A new bill introduced to the state House of Representatives could spell the end of the Forest Preserve District of DuPage County Board of Commissioners. On Feb. 26, state Rep. Deb Conroy, D-Villa Park, filed House Bill 3099 that would extend the terms of all current Deb board members until Conroy 2018, after which their responsibilities would be transferred to the DuPage County Board. Conroy said the move was about efficiency and saving money for taxpayers while still caring for county natural resources. “When I was first elected two years ago, I started looking at areas where we could save taxpayer dollars, and the forest preserve was one of the first ones,” she said. “In looking into that, I realized it was the only forest preserve board in the state of Illinois that is paid independently in that way
– most have stipends or are covered by the county board.” The DuPage County Board had long had control over the forest preserve, but the county created the separate elected board in 2002 and cut down the number of County Board members from 24 to 18, according to the forest preserve’s website. Conroy said eliminating the board of six commissioners and president could save taxpayers more than $500,000 annually by eliminating the board’s salary and insurance costs – which she claims cost up to $77,209.50 per commissioner each year. “With the situation that we are in now financially, every taxpayer dollar is important,” she said. In 2013, Conroy introduced a similar bill that would have let voters decide whether to have the board continue without receiving compensation. Another bill from former Rep. Dennis Reboletti from the same year would have done the same while dissolving the board in 2016.

WHEATON – The Wheaton City Council voted unanimously to change its city code Monday, making it easier for builders and landowners to construct houses a little higher. The city has long had different side yard requirements for varying housing heights. Recently, builders complained multistory homes taller than 30 feet and shorter than 35 feet tall were subject to unnecessary restrictions, especially compared to those 30 feet and below. For example, a two-story, 30-foot house on a 60-foot wide lot would need a minimum side yard setback of 8.4 feet, according to city documents. A 31-foot, two-story house on a lot of the same size would require a minimum side yard of 12.4 feet. Those setback requirements can be problematic at a time when homeowners want high ceilings, sometimes leading to flatter roofs to compensate, said Jim Kozic, city director of planning, at a Feb. 23 meeting. “I think what we see today is a squashed-looking house,” he said. “And people might not know why it looks a little odd, but that’s the reason.” The new requirements place side yard setbacks for multistory houses up to 35 feet under the same guidelines of those under 30 feet, which is 14 percent of the lot width or 14 feet, whichever is less. The change puts Wheaton in line with Glen Ellyn, Downers Grove, Elmhurst and Park Ridge, and council member John Rutledge said the new requirements correspond with what the city already was allowing in many recent developments. “It’s something that has grown out of some other building developments in town, and staff looked at it and made this recommendation and I think it’s good,” Mayor Mike Gresk said.

nlurz@shawmedia.com WHEATON – A recent donation from the Rotary Club of Wheaton could mean big things for a pair of pediatric brain cancer studies. The service organization presented its largest-ever gift of $25,000 to the Ross K. MacNeill Foundation during a special ceremony during a Rotary luncheon Feb. 18 at Arrowhead Golf Club. “It was a wonderful surprise and was an incredible effort on behalf of Wheaton Rotary,” said Kim MacNeill, foundation founder. “We didn’t know the total until they presented the check. We were thrilled.” The foundation is named for Kim’s son Ross, who lost his fight with pediatric brain cancer in 2013 at age 11, and is driven by Ross’ final wish to ensure children in the future did not have to struggle as he did. The goal is to have a cure by Ross’ 21st birthday. The funds for the donation came through the Noon Club of the Wheaton Rotary Club during its 25th annual Christmas Inn fundraiser in December. The club’s President-Elect Sheri Billing said she had known Ross since he was young through her children.

