For Your Information Campers

All campers must register before setting up camp. The camping fee for Fair week is $75.00; after July 1st the fee is $100.00. Campsite reservations may be made with the Western Michigan Fair Association, the MSU Extension office or the Mason County Farm Bureau. Dog Notice Unauthorized animals and / or pets are not allowed on the Fairgrounds at any time with the exception of dogs. Dogs are allowed in the camping area only or at the dog show or clinics held during fair week and MUST be on a LEASH at all times. Fair animals must be caged or leashed by handlers at all times and stay in areas appropriate for their species. No animals permitted on the midway, with the exception of Service Dogs. Premium Checks Pro-rating Premiums: the Western Michigan Fair Association reserves the right to prorate premiums if funding is not received from the State of Michigan. Premium Checks: premiums will be paid by Sunday morning after the conclusion of the Fair. If premiums need to be prorated, checks will be mailed with in 7 days. Checks must be cashed within 60 days. After 60 days, any uncashed checks will be voided. If you wish donate your premium check back to the Association, please endorse the check and return to the Association. Premium disputes: Any premium dispute must be filed in writing with the Association Board within three weeks after the conclusion of Fair. Complaints must be submitted to the Board Secretary either by mailing to the Association or personal delivery. Disputes will be reviewed by the Executive Committee. The Executive Committee shall report findings to the Fair Board at the next scheduled meeting with a final decision on the dispute within 10 days after the meeting. Western Michigan Fair Association By-Laws Article I: Name The name by which this association shall be known is the Western Michigan Fair Association. Article II: Purpose The purpose of the association shall be to promote the interests of agriculture, horticulture, education, mechanical arts, fine arts, fruit and grain products, stock raising and dairy products, domestic science, community service, entertainment and kindred spirits for the entire region. Article III: Directors Section 1: This association shall have fifteen (15) directors, five (5) directors to be elected each year by the membership, for a term of three (3) years. A director shall have reached his/her twenty first (21) birthday. No two (2) directors shall be members of the same immediate family residing in the same household. Section 2: The directors shall hold a meeting after the adjournment of the annual meeting of the members and proceed to the transaction of such business as they deem necessary. Section 3: If a vacancy occurs in the Board of Directors, said vacancy shall be filled by the Board of Directors. Any Director who shall be absent without prior excuse from three (3) director’s meetings shall be deemed to have resigned his/her directorship and if his/her resignation is accepted the vacancy shall be filled as herein provided. Section 4: Any director failing to fulfill elected duties shall be removed from office by 2/3 majority vote of the total board of directors (10 out of 15) or by automatic resignation for missing three (3) director’s meetings. Article IV: Officers Section 1: The officers of the Association shall be the President, First Vice President, Second Vice President, Secretary, and Treasurer. The president shall be elected by the members at the annual meeting of the association. The first and second vice presidents, secretary and treasurer shall be elected by the directors, at the October meeting. All officers shall be members of the Board of Directors. Section 2: The president shall preside at all meetings of the association and the directors. In the case he/she is absent, it shall be the duty of one of the vice presidents to preside and the absence of both the president and vice presidents, the meeting may select its own chairperson. Section 3: It shall be the duty of the secretary to be present at the meetings of the association and of the board of directors and to keep accurate record of the proceedings and to perform such duties as are required. It shall be a special duty to preserve all books, papers, and records of the association. The vacancy shall be filled no sooner than one month from the date of notice but before six months from the date of vacancy. Section 4: It shall be the duty of the treasurer to receive all monies of the association and disburse the same on orders approved by the board of directors. The treasurer shall render a report of the receipts and expenditures at the annual meeting and at other times as required.

Article V: Members Section 1: Any person may become a member of the association by the payment of an annual membership fee of $5.00 or the one-time payment of $30.00 for lifetime membership. Each person paying for a membership shall receive from the secretary a certificate of member ship for the length of time purchased. Section 2: Any member, sixteen (16) years of age and over, shall be entitled to vote upon all issues on the agenda brought before the membership at the annual meeting. Article VI: Meetings Section 1: The annual meeting of the association shall be held on the second Monday of October each year, at such hour and place as shall be determined by the president and secretary. Such notice shall be published in at least one local newspaper in the county. Section 2: Special meetings of the association may be ordered by the board of directors or upon the written request of twenty five (25) or more members of the association, filed with the secretary, provided that at least five (5) days’ notice shall be given the secretary previous to the holding of such a meeting. Section 3: Meetings of the board of directors shall be held whenever deemed necessary by the president, secretary or upon request of three or more members of the board. Whenever a meeting of the board of directors is called the members shall be notified at least twenty four (24) hours prior to the meeting by the secretary. Section 4: Eight (8) or more of said directors shall constitute a quorum for the transaction of business. Article VII: Fairs Section 1: The membership of the association will decide at the annual meeting whether it is advisable to hold fair or other exhibitions to carry out the object of this association. Section 2: The board of directors shall determine at what place and what date the fair or exhibition shall be held. Section 3: There shall be no games of chance as prohibited by state law allowed on the grounds or in the buildings at the fair or any event or exhibition held by the association. Article VIII: Standing Committees Section 1: The executive committee shall consist of the president, two vice presidents, secretary, treasurer, and two other members of the board of directors, who shall be elected by the directors, and shall serve for one year, at which time a new executive committee shall be formed. A list of the executive committee shall be made available to the board of directors. Section 2: It shall be the duty of the executive committee to have detailed charge of all matters pertaining to the active work of the association and be responsible to the board of directors. Section 3: At any executive committee meeting called, four (4) members or more shall consist a quorum, but the member or members shall not miss two (2) meetings in succession without prior excuse by the president or secretary. If a member should miss two executive board meetings in succession without excuse his/her chair shall be deemed vacant and he/she shall be replaced by an election of the board of directors. Section 4: After receiving instructions from the board of directors as to the dates of the fair of exhibition, the president will appoint, with the consent of the board of directors, such standing committees as may be necessary to properly conduct the business at hand and provide the proper rules and regulations for the proper and safe conduct of the year’s business; said rules not to conflict with these by-laws. Section 5: The members of all committees are expected to exert their best efforts in the work of the committees and to attend meetings when called; if prevented by circumstances beyond their control, they are expected to notify the chair of their committee prior to the time set for the calling to the meeting. In the case of failure to comply with the provision, the executive committee is hereby given the power to declare said office or position vacant and fill the vacancy. Section 6: Reports of all committees and special committees to the executive committee, board of directors or supervisor shall be made in writing. Article IX: Indemnification The Association shall indemnify to the fullest extent authorized or permitted by the Michigan Nonprofit Corporation Act and person, and his or her estate and personal representative, who is made or threatened to be made a party to an action, suit or proceeding (whether civil, criminal, administrative or investigative) because such person is or was a director, officer or employee of the association or serves or served any other enterprise at the association. Article X: Perpetual Statement The Western Michigan Fair Association will remain a non-profit organization forever. Article XI: Dissolution Should the Western Michigan Fair Association dissolve, all remaining assets real and personal, will revert to the County of Mason. Article XII: Amendments

