Hello S&R Stakeholders, In this month’s issue, we showcase our visit to Caribbean Dockyard and Engineering Services Shipyard (CARIDOC) which also included an on-site S&R Cluster meeting. Both events were held on April 30th 2009. S&R Leadership would like to publicly thank the Management of CARIDOC for their warm hospitality and also for the use of their meeting room. Chinese Shipbuilding Delegation Visits Port of Spain. A delegation from the People’s Republic of China (PRC) recently met with officials of the Ministry of Trade and Industry (MTI) and the Shipbuilding and Repair Development Company of Trinidad and Tobago Limited to discuss possible investment in the domestic shipbuilding industry. Recently, China has overtaken Japan to rank second in the world in terms of the three biggest indexes of the industry and presently has three enterprises ranked among the top ten shipbuilding enterprises in the world. China has made no secret of its intention to become the world’s largest shipbuilding nation by 2015 and now claims a large slice of the tanker, bulk carrier and containership order books. Congratulations to Ms. Diandra Fournillier. We would like to extend our congratulations to Diandra on her success in pursuing the Matriculation to the BSc (Hons) Occupational Safety, Health & Environment programme at the School of Business and Computer Science, in association with the University of Greenwich, London. It is interesting to note that Diandra initially met with us at last year’s Trade and Investment Convention (TIC) held at The Centre of Excellence in Macoya, Trinidad, where our S&R Cluster had an information / trade booth. In partial fulfillment of the course, she completed a research project entitled ‘Factors Which Influence the Safe Execution of Hot-Work on Vessels in Trinidad & Tobago’. GOVERNMENTS APPROVE UN CONVENTION ON SHIP RECYCLING Sixty-three governments approved a U.N. convention May 15th 2009 that aims to make the business of scrapping the world's freighters, luxury liners and oil tankers safer and greener by requiring higher standards at recycling yards mostly located in South Asia. But critics led by a coalition of 107 environmental and rights groups complained the International Convention for the Safe and Environmentally Sound Recycling of Ships doesn't go far enough. They want governments to ban the practice of breaking down ships along beaches and require ship owners to remove all hazardous materials before sending them for recycling. An estimated 1,000 ships are broken down each year, mostly in India, Bangladesh and Pakistan, and to a lesser degree in China and Turkey. Sending the ships to the developing world saves the industry money but exposes an army of poorly trained workers to deadly hazards. Dozens die each year in explosions and accidents while others are sickened later in life after coming in contact with asbestos and other substances. The pact drafted by the International Maritime Organization will go into force two years after 15 countries, representing 40 percentage of world merchant shipping by gross tonnage, formally ratify it. The 63 countries including those with ship recycling industries agreed to limit the amounts of hazardous materials that ships are built with and require older ships to be broken down in yards that meet certain environmental standards. The convention also requires recycling facilities to institute measures that reduce explosions and other accidents and ensure that workers are properly trained and provided with safety equipment such as gloves, goggles and face masks. "This significant international convention provides a single regulatory platform needed to address safety, health and environmental issues in the disposal of end-of-life ships," said Eva Cheng, Hong Kong's secretary for transport and housing. "It will help protect the health of workers in recycling yards, reduce damage to the environment and be instrumental to the sustainable development of the shipping industry worldwide." Page 3 of 19

PETROBRAS BEGINS PRODUCTION AT TUPI Brazilian energy company Petrobras has started production from the Tupi field in the pre-salt layer of the Santos Basin, via an extended well test (EWT) on Block BM-S-11. The Tupi EWT kicked off production from well 1-RJS-646. The well, in about 2,140 m (7,020 feet) of water, is connected to FPSO BW Cidade de SĂŁo Vicente, which has a production capacity of 30,000 b/d of oil. The block is operated by Petrobras with a 65 percent interest, in partnership with BG Group, which holds a 25 percent interest, and Galp-Energia, which holds a 10 percent interest. The purpose of the 15-month test is to collect technical information for the development of the pre-salt reservoirs, including the behavior of the reservoirs in long-term production, fluid movement or draining during production and underwater offloading studies to define the best geometry for the final wells, which may be vertical, horizontal and/or deviated. According to BNamericas, output during the EWT will peak at around 15,000 b/d. With the beginning of the Tupi EWT, Petrobras starts the development of a new exploratory frontier, oil reservoirs in microbial-type carbonatic rocks located at a depth of some 5,000 meters (16,404 feet) from the seabed. Located more than 300 km (186 miles) from the coast, the development of this area will require a new, complex logistics model not only to transport people and equipment, but to store and offload production. The FPSO installed for the EWT will be connected to two wells, testing well 1-RJS 646 in the first nine months and the second well, 9-RJS 660, in the remaining six months. After the EWT is completed, the Tupi Pilot Project will start-up, with a capacity to produce and process 100,000 b/d of oil and 4.0 million cubic m/d (141.3 MMcf/d) of gas. The first definitive module for the development of the area may be an extension of the pilot project. Development of Tupi, with its high quality medium to light oil, will support future development projects in the pre-salt area. Tupi has an estimated five to eight billion barrels of recoverable reserves.