When it fell to her to choose a local nonprofit to support with the fundraiser, it was an easy decision, she said. The donation will go toward funding a pair of studies, one at the Ann & Robert H. Lurie Children’s Hospital of Chicago and another at the University of California, San Francisco.
The first, led by neuro-oncologist Dr. Jason R. Fangusaro, will begin clinical trials this summer on a special pediatric vaccine that uses tissue from removed brain tumors to inject back into the child. “It’s very exciting and fits perfectly with our mission,” MacNeill said. “It’s
very innovative ... and is a very promising new approach to treating and controlling brain tumors in children.” The second study by Dr. William A. Weiss will examine the growth of medulloblastoma – the same type of cancer Ross had, MacNeill said. Through his research, Weiss has hypothesized that three proteins contribute to the growth and return of these tumors. By implanting humanoid tumors into mice, scientists can attempt to test solutions to the problem before moving on to human trials. Billing said Ross’ story and the family behind the foundation have been key in the foundation’s success since its inception. “If you know Kim, she and I are built pretty similarly – we are go-getters,” she said. “Let me tell you, when it comes to your child, you’re pretty much going to do whatever it takes.

A: No, there never is a time when a person becomes too old to wear hearing aids. In fact, we know the aging process changes the auditory system. An aging adult has less ability to adapt to a challenging and noisy environment with or without hearing loss. Hearing loss causes greater diiculty for an older adult than on a twenty-something year old with the same hearing loss. he brain interprets what it hears. he speed in which the brain can process incoming auditory signals starts to decrease around the age of 40. As the processing slows, hearing and understanding speech becomes more diicult, even with normal hearing. When parts of speech become inaudible to the person with hearing loss, speech
understanding becomes more diicult. For instance, the phrase “tie your shoe” will sound like “_i_ your __oe” to a person with a typical high-frequency hearing loss. With the aid of visual cues, the person can see the speaker form the “sh” with their lips and can mentally insert “sh” at the beginning of “__oe” so that they interpret that word as “shoe”. However, we know that the beginning of a sentence or phrase is almost always missed, so the irst word is still “_i_”. As the speaker moves on to saying something else, the person with an aging auditory system and hearing loss cannot make sense of the phrase and struggles to catch up to the next words spoken. he point is, by correcting a hearing loss with use of hearing aids, a person can stay in the conversation and not zone out. he older the person is, the more critical it is to correct hearing loss. Safety, fall prevention, preservation of mental acuity, reduction of the efects of dementia and Alzheimer’s and the reduction of age related depression are all beneits of correcting hearing loss.
Under the new bill, the County Board chairman would appoint a fulltime liaison to advise the board on forest preserve issues. DuPage County Board Chairman Dan Cronin said while he “very enthusiastically” supported the mission of the forest preserve to protect and care for the land of DuPage, he would be open to a conversation on the best way to go about it. “Rep. Conroy is proposing a different model – different than the old one, different than the current one – so let’s be honest and open minded about it and take a look at it, just as long as it protects and preserves the open space and environmental habitats,” he said. Forest preserve commissioner Tim Whelan called the legislation unnecessary and “not very well thought through” and said there are plenty of other, more efficient areas to focus cuts. He said he believed what the County Board did was and should be separate from the tasks of the forest preserve. “Our mission is preservation and acquisition of and preservation of green space ... and the County Board is more about the concepts of economic development and development,” he said. “Each government agency is different from the beginning – that was the motivation for dividing the boards up in the first place.” Board members frequently meet with staff, constituents and stakeholders outside of official board meetings, Whelan said, providing more perspectives to issues. “I feel that to be able to serve the taxpayers of DuPage County from a forest preserve perspective, it is better to have our own board and discuss these issues every day, every week, so we can assure we have our preservation,” he said.