These bylaws may be altered or amended at any annual meeting of the association or a special meeting of the general membership to meet state requirements by a vote of two-thirds (2/3) of the members present. General Rules for Fair Association Directors and Members Article I: Committees Section 1: In addition to the executive committee there shall be nine (9) general business committees. Section 2: These committees shall be appointed by the president and have as many members as deemed necessary with appointment needing to be approved by the board of directors. Section 3: The appointment of the members of the committees, of exhibit superintendents, judge of awards, etc. must be made with strict reference to the fitness of the person to satisfactorily handle that particular work. All committee members must be members of the Association. Section 4: When any appointment is made, the secretary must notify the appointee, in writing, if he is not in attendance at the meeting where the appointments are made and read, stating the work which will be expected, quoting Section 5, article VIII from the bylaws and enclosing a return card on which the appointee can accept or decline the appointment. Section 5: Business Committees 1. Executive Committee. 2. Finance Committee (to include Audit, Budget, and Tickets. Treasurer shall be the chair person). 3. Publicity (includes advertising and public relations). 4. Entertainment and Programs (included the grandstand shows during fair and any other programs sponsored by the Association.) 5. Buildings and Grounds. 6. Concessions and Privileges (includes camping). 7. General Rules and Bylaws (secretary shall be the chairperson). 8. Fair Exhibit Committee (to be chaired by the General Superintendent and composed of superintendents of fair classes or departments). 9. Personnel (includes the supervision of any personnel hired or supervised by the board). 10. Nomination Committee. Article II: Rules for Guidance of Committees Section 1: The chairperson of each committee, when calling a committee meeting, will notify each member of his committee of the time and place of said meeting. The member shall then notify his/her chairperson that he/she will be present or state why it is not possible. Section 2: All reports must be in writing. Section 3: The executive committee shall have charge of the grounds and buildings and all other property of the association, and shall properly care for same. The executive committee shall have charge of all business transactions of the association, including negotiating contracts for an amusement / carnival company for fair. Section 4: Subject to the assigned responsibilities of the designated committees, all contracts shall be made and / or approved by the board of directors. Said contracts shall be signed by the president or the secretary and the chairperson of the pertinent committee. Section 5: All monies received by any director or committee appointee belonging to the association, shall, as soon as possible, be paid over to the treasurer and his/ her receipt taken therefore. Section 6: All payments of obligations of the association shall be made in the following manner: An itemized statement or bill shall be prepared and approved by the chairperson of the committee incurring the obligation; this bill shall be approved by action of the board; the voucher will then be passed to the treasurer for payment. The voucher will be retained by the finance committee with said vouchers being consecutively numbered. Section 7: Each business committee shall develop a yearly budget with the chairperson authorizing legitimate expenses as covered by that committeeâ&#x20AC;&#x2122;s budget responsibilities. No expenses may be incurred by any board member outside of the budgetary guidelines without prior approval of the board. Section 8: An appeal may be taken in all cases from the action of any standing or special committee, but the decisions of such committee, chairperson or superintendent shall be considered a rule governing until the executive committee shall otherwise order. Section 9: A simple majority of any committee will constitute a quorum for the transaction of business at any regularly called meeting. Section 10: The finance committee will prepare a statement to be filed with the Secretary of State on or before the twentieth day of December, in accordance with Section 5960, Act 80, 1855, P.150. App. February 12 amended. The finance committee will provide budgetary updates at each regularly scheduled board of directors meeting. Article III: Duties of Committees

The executive committee will prepare a special set of rules, detailing the duties of each business committee, and define their scope of action, giving such suggestion as they may deem necessary to intelligently start the machinery of the committees in proper operation, including setting up and maintaining budget guidelines. Article IV: Superintendents of Exhibits and Classes of Exhibits Section 1: Each class / department of the fair will the responsibility of one superintendent, who with such assistants or clerks as may be needed, will have the exclusive management of the same. Such superintendents will have charge of the entries of all articles of their section, the overseeing of judges and will make a full report of all entries and awards to the secretary of the association before the close of the fair. Each superintendent will make a general report of the business and changes needed in his / her section at the annual meeting of the association. The executive committee shall confirm in writing the nominations of all assistants made by superintendents in charge of departments of the fair. Section 2: There shall be a general superintendents / exhibition committee chairperson whose duties shall be the general supervision of the exhibit superintendents during the fair. He / she must see the exhibits arriving at the grounds are properly recorded by the exhibit superintendent; that each exhibitor is brought into contact with the superintendent of the class in which he is exhibiting and each exhibit is delivered to its proper section, and such duties as he / she may be detailed by the executive committee. Article V: Officers Section 1: The executive committee will meet at noon each day of the fair, for the transaction of business and to adopt measures to carry out the program of the fair and secure full execution of the rules of the association, and shall have their offices on the grounds during the fair and their location publicly designed. Section 2: The president, secretary and treasurer will be found at the fairgrounds each day of the fair, where they will attend to the business pertaining to their offices. Section 3: All directors, employees, judges and superintendents will be designated by badges. Section 4: The secretary and treasurer shall give bonds at such times and such sums as shall be determined by the executive committee and all other persons authorized to receive money for the association shall give bonds in such sums as the executive committee may direct. Section 5: All membership tickets shall be sold by the secretary and treasurer or under their supervision. Article VI: Admissions and Fees Section 1: All communications regarding or making application for space should be addressed to the chairperson of concession and privileges. Section 2: Definite space will be leased to each applicant upon contract, specifying size and location and the use to be made of the same. Section 3: No change of position will be allowed without the consent of the superintendent in charge or chairperson of the concession and privilege committee. Section 4: No imposition, fraud or deceit shall be practiced in the selling of goods. Section 5: No games of chance or immoral exhibitions will be allowed on the grounds. No shows that make an extra demonstration on the outside of their rents to attract the attention of the public will be allowed, except by special permission. Section 6: All buildings, booths, or tents erected must be clean and present a good appearance, and together with the grounds surrounding must be kept neat and tidy. Section 7: With each contract, a grounds pass, not transferable. For the admission of the applicant and necessary helpers will be furnished. Section 8: The association reserves the right to close for clause, any stand or booth, or terminate any privilege held or used in violation of these rules. Section 9: All leases shall be subject to such exclusive contract as may be made by the association. Section 10: No intoxicating liquors shall be sold or given away on any part the fairgrounds during the fair. Article VIII: The Press Every facility will be accorded reporters and press representatives by which they give to the public full and accurate knowledge of the fair. Article IX: Bills and Claims All fair related bills and claims against the association especially those made on the orders of the superintendents must be presented to the secretary or treasurer with in two (2) weeks after the close of the fair. Article X: Superintendent of Exhibit Section 1: The fairgrounds will be open for the reception of stock and articles for the exhibition on the Saturday prior to the fair week through Saturday of fair week and they should be shipped to the exhibitor or agent and in no case shall any article be brought upon the grounds and be placed upon exhibitions except by and at the expense of the owner or his authorized agent. Section 2: All animals entered for exhibition must be placed in the several departments