TRINI ‘SALUTED’ BY US PRESIDENT / COMMANDER-IN-CHIEF OF THE UNITED STATES NAVY On May 22nd 2009 Trinidadian born Sade A. Holder was singled out for commendation by US President Barack Obama during a commencement ceremony held to honour more than 1,000 graduating midshipmen at the United States Naval Academy located in Annapolis, Maryland.

President Obama, the first African-American Commander-in-Chief, congratulated the Naval Academy for increased diversity as he faced a graduating class that was 20 percent female and more than 20 percent minority. Less than 5 percent of the Class of 2009 is AfricanAmerican, according to academy statistics. President Obama singled out four midshipmen for special praise, including Sade A. Holder. It's the patriotism of Sade Holder who came to America as a child from Trinidad, enlisted in the Navy and then earned the titles she values most: "U.S. citizen" and "Navy Midshipman" and today, "Ensign." U.S. President Barack Obama delivered the commencement address to more than 1,030 graduating Midshipmen, who were commissioned as Navy Ensigns and Marine Corps Second Lieutenants.
The 24-year-old was serving in the Navy when she applied to and was accepted at the Naval Academy. She graduated with a 4.0 grade-point average and a Degree in Quantitative Economics.

INTERNATIONAL NEWS Korean Builder to Help with Venezuelan Shipyard - May 21st 2009 South Korea’s Sundong Shipbuilding & Marine Engineering has signed a Memorandum of Understanding (MoU) with fellow Korean shipbuilding consulting firm AHO Group to provide shipyard construction and shipbuilding technology consultation to the rebuilding and expansion project of Venezuela’s Astinave Shipyard. AHO and PDVSA Naval, Venezuela, recently signed the shipyard expansion contract worth US$600 million. Currently covering an area of 200,000 square metres, Astinave’s facilities will be expanded to 1.4 million square metres. With work to be completed over four stages, the yard will, by 2012, be capable of building Aframax tankers and offshore plants.
Chavez Seizes Oil Service Firms - May 8th 2009 "This is a revolutionary offensive," he told workers near Lake Maracaibo, Venezuela's main oilproducing area. Military vehicles were used as the state oil company seized supply boats and two US-owned gas facilities. Mr Chavez nationalised Venezuela's main oil assets two years ago. The fresh drive comes as falling oil prices put state finances under pressure. The move places hundreds of boats, several ports and an estimated 8,000 oil workers under state control.
Funding Agreed for Samsung Consortium Brazilian Shipyard - May 7th 2009 Samsung Heavy Industies is part of the Atlantico Sul (AS) consortium which this week received news it is to receive Reais 542 million (US$248 million) from the Brazilian National Development Bank (BNDES) to build a new shipyard capable of constructing tankers up to VLCC size. The BNDES has confirmed this week it will hand over the cash to the AS shipyard in Suape, after several months of delays and suppliers waiting for payments. Around Reais 290 million of that money will reportedly be in AS’s hands “before another week is over”, thereby staving off a revolt from yard suppliers. The 'soft loan' from the BNDES will go towards the Reais 1.4 billion total investment made by the AS consortium - which includes Carmargo Correa. Queiroz Galvao, PJMR group and Samsung - in building the new state-of-the-art yard, and it is in addition to the Reais 513 million loaned to AS last year. However, Rio-based newspaper claimed that suppliers to AS had been waiting “months” for payments, while the BNDES hesitated to release the funds. Once it secured the $1.2 billion contract for 10 Suezmaxes from state-controlled tanker company Transpetro, AS last year increased its investment in its Pernambuco yard from $600 million to $1.2 billion to double its size (from 80 to 162ha). It then secured further orders, including five Aframaxes (worth $516m) from Transpetro and two VLCCs from Noroil (for $424 million) and is currently sitting on an order book worth close to $3 billion. New Vyborg Shipyard to Be Ready by 2011 - May 6th 2009 Russian NGOs in Primorsk have approved the allocation of land for a new Vyborg Shipyard facility. The new shipyard will be capable of building ships larger than 100,000DWT, and will be ready by 2011. The funding for the new facility is part of the Russian Government’s federal target programme to develop civil sea techniques.
