We have chosen to cover in this issue of "Ningbo Focus", the major developments that Ningbo is witnessing. The city is continuing to grow and undertaking some extensive new projects. The modern architecture of the Ningbo Olympic Sports Center, Ningbo Central Library and the extension of the airport are all examples of the changing skyline of our city. Meanwhile, the ancient buildings and landmarks are preserved and refreshed with elements that help integrate them to the new modern layout of the city. Drum Tower, Nantang street and the Xiushui Street are all reminders of this fusion of tradition and modernity. Danish SHL architectural design firm is adding a Nordic touch, with clean, fluid lines and creative modern designs. We welcomed last month, a media delegation sent to Ningbo by one of its sister cities in South America. November 27th is Thanksgiving Day. We wish you all a warm and happy Thanksgiving Day!

Over 250,000 Skilled Workers Preferential Housing Policies Contributed to "Intelligent Help to Attract Talents Ningbo" 我市出台购房优惠政策吸引人才 超 25 万高技能人才助力“宁波智造” As of September this year, Ningbo has exceeded a million skilled workers, of which a quarter are considered to be high skilled. This places Ningbo in the top tier in China in terms of highly skilled labor. More than 100 technical innovation projects have been implemented by 11 companies. These companies have obtained inventive patent more than 20, and have taught technology to about 5000 people. 至 今 年 9 月， 我 市 已 有 技 能 人 才 数 量 为 101.7 万人，其中高技能人才数量为 25.3 万 人， 占 24.9%， 在 国 内 名 列 前 茅。11 家技能工作室实施企业技术革新项目 100 多 项， 取 得 发 明 专 利 20 多 项， 带 徒 传 技 5000 余人。

The government has setup the “Management Procedures of the Special Funds on Moonlight Economic Development in Ningbo”, which subsidizes investors, up to one million Yuan, for establishing evening shopping venues. 1,400 Ningbo Companies Took Part in the Canton Fair 我市超 1400 家企业参展广交会 The annual Canton Fair opened its doors this month, with over 3000 booths; well known brands accounted for nearly 30% of all booths. The first area had 1300 booths and over 600 companies; the second area had 600 booths and over 300 companies and the third area with 1,100 booths and nearly 500 companies. 一年一度的广交会本月开幕，宁波 1400 多 家企业赴广参展，展位总数 3000 余个，品 牌展位占近 1/3。其中一期展位约 1300 个， 参展企业 600 多家；二期展位 600 多个， 参展企业 300 多家；三期展位 1100 多个， 参展企业 490 多家。

The “2014 China (Ningbo) International Material Tech and Industry Expo” was held successfully in this month in Ningbo International Convention and Exhibition center. 369 exhibitors and more than 8000 entrepreneurs and materials research and development staff, from around the world, attended this event. Onsite revenues reached 58.7 million Yuan and projected revenues from deals that were agreed upon and intentions are estimated at 1.52 billion Yuan. 首届宁波国际新材料展即 2014 中国（宁波） 国际新材料科技与产业博览会本月在宁波 国际会展中心举行。369 家参展商与 8000 多名来自世界各地的企业家代表和材料研 发员进行了交流洽谈，现场签约额 5870 万 元，意向金额达 15.2 亿元。

City Development 城市发展 Many Overseas Talents Invested in Ningbo 众多海外人才投资宁波 The total number of foreign skilled labor in Ningbo exceeds 5,200. During the last five years, expatriates in Ningbo have successfully created 455 companies. In the 122 enterprises of "3315 Plan", the average annual growth rate of more than 60% enterprises are beyond 100% in nearly three years. On October 16th, Ningbo's first “Chinese port Museum and National underwater cultural heritage protection center in Ningbo” was completed and inaugurated in the new coastal Spring city, Beicang. the “Chinese port Museum” is the highestlevel, large-scale port theme museum in China, with 40,987 built sqm that extends over a total area of 78 mu. The First Master Degree of Nursing Held Classes in Ningbo 我市首个护理学硕士班开班 The first Master of Science in Nursing has held classes in the women's College of Ningbo University, 104 clinical nurses from several hospitals in Ningbo have enrolled in this program. Middle Schools in Haishu District Promoted "Psychological Committee" 海曙区初中全面推广“心理委员” Many middle school students face psychological and emotional distress during adolescence. Middle schools in Haishu district have setup a leadership program that aims to assist and comfort teenagers to help them achieve outstanding performance. This program aims to put into place a psychological and emotional leader in each class to help students improve their interpersonal relationships, emotional stability and learning adaptability. Each middle school in Haishu is intensively recruiting psychological leaders. CITY NEWS BRIEFS ｜ 城市新闻摘要 Ningbo Students Were Selected by the National Team for the World Skills Competition 宁波学生入选国家队备战世界技能大 赛 According to the information from the Bureau of human resources and social security, Zhang Yi and Yang Yan, from the Ningbo technical college, and Pan Haijun, an electrical engineering student, have all been selected to join the national training team for the plastic mold engineering project and the electrical device project. On October 4th, 2014, Ningbo Marriott Hotel together and well-known photography agency - Ningbo Le Ma photography, organized a realistic environmental plants wedding show. Ningbo Wandi Village Got the "Most Beautiful Leisure Village" Award 鄞州湾底村获评“全国最美休闲乡村”

