nlurz@shawmedia.com WHEATON – As organizations all over the state brace for the possibility of a tighter Illinois budget, Community Unit School District 200’s financial future is – for now – positive. But that could take a quick turn, according to district staff. “There’s going to be a lot that’s going to happen in the next five months in the state of Illinois,” said Assistant Superintendent for Business Operations Bill Farley during the Jan. 28 Board of Education meeting. Farley said the murky future of state finances and the district’s capital needs could strain its barely-even budget. Currently, he and district staff project a scant $239,190 surplus for the about $155.5 million 2016 fiscal year budget. Part of the tightness is due to this year’s Consumer Price Index, which recently came in at 0.8 percent – the lowest in district history, Farley said. Barring referendum, Illinois law states the district only may raise tax

This year marks the third in a row under 2 percent, the first time that has happened since the 1960s, Farley said. With such a low total, the district will only get a slight bump in revenue, which is especially painful as return on investments across the country remain lackluster and large technology and capital projects loom in the district. Gov. Bruce Rauner is expected to unveil his proposed budget in February, Farley said, which will address the large shortfall the state has faced in recent years, and could put further stress on the limited state payments districts receive. The Illinois Supreme Court also has agreed to fast track the case involving

the state pension plan passed in December 2013 to determine its constitutionality. Should it be struck down, Farley said, the state legislature may look at a cost shift onto local school districts. Superintendent Jeff Schuler said the district had prepared some contingencies for a sudden change in funding, though those would likely come from staff cuts. “Clearly, [the budget is] only barely positive for those first couple of years,” said board member Rosemary Swanson. “Mr. Farley named a few things that, if any one of them goes sideways, you’re kind of looking at something different than what we see up here right now.” There is some good news for the district, Farley said. More than 80 teachers are expected to retire and be replaced in the next two years, keeping costs lower, and the district has received estimates saying for the first time in several years new economic growth in the district is trending upwards. “While the 0.8 CPI was not necessarily good news, the new growth is probably not only good news for us at the school district but good that the economy is starting to move a little bit,” he said.

WHEATON – Wheaton residents dug themselves out after a big blizzard hit the area over the weekend. The city saw 18 inches during the storm, which ran until 3 a.m. Monday, Wheaton Director of Street Services Mike Wakefield said. Snow began falling Saturday evening, and snowfall totals for DuPage County surpassed a foot, said Ricky Castro, a meteorologist with the National Weather Service in Chicago. “Some of the high amounts we’re seeing over the two days is 15 to 19 inches,” he said. Winfield had the highest recorded snow in the county at 19.2 inches. Castro said the snow is a result of an “unseasonably high amount of moisture” being carried from the tropics of the Pacific Ocean. That, combined with the fact that the system was slow-moving and the weather was cold enough, resulted in the large snowfall. According to the weather service, Chicago O’Hare International Airport had 19.3 inches of snow, which set the record for the snowiest day in February. That ranks as the

Although it was well after 11 p.m., the couple said they were waiting on a train. However, after a few moments of friendly chatter, the two admitted the homeless shelter they had tried to stay at was full. They were hoping to spend the night out of the cold. They were two of DuPage County’s unsheltered homeless population and exactly what Adams and Fox were looking for. “Sometimes it’s a matter of people not wanting anyone to know that they are homeless so they don’t seek shelter,” said Mary Keating, director for community services at DuPage County and chairwoman of the DuPage County Continuum of Care, which works to develop and support strategies to end homelessness in DuPage. “It’s difficult to say what would drive someone to make a particular de-

Connelly sponsors bill for anti-overdose drug in schools By NATHAN LURZ nlurz@shawmedia.com WHEATON – A drug used to counteract the effects of an opiate overdose could find itself in the halls of schools across Illinois if a bill put forward by a local legislator gets passed. State Sen. Michael Connelly, R-Wheaton, recently introduced Senate Bill 73, which would specifically allow school nursing personnel to administer the nasal spray Narcan. “When I first ran for state office, I never thought heroin would be at the forefront,” he said. Connelly said he worked closely with local officials to craft the county and state’s next step in combating the problems of heroin. “[DuPage Coroner Rich] Jorgensen and [DuPage State’s Attorney] Bob Berlin’s office are saying school health personnel should be trained so that, should there be a circumstance,