by the time stated in the fair book by Sunday of fair week and if not so placed the owners will thereby forfeit all right to exhibit or compete for premium, unless relieved from all the results of the forfeiture by order of the superintendent of the department in which they are entered. For time of placing exhibits, see rules in the fair book. Section 3: All animals and articles entered must remain in their assigned location during fair week, until the time stated for the pertinent department in the fair book to allow full enjoyment by fairgoers unless released by order of the superintendent of the department. Otherwise, exhibitor will forfeit any premium earned and / or the privilege to exhibit at the fair. Article XI: Exhibitors Section 1: Competition is open to anyone who wishes to display his / her exhibit in the divisions available, unless restrictions are imposed by the board of directors or the executive committee. Where restrictions are imposed, the reason for the restriction should be made known to the exhibitor. Section 2: Entries can be made in advance of the fair to the superintendent of the respective department. It is requested that all entries in the livestock department be filed with the superintendent in accordance to the rules of each department, as stated in the fair book. Section 3: Persons entering livestock must, at the time of entry, give a list of the stock, stating the age and breed of the animals, the breeder’s name and residence, and particular class and division in which the animals are to be entered. Section 4: Exhibitors should make themselves familiar with the premium list and rules that they may enter their animals in the proper section and class. They should make their entry cards carefully. Judge will rule out animal or article not correctly entered and no change in entry will be permitted. Section 5: Except in the case of herds, sweepstakes, specials, and horse shows, no animal can be entered in more than one class or compete for more than one premium. Section 6: Each article or animal entered for a premium must bear an entry card showing the number, section and class, to which the same belongs, which cards, duly filled out, will be furnished. Exhibitors will see that their entry cards are in proper place and can be readily seen by the judge. Section 7: All entries must be made in the name of the owner or joint owners, actual growers, or producers, investors, or manufactures. Entries must have an exhibitor number. Section 8: Each exhibitor shall personally see to the entry of his / her animals or articles, then put them in the places assigned to them by the superintendents in charge, and remove the same at the close of the fair. Section 9: The association reserves the right to refuse any entries offered especially is an unreasonable amount of room is required or a potentially dangerous situation created. A statement requesting special consideration should accompany each entry if the exhibitor has any thought that his/her entry may need special consideration. Section 10: Exhibitors wishing to erect separate buildings or tents and exhibitors requiring additional work in the building or elsewhere, must apply to the chairperson of buildings and grounds committee. In all such cases, the exhibitor must bear any expense. Section 11: Exhibitor will not be allowed to sell goods during the fair, without special permission of the superintendent of concessions and privileges though they may receive and book orders and all articles or animals may have the price of each attached, nor will they be permitted to call attention to their exhibits in a noisy or disorderly way. Section 12: Ample space and facilities for exhibitions and display will be all machines and other articles entered for exhibition for exhibition only, and for which no awards are offered, but all such goods must be duly entered and will be subject to the general rules of the fair. Section 13: No animal or article will be entitled to a place on the grounds until entry shall have been made as above, except in case of emergency, and then at the discretion of the superintendent of the department. Section 14: All state and public institutions shall be allowed to exhibit, but shall not be permitted to compete for premium. Section 15: Western Michigan Fair Association is not responsible for lost or stolen property or any injuries to person or livestock for the duration of the fair. Section 16: No pecuniary consideration or inducement other than the premiums offered shall be paid to exhibitors entering for premiums.

Section 3: Exhibitors of livestock are expected to exercise due discretion in regard to exhibiting their animals safely while both in and out of their stall. Section 4: No person except members or employees of the association shall be allowed in the buildings after closing hours except upon the written order of the Executive committee. Section 5: Parking livestock trailers will be controlled by the Western Michigan Fair Association. Section 6: No motorized vehicles all owed on Midway without written permission for Fair Secretary (exceptions: motorized wheelchairs and official fair vehicles). Section 7: Any said complaint resulting in a drug test, cost will be picked up by the complainant with said money to be sued for the drug test if said test turns out negative. If any 4-H member with dairy cows (milking) and these animals have been given antibiotics and had not reported this to anyone, THIS CHILD WILL BE TOTALLY RESPONSIBLE FOR THE ENTIRE TANK OF MILK. The 4-H Program Associate (or County Extension director, in the absence of the 4-H program Associate) and the Western Michigan Fair Board President (or Vice President in absence of the Fair Manager) reserve the right to determine whether sufficient evidence exists to merit further action, with the complaint cost to be set at $300.00. Money is to be paid at the time of complaint pertaining to any drug violation. Section 8: All youth exhibitors should read and be familiar with the Code of Conduct for exhibition at the Western Michigan Fair. COMMERCIAL EXHIBITORS RULES 1. The building will be locked from 10:00pm until 12:00 noon, at which time it will be opened for the day by the Fair Association superintendent or his / her designate. 2. Exhibitors are to keep booths neat and clean. 3. Make booths presentable, as they will be judged in two categories: Commercial and Non-Profit for 1st, 2nd, and 3rd place plaques. 4. Parking arrangements will be made by Fair Association superintendent. 5. Three (3) passes will be given to each exhibitor. A $3.00 fee will be charged for each additional pass. 6. Camping will be $30.00 for the Fair week. 7. Closing of the building will be done by the Fair Association or his / her designate. 8. Tear down and removal time is 10:00pm, Saturday of Fair week or 9am to 1pm on Sunday.