Recently, Xiaying streets, Wandi village, Yinzhou has been awarded by the Ministry of agriculture-- “the most beautiful leisure village” award. Reportedly, 100 villages in our country have been awarded this distinction. While Zhejiang province counts 5 such villages, Wan Di is the only village with such distinction in Ningbo. The village also received other honorary titles such as the “national agricultural tourism demonstration site”, “Five Star Park of the national leisure and rural tourism”, the “national top-ten leisure farm and national level ecological village”. 近日，鄞州下应街道湾底村喜获农业部颁 发的“全国最美休闲乡村”奖牌。据悉， 全国共有 100 个村获得该称号，其中我省 仅 5 个村，湾底村为我市唯一获此殊荣的 村。该村还曾获得全国农业旅游示范点、 全国休闲与乡村旅游五星级园区、全国十 佳休闲农庄、国家级生态村等荣誉称号。
"The Tourism Day of Citizens" Promoted Tourism After Holiday “市民旅游日”推动节后旅游
Travel & Tourism 旅游 Ningbo Tourism Harvested in National Holiday 宁波国庆旅游大丰收 During the National Holiday this year, Ningbo has received close to 6.5 million tourists, up 21.3% from last year. This has generated revenue of close to 5 billion Yuan, 20.4% higher than the same period last year. Travel agencies handled 68,000 groups, out of a total of 97,800 groups that have visited the city. The average occupancy rate of ranked Hotels was 68% during this period. NF: First of all, congratulations on your entry into Ningbo. We’re all very happy to have such a well-renowned firm adding to the cityscape. How did you come to be involved in Ningbo? CH: SHL have been working in China since around 2005, when we were commissioned to design a high end residential project in Beijing. (Andersen Garden – completed in 2008). After this we became involved in a number of other projects in China. In 2011 we opened an office in Shanghai to be closer to our clients. Being so close to Shanghai, Ningbo is as an accessible city for us. We initially met with the Urban Planning Bureau, who had invited us to travel to Ningbo for an introductory meeting. We presented our work, and likewise the Urban Planning Bureau presented their plans for Ningbo, and especially the Eastern New Town. It became clear quite early on that SHL’s Scandinavian style suited many of the concerns the urban planning bureau were trying to deal with, such as sustainability and creating good public spaces – and we were instantly drawn

to the ambition and importance the planning bureau were putting on good design. In 2012 we were invited to enter a competition to design the new Headquarters for Ningbo Daily Newspaper Group, which we subsequently won. This was our first project in Ningbo. NF: Could you tell us a little about your current projects in the city? CH: We are very lucky to have three projects in the city at the moment; and all at different stages of development, and all very significant projects for us and for the city. The first is the Headquarters for Ningbo Daily Newspaper Group. We won this commission (like all our commissions in Ningbo) through an international competition. This is a very interesting project for us, as the client from the outset wanted to radically improve both the internal organization of the newspaper and drive forward a sustainably