you can save a life,” he said. He compared it to a bill several years ago that protected and encouraged trained civilians to administer the drug. For the past year, police officers and other first responders in DuPage County also have been trained in the administration of the drug, saving more than 30 lives since January 2014. Jorgensen said he supported the legislation, saying the more presence the drug has in the community the better. He said there had been instances of overdoses in area high schools, including one in Wheaton. “To be able to save somebody who is 17 years old is so important that why wouldn’t you want that nurse to have the ability to save that life?” he said. “It has tremendous potential and could save many years of someone’s life.” Robert Rammer, assistant superintendent for administrative services at Community Unit School District 200,

said the school district had already started training staff and nurses earlier this school year through the county. “We have former students who have passed away from overdose, ...” he said. “We understand that we are only moments away from that potentially happening before, after or during school.” Rammer compared the push to having someone trained in Narcan use to having defibrillators in the hallways, saying it is better to be safe than sorry. And the drug has no effect on those not experiencing an overdose, according to Jorgensen. So far, Narcan in the schools had not cost the district any additional funds, as the training and drug came through grants. Connelly said he hoped the bill would have a hearing sometime in the next two weeks and hoped to bring someone from the coroner’s and state’s attorney’s offices to Springfield to testify.

or detox program. All that is valuable information for those trying to figure out who make up these homeless communities. During the past several years, local police departments have become vital to the process, Adams said, pointing them to areas the unsheltered could be staying. Some, like West Chicago Police Sgt. Mike Zepeda, who volunteered to lead Adams and Fox around that night, even knew many by name. Even a few years ago, that wasn’t the case, Adams said. “They’ve been asking us how they can help,” he said. “We’ve been doing this long enough that they know us and know we’re not trying to embarrass them or anything. It’s an issue that everyone needs to fight for.” By 1 a.m. Thursday morning, Adams and Fox were shining flashlights and headlights down Wheaton alleyways, sharing a chocolate bar pickme-up and trying – unsuccessfully – to wake a man asleep in his car. “Our policy is usually not to wake them,” Adams said. “I think that is prudent here.” The two would drive up and down the city’s Front Street, going down alleys many don’t look twice at and poking around the stage in Memorial Park. They didn’t find any unsheltered homeless in Wheaton that cold night, but that doesn’t mean they weren’t there, Adams said. And as good as the trip can be for funneling care where it was needed most or directing people to places where they could get a warm bed for the night, the count is good for those who volunteer as well, Fox said. “It helps you remember the first time you saw someone sleeping in his spot in a parking garage,” she said. “I had some 25 years of experience working with people in poverty, but it’s different to experience it on a cold, dark night.”

Breuder’s windfall part of a pattern of poor leadership In a state with budgets in disarray, with the biggest pension crisis in the nation, with one governor in prison for corruption and another just recently released, it’s pretty tough to stomach Robert Breuder’s $760,000 payoff to retire early as College of DuPage president. At $142 per credit hour, a full-time student at College of DuPage taking 15 credit hours of classes can expect to pay $6,390 in tuition and fees alone. So Breuder’s windfall could pay for 118 students to go to school for a year, tuition free. Beyond the money itself, there’s the problem of what it represents. With this deal, which the College of DuPage trustees have approved twice now, Breuder gets to walk away from this job proud of all his achievements, convinced his tenure was a magnificent success, marred only by some meaningless unpleasantness at the very end. Oh, and he gets a building named after him. But what we don’t know is how many of those achievements and grand successes are empty. Breuder’s surprise retirement has come on the heels of the release of an email that showed the kind of dirty politics he’s capable of. He’s been exposed as just another Illinois charlatan, the kind of leader who has no qualms about pointing one way and then running the other. Breuder’s email to the board, which leaked in July, shows him proposing to deceive the state by making a planned project more politically attractive in order to wrangle $20 million in funding that the college was owed. In the email, Breuder expressed frustration over dealing with the governor’s office to free up the $20 million and said he wanted the board to convey the need for a teaching and learning facility as a means to obtain the money. “I have no problem with [board members

