REFUND POLICY AND PROCEDURE

It is the intention of Shawnee County Parks + Recreation to offer a refund and/or account credit for participants who qualify and meet the requirements. All refunds will be issued via check in accordance with the County’s Treasurer’s bill paying schedule. There are no cash refunds.

Programs may be combined or canceled due to insufficient enrollment. A full refund or SCP+R credit will be issued for programs, sports leagues or shelter reservations canceled by SCP+R.

Any account with an outstanding balance will have the requested refund amount applied to that balance. If requested refund amount exceeds the outstanding balance, a refund will be issued.

CANCELLATION

Programs may be combined or canceled due to insufficient enrollment. A full refund or account credit will be issued for programs, sports leagues or shelter reservations canceled by SCP+R. Credit card refunds can only be processed if program was canceled by SCP+R.

SPORTS LEAGUES AND CLINICS, PROGRAMS, ROOM RENTALS

Refunds will be issued with a 20 percent cancellation fee if canceled by participant at least 21 days prior to the program start date. Cancellations fewer than 21 days prior to the start date will receive a 50 percent account credit. Account credit shall be utilized within 12 months.

SHELTER RENTALS, GREAT OVERLAND STATION AND OLD PRAIRIE TOWN/WARD-MEADE

Refunds will be issued with a 20 percent cancellation fee for rentals canceled by the participant at least 60 days prior to the reservation. Cancellations less than 60 days prior to the reservation date will receive a 50 percent account credit. No account credit will be issued if cancellation is less than seven days of reservation. Any shelter transfer shall follow the refund policy. Transfers to a lower price shelter shall not yield a refund. Account credit shall be utilized within 12 months.

CAMPGROUND

All campground fees are non-refundable including unused reservations.

SCHOLARSHIPS

“Our vision for programming is to reach out to people of all ages to encourage them to experience parks and recreation facilities through well-designed programs that create a lifetime of memories.”

Shawnee County Parks + Recreation provides a wide variety of recreation opportunities for youth, yet not all families are able to afford the fees for participation in our programs. A youth scholarship program has been designed to assist those who meet the financial guidelines as set forth. Scholarship approval is good from Feb. 1, 2023 to Jan. 31, 2024. Forms are posted at parks.snco.us or call 785-251-6800.

SPORTS LEAGUES/CLINICS, PROGRAMS, CAMPS AND ROOM RENTALS

Refunds will be issued with a 20 percent cancellation fee if canceled by participant at least 14 days prior to start date. Cancellations fewer than 14 days prior to start date will receive a 50 percent SCP+R credit.

SHELTER AND OTHER FACILITY RENTALS

Refunds will be issued with a 20 percent cancellation fee for rentals canceled by the participant at least 30 days prior to the reservation date. Cancellations fewer than 30 days prior to the reservation date will receive a 50 percent SCP+R credit. Cancellations with fewer than 60 days prior to the reservation date will receive a 50 percent account credit. No refund will be issued if cancellation is less than seven days prior to the reservation date. All reservation transfers shall follow the conditions of this policy. Transfers to a lower-priced shelter shall not yield a refund.

CAMPGROUND

All campground fees are non-refundable, including any unused reservations.

NEW ERA BEGINS FOR GAGE PARK MINI-TRAIN

The winners of a raffle drawing boarded the new electric Gage Park mini-train on a chilly March 13 to become part of history during the train’s first run on the mile-long course through the park. The train, manufactured by Chance Rides, replaces the Iron Horse diesel mini-train that ran for 55 years. The old train was retired at the end of last season due to frequent mechanical breakdowns and difficulty finding replacement parts.

The new train runs on electric batteries, like those in an electric car. The batteries can be recharged at a dock at the train depot in Gage Park.

The electric train has far fewer mechanical parts to break down. That’s good news for Brent Hulsether, fleet manager, and Dan Dodds, mechanic, who have taken care of the old train for Shawnee County Parks + Recreation. When the old train broke down, the duo would drop what they were doing and run to fix the train. Weekday, weekend or holiday, nothing was more important than getting the train running again for the children.

Calling his work, “a labor of love,” Dodds recalls climbing out from

under the train on a 90-degree day only to have a child run up, hug him and say, “Thanks for fixing the train.”

Dodds once took an alternator from his own pick-up truck to temporarily replace an alternator that had gone out on the train. Hulsether and Dodds tell stories of taking engines or water pumps off of park tractors to keep the train running.

When other parts of the old train broke down, even if new parts were available, the new parts were not the same size as parts that were made when the train was built. Some replacement parts had to be manufactured from scratch by metal fabricators.