FEATURE | 专栏 architectural history; the narrow floor plate and orientation to create good daylighting in the Ningbo Daily building is a response to the position and geography of the site; and creating an open park from what was intended to simply be two individual buildings as in the Ningbo Home of Staff is a response to the culture of people in Ningbo to come together in public – we just want to make a building that allows this to happen. NF: schmidt/hammer/lassen has a few cultural centers in its portfolio. Is there something about cultural centers (libraries, etc.) that inspires your firm as opposed to, say, commercial office buildings? CH: We are always excited by any new project – be it a library or a workplace. However, it is fair to say that we do tend to get more excited with cultural buildings. This is really because cultural buildings are the essence of
the idea of democratic design – something we talk about all the time in our studio. This idea of being open to the outside world is a strong Scandinavian ideal that always comes through in our work, even if it’s not a cultural project. Our Crystal project in Copenhagen for example is a private bank building – but we proposed that rather than take up a whole city block, we would push the building to one side and create a public square for the city! At the same time we lifted the building up so it only touched the ground in three places and the public could walk beneath it as they made their way through the city. NF: What differences have you encountered in working in China versus working in Europe? CH: When we first started working in China the differences we huge, and we often got frustrated. However, as time goes on and we have now built our office here and become
The second project we won was a new cultural home for Ningbo’s Labour Union. Known as the “Home of Staff” the project is an eclectic mix of functions split across two separate buildings. The buildings are linked as one through a landscape concept that rises from a central public park to become a series of landscaped and accessible terraces. The original brief actually asked for two separate buildings (one housing leisure functions and the other more cultural and education functions). However, our idea was to enhance the overall masterplan of the whole East New Town (which had shown the site as part of a significant landscaped green belt running east

from the old town); and conceive the building as one large public park, and simply create one singular building linked through a continuous carpet of landscape. We thought this was much more interesting than two different buildings and a park in the middle. This project is coming to the end of Detail Design stage at the moment – with construction starting later this year. Our third project is the New Ningbo Library. We are perhaps most well known in Europe for our library projects – such as the Royal Library (the Black Diamond) in Copenhagen or the new University Library for Aberdeen University in Scotland. Therefore to win the chance to build our first library project in China is very special for us. Although quite a significant project our idea is relatively simple –and the whole building is based around 3 key ideas. Firstly, we create a single open plan space at ground level known as the marketplace. The large scale community space is the size of one football field and contains all the most commonly used and accessed collections and media. Secondly – this space is connected at the centre by a giant book stack the leads users upwards through the building – in a space that contains not only books, but work spaces, reading booths, media areas and computer points. Thirdly – the central space
connects to three individual blocks containing various organised collections, training, book restoration and offices. The project is obviously very complex – but essentially can be set out in these 3 ideas. NF: What do you hope to add to the city’s architectural landscape? CH: The same thing we always hope for – to create buildings and spaces that raise the quality of life for those who use them. NF: What would you say are some of the common thematic elements of schmidt/hammer/lassen’s works?
NF: Which other buildings in Ningbo are you fond of, in terms of architecture?
CH: We are interested in creating architecture that is modern, open, light, and respects and enhances the physical and social context in which it is placed. In this process we are always looking to bring solutions that are new and innovative.

NF: Which elements of the city’s history, geography or culture helped play a role in your firm’s designs? CH: We will always consider all of the above and more in every project we do. Our original proposal for the library used local brick intended as a direct reflection of Ningbo’s

NF: What effect do you think Wang Shu being awarded the 2012 Pritzker Prize has had on Ningbo in terms of its appeal to major firms such as yours? CH: I don’t think Wang Shu merely raised the profile of Ningbo as a city in particular, in as much as he raised the profile of architecture in China. China has a bad reputation in terms of the quality of its architects and architecture; but there are some amazingly talented Chinese architects, and Wang Shu winning the Pritzker Prize makes this internationally recognized. In general, Wang Shu’s Pritzker Prize was well deserved and I truly believe it was as much an award for his (and his wife’s) work, as it was a nod to the talented Chinese architects that are now coming to the fore (like Atelier Deshaus , Duoxiang Studio, Ma Yansong, Li Hu OPEN, Xu Tiantian DnA – offices like these). For Ningbo to have two important buildings designed by Wang Shu is of course a great boost for Ningbo’s international profile.

conscious design that would improve the working environment for the 1000+ staff that will work there. We proposed a simple and somewhat bold design that uses a very narrow floor plate to create good day-lighting and cross ventilation to save on electricity for lighting and air conditioning. At the same time we cantilevered large elements of the building to free up more space at street level for the public. The site sits at the junction between the government offices and a new residential district – so we wanted to make sure the space at street level was an active useable space for the residents of the area as well as the workers. This project started construction at the end of last year.
more ingrained in Chinese culture we realize that there are not that many differences at all. We design architecture for people, and people are fundamentally the same wherever you go. People respond to spaces that are open, useable, light, uplifting. Of course, issues of local culture, climate, building codes, etc affect this, but never beyond our goal to design for people.