commenting on the need for a facility]; however, not being able to say how we would use the state’s money (perhaps no real need) could lessen our chances to break the money loose at this time (the political moon is rising),” Breuder said in the email. “A building that focuses on teaching and learning is politically attractive; more so than let’s say a student center, PE facility, etc.” Breuder also suggested getting the funding from the state and coming up with a plan of how to spend it at a later date. “There is also the option of telling the Governor we want the money, will bank it until we figure out how to use it and then building something,” Breuder said in the email. “Bottom line: I need some room to breathe on this matter so I can enhance the likelihood we get the $20 million soon.” The Chicago suburbs have seen something like this play out before. It was only in 2009 that McHenry County College up in Crystal Lake told their president, Walt Packard, his services were no longer needed. They decided they couldn’t fire him, though, and gave him another $200,000, plus benefits, for his trouble. Looking further downstate, when University of Illinois President Michael Hogan was fired in 2012 after just 20 months on the job – after succeeding another fired president – he was awarded a one-year, $285,100 “sabbatical” before he then returned as a history professor. Then these “leaders” go on to collect exorbitant pensions on top of the one-time piles of cash. As Illinois residents, as taxpayers in DuPage County, we can have no tolerance for these kinds of shenanigans anymore. We don’t want to hear that this is how things get done. Somehow, other states manage to get things accomplished without constantly resorting to dirty dealing. These payouts for failure have to stop.

In regards to the College of DuPage’s buyout of the president, I worked at a community college for more than 20 years and I’ve lived in the College of DuPage district for more than 38 years. I think where the big problem is, is the lawyers for the College of DuPage should have been more astute and could have prevented a problem with the Open Meetings Act. What needs to be done is that the college needs to get a new lawyer.

Consider this: Dr. Taub, director of the Columbia University Mesothelioma Center, has been passionate in raising money for research and patient care of those inflicted by this awful form of cancer. This month, N.Y. Assembly Speaker Sheldon Silver was found guilty of various charges including engaging in a sweetheart deal with Taub. Dr. Taub referred patients to Silver’s private law firm and in turn, Silver allotted public money in form of grants to the Mesothelioma Center. I suppose, though, this is where Illinois and New York diverge. The university immediately fired Dr. Taub and Silver resigned. In Illinois, you get a building named after you and you walk away with $762,000. Where is Lisa Madigan?

Rents are too high I read about Mindy’s, that antique store that used to be on Vallette Street, and wanted to mention the exorbitant rents. Remember the TCBY that was off Vallette on York Road. WHEATON – Several of the Wheaton Warrenville South show choirs recently placed in regional competitions, according to a news release distributed on behalf of the choirs. Esprit, the girls show choir, was named the unisex grand champion Jan. 17 at the Mount Zion Midwest Invitational competition. The 36-member song and dance group earned awards for best choreography and best vocals as well. On Jan. 24, they also were named first runner up at the Milton Choralation Invitation in Milton, Wisc. About 400 people attend the College of DuPage Board of Trustees special meeting Jan. 28 to discuss President Robert Breuder’s $762,000 retirement buyout. In addition, Breuder will receive a $762,867.77 lump-sum payment, according to the board-approved contract provisions. The college also will name its new Homeland Security Education Center after him. Trustees indicated their hands were tied on the buyout because of how pre-

vious boards had structured Breuder’s contract. “In an ideal world, we wouldn’t have severance packages,” Trustee Kim Savage said. “But we do have a contract that, if we end the contract, we owe him the balance of the contract.”

Chairwoman Erin Birt said the board quantified 1½ years of Breuder’s salary and benefits when coming to an agreement on the amount of money for the severance pay. “I think every single person around this table worked very hard at this,” Birt said. That didn’t stop the public from attending the meeting in droves to voice their disapproval. In all, about 400 people came, with 75 speaking during a public comment session that ran more than three hours.