The new train still makes traditional train sounds including a train whistle than can be heard throughout the park as the train runs. This train pulls five passenger cars as opposed to the four cars pulled by the old train. The seats on the new train are several inches higher, making it easier on parents and grandparents sharing Gage Park memories with their children.

Admission to ride the train remains at $2 per person.

Shawnee County Parks + Recreation programs are developed with several goals in mind:

· SCP+R strives to promote a healthy active lifestyle through program activities and choices.

· Participants develop new skills and abilities. Staff and instructors provide an emotionally supportive, positive environment.

· Programs offer an opportunity to engage in socialization for all ages.

· Large motor, fine motor, and cognitive development are promoted through new experiences and peer interaction.

Preschool Summer Fun

This is a recreational preschool program that provides 3-5 year olds a social and emotionally supportive hands-on environment. Children will engage in large and fine motor skill development through arts and crafts, stories, games and play. Each week will focus on a different theme. A daily snack will be provided. Children must be fully potty trained and able to take care of bathroom needs.

SPORTY SPROUTS SERIES

Recreational sports clinics provide a great way to introduce preschoolers to a variety of activities that encourage an active healthy lifestyle. Clinic instructors will provide a safe, positive environment for kids to work on new skills. Good sportsmanship and team building are emphasized. An adult is required to participate with the child during instruction time.

T-Ball

This class teaches baseball/softball fundamentals such as hitting, running, throwing and fielding. Sporty Sprouts is a place for kids to enjoy socializing and meeting new friends while learning T-ball skills. An adult is required to participate with the child during instruction time.

Art for Tweens

SHAWNEE COUNTY TRAILS

Shawnee County Parks + Recreation’s 60 miles of trails offer a leisurely stroll with side ventures into beautiful gardens, or a hike, run or mountain bike ride up hilly terrain leading to panoramic views of the county. There are 32 miles of paved trails and nearly 28 miles of natural surface trails running through forested, prairie and open natural areas. Shawnee County Parks + Recreation is continually increasing the number and length of trails in our community while connecting as many trails as possible.

Shunga Trail – 8.5-mile paved concrete pedestrian/bicycle trail beginning at SW 29th and McClure) and continuing east to SE 2nd where it meets the Deer Creek Trail.

Lake Shawnee Trail – 7-mile paved concrete pedestrian/bicycle trail encircling the lake.

Dornwood Nature Trail – 9.9 miles of natural surface, woodland hiking trail accessible from SE 25th and Highland.

Landon Trail – 4.75-mile paved and gravel trail along an abandoned railroad track running from SE 15th to SE 45th.

Azura Trails at Skyline Park – Four single-track loop trails comprising 4.47 miles of natural surface trails through wooded and prairie areas offering the most panoramic views of Shawnee County from the famed Burnett’s Mound.

Warren Nature Area – 4 miles of natural surface trails beginning at SW 25th and Gage east of Felker Park. The trail includes a wetland to slow and clean runoff water from streets and neighborhoods. Many birds, mammals and aquatic species can be found here.

Welton Grove Park – 3 miles of natural surface trails.

Shawnee North Nature Trail – 2-mile natural surface trail on undeveloped parkland comprised of grasslands and wooded areas. Shawnee North Community Park also has a .8 mile paved fitness loop trail encircling the west side of the park.

Gage Park Fitness Loop Trail – 2-mile paved trail encircling Gage Park.

Deer Creek Trail – 3.6-mile trail from SE 2nd to SE 29th St. connecting the Shunga Trail to the Lake Shawnee Trail via SE 29th Street.

Grant-Bradbury – Located west of Forbes Field, 2 miles of natural surface trails run through 80-acres of virgin prairie that has never been plowed. The area includes hundreds of native prairie species, some of which are scarcely found elsewhere in the state.

Soldier Creek Trail – 1.8-mile paved concrete bicycle/pedestrian trail from NE Garfield Park to NW Lyman Road.

Orville Rice Nature Trail – 1-mile mowed grass single track trail following Shunga Creek from SW Gage to the Shunga Trail near McDonald Field.

Oakland-Billard/Santa Fe Park Trails –1.6 miles of paved trail.

Freedom Valley – .75-mile concrete path.

Clarion Woods Trail – 1.54 miles of singletrack trail through a red cedar forest.

Willow Park – .5-mile paved walking paths.

Betty Phillips Park – .44-mile paved trail.

Brookfield Park – .3-mile paved trail.

Play is part of a healthy active lifestyle. Use the gym to work on basic skills or practice new ones in a social atmosphere. Hang out with your friends in the lounge playing on the game tables, watching TV, or using the computer lab. Study space is available. Center staff provides a positive supportive environment.

