WHEATON – A notable line item in the Wheaton city budget discussion over the next several weeks could mean more city access to sought-after stormwater project grants. During a City Council meeting Monday, city staff members asked the council to consider including $300,000 in each of the next two budgets to hire outside firms to help survey around the 20 identified flood-prone areas across the city. “One of the things I think we’ve found over the years is that we’re still lacking an organized focus,” City Manager Don Rose said of the city’s stormwater planning. “To a large extent, that results from the fact that we don’t have all the individualized data in various storm-prone, flood-prone areas that we need to make an analysis of … the best options.” Director of Engineering Paul Redman and stormwater engineer Joe Tebrugge were both on hand during the meeting to discuss the plan. Currently, the city has only completed two major studies, the Williston and Cherry basins, with a Briarcliffe

study several months late but due to be finalized within the month, the two said. But those only covered a fraction of what Tebrugge estimated to be 300 to 400 possibly at-risk homes included in the identified areas. Without having information on where the highest risk areas are and what houses are affected by different levels of flooding, it is hard to have a good direction for the city’s stormwater infrastructure future, Tebrugge said. Even more, when the city does begin addressing these needs, the information would be helpful for prioritizing projects. “In order to ensure fairness across areas we truly have to get these studies done to make sure that [there’s no] favoritism for whoever came in that day,” he said. It had also been hard to apply to a large number of federal, state and county grants without any grand plans, Redman said. Generally, grants are awarded to fully fleshed out plans with specific outcomes, he said. Though the Briarcliffe study will have more specific recommendations than the previous two, none had

enough data for the city to move forward with any direct council action, Tebrugge said. Redman said staff felt the time was right to formally broach the subject with the council nearly two years after the massive April 2013 floods because of how active residents had been in speaking about it. He also said he believed the city would still be able to find grant funding after and during the process. Moving forward, Rose said, the city would likely have to turn to new funding sources to fuel any large projects. Currently, the city generates revenue for stormwater activities through the water bill, but that $1.2 million only pays for maintenance, salaries, stormwater maintenance and some limited capital work. Stormwater expenditures exceeded its revenues by about $400,000, he said. The city had moved those items into its general fund for a time, but once the recession hit it became too much of a burden, Rose said, and would likely continue to be so now. He added the possibility of exploring a stormwater utility concept, but noted it had been very unpopular in other municipalities and DuPage County.

WHEATON – Like many 12-yearolds, Austin Hethcoat lives to be outside enjoying basketball, fishing and hockey. Unfortunately, his activities are largely dependent on how paved the area where he’s playing is. Austin has been paralyzed from the waist down since he was 2 months old because of a rare neurological disorder. Despite his enthusiasm, he can’t go anywhere “off-road” – sand, snow, mud and even some grass is off-limits because of his lightweight wheelchair. “I’m not really able to do anything, really,” he said. “I can’t even go around in my backyard or places like fishing with my dad.” Now the energetic Monroe Middle School student is hoping the community can help him get wherever he wants to go with a new wheelchair. The family is raising funds for an Action Trackchair – an individualized motorized wheelchair with treads to allow for more maneuverability. His mother, Becci Hethcoat, said the family loved going outdoors when Austin was younger. His father, Tim, often threw him up on his shoulders or put him in a backpack. While they try to do what they can, there are a lot of limits, Becci said. Austin’s lack of mobility also has changed the dynamic of many of his friendships over the years, she said, with kids becoming more interested in sports or other activities he can’t participate in. “If you can’t do those things or you can’t go to the places they’re going, those invitations sort of drop away and a lot of the friends drop away,” she said. “He has a great group of friends that have stuck by him ... he would just like to do more of the things they like to do.”

District 200 to solicit proposals for new Jefferson plan By NATHAN LURZ nlurz@shawmedia.com WHEATON – The Community Unit School District 200 Board of Education will soon take a fresh look at some of its infrastructure needs, including the Jefferson Early Childhood Center. During a Jan. 28 meeting, the board directed staff to have architecture firm Legat Architects create a three-year facility plan with target projects and budgets, as well as solicit outside plans to reconstruct the center. The building has long been of concern for the district, with its lack of space and handicap accessibility for its majority special needs population. A $17.6 million referendum to replace the center failed in 2013.