Article XII: Duties and Privileges of Exhibitors Section 1: Exhibitors will at all times be giving the necessary personal attention to whatever they may have on exhibition, and at the close of the fair, take charge of the same. The hour of closing the exhibits is 10pm Saturday of the fair week unless otherwise stated in the fair book. Exhibitor will be responsible for leaving his exhibitions space with a clean and neat appearance. Exhibitors must present a clean stall / booth slip issued by WMFA representative to get premium checks. Section 2: An exhibitor who tears off a premium ribbon or authorizes another person to do so, in the presence of the awarding judge, or shall otherwise insult the awarding judge or show unsportsmanlike behavior, shall forfeit the premium and be excluded from exhibition.

General Rules of the West Michigan Livestock Council Approved February 1, 2012 Members 1. Entries in the Western Michigan Fair Market Animal Sale will be limited to 4-H clubs, Farm Bureau 4 Korner Kids or FFA Chapters of Mason County. 2. Youth members may participate in the Market Sale project from the age of 5 years old (to sell must have shown one year prior) through the calendar year in which he/she attains the age of 19. 3. The age of West Michigan Livestock Council member selling market beef is 10 years old by January 1 (of the current fair year). 4. The parents or legal guardians of the members must sign a parent permission slip and turn into the West Michigan Livestock Council one meeting prior to ear tagging market animals for sale. The West Michigan Livestock Council mailing address is PO Box 22, Scottville MI 49454. No parent permission slip means you will not be allowed to tag. 5. Members must be in the large animal livestock project area 1 year before participating in a market sale project. Meetings 6. The monthly West Michigan Livestock Council meeting will be held the first Wednesday of each month at 7:00 p.m. 7. Meeting attendance is fair to fair. 8. Those participating in the market sale project must attend one work bee at the fairgrounds with a minimum of two (2) hours, or the 5% commission will be doubled. 9. If West Michigan Livestock Council member does not attend three required meetings by fair; they will be unable to sell an animal. All special exceptions will be dealt with on an individual basis by the Executive Board, no later than the July meeting. Exhibiting and Selling at Fair 10. Members must be present to sell their own animals. If a West Michigan Livestock Council Member has an injury or illness, or college bound, another West Michigan Livestock Council Member may show the market animal in the market class and in the sale ring only. 11. Any animals doctored in any way, artificially, improperly or unfairly prepared or tampered with before coming into the judging arena will be disqualified. 12. It will be highly recommended that all West Michigan Livestock Council Member exhibit their animal in a showmanship class. 13. At the close of fair, all pens must be cleaned and inspected by the 4-H leader. If pens are not cleaned, the fair board will be notified. 14. All market animals will cross the same scale at the time of tagging and fair weigh-in. 15. There will be 3 people present at the scales for all weigh-ins for all species. Before Sale 16. Each member will be allowed to sell one specie of livestock (ex: 1 steer, 1 lamb, 1 hog) in the sale. The West Michigan Livestock Council may allow the sale of additional lambs and hogs. All market animals must meet health requirements are stated in the fair book. 17. All three specie of livestock (2 steers, 2 lambs, 2 hogs or a combination of any 2) must be ear tagged by the appropriate dates. If more than one specie has been ear tagged, the decision of which animal to sell will be made at the time of weigh-in. West Michigan Livestock Council Member must indicate to those weighing animals in, which animal is their sale animal. a. There will no transferring of tagged market animals to another West Michigan Livestock Council Member. b. The second tagged market animal must be shown in the extra tagged market animal class. c. Family Tagging- Animals will be tagged as a family and may be used for any child in that family that was listed on the parent permission slip that was signed (by parents or legal guardian). Example: Three siblings sell pigs. Family purchases five pigs. Three of those animals can be selected to be sold at fair and designated at the time of weigh-in. 18. Hardship cases will be dealt with on an individual basis, by the West Michigan Livestock Council Executive Committee. 19. Buyers names and addresses are to be submitted to the MSU Extension office no later than the July meeting. Two or more buyers per project animals must be contacted AND BUYER SIGNATURE MUST BE OBTAINED. ADDITIONAL 5% COMMISSION WILL BE DEDUCTED FROM ANIMAL’S MARKET SALE PRICE IF BUYER’S NAMES ARE NOT TURNED IN BY THE JULY MEETING. 20. To speed up the sale, numbers for the perspective buyers will be mailed with the buyer’s fair entrance letter. Sale 21. The sale order of livestock will be rotated every year. (Junior beef/junior dairy, beef,

