nlurz@shawmedia.com WHEATON – On Monday night, the city got a little bit bigger – much to the displeasure of the area’s new neighbors. The Wheaton City Council unanimously passed an annexation agreement during a special session Monday that will enable the future Woodlawn Place development at 0N536 Gary Ave. This step was a long time coming for developer M/I Homes of Chicago and landowner Muehlfelt Land Partnership, which originally brought its proposal for the development in 2013. However, the council rejected it several times because of required variances to code and an unwillingness to provide utilities to the properties without annexation. Now, M/I Homes are one step closer to building 18 single-family lots on the 7-acre site and connecting Woodlawn Street to the north and south and Knollwood Drive. But the plan comes in the face of vocal disagreement from area residents. Concerns mainly revolved around possible property value loss with planned conversion from a cul-de-sac to a through street and the safety of stu-

Fourteen residents or their legal representatives stood up to voice their displeasure at the meeting, with more surrounding them in the council chamber. Tracy Vought, who lives on Woodlawn, said she regularly sees children out at recess go into the street chasing a ball with no regard for oncoming traffic. “I know my concern is only an opinion, but I’m basing my opinion on my experiences,” she said. Recently, three young boys ran out in front of her car, with one even stopping her and asking her to help retrieve their ball. “I’m glad I’m a nice stranger – I would hate to see this poor young boy running up to a car cutting through on Woodlawn Street,” Vought said. The area was especially busy during big school events, she said. “I understand change, I respect change, I believe in change – it’s important,” she said. “I don’t have a problem with the new subdivision, I believe in the new subdivision. It’s only going to help us. But these kids mean a lot to me. … What are you going to do to keep them safe?” However, staff said a revised traffic study had estimated the extension only would increase traffic by about 2 percent. Many council members said they trusted the reports they had gotten and appreciated the concerns of the residents but did not find enough problems to prohibit development. “This is probably the third or fourth meeting we’ve had on this,” council member Phil Suess said. “We’ve spent time looking at this, and I’ve spent time going over the traffic study again and … if we thought there was a problem with safety we wouldn’t be having this conversation.” Suess and John Prendiville were both in favor of requiring a follow-up traffic survey or vehicle count after the development was complete to ensure that the numbers held up.

Council ups ash tree removal spending By NATHAN LURZ nlurz@shawmedia.com WHEATON – Trees on public parkways affected by the emerald ash borer may be gone by May. The Wheaton City Council unanimously voted to approve almost $2 million for the trees’ removal during a Jan. 20 meeting.
In August 2014, city staff proposed adding more than $850,000 to the 201415 budget for the program but held off, City Manager Don Rose said. “We never presented [the council] with a budget amendment because we were actually hoping to even request more money,” he said. After the approval, the city is allocating about $1.9 million to combat the
invasive insect that infests ash trees and slowly kill them, according to city documents. When Rose originally asked for the additional funds in the fall, the city still had several thousand of the 6,500 previously identified at-risk ash trees to take down. To expedite the process, the city hired outside workers to supplement
Wheaton crews. Now it could be done in only months. Some ash trees in the community are not yet infected, Rose said, and most of them are being treated by adjoining property owners. However, treating trees isn’t a long-term solution.

10 candidates to be considered for vacated Sanguinetti seat By NATHAN LURZ nlurz@shawmedia.com WHEATON – Within a few weeks, there will be a new face on the Wheaton City Council – albeit temporarily. The body has until Feb. 15 to decide which of 10 candidates will replace former council member Evelyn Pacino Sanguinetti for the remainder of her term, according to City Clerk Sharon Barrett-Hagen. Illinois Lt. Gov. Sanguinetti resigned Dec. 15, 2014, after she and run-
ning mate Bruce Rauner won the 2014 gubernatorial election. Now it is up to Mayor Mike Gresk to nominate someone, who will be approved by the council, to serve through April, when they will be replaced after the municipal election. “The mayor is the one who nominates, but I will be working for consensus,” Gresk said Monday. He said council members John Rutledge and Thor Saline were similarly appointed. Saline ran unopposed for the seat he currently holds, Gresk said, and Rutledge was the
favorite after vetting and a series of interviews. Candidates in the running are Louis Morgan, John Piemonte, Liz Corry, Paula Serfling Nugent, Mark Kmiecik, Thomas Fogerty, Suzanne Fitch, Robert McNeily, Sean Brady and Mark Sargis, Barrett-Hagen said. Fitch also is running in the April 2015 election for an at-large seat, when she will face incumbent John Prendiville, Tony Lyons and Ronald Almiron for the two available spots.