GLEN ELLYN – The College of DuPage Board of Trustees’ recent decision to grant school President Robert Breuder $762,000 in severance has caused public outcry and legislative action in DuPage County and across Illinois. An estimated 400 members of the public attended a special board meeting Jan. 28 to air their grievances about the buyout. The board voted – for the second time – to approve the severance for Breuder’s retirement. Trustees voted 6-1 in favor of the buyout, with Vice Chairwoman Kathy Hamilton as the lone dissenter. Mrs. Keirn was born June 21, 1931, in Orange, California to George and Bernice (nee Yeo) Stannard. Georgene was a gifted pianist and co-founder of Visual Awareness Research Group, Inc. (a specialized software development company). She is survived by her daughters Karlene (David) Ball of Birmingham, AL, Kristina (Arthur Bernberg) Berg, of Punta Gorda, FL, and Sharon (John Whiting) Keirn of Glen Ellyn, IL; her grandchildren Rachel, Philip, Max, Rebecca, Samuel, and James; seven great grandchildren, and many loving friends and neighbors, who will all miss her smile. Breen announced Monday he would introduce legislation called the Breuder Rule, which would ban excessive severance packages for employees of public institutions. “Too many so-called ‘public servants’ are getting rich at the expense of the taxpayers, and the Breuder Rule will prevent this going forward,” Breen said in a news release. Breen’s legislation also would forbid community college boards from raising property taxes, tuition or fees after an excessive severance payout, which he defined as anything greater than one year’s salary and benefits. Breuder refused to comment on his retirement and the proceedings surrounding it. Several members of the public were upset Breuder would be the Homeland Security Education Center’s namesake, a decision the board voted in favor of in May 2013. Area residents urged the board to reconsider and name it after Staff Sgt. Robert Miller, a Wheaton resident who served in Afghanistan and died while protecting his fellow soldiers. He received the Medal of Honor in 2008. Kirk Allen of Edgar County Watchdogs said Miller would be a much more appropriate choice because he “paid the ultimate sacrifice for our freedom.”

Georgene and Phil were also often seen golfing at the Village Links in Glen Ellyn, the Twin Isles Country Club in Punta Gorda, and virtually anywhere they could take their clubs. Georgene and Phil travelled extensively, and Georgene, in particular, thoroughly thrived exploring new surroundings. To the delight of their children and grandchildren, they often included family members on their journeys. Later in her life, Georgene became an integral part of Visual Awareness Research Group, Inc. as its Corporate Secretary and Treasurer. She could always be counted on to come through for her family and friends with compassion, thoughts, and support. GLEN ELLYN – A 61-54 loss to Lake Park on Jan. 23 left the Wheaton North boys basketball team disappointed in its effort and denied the squad a share of first place in the DuPage Valley Conference. But the Falcons have responded to the setback in the best way possible, rattling off three consecutive victories, including a 65-52 nonconference decision against Glenbard West on Tuesday. “We were certainly disappointed after that game,” Wheaton North coach Dave Brackmann said. “And we definitely used that as fuel last week at practice. We are getting back to playing the kind of defense we want to play. We knew we had to respond, and hopefully we can turn that game into a positive in the long run. We are in the process of doing that.” The Hilltoppers gave Wheaton North a stiff challenge Tuesday and trailed by only five points late in the third quarter. But thanks to a balanced offensive effort, the Falcons were able to pull away in the fourth. Nick Traversa led the way with 23 points, Jake Heggeland had 14 and Luke Anthony finished with 13. “They are a good team,” Brackmann said. “They’ve got shooters, they’ve got a couple of guys who can get to the rim and they’ve got a post who is a good player. We knew it would be a tough matchup, and they certainly didn’t quit, they kept coming. “The last several games, we’ve done a good job of going inside out. Jake is playing great, and that has opened things up for other people. Everybody is playing unselfishly. But that didn’t seem to faze the St. Francis girls basketball team, which went on the road to beat Rosary 46-32 on Tuesday. The Spartans also knocked off the Royals 56-26 on Jan. 31 in Wheaton. “It’s always tough to come and play here because they are always a well-prepared team,” Spartans coach Mike Phillips said. “Overall, I was pleased with our effort. I thought we played a good team game.” The game started out slowly as the teams made more free throws (five) than baskets (three) in the first eight minutes.

The Spartans (16-8, 3-2 SCC) sank their first basket of the game, a 3-pointer by Sloane Baumgartner (11 points), in the closing seconds of the first quarter. The 3 gave St. Francis an 8-6 lead. Rosary also held the Spartans to one basket in the fourth quarter, but St. Francis more than made up for that drought in the second and third quarters, having a 24-15 lead at halftime and extending it to a 44-24 advantage after three quarters. Spartans sophomore guard Mia Mazza led all scorers with 13 points. Teammate Elinor Cycenas chipped in 10 points.