milk, swine and sheep for the sale in 2012). What sold first the prior year will be sold last the next year (2011 sheep sold first, then beef and swine) 22. Grand Champion and Reserve Champion animals must be sold. After Sale 23. All animals sold, must be delivered by the member to the buyer’s choice within 7 days from the date of the sale. No substitutes of sale are allowed without approval of the buyer. 24. Completed record books must be turned in no later than the next regular meeting or received by mail by that date (PO Box 22, Scottville MI 49454) following the fair. Failure to meet this requirement will result in an additional 5% penalty and will be added to commission charge. 25. Each member will be charged a 5% commission of their animal’s sale price, plus ½ cost of picture. The commission will be used for the promotion and expenses of the sale. Buyer Appreciation Banquet 26. Parents of the owners of the Grand & Reserve Champion of all market species are to plan the meal for the Buyer’s Banquet. Chairperson will be selected from the six families. 27. ALL MEMBERS MUST BRING ASSIGNED FOOD AND SERVE ON DESIGNATED COMMITTEE. FAILURE TO DO EITHER WOULD RESULT IN AN ADDITIONAL 5% COMMISSION THAT WILL BE DEDUCTED FROM THE ANIMAL’S MARKET SALE PRICE. 28. Unless donated, all meat and paper products for the Buyer’s Banquet will be purchased by the parents of the Grand & Reserve Champions and reimbursed by the West Michigan Livestock Council. Miscellaneous 29 Judges selected for livestock classes at the fair will be recommended by the West Michigan Livestock Council. 30. Plaques will be given every 5th year as a recognition to Market Sale Buyers, who have purchased 5-10- 15-20-25 (etc.) years. Plaques are to be awarded at the start of the sale. Separate plaques will be presented to each business that purchased under different names. 31. When more than one buyer purchases an animal, each buyer will receive an 8 x 10 color picture. 32. Home-grown classes will be offered for beef, sheep and swine. ANIMALS ENTERED IN THE SALE MUST MEET THE FOLLOWING REQUIREMENTS Market Steers A. Two steers may be tagged. B. Must be owned by member and available for tagging the first Saturday of December. C. De-horning and castration should be completed prior to tagging (knife castration is preferred.) Otherwise proof must be submitted in writing to the MSU Extension office 7 days following tagging. D. Any steer weighing over 1450 pounds will be sold as a 1450 pound steer. Steers which fail to meet minimum weight of 1000 pounds will not be sold. If member wishes to have the steer re-weighed, it must be done immediately following original weigh in of all steers. E. There will be a mandatory check for steers with an option of one being at the May Beef Show and the other being four weeks (a weeknight) prior to the fair at the fairgrounds. If your steer does not pass one of those two checks, then you will be given a final check on the Sunday prior to fair week, before 4:00 p.m. If your steer does not pass the final check, you will be asked to remove the steer from the fairgrounds and you will not be allowed to show or sell it. F. If there are 15 or more steers, class will be split into three weight divisions. A champion and reserve will be in each division, with an over-all champion and reserve. The judge will put them in sale order. Market Hogs A. Must be barrows or gilts. B. Must be owned by member and available for tagging by the third Saturday of April of the year of the sale. C. Must weigh 220 lbs. at fair. Hogs over 290 lbs. will be sold as a 290 pound animal. If you want to reweigh your animal, it must be done immediately following weigh-in. D. The market hogs will be split into six weight groups. A champion and reserve will be in each division with an over-all champion and reserve. The judge will put the champions in sale order. Market Lambs A. Must be a wether or ewe. Wethers must be castrated by complete removal of testicles. B. Must be owned by member and available for tagging 60 days prior to first

day of fair. C. Must weigh 100 pounds at fair. Any lamb weighing over 150 pounds will be sold as a 150 pound animal. If the West Michigan Livestock member wishes to have the lamb re-weighed at the time of fair it must be done immediately following original weigh-in. D. Must be evenly shorn prior to fair. E. The market lambs will be split into three weight groups if there is a minimum of 15 lambs. A champion and reserve will be in each division, with an over-all champion and reserve. The judge will put them in sale order. Market Dairy Steer Same as beef steers except weight recommendations have not been established at this time. Junior Beef/Junior Dairy Beef A. Calves must be born after January first of current year. B. Can sell steers or heifers. C. Must be 100% beef or dairy. No beef-dairy crosses. D. Must be owned by member and available for tagging the first Saturday in June. E. De-horning and castration must be completed prior to the start of fair. F. Must be weaned and started on grain. G. The animal must weigh 250lbs. minimum at time of weigh in or will not be able to sell the animal. WEST MICHIGAN LIVESTOCK COUNCIL BY-LAWS Approved May 4, 2011 ARTICLE I NAME The name of this Association shall be the West Michigan Livestock Council. ARTICLE II OBJECT The object of this Association shall be to organize and promote beef cattle, dairy cattle, and swine and sheep projects for the youth eligible to exhibit at the Western Michigan Fair. This shall include the promotion of both breeding and market animal projects. The animal projects and the market animal sale shall serve as educational activities for 4-H members, Mason County Farm Bureau Youth members and FFA members in the West Michigan Livestock Council area. ARTICLE III

MEMBERS Section 1: There shall be two classes of members in this Association These shall include Adult Members and Youth Members. Section 2: The Adult Members shall include parents of youth members as defined in Article III, Section 3, plus leaders, one adult representative from each 4-H Club, 4 Korner Kids Club and FFA Chapter whose members are eligible to show at the Western Michigan Fair and which has a majority of its members participating in beef cattle, dairy cattle, swine or sheep projects. In addition, the Western Michigan Fair Board, the MSU Extension office, and The Mason County Farm Bureau shall each be entitled to have one Adult Member on the West Michigan Livestock Council. Section 3: The Youth Members shall include all youngsters who are currently enrolled in a beef cattle, dairy cattle, swine or sheep project. Section 4: The rights and privileges of the two classes of members shall be identical except: (1) That only Youth Members who are at least 13 years old and have attended at least four business meetings of the association, shall be eligible for election to the offices of President, Vice President, Recording Secretary, Corresponding Secretary and Treasurer Assistant. (2) That only Adults Members shall be eligible for election to the offices of President Advisor, Vice President, Recording Secretary Advisor, Corresponding Secretary Advisor and Treasurer. Section 5: The Adult Members and their alternates shall be selected by the organization by whatever means is deemed suitable by the individual organizations. Section 6: The West Michigan Livestock Council recognizes the exhibitor as the owner of the animal. The owner is the person to receive payment of proceeds, less commissions and pictures, from the animal. ARTICLE IV Section 1: Officers of this Association shall be President, Vice President, Recording Secretary, Corresponding Secretary, Treasurer, President Advisor, Vice President Advisor, Recording Secretary Advisor, Corresponding Secretary Advisor, and Treasurer Advisor. These officers shall perform the duties prescribed by these by-laws and by the parliamentary authority adopted by the Association. Section 2: The officers shall be elected by ballot to serve for one (1) year or until their successors are elected and their terms of office shall begin at the close of the meeting at which they are elected. The elections shall be held at the first regular meeting in