A West Chicago man was sentenced to 17 years in prison Tuesday after pleading guilty to a charge stemming from the 2013 death of a Wheaton man after an incident at a party. Anthony Rios, 19, pleaded guilty to armed violence, a Class X felony, Tuesday morning, according to a news release from the DuPage County State’s Attorney’s Office. The charge stems from Nov. 17, 2013, when Rios, Jonathan Jimenez and Alejandro Martinez – who were believed
to be members of the Satan Disciples gang – were at a party with 22-year-old Thomas Tecuatl of Wheaton, w h o w a s b e - Anthony Rios lieved to be a member of the rival Surenos 13 gang. Transparency fight is renewed in Springfield Here we go again. Some lawmakers in Springfield again are taking aim at making government less transparent. Republican state Rep. Joe Sosnowski of Rockford has filed House Bill 261. If passed, it would end the publication of all public notices in newspapers in favor of government websites. The legislation states when a governmental unit is required to provide notice by publication in a newspaper by law, order of court or contract, the governmental unit may publish the notice on an official government website instead of in a newspaper. You might recall a similar assault of transparency occurred in 2011, when a similar bill was filed. It was unsuccessful. Proponents of the bill say it would save governments money. The trade off might seem sensible, but a closer look exposes the legislation for what it is: a stealthy assault on open government under the guise of saving money. Newspapers, of course, have a vested interest in this matter: The bill would take revenue from most newspapers. For decades, however, public notices have been printed in newspapers for a good reason: to provide the greatest verifiable public exposure for the money spent. (Public notices are billed at a discounted ad rate, by the way). The audience provided by a local newspaper dwarfs the number of readers on a local governmental website. The legislation’s flaws become more apparent with the realization many people still don’t use or have
access to the Internet, especially the poor, the elderly, minorities and the disabled. Ample proof exists that local governments blatantly disregard the law when it comes to posting information online. A recent audit conducted by the Citizens Advocacy Center studied more than 750 public body websites in Illinois. In cases where local governments already are required by law to post information on their websites, the compliance rates were abysmal. Only 73 percent complied with posting notice of upcoming meetings, a mere 57 percent complied with posting proposed meeting agendas and less than half – 48 percent – complied with posting approved meeting minutes. And remember, Illinois has an excessive number of taxing bodies. Citizens would have to check each one to monitor legal ads, which provide notice of such things as public meetings, budget hearings and government expenditures. That’s much less efficient for the public than having a one-stop source for public notices – the local newspaper. For people who use the Internet, Illinois newspapers (including this one) already offer a free, online public notice service. Visit www. publicnoticeillinois.com/ to search for public notices from this community and many others. HB 261 is sitting in the House Counties & Township Committee. That’s where it should die. The bill is a risky step backward for the interests of open, honest, above board government. In Illinois, it’s absolutely the wrong step to take.

Upset with COD officials I was just reading the article on “College of DuPage officials respond to radio station fraud.” It seems to me that they’re putting quite a spin on this. One thing they seem to feel is because the percentage, when you figure it that way, is so low when it comes to the cost that it’s insignificant. Maybe I’m not reading this article correctly, but it surely seems to me that the COD officials don’t regard the taxpayers at all. I’m really upset right now.
Park space is more valuable than presidential library plan By what authority can the Chicago Park District give away 20 acres of parkland so that the presidential library can be built next to the University of Chicago campus? Can’t ban everything While reading the letter from 15-yearold Abby in her quest to protect the Earth from plastic bags, her statement, “Recycling puts all the responsibility on me,” struck me with another sad reality that many of our young people are not being taught that yes, the responsibility does get put on you as a responsible person. If it was that easy to take care of the earth by banning or charging for plastic bags, why not ban/ charge/tax every single item that you see along the road (cans, newspapers, straws, etc.)?

Wheaton North hosts DuPage County spelling bee By NATHAN LURZ nlurz@shawmedia.com WHEATON – Perlustrate. Stymieing. Inselberg. Picaresque. Hard enough to spell on their own, a group of 28 third through eighth grade students from around DuPage County had to wade through these words and more in front of a crowd and a panel of judges Feb. 25 at the county’s spelling bee at Wheaton North High School. For nearly two hours, contestants took turns striding – or nervously sliding – up to a microphone and spelling everything from the names of German cheeses to episodic styles of fiction. One slip-up, misspeak or mix-up and they had to sit down. “This year’s spelling bee competition was extremely competitive,” stated Regional Superintendent Darlene Ruscitti in a news release after the event. “It was very clear to me that the students put in a lot of hard work and studying to prepare for the spelling bee. All of the contestants are to be congratulated for getting to this level of competition.” Chris Chang of Oak Brook’s Butler Junior High School was the last speller standing out of the best spellers from 69 public and private schools after 12 long rounds. His winning word was nitrite, a molecule made up of two oxygen atoms and a nitrogen atom. All participants in the bee received a Barnes & Noble gift card from the DuPage Regional Office of Education. Though it was a scary experience, Chang said, he believed he thought he had a good chance of winning as he had previously competed in a national spelling bee in Singapore when he lived there in sixth grade. The word he missed then? Narcissistic. “People always told me I was a bit of a grammar Nazi,” he said after his win, a fact his younger sister corroborated. “I thought I had a pretty good chance of