The report estimated the fixes could cost upwards of $2 million – a big bill considering the association’s annual budget of about $1.6 million. However, McGuire said the association projected a much lower figure. He said he was confident the fairgrounds could quickly be brought up to code. “You’re hiring people to raise questions, but that doesn’t necessarily mean all the questions are something,” he said. “Now we have to go through the process of defending some of our buildings and explore the costs of replacing parts if the city says we need to.” The report detailed several possible alternative uses for the property, including outdoor athletic fields and
a recreation center and mixed income and senior housing. It also nixed others, including residential, office or commercial uses. County Board member Jim Healy, chairman of the county’s public works committee, said regardless of outcome, the county wanted to ensure it retained control of the land. “The one thing I know about land is that you can’t make more of it,” he said. “We are confined at the county to the footprint we have. ... I don’t want [someone] in 100 years to thumb back and say, ‘Those guys sold that property – too bad.’” A significant amount of the association’s budget stems from state money, Healy said, which could be in jeopardy.
Healy estimated he and the rest of the committee would spend most of 2015 deciding the future of the grounds and working with the association to determine if it was worth investing money into keeping the grounds updated for the fair before its lease runs out in 2020. The report also expressed concern that the association was operating “beyond the original scope and intent of the lease” by hosting so many other events. But safety remains the first priority, Healy said. McGuire said he looks forward to continuing the fair’s mission of educating and promoting the role of agriculture in the lives of community members. He also said the association has plans to “polish ourselves up a little bit” and is open to input from outside groups. At the same time, he is not optimistic about the fair’s long-term future. “Our goal is to get to 2020 and have a big hurrah to say ‘thanks for your support’ and sign off,” he said. “I don’t think we’ll get a lease extension. The pressure has been on for 30 years to remove the fair from the grounds.”

Gresk said he didn’t want to give a candidate an unfair advantage and would consider her as equally as other contenders. The council will discuss the candidates in a closed meeting Monday. Candidates must be able to attend all council meetings, Gresk said, and budgetary experience is preferable as the city will begin its annual budget hearings in February. Gresk said he hopes those who applied also will consider getting involved in other ways such as municipal commissions. “My hope is that this will encourage people to become more involved in city government, even if not at the elected level or appointed level,” he said. “There’s service there, too, a wealth of opportunities.”

The organizers of the DuPage County Fair said there is no threat to the continuation of this year’s event despite the revelation of more than 300 building code violations on its grounds – at least for now. The number came from a report released Friday by County Board Chairman Dan Cronin’s real estate assessment task force in its assessment of the future use of the property. The goal of the task force was to evaluate the grounds to make sure they are used to their fullest potential and identify alternatives if necessary. The violations were declared after Wheaton and county inspectors went through more than a dozen buildings on the grounds in October, said DuPage County Fair Association Treasurer Jim McGuire. The nonprofit was informed of the violations Jan. 5 and given 90 days to take care of high-priority items in the buildings used year-round for the multitude of programs the fairgrounds host. Three days later, several buildings had been closed by the city of Wheaton, but the association had already done enough to have many reopened the same day, McGuire said, while others remain closed.

“What we were told is that treatment is OK for a while, but you’re just delaying it,” Mayor Mike Gresk said. Rose and City Attorney James Knippen also told the council it was not legally obligated to replace any trees on private property. The council has previously supported plans calling for expanding its tree replacement program. If the city decides to sponsor replacements for its trees, it would cost about $1.2 million over the next eight years, Rose said in August. The city would replace 500 trees each year through fiscal year 2021-22, then the remaining 232 the next year. It would also reimburse residents who had already purchased replacement trees for public parkways.
Ash tree removal required Property owners with ash trees on private property are responsible for removing trees infested by the emerald ash borer, according to a city news release. Trees that have the insect or have been infected with Dutch elm disease are officially a public nuisance and owners are tasked with their removal. LETTERS A tree-mendous job To the Editor: It took 25 years to grow the once beautiful ash tree, yet 19 minutes to saw it down. While it was immensely heartwrenching to watch our tree tumble to the ground, it was amazing watching the crew work. A team of five professionals got the job done quickly and cleanly. One even had to cut a precise wedge off the trunk, so the tree would fall away safely from a parked car. A very courteous Jacob mentioned that they’ve cut down 4,000 trees and had more to go. Keynote speaker John Quigley, president and CEO of Elmhurst Chamber of Commerce, offered a mixed bag of news in his opening remarks to the more than 100 business and community members in attendance at the Drury Lane Conference Center in Oak Brook Terrace. “I’ve lived in the western suburbs for almost 60 years,” Quigley said. “It’s always been a vibrant place to live. This is a great idea for a conference and great place to get business leaders together.” He offered snapshots of economic growth in 2014, including that the nation is experiencing the fastest job growth since 1999, interest rates re-