Hyundai Heavy Plans Wireless Shipyard - May 4th 2009 Hyundai Heavy Industries Co. plans to lay a wireless broadband network, called WiBro, at its dockyard, as part of its ambitious "digital shipyard" project, the Ulsan-based firm said yesterday. Hyundai Heavy, the world's No. 1 shipbuilder, signed a contract with KT Corp. yesterday, which sees the latter establish a wireless internet network by the end of August to cover the 5.45-million square meter territory of its dockyard. Once established, workers will be able to transmit or receive data and communicate with each other, with a hand-held terminal at any corner of the vast workplace, Hyundai officials explained. "The envisioned system will raise efficiency and reduce costs across the board," they said. "The establishment of the WiBro network is part of our long-term plan to introduce a digital shipyard," Hwang Si-young, the firm's chief information officer said. "We will continue to sharpen our competitiveness by converging highly-advanced information technologies with shipbuilding," he said.
Turkey Sees Continued Growth in Shipbuilding - April 27th 2009 Foreign Trade Minister Kursat Tuzmen has said Turkey will continue to grow in the shipbuilding industry, improving its standing as the third largest yacht builder in the world and eighth in shipbuilding. Speaking in Kocaeli Tüzmen said shipbuilding in Turkey is primarily supported by free trade zones (FTZs) that currently provide jobs to some 50,000 workers. Tüzmen was in the Kocaeli Free Trade Zone (KOBSTAŞ) to participate in a ceremony to deliver to Saudi officials the luxury yacht Nourah of Riyadh (Riyadh's Splendor), built for Saudi Arabian Prince Mohammed bin Nawaf bin Abdul Aziz Al-Saud by Turkish-Lebanese yacht builder Yachtley Gemi Yapım A.Ş. Underlining that each FTZ has become specialized in certain areas, the minister said FTZs in Kocaeli, Antalya and Adana have concentrated on shipbuilding. "We thank all our entrepreneurs who have contributed to the development of free trade zones," he added. The Aegean FTZ specializes in space technologies and aviation, while the İstanbul Atatürk Airport Free Trade Zone (İSBİ) is focused on software program development. FTZs in Turkey enjoy a $22 billion trade volume.

FIRST TRINIDAD AND TOBAGO CG PATROL CRAFT LAUNCHED
Austal has successfully launched the first of six 30 metre aluminium fast patrol craft being built for the Trinidad and Tobago Coast Guard at its Western Australian shipyard.
Ordered in April 2008, construction of the vessels is currently ahead of schedule, with delivery expected in early 2010. Each vessel has a maximum speed of 40 knots, a range of 1000 nautical miles and will be armed with General Purpose Machine Guns and a 20mm Cannon. Austal Business Development Manager – Defence, Jamie Robinson, said the speed at which the vessels were being constructed demonstrated Austal’s ability to deliver quality, multi-vessel orders in short periods. ISSUE #021 – JUNE 2009. “Modern maritime security is increasingly typified by rapidly changing threats, so the speed at which suitable solutions can be delivered is an important consideration for many navies and coast guards,” Mr Robinson said. “These vessels add to Austal’s extensive track record in delivering small to medium size aluminium defence platforms on time and on budget, each designed to meet specific customer requirements,” he said. Once delivered, the vessels will support the Trinidad and Tobago Coast Guard in providing sustained surveillance in the country’s internal waters, the archipelagic territorial sea and its exclusive economic zone (EEZ). Following delivery, Austal will provide a five year comprehensive maintenance and support services program, which will include scheduled planned and preventative maintenance support, unscheduled maintenance, management and performance of annual surveys and maintenance periods as well as shore-based engineering support. Also under construction at Austal’s Australian facilities are four 21.2 metre patrol craft for the Armed Forces of Malta, as well as three 22m catamaran police boats for the Queensland Police Service. Sea trials of the first 30 metre fast patrol craft for the Trinidad and Tobago Coast Guard are scheduled for early next month. ************************