“We do have to come back to conversations around Jefferson ... so that the board understands the work that needs to be done to the building as-is and the costs associated with it,” Superintendent Jeff Schuler said. That includes figuring out the price tag to update or replace the more than 60-year-old facility, he said. The board commended Legat for its previous work on district facilities during the past 20 years. However, they ultimately asked staff to begin a qualification-based selection to pick a new firm to guide work on Jefferson and provide insight on how the district should cater its spaces to accommodate the classroom needs of the future. The decision to introduce a new

firm wasn’t based on the failure of the previous Jefferson plan, Vice President Jim Vroman said. Board member Rosemary Swanson, who was president during the 2013 referendum, said she was responsible for its outcome. “In my opinion I was not able to bring the board to a united vision on a solution for that school,” she said. “That is my greatest regret of all my 16 years of serving on this school board.” Board member Brad Paulsen encouraged the board to work with teachers, students, parents, building leadership and outside stakeholders to develop a proposal with more consensus. “Good plans that get support are developed from the bottom up, not the top down,” he said.

It would likely take two to three months to get proposals for the projects, Paulsen said. Because of the nature of the qualification-based selection, the district would not get a chance to see the estimated costs of the various plans before accepting. Should the involved parties not agree on a price, the district would move on to the next proposal. President Barbara Intihar was concerned the district’s strategy would push the project too late into the year, but most of the board thought it was worth the time investment. “This is such a critical project for the district that we shouldn’t let the calendar dictate to us,” board member Jim Gambaiani said. “The scope of this project is so large that we want to get it right.”

Gresk to recommend Corry for Sanguinetti’s open seat By NATHAN LURZ nlurz@shawmedia.com WHEATON – The Wheaton City Council will likely see a familiar face later this month, as Mayor Mike Gresk has announced he will recommend former council member Liz Corry to fill a vacant seat. Gresk said the council condcuted a special meeting to examine the applications, and Corry’s long-term experience made her the logical selection. “We looked at the 10 applicants and they were all qualified in their own way, but Liz’s background experience ... far outweighed and exceeded any-

body else in the running,” he said. Corry said she viewed the opportunity to return as volunteerism, and she had big shoes to fill. “I have to admit I wasn’t sure if I would or wouldn’t miss it, and I did,” she said. Corry said she had previously served with all the council members except Thor Saline, and looked forward to working with city staff again. But most of all, she said, she is excited about being a resource to community members. “When you go to the grocery store or a park or a field or football game, people ask you about what’s going on with the city council,” she said. “I miss that. I miss that contact with people and giving information and helping them understand the workings of government.”

WHEATON – Soon, parents of students with special needs around Community Unit School District 200 will have a formal organization. More than 50 people attended a meeting Feb. 4 at the district’s school service center as organizers took steps to form the district’s first special needs Parent Teacher Association. Chris Crabtree, president of the district’s PTA executive committee and board of education candidate, said there are PTAs at every school in the district except for high schools. “But our special needs population is spread out through all those buildings. ... It makes it hard for parents with children with special needs to have a group within their own building,” she said. Crabtree said she was approached with the idea by the Illinois PTA organization in November and worked closely with district staff and others to bring it to fruition. Several other area districts have them, she said, including Plainfield 202 and 204.

It would work to connect parents of children from pre-K through the district’s post-high school transition program to one another and resources. “The value ... is giving parents in this group people to bounce ideas off of and help get through things at home or school,” she said. “It can help build relationships.” The organization also will work toward bringing public speakers to PTA events, Panopoulos said. Other goals for the organization include making district events and activities more special needs friendly and serving as a communication mechanism.

system. We look at the risk factors that are known to contribute to hearing loss. Besides genetics, environmental exposure, and aging, other health conditions can worsen a hearing condition. By identifying risk factors during a hearing exam, an Audiologist can provide counseling to help the patient either reduce the risk of developing hearing loss or if hearing loss is present, minimize its efects on the person. In America, 1 in 5 people have a hearing loss, yet almost 80% do nothing about it. Untreated hearing loss has potential devastating efects on the mental, social and physical well-being of an individual. his is because our sense of cognition comes more through the sense of hearing

than all four other senses combined. A detailed case history helps to establish a complete hearing health proile. One can get a clear picture of the patient’s current hearing experience: Is the patient struggling to hear? Is trouble hearing afecting other areas of life? A hearing health proile also aids in identifying potential red lags. A red lag is an indicator for the need of a medical evaluation with a medical doctor. Not all patients we see are referred to see a medical doctor, only those who have a red lag in their evaluation or certain hearing test results. Another beneit from taking a detailed case history is the determination of the patient’s dependence on others for care. Prescription for ampliication takes into account the patient’s ability to manipulate small objects, comprehend what is happening, and candidacy for hearing aids based on the person’s degree of diiculty in hearing others. he goal for every patient is a successful outcome. “This is a huge benefit – to be able to reach more parents and get our message across and support them at a greater scale,” Panopoulos said. “It’s the best scenario we could have asked for, a two-way street.” Crabtree said she hoped a liaison from every district building would be represented at each of the PTA’s meetings. Public response has been strong and positive, both women said. There are already organizations and dozens of parents interested in helping.