Over the Hill

Spend an evening on a guided walking tour of the former Shawnee County Poor Farm. This tour explores the grounds and missing buildings of the old farm as well as covers some of the dark history of the park. Hear the old tales of bootleggers, grave robbers and the Topeka State Insane Asylum at the oldest park in Shawnee County.

On June 8, 1966 the first recorded F5 tornado crested Burnett’s Mound and wrought a trail of destruction through Topeka. Now we are opening the gates at Skyline Park to explore this historic event. National Go Skateboarding Day

Go Skateboarding Day is celebrated annually on June 21. Skateboarding is a recreational activity and an action sport that involves riding a skateboard and performing tricks. This fun celebration endeavors to get people to go skateboarding wherever there is a rideable surface such as a skate park, road, etc. This day and event will be for all ages. I Can Bike @ Central Park Community Center

Join us for this unique, life-changing recreational program in which each participant with a disability is empowered to maximize their bicycle riding “abilities”. We’re taking fun to the parks, events and even your workplace. Meet you there! Mobile recreation programs make it even easier to bring fun and play to people of all ages and any location. We deliver healthy activities all over town. The Rec+Roll van is outfitted with yard games, balls, hula hoops, disc golf, art and fitness supplies, music and a PA system with microphones. The Great Overland Station features 34-foot-tall hand-painted ceilings with 900-pound chandeliers and has been restored to its original 1927 design. There is a community venue space for weddings, conferences and other celebrations while preserving Topeka’s railroad heritage. Visitors to the museum can learn about four major railroads; the Santa Fe/BNSF, Union Pacific, Rock Island, and Missouri-Kansas-Texas Railroads. Outside of the building, the BNSF Plaza includes the Corridor of Flags and All Veterans Memorial honoring our nation’s veterans and active military.

Great Overland Station brings Topeka’s railroad heritage to life through video, photographs, and artifacts. Try your hand at Morse Code with our interactive telegraphy exhibit. Hours of Operation

The Kossover Tennis Center offers low-cost, organized programs and supervised tennis play for the entire community. The Tennis Center is open April 1 to mid-October, seven days a week, except during inclement weather and holidays. NEW - Native American Encampment

Our new Native American encampment was designed by Prairie Band Potawatomi and Citizens Pottawatomi Nation members. The encampment includes a bark house, a medicine wheel, prayer circle and a garden. The area also includes signage with Native American history and information on the tribes that were relocated to this area from other parts of the United States during the Trail of Tears.

The Ward-Meade Botanical Garden was established in 1963. There are approximately 500 varieties of trees and shrubs in the 2.5-acre garden in addition to the annual flowers planted each year. Weddings may be held in the garden. 785.251.6993.

The Garden’s entrance is at the trailhead facility located north of West Edge Road and 37th Street. The entrance begins with a 60-foot covered bridge and continues through to meditation and rock gardens, annual and perennial beds, rose and water gardens, a gazebo, pergola, pagoda, waterfalls and several ponds. An arboretum with 120 species of trees is just across the street.

Rose Garden Weddings

Imagine the romantic beauty of your wedding in the Reinisch Rose Garden. Peak blooming times for the 4,500 rose bushes are late May into early June, and again in early to mid-September.

The Carousel Party Room north of the garden accommodates final wedding and dressing preparations. The adjoining air-conditioned room has a full kitchen, serving island, tables and chairs to seat 42 for a small reception or a gathering place before the wedding.

Campground Policies

• Laundry facilities are available at the shower building.

• Ice and firewood are sold at the concession area from April 15 to Oct. 15.

• Showers and restroom facilities are located at the entrance area and north end of the campground. Please keep these areas clean.

• Please have your children watch carefully for cars around the area. YOU are responsible for the conduct and whereabouts of your children at all times. Courteous behavior is encouraged.

• Animals must be under control of the owner and on a leash 10-feet or less.

• A dump station is available for use. Fee is $8 for non-campers.

• Sites 117-119 and 132-141 are designated tent sites. A $6 fee is assessed to those parties wishing to set up a tent behind a camping unit or a second tent in specified sites.

• Reservations must be for a minimum of two (2) nights.

• Refunds will not be issued for unused sites.

The Kansas Children’s Discovery Center is a hands on children’s museum where children can explore, create, discover and learn through play. Held in the parking lot of the Topeka Zoo, the sixth annual Native Wildflower Sale will offer a wide variety of native wildflowers to cover all blooming seasons through spring, summer, and fall. More than two dozen varieties will be available. All wildflowers sold will be native to this part of northeast Kansas. 100 percent of the proceeds go to the zoo’s Conservation Fund.