Grandparents Raising Grandchildren find support and success More than 2.5 million grandparents in America are raising their grandchildren, and almost 100,000 throughout Illinois do so, according to AARP. For many grandparents, the challenges they face in being caregivers can be numerous and complex. To help them cope with those challenges and succeed, Metropolitan Family Services Du-Page Center COMMUNITY offers Grandparents Raising VOICE Grandchildren. Ann Grandparents Raising Grandchildren is a drop-in Pinkney support group from 6 to 8 p.m. monthly on the second and fourth Mondays at Metropolitan’s DuPage Center, 222 E. Willow Ave. in Wheaton. The group, which has been helping families for more than 20 years, provides emotional support for grandparents as well as links to resources such as counseling and other services. There is no cost, and attendees can come as often as they like. Childcare is offered for grandchildren ages 3 to 13. The group starts with a half-hour pizza party for the grandparents and grandchildren, followed by the support group for the grandparents. Grandparents gain many benefits by participating, starting by learning they are not alone. “The grandparents get to connect with others who are experiencing what they are experiencing – their phase of life puts them out of touch of most of their peers,” said Kelly Reid, Grandparents Raising Grandchildren facilitator. Getting to share with and learn from peers helps grandparents deal with special challenges they encounter, such as the fact that many of their grandchildren have experienced emotional or physical abuse at the hands of their parents, because of parents’ struggles with mental illness, drug addiction or alcoholism. Grandparents also have their own matters to deal with, such as health issues or limited finances, as many are on fixed incomes. The grocery stores made a major impact in 2014. ... We are so grateful for Caputo’s coming to the market and they brought a new element into the market.” Heath Ashenfelter, division vice president of True Value Company Chicago, felt a two-prong approach would be the best method when it came to e-commerce and how that affects brickand-mortar locations. “For folks shopping for products $500 or more, say a lawnmower in my world, 80 percent shop online prior to engaging with a brick-and-mortar store,” Ashenfelter said. “More important is that on average, those consumers spend 80 days shopping online before making a purchase.” Ashenfelter stressed that it is crucial to businesses to identify their brand by having a viable website that
is also mobile for customers that are researching competitors websites while inside their store. The second approach is to consider the different shopping patterns of Generation X that tend to want experts to fix things, and Generation Y, that are interested in projects they will do themselves, he said. “These folks’ expectations are different and you have to market differently,” he added. In speaking to the skill set required for future employees who are still in college, Timothy Ricordati, dean of the School for Professional Studies at Elmhurst College, cited a study from the Association of American College and Universities that asked employers what skill they would seek in an employee. “Ninety percent said the most important characteristics are soft skills: critical thinking, problem solving, communication skills, and the ability to work in teams,” Ricordati said. “The undergraduate major of that person is secondary to having those skills. That is eye opening.” Ultimately, for businesses in 2015, the future does look bright. “Falling unemployment, low fuel costs and low interest rates,” said Scott Magnesen, MPW Group, who helped sponsor the event. “We are not in a bad spot.”

OBITUARIES MARJORIE A. BROOKS Born: Sept. 21, 1917; in Dayton, OH Died: Jan. 17, 2015; in Sturgeon Bay, WI Marjorie “Marge” A. Brooks, age 97, of Sturgeon Bay, WI, passed away peacefully at her home on Saturday, January 17, 2015. She was born on September 21, 1917, to Clarice and Lloyd Cunningham in Dayton, OH. In 1939, she married Robert C. Anderson in Dayton, which was their home until 1955 when they moved to Glen Ellyn, IL. After the loss of her husband in 1964, she married Charles A. Brooks, and together, they had a family of five children. In 1986, Marge and Charlie retired to Door County to their remodeled home in Sturgeon Bay, and after 37 years together, Charlie passed away in 2002. Marge was a homemaker and easily accepted the challenge of blending two families, children, furnishings, even cats and dogs. While in Glen Ellyn, she was involved with fundraising for Central DuPage Hospital, Questers and Reliquarians antique clubs, and Daughters of the King at St. Marks Church. Marge also enjoyed doing cross stitch and floss needlework, painting and writing letters to the editor! Her way with words and curious sense of humor served her well. She always enjoyed a good card game, watching “her” Green Bay Packers and keeping in touch with friends and family by email or facebook on her ipad; not bad for a 97 year old! Marge will be sadly missed by her surviving children, daughters and son, Hillary Brooks Hilstrom, Tempe, AZ, Allison Brooks, Scottsdale, AZ, Jane Anderson Mackenzie (Reed), Chaska, MN, Sue Anderson Meyer (Dick), Rick Anderson, both of Sturgeon Bay; grandchildren include, Skylar Brooks Watson, Tempe, AZ, Joanna Mackenzie Daly (Dr. Chris), San Antonio, TX, and Nicholas Charles Robert Anderson, LaSalle, IL; great grandchildren include, Sofie and Calla Miner, Angwin, CA, and Declan, Graham and Owen Charlie Daly, San Antonio, TX. Ellie's condo in Wheaton became a favorite gathering place for family and friends. She is survived by two sons, Rev. Just because the winter weather is upon us does not mean it’s time to plant yourself on the couch. The Glen Ellyn Park District offers plenty of opportunities to remain active – indoors and outdoors. “I think the key to staying active is to find something you’re passionate about,” said Kathleen Esposito, superintendent of recreation for the Glen Ellyn Park District. Esposito said the park district’s Ackerman Sports and Fitness Center, 800 St. Charles Road, has roughly 2,400 members and is a hub of activity. The park district offers all kinds of classes as well – from sports to dance classes to high intensity activities and more. “Our community is very athlet-
ic and sports-oriented,” Esposito said. “… Most of our families have a kid that plays something through us.” For outdoor activity, Newton Park, 707 Fairview Ave., offers a sled hill and two outdoor ice rinks. One rink is for hockey and the other for free skate. Lake Ellyn Park, 645 Lenox Road, also sees high volume activity. Over the first three days the lake was open for skating this year, more than 800 people came out to skate, Esposito said. Lake Ellyn Park offers a warming shelter, good for those especially cold days. Skaters will need to bring their own skates for use at both parks. For those looking to get out and cross country ski or go snow-shoeing, Esposito said the 26-acre Ackerman Park or Newton Park would be great locations for those activities. “I think the families of today are really active,” Esposito said. “It’s a learned thing to be active.” Esposito said it’s not just in the winter months, but all year long people should remain active as it promotes a more healthy lifestyle overall. “It’s a lifelong skill of learning to stay active,” Esposito said.