No matter what role it takes on in the future, Crabtree said, it would be driven by the wants and needs of parents and students. The PTA will meet Tuesday at Monroe Middle School to elect members of the board, form some of the association’s guiding goals and principles and begin collecting its $12 per person annual dues, Panopoulos said. The organization will have its own social media presence and website for involvement, Crabtree said. “It’s really about creating an awareness within the school community that all children have gifts they bring to that school,” she said. “That awareness can come from a group like this.”

Peter Breen, R-Lombard, introduced a plan to ban big severance packages like the $763,000 one Breuder is set to receive. State Rep. Jack Franks, D-Marengo, has demanded an audit of College of DuPage’s finances. The silence from Breuder and the College of DuPage board in the face of this ongoing criticism is deafening.

Defending Glen Ellyn Park District I don’t understand the person who keeps complaining about the Glen Ellyn Park District taxes in the Sound Off column. That’s a pretty small piece of my property tax bill, and it seems like we get a lot for that money. My friends in Wheaton pay almost twice as much to their park district. Even Lombard is higher, and they don’t offer nearly as much as we have here in Glen Ellyn. I’m more concerned about our school taxes – that’s where most of my money goes!

Sitta, was born Feb. 11, 1931, in Chicago, IL and passed away Feb. 5, 2015, in Bradenton, FL, just shy of her 84th birthday. She was the second daughter of Joseph and Antonie Vrla, immigrants from Czechoslovakia. She grew up in Chicago, attended Morton Jr. College and married her sweetheart Stanley M. She is survived by 10 grandchildren and 6 great grandchildren; nieces, Karyn (Chuck) Fischer, Jenny Smith, and Nina (Larry) Biddinger; greatnephew, Adam Fischer; and sisterin-law and brother-in-law, Camille and Yarmil Pekarek of Sun City, AZ. St. Francis receives $1.37 million donation Money to fund athletic building improvements SUBURBAN LIFE MEDIA WHEATON – The next phase of St. Francis High School’s campus revitalization will soon be underway after a donation from a school family. The $1.37 million Lacy Family Gateway Building will be the new home for the Spartan dance and wrestling programs, as well as improve accommodations for spectators with restrooms and new concessions facilities, according to a St. Francis news release. The building will mark the second phase of the school’s Bring It All Back Home campaign, and will be funded by the Nicole and Todd Lacy family. “St. Francis is a community

that provides an excellent education, not only in academics but also in the Catholic faith,” Nicole said in the release. “Our sons, like all of the students, are provided many opportunities to excel in a variety of areas; academics, athletics and the arts. The Lacy Family Gateway Building will become another area in which the students can grow.” Construction on the project is set to begin in late spring and be completed by August, so the relevant programs can use the space during the 2015-16 school year. The building also will add 3,400 square feet to the school’s physical education space, according to the St. Francis website. GLEN ELLYN – Three Glen Ellyn men have been charged in connection with several robberies around DuPage County, the state’s attorney’s office announced in a news release. Justus Brantley, 18, is charged with aggravated robbery and home invasion. Quincy Skanes, 21, is charged with aggravated robbery, home invasion and armed rob- Justus bery. Johnny Holmes Brantley III, 23, is charged with four counts of armed robbery. Officials said the men were involved in several robberies and a home invasion in Glen Ellyn, Wheaton, Johnny Lombard and Carol Holmes III Stream between Dec. 31 and Jan. 26. Holmes and Skanes were originally arrested after a Jan. 26 robbery at a Carol Stream 7-Eleven. Officials said Holmes entered Quincy the store with a gun Skanes and demanded money from the clerk while Skanes drove a getaway vehicle. Glen Ellyn police found Holmes and were able to gather information to support charges in the other robberies and home invasion, the release stated. The home invasion occurred Jan. 1 in Lombard. According to the release, one man choked a woman in an apartment while a second man stole several items. The two men entered another apartment and stole more items, including a television. Brantley and Skanes are being held on $750,000 bonds. Holmes is being held on a $500,000 bond. They are scheduled to appear in court March 2.

