another dangerous opportunity in first-half stoppage time, as some nice interplay between Mautz and Taryn Hemmings sent the 25-year-old Mautz into the box on the right, DiBernardo nearly capitalizing on the layoff by releasing a low first-time effort that was saved by a diving Chantel Jones. While the Red Stars defense had looked solid throughout the opening period, the Flash took control after the break and put on an impressive attacking display. The first tally came courtesy of strong buildup play and a great individual effort by Mewis, rookie Fields opening up the field with an intelligent 51st-minute centering ball from the right

2015 WATER QUALITY REPORT The annual Water Quality Report (WQR) contains important information about the source and quality of your drinking water during 2014. The WQR is required by the Environmental Protection Agency (EPA), in accordance with the 1996 amendments to the Safe Drinking Water Act. High quality, safe drinking water is an essential resource and, as indicated in the WQR, the quality of the water provided by the Village meets or exceeds all state and federal standards. WORK CONTINUES ON IMET FUND RECOVERY A Chicago Tribune article published on Friday, April 10, 2015, described and identified the municipal and school district assets invested with the Illinois Metropolitan Investment Fund (IMET) that have been restricted as a result of alleged fraud. IMET advised its municipal clients that they expect to recover 60 to 70% of the total funds lost. To date, $29,000 of the $586,000 in Village investment funds affected by the fraudulent activity has been returned. Work by IMET to recover funds continues including the sale of assets and filing of insurance claims. The Village will continue its efforts to monitor the situation and recover the remainder of all lost investments. The Village invests funds using sound financial practices in keeping with its Cash Management and Investment Policy which is available at www.downers.us.

FREE WOODCHIPS The Village has free woodchips available at a fenced pickup site located on the north side of Curtiss Street at the intersection of Katrine Street. The site is open from 7:30 a.m. to 3:00 p.m., seven days a week. Residents are welcome to take the amounts they need using their own transport. Delivery is not available. Mulch, such as woodchips, can be applied any time of year. The size of the area to be mulched should be as large as practical with the mulch not more than 4 inches deep and not up against the tree trunk when mulching around trees.

STORM GRATES The Village asks for your help, if you are able, in keeping storm grates on your street free and clear of leaves and other debris. This allows water to flow freely into storm drains during rain events.

BELMONT LOT H PARKING LOT IMPROVEMENTS This project involves the reconstruction of commuter Parking Lot H, which is located at the southwest corner of the Belmont railroad crossing. Work includes full pavement replacement, storm sewer replacement, installation of a new and improved lighting system, installation of a bio swale median, expanded bike racks, and improved accessability. Parking will be limited during the duration of the project. Temporary off-site parking will be provided at select locations for both permit and daily-fee users. Sentinels see silver lining to season’s end By JASON ROSSI jrossi@shawmedia.com WESTMONT – After taking third place in the state last year, a loss before the state finals was a shock for Westmont’s baseball team. Despite the way it ended, with a 7-0 loss against St. Bede in a Class 2A supersectional game June 2, the season was still a rousing success. “This is my 12th year coaching and I never had a team get to 30 wins,” said head coach DJ Cocks, whose team finished with a 30-9 record. “You have to have a lot of things go your way to get to 30 wins. It’s a great accomplishment when you can only play 35 games in the regular season to win 30 games and win a regional and win a sectional. It’s not easy by any means.” For the senior class, the supersectional loss was the end of an incredible run of success the past two seasons. The senior class won the Interstate Eight Conference conference title their junior year, won 13 games in I-8 play this year, set the school record for regular season wins this season and were responsible for five postseason trophies. The legacy and example set by the senior group, which includes four-year varsity standout shortstop Charlie Donovan as well as Anthony Alessi, Anthony Powers, Andrew Rosol, pitcher Austin Loehman and Sean Alexander, will be felt for years to come. “I think a lot of the guys learned how to win, that’s the biggest thing,” Cocks said. “Our lower levels struggle at times, so playing with these guys and winning on the field, that’s big. I think they get it. Playing with these guys taught them how to win the right way.” Loehman didn’t suffer his first loss of the season until the supersectional, which was one of the few clunkers Westmont had this season. A Sentinel offense that averaged more than eight runs a game was shut out for just the second time all year. “You got to hand it to their pitcher,” Cocks said. “We had not been shut down like that all year. We had one really bad day, and that’s what happens in the playoffs. One bad day and you’re out. We got beat by a team that came ready to play.” One positive from the season-end-

We lost some tight ball games and we battled back. I’m proud of their efforts.” A senior-led lineup set the tone for the Trojans. “I grew up with them,” Shanahan said of the senior group. “Freshman year I got pulled up and it’s just a type of family connection. They all help

each other out no matter what. It’s family through thick and thin.” Third baseman Dallton Baran was the only other everyday junior position player in addition to Shanahan. Pitcher Ryan Cantlin also was a junior. Paul Cappetta, Ben Carlson, Myles Farley, Pat Geraghty, Brett Pyburn, Jake Stevenson and Jack Warwick were everyday seniors for North. Pitchers Ryan Andrews and Nic Laio as well as Alex Bielawa, Ben Magro and Costa Sampras also were part of the senior class. “Great senior leadership, there’s no doubt about it,” Isaacson said. “These guys led the way. The countless hours these guys did the little things without me pressing them in order to get better and better, they’ve done it. That’s the leadership and guidance those guys have given. They’ve competed every single day, and that’s what we ask.”

After having last season ended by a sectional final loss against Naperville Central, the Mustangs (36-1) turned the tables with a 9-3 rout of the Redhawks (26-9) in the Downers South sectional title game June 6. “After the upset last year, we definitely wanted to take it to them and wanted this game,” Lea said.