November of each year. Section 3: No member shall hold more than one (1) office at a time and no member shall serve more than two consecutive terms in the same office. Section 4: The Executive Board shall consist of the President, Vice President, Recording Secretary, Corresponding Secretary, Treasurer, President Advisor, Vice President Advisor, Recording Secretary Advisor, and Corresponding Secretary Advisor. Section 5: The Adult Advisors shall sit with youth officers during the meeting to advise and assist the Youth Officers in carrying out their duties. Section 6: The two required signatures on the West Michigan Livestock Council checking and savings accounts will be the Treasurer and Treasurer Advisor. Section 7: OFFICERS OF THIS COUNCIL SHALL ATTEND A MINIMUM OF 75% OF THE REGULAR MONTHLY MEETINGS OR THE YOUTH’S POSITION ON THE BOARD WILL BE TERMINATED. ARTICLE V Section 1: Six (6) members of the Association shall constitute a quorum. Section 2: All meetings shall be open to all persons involved in, or interested in the beef cattle, dairy cattle, swine, sheep and llama projects. Section 3: All persons attending meetings of the Association shall be eligible to make motions and to vote on all motions presented. Section 4: Voting in the election of officers on amendments to the by-laws of the Association and where a secret ballot has been requested shall be limited to Adult Members and Youth Members as defined in Article III, Sections 2 & 3 (or their designated alternates). Section 5: A secret ballot may be requested by an Adult Member or Youth Member as defined in Article III, Sections 2 & 3 (or their designated alternates) on any motion presented to the Association. ARTICLE VI PARLIAMENTARY AUTHORITY The rules contained in the current edition of “Robert’s Rules of Order, Newly Revised” shall govern the Association in all cases to which they are applicable and if they are not inconsistent with these by-laws and any special rules of order the Association may adopt. 4-H & Youth Livestock 1. These departments are open to any youth enrolled in any Mason County 4-H club, Vocation Agriculture, or other youth organization. 2. Ages determined as of January 1. 3. All exhibitors must conform to the rules governing their respective projects and MDA health requirements. 4. No entry fees or stall rent shall be required 5. Each club exhibit should be labeled with an attractive sign bearing the name of the club or Vocational Agriculture organization it represents. 6. Each youth will be issued a youth exhibitor number. 7. A 4-H, FFA, 4 Korners Kid pre-registration must be turned into the Extension Office by the second Wednesday in June. Send entries to the MSU Extension Office, 102 S. Main St., Suite 4, Scottville, MI 49454. 8. There must be two (2) animals for Grand Champion awards; at least three (3) for Reserve Champion. 9. Any animal shown must be the project animal of the exhibitor. 10. Animals will be placed in A-B-C groupings for the award of premiums except showmanship classes which will 1-2-3, unless specified. 11. Exhibitors will be limited to one entry in each class except championship classes, poultry and rabbit classes. 12. Animals shown in youth classes may not be shown in Open Class with the exception of horses. 13. Grooming, fitting and showing of animals must be by exhibitors. Any assistance provided should be by another youth or teen leader. Leaders, parents and other adults may advise but, are asked to refrain from performing tasks that reduce the learning experience of the youth. 14. Open to all youth exhibitors who personally fit, train, and show their animals. 15. All cattle must be de-horned. 16. All pens must be cleaned by 10 am each day. Pro-rating Premiums: the Western Michigan Fair Association reserves the right to prorate premiums if funding is not received from the State of Michigan. Premium Checks: premiums will be paid by Sunday morning after the conclusion of the Fair. If premiums need to be prorated, checks will be mailed within 7 days. Checks must be cashed within 60 days. After 60 days, any uncashed checks will be voided. If you wish donate your premium check back to the Association, please endorse the