Fuego cantina celebrates Mexican favorites BROOKFIELD – Directly across from the Metra rail crossing, on the corner of Grand Boulevard and Brookfield Avenue, sits 1-year-old Fuego, a quaint respite from the everyday. In a cleverly designed building, the traditionally decorated Fuego is a cantina in the truest sense, a handy place to stop for a margarita or a cold beer and some tasty Mexican classics. My friend and I grabbed a small table by one of the expansive windows in the relaxed space accented by stone. We began our meal with a basket of light and salty chips and salsa, and an order of the Ceviche de Fuego, a chilled blend of chopped shrimp, tomatoes, onions, peppers, cilantro and lime – lots of lime. Elegantly served in a tall martini glass, the seafood dish was a refreshing and tasty start to our experience. I opted for the carnita dinner, featuring slow-roasted pork sauteed with onions to create some oh-so-yummy caramelized edges. It’s like the Mexican answer to a classic pulled pork, with complex seasonings and just enough bite. My friend ordered the chili relleno dinner, a fresh poblano pepper filled with Mexican cheeses. It was enclosed in a flaky crust, similar to a puff pastry, baked to a golden brown. But the real star was the homemade ranchero sauce. Smoky and rich, this blend of tomatoes, peppers and herbs is cooked a long time – until it turns thick, deep red and delicious. (The chef really should bottle the sauce and sell it at the bar.) And although we were stuffed, the dessert menu was calling, so we ordered the churro bites. They were decadent and sweet, fried crisp and covered in a syrupy cinnamon sugar, with warm chocolate sauce for dipping. A variety of classic Mexican favorites, from tacos to flautas, rounds out the menu at Fuego. Quench your thirst

WHEATON – Josh Ruggles has done a lot of impressive things while shooting a basketball. On Tuesday, the Wheaton Warrenville South senior added to his sparkling resume, scoring all 23 of this team’s points in the first half of the Tigers nonconference affair with Glenbard West. Ruggles finished with eight 3-pointers and 38 points in the 71-59 loss to the Hilltoppers. “He’s a heck of a player,” Glenbard West coach Tim Hoder said. “He’s a really good shooter and he’s a lot more athletic than he looks. He is good.” WWS led 11-2 at the outset, but the visitors battled back to knot the score at 23 apiece by intermission. Glenbard West then opened up a five-point lead at the end of three quarters before making 22 free throws during the final eight minutes to keep the Tigers at bay. “It comes down to we didn’t get enough stops,” WWS coach Mike Healy said. “We have to figure out a way to get more stops. Offensively, we ran more sets than we have all year. It wasn’t necessarily to get Josh going, it was just to get good looks. And we were able to get Josh open a few times and he played really well.” Hoder was impressed by the Tigers. “A coach Healy team, they play so hard,” he said. “When you come here, you know what you are going to get. They play man to man and they play hard and they make things difficult.” Wheaton Warrenville South was coming off a 63-43 loss to DuPage Valley conference leader Lake Park on Feb. 6. The Tigers will be looking to end a five-game losing streak when they travel to take on Naperville North on Feb. 13. “We are searching, searching for something,” Healy said. “We are obviously struggling at the offensive end and struggling to get stops. We have a couple of weeks left before the state tournament and hopefully something will trigger something. Whatever triggered us at the MLK tournament [Jan. 17 and Jan. 19], maybe we will find that again. We have to have more urgency.”

Wheaton North cheerleading advances to state finals, places eighth SUBURBAN LIFE MEDIA The past two seasons ended in near misses for the Wheaton North cheerleading team, which fell just short in its quest to reach the IHSA state meet. But this time around, the Falcons punched their ticket to Bloomington and once there, they made the most of the opportunity, walking away with an eighth-place finish in the large team division. Competing in the prelims Feb. 6, Wheaton North posted a score of 86.50 to advance to Saturday’s finals for the first time in the program’s existence (they also competed at state in 2006 and 2010). At the state finals, the squad compiled a score of 85.90. That performance put the finishing touches on what turned out to be an outstanding campaign for the Falcons. Earlier in the winter, Wheaton North posted the highest score in program history [89.98] while bringing home five trophies from com-

The Wheaton North wrestling team scored 117 points to finish as the runner-up at the Feb. 7 Leyden Class 3A sectional. Most importantly, the Falcons advanced seven wrestlers to Saturday’s Glenbard North individual sectional. Wheaton North had three runner-up finishes, starting with Bryce Thurston at 126 pounds. Dylan Thurston also was second at 132, as was Micah Volle at 160. Finishing third were Jaime Suarez at 113, Jalyn Griffin at 120, Duncan Nelson at 145 and Devin Donovan at 152, all of whom recorded pins in the thirdplace match.
