Florida Senate pushing ban of plastic straw bans By Sandra Nickless
D
espite much of the country, and the world, getting onboard a movement to reduce the use of single-use plastic items, particularly straws, a member of Florida’s Senate, Sen. Travis Hutson (R-St. Augustine) has introduced a bill designed to make us slow our roll. Senate Bill 588, along with the similar House Bill 603, would prevent cities from banning single-use plastic straws, and would also prohibit local bans on selling sunscreens that harm coral reefs. Hutson is basically calling for a five-
up to 500 million plastic straws are used every day in the United States alone, and eight million tons of plastic end up in our oceans every year. According to Sierra Club representative Deborah Foote, 31% of turtles and 71% of sea birds are found with plastic straws in their stomachs. Foote said straws are the seventh most common type of beach trash. In December 2018, the St. Petersburg City Council joined a growing number of municipalities nationwide in voting to ban plastic straws entirely by 2020. For the rest of this year in St. Pete, straws
year moratorium on local governments implementing and/or enforcing any sort of ordinance that would prohibit singleuse plastic straws (and the sale of certain sunscreens) until at least July 1, 2024. Hutson claims the state needs time to conduct a study on the impact of a plastic straw ban, and five years ought to do it. Some of the proponents of SB 588 include advocates for the disabled, who say many disabled individuals rely on straws for feeding and hydration, and paper straws degrade too quickly. Many lawmakers also say it should be the responsibility of individuals to not use straws and other single-use plastics if they don’t want to, and it should be up to businesses whether they want to offer these items to customers. However, environmental groups say
will be given by request only. Likewise, earlier this year, the city of Largo passed an ordinance that would ban single-use plastics, such as straws and utensils, and Styrofoam cups and containers, on city property and at citysponsored functions. The new ordinance is slated to go into effect July 1. In keeping with the Florida Department of Environmental Protection’s ongoing “Skip the Straw” campaign, many local businesses are also voluntarily doing away with plastic straws or are providing them upon request only. As of March 2019, SB 588 passed the Commerce & Tourism Committee by a vote of 3-1. It is now scheduled for a vote by the Community Affairs Committee this month. If approved, it will go into effect July 1, 2019.

In Brief County’s reclaimed water restrictions in place until June 30 PINELLAS COUNTY - Pinellas County’s seasonal reclaimed water restrictions went into effect April 1 and run through June 30. Due to supply fluctuation in both the north and south county reclaimed water systems, the restrictions schedule for reclaimed water users will be different for north and south county customers during this period. Enforcement of watering restrictions is currently being intensified to encourage responsible use of reclaimed water. North County reclaimed water customers may only irrigate two days per week based on their property address, either on Tuesday and Saturday or Wednesday and Sunday. Watering is prohibited between 8 a.m. and 4 p.m. and the system will be shut down between those times on all days of operation. The system will also be completely shut down on Mondays, Thursdays and Fridays as needed to replenish the supply. South County reclaimed water customers may irrigate three days per week based on their property address, either on Tuesday, Thursday and Saturday or Wednesday, Friday and Sunday. Watering is prohibited on Mondays and between the hours of 10 a.m. and 4 p.m. on any other day. A
fter years of talk and not a whole lot of visible action, the city of Clearwater officially got the wrecking ball rolling with the start of the 12-week demolition process of the Harborview Center by the Biltmore Construction Company. Biltmore was hired by the city in December to complete the $1.9 million job. The three-story building was originally built in 1961 on a prime waterfront piece of land at the corner of Cleveland Street and Osceola Avenue in downtown Clearwater. It was home to a Maas Brothers department store and was later used as a convention center
after the city purchased the property in 1994. Ultimately, the city couldn’t afford the operations of the property. Over the past decade, the building has been mostly vacant and has fallen into a state of disrepair. Oftentimes, residents will decry the demolition of an iconic city structure, but not this time. Locals are excited about the changes that are coming to downtown Clearwater as part of the $55 million Imagine Clearwater redevelopment plan, and the demolition of the Harborview Center represents a visual kick-off of that plan. Clearwater Mayor George Cretekos
was on hand for a pre-demolition celebration March 29 that was open to the public during the city’s Blast Friday festival. “This is really an exciting day for all of us here in Clearwater,” Cretekos said. “We’re going to do away with all that now and have a civic gateway so you have an unobstructed view of Clearwater Beach and the entire Coachman Park area.” In other Imagine Clearwater news, the city council recently agreed to the design of a substantial amphitheater
structure in Coachman Park, with a roof that would cover 4,000 seats. This is a pretty dramatic departure from the original plan that called for a simple bandshell area similar to what is already there, but the city was convinced by former Ruth Eckerd Hall CEO Zev Buffman to go big or go home. The new covered concert pavilion is expected to come with a pricetag of over $16 million, but city officials are confident it will pay off by being able to attract bigger acts and more people to downtown Clearwater.