check and return to the Association. Premium disputes: Any premium dispute must be filed in writing with the Association Board within three weeks after the conclusion of Fair. Complaints must be submitted to the Board Secretary either by mailing to the Association or personal delivery. SMALL ANIMAL SALE ANIMALS RULES MASON COUNTY 4-H & MASON COUNTY FARM BUREAU SMALL ANIMAL COUNCIL MARKET GUIDELINES Young Beef-Goats-Rabbits-Poultry-Waterfowl I. REQUIREMENTS FOR PROJECT MEMBERS 1. To be eligible to sell at the sale the youth must belong to the Mason County Small Animal Council and be a member of a 4-H Club, Mason County Farm Bureau or FFA Chapter Member as of the March meeting, prior to the upcoming fair. 2. (a) Members must attend four monthly meetings, and 2 work bees. (Special meetings/events will count). Failure to meet the meeting requirements will result in an additional 5% assessment. Special circumstances will be dealt with on an individual basis by the executive committee. (b) Roll call will be taken at the meeting. The members must be present for roll call or be an active participant in the meeting in order to be considered present at the meeting. 3. Each sale will be assessed 5% of the gross sale or a minimum of $3.00 to cover costs of the programs related to the sale projects. 4. All Small Market Animal members may sign up in their project at the February meetings, with final enrollment at the March meeting. Special circumstances will be dealt with separately. The March meeting will be a highly recommended meeting for the youth, parent or guardian to attend to receive and discuss the project requirements and responsibilities. 5. The members will be responsible for keeping records, raising, showing, selling and delivery of the animals until such time as the project is completed. Small Animal Record Books must be made out in full and turned in on day of entry. NO BOOK-NO SALE OF MARKET ANIMALS. Books will be made available to the judge and will be graded and returned to Small Animal Council member when market checks are distributed. 6. All decisions pertaining to 4-H members with a Small Animal project will be directed to the MSU Extension 4-H Youth staff, and all decisions pertaining to the Mason County Farm Bureau members with a Small Animal Project will be directed to the Mason County Farm Bureau staff in cooperation with the Mason County Small Animal Council. Decisions that pertain to the Western Michigan Fair Association will be subject to the approval of the Western Michigan Fair Association Board. 7. Each member will be responsible for making (2) two posters per project. Each member may submit one poster for the annual poster contest at the June meeting. All posters must be brought to this meeting. Failure to meet this requirement will result in an additional 5% assessment. 8. Members are encouraged to send the “THANK YOU’S” as soon as possible after Fair and bring a copy to the meeting in order to receive their project checks. 9. Members must be present when their project is being judged. Special exceptions will be dealt with separately. 10. Members may sell at one sale only. Either the Small Animal or the Large Animal, but not both. 11. If there are more than 15 pens of each species of poultry or rabbits, a member may be limited to 1 project in that specie, not 2. 12. Upon replacement of an animal, due to death or disease, the Small Animal Council President will be notified immediately. A replacement committee will be appointed to assist the member in replacing the project within a reasonable time, up to 30 days before fair, with approximately the same type, breed and weight animals if possible, of either project raised. The project may be changed with permission of the Executive Board providing all the new project requirements are met. 13. Each project seller will turn in at least (2) two potential buyers per project one month prior to fair. 14. All market animals must be raised by member. Rabbits must be raised from birth by member. 15. All market animals should be at the Fairgrounds as directed by the supervisor of the building. 16. It is the responsibility of each member for the care and feeding of his/her animals the entire week of the fair. Improper care will result in the animals being sent home and forfeit of premiums. 17. All Small Animal Council checks must be cashed within 30 days. II. REQUIREMENTS OF ANIMALS 1. Small Market Animals refer to Young Beef, Market Goats, Rabbits, Poultry and Waterfowl. 2. Rabbits and poultry must be meat type. Goats must be wethers and does. 3. All Small Market Animals must be in possession and no older than described below to be eligible for sale and must attain a minimum weight. ALL MARKET POULTRY MUST BE PURCHASED FROM THE SAME SOURCE. MEMBERS WILL MAKE THAT DECISION AT THE MARCH MEETING. A copy of a Pullorum-Typhoid free certificate must be attached to the record book. III. PERTAINING TO THE FAIR OR THE MARKET SALE 1. For sale purposes, members may sell a maximum of (2) two projects; Young Beef, Goats, Rabbits, Poultry or Waterfowl. 2. Procedure for judging, showing and sale conditions, leaders and members should refer to the Fair Premium Book. A committee, consisting of the Market Secretary, building supervisor, other committee members and a Veterinarian shall make recommendation on any market entries. 3. Market class entries are not eligible for other breed classes, with the option of showmanship. 4. The sale order of projects will be by alphabetical rotation. The sale order of species will be determined by placings with first place, second place and so on. 5. All meat pens will be sold unless the exhibitor notifies the Superintendent and the Small Animal Council Secretary, before judging takes place. 6. All Grand Champions and Reserve Champions must be sold. 7. No sick animal will be sold. No special medicine will be given to the project animals (2) two weeks prior to the Fair, unless advised otherwise by a veterinarian. Sale of a project animal under veterinary medicine must be accompanied by written veterinary approval. 8. Young Beef and Goat slaughtering fees will be assumed by the buyers. No charge on other projects. (This will be stated on the sale sheets.) 9. The cost of processing the rabbits, poultry and waterfowl will be assumed by the Council member. (This will be stated on the sale sheets.) 10. Buyers have the option to do with the animal as they please, but donating the project back to the child is highly discouraged. It is in direct conflict with the purpose of the project. (This will be stated on the sale sheets.) 11. Buyers have the option to do with the animal as they please; but any donated back to the child will be sold and monies donated back to the Small Animal Council or his/her choice or organized charity. (This will be stated on the sale sheets.) 12. Animals bought at the sale must be delivered to the buyer or picked up by the buyer within (2) weeks after the close of the Fair. (This will be stated on the sale sheets.) 13. When the animal is donated back to be resold, the project member will receive the original price. (This will be state on the sale sheets.) 14. Judges are to be rotated every (2) two years. 15. Only Small Animal Council members will be allowed to handle the project in the sale ring. 16. Bid takers shall not take bids on the sale of their child’s projects. IV. MISCELLANEOUS RULES 1. A 4-H FFA, 4 Korners pre-registration form must be turned into the Extension Office by the second Wednesday in June. Send enteries to the MSU Extension Office, 102 S. Main St., Suite 4, Scottville, MI 49454. 2. For members who are selling, attendance at the June meeting of the Small Animal Council is mandatory. If the Small Animal Council member does not make the meeting, an additional extra work slot for the Small Animal building will be assigned. For those members who are exhibiting only, the June meeting is highly recommended, plus one additional meeting during the year. 3. If member is selling, he/she must work (1) one work bee before the Fair and (1) one work bee after Fair. The work bees will be held on the two Tuesdays preceding Fair and the first Tuesday after Fair, beginning at 6:00 p.m. 4. Small Animal Council member must work barn duty for (2) two-hour shifts per market project, per family. 5. For a member who exhibits only, must work barn duty for (1) two-hour shift. 6. Barn duty includes watering all of the poultry, rabbits and goats, sweeping all walkways in the building and lean-to and monitoring visitors in the building. 7. All cages and stalls must be cleaned and animals fed by 10:00 a.m. daily. 8. Rabbits must be tattooed, or they will not be allowed to stay at Fair. 9. Trophies will be released after the Small Animal Barn has been cleaned and thank you notes to trophy sponsors have been turned in by members to the Small Animal Secretaries. Department 12 - Youth Poultry Judging time: Wednesday, 8:00am 1. Crosses will be accepted only in crossbred production and market classes. 2. Each exhibitor selling market chickens may bring a maximum of nine (9) birds for weigh-in. Two pens of three (3) each will be selected to sell, with the other pen of three (3) to be shown in production class. 3. Best in Show, Reserve in Show, Grand Champion market pens and Reserve Champion market pens will receive rosettes. All first place poultry are eligible to compete for these awards. 4. A rosette will be awarded for each Best of Breed with six (6) or more in the class. 5. Premiums will be limited to a maximum of two placings per class. 6. Department 16 - Youth Horses 4-H Horse & Pony Rules 1. Exhibitor’s Age will be determined by Jan. 1 of the current year. 2. Horse & pony age will be determined as of January 1st of the year they were foaled. 3. Ponies are considered to be 56” or under. Ponies must have been measured at a previous youth show. 4. No Stallions are allowed. 5. Exhibitors may exhibit only one equine animal. 6. The Mason County 4-H Horse Developmental Committee (HDC) has determined that any 4-Her showing an equine project at the Western Michigan Fair must: a. Have fulfilled the requirements of the HDC for participation at fair. Requirements are listed in the HDC by-laws. b. Be an enrolled member of a Mason County 4-H Horse club. c. Declare their project animal by July 1st. d. Not already have, or be, participating at another county fair with a horse project. e. Have a current negative Coggins on file with the 4-H Show Committee. 7. Judges will award A-B-C ribbons and then place each class 1st through 6th. Premium money of $3.00 for an A award, $2.00 for a B award, and $1.00 for a C award will be awarded in all qualifying classes. Trophies will be awarded for 1st places and ribbons given through 6th, excluding championship classes and gymkhana. Championship classes will receive Champion and Reserve Champion awards. Pre-registration is not required for Championship classes. 8. Classes will be split after 12 riders or as deemed appropriate by the show committee. 9. Deadline for pre-registrations will be determined by the HDC. No pre-registrations will be accepted after that date. Additions must be made by 5 p.m. the day before the class is held. Scratches should be made as soon as they are known to the exhibitor. 10. All patterns will be available at the entry booth. 11. Gymkhana, Novice and Level 1 Trail will be judged by someone other than the performance judge. 12. Novice and Level 1 riders may not ride in any class that requires cantering. 13. Versatility class will be judged as a pleasure class with each exhibitor competing first with English tack and appointments. Each rider will then be allowed 3 minutes to change clothing and tack to Western while in the arena. Each exhibitor may have the help of one groom who will bring in the necessary articles and may assist the rider with changes. At the end of 3 minutes riders must be mounted, grooms will leave the arena and the class will continue with riders showing Western. Any rider not mounted when time is called is automatically disqualified. 14. Spotters will be provided in all Cloverbud riding classes and when deemed necessary by the show committee. Parents, leaders, or trainers acting as spotters are not allowed to coach while in the ring. If an exhibitor is unable to control his/her project animal, they will be excused by the judge. If a parent or leader is needed in the ring for moral support – but control is not an issue – they must notify the show secretary prior to the start of the class and the exhibitor will not be considered in the placings. Leaders and parents should strongly discourage members from entering a class if they are unable to control their horse/pony. 15. Exercise times will be open until 9 p.m. Horses must be in stalls after 9 p.m. No one is allowed to ride during exercise time without leader or parent supervision. 16. Horses must be led from the barn to the arena, anywhere around the North and West sides of the arenas and from the arena back to the barns. 17. Leadline is open to any youth ages 5-8. Walk Only is open to any youth ages 9-10 who has not passed Novice Level. Leadline and Walk Only exhibitors do not have to declare their project animal by July 1st and may use another 4-Her’s declared project animal. They must complete the pre-registration forms and submit at the deadline. This is an equitation class. Leadline and Walk Only exhibitors may bring their project animal to fair only if there is space available. 18. All participants in the Leadline, Walk Only, Cloverbud, HuntHack, Equitation Over Fences and Gymkhana classes are required to wear protective riding helmets which meet the specifications of the American Society of Testing and Materials (ASTM), are manufactured and distributed by a participant in the certification program of the Safety Equipment Institute (SEI) and which bears the SEI certification label. Harnesses must be secured and must properly fit the head. The exhibitor or his/her parent/guardian is solely responsible for complying with the headgear rule. The Fairboard, judge, and show officials are not responsible for compliance with the headgear rule. Show officials reserve the right to spot check helmets at any time to verify compliance with this rule. There will be no discrimination against wearing protective headgear in other classes as well, even if it does not match the style of riding. 19. Protective footwear covering the ankle and including the heel must be worn when leading or washing your animal. 20. THESE RULES ARE IN EFFECT FROM ARRIVAL UNTIL DEPARTURE. 21. For safety reasons, the “4-H Horse & Pony Project Show Rules and Regulations” and the Mason County Horsemasters Program, Level Novice through Level 5 will be used as reference for this show. 22. All Cloverbuds must be accompanied by an adult or 4-H member 13 or over.