Chris Chang beat out Kurt Leano of Leman Middle School in School District 33 and Saahil Sorakayala
of Lakeview Junior High School in School District 66. Leano said he, too, was pretty confident throughout, though admitted he didn’t practice much. He chalked up his success to his love of reading. “Most kids play video games – I read books,” he said. But some video games, too, his father Gaynold corrected. He said he was proud of Kurt, and hoped it would be a valuable lesson about motivation and commitment.
Now Chang will take his word prowess on the road, as the spelling bee’s sponsor, ComEd, will provide him an all-expenses-included trip to Washington D.C. to compete at the 2015 Scripp’s National Spelling Bee on May 24 through 29. He said he hadn’t even begun thinking about spelling on the big stage yet. “I think I’ll have to wait outside the auditorium,” Carol Chang said, laughing. “I don’t know if I’ll be able to handle being in the room.”

Having this award determined by businesses and members of the U.S. Chamber of Commerce has been a source of validation for the entire business, he said. “Sometimes you’re standing behind the bar and think ‘Am I really a business or am I doing this and running myself ragged and I don’t really know what I’m doing?’” he said. “And getting even this far in the competition … I think that says a lot about our idea and business model.” Wheaton’s pair of businesses on the list – two of four from Illinois and one of only a few cities that had multiple winners – was a good reflection of both the city’s business community and the people behind them. “It’s kind of like the Oscars – they can never take that away,” she said. “I hope they remember they were named Blue Ribbon-quality businesses in 2015 and they continue with that attitude.”

St. George sets record, wins state title By MATT LE CREN editorial@mysuburbanlife.com WINNETKA – Max St. George made history in his final meet as a Wheaton co-op swimmer. The senior became the third swimmer in school history to win a state championship and the first to break a state record when he captured the 100yard backstroke title at the state finals at New Trier. St. George came into the meet seeded first and set the state record during Friday’s preliminaries. His time of 48.07 seconds eclipsed the old mark of 48.21 set two years ago by Loyola’s Andrew Jovanovic, who now swims for Northwestern. St. George followed that up by winning the title Saturday in 48.20, a healthy 1.2 seconds ahead of runner-up Daniel Hein of DeKalb.

state record holder in 100-yard backstroke “It feels great,” St. George said. “I’ve been working toward this all season. I was going for [both the record and title].” St. George placed fourth in the backstroke and eighth in the 200 individual medley last season before undergoing elbow surgery in the summer. “I had elbow problems during last high school season and then I got the surgery, so I was able to do more this
season,” St. George said. The timing of the surgery proved to be beneficial for St. George, who was able to recover and rest for six weeks. “If you take any time out of the sport you always worry, but it ended up being a good thing for him,” Wheaton coop coach Jacob Ayres said. “If it had been six weeks at the wrong time, it could have been a big deal.” Instead, St. George made history in his senior season. The Duke recruit began Saturday by leading off the co-op’s 200 medley relay, which finished eighth place as St. George, Evan Sheriff, Danny Sivak and Matt Rogers earned the fourth relay medal in program history. St. George then took fifth in the 200 individual medley in 1:51.98 before taking down the backstroke record and becoming the school’s first state champ since Will Schaefer won the 500 freestyle in 2005.

“I don’t know what to say, I’m just really happy about [the record],” St. George said. “It feels great.” Ayres felt great watching his star shine. “Obviously it’s exciting and hopefully some of our younger guys look at what he accomplished and get excited about the future,” Ayres said. “A talent like him comes along once every how often and it’s the only state record broken in this meet besides the diving. “It’s been a treat all year to watch him train, to watch him practice and this is honestly the result I thought he deserved.” In other results, Rogers finished 11th in the backstroke in 52.56 and Luke Cooperman took 10th in diving with 424.25 points. In the team competition, Wheaton co-op placed 10th with 23 points.