Bien Trucha treats Glen Ellyn to a toda madre GLEN ELLYN – Newcomer a toda madre is a testament to the importance of culinary balance. The Mexican eatery, transplanted to Glen Ellyn by Geneva’s Bien Trucha, opened late in 2014, with equal parts sophistication and comfort. Nestled in the heart of downtown, the small-town charm of the restaurant’s surroundings provides a pleasant contrast to its elegant, urban interior. Behind the bar is an exposed brick wall boasting a vast array of tequila. The vintage molding on the ceiling is glazed an elegant white. Modern blue tiles cover the floor of the bar, while the dining room is softened by hardwood and low lighting that bathes an abstract floral mural’s organic tones. The aesthetic is contemporary with a hint of nostalgia. Even after 9 p.m., the place was packed, buzzing with upbeat Friday night chatter. Several parties mingled near the bar, hoping to score a table. Fortunately, my dining companion and I had a reservation. We were seated, and a bowl of thick tortilla chips appeared, accompanied by smoky refried beans. The menu features a variety of items, from appetizers to full plates, all of which are meant to be shared. We began with an appetizer of tostada de ceviche topped with frizzled leeks. Spotlighting tilapia and apple, it was aggressively bright and acidic – an energizing start to the meal. Warm tacos pescado followed, the mild fish accented with creamy red cabbage slaw. We couldn’t limit ourselves to just one style of taco, and ordered the chilango, as well. The quartet provided a pleasing, adventurous medley of textures, from the velvety salsa verde cruda to the tender skirt steak to chicharron for engaging crunch. We also opted for the frijoles borrachos – drunken beans with pork belly, pico de gallo and Mexican beer – which

The blend of cookies, tequila crema and key lime curd was pure serenity, and paired deliciously with the americano I ordered – a strong cup of coffee with a delicate cocoa finish. Each dish was presented
bite also containing the reassuring heartiness of a homecooked meal that no amount of flash can fake. Embracing the best of both worlds, a toda madre strikes the perfect balance.

WHEATON – The Wheaton North boys basketball team had an opportunity to climb into a tie atop the DuPage Valley conference standings Jan. 23. Instead, the Falcons were left to wonder what could have been after falling two games behind Lake Park as a result of a 61-54 loss to the Lancers. A slow start and an uncharacteristically poor third quarter proved to be the difference. “Pretty much everything but the second quarter put us in a bind,” Wheaton North coach Dave Brackmann said. “You really can’t dig yourself a hole like that, but we fought back and played well for a stretch. Then we had a period of time where we did not deal with their pressure well and that’s something we will have to improve. “We knew this would be a good test because it was kind of like looking in the mirror a little bit. Lake Park is a good man-to-man team, they play tough and they have different guys scoring. We knew it would be a close game. We just gave up a couple of runs that did us in at the end.” The home team trailed 15-3 at the outset before rattling off the final seven points of the opening quarter. Wheaton North then went on a 21-11 run, highlighted by six points apiece from Luke Anthony and Nick Traversa, to take a 31-26 advantage into halftime. But in the third, the Falcons were held to just six points while turning the ball over eight times, allowing the visitors to build a 45-37 lead.