Each exhibitor must submit an Educational Dog Care & Training notebook, to be exhibited in the 4-H Building. The notebook will be judged based on years in project. 2. Handling classes are showmanship classes, judged on how the exhibitor presents their dog and knowledge of breed and parts of the dog. 3. Exhibitors must be enrolled in the dog project and be a member of an active 4-H club which has had a minimum of 10 training sessions. Exhibitor and project dog must attend a minimum of 5 sessions. 4. Not open to exhibitors out of county, unless enrolled in a Mason County 4-H club. 5. Exhibitors are responsible for their own dog, and must be kept on a leash at all times. Exceptions are dogs being shown in a novice or open class, during that class. 6. Must have proof of proof of rabies and distemper vaccinations. 7. Exhibitors will not show in any “A” class more than one year. 9. Exhibitors will be advanced according to the leader’s discretion. Exhibitor may be in a “B” class more than one year if either the dog or exhibitor is n to ready to advance. 10. Exhibitors age determined as of December 31 of current year. 11. All feed must be provided by owner. Exhibitors must provide for feeding, watering and cleaning cages for their birds. No sick or unhealthy birds will be allowed. Birds may not be shown in both Youth and Open classes.

Section 12 – Artistic Arrangements Flower arrangement is the art of organizing the elements according to the principles of design to attain beauty, simplicity, expression and harmony. 1. Exhibitors are limited to two entries and may enter only one per class. 2. Classes are limited to three entries. 3. In all classes, flowers are to be featured; however, other plant material may be used. 4. Exhibitor must use a 3x5 card stating the interpretation of the class. Materials may be listed and flowers should be named. This card should be left with the exhibit, lower left side to aid the judges with their decision. 5. Use of dried or preserved materials is permitted and may be painted. 6. No artificial material may be used except artificial grapes. 7. Use of plant material protected by State Conservation laws is prohibited. 8. Exhibitors must supply their own containers, which may be any type unless otherwise noted. 9. All arrangements in niched displays may be scaled to a width of 27 inches and height of 32 inches. Exhibitor need not fill the area and may go above the background, if desired. 10. Color background or a low value gray-green will be furnished. 11. All plant materials must be kept fresh throughout the show. Lasting quality of materials should be considered when selecting materials. 12. Class reservations must be made two weeks in advance and will not be accepted the day of the show. Reservations may be made by calling Barb Robidoux, 231-462-3284. Artistic arrangements will be judged on the following: Interpretation 25%; Design 20%; Distinction 20%; Color 15%; Relation of all material 15%; Condition 5% American Heroes Class 2245 Military – an arrangement of your choice using any colors.