Wheaton North records 20th win, advances to regional finals By SCOTT SCHMID sschmid@shawmedia.com AURORA – After coming up a game short of a share of the DVC title, Wheaton North accomplished one of its goals by reaching the 20-win mark Tuesday. Now the Falcons have set their sights on something even bigger as the team will play for the West Aurora Class 4A regional title Friday after dispatching of East Aurora 61-45. “We are really happy,” said senior Nick Traversa, who led all scorers with 17 points. “This is the first time in a while I think [to be playing in the regional final]. And we got our 20th win. We were really focused on that first and now hopefully a regional championship.”

But the Falcons closed out the period on a 12-4 spurt, highlighted by 3-pointers from Traversa and Nick Jordan, and never looked back.
“I thought we got into a little bit of a rut setting for 3s early in the second half and we weren’t making them,” Wheaton North head coach Dave Brackmann said. “We started attacking the rim and that opened up the 3s and we started knocking them down. “I thought our kids did a nice job responding when they made a run, and you have to do that in the playoffs. A lot of different guys stepped up tonight, it was a good team win.” In addition to Traversa, Luke Anthony and Jordan also reached double figures with 14 and 13 points, respectively. “We are always a pass-first team,” Traversa said. “It’s about getting rebounds and going down and looking for shooters and we’ve got guys who
shoot with confidence. At the start of the season, we were pretty good at passing the ball, but we’ve gotten a lot better at it. And we’ve been able to get a lot of open looks.” Wheaton North wrapped up the regular season with a 51-44 win against DuPage Valley conference champion Lake Park on Feb. 25. The Falcons finished as the runner-up in the league with a mark of 7-3, one game behind the Lancers. Traversa led three players in double figures with 16 points. Jordan scored 12 and Jake Heggeland added 10. The Falcons also had three players selected to the DuPage Valley all-conference team with Jordan, Traversa and Heggeland all gaining recognition. Kar Reng was special mention and Anthony was honorable mention.

With the loss, the team finished with a record of 11-18, more than doubling their win total from a year ago. “I’m real proud of them,” Healy said. “I thought the last four, five weeks we played the right way and practiced the right way and they treated each other the right way. They became selfless. “It’s a fun group and they work hard. They always gave a great effort.” WWS wrapped up the regular season with a 24-23 loss to Naperville Central on Feb. 25. Trailing 11-6 at halftime, the Tigers went on a 15-0 third quarter run but were outscored 13-2 over the final eight minutes. Nick Healy led all scorers with nine points after making a trio of 3-pointers. In other news, Josh Ruggles was selected to the DuPage Valley all-conference team. Eric Rasch was special mention.

GLEN ELLYN – Mike Healy’s return to the sidelines following a threeyear hiatus concluded Monday night, but the head coach was very appreciative to once again have an opportunity to work with the Wheaton Warrenville South boys basketball team. “I enjoyed it,” Healy said. “I love being with the kids and I love basketball. It’s fun; it’s fun hanging out with them. They make you feel older in one way and they keep you young in another way. I feel very blessed to have coached them.” The 2014-15 campaign came to a close with a 63-46 loss to the host Hilltoppers in a quarterfinal matchup at the Glenbard West Class 4A regional. The home team hit four 3-pointers in the opening quarter to take a 21-9 lead, and though WWS cut the advantage to six at halftime, the Tigers could never get over the hump after intermission. “I told the guys at half, that is how you handle stuff like that,” said Healy, referring to Glenbard West’s fast start. “You kind of grind and keep playing and find a way to get back in and I thought we did. “But they are good and offensively, they are talented. They have a lot of pieces and we just couldn’t get stops. And if we got stops, they got offensive rebounds.”

A senior forward for Elmhurst College, McMahon totaled 37 points and 16 rebounds against Illinois Wesleyan on Feb. 21.