Lifeguards still needed for 2019 beach season
Pinellas County adding inclusive equipment to park playgrounds
PINELLAS COUNTY - The county is hiring lifeguards to monitor county beaches and help visitors have a safe and fun time. Lifeguards will be stationed on county beaches at Fort De Soto, Sand Key and Fred Howard parks through September. Requirements for the position include: American Red Cross certifications (or equivalents); three months of responsible lifeguard experience within the last five years; must be able to complete a 500-meter swim in under 10 minutes, a one-mile run in under eight minutes and execute a simulated open water rescue exercise successfully; must be at least 18 years old; must be able to work at any county beach park as schedule and staffing demands and able to work a
SEMINOLE - Pinellas County’s Parks and Conservation Resources Department has added playground equipment to Seminole’s Boga Ciega Millennium Park, located at 12410 74th Ave. N., to make play inclusive for children of all abilities. The playgrounds offer barrier-free interaction for children from ages 212. They include fully accessible structures, a poured rubber surface for easier mobility, and play pieces that provide varying degrees of difficulty and challenges. Clearwater’s Sugar Sand Festival continues through April 28 CLEARWATER BEACH - One of Clearwater Beach’s most anticipated annual events is upon us and continuing through April 28. Celebrating some of the greatest landmarks across different countries, the theme for the 2019 Pier 60 Sugar Sand Festival is “Sea the World, A Journey Around the Globe.” Clearwater Beach’s famous white sugar sand has been transformed into immaculate sculptures of renowned destinations and prominent landmarks from around the world for this year’s 17-day event. The festival also includes free live music, fireworks, kids’ play zones, sand sculpting classes, a cornhole tournament, a new Pro-Am sand sculpting tournament, a family sand sculpting tournament and plenty of food and local craft beers. Each year, the Pier 60 Sugar Sand Festival is a success thanks to the help of people who choose to volunteer. This year is no different, as more than 1,200 volunteer shifts are needed. “Sand Ambassadors,” as the city likes to call them, are still needed to work throughout the event. Volunteers will help in the exhibit area, merchandise area, sand sculpting and giant sandbox area, VIP and entertainment. Those who volunteer receive a free T-shirt, complimentary meal, complimentary parking and ferry or trolley ride, and free admission to the festival the day of their shift. General admission to the sculpture exhibit is $10 for adults, $8 for children 4-10 years old. Children under 3 years of age are free. Tickets are also $8 for those 60 and older, military personnel, police officers, firefighters and teachers. Last year’s event drew over 120,000 visitors throughout its 10-day run.

Sea Hags Bar & Grill Can’t stop, won’t stop: Sea Hags opens its third location
W
e all know what a gem the original Sea Hags on Blind Pass Road in St. Pete Beach is, and if you don’t know this, then I feel sorry for you. The waterfront restaurant has been a favorite spot for locals for years, but then a second Sea Hags location opened early last year in Seminole in the Twin Oaks Shopping Center, near the prime intersection of Park and Seminole boulevards. And we cheered, because some of our nearest and dearest live on the mainland and don’t always want to drive to the beach to enjoy fresh, local seafood. And then, lo and behold, come to find out another Sea Hags Bar & Grill just opened, this one also in St. Pete Beach, but further south, a convenient location for those staying in the area’s many hotels, but also for St. Petersburg’s neighborhood locals and beyond. As I travelled to the new Sea Hags with my dining companion, I was somewhat familiar with the location but had never been there. It was previously a fine dining restaurant called Selene, that only seemed to occupy the space for maybe a couple of years. So as we were driving, I was on the lookout for
what I vaguely remembered the property to look like. And, wow, let me just say, this new Sea Hags location practically jumps out at you from the street. After constantly having to search for other businesses, with the traffic being what it is, this was huge for me. So helpful! Right away, I noticed the bright new paint and the immaculate outdoor seating. Perfect for a beautiful spring afternoon. So far, so good! Upon entering the restaurant, I was very impressed with what I saw. And let me tell you something, folks. I am not easily impressed. The main dining area is open, bright and spacious. As general manager Ben Hachey informed us, the restaurant is still undergoing its transformation from

a former fine dining establishment to its new casual, beachy vibe, but I was digging it either way. The bar, which is separate from the dining room, had that perfect combination of edgy coolness, with crisp pops of blue, and black and white lines, and I could envision where they are going with the rest of the restaurant. My dining companion and I were quickly escorted to a cozy booth and were almost immediately greeted by our server. After chatting for a few minutes, we got down to brass tacks: what to eat. We decided to skip the appetizer and intead ordered two entrees, plus chili, plus a side salad. It was really a lot of food for the two of us, but we soldiered on anyways. When it came down to choosing entrees, I never realized it could be such a difficult decision. Seriously, Sea Hags has such a great selection of menu items, including gourmet burgers, salads, pork chops, smothered chicken, tuna tacos, shrimp skewers, crab cakes, seafood buckets, and the fish
we all know and love: fresh, locally caught grouper. After much discussion, we finally locked in our choices. We opted for grilled grouper with sugar snap peas, easily my favorite pea. The grouper was perfectly prepared and seasoned, and was a generous portion. Dee-lish! I was the one who ordered the chili, because I happen to really like chili, and this one did not disappoint. It’s the simple things in life, isn’t it? Oh, and by the way, I also ordered the side salad with chunky Bleu cheese dressing. Yum, I love me those chunks of Bleu cheese! Quit judging me. My companion went with one of the chef’s daily specials: swordfish with a bearnaise sauce with capers. She opted for a side of black beans and yellow rice to go with it. She said it was amazing, couldn’t stop talking about how good the sauce was and ate every last morsel of fish. The original St. Pete Beach Sea Hags has long had a reputation of extremely good food, and now the same can be said for its newest location. The prices are surprisingly affordable, especially for the quality of the food and the portions you get. The service was also impeccable, and let’s face it, you can’t always say that about a recently opened restaurant. All in all, two thumbs up from us and we will definitely be back. Do yourself a favor and check out the new Sea Hags Bar & Grill and tell them the crazy people from Pinellas Scene sent you. You can thank us later.
